A fishing trip in Russia’s Urals ended with cries of horror as a man found canisters filled with human embryos, some already shaped to baby bodies.Lids on the bright blue containers apparently unlocked as the canisters hit the ground, and many embryos spilled out. The little bodies, no longer than 15 centimeters, shrank, turning into mummies.“A friend of mine called at night and said he went finishing and wanted to get some wood for his fire. He found some abandoned water canisters and wanted to take them for his house. And when he came up, he saw… little baby bodies,” a local told Russia’s Channel 4.
Arriving Monday morning, police found 248 embryos aged 12-16 weeks in and around the four canisters. Labels attached to tiny hands and legs listed family names of assumed mothers and some digit codes, which may refer to the pregnancy period, date of abortion or the hospital where the body originated from.
The 50-liter canisters filled with formalin seem to have been thrown out of a vehicle not far from a road leading to Nevyansk, a town on the slopes of the Ural Mountains.Nevyansk authorities immediately said the canisters could not have originated in their town.“Our area is too small; we can’t have so many stillborns, miscarriages or artificial abortions,” they said.Later it was revealed that the horrifying content was “biological waste” from at least three hospitals in Ekaterinburg, the region’s major city.“It appears a waste disposal company has failed to carry out its duties properly,” remark local authorities as the investigation continues. The Ministry of Health has been requested to determine which companies provide embryo disposal services to Ekaterinburg hospitals.In Russia, embryos are subject to immediate disposal as they are classified high hazard waste. Prior to disposal, they are to be kept in special packages, not in canisters with formalin. It is also out of practice to attach labels with any information, at least in Ekaterinburg hospitals.
But the bodies found near the Urals not only fall out of this description – the labels show they may have been stored for over ten years.Some medical experts believe the embryos might have been meant for studies or other purposes, as they contain stem cells. The cells are widely used for immune illnesses treatment and in cosmetic procedures.Prosecutors are talking tentatively of criminal charges, but most probably the guilty party will bear an administrative punishment.

Appearing on the Alex Jones Show today, investigative journalist Wayne Madsen said accused shooter James Holmes had a number of links to U.S. government-funded research centers, including the Defense Advance Research Projects Agency, or DARPA.
James Holmes was one of six recipients of a National Institutes of Health Neuroscience Training Grant at the University of Colorado Anschutz Medical Campus in Denver, Madsen writes for the Wayne Madsen Report.“The Anschutz Medical Campus is on the recently de-commisioned site of the U.S. Army’s Fitzsimons Army Medical Center and is named after Philip Anschutz, the billionaire Christian fundamentalist oil and railroad tycoon who also owns The Examiner newspaper chain and website and the neo-conservative Weekly Standard,” Madsen explains. “The Anschutz Medical Campus was built by a $91 million grant from the Anschutz Foundation.”Holmes also worked as a research assistant intern at the Salk Institute at the University of California at San Diego in La Jolla. The Salk Institute teamed up with DARPA, Columbia University, University of California at San Francisco, University of Wisconsin at Madison, Wake Forest University, and the candy bar company Mars “to prevent fatigue in combat troops through the enhanced use of epicatechina, a blood flow-increasing and blood vessel-dilating anti-oxidant flavanol found in cocoa and, particularly, in dark chocolate,” according to Madsen’s research.
The DARPA program was part of the military’s “Peak Soldier Performance Program,” which involved engineering brain-machine interfaces for battlefield use and other bionic projects.In addition, James Holmes’ father, Dr. Robert Holmes, worked for San Diego-based HNC Software, Inc., a company that worked with DARPA to develop “cortronic neural networks” that enable machines to translate aural and visual stimuli and simulate human thinking.The Holmes family appears to have deep connections to the military-industrial complex. Lt. Col. Robert Holmes, the grandfather of James Holmes, was a graduate Turkish language graduates of the Army Language School, later the Defense Language Institute, in Monterey, California (the same military installation, incidentally, where alleged 9/11 hijacker Saeed Alghamdi trained).The elder Holmes, Madsen notes, more than likely worked in intelligence. “Typically, U.S. military officers conversant in Turkish served with either the Defense Intelligence Agency or the Central Intelligence Agency at either the U.S. embassy in Ankara or the Consulate General in Istanbul, or both,” he writes.“Was James Holmes engaged in a real-life Jason Bourne TREADSTONE project that broke down and resulted in deadly consequences in Aurora, Colorado?” Madsen concludes. Operation Treadstone was a fictional top-secret CIA project under which the character Jason Bourne underwent behavioral modification.

Brussels moves to tackle slumped carbon market

BRUSSELS - The European Commission on Wednesday (25 July) announced short-term plans to bolster the carbon Emissions Trading Scheme, its flagship environment project undermined by rock bottom carbon prices.The scheme, which allows companies to buy and trade pollution allowances, has suffered from an over-allocation of allowances compounded by the economic downturn and drop in manufacturing output.
In April carbon prices dropped to their lowest level - €5.99 - since trading started in 2005. They are currently trading at around €7.00 down from a high of €20 in 2008."The EU ETS has a growing surplus of allowances built up over the last few years,” Climate Commissioner Connie Hedegaard said. “It is not wise to deliberately continue to flood a market that is already oversupplied.”She has proposed delaying the sales of new allowances – known as backloading - in the next phase of the scheme, starting in 2013.There are no firm proposals in Wednesday’s plans on how many allowances should be withdrawn from sale, but the commission’s own analysis mentions 400 million, 900 million or 1.2 billion of them.MEPs have called for 1.4bn allowances to be withdrawn permanently – a number supported by industry, including giants Shell and GDF Suez.“This re-profiling of the auctioning calendar should, at a minimum, reflect the European Parliament Environment Committee’s position calling for the withdrawal of 1.4 billion ETS Allowances,” they said in a statement on Wednesday along with nine other companies.But the lack of specific figures in the Wednesday’s proposal reflects internal wrangling in the commission. The industry directorate general has been pushing for an impact assessment to be carried out first. Industry organization BusinessEurope last month warned in a letter to the commission that changing the auctioning schedule could hurt companies, already under strain due to the economic crisis.The disagreement has meant that the commission will now only publish suggest specific figures as well as long term structural changes to the ETS system after the summer recess.
This leaves a tight window to get the proposed change in allowances through parliament and member states before the new auctioning phase in 2013.“Despite the urgent need to repair the misfiring emissions trading scheme, the Commission is tiptoeing towards action,” said Dutch Green MEP Bas Eickhout.The commission says it can be done if there is "political will." "It is up to the European Parliament and Member States to deliver," said Hedegaard.But the issue is controversial among member states too.“When the rules of the next phase of the ETS were negotiated in 2008 it was agreed that it will be a market mechanism,” Polish environment minister Marcin Korolec told Bloomberg earlier this month.“Let’s stick to this rule. Backloading would be aimed at eventually tightening the emissions target and that’s not a move Poland could back,” he added.

BRUSSELS - A Spanish minister angered Italy and France after claiming the two countries backed Spain in demands for speedier actions by the eurozone to bring down its record-high borrowing costs.Both Rome and Paris on Tuesday (24 July) denied ever having issued a joint statement with Spain. The statement asked for the immediate application of a June deal, whereby banks could be funded directly by the eurozone bailout fund.The Italian government said it was "astonished" by the Spanish announcement, while French EU affairs minister Bernard Cazeneuve denied ever having signed it."I have not asked for the immediate application of the accords. It makes no sense to say that. We are following the decisions taken at the European summit and are working on them," Cazeneuve told AFP.The Spanish EU affairs minister, Inigo Mendez de Vigo, later that day backtracked, saying he did not intend to say informal talks with Italy and France meant they had signed up to a joint statement.Spain's borrowing costs hit 7.6 percent on Tuesday. This raises the pressure on Madrid to ask for a full-blown bailout, as the €100 billion earmarked for its banks failed to calm market fears that the country will go bust.German finance minister Wolfgang Schaeuble, who on Tuesday received Spain's economy minister Luis de Guindos in Berlin, said the record-high borrowing costs mirroring "neither the economic fundamentals of Spain, nor its growth potential or the sustainability of its public debt."De Guindos has so far strongly denied the need for a full-blown bailout. But so did Greek, Irish and Portuguese ministers before applying for help. The Spanish politician on Wednesday is travelling to Paris to meet French finance minister, Laurent Fabius.The problem with a full-blown bailout is that the eurozone could barely afford it. The permanent rescue fund worth €500bn is not up and running yet, pending a decision of the German constitutional court in September.And even when it is established, cash will be transferred gradually, so that only about €200bn will be made available by the end of this year. The temporary bailout fund, set up in 2010, is also running out of money after having allocated more than half of its €440bn loan guarantees on existing rescue programmes in Greece, Portugal and Ireland and the recently-agreed bank bailout for Spain.
Direct bank recapitalisation from the bailout funds - as agreed in June - would take the debt burden off the government's books and help lower its borrowing costs. But that move is only expected to happen at the earliest next year, after the European Central Bank is re-arranged so it supervises eurozone's banks.
The only way around a bailout would be if the ECB started buying up Spanish bonds again, as it did last year. A decision on this may be taken next week at a regular meeting of the ECB board.Meanwhile, a panel of 17 leading economists at the New York-based Institute for New Economic Thinking issued a report in New York warning that "Europe is sleepwalking toward a disaster of incalculable proportions," with Spain, "the last domino", only "days away from a liquidity crisis.""A successful crisis response must be collective and embody some burden sharing across countries. Absent this collective constructive response, the euro will disintegrate," they warn.

Flooding in central Nigeria's Jos kills at least 35


Heavy rainfall in central Nigeria forced a dam to overflow, causing flooding that left at least 35 people dead and destroyed or damaged some 200 homes, the Red Cross said Monday."We have recovered the bodies of 35 people that drowned in the overnight flooding," said Manasie Phampe, head of the Red Cross in Plateau state, where Jos is the capital. "About 200 homes have either been submerged or destroyed."
The confirmed victims so far included a 90-year-old woman and a three-month-old baby, adding that the toll could rise, he said."Rainwater and water from the Lamingo dam which overflowed swept across several neighbourhoods in the city," he explained. "We are still searching for more bodies as many people have been declared missing."The downpour in Jos began at roughly 9:00 pm (2000 GMT) Sunday when many of the city's residents were at home for the night."I have lost seven of my children in this disaster," said Alhaji Abdulhamid Useini, who described heavy rain pounding his neighbourhood for nearly three hours, which also swept away some of his livestock.The area coordinator for the National Emergency Agency (NEMA), Alhassan Danjuma Aliyu, called the flood "devastating" and said police and other rescue bodies were searching the affected areas in hopes of finding survivors.NEMA was also trying to quickly bring in added relief materials to care for those who lost their homes, Aliyu explained."We hope to get these materials to them before the end of today," he said.The head of search and rescue committee of the Muslim community in Jos, Sani Shuaibu, said the search was still on for 25 bodies still missing."We are still looking for 25 other bodies that are still missing and the figure of the missing may rise as families come forward to register their missing family members," he said."Most of the dead were children between three months and 13 years that were swept away by the flooding in their sleep. We picked the drowned along the river bank... We have two camps where around 700 displaced people are sheltering with little food and water supplies."Much of the country has been affected by heavy seasonal rainfall, including Jos in the centre of the country and the economic capital Lagos in the south, where flooding has caused several road closures and other damage.
The rainy season typically runs from March to September.Last week, at least three people were killed by flood waters some 150 kilometres (90 miles) north of Lagos in Ibadan, an area where 102 people died following torrential rains last year.At least 20 people died from flooding in Lagos last year, while 24 were killed after rains inundated a neighbourhood in Nigeria's largest northern city of Kano.Nigerian papers have in recent weeks been filled with commentary criticising officials for failing to put in place measures to mitigate the impact of the annual, often severe floods.The largest cities in Nigeria, Africa's most populous nation, are overcrowded, with many residents living in haphazardly constructed slums.Drainage systems are also often poorly maintained and contribute to the problem of floods.In 2010, flooding affected roughly half a million people in two-thirds of Nigeria's 36 states.

Twice in the last five years, rising food prices triggered global waves of social unrest. With drought baking U.S. crops, another round of soaring, society-straining price spikes may happen in coming months.
According to researchers from the New England Complex Systems Institute, commodity speculation — investors betting on food prices — will amplify the drought’s market signals, creating a new food bubble and the crises that follow.“The drought is clearly going to kick prices up. It already has. What happens when you have speculators is that it goes through the roof,” said NECSI president Yaneer Bar-Yam. “We’ve created an unstable system. Globally, we are very vulnerable.”
The ongoing drought, the United States’ worst since the Dust Bowl, is expected to last until October and will decimate U.S. harvests. America is the world’s largest exporter of corn, wheat and soy beans; global prices for those commodities have already surged to record levels.

Image: NECSI While the United States is relatively insulated from food price increases, people in developing countries, who spend far more of their budgets on food and rely on agricultural imports, are extremely vulnerable. For them, high prices are a catastrophe.Since 2004, global food prices have slowly but steadily increased, with drastic and socially destabilizing spikes in 2007 and again in 2010. Economists argued over the causes, with blame cast on poor regional harvests, supply shortages caused by converting food crops to biofuels, and — most controversially — speculation.Until the late 1990s, food markets in the United States were mostly limited to people with direct interests in food prices, such as farmers and crop buyers. Deregulation allowed hedge funds and investment banks to start betting, changing market dynamics and making them prone to sudden, massive fluctuations.
In earlier research, Bar-Yam’s group developed mathematical models of global food market behavior that found biofuels responsible for a slow upwards rise in prices, and speculation for the spikes. That model anticipated a new food bubble in early 2013, but couldn’t have foreseen the drought.In the new analysis, released July 23 on NECSI’s website, Bar-Yam’s group added drought-triggered price increases to the model. With those figures included, the already grim forecast becomes even darker. “The drought may trigger the third massive price spike to occur earlier than otherwise expected, beginning immediately,” wrote the NECSI team.'We've created an unstable system. Globally, we are very vulnerable.'According to Bar-Yam, excessive speculation acts as an amplifier, exaggerating whatever signal the market receives. Left alone, a highly speculative market would naturally experience boom-and-bust cycles, but this summer’s drought-precipitated surge in food prices will accelerate the next bubble’s formation.Models are, to be sure, always tricky, but this one does seem to have predictive power.“The work they are doing on food prices is pathbreaking,” said agricultural economist Peter Timmer of the Center for Global Development, who is familiar with NECSI’s modeling. “I don’t think their empirical model ‘proves’ that biofuels and speculation are the main causes of volatile food prices, but their model is the only one that’s empirically tracked those prices accurately over the last eight years.”What happens after another bubble is a pressing question, said Bar-Yam. In both 2007 and 2010, massive unrest almost immediately followed food price surges, tracking market behavior with uncanny synchronization. Some Middle East experts say that rising prices even triggered the Arab Spring, providing a spark that ignited long-simmering tensions and resentments.
While the exact role played by food is difficult to isolate, a new NECSI analysis of the 2008 Yemeni uprising supports the spark hypothesis. In a paper released July 24, NECSI found that the geographical character of violence changed immediately after the price spikes, shifting from ethnically localized to widespread.

“I think the analysis has merit,” said political geographer Charles Schmitz of Towson University. “The food prices did disturb things. The legitimacy of the government was undermined.”While some might see the Arab Spring’s catalysis as a positive side effect, food shortages and panicked riots are hardly the most desirable path to social change. To keep prices under control, experts have recommended limiting financial speculation in commodity markets and using biofuel crops for food instead.“In the short run, USDA needs to figure out a way to remove the mandate on ethanol use from corn,” said Timmer. “If we could free up 20 to 30 percent of the U.S. crop, reduced as it is, it would bring corn prices down very quickly.”New speculation limits are scheduled to be enacted by year’s end, but drought means that may be too late, said Bar-Yam. In the meantime, the USDA has rebuffed all requests to reduce corn biofuel allotments.“These are new tools for understanding social change,” said Bar-Yam of NECSI’s modeling. “The thing we’re worried about is that they’re pointing to global catastrophe in a short period of time.”

Syrian human rights activists report that rebels this week uncovered evidence of a Syrian government massacre in a suburb of Damascus. The gruesome discovery of the bodies of at least 24 men showed that all had apparently been tortured prior to their execution. The men were probably killed where they were left by forces loyal to President Bashar al-Assad, in the fields surrounding the capital in the surburb of Deriya'a.
The Arabic Human Rights Information Network has reported the massacre, according to the U.S.-based Syrian Expatriate Organization which recently began sending statements to media. A Facebook page has been posted showing the photos of the massacre and a poster of at least 13 of the bodies that were found. Readers who understand Arabic are being asked if they recognize and can identify any of those who were murdered.Activists said Wednesday that 11 men were executed by government forces in Damascus as well, and provided video of men with bullet holes in the side of their heads. They said they found on Wednesday the bodies of the 11 men, who were executed by Assad forces in the Damascus district of Qaboun.Footage showed 11 bloodied bodies, some in an alleyway and some inside a building. Three appeared to have been shot through their shirts, which were pulled above their heads, and one was kneeling against a wall.Rania al-Midani, an opposition activist who lives near Qaboun, said that the men were arrested five days ago in a nearby district."Activists found them today in Tishreen alley. They thought these men were in jail. They could only enter the alleyway today to find their bodies as it was previously occupied by (pro-Assad militia) shabbiha," she told Reuters over Skype.Assad's forces and plain-clothed shabbiha militiamen are accused of several massacres, including the May 25 killing of at least 108 people, nearly half of them children, in Homs province, which was later verified by United Nations monitors on the ground.

Syrian armored column closes in on Aleppo

AZAZ, Syria (Reuters) - The Syrian army turned its forces on Aleppo on Wednesday, ordering an armored column to advance on the country's second biggest city and pounding rebels there with artillery and attack helicopters, opposition activists said.As hostilities intensified near the Turkish border, Ankara said it was closing its crossing posts, although the United Nations said refugees fleeing Syria would be allowed through.
At the Syrian town of Azaz, a few miles south of the Turkish border, rebels appeared in control after heavy clashes over the past month in which they succeeded in driving out government forces, leaving the place a rubble-strewn ghost-town.Syria's ambassadors to the United Arab Emirates and Cyprus, who are married, have deserted their posts, becoming the latest officials to abandon the Damascus government, rebels said.
The 16-month revolt against President Bashar al-Assad has been transformed from an insurgency in remote provinces into a battle for control of the two main cities, Aleppo and the capital, Damascus, where fighting exploded last week.Assad's forces have launched massive counter assaults in both cities. They appear to have beaten rebels back from neighborhoods in the capital and are turning towards Aleppo, a commercial hub in the north.North of Aleppo, the town of Azaz has been almost completely destroyed by heavy fighting. Burnt-out armored personnel carriers sat on the roads where rebels hit them with rocket-propelled grenades. Bullet casings were scattered everywhere.Most residents fled during the latest fighting, which drove Assad's forces out over the past month and ended in the rebels taking the Bab al-Salam border crossing with Turkey on Sunday.Fighting in and around Aleppo is expected to prompt an exodus across the Turkish border, where some Syrian refugees are already complaining about poor conditions and have clashed with riot police in disputes over food."There is not enough food. They have broken our hearts, the Turks. Why are they doing this to us?" said a sobbing woman called Umm Omar, with her four children huddled next to her in a camp near the border.
ARTILLERY AND ROCKETS
Further south, Syrian forces used artillery and fired rockets on Wednesday on the northern Damascus suburb of al-Tel in an attempt to seize it from rebels, forcing hundreds of families to flee, residents and opposition activists said."Military helicopters are flying now over the town. People were awakened by the sound of explosions and are running away," Rafe Alam, one of the activists, said by phone from a hill overlooking Tel. "Electricity and telephones have been cut off."Opposition sources also reported helicopters and machineguns were firing on the neighborhood of Hajar al-Aswad. The slum lies on the southern outskirts of the capital and has been a haven for rebels sneaking into Damascus from the suburbs.In the north, opposition activists said thousands of troops had withdrawn with their tanks and armored vehicles from Idlib province near the Turkish border and were heading towards Aleppo. Rebels attacked the rear of the troops withdrawing from the north, activist Abdelrahman Bakran said from the area.Military experts believe an overstretched Syrian army is pulling back to concentrate on fighting insurgents in Aleppo and Damascus, important power centers for the government, while leaving outlying areas in the hands of rebels.
HELICOPTERS FIRING
In Aleppo, helicopters were seen firing missiles throughout Tuesday, residents said. Rebels were battling government forces by the gates of the historic old city. Troops fired mortars and shells at rebels armed with rifles and machine guns."I heard at least 20 rockets fired, I think from helicopters, and also a lot of machine gun fire," a resident near one of the areas being shelled, who asked to be identified only by his first name Omar, said by telephone.Residents said fixed-wing jets had also flown over the city, followed by loud noises, although there were contradictory reports as to whether they had opened fire. Video footage posted by activists appeared to show a warplane firing its guns.Assad's forces have occasionally launched air strikes from fixed-wing jets on other cities during the uprising, but tend to rely on helicopters for air strikes in urban areas.The uprising has entered a more violent phase in the past 10 days since rebels poured into Damascus in large numbers.Last Wednesday, an explosion killed four members of Assad's inner circle inside a security headquarters, a blow that wiped out much of the top echelon of his military command structure and shattered the reputation for invulnerability that his family has held since his father seized power in a coup in 1970.
Western powers have been calling for Assad to be removed from power for many months, and now say they believe his days are numbered. But they fear that he will fight to the end, raising the risk of sectarian warfare spreading across one of the world's most volatile regions.Syria raised the alarm even further on Monday by confirming that it had chemical and biological weapons, prompting warnings from Washington and Moscow against using the arsenal.Russian Deputy Foreign Minister Gennady Gatilov said on Wednesday that Moscow, an ally of Assad, had received "firm assurances" from Damascus that its chemical arsenal is "fully safeguarded".But Israel said that if Syrian-backed Hezbollah guerrillas used the situation to take control of the weapons, it would "act immediately and with utmost force".As the revolt against Assad intensifies, top Syrian officials have started to abandon their posts. Syria's ambassador to the United Arab Emirates, Abdelatif al-Dabbagh, and his wife, who is Damascus's envoy to Cyprus, Lamia al-Hariri, have defected and are both now in Qatar, the opposition Syrian National Council said on Wednesday.Brigadier General Manaf Tlas, a member of Assad's inner circle who fled Syria this month, appeared on television in his first public comments since defecting. He called on troops to abandon the government.Elsewhere in the country, activists reported a series of killings by government troops and pro-Assad militia.They reported an attack on a mosque in a village northwest of the city of Hama, with at least 15 confirmed dead. At least nine people were killed in army shelling of al-Herak, a town south of Deraa. In Damascus, activists said they found the bodies of 11 men executed by government forces in the district of Qaboun.The accounts, like others from activists, could not be confirmed. Syria restricts access by international journalists.The British-based Syrian Observatory for Human Rights, which compiles reports from activists, said 1,261 people had been killed since the fighting intensified in Damascus on July 15. Gasmasks in demand as Israel tracks Syria chemical arms

JERUSALEM - The Syrian government is still in full control of its chemical weapons stockpiles, Israeli defence officials said on Tuesday, in an apparent bid to calm fears that a non-conventional war could be looming.Syria’s 16-month-old conflict has spread concern that the chemical arsenal, acknowledged by Damascus for the first time on Monday, could fall into the hands of Hezbollah, the Lebanese Islamist group allied to Iran and Syrian President Bashar al-Assad, or that Assad could use then in a desperate last stand.
The Assad government said such weapons are secure and could be used only as a last resort against Syria’s foreign enemies - an allusion to outside military intervention.The rhetoric stoked demand in Israel for state-funded gas masks, which have been distributed over the last few years as part of the country’s wider preparations for a possible showdown over arch-foe Iran’s disputed nuclear programme.“The worry, of course, is that the (Assad) regime will destabilise and the control will also destabilise,” Amos Gilad, adviser to Defence Minister Ehud Barak, told Israel Radio.But he added: “At the moment, the entire non-conventional weapons system is under the full control of the regime.”Israeli armed forces chief Lieutenant-General Benny Gantz concurred that Assad had control of the stockpiles and was also stepping up security over them.“To the best of my knowledge, they have not yet reached negative hands,” he told a parliamentary panel on security.“This does not mean it will not happen,” Gantz said. “They could used them against civilians or transfer specific components of the weapons to Hezbollah.”Taking a different tone during a visit to Brussels, Israeli Foreign Minister Avigdor Lieberman said any indication that Syrian chemical or biological weapons were about to reach Hezbollah would be a “red line” and a “clear casus belli”.“We will act decisively and without hesitation or restraint. We hope for understanding from the international community,” he told reporters.
SMELL OF WAR
Israel is technically at war with Syria and occupies the Golan Heights. While they have not traded blows in three decades, the Assad government’s disclosure suggested there would be no holds barred if its survival were to be threatened by foreign forces.Underpinning Israel’s concerns are holes in its homefront defences exposed during the 2006 Lebanon war by Hezbollah rockets. Those rockets are dwarfed by Syria’s Scud missiles.Since being hit by Iraqi Scuds during the 1991 Gulf war, Israel has required new homes be built with dual-use fortified rooms that can be sealed off as bomb shelters. But around a fifth of citizens still lack these or a public shelter in reach.Gas masks are another precaution. Some critics say the kits, costing the state $60 to $175 are a pricey item with limited value against nerve agents.But Israelis are taking up the offer, just in case.“There’s a smell of chemical weapons in the air, the sense that a war could be triggered,” said Maya Knobler, 65, who collected masks for herself and her daughter in a shopping mall in Mevasseret Zion, a town outside Jerusalem.The Israel Postal Company, which distributes them for the military, said 3,700 gas masks were handed out on Monday, up from the daily average of 2,200.“The increase was without a doubt connected to Syria,” said company spokesman Merav Lapidot.She said there had been swings in demand in the past and she knew of no orders to boost supply now. Of Israel’s 7.8 million citizens, 4.2 million had been kitted out, Lapidot said, and the rest would be reached within six months.Among detractors of the drive was Amos Yadlin, former commander of Israel’s military intelligence.“I think that the panic which is being instilled in the public concerning Syrian chemical weapons is superfluous and it would be best to turn down the volume,” said Yadlin, who runs Tel Aviv University’s Institute for National Security Studies.“Against the non-conventional threat it would be better to best to play up Israel’s deterrent factor,” he told Army radio, in an apparent reference to superior Israeli weaponry including missile shields and what is thought to be the region’s only atomic arsenal.

Official: Israel to act if Syria arsenal breached

JERUSALEM (AP) — Israel's foreign minister warned on Wednesday his country will act immediately if it discovers Islamic militants are raiding Syria's chemical or biological weapons stocks, while Israelis rushed to stock up on gas masks as the bellicose rhetoric swells.Israeli political and security leaders have been watching the intensified bloodletting in neighboring Syria with mounting concern, afraid that Lebanon's Hezbollah and other militant groups could raid these arsenals should the central government in Damascus collapse. In recent days, Israeli political leaders have said they would be prepared to strike weapons depots to prevent this from happening.Reflecting the fears, Israeli officials reported a run on gas masks in recent days. Demand has almost doubled in the past few days, to 4,200 requests on Tuesday from a years-old average of about 2,200, said Merav Lapidot, a spokeswoman for the Israeli postal service, which distributes the masks.Foreign Minister Avigdor Lieberman told Israel Radio that the government would not tolerate seeing Syria's chemical weapons fall into militant hands as tensions rise along his country's northern border.
"For us, that's a casus belli, a red line," he said.Israel's military chief Lt. Gen. Russian flotilla headed for Syria enters Mediterranean

A Russian naval flotilla of warships destined for the Syrian port of Tartus has entered the Mediterranean, Russia's defence ministry said Tuesday."The Russian ships today passed the Strait of Gibraltar and entered the Mediterranean at 1200 GMT," said a defence ministry spokesman, quoted by Itar-Tass agency.
Led by the Admiral Chabanenko anti-submarine destroyer, the three landing craft left their home port of Severomorsk in the Arctic Circle earlier this month. They are due to be joined in the Mediterranean by the Russian patrol ship Yaroslav Mudry as well as an assistance vessel.The ships will perform "planned military manoeuvres", said the ministry. Earlier in the month a military source said the ships would be topping up on supplies of fuel, water and foodstuffs.Russia has denied that the deployment is linked to the escalating conflict in Syria.

Iran's leader says sanctions won't alter policies

TEHRAN, Iran (AP) — Western-led sanctions and diplomatic pressure will not force Iran to halt its nuclear program, Iran's Supreme Leader said Wednesday.Ayatollah Ali Khamenei, who has the final say on all state matters in Iran, voiced confidence that the Islamic Republic can beat the latest punitive measures aimed at blocking the country's vital oil and banking industries over the disputed program."They (the West) explicitly say they need to increase pressures, tighten sanctions to force Iranian authorities to reconsider their calculations," Khamenei said in comments broadcast on state television. "But a look at the facts leads us not only to avoid reconsidering our calculations, but to move on our intended path with greater confidence."

The moves, a response to Iran's refusal to suspend uranium enrichment, further complicate the country's ability to conduct trade abroad.The West suspects Iran is pursuing a nuclear weapon. Iran says the program is for peaceful purposes such as power generation and medical treatment.In his remarks, Khamenei said he felt some countries partaking in the U.S.-led sanctions will not continue them over the long term because of economic drawbacks, calling the sanctions a challenge that could be overcome."Although there are challenges in the path of the Iranian nation, there is no dead-end," he said.Khamenei said Iran has offered some concessions in the past, but claimed the West is unwilling to allow what Iran calls a peaceful nuclear program.He was referring to a period between 2003 and 2005 when Iran agreed under former reformist president Mohammad Khatami to suspend uranium enrichment and all related activities as part of confidence building measures to dispel fears that Tehran was not seeking nuclear weapons."The West became so arrogant during that period that they opposed possession of three centrifuges which our officials had agreed. But now there are 11,000 centrifuges operating in the country," he said.Centrifuges are machines that spin at supersonic speed to purify uranium. Uranium enriched to low level is used to fuel a nuclear reactor but higher enrichment makes it suitable for use in building a nuclear weapon.Iran's suspension of nuclear advancements coincided with a period of small steps toward easing the diplomatic freeze between Tehran and Washington, but tensions quickly returned following the election in 2005 of President Mahmoud Ahmadinejad and moves to restart Iran's nuclear efforts.The U.S. and its allies accuse Iran of using its civilian nuclear program as a cover to develop an atomic bomb, but Iran has denied the charges and says its nuclear program aims at producing electricity and radioisotopes used to treat cancer patients.Khamenei also urged Iran's politicians to show unity and avoid bickering in efforts to overcome the sanctions, which experts say have driven up the cost of imports by 20 to 30 percent.Ahmadinejad's conservative rivals in parliament are openly criticizing the handling of the economy and failing to prevent a sharp rise in food prices in recent months."The reality is that there are problems but one should not blame this or that. It must be resolved through unity and wisdom," Khamenei said. "You should avoid useless disputes and publicizing these disputes in order to protect the nation's unity."Iran's parliament speaker has acknowledged that 20 percent of Iran's economic problems are due to sanctions, a rare public acknowledgment by a top official that sanctions are biting.
