MOSCOW (Reuters) - Russia hopes to establish its first naval base abroad since the 1991 collapse of the Soviet Union and is looking at Cuba, Vietnam and the Seychelles as possible locations, state-run RIA news agency quoted the navy chief as saying on Friday.Russia has been increasing the reach of its navy in
recent years, sending warships further afield as part of an effort to
restore pride project power in a world dominated by the U.S. military."It's true that we
are continuing work on providing the navy with basing outside the
Russian Federation," RIA quoted Vice Admiral Viktor Chirkov as saying in an interview.
The Soviet Union had a large naval base in Communist ally Vietnam but post-Soviet Russia opted to vacate the Cam Ranh base in 2002, during President Vladimir Putin's first Kremlin term, because rent payments were a burden on state coffers.The fate of Russia's only naval facility outside the
former Soviet Union, a maintenance and supply facility in the Syrian
port of Tartous, is uncertain because of the conflict in Syria.
Chirkov said Russia was "working out the issue of
creating sites for material and technical support on the territory of
Cuba, the Seychelles and Vietnam," RIA reported.Chirkov's wording suggested facilities in those
countries might be less extensive than full-scale naval bases. Navy
officials could not immediately be reached for comment.Vietnamese President Truong Tan Sang,
who was in Russia and was to meet Putin on Friday, was quoted as

(Reuters) - President Bashar al-Assad's artillery pounded rebel-held
areas around Aleppo on Friday, preparing the ground for an onslaught on
Syria's biggest city where the United States has said it fears a
"massacre" may be imminent.Opposition sources said the shelling, which follows
intensive ground and air bombardment of the city itself, was an attempt
to stop fighters from resupplying rebel units inside Aleppo."They are shelling at random to instill a state of
terror," said Anwar Abu Ahed, a rebel commander outside the city.The battle for Aleppo, a major power centre that is
home to 2.5 million people, is being seen as a potentially game changing
turning point in the 16-month uprising against Assad that could give
one side an edge in a conflict where both the rebels and the government
have struggled to gain the upper hand.A rebel commander said insurgents had attacked a convoy
of Syrian army tanks heading towards the city, as the government
continued to redeploy forces from other parts of the country to bolster
its forces there.The fate of Syria itself - an ethnically fragmented
nation of 22 million people - is likely to determine the future of the
wider region for years to come amid fears that its own sectarian
tensions could spill across its porous borders.The U.S. State Department said credible reports of tank
columns moving on Aleppo, along with air strikes by helicopters and

DOHA/DUBAI (Reuters) - Turkey has set up a secret base with allies Saudi Arabia and Qatar to direct vital military and communications aid to Syria's rebels from a city near the border, Gulf sources have told Reuters.

The CIA and the Israelis' main concern so far has been
that elements of al-Qaeda may attempt to infiltrate the rebels and
acquire some of Syria's stockpile of chemical weapons.Sima Shine, a former chief Mossad analyst who now
serves as an adviser to the Israeli government, told Reuters: "It's a
nightmare for the international community, and chiefly the Americans -
weapons of mass-destruction falling into the hands of terrorists. In
parallel to its foreign contacts, Israel is taking this especially
seriously. After all, we are here, and the Americans are over there."She envisaged two circumstances under which Hezbollah,
the Lebanese Islamist group, could obtain some of the chemical weapons
stockpile."Assad goes and anarchy ensues, during which Hezbollah
gets its hands on the weapons. There is a significant Hezbollah presence
in Syria and they are well-ensconced in the military and other national
agencies. So they are close enough to make a grab for it."Another possibility is that Assad, knowing that he is
on his way out, will authorized a handover to Hezbollah, as a message to
the world about the price of encouraging his ouster."However, British and U.S. officials believe there is little or no sign of Assad being toppled imminently.The situation, one
senior European official said, is still likely to veer back and forth,
like a tug-of-war between pro- and anti-Assad forces.

Israel's defence minister said on Wednesday that an Iran armed with nuclear weapons would be far more dangerous to the Jewish state than the possible consequences of preventing it from obtaining those arms.

(AP) — A high-ranking Iranian official said his country is ready to
share "experience and capabilities" with the Tehran-backed regime of President Bashar al-Assad in Syria, the official IRNA news agency reported.The late Wednesday report said Iran's vice president in charge of international affairs, Ali Saeedlou, described the two countries as powerful nations able to influence regional and global stability.

across the country on Thursday, forcing barges on the Mississippi River
