White House spokesman Jay Carney refused to directly say which city is the capital of Israel during a press briefing Thursday, saying only “our position has not changed.”“I haven’t had that question in a while,” Carney said with a slight laugh when a reporter asked whether the Obama administration considers Jerusalem or Tel Aviv to be Israel’s capital. “Our position has not changed.”“What’s the capital?” the reporter repeated.

Russia wants naval bases abroad: report

MOSCOW (Reuters) - Russia hopes to establish its first naval base abroad since the 1991 collapse of the Soviet Union and is looking at Cuba, Vietnam and the Seychelles as possible locations, state-run RIA news agency quoted the navy chief as saying on Friday.Russia has been increasing the reach of its navy in recent years, sending warships further afield as part of an effort to restore pride project power in a world dominated by the U.S. military."It's true that we are continuing work on providing the navy with basing outside the Russian Federation," RIA quoted Vice Admiral Viktor Chirkov as saying in an interview.

The Soviet Union had a large naval base in Communist ally Vietnam but post-Soviet Russia opted to vacate the Cam Ranh base in 2002, during President Vladimir Putin's first Kremlin term, because rent payments were a burden on state coffers.The fate of Russia's only naval facility outside the former Soviet Union, a maintenance and supply facility in the Syrian port of Tartous, is uncertain because of the conflict in Syria.

Chirkov said Russia was "working out the issue of creating sites for material and technical support on the territory of Cuba, the Seychelles and Vietnam," RIA reported.Chirkov's wording suggested facilities in those countries might be less extensive than full-scale naval bases. Navy officials could not immediately be reached for comment.Vietnamese President Truong Tan Sang, who was in Russia and was to meet Putin on Friday, was quoted as telling a Russian radio station that Vietnam has "no intention of cooperating with any country with the aim of military use of the port of Cam Ranh".However, Sang was quoted as telling Voice of Russia radio that a maintenance and service facility at the port would be open to ships from all nations and that, in the interest of furthering a "strategic partnership" with Moscow, Vietnam "will provide Russia with advantages in Cam Ranh, including with aim of developing military cooperation".(Reporting By Nastassia Astrasheuskaya; Editing by Steve Gutterman and Alessandra Rizzo)

Onslaught looms as Assad forces pound Aleppo outskirts

AMMAN/BEIRUT (Reuters) - President Bashar al-Assad's artillery pounded rebel-held areas around Aleppo on Friday, preparing the ground for an onslaught on Syria's biggest city where the United States has said it fears a "massacre" may be imminent.Opposition sources said the shelling, which follows intensive ground and air bombardment of the city itself, was an attempt to stop fighters from resupplying rebel units inside Aleppo."They are shelling at random to instill a state of terror," said Anwar Abu Ahed, a rebel commander outside the city.The battle for Aleppo, a major power centre that is home to 2.5 million people, is being seen as a potentially game changing turning point in the 16-month uprising against Assad that could give one side an edge in a conflict where both the rebels and the government have struggled to gain the upper hand.A rebel commander said insurgents had attacked a convoy of Syrian army tanks heading towards the city, as the government continued to redeploy forces from other parts of the country to bolster its forces there.The fate of Syria itself - an ethnically fragmented nation of 22 million people - is likely to determine the future of the wider region for years to come amid fears that its own sectarian tensions could spill across its porous borders.The U.S. State Department said credible reports of tank columns moving on Aleppo, along with air strikes by helicopters and fixed-wing aircraft, represented a serious escalation of Assad's efforts to crush his opponents."This is the concern: that we will see a massacre in Aleppo, and that's what the regime appears to be lining up for," Victoria Nuland, a spokeswoman for the State Department, said.As the remaining residents of Aleppo braced themselves for more bloodshed, General Robert Mood, the outgoing head of the U.N. monitoring mission, told Reuters he thought Assad's days in power were numbered.
"In my opinion it is only a matter of time before a regime that is using such heavy military power and disproportional violence against the civilian population is going to fall," the Norwegian general, who left Damascus on July 19, said.Navay Pillay, the United Nations human rights chief, said a pattern had emerged as Assad's forces resorted to shelling, tank fire and door-to-door searches."All this, taken along with the reported build-up of forces in and around Aleppo, bodes ill for the people of that city," Pillay said in statement.
MORTAR ROUNDS
Government troops stationed on the outskirts of the city unleashed barrages of heavy-caliber mortar rounds on its western neighborhoods, while Russian-built MI-25 helicopter gunships struck in the east, opposition activists in the city said.The heavy fighting follows an audacious bomb attack that killed four of Assad's closest lieutenants in Damascus on July 18, a development that led some analysts to speculate that the government's grip was slipping.In the first reported casualty on Friday, a man of about 60 wearing a traditional white prayer outfit was killed near a park in Aleppo. His body was placed in a mosque pending identification.On Thursday, thirty-four people were killed in and around Aleppo, according to opposition activists."The rebels have so far been nimble, and civilians have mostly been the victims of the bombardment," said activist Abu Mohammad al-Halabi, speaking by phone from the city.Majed al-Nour, another activist, said rebels had attacked a security outpost in the neighborhood of Bustan al-Joz, which is close to Aleppo's city centre, on Thursday."The rebels are present in the east and west of the city, and have a foothold in areas of the centre. The regime forces control the entrances of Aleppo and the main thoroughfares and commercial streets and are bombarding the residential districts that fell into rebel hands," he said.Nour said tens of thousands of people had fled Aleppo to nearby northern rural regions close to Turkey.
HELICOPTERS OVER DAMASCUS
In Damascus on Friday, four helicopters flew over southern areas of the capital, firing heavy machine guns into the districts of Hajar al-Aswad and Tadamon as well as the Yarmouk Palestinian refugee camp, a resident said."I can see two above me right now, heading towards Hajar al-Aswad," she said by telephone, the pounding of guns audible in the background. Helicopters were flying low and appeared to be targeting specific buildings.With U.N. Security Council resolutions for sanctions against Syria vetoed by Russia and China for a third time last week, the United States has said it is stepping up assistance to Syria's fractured opposition, though it remains limited to non-lethal supplies such as communications gear and medical equipment.Reuters has learned that the White House has crafted a presidential directive, called a "finding," that would authorize greater covert assistance for the rebels, while stopping short of arming them.
It is unclear whether President Barack Obama has signed the document, a highly classified authorization for covert activity.A Syrian parliamentarian from the northern province of Aleppo said on Friday she had defected to Turkey, becoming the first member of the rubber-stamp assembly elected in May which is dominated by Assad's Baath Party to defect."I have crossed to Turkey and defected from this tyrannical regime," Ikhlas al-Badawi told Sky News Arabia.One of the most senior figures to defect from Assad's inner circle, Brigadier General Manaf Tlas, has put himself forward as someone who could help unify the opposition inside and outside Syria to help steer a power transfer.Tlas visited Saudi Arabia before going on to Turkey where he met Foreign Minister Ahmet Davutoglu. Exclusive: Secret Turkish nerve center leads aid to Syria rebels

DOHA/DUBAI (Reuters) - Turkey has set up a secret base with allies Saudi Arabia and Qatar to direct vital military and communications aid to Syria's rebels from a city near the border, Gulf sources have told Reuters.

News of the clandestine Middle East-run "nerve centre" working to topple Syrian President Bashar al-Assad underlines the extent to which Western powers - who played a key role in unseating Muammar Gaddafi in Libya - have avoided military involvement so far in Syria."It's the Turks who are militarily controlling it. Turkey is the main co-ordinator/facilitator. Think of a triangle, with Turkey at the top and Saudi Arabia and Qatar at the bottom," said a Doha-based source."The Americans are very hands-off on this. U.S. intel(ligence) are working through middlemen. Middlemen are controlling access to weapons and routes."
The centre in Adana, a city in southern Turkey about 100 km (60 miles) from the Syrian border, was set up after Saudi Deputy Foreign Minister Prince Abdulaziz bin Abdullah al-Saud visited Turkey and requested it, a source in the Gulf said. The Turks liked the idea of having the base in Adana so that they could supervise its operations, he added.A Saudi foreign ministry official was not immediately available to comment on the operation.Adana is home to Incirlik, a large Turkish/U.S. air force base which Washington has used in the past for reconnaissance and military logistics operations. It was not clear from the sources whether the anti-Syrian "nerve centre" was located inside Incirlik base or in the city of Adana.Qatar, the tiny gas-rich Gulf state which played a leading part in supplying weapons to Libyan rebels, has a key role in directing operations at the Adana base, the sources said. Qatari military intelligence and state security officials are involved."Three governments are supplying weapons: Turkey, Qatar and Saudi Arabia," said a Doha-based source.Ankara has officially denied supplying weapons."All weaponry is Russian. The obvious reason is that these guys (the Syrian rebels) are trained to use Russian weapons, also because the Americans don't want their hands on it. All weapons are from the black market. The other way they get weapons is to steal them from the Syrian army. They raid weapons stores."The source added: "The Turks have been desperate to improve their weak surveillance, and have been begging Washington for drones and surveillance." The pleas appear to have failed. "So they have hired some private guys come do the job."President Barack Obama has so far preferred to use diplomatic means to try to oust Assad, although Secretary of State Hillary Clinton signaled this week that Washington plans to step up help to the rebels.Reuters has established that Obama's aides have drafted a resolution which would authorize greater covert assistance to the rebels but still stop short of arming them.The White House's wariness is shared by other Western powers. It reflects concerns about what might follow Assad in Syria and about the substantial presence of anti-Western Islamists and jihadi fighters among the rebels.The presence of the secret Middle East-run "nerve centre" may explain how the Syrian rebels, a rag-tag assortment of ill-armed and poorly organized groups, have pulled off major strikes such as the devastating bomb attack on July 18 which killed at least four key Assad aides including the defense minister.A Turkish diplomat in the region insisted however that his country played no part in the Damascus bombing."That's out of the question," he said. "The Syrian minister of information blamed Turkey and other countries for the killing. Turkey doesn't do such things. We are not a terrorist country. Turkey condemns such attacks."However, two former senior U.S. security officials said that Turkey has been playing an increasing role in sheltering and training Syrian rebels who have crossed into its territory.One of the former officials, who is also an adviser to a government in the region, told Reuters that 20 former Syrian generals are now based in Turkey, from where they are helping shape the rebel forces. Israel believes up to 20,000 Syrian troops may now have defected to the opposition.Former officials said there is reason to believe the Turks stepped up their support for anti-Assad forces after Syria shot down a Turkish plane which had made several passes over border areas.Sources in Qatar said the Gulf state is providing training and supplies to the Syrian rebels."The Qataris mobilized their special forces team two weeks ago. Their remit is to train and help logistically, not to fight," said a Doha-based source with ties to the FSA.Qatar's military intelligence directorate, Foreign Ministry and State Security Bureau are involved, said the source.
WESTERN CAUTION
The United States, Israel, France and Britain - traditionally key players in the Middle East - have avoided getting involved so far, largely because they see little chance of a "good outcome" in Syria."Israel is not really in the business of trying to 'shape' the outcome of the revolt,", a diplomat in the region said. "The consensus is that you're damned if you do and you're damned if you don't. The risk of identifying with any side is too great".A former U.S. official who advises a government in the region and other current and former U.S. and European security officials say that there has been little to zero direct assistance or training from the U.S. or its European allies.The former official also said that few sophisticated weapons such as shoulder-fired bazookas for destroying tanks or surface-to-air missiles have reached the anti-Assad forces.While some Gulf officials and conservative American politicians have privately suggested that a supply of surface-to-air missiles would help anti-Assad forces bring the conflict to a close, officials familiar with U.S. policy say they are anxious to keep such weapons out of the hands of Syrian rebels. They fear such weapons could make their way to pro-jihad militants who could use them against Western aircraft.
AFTER ASSAD

The CIA and the Israelis' main concern so far has been that elements of al-Qaeda may attempt to infiltrate the rebels and acquire some of Syria's stockpile of chemical weapons.Sima Shine, a former chief Mossad analyst who now serves as an adviser to the Israeli government, told Reuters: "It's a nightmare for the international community, and chiefly the Americans - weapons of mass-destruction falling into the hands of terrorists. In parallel to its foreign contacts, Israel is taking this especially seriously. After all, we are here, and the Americans are over there."She envisaged two circumstances under which Hezbollah, the Lebanese Islamist group, could obtain some of the chemical weapons stockpile."Assad goes and anarchy ensues, during which Hezbollah gets its hands on the weapons. There is a significant Hezbollah presence in Syria and they are well-ensconced in the military and other national agencies. So they are close enough to make a grab for it."Another possibility is that Assad, knowing that he is on his way out, will authorized a handover to Hezbollah, as a message to the world about the price of encouraging his ouster."However, British and U.S. officials believe there is little or no sign of Assad being toppled imminently.The situation, one senior European official said, is still likely to veer back and forth, like a tug-of-war between pro- and anti-Assad forces.

Hamas on Friday hailed the meeting between its leader in the Gaza Strip, Ismail Haniya, and Egypt's Islamist President Mohamed Morsi, saying it represented a "turning point" in relations."The meeting between (prime minister Ismail Haniya) and the Egyptian president (Mohamed Morsi) constitutes a real turning point in bilateral relations," Haniya's spokesman in Gaza, Taher al-Nunu, said in a statement.The Thursday meeting in Cairo "touched on strategic issues, and bodes of a future of joint work," Nunu said."The prime minister is comfortable with the results of his meeting with Morsi," Nunu said.Haniya's visit to Cairo, a week after Morsi met with Hamas chief Khaled Meshaal, came days after Palestinian officials said Egypt had eased visa requirements for Gazans under 40.Last week, Haniya had hailed the meeting between Morsi and Meshaal as a "fruit of the revolution" that overthrew Morsi's predecessor Hosni Mubarak early last year. Hamas is an offshoot of Morsi's Muslim Brotherhood.Hamas, which has controlled the Gaza Strip since 2007 after routing Palestinian president Mahmud Abbas's Fatah from the territory neighbouring Israel and Egypt, hoped Morsi's election victory would strengthen its position.Gaza has been under semi-blockade by Israel and Egypt since Hamas took over the enclave. Mubarak eased the blockade under pressure in 2010, but did not allow commercial traffic through the Rafah border crossing as Hamas had hoped.Morsi met Abbas and Meshaal last week, after saying that he would not favour either of their factions as Egypt attempts to reconcile them.

Nuclear Iran more dangerous than preventing it: Israel

Israel's defence minister said on Wednesday that an Iran armed with nuclear weapons would be far more dangerous to the Jewish state than the possible consequences of preventing it from obtaining those arms.

"We might have to reach difficult and fateful decisions regarding Israel's national security and ensuring its future," Ehud Barak told graduates of the national security college in remarks relayed by his office."I am well aware and have in-depth knowledge of the difficulties and the complexities involved in thwarting Iran's reaching nuclear arms," he said."But I have no doubt that dealing with that same threat once it ripens, if it ripens, will be vastly more complicated, dangerous and exacting in human lives and resources," said Barak.
Israel, the sole if undeclared nuclear power in the Middle East, says Iran's nuclear programme poses an existential threat to it, and has repeatedly refused to rule out military action to halt Tehran's nuclear activity.
In video remarks broadcast at the same Wednesday event, Prime Minister Benjamin Netanyahu called Iran's nuclear programme "a threat to us, to the Middle East, to world peace.""We are galvanising the international community to hard, heavy pressure against Iran, and are committed to doing anything we can to stop it from becoming nuclear," he said.Iran refuses to bow to Western demands that it curb its sensitive uranium enrichment under the pressure of punishing economic sanctions that were ramped up at the beginning of the month to their toughest level so far.Tehran is demanding that its "right" to enrichment be recognised and that the sanctions be eased.The Islamic republic rejects Western suspicions that it is seeking a nuclear weapons capability, insisting that its nuclear ambitions are entirely peaceful.

Iran offers Syria "experience and capabilities"

TEHRAN, Iran (AP) — A high-ranking Iranian official said his country is ready to share "experience and capabilities" with the Tehran-backed regime of President Bashar al-Assad in Syria, the official IRNA news agency reported.The late Wednesday report said Iran's vice president in charge of international affairs, Ali Saeedlou, described the two countries as powerful nations able to influence regional and global stability.

The comments appear to reinforce Iran's support for its main Middle East ally and counter speculation that Iran's leadership was facing internal battles over whether to continue their backing for the embattled Assad.
"Tehran is ready to give its experience and capabilities to its friend and brother nation of Syria," IRNA reported Saeedlou as saying in a meeting with Syria's deputy prime minister, Omar Ibrahim Ghalawanji, who is in Tehran with a Syrian delegation.Saeedlou did not elaborate about which experience or capabilities he had in mind.On Tuesday Gen. Masoud Jazayeri, a spokesman of Iran's Joint Chiefs of Staff, said that Assad's regime has friends in the region poised to "strike out" — an apparent reference to forces that include militant groups Hezbollah in Lebanon and Hamas in the Gaza strip.Hezbollah, whose strongholds lie along the Syrian border, maintains a heavily armed guerrilla force that has held its own against its high-tech Israeli adversary. It has ideological links to Tehran's theocratic regime, and has long benefited from support in Damascus.Iran would not likely dispatch military units or hardware to Syria, however — earlier on Wednesday Iranian Defense Minister Gen. Ahmad Vahidi reiterated his country's stance against military intervention in its key ally, noting that at present "Iran has no military forces in Syria" or plans to send any.
State TV reported the Syrian delegation signed cooperation agreements involving dam construction as well as power plant and grid development, building on previous collaboration in past years when Iran built several car-making and cement factories in Syria.Syria's Ghalawanji described his country as facing serious challenges as a result of "cruel sanctions" imposed by the U.S., European Union, and Arab countries on Damascus over its handling of an increasingly bloody 17-month uprising, the IRNA report said.It also said that Iran's First Vice-President Mohammad Reza Rahimi told Ghalawanji in a separate meeting that he could count on unwavering support from Iran."Given that powers have united to damage the Syrian nation, Iran's stance toward Syria is not changeable -- it will always stand by its Syrian brothers," Rahimi was quoted as saying.Some 17,000 people have died in the Syrian uprising since March 2011. Syrian opposition groups have refused Iran's proposal to play a mediator role between Assad and rebels.Tehran stamped out its own wave of mass protests in 2009, launching a severe crackdown on the opposition Green Movement after the disputed re-election of President Mahmoud Ahmadinejad. The movement has been mostly silent since then.

Drought diminishes mighty Mississippi, puts heat on Congress

CHICAGO/WASHINGTON (Reuters) - The severe drought in the U.S. Midwest wreaked more havoc across the country on Thursday, forcing barges on the Mississippi River to lighten loads for fear of getting stuck and raising concerns about higher prices for food and gasoline.Damage to crops in the most extensive drought in five decades and the pressure of the November elections sparked some action in the U.S. Congress to bring relief to farmers and make progress on a generous farm bill."When times are tough for farmers, they tend to be more active politically," Iowa Senator Charles Grassley said, urging fellow Republicans to act on the farm bill and avoid punishment at the polls.U.S. House of Representatives Speaker John Boehner said on Thursday that Republican leaders were working with the Agriculture Committee "on an appropriate path forward.""I do believe the House will address the livestock disaster program that unfortunately in the last farm bill was only authorized for four years," Boehner said.Rain in the northern Midwest overnight improved corn and soybean crop prospects, and grain prices eased back a bit from near-record highs. But only light rains fell over parched areas of Nebraska, Kansas, Missouri, Iowa and Illinois overnight, and more heat and dryness in the southern Midwest was forecast."There should be some improvement in areas like the Dakotas and Minnesota," Andy Karst, an agricultural meteorologist for World Weather Inc, said. "They have had some good rains of up to an inch or more and there should be more rain and more improvement over the next week."At the Chicago Board of Trade, corn for September delivery closed 12-1/2 cents lower at $7.82 a bushel, down 5 percent from last week's record high. August soybeans closed 38-1/4 cents lower at $16.56, down 7 percent from last week's record high. September wheat closed 18-1/2 cents lower at $8.84-3/4, down 7 percent from last week's four-year high.Crop scouts on Thursday reported corn yield prospects down about 27 percent from last year in central Iowa, the largest producing state. But dousings from recent night-time rains had helped soybeans. Early planting also may be helping soybeans survive the worst effects of the drought, scouts said.A tour of Minnesota and North Dakota spring-planted wheat fields was also encouraging due to early plantings, scouts said. Yield potential was expected about 8 percent above last year."The only thing that can hurt this crop is a hail storm," said Ben Handcock, a Wheat Quality Council tour official.
BARGES IN A BIND
The effects were literally being felt downstream.One year after its waters swelled to historic proportions, the lower Mississippi River now sits so low that barge operators hauling some $180 billion in goods must lighten their loads for fear of getting stuck.If water levels drop any lower, industry insiders say, prices could rise on the raw commodities commonly shipped by boat -- coal, grain, petroleum and steel, to name a few.
"The main thing that they're doing now is voluntarily reducing the size of their tows ... so they're having to take more trips to carry their normal volume of commodities," said Ann McCulloch, spokeswoman for American Waterways Operators, a national trade association representing tugboats, tow boats and barges.
"This will drive up transportation costs if it continues over a long period of time," she said.Kirby Corp, the largest U.S. inland tank barge operator, said Thursday it is adding more capacity to its fleet that carries petrochemicals, gasoline and fertilizers.
FOOD AND FIRES
In Washington, temperatures boiled on both sides of the aisle. A new five-year, $491 billion farm bill is stalled in the House on concerns there are not enough votes in the Republican-controlled chamber to pass a bill."We're seeing all across the country dried-up, parched land," said Senate Agriculture Committee chairwoman Debbie Stabenow. "This is a very serious issue for our farmers and ranchers, so we need a farm bill."The farm bill has been attacked by Democrats for cutting too much from food stamps for the poor and by Republicans for doing too little to reform farm subsidies.There is little more than a week before Congress moves to a recess that lasts until September 10. Democrats have lambasted Republicans for lack of action ahead of the November elections."If they actually try to do disaster next week, it's just to inoculate members for the month of August," said Ferd Hoefner, a small-farm activist. "We want the real bill and we want it this year."Scattered rains in the Midwest this week have come too late for many crops, government drought specialists said, and the worst drought conditions since 1956 worsened over the last week.Almost 30 percent of the nine-state Midwest was suffering extreme drought as of July 24, nearly triple that of a week ago.The United States is the world's largest exporter of corn, soybeans and wheat. Markets around the world are growing worried that local food costs will soar because imports will be expensive, food aid for countries from Asia to Egypt will not be available, and food riots could occur as in the past.Drought and scorching temperatures in Eastern Europe from Poland to Romania also have burned up crops, causing alarm about stockpiles and soaring prices. Russian wheat harvests will also be cut by drought and Indian harvests will be cut by the poorest monsoon rains in four decades, officials said on Thursday.The U.S. Agriculture Department said U.S. food prices are likely to rise as much as 3.5 percent this year and as much as 4 percent in 2013, with higher feed costs driving up meat and dairy products. By comparison, the overall U.S. inflation rate is estimated at 2 percent this year and 1.9 percent in 2013.Wildfires in drought-hit areas were also a growing problem. Beijing flood death toll 'rises to 77'

The death toll from the worst rains to hit Beijing in more than 60 years has risen to 77, China's official Xinhua news agency said Thursday, more than doubling previous figures.Many residents of China's sprawling capital had expressed doubts about the official toll of 37 that Beijing authorities announced late Sunday, believing the true figure to be much higher.Saturday's freak downpour, said to be the heaviest rain since records began in 1951, caused rivers to burst their banks and flood major highways, submerging large numbers of vehicles.
In the worst-hit area of Fangshan, on the city's mountainous southwestern outskirts, distraught residents on Monday reported cars being swept away and said many people were still missing.Since then, accounts have emerged of drivers stuck inside their vehicles, unable to open doors and windows as water levels surged, with rescue workers slow to reach them.Many people took to China's weibos -- Twitter-like microblogs -- to condemn the official response to the disaster in the capital, which came at a time of heightened political sensitivity ahead of a 10-yearly handover of power.Some said the number of deaths and scale of destruction could have been lessened if the government had issued better warnings, including by SMS, and modernised Beijing's ancient drainage systems.Authorities ordered state media to stick to stories "worthy of praise and tears", while censoring the nation's voracious microblogs and threatening arrests."From today onward, we will severely strike at those using the Internet to... create and transmit political rumours and attack the (Communist) party, state leaders and the current system," the Beijing Times quoted city police chief Fu Zhenghua as saying Tuesday.The threat, reported widely Thursday, did not appear to stifle critical comments, with one typical posting calling it "an open confrontation with the people".Beijing city spokeswoman Wang Hui insisted earlier this week that authorities would not cover up the true number of deaths, acknowledging that the lack of official updates had given rise to public suspicion.She said authorities recognised the importance of disclosing casualty figures, citing the SARS (Severe Acute Respiratory Syndrome) epidemic of 2003, when China faced an international backlash for trying to cover up the disease.The floods caused over 10 billion yuan ($1.57 billion)-worth of damage and affected more than 1.9 million people, Xinhua also said.City authorities said this week that Beijing's mayor Guo Jinlong would step down, after many weibo users called for his resignation.Authorities however said the move was unrelated to the floods and that Guo was moving to become Beijing's Communist party secretary, a more senior role.
