Arab League backs Palestinian plan on UN status
Arab foreign ministers have backed Palestinian plans to seek an upgrade to their status at the United Nations to that of a non-member state, Palestinian officials said.But no decision was taken on when the application would be made, with the Arab League postponing such a decision until its next meeting in Cairo on September 5, Palestinian negotiator Saeb Erakat told AFP late on Sunday.The UN membership question was one of several issues raised at a meeting in Qatar of the Arab League's Follow Up Committee on the peace process on Sunday night, which was also attended by Palestinian president Mahmud Abbas.
"The Arabs decided to go to the UN to seek non-member state status for Palestine," Erakat told AFP by phone from Doha late on Sunday."It has been agreed that we will start preparing the legal, procedural and political file relating to the Palestinian application for non-state membership," he said.He said ministers had approved plans to begin consultations with UN groupings such as the European Union, the African Group, the Non-Aligned Movement and the South American bloc "in order to obtain their support for the Palestinian demand."A statement from the Follow Up Committee said it supported Abbas's plan and the diplomatic efforts to obtain non-state membership for Palestine.Last year, Abbas formally presented a Palestinian request for full state membership at the UN in a move which angered Israel and the United States which say a state can only arise out of a negotiated peace settlement.The request was stalled at the Security Council, whose 15 members were divided over the move, and where the United States had threatened to use its veto to block the application.In light of the stalemate, Abbas has said he would seek to upgrade the Palestinian representation at the UN to that of a non-member state in a move which would only require a simple majority in the General Assembly and is certain to pass easily.Direct peace talks have been frozen for nearly two years, with the sides mired in a thorny dispute over Israel's settlement policies.

Troika in Greece amid renewed euro-exit talk

BRUSSELS - Officials from the troika of international lenders are back in Athens on Tuesday (24 July as the three-party government struggles to meet the spending cuts demanded in return for the bailout money.
The Greek government is several months behind on promised spending cuts and privatisations. The auditors from the EU commission, European Central Bank and International Monetary Fund are set to draw up a report on how big the shortfall is and whether Greece can still receive the next tranche of €31.5 billion in September.Without this money, the Greek authorities will not be able to repay outstanding debt to the eurozone central bank, or salaries and pensions in the coming months.Development minister Costis Hatzidakis on Sunday warned that the two months ahead are "the most critical" and that his country is in a "state of emergency.""If the current government fails, the next one will be a government of the drachma," Hatzidakis told Ethnos daily.The government, led by Conservative leader Antonis Samaras, took two elections and at least three months of stalled reforms to come together.The troika further postponed its mission as Samaras was rushed into a hospital to undergo eye surgery and his first pick for a finance minister refused to take up the job amid health problems.The current finance minister, Yannis Stournaras, an Oxford-educated economist, has so far come up with only about €8 billion in spending cuts out of the €11.5 billion which should have been identified in June. Initially, the Samaras government had hoped to negotiate an extension of at least two more years in meeting the bailout requirements, as the economy is shrinking faster than forecast.State income is over €1.5 billion short of the predicted revenues in the first half of this year, the finance ministry said last week. And privatisations of state assets, which should have brought in €3 billion this year, are only expected to reach a tenth of that target, according to the head of the privatisation fund, Costas Mitropoulos, who resigned last week, citing lack of support from Samaras."Right now we need to secure an at least tolerable troika report by the end of August," finance minister Stournaras told financial daily Imerisia on Saturday.He admitted that a deadline extension, as first envisaged by the Samaras government, "cannot be taken for granted.""Everything is under negotiation and unfortunately, much of what was agreed is not in an implementation phase," the minister said.Three German ministers over the weekend warned that there is no way around more spending cuts and sticking to the bailout terms, with finance minister Wolfgang Schauble warning that Greece must "make up for any delays."Schauble told Bild newspaper there were no similarities between Greece and Spain, who recently obtained longer deadlines in meeting its deficit targets.
Economy minister Philipp Roesler meanwhile did not hesitate in floating the Greek euro-exit scenario again.
“What’s emerging is that Greece will probably not be able to fullfil its conditions. If Greece doesn’t fulfill those conditions, then there can be no more payments,” he told ARD broadcaster on Sunday.He said that an end of the bailout would lead Greeks to conclude "that it is perhaps smarter to leave the eurozone".
"I think for many experts, for the FDP, for me, that an exit by Greece from the eurozone lost its horror a long time ago."German foreign minister Guido Westerwelle also said in an interview with Hamburger Abendblatt that his liberal party - the junior coalition member to which Roesler also belongs - will never agree to Greek attempts to water down the bailout terms.“That won’t work, that’s a Rubicon we can’t cross,” Westerwelle told the newspaper, even though last month he said Athens could hope for better terms as its economy was worsening.But the feeling that Greek politicians are simply not sticking to what they promise has worn down any sense of patience among German politicians.In addition, Der Spiegel on Monday reported that the IMF is considering withdrawing from any extra payments to Greece.If Greece manages to secure extra time for its reform programme, the German magazine said, this would likely boost the total bill by a further €10-50 billion in bailout money.If the IMF pulls out, other eurozone countries are also likely to stop paying. Finland and the Netherlands have linked their contributions to IMF participation.

Spanish bailout deal to be sealed amid protests

BRUSSELS - Eurozone finance ministers on Friday (20 July) are set to iron out the final details of bailout of up to €100bn for the Spanish banking sector, just as tens of thousands Spaniards took to the streets in protest against fresh spending cuts.In a conference call set to start at 12.00 Brussels time, the 17 ministers are expected to sign off a memorandum of understanding with Spain, spelling out the conditions of the loan capped at €100 billion.The final amount still to be determined after a comprehensive audit of 14 Spanish banks, making up 90 percent of its banking sector, is carried out in September. A first tranche of up to €30 billion will be made available by the end of July to reassure markets that these are not empty promises.
A draft agreement that emerged ahead of a vote in the German Bundestag on Thursday approving the deal caused a bit of an uproar in Spain, with El Pais newspaper accusing the government of "hiding" the documents from public scrutiny.The 70-page long document is expected to be broadly adopted as is on Friday and then signed by the Spanish government. It mostly relates to how banks sitting on bad loans will be assessed, recapitalised and possibly wound down, how the national banking supervisors have to be strengthened and transparency of banks balance sheets increased.But it also refers to "regular and closely" monitoring of other economic reforms aimed at reducing the budget deficit to 3 percent of GDP by 2014.
Tax policies are also to be monitored, along with labour market reforms, with member states set to "review on a regular basis the economic policies implemented by Spain," in line with binding recommendations by the EU commission.The government last week announced fresh public sector wage cuts and VAT hikes amounting to €65 billion, which on Thursday saw tens of thousand of people take to the streets all across the country. Riot police fired rubber bullets on protesters in Madrid, who set garbage bins on fire and threw explosive cocktails as tensions rose.Unemployment is at 24 percent in Spain, while more than half of the country's youngsters are out of a job.Prime Minister Mariano Rajoy defended the cuts as part of the bailout deal needed to rescue the bleeding banks. But markets seem unimpressed. At a debt auction on Thursday, Spain managed to borrow almost €3 billion from the markets, but at borrowing costs above seven percent - a threshold considered bailout territory.According to the draft memorandum, in money that is unused for the banking rescue could be re-allocated to another bailout programme - for instance buying Spanish bonds. But for that to happen, a new deal would have to be approved by all eurozone countries and with likely even stricter conditions attached."The up to €100 billion, which the eurozone has undertaken to provide to Spanish banks is to do just that, it is only for that purpose and not for any other," an EU commission spokesman said Thursday.

EU ministers set to beef up Syria arms embargo, sanctions

BRUSSELS - EU foreign ministers meeting in Brussels Monday (23 July) are expected to extend sanctions on Syria while trying to clamp down on weapons making their way to the Bashar Assad government.

A couple of dozen people and entities are expected to be added to an EU-sanctions list already containing 43 companies and 128 people.The move is in part to show the EU's determination to press ahead with being tough on Damascus even after China and Russia on Thursday (19 July) refused to endorse global sanctions through a UN resolution.But EU officials also believe the sanctions are having an effect."Our analysis and reporting from sources in Syria suggest that this causes significant anxiety and concern to the Syrian regime. This is not something they are blasé about, they really don't like these measures," said one EU diplomat.
"It can't be categorically proven but it seems to make the functioning of the government more difficult," the diplomat added.The freezing of assets is also thought to hit the standing of the regime among its supporters used to the government's largesse and unhappy at seeing it dwindling.EU ministers will also try to strengthen its arms embargo against the war-torn nation. A ban on arms exports has been in place since May 2011 but member states at the time did not agree the tools to enforce it.They are set to remedy this by agreeing to examine ships and aircraft carrying suspicious-looking cargo to Syria."It's important to be clear about what we are aiming to do. We are looking to reduce the ease by which arms can go to Syria" said the EU diplomat.The porous arms embargo came to attention early in the year when a Russia ship carrying arms docked in Cyprus to refuel. The ship was allowed to leave again after its Russian owners said it would no longer be going to Syria.But events are moving quickly on the ground, so much may be changed by Monday. The killing of the defence minister in a suicide attack on Wednesday is widely seen as big blow to the regime.
There was extra confusion Friday when Russia appeared to exercise some political pressure. Its ambassador to France told Radio France International that Assad is ready to step down "in a civilized way" - the remarked was later dismissed by both Syria and Russia as out of context and incorrectly interpreted.

Zimbabwe

Ministers are also expected to back a UK-pushed proposal to encourage further reforms in Zimbabwe. They are likely to agree to suspend the current prohibition on aid going directly to the government.
This is hoped to have a strong "signalling effect" as money will not start flowing immediately but only once the EU's new budget framework kicks in from 2014. This can be "rescinded" at any time, said a diplomat.
They are also expected to say that if there is a fair constitutional referendum later this year then there should be a suspension of the asset freeze and travel ban on all but President Robert Mugabe and the core people around him.Meanwhile ministers may also name the EU special representative on human rights at their Monday meeting. Among the frontrunners for the post are Finland's Astrid Thors, a former MEP and Francois Zimeray, France's ambassador for human rights.

Syria says could use chemical arms against foreign intervention


BEIRUT (Reuters) - Syria acknowledged for the first time on Monday that it had chemical and biological weapons, saying they could be used if the country faced foreign intervention.International pressure on President Bashar al-Assad has escalated dramatically in the last week with a rebel offensive in the two biggest cities and a devastating bomb attack which killed four members of his inner circle in Damascus.
Assad's forces have launched fierce counter-offensives, reflecting his determination to hold on to power even at great cost and he has dismissed an Arab offer to grant him a safe exit in return for a swift step down.
Foreign Ministry spokesman Jihad Makdissi said the army would not use chemical weapons to crush rebels but they could be used against forces from outside the country."Any chemical or bacterial weapons will never be used ... during the crisis in Syria regardless of the developments," Makdissi said."These weapons are stored and secured by Syrian military forces and under its direct supervision and will never be used unless Syria faces external aggression."Damascus has not signed a 1992 international convention that bans the use, production or stockpiling of chemical weapons, but officials in the past have denied that it had any stockpiles.
As violence escalates in Syria, insurgents have said they fear Assad's forces will resort to non-conventional weapons as they seek to claw back rebel gains across the country.Western and Israeli countries have also expressed fears that chemical weapons could fall into the hands of militant groups as Assad's authority erodes.Defying Arab foreign ministers who on Sunday offered Assad a "safe exit" if he stepped down swiftly, the Syrian leader has waged a counter-attack in the capital to defeat rebels district by district.Arab League ministers meeting in Doha urged the opposition and the rebel Free Syrian Army to form a transitional government, Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani told a news conference in Doha.
Makdissi condemned calls for Assad to step down at a meeting of Arab foreign ministers in Qatar over the weekend, calling it a "flagrant intervention" in Syria's internal affairs."We regret that the Arab League stooped to this immoral level in dealing with a founding member instead of helping Syria," he said.On Monday the army shelled rebel forces in the northern city of Aleppo and stormed the southern Damascus neighborhood of Nahr Aisha, breaking into shops and houses and burning some of them, activists said.Video showed dozens of men in green army fatigues massing in the neighborhood, which looked completely abandoned. Men carrying machine guns and rocket-propelled grenade launchers knocked and then kicked down doors and climbed through windows.Assad's forces have reasserted control over several Damascus areas since they seized back the central Midan district on Friday, following a devastating bomb attack that killed four of Assad's top security officials."The regime strategy is to continue to confront the opposition, this time with much broader military response," said Ayham Kamel, Middle East analyst at Eurasia Group consultancy.
"The expectation that the regime is out of firepower or collapsing right now is misplaced."But Assad's forces have lost ground outside cities, ceding control of four border posts on the Turkish and Iraqi borders.
Rebels also seized an army infantry school in the town of Musalmiyeh, 16 km (10 miles) north of Aleppo, and captured several loyalist officers, while others defected, a senior military defector in Turkey and rebel sources inside Syria said.In Aleppo, activists said residents were fleeing the rebel-held districts of Al-Haideriya, Hanano and Sakhour after army shelling and clashes between rebels and government forces.
A rebel fighter said the rebels had destroyed three tanks in the Hanano district and predicted weeks of fighting in Syria's largest city."The regime is fighting for its survival. God willing by the end of Ramadan, Aleppo will be in our hands," Mustafa Mohammad said referring to the Muslim holy month which started on Friday.
REVENGE
The fighting in Damascus, Aleppo and the eastern city of Deir al-Zor has been some of the fiercest yet and showed Assad's determination to avenge the bomb attack, the most spectacular blow in a 16-month-old uprising against four decades of rule by the Assad family.Rebels were driven from Mezzeh, the diplomatic district of Damascus on Sunday, residents and opposition activists said, and over 1,000 government troops and allied militiamen poured into the area, backed by armored vehicles, tanks and bulldozers.Government forces executed at least 20 men, aged approximately 20 to 30, activists said by phone from Mezzeh.
"Most had bullet holes, one with as many as 18. Three had their hands tied behind their back. Some of the men were in their pajamas. Several had their legs broken or fingers missing. Others were stabbed with knifes," said Bashir al-Kheir, one of the activists.Opposition and rebel sources say the guerrilla fighters in the capital may lack the supply lines to remain there for long and may have to make tactical withdrawals.
The neighborhood of Barzeh, one of three northern areas hit by helicopter fire, was overrun by troops commanded by President Assad's brother, Maher al-Assad, 41, who is widely seen as the muscle maintaining the Assad family's Alawite minority rule.
CRUCIAL ROLE
Maher's role has become more crucial since Assad's defense and intelligence ministers, a top general and his powerful brother-in-law were killed by the bomb on Wednesday, part of an assault by rebels seeking to turn the tables in a revolt inspired by Arab Spring uprisings in Tunisia, Libya and Egypt.Assad has not spoken in public since the bombing, but the Israeli military said it believed he was still in Damascus and retained the loyalty of his armed forces.The unrest in Damascus prevented many officials getting to work last week but on Monday most government employees were back at their desks, one employee said.The Syrian Observatory for Human Rights said 1,261 people had been killed across Syria since last Sunday, when the fighting escalated in Damascus, including 299 of Assad's forces.This made it by far the bloodiest week in an uprising that has claimed the lives of 18,000 people. A total of 140 people were killed on Sunday, including 38 soldiers, the observatory said.Regional and Western powers fear the conflict might become a full-blown sectarian war that could spill across borders, but have yet to find a coherent strategy to prevent this.

Israel official: Syria protecting chemical arsenal

JERUSALEM (AP) — Israeli leaders said Sunday they were following the escalating violence in Syria for signs militants were seizing the regime's chemical weapons or missiles, after Israel declared over the weekend that it was prepared to attack Syrian arsenals to prevent that from happening.The increasingly precarious situation of President Bashar Assad's regime is stoking Israeli fears that militants affiliated with Lebanon's Hezbollah or al-Qaida would raid Syrian military arsenals for chemicals weapons or sophisticated missiles that could strike Israeli territory. Speculation of an Israeli assault on these arsenals has mounted since Syrian rebels struck at the heart of the government last week, killing four high-level officials and exposing new vulnerabilities of Assad's regime.Senior Defense Ministry policy planner Amos Gilad told Israel's Army Radio that "right now, they (the Syrian regime) are maintaining control of these arsenals as best they can."
But Israel is on alert for the possibility that Syria's large chemical stocks could be seized by Lebanese militants, Al-Qaida-affiliated radicals or other unspecified "irresponsible elements" operating in Syria, he hastened to add.Over the weekend, Defense Minister Ehud Barak made it clear that Israel was preparing for the worst. "I've ordered the Israeli military to prepare for a situation where we would have to weigh the possibility of carrying out an attack" against Syrian weapons arsenals, he told Channel 2 TV.On Sunday, he told reporters, "the state of Israel cannot accept a situation where advanced weapons systems are transferred from Syria to Lebanon." And Prime Minister Benjamin Netanyahu told his Cabinet that "we are following events closely and are prepared for any eventuality that might develop."The possibility that the bloodshed in Syria could spill over Israel's frontier has become an even more tangible worry as the fighting intensifies in Assad's strongholds and near the frontier with the Israeli-controlled Golan Heights.
Barak warned last week that Israel would stop Syrian refugees from entering the Golan should they try to flee there. And the head of military intelligence voiced concern that Syrian territory bordering the Golan could become a haven for militant groups, much like Egypt's Sinai desert has become a launching pad for attacks on southern Israel.Defense officials have said Israeli troops in the Golan have not been put on a war footing. 

Egypt allowing Palestinians freer entry

CAIRO (AP) — Egyptian and Palestinian officials say Egypt is allowing freer entry for Palestinians into the country, in an unprecedented move that eases long held travel restrictions particularly on Gazans but caused confusion among security agencies here.Airport officials said seven Gazans were allowed into Egypt Monday without the usual restrictions under which transiting Gazans under 40 years old were "deported" — taken in security escorts from the airport directly to Gaza, often after long detentions at the airport.Egypt's ambassador to the West Bank Yasser Othman said transiting Palestinians can enter Egypt for 72 hours to arrange their own travel. A Palestinian official in Cairo said more easing of restrictions are being negotiated.
The decision, however, took some Egyptian security by surprise, as a formal announcement was not yet made.

Typhoon sweeps toward Hong Kong and south China

HONG KONG (Reuters) - Hong Kong was lashed by gales on Monday as typhoon Vicente moved towards the financial hub, sending office workers home early and prompting the local observatory to raise the No. 8 tropical cyclone warning signal, the third highest classification.Financial markets, schools, businesses and government services close when any No. 8 or above signal is hoisted, posing a major disruption to business in the capitalist hub and former British colony.Gale-force winds pounded trees, churned up white-tipped waves in Victoria Harbour and sent debris flying. Shooting suspect got “high volume” of deliveries: police


AURORA, Colo. (Reuters) - The man accused in a shooting rampage at a Denver-area premiere of the new "Batman" film received a high volume of deliveries at work and home over the past four months, police said, parcels they believe contained ammunition and possibly bomb-making materials.Aurora Police Chief Dan Oates revealed the shipments as local and federal authorities worked to make safe suspect James Holmes' apartment, which was found to be booby-trapped with sophisticated explosives following the massacre at a multiplex theater several miles away.Oates said residents of nearby buildings who were evacuated would likely be allowed to return home on Saturday night."We've become aware that the suspect over the last four months received a high volume of deliveries to both his work and home addresses," Oates said at an afternoon press conference."This begins to explain how he got his hands on all the magazines and ammunition," Oates said. "We also think it begins to explain some of the materials he had in his apartment."
A gunman armed with an assault rifle, a shotgun and a pistol and wearing a full suit of tactical body armor, a helmet and a gas mask set off two smoke bombs before opening fire in the dark theater early on Friday morning, killing 12 people and injuring 58 others.Officers who arrived at the scene within 90 seconds of the first emergency calls quickly took Holmes into custody in a parking lot behind the cinema, where he surrendered without a fight, Oates said.Holmes, a graduate student who authorities said had dyed his hair red and called himself "the Joker" in a reference to Batman's comic-book nemesis, was due to make an initial court appearance on Monday.Authorities used a remote-controlled robot and controlled detonation on Saturday as they began to neutralize what they said were a series of booby traps in Holmes' apartment.
The bomb squad used a robot to place a tube -- known as a "water shot" -- near an explosive device in the apartment. The water shot was then detonated to disable the explosive.Photos of the apartment, taken by a camera raised up to the third-floor window, showed jars of ammunition on the floor and "things that look like mortar rounds," Oates said.There were also bottles filled with an unknown liquid and what appeared to be trip wires laid out across the apartment, he said.Aurora Police spokeswoman Sergeant Cassidee Carlson said the device had clearly been "set up to kill.""We have been successful in disabling a second triggering device," she said. "Although not certain, we are hopeful we have eliminated the remaining major threats. We will not know this until we enter the apartment."

Police evacuated five nearby buildings and created a perimeter of several blocks around Holmes' apartment, the top-floor unit of a three-story red brick building in a run-down section of Aurora.Of the 58 people wounded in the shooting, hospital officials said some patients had sustained serious head injuries and chest injuries.The University of Colorado Hospital, which treated 23 victims of the shooting, said 10 people had been released and five remained in critical condition.The Medical Center of Aurora said of its seven patients -- ranging in age from 16 to 31 -- four remained in the intensive care unit and three other patients are on the main trauma floor."The initial adrenalin rush of having something like this happen, both for the families and the patients themselves, is starting to wear off," said Dr. Bob Snyder, a trauma surgeon at the Medical Center of Aurora. "There is going to be some realization that there are going to be some serious, long-term issues that people are going to have to deal with."A memorial of flowers, candles and stuffed animals has been set up at the Aurora shopping mall where the shooting rampage took place.
