EU to boost Israel trade relations despite settlements row

BRUSSELS - The EU is today to confirm moves to strengthen economic ties with Israel, facing off criticism that trade conditions should be frozen due to the diplomatic impasse over Israeli settlements in the occupied territories.The proposal, to be rubber-stamped at the annual meeting of the EU-Israel Association Council on Tuesday (24 July), covers 60 trade and diplomatic policy areas, including increased access to the EU’s single market, closer cooperation on transport and energy, and enhanced ties with nine EU agencies, including the police body Europol and the European Space Agency. Israel will also be in line to receive direct financial assistance worth €6 million over the next three years.The EU is Israel’s main trading partner with total trade worth €29.5 billion in 2011. The 27-member bloc agreed its first bilateral trade deal with Israel in 2000. However, plans for a comprehensive EU-Israel free trade agreement were frozen by the EU in January 2009 following Israeli attacks on the Gaza strip. The EU said that progress on trade talks was dependent on Israel’s commitment to the Middle East peace process, in which the EU forms part of the international Quartet.The move comes just weeks after EU foreign affairs chief Catherine Ashton denounced plans unveiled by Benjamin Netanyahu’s government in June to expand settlement building in the occupied territories, insisting that they were “illegal under international law and threaten to make a two-state solution impossible.”In its annual progress report on Israel published in May, the EU also criticised the pace of economic reform as well civil liberties abuses and “anti-democratic” legislation proposed in the Israeli Knesset.Despite this, none of the 27 foreign ministers objected to the deal.Instead, ministers are expected to claim that the deal, which falls short of the 2009 plans, does not represent a shift in policy by the EU. However, this is unlikely to satisfy the European Parliament, where MEPs adopted a resolution earlier this month demanding an immediate halt to new Israeli settlements and a moratorium on products from the occupied territories being accepted by the EU.Speaking in Strasbourg, Belgian MEP Veronique De Keyser, foreign affairs spokesperson for the centre-left Socialist group, called on the Commission to put in place “an effective EU control mechanism to ensure that Israeli settlement products do not continue to get preferential access to the European market.”The Parliament is also continuing to delay ratification of the ACCA agreement on accepting each other's industrial products, regarded as a key part of the bilateral trade deal.
Meanwhile, Israeli Foreign Minister Avigdor Liberman, who will meet Ashton and EU foreign ministers, is also expected to use his trip to Brussels to urge the EU to include the Lebanon-based Hezbollah in its list of terrorist organisations.In a statement released on Monday, EU ministers offered “strong and continued commitment to Lebanon's unity, stability, independence, sovereignty and territorial integrity.”

Rain storms kill at least 37 in Beijing


BEIJING (AP) — Officials have raised the death toll to at least 37 in the heaviest rainstorm to hit Beijing in six decades, and dozens of other storm deaths have been reported elsewhere in China.The rain Saturday night knocked down trees in Beijing and trapped cars and buses in waist-deep water in some areas. A statement from the city government late Sunday said 25 people drowned, six were killed when houses collapsed, one was hit by lightning and five were electrocuted by fallen power lines.The official China Daily newspaper reported Monday that rain and flooding caused damages of at least 10 billion yuan ($1.6 billion), with 60,000 people evacuated from their homes.The official Globe Times said Monday that it was the heaviest rainstorm in the capital in 61 years.It was the heaviest on record in Fangshan district in the southwest of the city, which received 460 millimeters (18.4 inches) of rain Saturday, according to the weather bureau. The agency also said suburban Pinggu district got 100.3 millimeters (4 inches) of rain in one hour.A flash flood in Fangshan stranded 104 primary school students and nine teachers at a military training site, Xinhua said. They were taken to safety.Elsewhere, six people were killed by rain-triggered landslides in Sichuan province in the west, Xinhua News Agency said, citing disaster officials.Four people died in Shanxi province in the north when their truck was swept away by a rain-swollen river. In neighboring Shaanxi province, state media said at least eight people died and 17 were missing after heavy rains hit.China suffers flooding and dozens of storm-related deaths every summer during its rainy season, but such a heavy downpour in relatively dry Beijing is unusual.The capital's skies were clear Monday, with traffic back to normal. The city's main airport was operating normally after hundreds of flights were canceled or delayed over the weekend.

Four dead as Spanish wildfire rages out of control


Hundreds of firefighters backed by water-bombing planes are battling wind-fuelled wildfire in northeast Spain that killed four people including a teenage girl on Monday.Another 23 people were injured, including eight who remained in hospital, the Catalan regional government said.About 1,300 people have been battling the blaze, including 500 Spanish and 450 French firefighters plus military personnel, police and volunteers, backed by 33 planes and helicopters, said Catalonia region interior minister Felip Puig.The fire remained out of control, he told reporters on Monday evening, but "the outlook is encouraging" because the wind had dropped and the temperature in the area was expected to do the same."At this stage we cannot say when it will be possible to control the fire," he said."The conditions are right for the firefighters to attack it overnight," he added, when the aircraft will not be able to operate.Puig said the fire had likely been caused by a cigarette butt or small explosive device that caught fire due to "recklessness or negligence."Among the victims, were a Frenchman and his 15-year-old daughter who died Sunday after abandoning their car and throwing themselves off a cliff into the sea to escape the approaching flames near the town of Portbou."From where they jumped you would have to project yourself about one metre (three feet) to reach the sea. The man's wife and their two other children were injured and taken to hospital.A 75-year-old Spanish man died of a heart attack as he watched his house burn and a 64-year-old Frenchman died in hospital from burns suffered when his car was engulfed in flames, authorities said.About 100 other people who also abandoned their cars on the same stretch of road walked down a steep hillside to the beach, witnesses said. Many suffered injuries ranging from burns to broken bones.The wildfire broke out on Sunday near the town of La Jonquera and spread quickly across the Alt Emporda region near the French border, whipped on by winds of up to 90 kilometres (55 miles) an hour.By Monday it had covered some 13,000 hectares (32,000 acres), authorities said. Eurozone crisis worsens as Germany warned on top rating

BRUSSELS - The euro-crisis is accelerating as Spanish borrowing costs continue rising and Germany, Netherlands and Luxembourg on Monday (23 July) were warned they may lose their triple A rating due to 'rising uncertainty.'Moody's, one of the big three credit ratings agencies, said risks that Greece may quit the eurozone and an "increased likelihood" that Spain and Italy would need more financial assistance weighs down on the three top-rated countries, as Germany is the main contributor to the bailout pot.Moody's kept a triple A rating for France and Austria but warned that this may change by the end of September. Both countries were downgraded earlier this year by Standard&Poor's, another major agency.Markets fell across the world on Monday and investors dumped European assets, except for German government bonds, which are still considered a safe haven at record low interest rates of little over one percent. Spanish borrowing costs, however, rose above 7.5 percent - both for 10-year as well as 5-year bonds - a level which is considered bailout territory."By means of its solid economic and financial policy, Germany will retain its 'safe haven' status and continue to play its role as the anchor in the euro zone responsibly," the German finance ministry said in a statement.Despite the downgrade warning, "Germany continues to find itself in a very solid economic and financial situation," it added.The only triple-A rated country not to face a downgrade in the following months is Finland, which has demanded collateral on bailouts in Spain and Greece, runs a fiscally conservative budget and has limited trade links with the rest of the eurozone.In a bid to stem the markets' descent, Italy and Spain on Monday reinstated a ban on so-called short selling - bets on falling stocks.
The government in Madrid - despite a freshly agreed eurozone bailout of up to €100 billion - faces further funding problems as one of its regions, Valencia, officially asked for a bailout to pay off its debt. El Pais newspaper reports five more regions may soon do the same, as they have no means of paying back their €15 billion of debt redemption due later this year.Spanish economy minister Luis de Guindos is expected in Berlin on Tuesday for talks with his German counterpart, Wolfgang Schauble. De Guindos has so far insisted that his country will not seek a full-blown bailout. But its unsustainable borrowing costs and the bankruptcy facing its regions make investors believe the opposite."The rise in the 10-year yield well beyond 7 percent carries a very distinct reminder of events in Greece in April 2010, Ireland in October 2010 and Portugal in February 2011," the Bank of New York Mellon said in a note to investors. "In each case, a decisive move beyond 7 percent signalled the start of a collapse in investor confidence that, in each case, led to a bailout within weeks," it added.The only way to avoid that would be if the European Central Bank intervened - as it did last year - in buying up Spanish bonds. Spanish officials in recent weeks have called on the ECB to step in, but so far this has not happened.According to data published on its website, the ECB has not bought any sovereign bonds since February. The governing council of the ECB is meeting next week in Frankfurt when a decision on bond purchases could be taken.

Assad 'moves chemical weapons to Syria border': rebels


Syria's rebels accused strongman Bashar al-Assad on Tuesday of moving chemical weapons to the country's borders, a day after his beleaguered regime said it would use its stockpiles if attacked.Helicopter gunships strafed rebel neighbourhoods of second city Aleppo, as heavy fighting forced the closure of a third of the shopping malls of what is Syria's commercial capital, pro-government media said.The rebel Free Syrian Army said the regime's chemical arsenal had been moved in a bid to pressure the international community, much of which has called for Assad to step aside in the face of the more than 16-month uprising against his rule."According to our information, the regime began moving its stocks of weapons of mass destruction several months ago... with the goal of putting pressure on the region and the international community," a statement said.At a Damascus news conference on Monday, foreign ministry spokesman Jihad Makdissi acknowledged that Syria has chemical weapons and said the regime would use them if attacked by outsiders, although not against its own civilians."Syria will not use any chemical or other unconventional weapons against its civilians, and will only use them in case of external aggression," Makdissi said."Any stocks of chemical weapons that may exist, will never, ever be used against the Syrian people," he said, adding that in the event of foreign attack, "the generals will be deciding when and how we use them."US President Barack Obama warned Assad not to make the "tragic mistake" of unleashing chemical weapons."Given the regime's stockpile of chemical weapons, we will continue to make it clear to Assad and those around him that the world is watching," Obama told an audience of US veterans in the western state of Nevada."They will be held accountable by the international community and the United States should they make the tragic mistake of using those weapons," he added.Analysts said they doubted whether in the current conflict Assad's regime would resort to using a chemical weapons stockpile that was developed as a counterbalance to Israel's presumed nuclear arsenal."It's not at all in the interest of the Syrian army to use these weapons -- there is no tactical interest given the nature of the current conflict which is mainly urban," said Olivier Lepick, specialist in chemical weaponry at the Foundation for Strategic Research in Paris."The regime knows that if it did so it would lose the support of China and Russia."As rebel fighters suffered setbacks, notably in Damascus, the opposition Syrian National Council bickered over whether it would accept a transition led temporarily by a member of the regime if Assad steps aside.An offer to do so by SNC spokesman George Sabra was contradicted just hours later by SNC spokeswoman Bassma Kodmani."There was never any question of a national unity government led by a member of the regime," Kodmani told AFP.Despite the disarray in opposition ranks, Turkish Prime Minister Recep Tayyip Erdogan, whose country hosts the rebel leadership, said he was confident it was close to victory."The ruthless killings committed in panic in recent days show the world that the Syrian regime is on the road to oblivion," he said.Neighbouring Iran warned it would not tolerate the collapse of its key regional ally."The Syrian people and the friends of Syria will not allow regime change," Brigadier General Masoud Jazayeri, the deputy chief of Iran's joint armed forces, was quoted as saying.Activists and regime sources say government forces have reclaimed most of Damascus after a week of heavy fighting with rebels, who remain in the city but are planning a guerrilla strategy.Clashes continued Tuesday, with the Britain-based Syrian Observatory for Human Rights reporting at least 33 people killed nationwide."At least seven civilians, including six children, were killed by regime forces shelling of the besieged town of Herak," south of Damascus, the watchdog said.A video it distributed showed the bodies of dead children, including a young girl in a pink and white dress, lying on a blood-smeared floor, the faces of some of them covered in blood."Herak has been under shelling for 10 days," an unidentified man says in the amateur video."Where are the Arabs and Muslims when these children are killed during Ramadan?" he pleaded, referring to the Muslim holy month which began last week.In Aleppo, the Observatory said helicopter gunships were firing on the Qadi Askar, Bab Al-Hadid, Al-Katergi and Karam Al-Jabal districts.
The Al-Watan newspaper, close to the government, reported that six shopping malls -- a third of the commercial hub's total -- had been forced to close because of "regrettable events".Riad Kahwaji, director for the Institute for Near East and Gulf Military Analysis, said that as the regime throws its full weight into protecting its control over Damascus, the rebels have made a tactical retreat and are now "directing their full force on Aleppo.""Taking Aleppo after they take control of the borders of Turkey makes sense because it's all connected, close to supply routes, close to the command headquarters of the rebels on the borders," he told AFP.

Syrian forces battle rebel push on central Aleppo

AMMAN (Reuters) - Syrian troops fought rebels trying to seize central Aleppo on Tuesday and quelled a jail mutiny on the outskirts of the northern city, killing 15 prisoners, opposition activists said.After a week of battles between President Bashar al-Assad's forces and his opponents in Damascus, fighting intensified in Aleppo, a more populous commercial city that long seemed immune to the 16-month-old upheaval convulsing Syria.Rebels seeking to capture downtown Aleppo were combating Syrian troops and intelligence men at the gates of the Old City, a U.N. World Heritage site, residents and activists said.The deaths in the prison mutiny were caused when Assad's forces used machineguns and teargas on inmates overnight, activists in contact with surviving prisoners said.At least nine people were killed in army shelling of al-Herak, a town south of Deraa, the cradle of the revolt against more than four decades of Assad family rule, activists said.Video posted on the Internet showed the shattered bodies of a veiled woman and six children in colorful pajamas, some of them very young. Four lay on one doctor's table.Activist accounts and videos are hard to verify independently due to Syrian restrictions on media access.In Damascus, explosions and gunfire rocked the central district of Barzeh after government forces stormed in overnight, opposition activists said. Tanks prowled the streets of Midan, a neighborhood recaptured by the army from rebels on Friday.Several shells landed in the southern suburb of Hajar al-Aswad, where Assad's forces have been trying to dislodge rebels.
Elsewhere residents buried their dead or ventured back to check on homes they had fled to escape the fighting.Outside Damascus and Aleppo, Assad's forces have used artillery and helicopter gunships to keep rebel fighters off balance in the last few days, while avoiding ground incursions, rebel and opposition sources said, saying Deir al-Zor and al-Herak were among towns suffering such long-range bombardments.
CHEMICAL WEAPONS
As the struggle for Syria intensified, Western leaders seized on an admission by Damascus that it has chemical and biological arms and could use them if foreign powers intervened.U.S. President Barack Obama said the world would hold Assad and his entourage accountable "should they make the tragic mistake of using those (chemical) weapons".Israel, which has publicly discussed military action to prevent Syrian chemical weapons or missiles from reaching Assad's Lebanese Shi'ite militant allies Hezbollah, said there was no sign any such diversion had occurred."At the moment, the entire non-conventional weapons system is under the full control of the regime," a senior Israeli defense official, Amos Gilad, told Israel Radio.
Apparently responding to U.S. and Israeli concerns that Syria's non-conventional arsenal could fall into the hands of Hezbollah or other militants, Damascus acknowledged on Monday for the first time that it had chemical and biological arms.Foreign Ministry spokesman Jihad Makdissi said the army would not use chemical weapons to crush rebels but could use them against forces from outside the country.The Global Security website, which collects published intelligence reports and other data, says there are four suspected chemical weapons sites in Syria: north of Damascus, near Homs, in Hama and near the Mediterranean port of Latakia. Weapons it produces include the nerve agents VX, sarin and tabun, it said, without citing its sources.
"AGAINST ARAB INTERESTS"
With the conflict raging in Syria's two biggest cities, as well as many provincial ones, Western and many Arab nations are pushing for Assad's removal, although Russia, China, Iran and Iraq are among others opposed to any forced handover of power.Turkish Prime Minister Tayyip Erdogan said the anti-Assad rebellion was "closer than ever to victory" and warned that Turkey would respond firmly to any hostility from Syria.
The head of the Arab League said in an interview published on Tuesday that Assad's days in office were numbered. "There is now no talk about political reform, but (about) a transfer of power," Nabil Elaraby told the pan-Arab newspaper al-Hayat.Arab ministers on Sunday offered to provide Assad and his family with a safe exit if he relinquished power, but the Syrian leader has shown no intention of doing so.Elaraby said he would soon travel to China and Russia, which have three times blocked U.N. Security Council resolutions on Syria, to try to persuade them to change course."Our message to the Russians will be, with clarity and frankness, that the veto decision they took is viewed as being against Arab interests," Elaraby said.
Russia again warned its citizens not to travel to Syria, citing the "extremely tense situation" and persistent fighting.The ferocity of the Syria conflict, in which 1,261 people have been killed since fighting intensified in Damascus on July 15, according to one opposition watchdog, has concentrated attention on the possible repercussions of Assad's overthrow.The death toll reported by the Syrian Observatory for Human Rights for the past week was by far the highest in an uprising in which activists say at least 18,000 people have been killed.A week of unprecedented violence in Damascus, including a bomb attack that killed four of Assad's closest advisers, has emboldened rebel forces, although the Syrian army now appears to have regained control of most of the capital.
REMOVING BODIES
In the city's northeastern district of Qaboun, most streets were empty except for people returning to check on homes, some of which were destroyed in last week's fighting there."I came just to pick up some of my family's belongings, I am not returning for now," one woman said outside her building.Groups of men were pulling corpses from the rubble of one building. "We have removed 25 bodies so far from this area, we are burying them quickly," one said.An activist said 24 bodies of what appeared to be executed fighters had been found in Daraya, outside Damascus, on Monday.The fighting has imposed hardships on civilians, with three-quarters of medical facilities in Damascus now closed and people who have fled their homes taking refuge in 58 schools or camping out in public parks, the U.N. refugee agency UNHCR said.A UNHCR spokeswoman said that the number of displaced people within Syria had risen to about 1.5 million, up from the previous estimate of 1 million. More than 10,000 Iraqi refugees returned home from Syria in the past week, almost as many as the 13,000 who left in the first half of 2012, she added.The mayor of the western Iraqi border town of Qaim said 300 Iraqi refugees had crossed there from Syria on Tuesday. "They look tired and scared but there was a warm reception for them in al-Qaim camp," Farhan Ftehkhan told Reuters.

Egypt's Mursi names little-known water minister as PM


CAIRO (Reuters) - President Mohamed Mursi has asked Hisham Kandil, a relatively young water minister little known outside Egypt, to form a new government, disappointing investors who had hoped for a high-profile economy specialist.Kandil was a senior bureaucrat in the ministry until he was appointed minister in July last year after the fall of President Hosni Mubarak. He obtained a doctorate in irrigation from the University of North Carolina in the United States in 1993, according to the water ministry's Facebook page.
A spokesman for Mursi, the Muslim Brotherhood politician sworn in as Egypt's first freely elected president on June 30, described Kandil as an "independent patriot" who had not belonged to a party either before or after the popular uprising against Mubarak, according to the state news agency.Yet Kandil's beard has generated speculation that he has Islamist sympathies. He has denied being affiliated to any Islamist group, but told Al Jazeera in an interview last year he had grown his beard out of a sense of religious duty.
Kandil did not feature among the long list of potential candidates for premier circulated by Egyptian media in the three weeks since Mursi took office.That speculation had focused on a group of economists including past and present central bank officials.Egypt's benchmark share index, which was trading flat before the announcement, fell 0.7 percent."This is quite a surprise as most of the names put around had been from the financial sector. The market is definitely reacting negatively," said Mohamed Radwan at Pharos Securities.
Egypt, the Arab world's most populous country, risks a budget and balance of payments crisis unless it can secure urgent aid from foreign donors and lure back foreign investors who fled the country after last year's political upheaval.Mursi was due to meet Kandil later on Tuesday.
