An unusual spring storm in the Texas Panhandle Wednesday afternoon dumped two to four feet of hail near Dumas.Trucks were reported sliding off the road on Highway 287 as a result of the unexpected weather phenomenon. Snow plows were being used to clear the roads.Chief Meteorologist Pete Delkus said a tornado watch was in effect for the Panhandle region through 10 p.m. Thursday, and the storms were moving very slowly between Pampa and Dumas north of Amarillo and to the east of Dalhart.

The Royal Canadian Mint is preparing a digital alternative to coins and small banknotes - dubbed MintChip - which it calls the next step in the evolution of currency.Wednesday, the federal Crown corporation activated a website outlining its vision for MintChip - described as better than cash and so easy even a child can use it - and invited software developers to begin imagining ways it could be used.At its core, the MintChip allows users to load monetary value onto a secure chip and transfer it to a digital device or to someone else's chip as needed to pay for something. The mint says no personal data is required or exchanged when using the MintChip, one of the characteristics of making purchases with coins and bills instead of credit or debit cards.The mint is offering $50,000 in an old-fashioned currency - gold - to winners of a contest aimed at developing smartphone applications and other ways of demonstrating MintChip's benefits as a payment system.

With the penny gone and the triumph of plastic over paper bills only months away, the research and development department of the Royal Canadian Mint has proposed going one step further: the death of hard currency altogether.Last week, the Mint announced the release of MintChip, a completely digital currency. Money, as we know it, is fine for today, but tomorrow is a different story,says an introductory MintChip video. Certainly the New Black Panther Party should be categorized as a hate group, according to the SPLC’s previous categorization used to demonize numerous domestic patriot and sovereign citizen groups. BEIJING — The spectacle unfolding on a launchpad on the west coast of North Korea creates a picture of a boastful and media-savvy regime willing to brush off international condemnation — but perhaps not completely unified behind its youthful new leader.Despite warnings from the United States, as well as China and Russia, Pyongyang said Wednesday that it was fueling a three-stage rocket for imminent launch, depending on weather conditions.We don't really care about the opinions from the outside. This is critical in order to develop our national economy, Paek Chang Ho, head of the satellite control center at the Korean Committee for Space Technology, told reporters who were invited to North Korea for the occasion.Paek said that a weather satellite had been installed on the rocket as part of North Korea's peaceful space program.The rocket launch is the centerpiece of the celebrations taking place this week to mark the centennial of founder Kim Il Sung's birth, April 15, 1912 — the same day, North Koreans sometimes note with irony, as the sinking of the Titanic.For at least four years, propagandists have been promising North Koreans that they would live in a strong and prosperous nation by 2012, making the launch a welcome distraction from the despair in one of the world's hungriest nations. PYONGYANG, North Korea (AP) — North Korea fueled up a rocket Wednesday in preparation for what appeared to be an imminent liftoff while the country's young leader strengthened his power with a new title making him the nation's top political official.Kim Jong Un was named first secretary of the ruling Workers' Party, a new post, while his late father, longtime leader Kim Jong Il, was given the posthumous title of eternal general secretary at a special Workers' Party conference, the state-run Korean Central News Agency reported.Kim Jong Un's formal ascension, nearly four months after the death of his father, comes during a week of events leading up to celebrations Sunday marking the 100th anniversary of the birth of his grandfather, late President Kim Il Sung.The centennial is a major milestone in the nation Kim Il Sung founded in 1948, and the streets were awash with new posters, banners and the national flag. Outside the city's war museum and the Pyongyang Indoor Stadium, women in traditional Korean dress gathered in clusters, practicing for this week's events.North Korea has thrown open its doors to dozens of journalists from around the world to report on the events this week designed not only to honor Kim Il Sung but also to demonstrate unity as Kim Jong Un takes power.

One of the marquee events is a satellite launch poised to take place as early as Thursday that has raised international concern.Space officials call the launch of the Unha-3 rocket, mounted with an Earth observation satellite, a gift to Kim Il Sung. They said Wednesday that the final step of injecting fuel into the three-stage rocket was under way in the coastal hamlet of Tongchang-ri.The launch of the Kwangmyongsong-3 satellite is the pride of our nation and of our people, Rim Kwang Myong, a mathematics major at Kim Il Sung University, told The Associated Press.A live feed at the General Command Center in the outskirts of Pyongyang showed the rocket on the launch pad covered with a tarp to protect the satellite from the wind.

Paek Chang Ho, chief of the command center, said the rocket is ready for liftoff as soon as engineers are given the green light. North Korea has informed international aviation, maritime and telecommunications authorities that the launch would take place between Thursday and Monday.We are injecting fuel as we speak, Paek told reporters from a viewing platform in front of a large screen showing the live feed. Sixteen scientists in white lab coats worked at computers below him.Because liquid rocket fuel is highly volatile and corrosive, its injection into the rocket is usually one of the final steps in the pre-launch process, experts say. But the weather, and particularly the wind, could force delays.The United States, Japan, Britain and others say the launch would constitute a provocation and would violate U.N. Security Council resolutions banning North Korea from developing its nuclear and missile programs.Experts say the Unha-3 carrier is similar to the type of rocket that could be used to fire a missile mounted with a nuclear warhead to strike the U.S. or other targets.Paek denied Wednesday that the launch was anything but a peaceful civilian bid to send a satellite into space. Gary Samore, a top Obama administration national security official, warned of new sanctions if North Korea conducted a third round of nuclear tests on Monday, as reports surfaced that North Korea has miniaturized its nuclear warheads so they can be delivered by ballistic missile.North Korea’s last round of tests, conducted in May 2009, appear to have included a super-EMP weapon, capable of emitting enough gamma rays to disable the electric power grid across most of the lower 48 states, says Dr. Peter Vincent Pry, a former CIA nuclear weapons analyst and president of EMPact America, a citizens lobbying group.Samore, who handles arms control and non-proliferation issues, warned that additional strong sanctions will be imposed on the North with the support of Russia and China.North Korea’s nuclear tests have been dismissed as failures by some analysts because of their low explosive yield. But Dr. Pry believes they bore the signature of the Russian-designed super-EMP weapon, capable of emitting more gamma radiation than a 25-megaton nuclear weapon.Pry believes the U.S. intelligence community was expecting North Korea to test a first generation implosion device with an explosive yield of 10 to 20 kilotons, similar to the bomb the U.S. exploded over Nagasaki in 1945. He said, So when they saw one that put off just three kilotons, they said it failed. That is so implausible.The technology for producing a first generation implosion weapon has been around since 1945, and is thoroughly described in open source literature.

South Korean defense minister, Kim Kwan-jin, told his country’s parliament on Monday that North Korea had succeeded in miniaturizing its nuclear weapons design, allowing them to place a nuclear warhead on a ballistic missile.His analysis coincided with Congressional testimony in March by Lt. Gen. Ronald L. Burgess, director of the Defense Intelligence Agency, who stated that North Korea may now have several plutonium-based warheads that it can deliver by ballistic missiles.The Soviet Union conducted an atmospheric test of an EMP weapon in 1962 over Kazakhstan whose pulse wave set on fire a power station 300 kilometers away and destroyed it within 10 seconds.Such a weapon — equal to a massive solar flare such as the solar maxima predicted by NASA to occur in 2012 — poses “substantial risk to equipment and operation of the nation’s power grid and under extreme conditions could result in major long term electrical outages,said Joseph McClelland of the Federal Energy Regulatory Commission in Senate testimony last month.Pry said that a group of Russian nuclear weapons scientists approached him in 2004 when he served as staff director of the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack, to warn the United States that the technology to make that weapon had leaked to North Korea, and possibly to Iran.They told us that Russian scientists had gone to North Korea to work on building the super-EMP weapon, Pry told Newsmax.The North Koreans appear to have tested it in 2006 and again in 2009.

North Korea’s main partner in its nuclear weapons and ballistic missile programs is Iran. BOUNTIFUL — Two Bountiful High School students were arrested Wednesday after police say they detonated four chemical bombs, exploding one of them inside the school.The school was placed in lockdown Wednesday morning after the homemade bomb was set off by the south entrance near the staircase and foyer area.No one was injured and the school was not damaged. But police said the students are now in a lot of trouble.They just weren't thinking at all about the consequences,said Bountiful Police Sgt. Gary Koehn. They're darn lucky no one was hurt.A second chemical bomb exploded in a nearby church parking lot. Police said two others were found detonated near the side of a road.But resident Joe Hawkes said one was actually placed on his doorstep. He believes his doorstep was chosen at random. But Hawkes is upset because he has two young children who could have been injured.The teens told detectives they got the idea for making the bombs from YouTube.Their excuse was they wanted to hear the booms, Koehn said of the reason the students said they decided to detonate one at the school.Chris Perry, 18, and an unidentified 16-year-old girl were both arrested for investigation of four counts of using a incendiary device. Perry was booked into the Davis County Jail. The girl was booked into the Farmington Bay Detention Facility.The incident began about 8:20 a.m. when a water bottle filled with household chemicals exploded, said Koehn. While no one was hurt, the loud boom was heard by many people.

It was really loud, it was like a shotgun noise,said student Eddie Reyes.We just heard a bang, added 16-year-old student Connor Moosman.I didn't think anything of it honestly, like something dropped on the floor, like a big text book.That incident followed a similar explosion in a nearby church parking lot just a few minutes earlier.Koehn said the school was placed on lockdown and a bomb squad was called as officers conducted a sweep of the building to make sure there weren't any additional explosive devices.A chemical bomb is similar to a dry ice bomb. The difference, Koehn said, is that hydrochloric acid can cause injury to anyone nearby.
