Officials from Israel and Finland last week held secret talks on Jerusalem's participation in a conference to ban nuclear arms in the Middle East.According to reports in Israel's Hebrew-language media, Finnish foreign affairs undersecretary Jaakko Laajava visited Jerusalem to discuss Israel's involvement in the Nuclear Non-proliferation Treaty conference scheduled to occur in Helsinki late this year, or early next year.It is widely expected Iran and Arab countries will try to put Israel's unconfirmed nuclear arsenal in the crosshairs. Israel has long maintained a policy of nuclear ambiguity, refusing to confirm or deny it has nuclear weapons.

Israel has traditionally refused to participate in such conferences. However, Israel and the United States are said to be coordinating their positions for the upcoming conference, meaning Israel may choose to attend.A significant impediment to Israel signing the nuclear Non-Proliferation Treaty – which it has long been pressured to do – is a clause in American law that would terminate all aid to the Jewish state should Israel admit to having nuclear weapons.Israeli officials repotedly neither agreed nor refused to participate in the conference in their meeting with Laajava.

Japanese appeal

In Tokyo, Prime Minister Yoshihiko Noda repeated his nation's appeal for Pyongyang to cancel the launch but said Japanese forces are ready to shoot the rocket down if it strays over Japanese territory.In case it happens, we are on full alert. Up to the last minute, we urge North Korea to refrain from launching,he said.

S. Korea on alert

South Korea has also put its forces on heightened alert and threatened to shoot down the rocket if it appears likely to crash into South Korean territory. The Philippines, located near the planned splashdown site of the rocket's first stage, has diverted airline flights and ordered fishermen to avoid the area.Paek Chang Ho, chief of North Korea's launch command center, told reporters Wednesday that fuel was being loaded into the rocket in one of the final steps before launch. The journalists, including a reporter with VOA's Korean service, were able to view the activity by video, which was fed live to the remote command center.

Weather satellite

Paek said a weather satellite has been installed on the rocket, which is set for launch sometime between Thursday and Monday, depending on weather conditions. The video showed a tarpaulin draped over the top of the rocket, making that claim impossible to confirm.Paek also stressed that North Korea opened the launch command center to journalists to correct any claims it is testing a long range ballistic missile. He pledged to share imagery sent back from the North Korean satellite with other countries.The scheduled launch has angered many of North Korea's neighbors, which see the action as a ploy to test a ballistic missile that could later be fitted with a nuclear warhead.

Launch purpose

Ryu Gum Chol, deputy director of North Korea's space program, told VOA the only purpose of the launch is space exploration.It seems to me that your worries are unfounded,Ryu said. I reckon that the timing is important now, and you will know everything once you attend the April 15 centenary [of the birth of former North Korean leader Kim Il Sung]. The rocket we have developed is only for the purpose of space exploration, so to claim it is for ballistic missile development is illogical.

US doubtful

But U.S. Secretary of State Hillary Clinton said Tuesday that the launch has raised doubts about North Korea's claims that it wants to improve ties with its neighbors and the United States.U.S. officials fear that Pyongyang may be planning to follow the launch with what would be its third underground nuclear weapons test. Satellite intelligence photographs made available to VOA and other news organizations this week show evidence of preparations for such a test.North Korea's launch plan has derailed a recent agreement with the United States, under which Pyongyang agreed to suspend its nuclear weapons and missile programs. The United States was to have delivered 240,000 tons of badly needed food aid to the North.Clinton said Tuesday that by launching the rocket, Pyongyang was breaking that agreement as well as violating a U.N. Security Council ban on any North Korean ballistic missile testing.
But Ryu said there was no clause in the deal with the United States banning a peaceful satellite launch.

Officials, diplomats want even more EU secrecy

BRUSSELS - Most member states and EU institutions are keen to draw a new veil of secrecy over how they appoint top officials and enforce EU law.The rights of journalists, NGOs and average people to get access to internal EU documents is currently governed by a regulation from 2001.It is already hard to gain access because there is no simple registry of which documents exist and because it can take long legal battles to make institutions drop their objections - for instance, on grounds that it would violate people's privacy, threaten national security or that there is no overriding public interest to publish sensitive information.The Danish EU presidency will on Friday (13 April) hold talks with fellow member states on a new version of the rules.But an internal note drafted by the EU Council on 30 March and leaked by London-based NGO ClientEarth indicates that access is about to get even harder.The six-page-long note says that several member states want a new definition of what constitutes an EU document to exclude vast swathes of material - such as informal emails - from access.The EU Council, the European Commission and most countries are also keen to exclude documents relating to appointments of top officials and judges and to introduce special protection for papers on competition cases, EU court proceedings, infringement proceedings and legal advice given by EU institutions to their own policymakers.A Danish diplomat told EUobserver the presidency will propose excluding material which fails to meet pre-document criteria - such as an email drafted by an EU official which reflects their private views, but has not been endorsed as formal policy.

The contact noted that EU case law - such as the so-called Turco ruling in 2008, which called for greater access to EU institutions' legal opinions - could be written into the new regulation to offset special protection for the competition, infringement and legal papers.But the Danish source added that this is the make-or-break or most difficult issue in the talks.There are strong views that making the legal opinions open to public scrutiny would mean they are less robust in the first place ... there is no easy answer to this,the source said.The pro-secrecy trend comes at a time when EU bodies are getting important new powers on oversight of national budgets.For her part, Anais Berthier, a ClientEarth lawyer, said it also goes against the Lisbon Treaty, which declares in its opening words it wants an ever closer union among the peoples of Europe, in which decisions are taken as openly as possible.Confidentiality creates suspicion - if the process was more transparent, it would make the decisions more legitimate and people would adhere more closely to the Union. BRUSSELS - EU countries are keen for a UN monitoring mission to go to Syria as fast as possible amid reports that fighting stopped at dawn on Thursday (12 April).
French foreign minister Alain Juppe told press at a meeting of G8 countries in Washington late on Wednesday that: France wants the [UN] Security Council to adopt a resolution as quickly as possible to send a robust monitoring force on the ground ... to verify the reality of commitments undertaken by all parties [in the conflict].
He noted that: We are in agreement on this point with [Russian foreign minister] Sergey Lavrov, which is a very positive element.His remarks were echoed by UK foreign minister William Hague, who said monitors are needed to make sure [Syria] can't slide back to renewed conflict.The ceasefire was brokered by UN envoy Kofi Annan as part of a six point plan, which also calls for the release of prisoners; access for aid workers and press; free rein for anti-government protests; and a Syrian-led process to address President Bashar Assad's political future.The UN has already drafted plans for 250 unarmed monitors to go in, drawing on blue helmets currently deployed in UN missions in Jerusalem and on the Israel-Lebanon and Israel-Syria borders.A robust force in Juppe's terms would require monitors to have their own armoured vehicles and bodyguards so that they could move around freely, an independent base with secure communications equipment and access to drone and satellite intelligence.For its part, Russia has warned the biggest threat to peace comes from rebels.

BRUSSELS - Amnesty Intentional, Oxfam, Reporters without Borders as well as internet rights groups and the Council of Europe all spoke out against the Anti-Counterfeiting Trade Agreement (Acta) at a European Parliament hearing on Wednesday (11 April).The vision set out by the Universal Declaration of Human Rights is at stake, warned Marianne Mollmann, senior policy advisor of the London-based organisation human rights group Amnesty International.Mollmann said the trade agreement threatens the right to the freedom of expression, the right to health, the right to due process and fair trial, and the right of an author to benefit from the protection of moral and material interests resulting from any scientific and literary production.These are all human rights that need to be balanced [in Acta], and they are not, said Mollmann, adding that the trade agreement shifts liability of copyright infringement onto service providers and encourages private entities to enforce and police its users.The NGOs raised a number of issues surrounding the controversial agreement, qualifying it as dangerous for promoting over-policing, unreasonable levels of surveillance, risks to privacy, and even development.None of the NGOs present at the hearing had been invited and asked to provide input during the treaty's negotiation, creating a cloak of secrecy that some believe has further undermined its legitimacy.As an international trade agreement, Acta is supposed to help countries work together to tackle large-scale intellectual property rights violations, according to the European Commission. It also targets counterfeit goods and generic medicines.But mounting public pressure and protests from around Europe may derail its ratification by the European Parliament, scheduled for either June or July.EU trade commissioner Karel de Gucht last week requested the parliament refrain from any ratification until the treaty has been scrutinised by the European Court of Justice (ECJ), a process that could take months.The European Parliament's international trade committee, however, voted on 29 March not to send the treaty to the ECJ.

NGOs refute Commission’s claims on Acta

The commission claims the agreement is in line with European fundamental rights such as the freedom of expression and information or data protection and the right to property including that of intellectual property.But experts at Wednesday's parliament hearing, organised by Dutch Liberal MEP Marietje Schaake and Bulgarian Socialist MEP Ivailo Kalfin, all refuted the commission's claims, arguing instead that there is a clear imbalance in the favour of intellectual property rights rather than natural rights.The treaty mentions intellectual property rights 43 times. Fundamental rights are not mentioned at all, while freedom of expression is mentioned twice as a principle rather than as a right, said Gabrielle Guillemin, a legal officer at the London-based NGO Article 19.The criminal provisions under Acta lack the legal certainty required under international law, under article 10 of the European Convention on Human Rights as well as article 52 of the EU Charter of fundamental rights, she explained.The commission also says the treaty would safeguard European businesses, promote growth, stimulate innovation and create and protect millions of jobs. Again, experts at the hearing refuted the claims.Sebastiano Toffaleti of the Pan European ICT & eBusiness Network for small businesses (PIN-SME), which represents some 50,000 small-ish IT companies, said the treaty would instead undermine European enterprise and innovation.Acta would hamper innovation and growth of SMEs that develop content and market it online, said Toffaleti.According to Toffaleti, criminal liability threats in the treaty would deter internet service providers (ISPs) from hosting products developed by SMEs irrespective whether the claims are legitimate or not.Meanwhile, a US-based study, entitled The Sky is Rising , concluded that the entertainment industry grew by 50 percent in the last decade.
