As much as we're enjoying these halcyon early spring days of bare legs and light, perfect al fresco, and walking jacketless through the park, we are also worried. Worried about what it means. Worried about what happens after our perfect March (weather people say it will be 76 degrees in New York on Thursday, and 77 in Washington) will mean once we reach June. After all, we've still got three months, and the cherry blossoms are already abloom ahead of their normal April appearance.

U.N. tells Syria to back peace moves; violence rages

Security Council, including Russia, agreed on Wednesday to a statement endorsing efforts by Kofi Annan to end the Syrian uprising, providing a rare moment of global unity in the face of the year-long crisis.The statement, which threatens Syria with unspecified further steps if it fails to comply with a six-point peace plan drawn up by Annan, will be formally adopted in New York later in the day, diplomats said.Although the original Western-drafted statement had to be diluted at Russia's demand, editing out any specific ultimatums, the fact that all major powers signed up to the proposal represented a blow to President Bashar al- Assad, who is fighting for his survival.At least 8,000 people have died in the revolt, according to U.N. figures, with the violence intensifying in recent weeks as pro-government forces bombard rebel towns and villages, looking to sweep their lightly armed opponents out of their strongholds.U.N. chief Ban Ki-moon said on Wednesday that the crisis was alarming and had massive repercussions for the entire world.We do not know how events will unfold. But we do know that we all have a responsibility to work for a resolution of this profound and extremely dangerous crisis,Ban said in a speech in the Indonesian capital Jakarta.Syria lies in a pivotal position at the heart of a web of regional conflicts in the Middle East, comprising a mix of faiths, sects and ethnic groups, and diplomats fear the rebellion is degenerating into a full-blown civil war.Assad's forces have chalked up a string of gains as they turned their firepower on areas held by rebels, but the fighting shows no sign of abating and analysts expect the insurgents to change their tactics and adopt guerrilla warfare.

Opposition activists said the army used tanks, artillery and anti-aircraft guns on the Damascus suburbs of Harasta and Irbin early Wednesday, which were retaken from rebels two months ago but have seen renewed insurgency in recent days.Elsewhere the army fired mortars into the Khalidiya district of Homs, while artillery targeted the rebel town of Rastan, north of Homs city, in central Syria. Russia and China have vetoed two previous U.N. draft resolutions that would have condemned Damascus and have resisted calls from Western and Arab states for Assad to stand down.But faced by growing global outrage at the bloodshed, the two countries agreed to a so-called presidential statement, which are generally non-binding documents that nonetheless require unanimous support in the Security Council.The move came days after Annan, the U.N.-Arab League envoy for Syria, had told the Security Council that Damascus's response to his plans for peace were disappointing and had urged the international community to lay side its divisions.His plan calls for a cease-fire, political dialogue between the government and opposition, and full access for aid agencies.The last time the Security Council passed a presidential statement on Syria was August 2011, although council members reached a rare unanimous agreement on informal remarks to the press on March 1 to rebuke Damascus for not allowing U.N. humanitarian aid chief Valerie Amos into the country.Shortly after the Council approved those remarks to the press, Amos was allowed to visit Damascus.The latest Council agreement came after Moscow had adopted a new, sharper tone with Syria, a long-time ally and home to Russia's only naval base outside the former Soviet Union.We believe the Syrian leadership reacted wrongly to the first appearance of peaceful protests and ... is making very many mistakes,Foreign Minister Sergei Lavrov told Russian radio station Kommersant-FM on Tuesday.This, unfortunately, has in many ways led the conflict to reach such a severe stage.

Gorbachev says revive Russian social democratic party

MOSCOW (Reuters) - Former Soviet leader Mikhail Gorbachev proposed on Wednesday reviving a social democratic party in Russia in the hope of uniting leftist groups opposed to President-elect Vladimir Putin.Gorbachev, 81, was quoted by Interfax news agency as saying he was ready to relaunch a movement he led from 2001 until 2004 but that he would not be its leader.He has little public support because he is widely blamed for the Soviet Union's collapse, and his party made little impact in its previous incarnation, when it failed to win any seats in the lower house of parliament before it was dissolved in 2007.Many Russians were skeptical about Gorbachev's proposal.It is not productive. Despite all my respect for Mikhail Sergeyevich's state service, he can't move this rock alone,said Gennady Gudkov, a protest leader and opposition lawmaker.orbachev is popular abroad, but it would be a gross exaggeration to speak of his popularity at home,he said, adding that the opposition should look to reforming leftist parties with seats in parliament.Gorbachev, who launched perestroika (restructuring) reforms and glasnost (openness), appears worried that leftist groups are too disunited to take advantage of draft reforms that would make it easier to register political parties.There is a lot of confusion about party-building in Russia now and a social democratic party could bring together a wide circle,Interfax quoted him as saying.I don't intend to lead this new party but am ready to play a very active role in its creation and I encourage all those who were in the last team of Social Democrats to get involved.

Gorbachev, one of Putin's most vocal critics, ran in the presidential election in 1996 but failed miserably. TEHRAN, Iran (AP) — Tehran will retaliate against any attack by Israeli or American forces on the same level, Iran's top leader said Tuesday in a defiant address just moments after U.S. President Barack Obama appealed directly to the Iranian people with a message of solidarity.The contrasting approaches highlighted the broad range of political posturing and tactics as the standoff deepens over Tehran's nuclear program.Iran's Supreme Leader Ayatollah Ali Khamenei, speaking on state TV to mark the Iranian new year, repeated his claims that the country does not seek atomic weapons, but said all of Iran's conventional firepower was ready to respond to any attack.We do not have atomic weapons and we will not build one. But against an attack by enemies — to defend ourselves either against the U.S. or Zionist regime — we will attack them on the same level that they attack us, he said, using the term Iranian authorities often use for Israel.Despite the hard-edged tone for most of the speech, there were hints of overtures toward America before a possible resumption of nuclear talks between Iran and world powers. He urged the U.S. to have a respectful attitude toward Iran — suggesting it could bring dividends.Earlier this month, Khamenei gave a rare nod of approval to Washington after Obama said he favored diplomacy to resolve the nuclear dispute.In a video message for the Iranian new year, known as Nowruz, Obama tried to reach out to the Iranian people, saying there was no reason for the United States and Iran to be divided from one another. But he denounced Iranian authorities for setting up an electronic curtain that keeps Iranians from making their voices heard with American and the West.Increasingly, the Iranian people are denied the basic freedom to access the information that they want,Obama said after the U.S. Treasury Department opened the way for American companies to export Internet communications software and other materials to Iran.

Instead, the Iranian government jams satellite signals to shut down television and radio broadcasts. It censors the Internet to control what the Iranian people can see and say. The regime monitors computers and cell phones for the sole purpose of protecting its own power,Obama added.The U.S. president has used Nowruz for outreach to ordinary Iranians in the past, but it's unclear how many people are reached because of widespread Internet firewalls and efforts to block broadcasts such as Farsi language programs of the BBC and Voice of America. Still, satellite dishes are common — although illegal — and outside channels reach many Iranian homes.The two nations are at odds because the West and its allies fear Iran could use its uranium enrichment program to eventually develop material for nuclear warheads. Iran says it only seeks reactors for energy and medical research.Obama has urged for more time to allow sanctions to cut deeper into Iran's economy, which has been hit by the latest pressures targeting oil exports and the ability to conduct international banking. Israeli officials have said there is no decision yet on whether to launch a military strike on Iran's nuclear facilities, but analysts in both countries have become increasingly nervous about the risks of touching off a region-wide war.In response to tougher sanctions, Iran had threatened to try to close the strategic Strait of Hormuz at the mouth of the Gulf — the route for about a fifth of the world's oil. He added that Kuwait was in touch with other Gulf countries to face such a possibility.In his televised speech, Khamenei claimed the West seeks only to dominate Iran's oil exports, the second largest in OPEC behind Saudi Arabia.If Iran was ready to surrender before them, as some countries in the region, they would not have any hostility toward Iran, said Khamenei.Earlier Tuesday, Khamenei said that more support for domestic industrial production can counter Western sanctions over Tehran's nuclear program.The official IRNA news agency quoted Khamenei as saying that Iran can withstand the economic pressures, which include blocking many Iranian banks from the network that handles most international banking transfers.Iran has faced decades of sanctions. Russia warned Tuesday that Iran would have no option but to develop nuclear weapons if it came under attack from either the United States or Israel over its contested atomic programme.The CIA and other US officials admit they now have no information about the Iranian leadership taking the political decision to produce nuclear weapons, Foreign Minister Sergei Lavrov told Moscow's Kommersant FM radio.But I am almost certain that such a decision will surely be taken after (any) strikes on Iran, Lavrov said.The pre-recorded interview was aired shortly after Iran's supreme leader Ayatollah Ali Khamenei warned that his country was ready to strike back against either the United States or Israel at the same level as they attack us.
Moscow has close military and commercial ties with Tehran and has only grudgingly backed four rounds of UN Security Council sanctions over Iran's suspected nuclear weapons development drive.But Lavrov argued that Russia was not defending an ally but trying to avert a broader conflict or possible nuclear arms race from breaking out in the region.He added that Israel's threats against Iran were only pushing other nations on poor terms with the West to consider pursuing their own nuclear weapon drives.This happening... around Iran are forcing a lot of Third World countries to pause and realise that if you have a nuclear bomb, no one will really bother you.
