BRUSSELS - Member states will pay 50 percent less into the general EU budget by 2020 if they agree to implement a financial transactions tax (FTT), the EU commission said Thursday (22 March).In a last-ditch attempt to undermine government opposition to both this specific Robin Hood levy and the general idea of Brussels raising taxes, EU budget commissioner Janusz Lewandowski put some concrete savings figures on the table.By the commission's estimate, Germany would pay €10.7 billion less to the EU budget by 2020, Poland €1.8 billion, Italy €6.4 billion and Latvia €81 million. The UK, the Netherlands and Sweden - the strongest opponents of the FTT - would save €7.6bn, €2.6bn and €1.6bn respectively.By 2020, total savings would amount to €81 billion.Of this money - raised through a 0.1 percent tax on stock and bond trades and 0.01 percent on derivatives - one third would go to national budgets and two thirds (€54 billion) to the EU budget.The transaction tax was core to the commission proposal for the next multi-annual budget (2014-2020) unveiled in June last year.

Member states reacted negatively both to the five percent increase in the total budget and to the transaction tax

But Brussels is banking on Thursday's proposal winning over the unconvinced.EU commission President Jose Manuel Barroso said that when member states see in concrete terms the savings that can be made some who have been sceptical will probably change their position.Lewandowski, for his part, said there has been a change in member states' thinking on Brussels raising taxes. Previous such suggestions had survived for about one week but the current proposal has been on the table since June 2011.We are coming with some striking figures to assist the debate, he added.But the sums did not please all. The UK was quick to release a statement saying it completely refute(s) the suggestion that it would benefit from an EU transactions tax.With the budget to be agreed by the end of the year, the overall debate is beginning to heat up.A group of nine member states has said it wants to press ahead with the FTT on its own (which would remove it from the commission's grasp) while Germany and the UK and others have said the budget should not increase beyond inflation.But the budget negotiations contain an extra twist. The European Parliament will play a stronger role.MEPs are keen on the financial transaction tax, keen on supporting growth policies and keen on spending more. Last year, the parliament approved a report calling for a 5 percent increase in the next multi-annual fund.Parliament chief Martin Schulz indicated his institution will play tough on the negotiation. The EU assembly will not accept a smaller budget, he said on Thursday.

He reminded listeners at a budget conference that parliament will defend its co-decision rights.Any attempt by finance ministers to undermine this right won't work with us, he said.The article was amended on Friday, 23 March, to say that the European Parliament will play a bigger role in the budget negotiations. EU to blacklist Assad's wife, mother and sister

BRUSSELS - The EU is to add the Syrian leader's wife, mother, sister and sister-in-law to its blacklist at a foreign minister's meeting in Brussels on Friday (23 March), diplomatic sources say.The new visa ban and asset freeze also covers eight members of President Bashar Assad's government and two oil firms.Opposition groups, such as the Syrian National Council (SNC), want much more.SNC spokesman, Radwan Ziadeh, told EUobserver that Nato should launch air-strikes against Assad's tanks, enforce a no-fly zone and create humanitarian safe havens. What is happening [in Syria] is a new Sarajevo, a new Bosnia, he said, referring to Balkan massacres in the 1990s.There is no chance of that, however.The military option would rely on Nato member and Syria neighbour Turkey. But EUobserver understands that when Turkish foreign minister Ahmet Davutoglu comes to Brussels on Friday his message to Syria's Sunni Muslim opposition will be: get Christians and other minorities, who support Assad out of fear of Sunni rule, on your side first.There is not even talk of stopping Syrian banks using Belgian-based firm Swift to make international wire transfers.This would amount to an economic blockade. It took two years of talks to agree to do it on Iran and there is no indication it will do anything to change the regime's behaviour ... Impunity versus concern

Commission keen to create EU cybercrime centre

BRUSSELS - The European Commission is on Wednesday (28 March) set to propose a European Cybercrime Centre in a bid to tackle rising levels of online crime across Europe.The agency, which is expected to open in 2013, will also be responsible for training national experts on cyber crime and form part of the EU police agency Europol.The EU executive sees the cybercrime centre as the focal point in co-ordinating national cyber authorities established by member states, and pooling information gathered by national and European police IT networks, in an attempt to map organised crime online, especially online fraud schemes.The cybercrime centre, which the Commission first mooted in its 2010 Internal Security Strategy, is the latest EU move to combat cybercrime.MEPs and member states are currently finalising a directive on attacks against computer networks, which is set to criminalise the sale, production and use of botnets, networks of infected computers that can be remotely controlled to launch large-scale coordinated cyberattacks.Meanwhile, the 2011 Directive on combating the sexual exploitation of children online and child pornography is also under discussion.

Digital Agenda Commissioner Neelie Kroes earlier this week told a meeting of cybersecurity experts that the Commission would also present a European internet security strategy in autumn.To be drawn up by Kroes, her home affairs colleague Cecilia Malmstrom and EU Foreign affairs chief Cathy Ashton, it will focus on co-operation between member states and the private sector.Kroes wants beefed up cyber oversight. She said that the obligation to notify security breaches to government, which currently applies to telecoms companies, should be extended to companies in the energy, water, finance and transport sectors. Meanwhile, the EU budget should provide funding for security technologies.Although the total cost of cybercrime is unknown, the most recent estimate by online security provider McAfee suggested global corporate losses amounted to €750 billion a year. Meanwhile the volume of cyberattacks – with over 150,000 viruses in circulation and 148,000 computers compromised per day – places an impossible burden on law authorities.Kroes noted that estimates made at the World Economic Forum in Switzerland in January put the likelihood of a major breakdown of the global computer network over the next decade at ten percent.

EU countries to reduce dependence on US military

BRUSSELS - European defence ministers endorsed plans on Thursday (22 March) to develop air-to-air refuelling capabilities and field hospitals in a bid to reduce military costs.Pooling demand, as lessons learned from former joint off-the-shelf procurements, indicates savings ranging as from 20 percent, said French official Claude-France Arnould, the head of the European Defence Agency (EDA), the research wing of the EU diplomatic service.Collectively, the EU spends some €200 billion on defence annually. But austerity measures are forcing ministers to rethink how to best use assets and upgrade capability. The past decade has seen at least a 15 percent drop in EU defence budgets.Austerity is a challenge we cannot duck, we must confront and overcome. The only way is through co-operation,said EU foreign policy chief Catherine Ashton at an EDA conference in January.The EU-led Nato operation in Libya last year also exposed hardware and technology deficiencies in the EU military. Nato commander Marcel Druart told the European Parliament earlier in the week that the success of the Libya operation depended largely on US military input.

EU countries in Nato relied heavily on US technology to co-ordinate the offensive. The Americans monitored airspace and ground movement, making it possible for EU jet fighters to strike pre-designated targets.Gaps in the EU military were already identified in Afghanistan. The former US defence minister Robert Gates last year said Europe's lack of intelligence, surveillance, and reconnaissance assets rendered even Europe's most advanced jet fighters useless.In Libya, the US was also instrumental in air-to-air refuelling. The EU now wants the same or similar capability. The EU defence ministers said developing air-to-air refuelling has become a matter of priority.The pressure for Europe to enhance its own military is also coming from Washington. President Barack Obama last year announced a new military strategy that shifts focus away from Europe and onto China, North Korea, and Iran - the so-called Pacific Century.Previous calls by the US for Europe to become more independent militarily have not always been heeded, according to the EDA.

The US has strategic interests elsewhere that are compelling, and we need to show that we can do things like Libya by ourselves,stated Arnould back in January.Aside from pooling and sharing assets, the EU ministers on Thursday also outlined a new pilot project to improve energy efficiency and increase the development of renewable energy.Austria, Cyprus, Czech Republic, Germany, Greece and Luxemburg plan on placing solar panels on military property, including rooftops, airbases and free land.The EU armed forces' infrastructure has a total surface of around 200 million square metres, or the equivalent of more than four times the surface operated by any of Europe's largest retailers, says the EDA.

A spokesman for the march said last week the initiative demand[s] freedom for Palestine and its capital Jerusalem.The Meir Amit Intelligence and Terrorism Information Center (ITIC) has presented information that Iran is behind the initiative and openly supports it. The march has also been endorsed by Rev. Jeremiah Wright, who was U.S. President Barack Obama's pastor for 20 years at the Trinity United Church of Christ in Chicago.Diplomatic sources told the London-based Asharq Alawsat newspaper on Friday that Israel has sent messages to the governments of Syria, Lebanon, Egypt, Jordan, the Hamas government in Gaza and the Palestinian Authority regarding the planned march.The report said that in the messages Israel made it clear that anyone who will come near its borders would be considered an infiltrator and the IDF will act against him with full force.Israel also reportedly demanded that Arab countries not allow an escalation of the tension in the region through marches toward its borders.Channel 10 News, which cited the Asharq Alawsat report, said that the Israeli Foreign Ministry and Prime Minister's Office refused to comment on the report.

Earlier this week, radio host Aaron Klein of WABC radio in New York offered $50,000 to an organizer of the Global March to Jerusalem, if he could name one city in the Middle East, outside of Israel, that has more freedom than Jerusalem. Syria rebel hubs hit as envoy arrives in Russia

As speculation continues about whether Israel, with our without the United States, will launch a military strike on Iran’s nuclear facilities, an Iranian website described how the Islamic Republic would repulse a ground attack against it.The report on the website was translated into English by t he Middle East Media Research Institute (MEMRI).On March 15 the website Mashreq News, which is close to security circles in Iran, cited statements by Islamic Revolutionary Guard Corps (IRGC) Al-Qods Forces commander Qassem Suleimani, who tauntingly declared at a March 13 ceremony that his regime's military forces will work determinedly, with honor and national force, and will demonstrate their zeal in facing any blind attack from the enemy.The statement elaborated on Suleimani’s remarks, describing in detail how the IRGC would repel a ground attack on Iran, including a list of the means of warfare it would use.According to the website, the account is based on the IRGC's latest military maneuvers in eastern Iran and assumes that the country would be invaded from the east. The maneuvers included mechanized infantry, armored forces, helicopters and concealed forces.MEMRI’s analysis noted that what is remarkable about this article is that, while all assessments and predictions published in the media in recent months have envisioned a surgical Western air strike on Iran's nuclear facilities, Mashreq discussed an extensive ground attack in eastern Iran, stressing the country's ability to repel such an attack by listing the weapons systems in its possession.

The article is presumably intended to calm the fears of Iran's citizens over a potential strike against the country. The Cobra attack helicopters will provide aerial support for ground troops. They are armed with 20-millimeter cannon, Haidar-70 (sic.) rockets, and a new generation of Toophan missiles that can be used to attack the enemy from a distance of several kilometers.

The Mil Mi-17 helicopters, which can carry some 30 soldiers, will be used for quick transport, and possess significant firepower thanks to their ability to carry six medium-range rockets on each side as well as semi-heavy machine guns.The website also noted that the recent maneuvers included simulating the defense of ground units from aerial attack. This defense was provided by shoulder-fired surface-to-air missiles and SAM-6 anti-aircraft missile systems, and by artillery mounted on tanks and APCs, which is expected to provide a maximal effective aerial coverage of two-and-a-half to three kilometers.The SAM-6 missile system tested in these maneuvers is expected to overcome enemy aircraft. Syrian tanks enter northern town, Homs pounded again

BEIRUT (Reuters) - Syrian forces pounded the central city of Homs with mortar fire while troops backed by heavy armor stormed rebellious towns across the country on Saturday, leaving six civilians and four soldiers dead, opposition activists said.
Ignoring a U.N. Security Council call for an end to hostilities, President Bashar al-Assad's forces clashed with rebel fighters and bombarded several towns and cities, aiming to crush a year-long uprising against the government.Security forces killed at least one person as they raided Saraqib, in Idlib province bordering Turkey, said the British-based Syrian Observatory for Human Rights (SOHR).There are dozens of tanks and armored vehicles storming Saraqib now and there is heavy artillery fire, said activist Manhal from Idlib province via Skype.A portion of the rebels have made a strategic retreat, but there are rebel forces still inside, and about a third of residents have fled the town, he added.Two died in Homs, the epicenter of the anti-Assad revolt, as the central city suffered another day of what activists said was indiscriminate gunfire and shelling on residential areas.The shelling started like it does every morning, for no reason. They are using mortar and tank fire on many neighborhoods of old Homs, an activist in Homs's Bab Sbaa neighborhood told Reuters by Skype, adding most residents in the area had fled to safer districts and many were trying to get out of the city altogether.The Free Syrian Army had been in Bab Sbaa when the army started shelling the area four days ago and they weren't able to block the army raids because they were getting hit by mortars at the same time that armored vehicles were coming in, he said.We only have a few rebels here left, there is nothing they can do.

HEAVY FIGHTING

Mortars and heavy artillery fire reportedly hitting the city of Qusair, in Homs province, killed two civilians according to the SOHR, which has a network of contacts across Syria.In the southern province of Deraa, birthplace of the revolt, SOHR said a man was shot dead at a checkpoint in an area where security forces were raiding towns after a soldier was killed at a checkpoint. Three other soldiers were killed in a rebel attack in the northeastern province of Hasaka, it said.Independent verification of the reports is impossible because the Syrian authorities have barred access to foreign journalists and human rights workers.Activists in the towns of Douma, near the capital Damascus, reported hearing explosions from heavy fighting overnight as ambulances raced through the city. By late morning they said the fighting had eased and reported seeing armored vehicles and snipers deployed through the city.Army forces were also bombarding the town Qalaat al-Madyaq, close to Hama, with heavy artillery and mortar fire. They have been trying to storm the city for two weeks, the SOHR said, but have met stubborn resistance from rebel forces.More than 8,000 people have died in the uprising, according to U.N. figures. SEOUL (Reuters) - North Korea said on Saturday it will hold a special parliamentary session next month during which the reclusive country's new young leader, Kim Jong-un, is expected to be given a top title aimed at consolidating his grip on power.The North has planned a series of events next month to mark the centenary of the birth of the state's founder, Kim Il-sung, including a rare ruling party conference and the controversial launch of a ballistic rocket it says will carry a satellite.Experts say the young Kim, believed to be in his mid to late 20s, could be given two of the countries' senior most titles during the celebrations -- secretary general of the party and chairman of the defense commission.The North's state media said on Saturday the Supreme People's Assembly, which has the formal mandate to appoint the chief of the National Defence Commission, the state's supreme military body, would meet on April 13.The Workers' Party conference is also scheduled for the middle of next month.The young Kim's appointment to the top posts would cement his position as paramount leader and ease lingering fears of a power struggle plunging the country into turmoil.Kim took power after his father died in December and many analysts had feared a chaotic succession.The young Kim only holds a military post in the ruling party. His father was chief commander of the 1.2 million-strong armed forces and general secretary of the ruling Workers' Party of Korea.

ROCKET LAUNCH WARNING

The United States has warned that the North's rocket launch next month will impact an area between Australia, Indonesia and the Philippines, an Australian newspaper reported on Saturday.The Sydney Morning Herald said that U.S. envoy Kurt Campbell on Friday briefed Australia's Foreign Minister Bob Carr on the ballistic missile's southward trajectory from a North Korean launch pad.If the missile test proceeds as North Korea has indicated, our judgment is that it will impact in an area roughly between Australia, Indonesia and the Philippines, the paper quoted Campbell, the assistant secretary of state for East Asia and the Pacific, as saying.We have never seen this trajectory before. We have weighed into each of these countries and asked them to make clear that such a test is provocative and this plan should be discontinued.The North has said the rocket's trajectory will be southwards and that will not impact neighboring countries.North Korea wants to use the celebrations around Kim Il-sung's birthday on April 15 to showcase its emergence as a strong and prosperous nation, even as millions go hungry and it begs for international aid.

Its vow to fire a rocket carrying a working satellite has put in jeopardy a deal struck in February with the United States to get food aid in return for a moratorium on long-range missile and nuclear tests.The North's Foreign Ministry warned that it was intolerable double standards for some countries to assert that the North was the only nation not allowed to launch satellites while for the same countries, satellite launches were commonplace.If there will be any sinister attempt to deprive the (North) of its independent and legitimate right and put the unreasonable double standards upon it, this will inevitably compel the (North) to take countermeasures, the ministry said in a statement late on Friday.

PHILIPPINES ON ALERT

An Australian foreign ministry official told Reuters Canberra has expressed concern about the flight path which suggest a southerly trajectory for the missile, with booster rockets landing in the Yellow Sea and off the coast of the Philippines.
Philippine Defence Secretary Voltaire Gazmin said this week the North's launch was unacceptable, and that it was relying on U.S. help to track it. As it did three years ago, Japan says it is prepared to shoot the rocket down if it threatens its territory.The rocket launch, which the United States and other countries say is the same as a ballistic missile test, is banned under U.N. resolutions.Even China, North Korea's main ally, has expressed its worry over the launch, scheduled for between April 12 and April 16, and has urged the North to stay calm and exercise restraint and avoid escalation.The secretive North has twice tested a nuclear device, but experts doubt whether it yet has the ability to miniaturize an atomic bomb to fit inside a warhead.The North's rocket launch is expected to be one of main issues up for discussion when about 50 world leaders gather in Seoul on Monday for Nuclear Security Summit.
