Martin Dempsey brazenly admitted that their authority comes not from the U.S. Constitution, but that the United States is subservient to and takes its marching orders from the United Nations and NATO, international bodies over which the American people have no democratic influence.Panetta was asked by Senator Jeff Sessions, We spend our time worrying about the U.N., the Arab League, NATO and too little time, in my opinion, worrying about the elected representatives of the United States. As you go forward, will you consult with the United States Congress? The Defense Secretary responded You know, our goal would be to seek international permission. And we would come to the Congress and inform you and determine how best to approach this, whether or not we would want to get permission from the Congress.

Despite Sessions’ repeated efforts to get Panetta to acknowledge that the United States Congress is supreme to the likes of NATO and the UN, Panetta exalted the power of international bodies over the US legislative branch.I’m really baffled by the idea that somehow an international assembly provides a legal basis for the United States military to be deployed in combat,Sessions said. I don’t believe it’s close to being correct. They provide no legal authority. Under the terms of Jones’ resolution, both Panetta and Obama would be subject to impeachment for abusing their power and violating the Constitution in disregarding the authority of Congress and placing a foreign power above its jurisdiction.Despite the Pentagon’s efforts to claim that Panetta’s words were misinterpreted, the Obama administration itself has routinely cited the authority of the United Nations in relation to last year’s invasion of Libya, which was conducted without approval from Congress.In June last year, President Obama arrogantly expressed his hostility to the rule of law when he dismissed the need to get congressional authorization to commit the United States to a military intervention in Libya, churlishly dismissing criticism and remarking,I don’t even have to get to the Constitutional question.
Obama tried to legitimize his failure to obtain Congressional approval for military involvement by sending a letter to Speaker of the House John Boehner in which he said the military assault was authorized by the United Nations (U.N.) Security Council.In boldly asserting the authority of international powers over and above the legislative branch, Panetta and Obama are openly declaring that they no longer represent the American people and instead are water carriers for a global dictatorship that has usurped the sovereignty of the United States.

Hamas has accused officials in Ramallah in cooperating with Israel's crackdown as a means of cementing their control over PA enclaves in Judea and Samaria. Iran's ambassador to the International Atomic Energy Agency reiterated Thursday that his country is ready to re-engage with (the) IAEA but continued to insist his country’s nuclear program is exclusively for peaceful purposes.A new chapter is open, Ali Asghar Soltanieh was quoted by CNN as having told reporters at the IAEA board of governors meeting in Vienna, Austria.He added, however, that Iran will never ever suspend our nuclear activities.The ambassador's statement came shortly after six world powers called on Iran Thursday to resume nuclear talks without preconditions, urging it to grant inspectors access to its Parchin military base.On Wednesday it was reported that satellite images of the Parchin facility appear to show trucks and earth-moving vehicles at the site, indicating an attempted cleanup of radioactive traces possibly left by tests of a nuclear-weapon trigger.Diplomats who spoke to The Associated Press said the crews at the Parchin military site may be trying to erase evidence of tests of a small experimental neutron device used to set off a nuclear explosion.

Soltanieh dismissed the suspicions regarding the development of nuclear weapons at Parchin, telling reports they were childish and ridiculous.He added that international sanctions and cyberattacks against Iran will not prevent it from developing nuclear energy, and that sanctions were only working to hurt its citizens, CNN reported.The continued Israeli threat of attack against Iran's nuclear installations, he noted, is against international law, and called on the United Nations to condemn and take action against Israel.Earlier, the IAEA’s director general, Yukiya Amano, directly accused Iran of refusing to come clear about its nuclear program.Iran is not telling us everything. That is my impression. Jordan and Turkey have expressed concern that the weapons could fall into terrorist hands as unrest grows. Israel is highly concerned as well, particularly over the possibility of Hizbullah obtaining the arms.Prime Minister Binyamin Netanyahu reportedly raised the issue with U.S. President Barack Obama and other top U.S. officials.Syria’s weapons stores, thought to be among the largest in the world, are located in dozens of facilities across the country. Some are found in cities experiencing heavy fighting, including Hama and Homs.An officer who recently defected from the Syrian army has claimed that Assad’s troops are using the non-conventional weapons against civilian protesters.The joint U.S.-Jordanian plans do not call for unilateral action in Syria. Instead, the plans would be put into effect in case of a larger peacekeeping mission in the country.Anything of that nature has to be done in a permissive environment, a senior U.S. official was quoted as saying.

British MPs paint scary picture of Putin's Russia

BRUSSELS - British MPs have in a discussion on the death of lawyer Sergei Magnitsky described Putin's Russia as a mafia state.Coming two days after several EU leaders and top EU officials congratulated Vladimir Putin on winning elections despite the fact international monitors said they were rigged, the discussion painted a frightening picture of life in the European Union's biggest neighbour.Conservative deputy Dom Raab described what happened to Magnitsky in 2009 after he blew the whistle on senior tax officials who embezzled $230 million of state funds.He was dumped in a filthy, freezing and overcrowded cell for eight months and fed putrid meals such as porridge with insect larvae and rotten fish, if and when he was fed at all. In such squalid conditions, he suffered acutely painful bladder and pancreatic problems. Eventually, a year after his arrest, he was transferred to hospital for emergency surgery, but when he arrived he was not treated at all. Instead, he was handcuffed to a bed and beaten by riot police. Doctors found him an hour later, lying on the floor. He was dead.Conservative MP and former foreign and defence minister Malcolm Rifkind said: Russia is moving toward being a society that might very well be tolerating a relationship between the Russian state and organised crime that is deep and serious.EU institutions have in the past told EUobserver they might propose a visa ban and asset freeze on the 60 Russian officials blamed for Magnitsky's death after Russia completes its internal investigation.

The probe is due to end on 24 April but has already been delayed 11 times, while Russia last year opened a posthumous criminal case against Magnitsky himself in what is widely seen as a bizarre smear campaign.For his part, Raab called on the government to shame the Magnitsky conspirators by publicly denying them entry into the UK.A delaying tactic by the Russian Government must not be allowed to become a convenient delaying tactic for our government, he said.We would be sending a clear message that those responsible for such atrocities should not be able to fly into Britain, buy up property in Knightsbridge or head off down the King's road for a bit of light Christmas shopping.He noted that MPs in Italy, the Netherlands, Poland and Sweden have called for similar measures. The European Parliament has called for it twice.Speaking for the government, deputy foreign minister Alistair Burt indicated the Magnitsky conspirators have already been visa-banned on the quiet and that the UK might take further steps if the US passes a bill - currently in the Senate - on human rights sanctions.Opposition Labour party deputy Chris Bryant noted: I did not know that our foreign policy was to wait for the United States of America to make up its mind ... before we decide what we will do.Conservative deputy Edward Leigh was among the few who said anything nice about Putin. Noting that the election was more free than in the past, he urged MPs to recognise that progress is being made.Meanwhile, a number of deputies complained that the Russian ambassador to the UK had written letters urging them to shelve the Magnitsky debate.May I first reassure ... [you] that the Russian ambassador knows perfectly well that he will have no influence in the House of Commons? He is anxious that his bosses in Moscow see that he has done everything in his power to make their views known, Rifkin remarked.

Poland to veto EU low carbon plan

BRUSSELS - Polish environment minister Marcin Korolec has said he will veto an EU proposal for CO2 cuts at a meeting in Brussels on Friday (9 March).The minister told Polish press agency, Pap, in Warsaw on Wednesday: Our position is - we do not agree to any higher EU reduction goals looking to the year 2020. To currently define climate policy, when we do not know what global negotiations will look like, is seriously premature.The Danish EU presidency at a meeting of environment ministers in the EU capital is to propose the Union should make even deeper cuts to carbon emissions in an energy roadmap up to 2050.The bloc is currently committed to 20 percent cuts by 2020. But the roadmap envisages 40 percent by 2030 and 50 percent by 2040, while some are calling for 30 percent by 2020.Other Polish government sources told Pap that Warsaw also objects to other details of the low carbonisation plan.

It does not want the European Commission to get powers to impose legally-binding CO2 targets on EU countries. It wants instead to aggregate member states' individual cuts and come up with an EU-level target.It is against going beyond the EU's existing pledge to cut emissions by 20 percent by 2020, amid calls to aim for 30 percent, before global talks end in 2015. It wants to be able to sell CO2 permits in the EU's carbon trading system even if they exceed limits set by the so-called Kyoto protocol, the global-level climate deal from 1997.It also dislikes commission plans to reduce CO2 permits for EU countries to promote energy efficiency measures, such as better heating insulation for large buildings.Poland still relies on coal - among the dirtiest of energy sources - for 90 percent of electricity production. It has closed some mines since the end of Communism in 1989, but the sector currently employs about 180,000 people, who are prone to holding violent demonstrations in Warsaw.An EU diplomat noted that the Czech Republic and Romania are hiding behind Poland on the issue. But that they are unlikely to use their veto if Poland drops its red flag.A spokesman for the Danish EU presidency said: We will have to see. The presidency is always open to negotiations. But we want to uphold some level of ambition and watering down the proposal means we might lose other member sates.

Greece clinches do-or-die bond-swap deal

BRUSSELS - The Greek government on Friday (9 March) said it has secured the voluntary participation of 85.8 percent of bondholders in a debt restructuring deal allowing it to avoid a messy default and to receive the second bail-out.But forced losses to be imposed on some investors are still an issue to be discussed by eurozone finance ministers in a conference call later in the day.On behalf of the republic, I wish to express my appreciation to all of our creditors who have supported our ambitious program of reform and adjustment and who have shared the sacrifices of the Greek people in this historic endeavour, finance minister Evangelos Venizelos said in a press statement on Friday.The tender for the bond-swap operation, aimed at slashing some €100 billion off Greece's debt, was closed on Thursday at 21.00h Brussels time. It saw 85.8 percent of mostly European banks and funds take up the offer for the new bonds, while 5.3 percent rejected them.

The participation rate is high enough for the so-called private sector involvement (PSI) operation to be deemed successful - a pre-condition for eurozone finance ministers to rubberstamp the €130 billion bail-out for Greece on Monday.But the Greek government is now likely to impose losses on some other 10 percent of investors via collective action clauses - a move which eurozone finance ministers will discuss in a conference call starting Friday at 14.00h Brussels time.Meanwhile, in London, the International Swaps and Derivatives Association (Isda) will convene to decide if the use of these retroactive clauses is considered a credit event - which would mean that investors who bought insurances against Greece defaulting would have the right to claim that money. Market estimates put the total amount of these credit default swaps on Greek debt around €2.4 billion, DowJones reports.The bond-swap news was greeted with sighs of relief on Friday morning, with Asian markets rising and Spanish and Italian borrowing costs on ten-year bonds diving below five percent.French finance minister Francois Baroin told RTL radio that the PSI results were good news and something that allows us to stay on a voluntary basis that avoids the risk of default.But investors remain sceptical as to what will happen to Greece in the long run.Michael Kemmer, general manager of German bank association BdB, told Bloomberg: We can't think that Greece is saved and the crisis is over. This is an important step - the private sector showed solidarity. Despite all the justified happiness about this issue we have to note that Greece is only buying time with this and has to do its homework and pursue budget consolidation, savings and its privatisation programme.

BRUSSELS - Markets are again turning their eyes to Greece as today (8 March) is the last day for the country to convince banks to take on voluntary debt restructuring or face default.Participation at over 95 percent in the bond-swap deal - aimed at halving Greece's debt of €206 billion - would classify the operation as voluntary, allowing the country to avoid being officially declared bust.As of Wednesday night, only 40.8 percent of bondholders - mostly European banks such as Deutsche Bank, ING or Royal Bank of Scotland - had taken up the offer of new bonds, said the International Institute of Finance, which negotiated the so-called private sector involvement (PSI) with the Greek government.The institute - an umbrella organisation for banks and various investment funds - refrained from making any recommendation to holders of Greek debt. Each such holder must make their own decisions on whether or not to participate in the debt exchange offers, based on their own particular interests and on the advice and assistance of their own advisers, it said.Five small pension funds in Greece have announced they would not take part in PSI, despite warnings from the country's finance minister that the alternative is default.If the PSI offers - to be placed by Thursday 21.00h Brussels time - are taken up by more than 66 percent of bondholders but still less than 95 percent, the Greek government can trigger so-called collective action clauses which would impose the PSI deal on the remaining naysayers.This scenario is seen as most likely as it would allow Greece to tick the PSI box needed for eurozone finance ministers to rubberstamp the second, €130 billion bail-out on Monday.But triggering retroactive losses on reluctant bondholders may still be considered a form of default or credit event which EU leaders initially sought to avoid by any means since it could set a bad precedent for other troubled euro-countries.

The International Swaps & Derivatives Association (Isda), which determines if credit default insurance should be paid, is expected to hold a special meeting if collective action clauses are used in Greece.In a note to investors issued in January, Isda said that the use of such a clause could trigger a restructuring credit event because its effect would be to bind all holders of the relevant debt.EU economics commissioner Olli Rehn on Wednesday urged hesitant banks to sign up to the Greek debt restructuring offer, noting that the alternatives are much worse.It is important that all investors recognise that Europe has committed the maximum funds available to this voluntary debt exchange and that full participation is necessary for the Greek programme to move forward, he said in a statement, in reference to the €35 billion sweeteners to accompany the PSI deal if it is successful.I therefore encourage Greek, European and all international investors to participate voluntarily in this Private Sector Involvement operation along the terms agreed on 21 February, he added.Meanwhile, Germany's finance minister Wolfgang Schauble warned of the consequences of a PSI failure.If we cannot save the financial system in Greece it would be a disaster for people in Greece, Schauble told students at the European University Institute near Florence after meeting Prime Minister Mario Monti during a visit to Italy.He said he had spoken very openly with his Greek counterpart about the country leaving the eurozone, but that it was better for Greece to stay.Maybe you could say it was the wrong decision for Greece to join the common European currency. Everybody knows that the real causes of problems for Greece and for the Greek people are in Greece and in Greek society and not abroad,he added.
