He said this in reference both to Halal and kosher slaughter.Dr. Richard Prasquier, the head of the CRIF, the main Jewish umbrella organization, declared himself shocked by Fillon's stupefying declaration even if he says that it is in a personal capacity when he expresses himself while he is Prime Minister he has an official word. We are in the country where a separation of church and state exists.The Union of French Jewish Students also declared itself outraged and claimed that the statement created suspicion with regards to Frenchmen who observe these religious rules.Gilles Bernheim, the Chief Rabbi of France, also condemned the statement, saying we are in a period of crisis, in what way is the problem of kosher meat or halal meat a serious problem for France?

Op-Ed: Is Israel Abandoning the Mount of Olives?

Under pressure from Unesco, which is trying to de-Judaize and Islamicize the most holy Jewish sites, the State of Israel seems top be giving up its sovereignity on graves and sacred sites. The Cave of the Patriarchs in Hevron and Rachel’s Tomb in Bethlehem— the most important Jewish holy sites — have been just omitted from their list of Israel’s national heritage sites. A few days ago, the Palestinian Rehabilitation Committee raised the Unesco flag next to the Palestinian flag in front of Hevron’s Tomb and in all the Unesco official documents, Hevron’s Tomb is already labelled as a Palestinian site. After Unesco condemned the renovation of the Mughrabi Bridge that links the Western Wall to the Temple Mount, Israel’s government closed the structure. Under the Islamic Waqf’s intimidation, Israeli authorities are banning Jews from praying on the Mount and are not even allowed to carry any holy articles with them. Joseph’s Tomb near Nablus, which is mentioned in the Book of Genesis, can be reached by Jewish worshippers only like thieves in the night, escorted by the IDF and only once in a month. But according to the Oslo Accords, the tomb, where Unisco just financed an Arab archeological park, should have been under Israel’s control. Palestinian policemen remain armed at the tomb, despite the killing of a Jewish pilgrim last year.

Today no Jew is permitted to set foot without military escort in the Shalom al Yisrael synagogue of the city of palms, Jericho. Jews were denied access to it from 1948 until 1967, when Israel liberated the area and Jews returned to the site. According to Annex II of the Gaza-Jericho Agreement of 1994, Religious affairs in the Shalom Al Israel synagogue in Jericho shall be under the auspices of the Israeli authorities. But in fact, Israeli authorities gave up the site. A few weeks ago, Israel gave the Vatican sovereignity over David’s tomb, where some believe Jewish kings of Judea are buried.But the most unknown story is about the Mount of Olives cemetery, which has just been discussed at an emergency hearing of the Knesset. The history of Har Hazeitim (the Mount of Olives) is the history of the Jewish people. If you want to keep Jerusalem united, you have to keep Har Hazeitim. When King David fled from his son Absalom, the Bible describes his ascending the Mount of Olives.

Because the Mount of Olives is 80 meters higher than the Temple Mount, it became a traditional place for lamenting the Temple’s destruction. The cemetery, where Jews have been interring their dead for more than 3,000 years, today suffers from desecration of graves and violence against visitors, including stones thrown at mourners and family members.This is the resting place of thousands of Jews ranging from mediaeval beggars to former prime minister Menachem Begin, Rabbi Tzvi Yehudah Kook, Rabbi Avraham Elkana Shapira, the Ben Ish Chai, author Shai Agnon and poet Uri Zvi Greenberg. It has served as the burial place for Jews since the time of the Second Temple, including the prophets Zechariah, Haggai and Malachi.Jews asked to have their coffins brought to the Mount of Olives for burial from the Diaspora, believing that when the Messiah comes, and the dead are resurrected, they will be opposite the [sealed today] Gate of Mercy that will be opened, leading to the Temple Mount.The peaks which comprise the Mount of Olives have played an integral role in the many battles for Jerusalem. Roman general Titus's 10th Legion camped there, as did the Crusaders in 1099 and the British in 1917.And today - maintenance standards are inadequate and security is lacking.Israeli governments have allowed lawlessness and vandalism. Police presence is almost non-existent, an absence that does little to enhance a visitor's sense of security. A Jewish presence is possible only because Ma’aleh Hazeitim, the name of a tiny Jewish comunity near the Sephardi section of the Mount of Olives cemetery. Their task is to secure the area day and night, ensuring its character as a Jewish cemetery. There are eight courageous, young Jewish families in Beit Hachoshen, a building with a large Israeli flag on its roof bordering on the A-Tur entrance to the Mount below the Seven Arches Hotel

Irwin Moskowitz, the patron of Ma’aleh Hazeitim, speaks about the miracle of the resurrection of the dead on the Mount.During the 19 years in which Jews had been absent from the mountain and the areas adjacent to it, the Jordanians smashed tens of thousands of headstones, and the enormous damage to the mountain is something that the state of Israel continues to find difficult to reconstruct. Bnai Akiva youth group volunteers have used burial records in their efforts to reconstruct some of the gravestones.But Israeli authorities share a large responsibility, since fences, surveillance and cameras have been never installed. Many people fear going there.At police request, there were Jewish families who did not accompany their deceased loved ones for burial because the police feared rock throwers or worse. The family waited at home for a call alerting them that the body was interned and it was okay to begin the shiva period of mourning. It happened that Jews had to abandon the corpse on the ground, while they all scattered away under terror attacks. They called the police and couldn’t return until policemen came to secure the area that is synonymous with the holiness of Jerusalem. Armored vans have been used to reach the site. Mourners have had to be hospitalized after attacks. A US Congressman and Malcolm Hoenlein of the American Conference of Presidents were pelted by rocks there. There is no one to take care of the old and ancient graves. Tombstones, many of them centuries old, disappear or disintegrate.We’re not talking about the Gaza Strip. We’re talking about the most holy Jewish cemetery, overlooking the Temple Mount. Is that area to become Judenrein like Joseph’s Tomb? If Israel is abdicating the Mount of Olives, then she is abdicating Jerusalem.Israel is literally entombed in that history. Since the Mount of Olives is the resting place for prophets, writers, rabbis, prime ministers and simple Jews murdered in the riots and buried in mass graves, it should be the pride of Israel and not one of its forgotten backyards.

Israel officials on Wednesday cautiously welcomed resumed nuclear talks between the major powers and Iran.I'm very happy that they are opening discussions, said Netanyahu's national security adviser, Yaakov Amidror.There will be no one happier than us, and the prime minister said this in his own voice, if it emerges that in these talks Iran will give up on its military nuclear capability, he told Israel Radio.EU foreign policy chief Catherine Ashton on Tuesday formally accepted ran's offer of talks with the United States, Russia, China, France, Britain and Germany saying Iran should have to show real progress.Ashton said the powers sought assurances on the exclusively peaceful nature of Iran's nuclear program, while respecting Iran's right to the peaceful use of nuclear energy.Ahead of his White House meeting with US President Barack Obama on Monday, Netanyahu demanded Iran's enrichment stop and its uranium with a higher than the 3.5 percent purity necessary for electricity generation.Iran has been enriching its stockpile to 20% purity, which is considered a jumping off point should Iran decide to make a sprint for 93% enriched weapons grade uranium.Tehran insists it is enriching to 20% for medical research purposes, but proliferation experts say Iran does not have an advanced enough biomedical research sector to support such a claim, and is enriching far more uranium than is necessary for such experiments.Past contacts with Tehran, who International Atomic Energy Agency officials charge with intentionally obstructing its nuclear inspectors, have collapsed due to disputes over the scale of Iran's uranium enrichment program, and stockpiling of the fissile material.Israel is widely believed to be considering a strike in Iran's nuclear facilities to disrupt what Jerusalem sees as a bid for an atomic bomb by a state that has repeatedly called for the Jewish state's destruction.Netanyahu has said Tehran must dismantle its heavily fortified enrichment facility near Homs, fully account for its uranium stockpiles, and allow international inspectors full access to its nuclear facilities to avoid military strikes.

It should be clear that without a real military alternative, the Iranians will not relent in the negotiations. And without there being a serious alternative, they will not enter the negotiations, and in any event there has to be readiness for the negotiations failing, Amidror said.Netanyahu's spokesman Liran Dan told reporters there had been no US effort to veto or endorse any military action by Israel on Iran.
A red light was not given. And if we're already talking about colors, then a green light was not given either, he said in remarks to both radio stations. If there are red lines being discussed, they are not between us and the Americans, but rather, between the international community and Iran.

In an interview with Fox news on Tuesday Former US Ambassador to the United Nations John Bolton responded to President Obama’s news conference that day, comparing the administration’s policies on Iran to sleepwalking past the grave.During the news conference, the President responded to harsh criticism that has been emanating from members of the Republican party and other Israel supporters who claim that Obama’s policies on Iran are ineffective in curtailing the regime’s nuclear ambitions and that the President is not doing enough to ensure the safety and security of the State of Israel.The President claimed that those making the accusations don’t have a lot of responsibilities and that they speak about going to war in a casual manner and are not fully aware of the dire implications and consequences that will, undoubtedly, result.Responding to Obama’s remarks, Bolton stated that the President’s statement was a conscious falsehood.None of the Republican candidates have been casually talking about war with Iran, Bolton said.They have been strongly critiquing the President’s failure over the past three years to do anything to stop Iran from getting nuclear weapons.He asserted that,If there is anybody who is casual is this discussion, over the past few days, it’s the President’s apparent unwillingness or inability to size-up the threat of a nuclear-weapons-capable Iran.

The comparison is not between the world, as it is today, and the world after a possibly Israeli strike. The comparison is the world where Iran – the leading thunder of terrorism around the world- has nuclear weapons, versus what the world would look like after an Israeli strike. And he just doesn’t want to talk about that,Bolton explained.We don’t play politics with going to war. We take a careful, thoughtful, sober approach, President Obama said on Super Tuesday as he lashed out against his Republican adversaries.Yet, Bolton went on to claim that the President’s assertion was a false misrepresentation of the national debate that we’re trying to have.Nobody who believes, as I do, that we do need to use military force to prevent Iran from getting nuclear weapons takes it lightly, at all. The people who take it most seriously, right now, are the people of Israel who face the prospect of a nuclear Holocaust if Iran gets nuclear weapons,Bolton stated.He noted that there was something very telling in the President’s press conference what he said that he understood Israel’s sensitivities because of the historical precedent.While Obama referred to the historical precedent, he refrained from directly mentioning the Holocaust or the six million dead Jews.This conscious omission illustrates the blind spot in the President’s thinking and his inability or unwillingness to really understand what a nuclear Iran means,Bolton stated.Obama maintains that the sanctions are starting to have a significant effect on Iran and are now intended to cripple the country’s oil industry and central bank. The President also referenced noises regarding Iran returning to the negotiating table.It is deeply in everybody’s interests- the United States, Israel and the world’s- to see if this can be resolved in a peaceful fashion,the President said.So, this notion that somehow we have a choice to make in the coming week, two weeks, month or two months is not born out by the facts,Obama continued.

Yet, Bolton stated that even CIA Director James Clapper, in testimony before a Senate intelligence committee in February 2012 said, The sanctions as imposed so far have not caused [Iran] to change their behavior or their policy.The fact is, Iran is very close to achieving nuclear weapons… and the prospect of returning to the negotiation table gives Iran the opportunity, which it has utilized to great advantage before, to drag out negotiations to give it the extra time and political cover to cross the nuclear finish line,Bolton affirmed.Solemnly he said that this is a sleepwalking past the grave kind of policy that is going to lead to Iran getting nuclear weapons.

Special software used by Iranians to circumvent government filters did not operate.

The Iranian regime has a policy of controlling the Internet, but the appointment of a new Internet agency will allow the government stricter censorship. Iranians already must show their photo identification cards when they use the web in Internet cafes, which also much track the website their customers use.In the past few months, the filtering of some news websites not only has affected the efficiency of Internet in Iran, but has blocked easy access to information, reformist analyst Mashallah Shamsolvaezin told the Iranian Aftabnews, according to the Los Angeles Times.The newspaper added that one network that helps people connect anonymously to the Internet was having problems connecting, causing a near-total loss of its users.

In this new century, we see a revival of conspiracy theories. Muslim societies are most prominent in the production, circulation and belief in them. The best known conspiracy theory is probably that Americans themselves, or the Mossad, carried out the 9/11 terror attacks and not the jihadist Al Qaida perpetrators. This belief permeates the elites throughout the Muslim world. In quieter times, conspiracy theories remained on the fringe. After World War II, many people thought that Western culture had definitively marginalized them, including that warrant for genocide, the Protocols of the Elders of Zion.Conspiracy theories coming out of the Muslim world are accompanied by another surprising phenomenon. In the past, conspiracists blamed a malevolent other – the Jews, the lepers, the witches, the communists. Now we find Western believers in conspiracy theories which target themselves – for instance on 9/11 – in which they confirm the paranoid accusations of their enemies. Postmodern conspiracy theory’s siren song runs: We are to blame, our enemy is innocent.

Professor Richard Landes of Boston University was trained as a Medievalist. He focuses on the interaction between elites and commoners in various societies. He has published many books and maintains several websites including: The Second Draft[i] and a blog, the Augean Stables.[ii]Landes observes: In the last millennium of Western and Middle Eastern history, the more fevered the conspiracy theory, the more the Jews play a key role— from blood libels and international plots to global ambitions to enslave mankind. Communities terrified by their impotence in the face of the Black Death blamed the Jews, accusing them of poisoning the wells to kill their neighbors.Conspiracy theories simplify some people’s moral universe: the bad things that happen to us are not our fault but due to the evil of others.Conspiracy theories demand and justify extreme action. Anything is permitted when struggling for one’s very existence against some agent plotting to destroy us. At their worst, they are warrants for genocide.[iii]The book The Protocols of the Elders of Zion for example, is transparent forgery. If readers are impartial historians can document that.[iv] But a rational approach has limited impact on believers who argue, as Hitler did, that even if The Protocols is forged, it represents a higher truth.[v]

The Shoah offers the most startling example: perpetrated by people in the grip of mass paranoia, who believed in a giant Jewish conspiracy.After World War II, Nazi conspiracy theories about the Jews were the beneficiaries of Arab hospitality.[vi] Faced with their humiliating failure to wipe out an independent state of dhimmis in the heart of Dar al Islam, Arabs turned to the Protocols – not a rag-tag army of Jews, but a vast international conspiracy defeated the might of seven Arab armies.
Since 2000 however, the conspiracy mindset has changed significantly in the Arab and Muslim world. The intensity, variety, and sophistication of the conspiracies’ representations have risen exponentially.[vii] The mainstream media is host to all kinds of conspiracy narratives, from baked goods made by Jews with Muslim boys’ blood,[viii] to elaborate film productions depicting horrendous, bloodthirsty Jewish conspiracies to destroy Arabs and Islam.[ix]The content of such outlets – from the Palestinian Authority TV to Al Jazeera TV, to the major Egyptian daily Al-Ahram – reveals a degree of paranoia, hatemongering, and conspiracism with few parallels in history. In the Arab and Muslim world, conspiracy is publicly embraced by elites, including moderate, pro-Western, liberal Muslim circles.[x]Conspiracy theory is so pervasive in this culture that, as one observer put it: In the Middle East, if you can't explain politics with a conspiracy theory, don’t bother.[xi] Future historians will probably find that present anti-Semitism in Arab and Muslim societies reached an even higher fever pitch than that of the Nazis.[xii]In the past, conspiracism inspired a certain fatalism among Muslims: who can fight so mighty an enemy? But in the 21st century, these narratives have spurred action. Indeed, they lie at the heart of the ideology behind suicide terror attacks, the bane of our new century.

Many Western progressives embrace these conspiracy theories which target them and the civic polities in which they live. This leads to the marriage of a pre-modern sadism and post-modern masochism. Muslims make paranoid accusations scapegoating the West. Hyper self-critical Westerners accept these as true.Organizations such as Hizbulah, Hamas, and al-Qaeda shifted to the offensive at the beginning of the 21st century, with Western cooperation. In particular, they scapegoated Israel, the Jew among the nations.[xiii] The first spectacular success occurred during the outbreak of the Second Intifada, also called the Oslo War, in the fall of 2000.[xiv] The Palestinians may have lost on the field, but they won the propaganda war.Landes concludes; Any progressive or liberal who wants a vibrant multi-cultural, civic society in the twenty-first century, needs to confront the compulsive scapegoating of the Muslim world.We should say to them: Learning to live in peace with Israel is part of belonging to a mature global community. As long as you treat your own commoners as sacrificial victims on the altar of avenging your lost honor, do not complain to us about how ‘they’ oppress ‘you.

EU figures show crisis-busting arms sales to Greece

BRUSSELS - Official figures show that EU countries sold Greece over €1 billion of arms at the same time as negotiating its first bail-out back in 2010.France was by far the biggest seller, with a €794 million aircraft deal, according to recently-released European Council data on arms licences granted by member states. It also sold €58 million of missiles and €19 million of electronics used for aircraft countermeasures and target acquisition.Pro-austerity advocates the Netherlands and Germany together sold almost €90 million of mostly electronics and ground vehicles. Italy sold €52 million of rifles and aircraft parts, while Spain sold €33 million of military-grade chemicals.Greece is currently trying to shave every possible centime off its budget, but it still remains one of the biggest arms spenders in the region due to a perceived threat from Turkey.The then Greek deputy defence minister, Panos Beglitis, in 2010 told Reuters that fellow member states did not put pressure on Athens to buy the arms in order to get the bail-out. This [large scale arms purchases] has always been the case with these countries. It is not because of the crisis, there is no link,he said.But an aide to the then Greek leader, George Papandreou, who asked to remain anonymous, told the news agency: No one is saying Buy our warships or we won't bail you out.But the clear implication is that they will be more supportive if we do.Looking to the Middle East, the 2010 figures tell a tale of EU countries arming their Sunni Muslim allies against Shia Muslim enemies Iran and Syria.EU countries granted €2.5 billion of licences for exports to Saudi Arabia, €1.5 billion for the United Arab Emirates and €1.2 billion for Oman. Sales to smaller Sunni-controlled regimes - Bahrain, Jordan, Kuwait, Qatar and Yemen - added up to €1.1 billion.

They sold almost nothing to Iran and Syria (barring half-a-million-worth of Greek aircraft parts for Syria's President Bashar Assad, who buys mostly from Russia).The arms sales overlap with the EU's political reaction to the Arab Spring.EU countries over the past year have given the Sunni dictatorships plenty of leeway on repression while diligently condemning human rights abuses in, for instance, Iran, or strategically less important countries in north Africa.

Algeria elections loom

Some EU diplomats are worried that Algeria could face unrest in May elections, where Islamist political groups will try to wrest power from septuagenerian autocrat President Abdelaziz Bouteflika. A previous confrontation between the two sides - in 1992 - prompted a civil war that cost 200,000 lives.If Algeria becomes the next Libya or Syria, there will be no shortage of EU-made weapons on the ground.Total arms licences in 2010 were €933 million, including €584 million of British and Italian aircraft; €94 million of Italian and French electronic countermeasure euipment; €44 million of ground vehicles from various suppliers; €40 million of French naval vessels and €24 million of Bulgarian ammunition.EU licences for pre-Arab-Spring dictators in Egypt, Libya and Tunisia came to €531 million. The weapons are still sloshing around in Libya, which on Tuesday (6 March) effectively split in two when leaders in the oil-rich east claimed semi-autonomy for the region formerly known as Cyrenaica.The figures also show how much wiggle-room there is in the EU's arms ban on China, which dates back to the 1989 Tiananmen Square massacre. Despite the embargo, it granted almost €218 million of licences in 2010.The lion's share came from France and the UK and included aircarft and ground vehicle parts, electronic equipment and missiles, as well as over €13 million of items labelled Chemical or biological toxic agents, riot control agents,radioactive materials.

Clear risk

The EU figures are collected on the basis of a 2008 Code of Conduct, which says member states should not sell to countries where there is a clear risk that the weapons will be used for internal repression or could provoke or prolong armed conflict.The reporting system is known for its inaccuracies.In 2009, for instance, Italian producer Beretta sold €8 million of guns to Libya. But the shipment was mistakenly registered as being of Maltese origin and as being worth €80 million, after a shipping firm, W.J. Parnis England, made a typo which went unnoticed for two years.If this is what is happening in the official and legal arms trade, I can only imagine what is happening in the illegal arms trade,Francesco Vignarca, the director of Italian arms control NGO, Rete Disarmo, told EUobserver at the time.

Palestine's UN upgrade coming back on EU agenda

BEIRUT - The EU should get ready for Palestine's renewed push to upgrade its UN status and stop calling for illusory peace talks with Israel, a senior Palestinian politician has said.Palestine grabbed world attention in New York last September when it asked the UN for full membership and in November when the UN's cultural agency, Unesco, let it join.The UN campaign then vanished from sight. But Souheil Natour - a legal scholar and a senior politician in the Palestine Liberation Organisation (PLO) - told EUobserver in an interview that it will come back on the agenda after Palestinian elections, expected in May or June.[PLO chairman] Abu Mazen was initially scared off by US and Israeli threats to withhold funds. But now he is coming back to this,Natour said.He noted that the elections will count votes from Palestinians in Israeli-occupied Gaza and the West Bank, as well as mass numbers of Palestinian refugees in Egypt, Jordan, Lebanon and Syria - an act of defiance against Israel, which says the exiles can never come back because it would destroy the idea of Israel as a homeland for Jewish people.Natour added that after elections Palestine will seek a vote in the UN General Assembly (UNGA) to upgrade its status from non-voting organisation to non-voting state.The EU shouldn't pressure us to go on with the illusory process of so-called peace talks with Israel ... We do not have two states because of Israel. They have no interest in a Palestinian state because they already have their own country,he said.Natour was born in 1947 in what Arabs call Akka, a city in what is today northern Israel and which appears on most maps under its Hebrew name, Acre. Jewish forces expelled his family in 1948 and he has not been allowed back, even to visit, in 64 years. He now lives in the squalid refugee camp of Mar Elias in Beirut. BRUSSELS - Finnish Prime Minister Jyrki Katainen has invited select EU leaders and ministers to a winter retreat in Finland in what could be an opportunity to lobby for the top job in the eurozone.His invitation, sent out on Tuesday (6 March), says the event, on 23-25 March in Saariselka, north Finland, will focus on economic affairs and look for ways to resolve the economic crisis in Europe.But it comes amid widespread speculation in Finnish and Swedish media, as well as among diplomats in Brussels, that he wants to take over when Luxembourg's Jean-Claude Juncker steps down from the post in June.While eurozone summits are in future to be chaired by Belgium's Herman Van Rompuy, the Eurogroup chief presides over monthly meetings of eurozone finance ministers, which decides on vital issues such as details of the Greek bail-out.Support for Kaitanen's as-yet unofficial bid came Monday evening from Vienna.When Austrian finance minister Maria Fekter laid out criteria for the Juncker replacement, she said it must be a eurozone leader with experience as a finance minister who comes from a triple A-rated country - all boxes ticked by the Finn.

BRUSSELS - The European Commission was left red-faced on Tuesday (6 March) after a video clip meant to promote the benefits of enlargement was interpreted by several viewers as being xenophobic.The short clip, entitled growing together, features an attractive woman, representing a peaceful Europe. She looks on in something like exasperation as three burly men enter the desolate building where she is standing and prance about aggressively.An Asian man springs from the rafters dressed in martial arts gear, a turbaned-Sultan levitates with a long curved sword and a dread-locked black man kicks down the door and somersaults over to her.Whereupon Europe, dressed head-to-toe in yellow, takes a deep breath and multiplies herself so she is surrounding them. Her calm, the clip implies, gets everyone to be a little less aggressive. Then they all sit in a big circle. The many Europes on the outside and the three would-be aggressors in the middle. After which the three men disappear and the woman - all 12 of her - morphs into the stars of the European Union flag.The clip ends with the line the more we are the stronger we are, alluding to the fact that EU is going to take on its 28th member this year (Croatia), and several more countries are due to enter in future.Costing €127,000 to make, and approved by officials in the commission's enlargement department, the short ad was designed for audiences of 16-24 years and is supposed to portray enlargement positively.

But the message went awry.Several viewers suggested the ad is xenophobic. In the few short days it was up, it even developed its own sub-narrative under which the three men were purportedly representing the so-called Brics countries - China, Brazil and India - the EU's geopolitical rivals.The commission says the characters were chosen to represent the martial arts genres Kung Fu, Capoeira and Kalaripayattu.It started with demonstration of their skills and ended with all characters showing their mutual respect, concluding in a position of peace and harmony,said a statement.The clip was absolutely not intended to be racist and we obviously regret that it has been perceived in this way.It has now been removed.The misstep came after the commission recently won praise for another enlargement clip - this time targeting an older audience - which sought to dispel myths that Europeans have about another.Peter Stano, enlargement spokesperson, admitted that it is difficult to anticipate how people are going to perceive such an ad, particularly as neither the audience nor the message can be controlled and social networks means word - good or bad - spreads instantly.Referring to the film as internet Kill Bill, after the eponymous film, he indicated that the those who were not meant to be the target group were the ones complaining most vociferously.We have to think about this internally and see what is the best way forward. EU countries ink legal procedures for new treaty

BRUSSELS - EU leaders have signed a text designed to stop any prevaricating when it comes to member states taking one another to court for not implementing a rule on balanced budgets - the cornerstone of the newly-signed fiscal discipline treaty.The short annex to the treaty - given the go ahead at last week's European summit - is supposed to pre-empt any rather-you-than-me feet-shuffling when it comes to national governments taking legal action against their peers by depoliticising the process.

Under the agreement, if a country is considered not to have properly implemented the so-called 'golden rule' then it will be up to the trio of EU presidency countries - currently Poland, Denmark and Cyprus - that conduct the day-to-day business of the Union to take the offending member state to court.If none of the trio countries can do so, either because they are in the same boat or due to justifiable grounds of an over-arching nature, it will fall to the previous trio of presidency countries.The trio of presidencies was used because it wouldn't be appropriate to have, for example, the UK or the Czech Republic [both of which refused to sign up to the treaty] do it, said one contact.The cumbersome procedure is due to it being an intergovernmental treaty. A normal EU treaty would see such rules enforced by the European Commission.Germany pushed for a specific mechanism to make sure its core feature is legally enforceable. Asked recently about whether she believed it likely that member states would bring each other to court, German Chancellor Angela Merkel suggested that such was media scrutiny that capitals would be falling over one another to do it.

However, the Berlin-pushed treaty is largely seen as a political lever to allow the German government to justify to disgruntled parliamentarians and a sceptical public why it is paying the lion's share of eurozone bail-outs and funds.It is still open what implementation of the balanced budget rule will actually mean in practice, with the article containing a get out clause in the form of exceptional circumstances.Like in all rules there is some element of political appreciation,said the contact explaining the text.The rule is arguably stricter than in the past. It restricts countries to a structural deficit of 0.5 percent [of GDP].
