LOS ANGELES (CBS) — The LAPD is fighting crime from a high-tech war room that gives it eyes all over the city. The surveillance hub is now a model for police forces around the world and KCAL9 got an exclusive tour inside from Chief Charlie Beck.We are targets on our own soil, says Beck.We have to be ready.What began as a grass roots idea following the 9/11 terrorist attacks is now a state-of-the-art real-time analysis critical response center. It’s called RACR, and it’s located in the heart of downtown Los Angeles.This is a system that cuts through the red tape, that gets information to the people that need it,says Chief Beck. He calls it the brains of the department, twenty-four/seven.Police in the activity center monitor live feeds of city and traffic cameras, counter-terrorism information, and real-time crime mapping, with cutting edge software.If we didn’t have that we would be operating blind, says Capt. Sean Malinowski, the Commanding Officer at RACR. Essentially we’re always activated here.RACR is a critical crime-fighting tool at the center of every high profile incident in the City of Los Angeles.We have some real-time tools that help us analyze crime as it’s happening, says Malinowski.And then we feed that information out to the geographic areas and to patrol divisions.RACR is relied upon during events like dignitary visits from the Royals and President Obama, as well as the recent Occupy LA showdown and arrests.We had eyes on that, both through video cameras that the city owns, and also through video streams that were provided by the actual Occupy LA protesters,says Malinowski.Most recently, RACR was invaluable in putting an end to the Hollywood arsons.

Malinowski says RACR plotted each arson fire incident as it happened, creating a three-square-mile geographic hot spot that resulted in the quick arrest of accused fire starter Harry Burkhart.At the time he was taken into custody, this area was flooded with sheriffs and with LAPD officers, says Malinowski. Based on the fact that we kind of could see his movements in real time.RACR was born in a functioning bomb shelter, four stories below the Los Angeles Civic Center.LAPD Commander Blake Chow remembers a time when tracking crime at RACR was done by hand. There was very little technology,says Chow, and RACR had no budget.Police operated with dry erase boards, personal computers, and simple monitors.When we built RACR, there was no template to look at,says Chow.There was no police department we could go look at and ask them, how did you build it? Today LAPD’s RACR is the standard operating model for law enforcement agencies worldwide. It’s used as a guidebook on how to protect communities and fight crime.

LONGMONT, Colo. (AP) -- Satellite image provider DigitalGlobe Inc. released photos Friday that appear to show Syrian army tanks and other armored vehicles in the city of Homs.DigitalGlobe said the images were taken late Friday morning Syrian time by the company's WorldView 2 satellite from about 480 miles above the Earth.Stephen Wood, director of DigitalGlobe's analysis center, said the photos show tanks, armored personnel carriers and other armored vehicles in the southern part of the city, some of them near apartment buildings.The satellite images show an increase in the level of army activity in and around Homs from the previous 24 hours, Wood said.
Fighting in Homs has reportedly killed hundreds of people over the past week from bombardments followed by soldiers' advances. The battle there is part of the Syrian government's attempts to suppress an 11-month-old uprising against the rule of President Bashar Assad.Wood said no battle damage was visible in the photos taken Friday, but previous images captured by the company's satellites did show the effects of fighting.Homs looks deserted, with very few cars on the streets in the satellite photos, he said.DigitalGlobe company has been gathering satellite photos of Syria since mid-2011, he said.

Cloud cover over Syria in recent days has left few opportunities for satellite photography, and the images captured Friday are hazy because of moisture in the atmosphere, Wood said.The images were taken the day that two suicide bombers attacked security compounds in the Syrian city of Aleppo, killing 28 people, according to Syrian government officials. Troops and security forces fired on anti-regime protesters as they left mosques after Friday prayers nationwide.DigitalGlobe is based in Longmont, Colo., and sells satellite imagery and analysis to clients that include the U.S. military, emergency response agencies and private companies.The company has three orbiting satellites, and a fourth is under construction.

Ron: Ever wonder why the US and Israel go on and on threatening to bomb Iran but never do? I have. The answer is simple enough. That Sunburn missile type is said to be deployed in Syria and Iran. It was once described by Rep. Dana Rohrabacher as the most dangerous anti-ship missile in the Russian, and now the Chinese, fleet.The ship borne version of this missile is launched from deck mounted quad tubes, but since Rohrabacher made his comments, Russia has adapted the Sunburn for submerged launch from submarines, air launch from Sukhoi 27s, and single surface launch from modified 40’ flatbed trucks. That meant that Russia and China (which bought the ONYX technology from Russia) can sink American aircraft carriers at will without ever having to escalate to nuclear warfare, which gives both countries a massive strategic advantage. You can imagine just how much the Russians and Chinese may have improved on the Onyx technology since then.Sailing around the world posturing as the world's sole super power may seem like the good life to US naval personnel while they only really threaten countries like Afghanistan, Somalia, Yemen and the like but when push comes to shove against Iran let alone Russia or China I would not like to be aboard a US warship. Stratfor: Russia and the United States: Pushing Tensions to the Limit? 17:31 10-02-2012-Strafor Global Intelligence issued a special report on US-Russia relations.The report delivered by Stratfor to APA contains very interesting points.

“As Russia and the United States prepare for their respective presidential elections, tensions between the countries are growing. The central point of contention is U.S. ballistic missile defense (BMD) plans. Russia has several levers, including its ability to cut off supply lines to the NATO-led war effort in Afghanistan, to use in the standoff over BMD, but the United States could retaliate by supporting the current protests in Russia. Moscow is willing to escalate tensions with Washington but will not push the crisis to the point where relations could formally break.

Analysis
Relations between the United States and Russia are incredibly tense as both countries prepare for their respective presidential elections in 2012. The campaign season has presented both sides opportunities to escalate tensions, but it is unclear how far each side will go. Moscow and Washington have been in a standoff over myriad issues ever since Russia began to roll back Western influence in its periphery and assert its own power. Following the collapse of the Soviet Union, the United States got involved in the region intending to create a cordon around Russia to prevent it from ever becoming a global threat again. But after 2001, the U.S. focus shifted to the Islamic world, and a previously crippled Russia began to strengthen. Washington continued some of its policies of Russian containment, such as trying to give the key former Soviet states of Georgia and Ukraine NATO membership, but Eurasia was not the United States’ key focus. This gave Russia the time and opportunity to resurge into its former Soviet states. Moscow’s ultimate goal is not to recreate the Soviet Union — that entity eventually failed. Instead, Russia wants to limit the influence of external powers in the former Soviet Union and be recognized as the dominant player there. Consequently, foreign governments — particularly the United States and Europe — must shape bilateral relations within the framework of this understanding. In the past few years, Russia has been relatively successful in regaining influence in many of its former Soviet states. This brought Russian power back to its broader frontiers, especially in Central Europe, where the United States has staked a dominant position. Russia is not looking to control Central Europe, but it does not want the region to be
a base of U.S. power in Eurasia. Washington sees Central Europe as the new Cold War line — a position previously held by Germany — that halts Russia’s influence.

The Standoff: Missile Defense
Tensions between Moscow and Washington can be attributed to one primary issue: ballistic missile defense (BMD). The United States’ BMD systems are scheduled to become operational in Romania in 2015 and in Poland in 2018. It is not that Russia is concerned with the technical aspects of U.S.-led missile defense systems eroding or neutralizing Russia’s nuclear deterrent. Rather, BMD means a physical U.S. military presence in the region, showing Washington’s security commitment to Central Europe against a strengthening Russia. The United States claimed that the systems are intended to counter the rising threat from Iran. In response to this claim, Russia offered to integrate its BMD system with NATO’s system. According to Moscow, such integration would strengthen Western defenses across Eurasia — indeed, all the way to East Asia. However, Washington rejected the offer, thereby confirming Moscow’s suspicions that the BMD system is more about Russia than the Iranian threat. Accordingly, Russia made threatening gestures against the United States and its allies, ranging from support for Iran to the deployment of missiles on the borders of Central European countries. Russia’s goal was to attract Washington’s attention and shape the view inside Europe — particularly Western Europe — that Russia had offered the West partnership in missile defense but was being forced to take countermeasures against the United States.

New Leverage
In December, Russia gained a new and much more effective card to use against the United States in the BMD debate when a U.S. helicopter strike on the Afghan-Pakistani border caused the U.S.-Pakistani relationship to deteriorate. The Pakistanis responded to the strike by cutting shipments of fuel and supplies for the NATO-led war effort in Afghanistan across the Pakistani border. This left Washington and its allies with only one large supply network into Afghanistan: the Northern Distribution Network (NDN) that crosses Russia and many of its former Soviet states. Though the NDN traverses the Russian, Baltic, Caucasus and Central Asian regions, the United States knows the route depends on Moscow’s approval. Not only is Russia’s territory the center of the main route, but Moscow holds sufficient leverage in most of the other former Soviet states (particularly in Central Asia) to either formally shut down the route or have sections of it cut. Cutting the NDN would lead to an official break in relations between Russia and the United States because it would put at risk more than 130,000 U.S. and allied troops. Whereas Russia’s previous threats against the United States went unheeded, Washington may not be able to ignore this new threat.

The American Counter
At the end of 2011, it seemed that Russia was going to threaten to cut off the NDN to compel United States to change its position on BMD. But then something occurred that could give the United States more leverage against the Kremlin: Russian protests. In the lead-up to Russian Prime Minister Vladimir Putin’s planned return to the presidency in March, Russia’s political landscape has been rocked by instability. Several political and social shifts have occurred within Russia as the country enters a new phase. The stress of a shift in Kremlin policy, the rise of anti-Kremlin groups and personal feuds have also led to the utter breakdown of the Kremlin clan system Putin emplaced a decade ago to manage Russia. Putin is vulnerable to this political volatility. Such instability is not new to Russia under Putin, but the present situation differs from previous ones in that several crises occurred at once. Putin is already sorting through each issue and most likely will make it through the upcoming election successfully. But it would be detrimental if the situation worsened — something the United States could trigger. Putin can weather the 80,000 anti-Kremlin protesters in Moscow that gathered Dec. 24 and even the more than 100,000 that demonstrated Feb. 4 (the protesters lack sufficient funding and organization). But should the various protest groups suddenly receive cash and organizational help, Putin could have a much harder time maintaining his usual level of control. Indeed, this is not a question of Putin’s winning the presidency — there are no viable candidates from rival parties to successfully challenge him — but rather a challenge to his ability to rule Russia effectively while maintaining his image as a powerful leader of a powerful country. Washington has hinted that it is willing to back the protesters if prompted. Following Russia’s parliamentary elections in December, reports circulated that the election watchdog accusing the Russian government of election fraud had U.S. funding. Then, U.S. Secretary of State Hillary Clinton spoke against the results of the election in which Putin’s ruling party United Russia gained the majority of seats in the Duma. But the most significant signal came when newly appointed U.S. Ambassador to Russia Michael McFaul arrived in Russia in January. On just his second day at his post, McFaul spent several hours meeting with representatives of various protest groups at the U.S. Embassy. (The protesters are not necessarily pro-Western, but they are willing to garner support where they can ahead of the presidential election.) McFaul is considered one of the architects of the 2009 “reset” in U.S.-Russian relations that temporarily reduced hostilities, but the Kremlin sees him as a potential threat. McFaul has said that while the United States will work with Russia on matters of mutual interest, “Western leaders must recommit to the objective of creating the conditions for a democratic leader to emerge in the long term.” Though McFaul denies trying to spur a revolution in Russia, the Kremlin is well aware that the United States has the ability to easily support anti-government groups. However, this U.S. leverage most likely will be short-lived. Following Putin’s likely re-election March 4, the protest movements will evolve into various organizations, smaller demonstrations and possibly small political parties. Putin will then have six more years as president to sort through Russia’s political factions.

The Next Escalation?

After the election, Putin will have more time and resources to devote to other large issues facing Russia, such as its standoff with the United States. Another important event is on the horizon in May: the first NATO-Russia summit since 2008, to be held in Chicago. Russia has said that if Moscow and Washington do not reach an agreement on BMD by May, then Russia will not attend the summit. This would signal a possible breakdown of NATO-Russian relations. Russia’s former envoy to NATO, Dmitri Rogozin, already linked a BMD agreement to the overall NATO-Russia relationship and the future of the NDN. As the protest movements fade, the issue of missile defense will return to the spotlight, making Moscow’s previous threats a major concern for Washington. But Moscow will be careful to not take the threat so far that it triggers a massive crisis and breakdown between the United States and Russia. Moscow might want to make the Europeans uncomfortable during the U.S.-Russian standoff, but it does not want to create a backlash and prompt the Europeans to unify with the United States over regional security. Moreover, Russia does not want Afghanistan to spin out of control, since unrest in the country most likely would spill over into Central Asia. Russia also cannot compete with the United States when it comes to a military buildup. The Kremlin is unsure of future U.S. policy on Russia, since the U.S. presidential election is also on the horizon. Russia remembers well how ill-prepared it was for a shift in Washington when Ronald Reagan became president after Jimmy Carter. This is not to say such a shift will occur in November, but Moscow cannot be certain that it will not happen. Moscow has an opportunity to escalate tensions with the United States after Russia’s presidential election, but Moscow can only push the crisis so far without creating a massive break it cannot control.

A successful joint exercise carried out Friday, Feb. 10, demonstrated the interoperability of the US Aegis and Israel's Arrow 4 ballistic missile defense systems and, most importantly, of their two radars, the US AN/TPY-2 X-band and Israel's EL/M-2080 Super Green Pine, debkafile's military sources report.It was a key milestone in the development of the US missile shield's Middle East capabilities ahead of a potential war with Iran and the fourth significant preparatory step taken in the last ten days.On the East Coast of the United States, the large-scale Bold Alligator 2012 exercise is drilling amphibian landings on a fictitious Iranian shore; in the Middle East, an American airlift this week ferried reinforcements to the Persian Gulf over Sinai; the Iranian army is in the middle of a major war game under war conditions opposite the Strait of Hormuz; and Israel is putting the finishing touches to its new Depth Command set up for operations behind enemy lines.

The joint US-Israel radar exercise Friday was a target-only tracking test over the Mediterranean. An attack on Israel was simulated by a Rafael Blue Sparrow 2 target missile launched from an F-15 fighter jet coming in from the east – the presumed direction of Iranian and Syrian missile strikes. The incoming missile was detected and tracked by two US AN/TPY-2 X-band stations and Israel's Super Green Pine radar.
One of the American stations is located on Mount Keren opposite the Egyptian border in southern Israel; the other at a Turkish air base in the southeastern town of Kurecik.US and Israeli officials said the joint test was successful but offered no further information about the order in which the three stations sighted the attacking missile or how they shared the data.The successful collaboration of these systems has elevated the US missile shield to its operational phase.

debkafile's military and Washington sources report that the test went ahead after Turkish Foreign Minister Ahmet Davutoglu arrived in Washington Thursday, Feb. 9 to discuss urgent international action for Syria and at the same time notified US officials that his government had withdrawn its objections to the Israel-based US x-band radar station taking part in a joint exercise against a potential Iranian or Syrian missile attack.This notification was awaited before the test went ahead. It gave the Turkish foreign minister a handle for promoting his mission to gain Obama administration assent to his government's initiative on Syria.Turkish Prime Minister Tayyip Erdogan is pushing for joint Turkish-Arab military intervention to be launched against Bashar Assad's brutal crackdown under cover of a humanitarian operation. He offered to meet the Americans halfway on the radar station issue to win support for this anti-Assad intervention.Monday, Jan. 30, debkafile disclosed that a high-ranking US official had arrived in Israel to refute the Turkish claims that the US X-band radar station at Kurecik was Turkish-operated, not aimed against Iranian missiles and committed to withholding data from Israel.Before he left Israel, the US official put the record straight by stating: The radar is exclusively operated by US personnel, exactly as it is here. We will control the data and fuse it with data from other radars in the region to generate the most comprehensive and effective missile defense picture.This assurance was effectively demonstrated by the joint US-Israel detection and tracking test carried out Friday.
