It was presented to Kan, but never officially released to the public.Below are key points from the scenario document, obtained by Reuters, that was compiled by commission chairman Shunsuke Kondo and entitled Sketches of Scenarios of Contingencies at Fukushima Daiichi Nuclear Power plant.

MULTIPLE REACTOR EXPLOSIONS, MELTDOWNS AT FUEL POOL

Multiple vapor and hydrogen explosions and a loss of cooling functions at the six reactors at Tokyo Electric Power Co's Fukushima Daiichi nuclear plant lead to radiation leaks and reactor failures.Thousands of spent fuel rods, crammed into cooling pools at the plant, melt and mix with concrete, then fall to the lower level of the buildings.

CHAIN OF EVENTS

In a possible domino effect, a hydrogen explosion at one reactor forces workers to evacuate due to high levels of radiation, halting cooling operations at all reactors and spent fuel pools. Reactors and cooling pools suffer serious damage and radiation leaks.

TOKYO EVACUATION

Massive radioactive contamination forces residents in a 170-km radius or further to evacuate while those in a 250-km radius or further may voluntarily evacuate.Tokyo, Japan's capital, is located about 240 km (150 miles) southwest of the plant and the greater metropolitan area is home to some 35 million people.Radiation levels take several decades to fall.

WHAT ACTUALLY HAPPENED

The 9.0 magnitude earthquake and a tsunami exceeding 15 meters knocked out cooling systems at the six-reactor plant and meltdowns are believed to have occurred at Nos. 1, 2 and 3.Hydrogen explosions occurred at the No. 1 and No. 3 reactor buildings a few days after the quake. Radiation leaks forced some 80,000 residents to evacuate from near the plant and more fled voluntarily, while radioactive materials have been found in food including fish and vegetable and water .Reactor No. 4 was under maintenance and 550 fuel rods had been transferred to its spent fuel pool, which already had about 1,000 fuel rods. The pool caught fire and caused an explosion.

(Reuters) - Nerves were strained as an Iranian patrol boat approached the USS Abraham Lincoln at speed.A helicopter escort hovered above the vessel in a warning not to get any closer, and the grey boat, tiny compared to the massive U.S. aircraft carrier, eventually turned around.The encounter involving U.S. and Iranian boats, common in recent weeks, underscores rising tensions in the Gulf region between rival powers since Tehran threatened to close the Hormuz Strait, the world's most important oil shipping waterway, over Western moves to ban Iranian crude exports.

U.S. and Iranian warships shadow each other as they ply the Gulf in a standoff over Iran's nuclear program the West fears is aimed at producing an atomic weapon. Many fear any incident could trigger a war.I watch it morning, noon and night. I take it (the threat to close Hormuz) very seriously. In fact it's pretty much my life these days, the commander of U.S. naval forces in the Gulf region, Vice Admiral Mark Fox, told a news conference in Bahrain ahead of the fleet's voyage earlier this week.The fleet, known as Carrier Strike Group Nine has been making forays through Hormuz despite the Iranian threats.The 10-hour voyage through the waterway on February 14 was the second time the fleet had been through Hormuz in two months. Passage is done on a need-only basis as the U.S. Navy tries to avoid escalation of hostilities or miscalculations, as a result of their crossing, U.S. officials say.With four helicopters circling overhead and two destroyers leading, the carrier entered Hormuz while up in the watch tower, some seven Navy commanding officers, intelligence chiefs and legal experts were gathered in a small but busy control room.They inspected the Gulf waters intently. The head of the fleet, Rear Admiral Troy Shoemaker, spotted two small boats, thought to be of smugglers, being battered by the high waves.It is going very well, relatively quiet. We have had a couple of surveillance aircraft, a helicopter and UAV (unmanned aerial vehicle) but nothing in the way of surface activity,Shoemaker said, referring to activity from Iranian side.

The geography of the Strait, where a third of the world's seaborne oil trade passes, is challenging for a fleet of this size.The waterway is 34 km (21 miles) wide at its narrowest point, and as it sails through the Gulf, the aircraft carrier comes within range of the Iranian coastal missile defense system.Over a month ago Iran warned another U.S. aircraft carrier, the USS John C. Stennis, not to return to the Gulf after it passed through the Strait. But that has not deterred the USS Abraham Lincoln.We routinely operate close to them while we operate in the Arabian Gulf, Shoemaker said.They have ships that would come out and observe us as you would expect we would do in our territorial water back in the United States, so all those exchanges were very professional,he added.The Iranians make their presence felt every time U.S. forces cross the strait, by almost escorting the fleet either by air or using patrol boats. The U.S. in return reassesses the threat from Iran on regular basis by studying Iranian activity.

ALWAYS ON ALERT

Military experts say the U.S. Navy's Fifth Fleet patrolling the Gulf - which always has at least one giant super carrier accompanied by scores of jets and a fleet of frigates and destroyers - is overwhelmingly more powerful than Iran's navy.But it is the small boats that worry the U.S. Navy most. Vice Admiral Fox said last week that Iran had built up its naval forces in the Gulf and prepared boats that could be used in suicide attacks.Iran is thought to have increased the number of small boats based in the strait and around its Gulf Islands, and some boats are capable of carrying cruise missiles and rockets.Five thousand sailors live on board the 20-storey USS Abraham Lincoln. Fifteen to twenty thousand meals are prepared daily with 800 pounds of vegetables, 900 pounds of fruit and 620 pounds of hamburger consumed every day.For many of the sailors, Iran's threats were not always something they paid attention to. They often saw their mission in simpler terms.We want that oil to go where it needs to go in this world. We want people in this region to be able to get the products they can buy from Europe, from America, other regions of the world, said Naval Aviator Matt Driskill, 33, who recently flew fighter planes over Libya and over Iraq in 2004.The day after the passage, the mood on board the USS Abraham Lincoln is considerably more relaxed onboard.Fighter aircraft that have been sitting on deck over the past 24 hours with their noses pointing towards Iran and readiness to launch within 15 minutes have now been stowed.

The admiral said the same preparations are taken every time the fleet passes a narrow canal. But he admitted that the fleet can be seen as show of force.Part of the reasons we exist is to be present around the world and be visible, even if itself the carrier, the planes and everything else on board is a show of force, Shoemaker said.If Iran attacks, the United States is ready to defend, Shoemaker said.
It is certainly a possibility that they could take some actions to try and close the straits but we are prepared for that, we have the capabilities resonant in this force, in this strike group to respond if that happens.(Editing by Sami Aboudi)

The video , which could not be independently verified by Reuters appears to show citizens coming under fire in Syria's capital city. Activists say shooting broke out at the funerals for three people killed Friday in protests against President Bashar al-Assad. The violence comes as a Chinese envoy met with Assad Saturday and urged all sides to end 11 months of bloodshed, while backing a government plan for elections. Assad describes the turmoil racking Syria as a ploy to split the country. Beijing and Moscow have been Assad's most important international defenders during the crackdown which has killed several thousand people and divided world powers. The United Nations, the United States, Europe, Turkey and Arab powers want Assad to step down and have condemned the ferocious repression. Russia and China vetoed a U.N. Security Council resolution calling on Assad to quit and also voted against a similar, non-binding General Assembly resolution on Thursday. Syria's uprising began with civilian protests last March. Israel's Defense Minister Ehud Barak called on the international community Saturday to tighten sanctions even further on Iran, warning it is essential to halt the Islamic Republic's nuclear development activities.Speaking to reporters in Tokyo following meetings with Prime Minister Yoshihiko Noda and other Japanese officials, Barak said, I think there is consensus now in most of the world's capitals that Iran should not be allowed to become a military nuclear power.He added that at least in the West, and in North American, no option should be removed off the table in regard to dealing with the threat of Iran as a nuclear power.We feel the same, Barak said. We feel it is still a time for even more tight, ratcheted up sanctions against Iran, not only oil but sanctions against the central bank and removing its access to international clearing systems. This should be done definitively and without delay.

The defense minister noted that Saudi Arabia is ready to increase production, and that exports from Iraq are also on the rise. As a result, countries cannot hide behind the threat of losing oil from Iran in deciding whether to take action on imposing crippling sanctions, Barak said. Iran had halted oil exports to France and the Netherlands and threatened to end shipments to four other European countries, the state-run Mehr news agency reported Feb. 15. Prime Minister Binyamin Netanyahu meanwhile commented last Thursday said sanctions imposed on Iran thus far by the international community are not working. Iran is the most irresponsible force in the world. I hope the sanctions will have an effect, but so far they have not, Netanyahu said during a state visit to Nicosia in Cyprus.Israel believes that Iran was behind a terrorist attack that last week seriously wounded the wife of an Israeli diplomat in New Delhi. Palestinian Authority terrorists fired a barrage of rocket attacks at southern Israel on the Sabbath, shattering the calm of a quiet Saturday afternoon.
A Grad Katyusha rocket exploded outside the city of Be'er Sheva shortly after the noon hour. The missile, fired by terrorists in northern Gaza, landed in an open area. No property damage was reported, and no one was physically injured, although a number of residents suffered anxiety and post-traumatic stress (PTSD) attacks.

Two short-range Qassam rockets were also fired in a separate attack on the western Negev, slamming into the Eshkol Regional Council district. Both landed in open areas. No property damage was reported, and no one was physically injured.On Friday there were several attacks on southern Israel by Gaza terrorists that prompted the IDF to move to high alert. One rocket reached the Ashkelon Coast Regional Council district. The other exploded in the Eshkol Regional Council district.Gaza terrorists also fired an RPG (rocket-propelled grenade) anti-tank missile at IDF soldiers patrolling near the southern border. None of the Israeli soldiers were wounded in the attack, and IDF forces responded with tank fire.

Dempsy: Israeli Strike On Iran Would Be Destabilizing FEB 18,12

An Israeli attack on Iran would be destabilizing, the chairman of the US Joint Chiefs of Staff, US Army General Martin Dempsey, said Saturday.It’s not prudent at this point to decide to attack Iran,Dempsey said in an interview with CNN’s Fareed Zakaria GPS,scheduled to be broadcast Sunday. The US government is confident the Israelis understand out concerns,he said in an e-mailed transcript. Dempsey said the economic sanctions imposed on Iran and international pressure are beginning to have an effect, without expanding further.

AMMAN/BEIRUT (Reuters) - Syrian security forces fired on a huge protest against President Bashar al-Assad in Damascus on Saturday, soon after a Chinese envoy had appealed for a halt to 11 months of violence, opposition activists said.The shooting took place at the funerals of three youths killed on Friday in an anti-Assad protest that was one of the biggest in the capital since a nationwide uprising started.They started firing at the crowd right after the burial, said a witness, speaking to Reuters in Amman by telephone.People tried to flee and seek shelter in alleyways, he said.The opposition Syrian Revolution Coordination Union said the gunfire near the cemetery had killed one mourner and wounded four, including a woman who was hit in the head. A shopkeeper told Reuters many protesters were arrested.

MOSCOW (Reuters) - Seventeen police and at least seven insurgents were killed in four days of fighting on the border between the Chechnya and Dagestan provinces in Russia's North Caucasus, police said Saturday.The toll among government forces was the biggest in months in the region along Russia's southern border, where it faces an Islamist insurgency more than a decade after driving separatists from power in a war in Chechnya.Another 24 police and security troops were wounded in the fighting, state-run news agency RIA cited Interior Minister Rashid Nurgaliyev as telling President Dmitry Medvedev.He said the government forces had been ambushed, but it was unclear when that happened. Other reports suggested the police were killed at various times during the fighting.Chechnya's Kremlin-backed leader Ramzan Kadyrov said on Friday seven members of an armed group had been killed, including its leader.

Russian forces fought two wars against Chechen rebels, first in 1994-1996 and again beginning in 1999.Chechnya has been rebuilt but fighting persists there and insurgents carry out nearly daily attacks in neighboring Dagestan and Ingushetia. Syrian President Bashar Assad’s troops, unfazed by Thursday’s UN condemnation of the crackdown on protests, continued to shell rebel-held neighborhoods in the central city of Homs on Friday, The Associated Press reported.Activists told AP that at least 13 people were killed in the attacks. They added that tens of thousands of protesters poured into the streets after Friday prayers from Daraa in the south to Aleppo and Idlib in the north and Deir el-Zour in the east to areas around the capital Damascus. The Local Coordination Committees said security forces opened fire on some protests.The Britain-based Syrian Observatory for Human Rights reported that shells slammed into the Homs neighborhoods of Baba Amr, Bayadah, Khaldiyeh and Inshaat. Amateur videos showed at least one tank shelling Baba Amr from close by.As well, two people were killed by security forces fire in Daraa and 11 others in various attacks across the country, the group said, raising the overall death toll Friday to 26. In neighboring Lebanon, security officials told AP that two Lebanese farmers were wounded in the border village of Qaa after they were hit by bullets coming from the Syrian side.

Meanwhile in Washington, U.S. Secretary of State Hillary Clinton and EU foreign policy chief Catherine Ashton condemned the violence and demanded that Assad step aside.Clinton noted Thursday's UN vote against Syria, but lamented that in the face of this global condemnation, the regime in Damascus, however, appears to be escalating its assaults on civilians.She added, Those who are suffering cannot get access to the humanitarian assistance they need and deserve and said the U.S. will keep working to pressure and isolate the regime, to support the opposition and to provide relief to the people of Syria.Ashton echoed Clinton’s remarks and said,We are absolutely clear that President Assad should stand aside. For years, science classrooms have been a battleground for supporters of teaching evolution versus creationism or intelligent design. Now, teachers may be once again caught in the crossfire as a new controversial topic makes its way into education: climate change.Recently leaked documents from conservative think tank The Heartland Institute reveal plans to pay a non-climate scientist to create school curricula designed to foster doubt about the scientific evidence surrounding climate change. Meanwhile, surveys suggest that science teachers face criticism over teaching about global warming, and some states have passed legislation seeking to include anti-climate change material in the scientific curriculum.Though climate change is politically inflammatory, climate scientists are nearly unanimous that the Earth is warming and that human-created greenhouse gases are to blame. This conclusion comes from multiple lines of evidence, including climate models, observations of warming, and isotopes tracing excess carbon dioxide in the atmosphere back to fossil fuels. Nevertheless, a 2011 Gallup poll with a margin of error of plus or minus 4 percent found that 43 percent of Americans blame natural changes for global warming, with only a small majority of 52 percent blaming human pollution.

Evolution and global warming

The climate wars have long played out in the media and on blogs, but education experts say that climate controversy is creeping into schools. What's more, they say that the new Heartland plans are from an old playbook, one used by creationists to suppress the teaching of evolution. In the same way that creationists urge schools to teach the controversy, climate change skeptics aim to sow doubt about scientific consensus, said Mark McCaffrey, the programs and policy director of the National Center for Science Education, a nonprofit that has long supported the teaching of evolution in schools and recently began to defend climate change education. [10 Creation Myths]They'll say that it's bad science, they'll say that it's just a theory, they'll say there are models that are controversial, McCaffrey told LiveScience. We see some of that kind of language and doubt that creationists use to try to play down evolution in the Heartland document.Heartland confirmed Wednesday (Feb. 15) that the documents were sent by a staffer to someone posing as a donor to the organization. The institute holds that one document, supposedly the group's climate change communication plan for 2012, is faked. However, the climate education plan is detailed in other documents, and the plan has been confirmed by James M. Taylor, a senior fellow at the institute.In an email to LiveScience, a representative for The Heartland Institute reiterated the claim that the climate change document was fake, but did not respond to questions about the climate education project.As described in the group's 2012 fundraising document, the deal would pay policy analyst David Wojick, whose doctorate is in epistemology, $25,000 per quarter to create supplementary curricula for kindergarten through 12th-grade education. The curricula would teach students that humans changing the climate is a scientific controversy,a claim climate scientists dismiss.There is no controversy on whether humans are changing the climate, Andrew Dessler, a climate scientist at Texas A&M University, told LiveScience.You could argue about how much humans are changing the climate, but most scientists agree that humans are responsible for most of the warming, so that's really where the debate is, is it 60 percent, is it 80 percent?

Climate controversy

These nuances may be lost in a political environment where the basics of human-caused climate change trigger opposition. State education standards aren't uniform on the subject of climate. In Texas and Louisiana, for example, state boards have introduced rules requiring that climate change denial be taught as a valid scientific position. Other state legislatures have introduced bills to require equal time in the classroom for climate change skepticism. [10 Significant Political Protests]Teachers apparently feel the pushback. No comprehensive national studies have been done, but a 2011 poll of its members by the National Science Teachers Association found that 82 percent had faced skepticism about climate change from students, and 54 percent had faced skepticism from parents. Many teachers who responded said they taught the controversy of climate change, presenting it as a subject to be debated rather than a scientific consensus.I'm concerned that parents will challenge the material that is included in my curriculum, wrote one middle-school teacher from Wisconsin. I focus on having students examine data and draw their own conclusions.

Setting standards

If state standards are up to par with national science standards, writing a curriculum that denied climate change would be tough, said Julie Lambert, an associate professor of science education at Florida Atlantic University.I can't even imagine what they're going to come up with,Lambert said of The Heartland Institute. It would be difficult to do.For example, Florida standards call for children to understand how scientists use data to come to a conclusion, a process crucial to the field of climate science, Lambert told LiveScience.If students could just understand Earth's energy balance and some basic physical science, they should be able to evaluate what is a valid scientific claim, Lambert added.But in many states, climate science doesn't appear in the educational standards at all, said the NCSE's McCaffrey.Each state has their own standards, sometimes districts have their own standards, in some cases teachers just ignore them and do their own thing, so there may not be accountability, he said.Some teachers avoid the subject altogether to avoid controversy, he said. Other teachers are skeptics themselves.I believe that climate change education is used to indict Western civilization of false[ly] manufactured crimes, one Ohio middle-school teacher wrote on the National Science Teachers Association survey. Most of what the general news media and the education establishment insist upon as true science is simply not.

Pope leaves stamp on Church future with new cardinals

VATICAN CITY (Reuters) - Pope Benedict, putting his mark on his Church's future, Saturday inducted 22 men into the exclusive group of cardinals who will one day elect one of their own to succeed him as leader of the world's 1.3 billion Roman Catholics.Among the most prominent in the group is New York's Archbishop Timothy Dolan, who is already being touted by some Vatican experts as a possible future candidate to become the first American pope.Benedict, who turns 85 in April and is showing signs of his age, elevated the men to the highest Church rank below him at a ceremony in St. Peter's Basilica known as a consistory.Cardinals are entrusted with the service of love: love for God, love for his Church, an absolute and unconditional love for his brothers and sisters, even unto shedding their blood, if necessary (in defense of the faith), the pope told the new cardinals before giving them their rings and red birettas, or hats.Furthermore, they are asked to serve the Church with love and vigor, with the transparency and wisdom of teachers, with the energy and strength of shepherds, with the fidelity and courage of martyrs, he said.

The new cardinals are from the United States, Hong Kong, Italy, Portugal, Spain, Brazil, India, Canada, the Czech Republic, the Netherlands, Romania, Belgium, and Malta.Eighteen of them are aged under 80 and thus will be eligible to enter a secret conclave to elect the next pope from among their own ranks.Twelve of those are Europeans, bringing the number of cardinal electors from the continent to 67 out of 125.With the new appointments, Benedict, who was elected in a secret conclave in 2005, has now named more than half the cardinal electors. The others were named by his predecessor John Paul.Compared to the 67 cardinal electors from Europe, Latin America now has 22, North America has 15, Africa has 11, Asia has nine and Oceania has one.Cardinals are the pope's closest collaborators in the Vatican and around the world. They lead major archdioceses and run key Vatican departments that help the pope decide Church policy and doctrine that can affect the lives Catholics worldwide.

Meeting reporters after the ceremony, Dolan tried to downplay suggestions he could one day become the first American pope.
