Google's Safari Tracking Dilemma: Reality Check

Google reportedly breached the privacy of millions of Apple Safari users by fooling the web browser into accepting tracking cookies it normally wouldn't take. Google, however, says this is an unhappy accident and that Google never intended to track its users in this manner.It's a classic case of he said, she said. Here's what's going on.Apple's Safari is more aggressive by default than many browsers about blocking cookies that do not originate from the site you're visiting, such as cookies served by online advertising firms. These are referred to as third-party cookies and are used by most online advertising companies and common on major websites. Google got around Safari's privacy restrictions by exploiting a loophole that allowed the search giant to install a temporary cookie if a user clicked a +1 button embedded in online advertising, according to a report in The Wall Street Journal.The matter primarily affects users of iOS and OS X devices where Safari is the default browser, but it potentially affects any system running Safari, which is also available for Windows.

How Google Did it

The trick, according Journal reports, involves sticking a hidden web form inside an online ad with a +1 button, similar to Facebook likes, on it. If the user clicks on the +1 button, the web form tells Safari that the user filled out the phony form when in fact she or he had not, which allowed Google to install the cookie.When a user appears to have explicitly interacted with content on a Website, Safari allows the site to install temporary cookies that are supposed to expire after 12 to 24 hours. As a result of this workaround, Google could ten catalog a user's browsing habits for its DoubleClick advertising business, according to research by Johnathan Mayer, a graduate student at Stanford University who first discovered Google's tracking behavior.For its part, Google says it wasn't tracking people on purpose and only wanted to ascertain when a user was logged into a Google account. We used known Safari functionality to provide features that signed-in Google users had enabled, says Rachel Whetstone, Google's senior vice president of communications and public policy, in a statement to PCWorld. If you were logged in, Google could then deliver personalized advertising and perform other functions, such as sending +1's back to a user's Google+ social networking profile.However, the Safari browser contained functionality that then enabled other Google advertising cookies to be set on the browser,Whetstone says. We didn’t anticipate that this would happen, and we have now started removing these advertising cookies from Safari browsers.Google also emphasizes that its advertising cookies do not collect any personal information.

Google has also deleted language from one of its privacy policy pages that appeared to contradict its tracking practices as detailed by the Journal. Google allows you to install a browser cookie that tells the search giant not to store your browsing habits for online advertising purposes. But the company does not have a working version of this opt-out program for Safari users.The text on the page used to read: While we don't have a Safari version of the Google advertising cookie opt-out plugin, Safari is set to block all third-party cookies. If you have not changed those settings, this option effectively accomplishes the same thing as setting the opt-out cookie.Google has since removed that language from its site, but PCWorld was able to find the language in a cached version of the page dated February 14.

Common Practice by Default.

Installing third-party tracking cookies on your browser is common practice for online advertising companies. Your browsing information is then mined so the sites serve up targeted advertising that, in theory, you are more likely to click on. Given that Safari is one of the most popular mobile browsers owing to the success of iOS devices such as the iPhone and iPad, Google and other firms were handicapped by Apple's policies of disallowing third-party cookies by default. So Google, along with advertising firms such as Vibrant Media, Media Innovation Group, and PointRoll, used this workaround -- Google called it known functionality.It's not clear when this Safari loophole that enables advertising to circumvent a browser's privacy settings will be closed. Apple is reportedly working to stop this kind of activity, and the loophole has already been closed in WebKit, the open source version of Apple's Safari. ITALIAN anti-mafia prosecutors have ordered the seizure in Switzerland of fake US Treasury bonds with a face value of $US6 trillion ($A5.6 trillion) - or over a third of US national debt.The bonds were found hidden in false compartments in three safety deposit boxes transferred in 2007 from Hong Kong to Zurich and eight arrests have also been made in Italy as part of the investigation, prosecutors said.Investigators said members of a criminal network had tried to use the bonds in emerging markets or give them to banks in exchange for money.The operation was the biggest for this type of investigation, Giovanni Colangelo, the head of the prosecutor's office in the city of Potenza in southern Italy which is leading the investigation, said.Everything began with an investigation into mafia clans in the Vulture-Melfese area in the southern Basilicata region, Mr Colangelo said.The investigation has allowed detectives to uncover an international network with people implicated in numerous countries.The counterfeiting of bonds, the transfer of the deposit boxes from Hong Kong to Switzerland, the global travel (of the suspects) had an enormous cost and we think that the interests are at a high level,he said.

The seizure was by no means the first of fake US bonds by Italian authorities but by far the one with the highest face value.In September 2009, Italian police seized $US116 billion in phoney bonds and arrested two Filipino nationals carrying them at Milan's airport.In June of the same year police arrested two Japanese nationals on the Italian-Swiss border carrying bonds with a face value of $US134 billion.

No proof but allegations fly

The IP address serves anyone who works on Parliament Hill, including MPs and staff from all parties, non-partisan administrative and research staff, MPs' constituency staff accessing the network remotely and journalists. There is no wireless or public access.The newspaper report said employees working off that IP address also visited Paul Simon fan sites and updated Wikipedia articles to give them a pro-NDP bias, leading to a vicious question period Friday in which the Conservatives accused the NDP of being behind the account.Despite the wide range of people who use the IP address, Foreign Affairs Minister John Baird took several opportunities to avoid answering questions, instead alleging the NDP were behind the Vikileaks30 Twitter account.Today we learned, Mr. Speaker, that the official NDP opposition have been caught in a nasty, dirty internet trick,Baird said in question period.I call on the NDP to stand up, to take responsibility for these dirty tricks, to apologize, Mr. Speaker, and to identify which one over there is responsible.NDP Whip Chris Charlton demanded Baird retract the allegations. BRUSSELS - Berlin on Friday indicated it will give a green light to the second bail-out deal for Greece, backing down on the idea of postponing parts of the agreement until after Greek elections take place in April.German Chancellor Angela Merkel, Italian Prime Minister Mario Monti and Greek premier Lucas Papademos held a joint phone call on Friday (17 February) in which they said they were confident a long-postponed deal to help Greece avoid bankruptcy will be sealed off at a meeting of eurozone finance ministers on Monday, Monti's office said in a statement.The detailed and constructive phone call took place after Merkel cancelled her planned visit to Rome Friday following the resignation of the German president.EU officials in Brussels also said that the pieces are falling into place ahead of the Monday meeting, with Germany and its triple A rated allies - Finland, Netherlands and Luxembourg - backing off from the idea of a partial deal to keep pressure on Athens after the elections.They realise the two-phased approach would compromise the whole operation, one EU source told this website, as the Greek government has only ten days left to auction new bonds as part of the so-called private sector involvement (PSI) aimed at relieving Athens of some €100bn worth of debt.

Another source said that private bondholders will be discouraged from carrying out the bond swap if governments do not sign up on Monday to their share of the bail-out (€130bn). A number of safeguards will be put in place, however, to ensure that the bail-out money is used primarily to bring down the country's foreign debt.The Franco-German idea of a special account sealed off from the Greek government will be part of the deal, both sources said - a reflection of the lack of trust in the local politicians. The escrow account will also be funded by Greek tax revenues when their tax collection will start working properly so as to pay off the country's debt.
But even with the total aid of €230bn, a gap of several billion euros is emerging. According to a new debt sustainability assessment drawn up by the troika earlier this week, the bail-out will meet the target of reducing Greece's debt to 120 percent of GDP by 2020, but only to 129 percent.That is where the European Central Bank and national central banks holding Greek bonds are expected to jump in. The same assessment suggests that if the ECB was re-distribute the profits on Greek bonds to central banks and if these then decided to give them back to Greece, debt would be cut for another 5.5 percent of GDP. The rest could come by a restructuring of Greek bonds held by the central banks themselves. But all of these elements still depend on the results of the PSI, sources say.

Stronger budgetary surveillance laws up for agreement

BRUSSELS - EU finance ministers meeting next week are set to sign off a first agreement on laws that would strongly increase Brussels' power to instruct eurozone countries on how to spend their national budgets.Applying to the 17 members of the single currency only, the two laws require that all national budgets are presented to the commission for assessment at the same - by 15 October latest, suggests a draft of the agreement.The EU executive would have the power to ask for a revision of the budget if it considers it likely to lead a breach of the rules underpinning the euro, which bind member states to keep minimal budget deficits.The 17 would be required to put in place independent bodies and to base their national budgets on independent forecasts, a move to depoliticise the process of drawing up the budget in member states by subjecting it to technocratic eyes.Countries already breaching the budget deficit rules will have to issue regular reports to Brussels and agree a partnership programme on how to get back on the right fiscal track.Those either experiencing or at risk of severe difficulties with their finances or those already in a bailout programme will be subject to far more invasive monitoring.Essentially, they would lose the power for any kind of discretionary spending. The draft rules would entitle the commission to grill them on the content and direction of fiscal policy, while Brussels would be entitled to see sensitive information such as on the financial health of individual banks.

Bailed-out euro members would remain under this hyper-surveillance regime until they have paid back at least three quarters of the money lent to them.Much of the draft, proposed by the commission last November, is to be approved by finance ministers at their Tuesday meeting (21 February) but a clause that would have essentially forced a country to undergo a bailout programme has been removed, said a contact close to the negotiations.The laws come on top of six further budgetary surveillance laws applying to all 27 member states that came into force in December.They form part of the EU's attempt to make sure the current sovereign debt crisis will never happen again, although critics say the laws infringe on national democracy.Following the ministers' green light, the draft will then go to parliament with real negotiations between the two sides expected to come in April after the proposal has made its way through committee.One of the sticky issues will be how much these laws should encompass what is in the fiscal discipline treaty, an intergovernmental document covering much of the same area, due to be signed by EU leaders in March.If the scope of these laws is too wide, it would raise the awkward question - already to be heard sotto voce in Brussels - about the point of having the fiscal treaty at all.

EU firms join gold rush on drones

BRUSSELS - EU firms have joined the gold rush on military and civilian unmanned aerial vehicles (UAVs). But ethical and legal questions dog the technology.The global UAV market is worth $6 billion (€4.6bn) a year and will hit $12 billion by 2018, according to US forecaster Teal Group.It is not a real market. Currently, military-industrial complexes in China, Israel, the EU, Russia and the US make drones for their armed forces and sell them to close allies only. Almost half the spending is government research.But with big money at stake, some analysts predict rapid proliferation.China has made a copy of the predator - the pterodactyl. It's identified a hole in the market for attack UAVs and it plans to sell more widely. This will force everyone to sell more widely ... I've traced 51 countries which are interested in acquiring this kind of technology, but I'm sure there are more out there,Noel Sharkey - a British robotics professor who advises the military - told EUobserver.The predator was made notorious by CIA officers who sit in Nevada and launch rockets at people in Pakistan with no judicial or congressional oversight.The next step on the military side is combat drones (Ucavs) which can fly in dirty theatres of conflict - places with decent anti-aircraft defences. Another step is autonomy - drones which fire weapons based on algorithms because the human operator is too slow or cut off by electronic jamming.

One future Ucav is the Darpa Falcon - the US says it will fly at 21,000 km-per-hour and hit a target anywhere on the planet within 30 minutes of take off. Israel's Harpy already works by hovering in the air and sniffing out radar signals. If it senses one, it cross-checks a database of friendly radars then fires autonomously - even if the enemy radar is sitting on a school or hospital.On the civilian side, British police will use UAVs to observe crowds in the 2012 Olympics, while EU border control agency, Frontex, on 9 February test-flew an Israeli-made surveillance drone in Greece - the main entry-point for asylum seekers.Gunnar Holmberg, a researcher at Swedish arms firm Saab, noted that microchips are getting so light police could fly nano-drones inside buildings. It's free for the imagination, he said, in terms of UAV markets.

Sarkozy's euro-drone

Teal Group notes that US companies last year built about 1,800 drones out of the 2,600 made worldwide. European firms made 200. But almost all the big EU arms companies are building prototypes to meet future demand.The Neuron - a euro-Ucav being made by France, Greece, Italy, Spain, Sweden and Switzerland - will in April do its first test drive on the tarmac. France's Nicolas Sarkozy and the UK's David Cameron in Paris on Friday (17 February) will, among other things, reveal details on Telemos, their joint effort to make a next-generation predator, designed to fly in 2018.The main problem holding back civilian sales is how to make sure UAVs do not bump into normal planes.As things stand, nobody from the European Defence Agency or from the European Commission, which have been tasked with drafting laws on how to share civilian airspace, can give a ball-park date for when they will be ready.
Another problem is that people care about their privacy.Tony Henley, an industry consultant, told this website: One minute a UAV is taking pictures of crops. But what if your wife is sunbathing topless in her garden close by? Who will protect her? The head of research at Frontex, Edgar Beugels, said he is unsure if UAVs will patrol the sky in his lifetime. But if they do, you probably won't see them, he added.The military questions are more acute.Sharkey has attracted ridicule for saying autonomous attack drones should be regulated by an international treaty - like chemical weapons or cluster bombs - because they kill people indiscriminately.

The Pope and the crossbow

Industrialists, such as Yves Robbins, in charge of marketing the Neuron on behalf of French firm Dassault, put the concerns down to fear of the unknown. When they invented the crossbow, the Pope said he would excommunicate any warrior that uses it because it's too barbaric. You get this when a new weapon comes along,he told EUobserver.When asked what he thinks of Sharkey's idea, Saab CEO Hakan Buskhe - whose firm is making Neuron's autonomous systems or brains - wrote back: The MTCR regime already exists (The Missile Technology Control Regime), which is an association of countries that share the goals of non-proliferation on unmanned delivery systems consisting of 34 countries.The MTCR is not legally binding and only covers UAVs which carry 500kg or more of munitions - a class which excludes anything on sale today.Speaking privately, some people working on Neuron do have mixed emotions.I would say thank God that intelligence services in Europe don't have enough money to run their own weapons programmes,an industry contact said, referring to CIA targeted assassinations. I don't think our politicians will let us build drones that fire by themselves,he added.

IDF on Alert Following Attacks from Gaza-The IDF has been placed on high alert, after terrorists fire anti-tank missiles at IDF force and rockets at southern Israel.By Elad Benari, Canada First Publish: 2/17/2012, 8:34 PM

Rocket and missile fire from Gaza put the IDF on high alert on Friday evening, Channel 10 News reported.According to the report, an IDF force on patrol near the border with Gaza heard an explosion heard near the border fence.An IDF statement said the explosion was from an RPG anti-tank missile that was fired at the soldiers. As additional forces arrived on the scene, the statement said, an explosion was heard from within Gaza. No soldiers were hurt. The IDF responded using tank fire.
Earlier on Friday evening, terrorists from Gaza fired two rockets towards Israeli territory, one at the Ashkelon Coast Regional Council and the other at the Eshkol Regional Council. There were no reports of physical injuries or damages.A spokesperson for IDF’s Southern Command told Channel 10 that following the attacks, IDF forces have been instructed to maintain maximum vigilance.If it is proven that this was a terror attack we will respond accordingly, the spokesperson said.Earlier this week, the IAF struck two centers of terrorist activity in northern and central Gaza. The attack came after terrorists from Gaza fired at least four rockets at southern Israel.Last weekend, a barrage of rockets were fired at southern Israel. On Saturday night, Gaza terrorists fired a short-range Qassam rocket at southern Israel. The missile landed in the Eshkol Regional Council district, in an open area.

No one was physically injured and there were no reports of property damage.On Friday night, a Grad missile attack blew open a small crater between two homes in the Hof Ashkelon Coastal Region district.A nearby electric pole was damaged, cutting power to both homes. The shrapnel also penetrated the walls of at least one of the houses as residents were sitting in theliving room enjoying the evening. By a miracle, no one was physically injured in the attack.IAF aircraft later struck three terror tunnels in southern, northern and central Gaza. Israeli counterterrorism officials warned Friday that Iran and its terror confederate Hizbullah are plotting more attacks on Israelis abroad.It appears as though Iran and Hezbollah are currently trying to carry out attacks on Israeli and Jewish targets abroad, Israel's Counter-terrorism Bureau said.Officials said they drew these conclusion in light of the findings emerging from the questioning of detainees, arrested in relation to recent attacks.The warning called on Israelis travelling abroad to be alert, avoid taking suspicious objects from strangers, and be responsive to local security guidelines.Iran and Hezbollah are continuing to try to carry out other attacks on targets abroad, one senior official told the Associated Press on condition of anonymity. That means asking Israelis abroad to be vigilant.The official did not outline any specific threats or locations, but did say Israel has general information reflecting intent, that more attacks are coming.Noting that Iran had risked disrupting relations with countries it is on good terms with, the official said Tehran had demonstrated high motivation to hit Israeli targets.The warning comes after three separate attempts to target Israeli diplomats for assassination this week.

On Monday, a car bomb critically injured an Israeli diplomat’s wife in Delhi, while authorities in the Georgian capital of Tsbili disarmed a bomb attached to an Israeli embassy car.A botched bombing plot in Bangkok on Tuesday resulted in three Iranian nationals being arrested. One accidentally blew his legs off, one was arrested fleeing Thailand, and a third was arrested in Malaysia.Thai authorities, who have mounted a manhunt for two more Iranian suspects, say Israeli diplomats were the targets. One of the men being sought is believed to be the bomb maker.Prime Minister Binyamin Netanyahu unambiguously blamed Iran for all three incidents. Israeli officials suspect Lebanon's Hizbullah terror group of having carried them out on Iran's behalf.Tehran denied the report and said Israel had targeted its own diplomats as a part of a psychological warfare campaign it was mounting on Iran.
Meanwhile, Hizbullah chief Sheik Hassan Nasrallah said his group doesn't bother with such small attacks, which led to speculation it has senior Israeli officials in its crosshairs.The Israeli official said Israel took Nasrallah's threats seriously.After Nasrallah's speech, senior officials are a priority target, and that is definitely why we are following everything that points in that direction,he said.

The United Nations on Thursday passed a resolution on Syria condemning the brutal government crackdown on dissent by the regime of President Bashar al-Assad.The resolution passed the General Assembly - rather than the Security Council where China and Russia have thwarted moves against Syria - with 137 nations in favor and only 12 opposed.Introduced by Egypt on behalf of 27 other countries, including Arab states, Britain and the United States, the resolution condemns systematic human rights violations in Syria.The General Assembly is expected to next demand Syria immediately adopt an Arab League blueprint to calm the uprising, to cease all violence against civilians and return security forces to their barracks.Russia opposed the resolution, saying it fails to equally criticize the armed opposition mounted the Syrian Free Army that has risen up against Assad's regime in recent months.Deputy Foreign Minister Gennady Gatilov said resolution differs little from a draft U.N. Security Council resolution that Russia and China vetoed earlier this month.We can’t vote for that resolution, because it still remains unbalanced, Gatilov told Russian news agencies. It directs all the demands at the government, and says nothing about the opposition.Arab countries, who have called for a UN peacekeeping mission to Syria, have rejected amendments to the resolution proposed by Russia.Gatilov said a UN Security Council resolution would be required to send any UN peacekeepers to Syria.

Russia had warned that it would block any UN resolution calling for Assad to step down over his crackdown on an 11-month uprising estimated to have killed over 5,400 people.Syrian ambassador Bashar Jaafari criticized the Arab bloc during the session as being countries that do not want to help in reaching a peaceful solution for Syria.Arab League resolutions violate the sovereignty of Syria and conflict international laws … The Arab League are competing with enemies of the Arab world with its criticism of Syria, Jaafari added.What is happening in the region does not benefit any country other than Israel … We hope that the United Nations assists Syria in the face of extremism and terrorism.Assad's regime has repeatedly blamed terrorists - specifically naming al-Qaeda - for the violent episodes the country has witnessed since anti-government protests erupted last year.However, while there have been several high profile bombings in Syria that killed hundreds in recent months, the Syrian Free Army is not believed to have carried them out.Critics of Assad's regime say his intelligence forces staged the bombings as false flag operations intended to garner sympathy for the regime and justify the continued crackdown.
General Assembly resolutions cannot be vetoed and are nonbinding, but they can form populist global perceptions on major issues.

BANGKOK/LONDON (Reuters) - The loudest noise that Thongma Danoi had ever heard was followed 20 minutes later by the strangest sight: a dazed and bloodied Iranian carrying two wire-adorned devices through the usually sleepy Bangkok neighborhood.He was losing a lot of blood, said Thongma, 68, who saw the Iranian man, later identified as Saeid Moradi, fleeing a rented house blown apart by a massive explosion on Tuesday. People were shouting, He's got a bomb! I tried not to look at him.Minutes later, he heard another explosion, as 28-year-old Moradi reportedly threw a second bomb at a taxi that wouldn't pick him up. His rampage ended nearby, outside a school, with a third explosion that ripped off one of the bomber's legs and damaged the other so badly it had to be amputated.Israel said the Bangkok blasts were evidence of an attempted terrorist attack and blamed Iran. Tehran denied involvement.As bombings go, this week's trio of apparent attempted attacks on Israeli targets -- which also included an attack on a car carrying the wife of an Israeli diplomat in New Delhi and a bomb found attached to an Israeli diplomatic vehicle in the Georgian capital Tbilisi -- seemed unusually inept.But security experts believe they sent a clear message, the first serious retaliation for a quietly waged but increasingly bloody campaign of sabotage waged against Iran's nuclear program.

At least four Iranian nuclear scientists have been killed in recent years in attacks believed to have been carried out by or for Israel's intelligence services. While Israel invariably refuses to comment, some security analysts also suspect it has been involved in a string of major explosions at military and nuclear facilities in Iran, such as one in November that killed more than a dozen, including a senior Iranian general.Tehran denied any involvement in this week's attacks, accusing Israel of staging them itself. But there are widespread suspicions that the real intent may have been to warn the Jewish state that Iran is prepared to retaliate in kind.I see in what happened a message to the effect of: Anything you can do, I can do too,said Gad Shimron, a former Mossad field officer who writes on intelligence matters.In other words, if Israel uses terror for its security needs, it can expect reprisals from the other side.In an environment of growing tension, paranoia and fear, there is a risk of escalation fuelled by worries over Iran's nuclear program, a potential Israeli strike on Iran and a devastating wider conflict in the Gulf.
There is more and more pressure on all sides,says Anthony Cordesman, a former senior U.S. intelligence and defense official and now chair of strategy at the Center for Strategic and International Studies, the Washington D.C.-based think tank. All of them are interacting now in ways that make it harder and harder to anticipate the actions of each other.

MIRROR IMAGE ATTACK

While some Western officials say it is too soon to blame Tehran for this week's attacks, security analysts point to growing circumstantial evidence. Thai authorities said similar magnetic bombs were used in New Delhi, Tbilisi and Bangkok.
While they did not blame Iran directly, they said the two other men arrested in relation to the Bangkok blasts -- one in the Thai capital and the other in Kuala Lumpur airport in Malaysia as he bought a ticket to Tehran after fleeing Thailand -- were also Iranian.The attack in Delhi -- in which a motorcycle attacker attached a magnetic or sticky bomb about the size of an iPad to an Israeli diplomatic vehicle -- appeared to be a virtual mirror image of the lethal January 11 attack on Iranian scientist Mostafa Ahmadi-Roshan in Tehran traffic.Indian police say they have yet to track down the young man in a leather jacket riding a red motorcycle who eyewitnesses said attached the device before racing away. But they said they were investigating phone calls made to foreign numbers from the immediate area just after the attack, particularly four calls made to Iran, Lebanon and Pakistan.Tal Yehoshua-Koren, the wife of Israel's defense attache to Delhi was injured in the attack. If the bomber had attached the device to the side of the car with the petrol tank, its occupants would have been less likely to survive, police said.Iran has long used proxy groups such as Lebanon's Hezbollah and Hamas in the Palestinian territories to attack its enemies overseas, and intelligence experts believe they may have done so again in this case. Tehran's relationship with Hamas has frayed in recent years, but Iran remains close to Hezbollah.

Other analysts believe the culprits may be members of Tehran's hardline Revolutionary Guard, perhaps from the Quds Force, believed responsible for extraterritorial operations.Conspiracy theories are rife . Some even point to the possibility that Israel itself might have orchestrated the attacks to damage Iran's relationship with key Asian powers particularly India, a current main purchaser of Iran's oil.The situation is getting worse and worse and it of course provides a good excuse for anyone who wishes to engage in real hostilities,said Farhang Jahanpour of Oxford University's Faculty of Oriental Studies.

SHADOWY PROXY GROUPS

For most analysts, however, these attacks plus an alleged plot last year to kill the Saudi ambassador to the United States -- which U.S. authorities say they thwarted -- suggest Iran is now taking new risks or has signaled its proxies may do so.We are now seeing evidence of Iranian willingness to go after foreign targets in a way that has not been that much in evidence before, says Nigel Inkster, a former deputy chief of Britain's Secret Intelligence Service (MI6), now at London's International Institute for Strategic Studies.Whether we're talking about the Iranians themselves or proxies such as Hezbollah, it is very difficult to know. It's also not clear whether they are acting on direction from the top or have simply been given the impression they (now) have greater flexibility.The relative ineptitude of the attacks suggests Tehran wanted to send a message rather than inflict heavy casualties.The Iranians aren't interested in a truck-bomb-level attack on an Israeli embassy because that could provoke a conflict, said Paul Quaglia, director of security consultancy PSA Asia and a 20-year veteran of the Central Intelligence Agency.But they're upset about having ... nuclear scientists hit. Farming out these low-level bomb attacks against diplomats is the next best thing.Israel too is also suspected of using a range of shadowy local resistance groups in Iran. Some of their members may not be aware of who they are ultimately working for, a technique known as false flagging.Several reports suggest Israeli agents may have impersonated their US counterparts in recruiting or directing members of the People's Mujahideen of Iran -- often known by its initials MEK -- or Jundallah, a group sometimes linked to al Qaeda that is based largely in the province of Baluchistan.There is some evidence that this has been happening,said former MI6 deputy chief Inkster. It may be one of the things that has soured the relationship between Israel and the US. The false flag issue always makes things more complicated.

LESSONS OF HISTORY

The United States denies any involvement in the lethal attacks within Iran -- even issuing a rare condemnation of the January car bomb killing.One Gulf security source told Reuters he believed U.S. agencies were directly involved in some attacks, working alongside MEK. U.S. officials have denied such suggestions, saying they would never work with the resistance groups partly because they were suspected to have been infiltrated by Iranian intelligence.Former and serving U.S. and other Western officials say the CIA does not have the authorization -- or finding -- from the White House to conduct lethal attacks within Iran, although few doubt they are involved in a wide range of other intelligence operations.While the emerging shadow war might escalate in the months to come, not everyone believes it heightens the risk of a wider conflict that the United States, Iran and Israel are keen to avoid.
But the lesson of history -- particularly 1914, when the assassination of Austrian Archduke Franz Ferdinand in a Sarajevo sidestreet sparked a world war -- is that mistakes can happen.Everyone here is used to playing the long game," says former U.S. official Cordesman, saying he believed outright war was still likely to be avoided. But you can still have someone on a street corner in the middle of nowhere... who sparks something that changes the course of history."
