EUOBSERVER / BRUSSELS - A cross-party group of 104 eurodeputies has urged the EU's new diplomatic service to do all it can to avoid a UN vote on recognition of Palestine.The MEPs said in an open letter to EU foreign relations chief Catherine Ashton on Monday (11 July) that the Palestinian initiative, expected at the UN General Assembly in September, could destroy any chances of peace.A unilateral move will not bring reconciliation; it will not bring stability; it will not bring peace. Rather, it will most likely fell the peace process for good, the letter explains.The prospect of UN recognition also raises unrealistic expectations among Palestinians that they soon will have a sovereign state. But a UN vote will not change the reality on the ground and thus disappoint many Palestinians. Such disappointment has in the past often ignited new violence.The letter was signed by members of five of the biggest political groups in the European Parliament, ranging from British eurosceptics to Estonian greens.Most of the 104 come from traditionally Israeli-sympathetic countries such as Italy, the Netherlands, Poland and Romania. But several names from more Palestinian-friendly EU members - France, Spain, Sweden, the UK - also featured in the roll call.The letter coincides with a meeting in Washington on the same day between Ashton, US secretary of state Hilary Clinton, Russian foreign minister Sergei Lavrov, UN chief Ban Ki Moon - the so-called Quartet - and its special envoy to the Middle East, former British leader Tony Blair.

The meeting is designed to help revive Arab-Israeli talks which unravelled last year in part due to Israeli settlement building on occupied land.The EU hopes that if the Quartet endorses a return to talks, while giving concessions to the Palestinian side, the Palestinians will put on hold their UN bid.The Quartet dinner starts at 7pm Washington time and may or may not generate a written communique, depending on the ouctome, Blair's assistant, Matthew Doyle told EUobserer. Tony Blair has always maintained that the only way to peace is through a negotiated solution by both sides. This remains his firm belief, Doyle said.No Israeli or Palestinian diplomats are to be present at the US-hosted event, but the two sides have made their positions clear via media.Israeli Prime Minister Benjamin Netanyahu said on Monday he is ready to resume talks tomorrow morning but that the Palestinians refuse. Chief Palestinian negotiator Saeb Erekat said on Sunday: We call on the Quartet to issue a statement urging Israel to freeze construction in the settlements and accept the 1967 lines as the borders of the Palestinian state.Netanyahu has rejected returning to 1967 lines on the grounds that they are militarily indefensible.Restoring the old lines would force Israel to evict hardline settlers in a complex series of land swaps. It would also involve some form of joint control over East Jerusalem - a red line for Netanyahu.

The Quartet not only has been unable to advance a deal between the Palestinian Authority and Israel, it also cannot find the words to say so.Representatives of the United Nations, the United States, the European Union and Russia are meeting for the second day in a row in Washington Tuesday after failing the day before – for the first time ever – to come up with a summary statement of their discussions.PA negotiator Saeb Erekat jumped on the Quartet’s silence by stating, There is no other option but to support the Palestinian plan to go to the United Nations to seek full membership for the state of Palestine on the 1967 borders.The United States, several leading EU countries and Israel oppose the Palestinian Authority plan, which violates the essence of the Oslo Accords and American Roadmap.While the Quartet tries to come up with some kind of statement to keep alive the term peace process by forging some kind of language acceptable to Israel and the Arab world, Erekat rejected any criticism of the Palestinian Authority and any compromise.The only way the PA may be convinced to relent is if it comes to the conclusion that its UN gambit for unilateral recognition of a PA state won’t work. Although most of the nations in the U.N. EUOBSERVER / BRUSSELS - Pressed by Italy's sudden trouble on the markets, eurozone finance ministers on Monday night (11 July) decided to increase the flexibility and the scope of the eurozone's bailout fund (EFSF), so far a taboo for Germany and the Netherlands.The length of the meeting illustrates that ministers are very concerned of recent market developments and subsequently they took important steps to reinforce our collective crisis response, economics commissioner Olli Rehn said during a press conference at the end of eight-hour long talks.With Italy's debt second only to Greece and markets worried that a fresh bailout for Athens with private investors' involvement, would set a precedent to be replicated should Portugal need another bailout, ministers were struggling to cobble together a solution to stop contagion spreading to other euro-countries.Eurogroup chief Jean-Claude Juncker said the rules of the Luxembourg-based European Financial Stability Facility - a bond-issuing institution involved in the Irish and Portuguese bailouts - would be changed. But he gave no details, saying the specifics would be decided very shortly, and no timetable.At the insistence of Germany and the Netherlands, the €750 billion fund was so far not allowed to buy any bonds from eurozone countries in trouble. On his way into the meeting, German finance minister Wolfgang Schaeuble on Monday repeated that there can be no talk of that...it's more important to implement, step-by-step, what we have already decided.

But at the final press conference, both Rehn and Juncker did not rule out that the EFSF would be allowed to do exactly that.There are a variety of ways of enhancing the flexibility of the EFSF and this is one of those. At this stage we don't exclude any options, Rehn said.When asked if an extraordinary eurogroup meeting was to take place before the next regular one in September, Juncker said: No, no. But we will take a decision shortly.As for the warning by ratings agencies that involving the private sector in a second Greek bailout would be considered a default, Juncker was firm: there will be private sector involvement. This was a decision by the European Council.He said that negotiations with the private sector would soon conclude, as already certain avenues had been put forward by the Institute of International Finance, which is co-ordinating meetings with top bankers.The participation of private lenders is a key condition for Germany to agree to a second Greek bailout which ministers say will be wrapped up shortly.

EUOBSERVER / BRUSSELS - The EU commission on Monday (11 July) for the first time indicated plans to regulate ratings agencies after several run-ins over agency decisions about the credit reliability of ailing eurozone members.Speaking in Paris, internal market commissioner Michel Barnier said the agencies occupied a place that is far too important in Europe and mooted a ban on ratings for countries covered by international rescue packages.One can't just not take into account the fact that these Member States are members of a European Union, they benefit from the solidarity of its members; and they are subject to internationally agreed aid packages.That is why we should ask ourselves, in the same way as Madame Lagarde has, whether it is appropriate to allow sovereign ratings on countries which are subject to an internationally agreed programme, said Barnier, referring to an idea first suggested by former French finance minister Christine Lagarde, now head of the IMF.

The commissioner also said he is considering making it obligatory that a rating agency inform a government of its decision first and that the agency publishes its reasoning in full. Ratings agencies may also in the future be required to conduct full analyses of countries more regularly.CRAs must follow a methodology which is both specific and very rigorous when they rate sovereign debt, and they must be held accountable by supervisors, said Barnier.The commission has been grumbling about what it sees as the too-powerful role of ratings agencies for months but matters came to a head last week when Moody's, one of the three major international agencies, downgraded Portugal's credit rating to junk. It made the move directly after Lisbon had agreed new austerity measures.It provoked a strong reaction from EU commission chief Jose Manuel Barroso who questioned both its timing and its magnitude and suggested it was based on only superficial analysis.Brussels has in the past suggested that a European ratings agency should be created, pointing out that the big three - Moody's, Fitch and Standard and Poor's are all international.

However, analysts suggest such an agency will have an immediate credibility problem if it is perceived as being too close to governments.And while ratings agencies have been getting much bad press in Europe for some time - German finance minister Wolfgang Schaeuble has spoken about smashing their oligopoly - they were strongly defended by the Financial Times' influential commentator Wolfgang Muenchau on Monday.
We have to thank the rating agencies for giving the eurozone's policymakers a clearer vision of which strategies are feasible, and which are not, he wrote in a piece entitled: Don't blame Moody's for a messy euro crisis.

Former Secretaries of State George Shultz and James Baker are set to give lakeside talks at the event this year, which begins Friday and runs for the next two weeks. A Bad Mood Has Descended On World Financial Markets

Have you noticed that a really bad mood seems to have descended on world financial markets? Fear and pessimism are everywhere. The global economy never truly recovered from the financial crisis of 2008, and right now everyone is keeping their eyes open for the next Lehman Brothers moment that will send world financial markets into another tailspin. Investors have been very nervous for quite some time now, but this week things seem to be going to a whole new level. Fears about the spread of the debt crisis in Europe and about the failure of debt ceiling talks in the United States have really hammered global financial markets. On Monday, the Dow Jones Industrial Average dropped 151 points. Italian stocks fared even worse. The stock market in Italy fell more than 3 percent on Monday. The stock markets in Germany and France fell more than 2 percent each. On top of everything else, the fact that protesters have stormed the U.S. embassy in Syria is causing tensions to rise significantly in the Middle East. Everywhere you turn there seems to be more bad news and large numbers of investors are getting closer to hitting the panic button. Hopefully things will cool down soon, because if not we could soon have another full-blown financial crisis on our hands.Even many of those that have always tried to reassure us suddenly seem to be in a really bad mood.For example, U.S. Treasury Secretary Timothy Geithner admitted to Meet the Press that the U.S. economy is really struggling and that for many Americans it’s going to feel very hard, harder than anything they’ve experienced in their lifetime now, for a long time to come.Does Geithner know something that we don’t? To say that what Americans are facing will be harder than anything they’ve experienced in their lifetime now, for a long time to come is very, very strong language.It almost sounds like Timothy Geithner could be writing for The Economic Collapse blog.It certainly is not helping things that the Democrats and the Republicans still have not agreed on a deal to raise the debt ceiling. It is mid-July and Barack Obama and John Boehner continue to point fingers at each other.Of course if they do reach a deal it will likely be a complete and total joke just like their last deal was.But for now they are playing politics and trying to position themselves well for the 2012 election season.

Meanwhile, world financial markets are starting to get a little nervous about this situation. The newly elected head of the IMF, Christine Lagarde, has stated that she can’t imagine for a second that we are going to see the U.S. default on any debt. Most investors seem to agree with Lagarde for now, but if we get to August 2nd without a deal being reached things could change very quickly.But it isn’t just the debt ceiling crisis that is causing apprehension in the United States. The truth is that there are a host of indications that the U.S. economy is continuing to struggle.Even big Wall Street banks are laying people off. A recent Reuters articledescribed the bad mood that has descended on Wall Street right now….Goldman Sachs Group Inc (GS.N), Morgan Stanley (MS.N) and some other large U.S. investment banks are not just laying off weak performers and back-office employees. At this point things with Greece have gone so badly that some EU officials are actually suggesting that Greece should just default on some of the debt.Yes, you read the correctly.There are news reports coming out of Europe that say that EU leaders are actually considering allowing the Greek government to default on some of their bonds. According to The Telegraph, the move would be part of a new bail-out plan for Greece that would put the country’s overall debt levels on a sustainable footing.All of this chaos is causing bond yields in Europe to go soaring.Earlier today, The Calculated Risk blog detailed some of the stunning bond yields that we are now seeing in Europe….The Greek 2 year yield is up to a record 31.1%.The Portuguese 2 year yield is up to a record 18.3%.The Irish 2 year yield is up to a record 18.1%.And the big jump … the Italian 2 year yield is up to a record 4.1%. Still much lower than Greece, Portugal and Ireland, but rising.Could you imagine paying 31.1% interest on your credit cards? Well, imagine what officials in the Greek government must be feeling right about now.If these bond yields do not go down, we are going to have a full-blown financial crisis on our hands in Europe. If these bond yields keep rising, we are going to have a complete and total financial nightmare in Europe.The only way that any of these nations that are drowning in debt can keep going is if they can borrow more money at low interest rates. There are very few nations on earth that would be able to survive very high interest rates on government debt for an extended period of time.

Pay attention to what is happening in Europe, because it will eventually happen in the United States. Right now we are only paying a little more than $400 billion in interest on the national debt each year because of the super low interest rates we are able to get.When that changes, our interest costs are going to absolutely skyrocket.Not that the United States needs any more economic problems.Right now Americans are more pessimistic about the economy than they have been in ages.In a recent article entitled 16 Reasons To Feel Really Depressed About The Direction That The Economy Is Headed I noted a number of the recent surveys that seem to indicate that the American people are in a real bad mood about the economy right now….

*One of the key measures of consumer confidence in the United States has hit a seven-month low.
*According to Gallup, the percentage of Americans that lack confidence in U.S. banks is now at an all-time high of 36%.
*According to one recent poll, 39 percent of Americans believe that the U.S. economy has now entered a permanent decline.
*Another recent survey found that 48 percent of Americans believe that it is likely that another great Depression will begin within the next 12 months.The American people are in a really bad mood and investors around the world are in a really bad mood. More bad financial news seems to come out every single day now. Everyone seems to be waiting for that one moment that is going to set off another financial panic.Hopefully we can get through the rest of this summer without world financial markets falling apart. But the truth is that the global economy is even more vulnerable today than it was back in 2008. None of the things that caused the financial crash of 2008 have been fixed.We will eventually have a repeat of 2008. In fact, next time things could be even worse.The entire world financial system is a house of cards sitting on a foundation of sand. Iran's supreme leader Ayatollah Khameni has ordered the revolutionary guards to immediately proceed with the completion of an atomic bomb with hopes of a test in 2012, Iran Press News reports.The order includes testing and arming of missiles capable of delivering a nuclear payload, according to sources inside the Revolutionary Guards, the report says.According to the report Khameini's order stems from the belief that Israel and the United States lack the courage to strike Iran's nuclear facilities and that they are frozen in place and confused as to what action to take.Iran has said US-backed sanctions have had no effect.Khameini and his advisors have - according to the report - concluded from Western inaction that the time is ripe for the Iranian regime to become a nuclear-armed state without any interference from the outside.Reports of an Iranian nuke in 2012 have been increasingly common in the past several months.

An article, entitled The Day After after the Iranian Nuclear Test Will be a Normal Day, recently appeared on an Iranian website, Gerdab.ir, which is run by the Revolutionary Guards.Presenting numerous would-be fantasy headlines for the day after an Iranian nuclear test, the site sets up the day-dreamt scenario:In the deserts of central Iran, where the Americans and some western countries wanted to bury their nuclear waste, an underground nuclear explosion has occured.Among the many faux headlines that follow one reads, Washington Post: Iran's nuclear explosion, consternation in Tel Aviv.The article then says the day after an Iranian bomb test, Everyone will be able to go about their business as usual, but in the eyes of many we will have new power. It will be a day for Iranians to be filled with pride.Perhaps more disturbing is the Quaranic verse the article ends with (Al Enfal 60):And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah.Meanwhile, Iranian Foreign Minister Ali Akbar Salehi said Monday Iran was fulfilling all its duties towards the IAEA, the UN's atomic energy watchdog.

Iran, which for years only enriched uranium to the 3.5 percent level out of fear of retaliation by the international community, recently moved its enrichment efforts to an underground facility and raised its enrichment levels to 20 percent. Twenty percent enrichment is a significant step towards what is needed for weaponization and far more than is needed to generate electrical power.Iran reportedly has over 3600 kilograms of enriched uranium at 3.5 percent, enough for three nuclear bombs if enriched further. It also has an announced inventory of 40 kilograms of 20 percent enriched uranium.
