EUOBSERVER / BRUSSELS - Leaders of the 17 euro-using countries are expected to meet in Brussels on Friday (15 July) to help calm markets after the results come out of EU stress tests on banks.EU Council President Herman Van Rompuy at a press conference in Madrid on Tuesday said he had not yet made up his mind, but added that such a meeting could not be excluded.A diplomat from one of the eurozone countries told this website apparently he's planning something, but we don't know when.Another EU diplomat said: It would make sense if there was a summit on Friday because that's when the results of the banking stress tests are published. If there is a summit, that would suggest there is more nervousness about the stability of the euro than we thought.The EU is testing 91 major banks to see how they would cope if there was a 0.5 percent contraction in the eurozone economy, a 15 percent drop in stock markets and defaults on sovereign debt.The results are due out amid nervousness on the financial markets over a potential default in Greece and concerns if Italy and Spain will be able to manage their borrowing.The bank results - designed originally to restore faith in the EU's financial sector - could make matters worse.An internal EU document obtained by Bloomberg said the risk should not be underestimated that private firms will use the published data to run their own stress tests and to reach more critical results than the EU officials.A letter from the German banking association, the ZKA, to the EU-level bank body, the EBA, said: Given the tense situation which already exists in money and capital markets, we believe publishing the results with the present level of detail would exacerbate the sovereign debt crisis.

Commission to propose new EU anti-terrorism tool

EUOBSERVER / BRUSSELS - The European Commission will on Wednesday (12 July) suggest that the EU sets up its own financial data analysis system, allowing the EU to stop transferring bulk data to the US for anti-terrorism purposes.It is set to put forward three options and their corresponding budgets for the establishment of an EU Terrorism Finance Tracking System (TFTS), ranging from €33 million to €47 million to set up and another €7 million to €11 million a year to operate, according to a draft proposal seen by EUobserver.Having a legal and technical framework for extraction of data on EU territory was one of the conditions put by MEPs last year when approving the controversial Swift agreement.At the time MEPs only reluctantly endorsed this EU-US data sharing agreement. This legalised a former covert programme established in 2001 which allowed American authorities to secretly go through European bank transactions when searching for terrorism finance leads.The most expensive option, in the EU commission's view, would also be the broadest in scope: a brand-new Financial Intelligence Unit co-ordination service, at an estimated cost of €47 million to set up and another €11 million a year to maintain.

The searches through bulk data from financial messaging companies such as Swift would be carried out by each national financial unit, except for the EU-related ones or the ones requested by other countries, such as the US, which would be carried out by the FIU Platform. This would be based either in the Hague, within the premises of the EU police agency Europol or in Tallinn, where the new IT agency for storage of data is being set up.The second option, for €40.5 million in initial costs and another €9 million each year, would have the system set up in the premises of the Hague-based EU police agency Europol and would not only go through the bulk data for specific leads, but also give an own analysis and match the results with other intelligence. Member states could send their own analysts to 'second' the Europol experts, the draft adds.Thirdly, the EU commission offers a data-extraction only service, which would also be the cheapest: €33 million to set up and €7 million to maintain. This option would not allow the Europol experts to analyse the search results and compare them with other intelligence when the requests come from other member states. But they would be able to do so when the information is requested by other EU institutions, the US or other countries.The reflection paper also throws in the possibility of extending the scope of such a programme to money laundering and other forms of organised crime and cover other providers and types of financial messages, as well as expanding to national transactions too, not just international ones.It concludes that important choices and decisions are still be to be made in respect to fundamental rights, technical and legal limitations and also the fact that the cost of setting it up will have to be covered by the EU's next multi-annual budget, which some member states want trimmed.

Having the cost put on the table before deciding to set up a new tool is a good policy, says Dutch Liberal MEP Sophie in't Veld, who on Tuesday presented her report on how much anti-terrorism programmes cost in the EU.It's essential to have these figures now, so that those who want an EU TFTP will have to explain to citizens why it is more important to spend money on these systems instead of healthcare, education, infrastructure, she said.Noting that in the past 10 years, there was a 20-fold increase in EU funding devoted to anti-terrorism programmes, the Liberal MEP said this trend had to be reversed, especially at a time when budgets are being cut everywhere in Europe.But she warned against a backdoor policy shift and the establishment of an EU-wide terrorism finance tracking programme.Her German colleague Alexander Alvaro, who drafted the Parliament's view on the Swift agreement, also said that MEPs had never asked for an EU TFTP.What we're calling for is just a software to extract data and punctually send it to US - to avoid the transfer of bulk data. Bush said he could not comply with a request by the Saudi foreign minister for a chance to clear the Arab kingdom’s name because publication of the report could hurt U.S. intelligence operations, according to news reports.Sources revealed that a redacted section of the report describes a money trail between Saudi Arabia and supporters of al-Qaeda.Graham failed to mention that the CIA and Pakistan’s ISI also funded groups in Afghanistan that would ultimately be called al-Qaeda. This relationship is one likely reason Bush withheld information on the attacks from Congress.Between 1978 and 1992, the US government poured at least US$6 billion (some estimates range as high as $20 billion) worth of arms, training and funds to prop up the mujaheddin factions, writes Norm Dixon. Other Western governments, as well as oil-rich Saudi Arabia, kicked in as much again. Wealthy Arab fanatics, like Osama bin Laden, provided millions more.

The U.S. Afghanistan policy was formulated by Jimmy Carter’s national security advisor, Zbigniew Brzezinski, and was continued by his successors. A new Rasmussen poll reveals that less than one quarter of voters believe that the US should continue military action in Libya.The survey of 1,000 likely voters, conducted on July 10-11, shows that support for Obama’s kinetic military action against the Qaddafi regime and the people of Libya has fallen by a huge nineteen percentage points since late March, when forty three percent expressed support following a televised speech by the president.The White House has been loathe to admit the fact that the attack on Libya is a war as it would stymy the billions of dollars the Pentagon has creatively shifted around to fund the bombardment. The conflict has also opened up Obama to potential impeachment charges for his flagrant violation of the constitution in not seeking Congressional approval for the campaign, against the advice of his own constitutional lawyers.Two weeks ago Obama delivered probably the most arrogant statement thus far betraying his open hostility to the rule of law, churlishly dismissing criticism from Congress and remarking, I don’t even have to get to the Constitutional question.Now just twenty four percent of likely voters say they still support the NATO led aggression, with forty four percent firmly against further action and thirty two percent undecided.

However, the US State Department issued a statement declaring that the United States will continue efforts as part of a North Atlantic Treaty Organization (NATO) coalition to enforce a U.N. Security Council-authorized no-fly zone in Libya designed to protect civilians under threat of attack.As we reported last week, Israeli intelligence sources based in Washington have indicated that the US and France have set a deadline of September 2nd to topple Qaddafi, with NATO powers ready to inflict a crushing blow if the Libyan leader refuses to step down peacefully.NATO is reportedly preparing for a full ground invasion in order to oversee a final coup de grace that will manifest itself as a large-scale, all-out military bid to kill or oust Qaddafi.NATO powers are looking to end the war in Libya within the next two months so that the conflict will be over by the time Barack Obama and French President Nicolas Sarkozy convene for a crucial Israeli-Palestine peace summit in Paris on September 2nd. Obama and Sarkozy’s credibility as peacemakers will be completely undermined if they are still overseeing attacks on Libya, which they assured the world, over four months ago, would be completed within days.

IDF Retaliates, Attacks Gaza Weapons Sites

Aircraft belonging to the Israeli Air Force attacked two weapon manufacturing sites in the Gaza region early Wednesday morning (Israel local time).The IDF Spokesman said in a statement that direct hits were detected and that secondary explosions were also heard. The Israeli aircraft returned to their bases safely.The attack came in response to Tuesday evening’s rocket attack by Gaza-based terrorists, who had fired two Kassam rockets into southern Israel.Both rockets landed in the Sdot Negev Regional Council area, with one rocket causing light damage to a house in a local kibbutz. The second rocket landed in an open area.A short time later, a mortar shell fired by terrorists from the Gaza region landed and exploded in an open area near a kibbutz in the western Negev. There were no casualties or damage.The IDF will not tolerate any attempt to harm Israeli citizens and will continue to act decisively against any party which carries out terror against Israel, the IDF Spokesperson’s statement said.Tuesday’s rocket attack was the second time in three days that terrorists in Hamas-controlled Gaza attacked Israel with rockets and mortars. On Saturday, two rockets were launched at Israel and landed south of Ashkelon. The Palestinian Authority leadership said on Tuesday it holds the United States responsible for Israel’s racist policies, which it claimed had sabotaged the peace process, Reuters reported.The Palestine Liberation Organization’s (PLO) executive committee convened in Ramallah, after Monday’s meeting of the Quartet in Washington failed to announce any progress towards reviving peace talks.The PLO said in a statement released after its meeting that recent developments had confirmed the need for the PA to ask the UN General Assembly for international recognition of a Palestinian state in September.The PLO also said that Israeli Prime Minister Binyamin Netanyahu’s government aims to prevent any resumption of negotiations and the establishment of an independent Palestinian state.The only option facing the world today, especially the United States, is to use all tools to oblige the occupiers to halt their racist, expansionary policy, read the statement. France has split with NATO's official Libya policy and is openly calling for negotiations with Muammar Qaddafi, the Telegraph reports.The French government has been passing messages to the Libyan leader, reports the British newspaper, and French defence minister Gerard Longuet has said it is time to get around the table.

Stifling heat grips half U.S., some records set

CHICAGO (Reuters) – Stifling heat gripped half of the continental United States on Tuesday with record high temperatures set in some parts of the Northeast.The National Weather Service issued heat warnings or advisories for 24 states stretching from parts of Texas and Oklahoma to the plains, the Mississippi Valley and the east coast.Newark, New Jersey temperatures hovered at 99 degrees, Islip, New York at 93 degrees, and the mercury hit 97 degrees at John F. Kennedy airport in New York. According to the weather service these are record highs for July 12.But the heat will be short-lived on the east coast. For the most part it's a one day heat wave, said Chris Vaccaro, a spokesman for the weather service.It was a different story in other parts of the country.In Oklahoma City, Oklahoma, temperatures were approaching 100 degrees for the 14th consecutive day.It feels like an easy-bake oven outside, said Lara O'Leary, the spokeswoman for Emergency Medical Services Authority, Oklahoma's largest ambulance service.O'Leary said her agency responded to 110 heat related emergencies since the first heat alert was issued on June 17th.

Even the heartiest of Oklahoman's is having trouble handling the heat, said O'Leary. She admitted experiencing heat exhaustion while playing with her 8-year-old son outside on Monday.I felt a little dizzy and I went inside and cooled down, she said.
Temperatures in Columbia, South Carolina, could hit 100 degrees on Tuesday with heat index values near 115 degrees.The average high temperature for Columbia since June 1 has been 95 degrees, the second highest average high for this period in more than 100 years, according Hope Mizzell, South Carolina's State Climatologist. And the heat was intensifying the drought conditions the entire state was experiencing.The South Carolina Drought Response Committee will meet on Thursday, and there's a chance at least half of the state could be upgraded to a severe drought status then, said Mizzell.Air quality alerts were also in effect on the east coast in parts of New Jersey, eastern Pennsylvania, Maryland, Virginia, North Carolina, and Georgia.In addition to the sweltering heat, scattered thunderstorms that could produce damaging winds and hail were in the forecast from southern Nebraska to northern Kansas to parts of the mid-Atlantic from Southern Virginia to North Carolina.This was the same system that hit the Chicago area yesterday leaving a record 868,000 customers without power.As of midafternoon, 307,000 customers were still without power Tuesday, according to ComEd, the utility company servicing the area.We have asked for support from neighboring utilities, said Tony Hernandez, a ComEd spokesman, who also said 900 crews are working around the clock.Crews from Wisconsin, Indiana and Michigan were already in the area. Nigeria: At least 29 dead in rainy season floods

LAGOS, Nigeria – Nigerian emergency authorities say at least 29 people have died in weekend floods in two cities of Africa's most populous nation.A spokesman for the National Emergency Management Agency said Tuesday that at least 20 people died in the commercial capital of Lagos during unusually heavy rains Sunday.Yushau Shuaib said nine more people died in the city of Katsina, which saw heavy rains Friday evening.He said the floods displaced more than 100 people in Katsina. Lagos shut down its public schools Monday.The agency has warned that rains will be heavier this year than last year. Last year's rains displaced about 500,000 people nationwide.The rainy season lasts from June to September. Poor drainage systems aggravate its impact.

Hawaiian Airlines to Osaka as Japan demand rebounds

WASHINGTON (AFP) – Hawaiian Airlines on Tuesday launched flights to Osaka, expanding service to Japan as US carriers conclude that passenger traffic has recovered from the March 11 quake-tsunami mega-disaster.Hawaiian Airlines began daily service between Kansai International Airport and Honolulu, part of an Asia-focused growth strategy for the carrier that since late 2010 has started flights to Tokyo's Haneda and Seoul's Incheon airports.Mark Dunkerley, Hawaiian Airlines' president and CEO, said that passenger numbers between Tokyo and Honolulu fell 20 to 30 percent after the tsunami tragedy but that deficit has all been eradicated at this stage.Hawaiian Airlines announced the Osaka service in February and concluded that the long-term prospects had not changed, with some Japanese in fact drawn to the United States thanks to the strong yen against the dollar.Kansai International Airport, built on an artificial island in 1994, is an international gateway for the western region of Japan including Osaka, Kyoto and Kobe. Japan opened up Haneda to long-haul flights in hopes of stimulating demand, with American, Delta and Hawaiian winning the US slots.American has resumed service to Haneda from New York and Delta from Los Angeles. But Delta has not restarted flights to Haneda from Detroit, saying that the route is heavily reliant on US East Coast business travel, which remains down.Delta received a waiver until April 2012 from the US Department of Transportation, whose rules required carriers to use the hard-fought Haneda slots or lose them.

Coffins of Habsburgs arrive in Austria JULY 12,11

MARIAZELL, Austria (AP) — The coffins of the son of Austria's last emperor and his wife have been brought to Austria and are lying in state at a cathedral associated with their dynasty.Family members of the late Otto Von Habsburg and his wife Regina met the coffins as they arrived Tuesday evening at the Mariazell basilica, site of Habsburg marriages, requiems and other ceremonies.The coffins are to be buried Saturday in the Emperor Tomb in Vienna, below the Austrian capital's Capuchin Church.
Habsburg died on July 4 at age 98 in his villa in Poecking in southern Germany. His wife, Regina, died last year.The dynasty ruled for more than seven centuries until Austria abolished the monarchy at the end of World War I.

Calif. woman denies aiding Pakistan nuke project

WASHINGTON (AP) — A wealthy San Francisco-area suburbanite on Tuesday rebutted charges that she was the ringleader of a scheme to illegally export special paint used in the construction of a Pakistani nuclear plant, a project some Western experts fear will produce plutonium for the country's expanding nuclear arsenal.Xu Wang, 51, was arrested at Atlanta's Hartsfield-Jackson airport last month, court records show, as she and her family were headed to Italy to celebrate her oldest daughter's graduation from prep school before starting Princeton in the fall. Wang has been in custody ever since.At a detention hearing in federal court here, Wang's lawyers argued that charges against her were technical, that she was at worst peripherally involved in the scheme and that any connection between the case against her and the global spread of nuclear weapons was purely speculative.This case is about paint, said attorney Bruce Baird, as his client sat at the defendant's table in short-sleeve prison garb. ...One thing we know for sure, it's not a case representing a threat to America or a threat of nuclear proliferation.U.S. Magistrate Judge Deborah Robinson on Tuesday denied the government's request that Wang be held without bond, but stayed the order pending a hearing Wednesday to set the terms of her release. She and her husband had pledged to put up their $2.3 million home in Hillsborough, Calif., as collateral.Wang, who has a doctorate in physics from the University of California, Santa Cruz, was charged with three counts of violating U.S. export laws and one count of conspiracy in connection a Chinese government-owned company's purchase of 625 gallons of paint to Pakistan's Chashma II nuclear power plant. The felony charges carry a maximum penalty of 65 years in prison and fines of more than $1 million.

The case highlights China's commercial ties to Pakistan's nuclear program. Islamabad, which has never signed the Nuclear Nonproliferation Treaty, first tested a nuclear weapon in 1998 and is estimated to have built between 70 and 120 warheads in its ongoing arms race with India.The Wang case also demonstrates the challenges prosecutors can face enforcing economic sanctions, which often involve the sale of so-called dual-use technology that can have civilian as well as military purposes.
Judge Robinson Tuesday appeared skeptical, questioning the prosecution's assertion that the case had serious national security implications.This is not latex paint, said assistant U.S. Attorney G. Michael Harvey. This is a very sophisticated paint, which has been tested and certified for use inside the containment facility of a nuclear reactor.After she and her husband sold their paint import-export business to the Pittsburgh-based PPG Industries in 2006 for more than $17 million, the U.S. company hired her to run its wholly-owned Chinese subsidiary, PPG Paints Trading Co.

A short time later, the indictment says, the U.S. government rejected an application from PPG for a license to sell paint to an unnamed government-owned Chinese company, for use on the steel lining of the containment area of Chashma II.Some U.S. experts say there is evidence Pakistan is building a plant near Chashma II to take spent fuel from the reactor and turn it into weapons grade plutonium.When Wang told the Chinese buyers about the denial, court papers show, they complained they would be forced to scrape off PPG paint they had already applied, delaying the project. They angrily threatened to sue.Prosecutors say Wang responded that the company should pretend this never happened and buy the paint through a front company. The government claims another employee later came up with a plan to have the order placed through a Chinese construction company building a nuclear plant in Dalian, China. China is not subject to the same export controls.When a co-worker asked what would happen if the U.S. discovered the ruse, the indictment says, Wang replied: U.S. government can't really touch us...The most that will ever happen to me is that I will not travel to the U.S. anymore. It's okay.PPG Industries pled guilty in December to conspiring to violate export regulations in connection with the sale of the paint used in construction of Chashma II, and was hit with $3.75 million in fines.Wang was fired by PPG Industries in 2007, her indictment did not come until June.Wang's husband, Chunlin Yiang, sat in the courtroom Tuesday and, at one point, waved at his wife. In a letter to the court, he said he and his wife were committed to remaining in the United States because of their two daughters.

A younger daughter, 13, suffers from Asperger's Syndrome, he said, and is attending a school for children with learning disabilities. We want them to achieve whatever they can achieve and live the American dream, he wrote.The charges against Wang come at a time when the U.S. and Pakistan are trying to overcome deep mutual distrust in their joint fight against militant extremists. And it marked at least the second time in four months that the U.S. has charged someone with smuggling restricted technology to Pakistan's nuclear program.The U.S. announced in March that it was charging a Pakistani man living in Maryland with illegally buying sensitive technology for his country's nuclear program. The indictment charged Nadeem Akhtar, 45, of Silver Spring with buying radiation detection devices, resins for coolant water purification and calibration devices for the Chashma nuclear power project and perhaps other, weapons-related facilities.
