A humiliating TSA pat down that left Indian Ambassador to the United States livid and insistent that she would never return to America has prompted Secretary of State Hillary Clinton to promise a review of TSA policies in the aftermath of a nationwide revolt against invasive airport security measures.At the height of the TSA backlash last month, Clinton herself told CBS News that the pat down procedures were so invasive that she would personally want to avoid them.Now she has been forced to promise an inquiry into measures that led to Indian diplomat Meera Shankar being confined to a glass cage before being invasively groped by TSA staff in full public view, after Indian authorities demanded an apology for her treatment.We obviously are concerned about it, Clinton told reporters in Washington.Although the matter had not been raised when she met with Shankar on Tuesday, she said, certainly we will be looking into it and not only responding to the Indian foreign minister but also reviewing the policies, reports CNS News.
As we reported yesterday, eyewitnesses described Shankar’s fury at being humiliated after she specifically asked for the search to be conducted in private. Shankar later reportedly said she was livid and refused to ever return to America, a strong statement for someone who is India’s Ambassador to the United States.Shankar was about to board a flight to Baltimore after attending an event at Mississippi State University.She is a very strong woman, but you could see in her face that she was humiliated, Tan Tsai, a research associate at MSU’s International Security Studies center who witnessed the screening, told The Clarion-Ledger. The Indian culture is very modest.The way they pat them down, it was so humiliating, Tsai added, Anybody who passed by could see it.Janos Radvanyi, Chair of the MSU’s International Studies Department was quoted as saying, She said, I will never come back here. We are sending her a letter of apology,As a result of the massive and sustained backlash against invasive airport security measures that are tantamount to sexual molestation, TSA chief John Pistole stated on several occasions that the pat down procedures would be investigated and probably amended. However, with more cases of TSA abuse pouring in on a daily basis, there is no indication that any changes to the policy are imminent.The TSA has still failed to respond to a FOIA request filed by former Congressman Bob Barr’s Liberty Guard organization, which seeks to clarify why the agency relaxed the pat down procedures and restricted use of naked body scanners over the Thanksgiving holiday period, in what many charge was a blatant and hypocritical ploy to diffuse the effectiveness of a national opt out day protest.

There have now been over 100 studies involving animals which show that fluoride damages the brain, stresses Connett, which is a particular concern for newborn babies who are susceptible to fluoride build up because of their weak blood-brain barrier. Connett cites numerous studies which prove a link between moderate exposure to fluoride and lowered IQ in children.Fluoride’s impact on the pineal gland, which is a piece of brain tissue that sits in-between the two hemispheres of the brain, is key because fluoride attracts to this gland like a magnet. Researchers have found through animal studies that fluoride lowers the ability of the pineal gland to produce the hormone melatonin, which in turn shortens the time it takes to reach puberty, correlating with studies of fluoridated communities that show girls are on average menstruating 5 months earlier than those in non-fluoridated communities. Children are entering puberty at increasingly early stages and this is causing widespread concern, but health authorities have made no effort whatsoever to conduct any studies regarding this development and its link to fluoride.Health authorities in western countries, particularly the United States, are deliberately covering-up the deadly threat posed by fluoride by refusing to conduct any studies into its impact on health, as Connett explains. They have chosen to protect the sanctity of the method of mass fluoridation over and above protecting the health of babies and children. Connett emphasizes the fact that there is virtually no difference in the health of teeth between people in fluoridated areas and non-fluoridated areas, proving that there are no health benefits at all that can be achieved through fluoridating the water supply.
Connett underscores how out of control health authorities in the United States have become, putting out studies that claim injecting mercury into a baby’s bloodstream through vaccines is perfectly safe and good for babies’ brains, while regulating mercury emissions in every other field because it is highly toxic. ECB tells leaders they must solve euro crisis

BERLIN (Reuters) – European central bankers told euro zone governments on Friday not to count on the ECB to solve the single currency bloc's debt crisis alone as the leaders of Germany and France met to plot strategy before a key EU summit.Pressure on high-deficit euro members like Portugal and Spain has eased slightly over the past week after the ECB bought government bonds in a thin end-of-year market, pushing down the borrowing costs of countries on Europe's southern periphery.But to prevent further contagion, following their agreement to bail out Ireland last month, European leaders may need to send a strong signal to skeptical investors when they gather in Brussels for a December 16-17 summit.ECB Executive Board Member Gertrude Tumpel-Gugerell wrote in a column in Austria's Format magazine that the bank's bond buys had been successful because they gave countries time to prepare and decide on budgetary measures.Meanwhile, Bank of Italy Governor and ECB Governing Council member Mario Draghi told the Financial Times that responsibility for dealing with the crisis ultimately lay with euro zone governments and the ECB could go only so far.I'm only too aware that we could easily cross the line and lose everything we have, lose independence, and basically violate the (EU) treaty, said Draghi, a leading candidate to replace Jean-Claude Trichet as ECB president.German Chancellor Angela Merkel and French President Nicolas Sarkozy met on Friday in the southwestern German city of Freiburg to agree a common stance ahead of the EU summit and were due to hold a joint news conference at 1 p.m. (1200 GMT).Ahead of their meeting, Sarkozy's office voiced support for Merkel's stance against issuing joint euro zone bonds -- an idea pushed by Eurogroup President Jean-Claude Juncker and Italian Finance Minister Giulio Tremonti -- or increasing the size of the bloc's stability fund to stem the crisis.German coalition leaders who met on Thursday evening rejected the euro bond idea as unacceptable.There was a broad consensus that Eurobonds as Mr. Juncker has proposed them are out of the question for us, Hans-Peter Dietrich, a leader of the Bavarian Christian Social Union (CSU) in parliament told reporters after the meeting.
EURO STEADIES, SPREADS EDGE UP
The euro, which fell to a 10-week low under $1.30 late last month as the euro crisis deepened, was steady at $1.3260. The risk premiums investors demand to hold Portuguese and Spanish debt instead of German benchmarks edged higher on the day.
Spanish Economy Minister Elena Salgado said in Madrid that she expected the country's cost of borrowing to rise at a bond auction scheduled for next week, but said this was a temporary phenomenon and not alarming.It's true that we might have to pay a little more for bond issues than we have in the past. For that reason we have said we will reduce the volume until the markets stabilize, she said.Madrid is due to sell 10-year and 15-year bonds on the same day the EU summit starts next week.
The summit is expected to finalize plans to introduce a permanent rescue mechanism for the euro zone to replace the 750 billion euro European Financial Stability Facility (EFSF) that it set up in May after bailing out Greece.German demands that the new mechanism include the possibility of so-called haircuts for holders of euro zone sovereign debt has been blamed for exacerbating the crisis.But ECB Governing Council member Ewald Nowotny said on Friday that it was important for private investors to share the costs of any future bailouts.I think it is important to have a permanent safety net, a permanent instrument, Nowotny, who also head the Austrian Central Bank, told reporters. I think it is also correct that in this whole European stability mechanism the aspect of private investor involvement is covered.Irish Finance Minister Brian Lenihan told parliament that Dublin would start tapping an 85 billion euro EU/IMF bailout from early next year to meet its sovereign borrowing requirements.Data released on Friday showed Ireland's central bank had lent the country's crippled banks nearly 45 billion euros in special funding up until the end of November, a 10 billion euro increase on the prior month. SINGAPORE – Oil prices rose to near $89 a barrel Friday in Asia as traders looked to this weekend's OPEC meeting for any changes to the cartel's crude production policy.
Benchmark oil for January delivery was up 40 cents to $88.77 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract added 9 cents to settle at $88.37 on Thursday.Analysts say officials of the 12-nation Organization of Petroleum Exporting Countries will likely leave the group's production quotas unchanged at Saturday's meeting in Ecuador.OPEC, which is responsible for 35 percent of global oil production, has not changed its output quotas since late 2008. Last month, Saudi oil minister Ali Naimi said that oil between $70 and $90 per barrel was tolerable for consumers.Some analysts are concerned that sluggish economic growth in developed countries may not justify high prices for commodities such as oil, which reached a two-year high earlier this week.
The threat of bubbles is greatest in commodity markets, Capital Economics said in a report. If commodity prices are going to be sustained at these levels, final demand from consumers has to be consistently strong too.Since the major developed economies are only gradually recovering from recession, this is placing an awful lot of weight on the rebound in emerging economies.In other Nymex trading in January contracts, heating oil rose 1.5 cents to $2.48 a gallon, gasoline futures added 0.2 cent to $2.34 a gallon and natural gas slipped 0.5 cent to $4.43 per 1,000 cubic feet.In London, Brent crude rose 50 cents to $91.49 a barrel on the ICE Futures exchange.

CANCUN, Mexico – Negotiators reported progress Thursday at the U.N. climate conference, setting the stage for agreements on a support fund for poorer nations and other steps easing global warming's impact. The complex talks stretched deep into the night to try to meet a Friday deadline.Once again this year the annual negotiations under the U.N. climate treaty won't produce an overarching, legally binding deal to slash emissions of carbon dioxide and other global warming gases. From the start, the talks focused instead on a package of secondary items, including setting up the green fund for developing countries.In that and in a half-dozen other areas, world environment ministers and other delegates were still haggling late Thursday over the wording of texts. But the conference president, Mexican Foreign Secretary Patricia Espinosa, sounded an upbeat note.The reports I have gotten are positive, she told a late-night meeting of parties to the 193-nation treaty. A broad and balanced package of decisions is, indeed, within our grasp.On the key issue of a green fund, Bangladesh's state minister for the environment, Mohammed Hasan Mahmud, reported to the session that we have narrowed down our gaps and there is convergence on establishing the fund, but details remained to be resolved.Earlier, Akira Yamada of Japan, whose government's resistance to committing to future emissions cuts has slowed the talks, predicted the conference might have to extend into Saturday.
Yamada did say he believed parties could reach agreement. The talks were difficult, he said, but we are engaging in how we can find good wording which can accommodate not only Japan but other countries.As some 15,000 delegates, environmentalists, business leaders, journalists and others met at this Caribbean resort, carbon dioxide and other global warming gases, byproducts of industry, vehicles and agriculture, continued to accumulate in the atmosphere, barely abated by modest emission reductions undertaken thus far.Scientists say temperatures could rise by up to 6.4 degrees Celsius (11.5 degrees Fahrenheit) in this century without deeper cuts, leading to serious damage to coastlines, human health, agriculture and economies in general.We all will leave Cancun knowing very clearly that we have not very significantly changed the time window in which the world will be able to address climate change, Achim Steiner, the head of the U.N. Environment Program, told reporters.Bolivia's President Evo Morales, addressing the full conference, cited families already being deprived of water because of warming and drought, and islanders facing the loss of homes from seas rising from global warming.If governments shun strong, mandatory emissions reductions, then we will be responsible for ecocide,which is equivalent to genocide because this would be an affront to mankind as a whole, the Bolivian leader said.Last year's climate summit in Copenhagen, Denmark, was supposed to have produced a global pact under which richer nations, and possibly some poorer ones, would be required to rein in greenhouse gases.
That agreement would have succeeded the 1997 Kyoto Protocol, which mandated modest emissions reductions by developed nations that expire in 2012. Alone in the industrial world, the U.S. rejected Kyoto, complaining that emerging economies, such as China and India, should also have taken on obligations.The 2009 summit produced instead a Copenhagen Accord under which the U.S., China and more than 80 other nations made voluntary pledges to reduce emissions, or at least to limit their growth.In a sign of the sensitivity of even voluntary pledges, the U.S. and China were squabbling in Cancun over an effort to anchor them in a fresh U.N. document. The Chinese want separate listings to maintain a distinction between developing and developed countries, and the Americans want a single integrated list.Japan, meanwhile, has resisted language that would commit it to a second period of Kyoto-style emissions reductions beyond 2012.Yamada said the 37 industrialized countries that ratified Kyoto now account for only 27 percent of global greenhouse gas emissions. It's time for others — the U.S. and China included — to join in mandatory cutbacks, he said. For an ultimate goal, we are aiming for a single legally binding instrument, in which all major emitters participate, the Japanese negotiator told reporters.The European Union, meanwhile, joined with small island states and Costa Rica in proposing that parties commit to taking up a legally binding instrument at next year's climate conference in Durban, South Africa.The U.S. delegation also seeks detailed provisions for monitoring, reporting and verification, called MRV, of how China and other developing nations are fulfilling their voluntary Copenhagen pledges. A leading environmentalist here accused American negotiators of blocking a decision on the green fund in the kind of brinkmanship that costs lives.
The United States continues to hold these important decisions hostage in an effort to get what they want on transparency and MRV. This is unacceptable, said Jeremy Hobbs, executive director of Oxfam International.The green fund would help developing nations buy advanced clean-energy technology to reduce their own emissions, and to adapt to climate change, by building seawalls against rising seas, for example, and upgrading farming practices to compensate for shifting rain patterns. Under the Copenhagen Accord, richer nations promised to provide $100 billion a year for the fund by 2020.

There was absolute chaos on the 401 today after a 17 vehicle pile up near Woodstock. The size and scope of the crash forced police to divert traffic and kept emergency crews busy for hours.I had a pickup truck fish tail right in front of me, said truck driver Willy Sanford.I'm just lucky there was nobody beside me and I got around him.
Sanford spent 5 hours stuck on the road as traffic in both directions came to a halt. Winter weather caused visibility to disappear in the blink of an eye. It's just been weird situations of white outs coming up with snow squalls, said OPP Constable Michelle Murphy.Three people have been taken to hospital with non-life threatening injuries. The OPP says there have been more than 500 collisions on the roads since the storm began on Sunday.

SYDNEY – Australia's attorney general declared 45 communities along the country's east coast disaster areas Friday, following weeks of drenching rains that have submerged homes, destroyed crops and killed four people.Despite years of drought, December's heavy rains have brought misery to the region. Thousands of people have been forced to evacuate their homes, and officials have been scrambling to pluck stranded motorists from cars and surround vulnerable homes and businesses with sandbags.This was one of the most significant weather events in this state for a lot of years, said South Australian State Emergency Services Assistant Chief Officer Matthew Maywald.The relentless weather claimed its fourth victim Thursday. A man in his 50s was found in a car that had been swept into a creek in central Queensland state, police said. He was the third motorist in Queensland to die in the recent flooding after rushing water swept their cars away.The body of a woman in New South Wales was found in water about 1,600 feet (500 meters) from her abandoned car Tuesday, after police said she tried to walk away when the vehicle stalled on a flooded road.Attorney General Robert McClelland declared 45 communities in Queensland and New South Wales natural disaster zones, allowing them access to federal disaster funds.Four inches (10 centimeters) of rain fell on the southern New South Wales city of Queanbeyan in one night, causing the community's swollen river to overflow and flood the downtown area.This has been the most significant flooding in Queanbeyan in 30 years, Emergency Services Minister Steve Whan said.Some communities were getting relief in the form of drier weather Friday, but meteorologists were predicting continued heavy rain for other areas that could lead to more flash flooding.The New South Wales State Emergency Service has received nearly 2,300 calls for help in the past two weeks.
Great Lakes storms bring snow, colder air ahead

ERIE, Pennsylvania (Reuters) – Winter storms across the Great Lakes blew snow and cold temperatures across the region on Thursday, with nearly five feet of snowfall in some places and even colder air yet to come.Syracuse, New York was buried under 43.2 inches of snow that fell over four days, just short of the upstate city's four-day record set in 1966, AccuWeather forecasters said.Randolph, a small town in southwestern New York, had 59 inches of snowfall since Saturday morning, according to the National Weather Service.It's pretty much been snowing here nonstop since the beginning of the month, said Weather Service meteorologist David Thomas in Buffalo, New York.Randolph was already damaged by a tornado over the summer, Thomas said.They're struggling down there. The weather has not been kind to them, he said.
Erie, Pennsylvania was socked with as much as 20 inches of snow in some sections, causing dozens of accidents, most of them minor, said Police Lieutenant Kirk Werner.
The snowfall took some residents by surprise, he said.People are used to this weather, I just think it came a little early this year, he said.Erie's workers were running snowplows nonstop, said Borough Chief Peter Petrianni.When I started here in 1975, we had 125 people. Now we have 43, and we didn't lose any streets, I can tell you that, he said, citing attrition and budget cuts. We're down to the bare bone. We have 43 guys for 315 miles of streets.Elsewhere, Cleveland and Rochester, New York were blanketed by lake-effect snow, with several more inches yet to come, forecasters said.Lake effect snow occurs when cold air moves across warmer lake waters. Such storms can dump heavy snowfall when they hit land.A winter weather advisory was issued for much of Wisconsin on Thursday, with up to 4 inches of snow expected to clog the evening rush hour. The precipitation will turn to freezing drizzle before tapering off on Friday, the Weather Service said.A big storm was predicted for the weekend, forecasters said, starting in Iowa and moving to Michigan and western New York.
Further east, the storm will bring sloppy conditions of sleet and freezing rain, they said.Behind the storm, there's going to be strong winds and pretty cold temperatures, Thomas said. The agency says they may contaminated with a bacteria that could cause botulism, a life-threatening illness. These Barrie Bros. Local Food Company 1892 vegetable soup products, sold in a 744 mL Mason glass jar with a metal lid, are affected by this alert. An update on the story we had Thursday on a Guelph mother finding a razor blade in a loaf of bread.After investigating a food tampering claim in Guelph, police are now saying a razor blade found in a loaf of bread actually originated from the home. It is believed a child at the residence was responsible.No charges are expected.

MOSCOW – The United States and Russia will be able to significantly expand cooperation in civilian nuclear energy thanks to a new accord that has sailed through Congress, a senior U.S. official said Friday.U.S. Deputy Energy Secretary Daniel Poneman told The Associated Press that the framework pact — known as the 123 agreement because its requirements are set in section 123 of the U.S. Atomic Energy Act — would help boost nonproliferation efforts and create new business opportunities.It's going to allow the U.S. and Russia to deepen our existing cooperation on nonproliferation and nuclear security... it's going to help to create opportunities to bring nuclear power cooperation to a new level he said.It's going to provide, I think in both countries, opportunities for industry to cooperate, create prosperity, create jobs, create energy.The deal did not require congressional approval, but Congress could have rejected it within 90 days of continuous session — a period that elapsed Thursday without a vote of disapproval.Poneman said the pact would come into effect after a formal exchange of notes.Sergei Novikov, a spokesman for Russia's nuclear agency Rosatom, also hailed the new pact as a key vehicle for boosting U.S.-Russian civilian nuclear cooperation.This will allow us to pursue nuclear cycle projects, including uranium enrichment and production of uranium fuel, he told the AP. The U.S. has similar agreements with a few dozen of other nations, but the deal with Russia had long been hampered by political obstacles. George W. Bush submitted a deal with Russia to Congress in May 2008, but withdrew it a few months later over the August 2008 Russian-Georgian war.President Barack Obama resubmitted the agreement to Congress in May as part of his efforts to reset ties with Russia that also included the New START — a pivotal nuclear arms reduction treaty signed in April.Obama has insisted completion of the new treaty is a national security imperative, and insisted it must be dealt with during Congress' current short year-ending session. Republicans have been reluctant to act quickly on the arms pact, and the larger Republican minority in the incoming Senate could make its ratification prospects even bleaker.Unlike the arms reduction treaty, the civilian nuclear deal passed through Congress without much problem. Even before the new deal, Russia and the United States have cooperated extensively on nuclear nonproliferation issues, including an effort to return fuel from nuclear reactors built outside the Soviet-union to Russia for reprocessing to reduce the danger of highly enriched uranium falling into the wrong hands.Earlier this week, Poneman and Rosatom chief Sergei Kiriyenko signed a document on conducting feasibility studies for converting Russian research nuclear reactors to using low-enriched uranium. Russia is the world's largest exporter of uranium fuel, and it also has become the biggest single supplier of uranium fuel to U.S. nuclear plants. That fuel is extracted from old nuclear weapons and diluted for commercial use under a deal dubbed Megatons for Megawatts that expires in 2013. SEOUL, South Korea – South Korea's president has declared that the reunification of Korea is drawing near — a surprising statement at a time of soaring tensions on the divided peninsula.While a single Korea is the stated goal of both the communist North and the democratic South, it has seemed a faraway dream this year, which saw an alleged North Korean attack on a South Korean warship, an announcement by Pyongyang that it is expanding its nuclear programs and, most recently, the shelling of a South Korean island two weeks ago.In the wake of the Nov. 23 artillery assault on the South's Yeonpyeong Island, both sides have raised the temperature on the peninsula by trading angry barbs and threats of retribution. South Korean President Lee Myung-bak has not shied away from tough rhetoric, as he looked to deflect criticism that his military's response to the shelling was too weak.But twice this week, during a trip to Malaysia, he has expressed optimism that reunification is not long off.
North Korea now remains one of the most belligerent nations in the world, Lee said in the interview published Friday in The Star, a Malaysian newspaper. But, he added, it's a fact that the two Koreas will have to coexist peacefully and, in the end, realize reunification.In a speech Thursday night, Lee made similar remarks, saying that North Koreans have become increasingly aware that the South is better off. He did not elaborate on how their knowledge has expanded, but he said it was an important change that no one can stop.Reunification is drawing near, Lee said, according to the president's website.He also called on China to urge ally Pyongyang to embrace the same economic openness that has led millions of Chinese out of poverty — and said that North Korean economic independence was the key to reunification.Lee didn't give a specific timeframe for the reunification of Korea, which was divided after the end of Japanese rule and officially remains in a state of war because the Koreas' 1950-53 conflict ended with an armistice, not a peace treaty.It wasn't clear why Lee was making a push for reunification now. South Korean leaders often call for a peaceful reunification with the North. There is in Seoul, however, a wariness of the huge social and economic costs associated with absorbing the impoverished North.North Korea also has called repeatedly for reunification, but it imagines integration under its authoritarian political system. It has shown no sign that it would allow any reunification that results in its absorption by the richer South.
It was long assumed that China, the North's main ally, would also pose an obstacle to reunification under Seoul's rule. But a recently leaked U.S. diplomatic cable recounts a conversation between the U.S. ambassador in Seoul and a high-ranking South Korean official, who told the American that China has largely resigned itself to such an integration.Beijing would be comfortable with a reunified Korea controlled by Seoul and anchored to the U.S. in a 'benign alliance' as long as Korea was not hostile toward China, the official is quoted as saying in the cabled published by WikiLeaks.Economic opportunities in a reunified Korea could further induce Chinese acquiescence, but China would be unlikely to accept the presence of U.S. troops north of the demilitarized zone that currently forms the North-South border, the South Korean official said, according to the cable.In August, Lee said South Korea should prepare for reunification by studying the possibility of adopting a reunification tax aimed at raising money for the costs of integration.Lee proposed a three-stage reunification process in which the two Koreas would first form a peace community involving denuclearization of the peninsula, then an economic community for cross-border economic integration, and eventually a community of the Korean nation with no institutional barriers between them.Paik Hak-soon, an analyst at the private Sejong Institute think tank near Seoul, said the Koreas should follow the German model of reunification. But, he said, that model is nearly impossible when tensions are rising.Germans in the west largely footed the bill for the reunification of the two sides after the collapse of communism, bringing the overall infrastructure of the former East Germany up to a standard similar to that in the west. A tax first levied in 1991 has gone to improve roads, schools and other essentials in the east.
Reunification through the German model could cause enormous burdens, but it could also bring economic benefits, said Yoon Deok-min, an analyst at the state-run Institute of Foreign Affairs and National Security in Seoul. The North has abundant natural resources and a relatively well-educated and cheap labor force.Already, the South is tapping into those resources at Kaesong, a joint industrial park in the North where South Korean-run factories employ North Korean workers. The park, an important symbol of inter-Korean cooperation, has continued to operate despite the current tensions.In The Star interview, Lee said North Korea should open its doors for economic growth as Beijing has done. I hope China will actively encourage the North to choose the same route that it has taken.Ultimately, the foundation for reunification will be laid when North Korea becomes economically independent, Lee said.

RAMALLAH, West Bank – Washington's Mideast peace efforts are in trouble as it is, but an additional complication is often overlooked: Should 76-year-old Palestinian President Mahmoud Abbas, a heavy smoker prone to threats of resignation, leave office, there's no designated successor and no agreement on how to choose one.Having a Palestinian leader opposed to violence is key to U.S. policy in the region, and Abbas has filled that role for the past six years. A turbulent transition could seriously weaken any new leader.The issue of succession is so sensitive it's rarely discussed openly by the Palestinian elite, and Abbas is touchy about it.When a U.S. newspaper wrote about the leadership ambitions of key players in his Fatah movement, the official Palestinian news agency ran a scathing statement directed at one of those mentioned in the article, former Palestinian envoy to the U.N., Nasser al-Qidwa.Abbas also went after another Fatah prince, Mohammed Dahlan, stripping him of privileges and shutting down his TV station earlier this month, after Dahlan criticized the president in meetings with activists.Abbas aides play down concerns about his health, prompted by his smoking and recent weight gain. They say he's fine and that getting dental implants was his only recent medical procedure. Occasional threats to step down are simply attempts to create leverage vis-a-vis Israel and the U.S., they say.
At the root of the succession problem is the split of the Palestinian territories between Fatah, which now controls the West Bank, and the Islamic militant Hamas movement, which wrested control of the Gaza Strip from Abbas in 2007.Fatah and Hamas have been unable to reconcile, and their rivalry has prevented presidential and legislative elections, which should have taken place by this year.Abbas was elected to a four-year term in 2005. The Hamas-dominated parliament stopped functioning long ago, in part because Israel arrested many Hamas legislators.Palestinian law calls for the speaker to serve in a 60-day caretaker capacity until elections to replace a president. This arrangement was used in the transition from Yasser Arafat, who died in November 2004, to Abbas two months later. However, the current parliament speaker is from Hamas, and it's unlikely Fatah would agree to let Hamas take over the presidency, even temporarily.Elections also are seen as improbable since they are tied to elusive reconciliation. In this case, Fatah would have to appoint a successor, though the nominee would be vulnerable to claims by Hamas and others that he has no legitimacy.Fatah, which has long dominated Palestinian affairs, has been in disarray since it lost parliament elections to Hamas in 2006, with voters punishing the former ruling party for arrogance and mismanagement. Fatah's troubles have been compounded by its failure to establish an independent Palestinian state. If elections were held, it's not certain Fatah would defeat Hamas.The most popular Fatah leader of the middle generation is Marwan Barghouti, who is in his late 40s, but he is serving a life sentence in Israel for his role in the armed Palestinian uprising earlier this decade.
Among the remaining contenders, rivalry is so intense they might be unable to agree on a consensus candidate or settle on a weak one.Fatah suffers a leadership crisis, said Palestinian analyst Khalil Shekaki.So far it hasn't presented a No. 2 leader.
Abbas wanted a vice president and early in his term called for creating such a position, said an aide, Nabil Shaath. However, once the parliament stopped functioning, it was no longer possible to make the necessary changes in the law, Shaath said.Abbas hasn't openly designated a favorite in Fatah, though he has given a push to chief negotiator Saeb Erekat, perhaps his most loyal aide. Abbas lobbied for Erekat in Fatah elections in 2009 and gave him a coveted seat in the PLO Executive Committee, a key decision-making body.Another name being floated by political insiders is al-Qidwa, whose international experience at the U.N. and family ties to Arafat — he is the iconic leader's nephew — are seen as a plus. Al-Qidwa was the one named in the Abbas-authorized response to the newspaper report on the succession battle. The commentary, published by the official news agency Wafa, complained that local politicians were engaged in rumor-mongering. Al-Qidwa denied involvement and has since patched things up with the Palestinian leader.Former security chiefs Dahlan and Jibril Rajoub also are perennial contenders.Rajoub, who withdrew from politics for a few years, is building a new base as a successful head of the football federation.Dahlan, the former security chief in Gaza, has lost much of his standing. He was widely held responsible by party colleagues for the loss of Gaza to Hamas and has been dogged by corruption allegations. His problems with Abbas started last month, after he criticized the Palestinian leader in meetings with activists.
Both Dahlan and al-Qidwa declined comment.The Palestinian politician seen by many Western diplomats as most suited for the job is Salam Fayyad, who as prime minister is overseeing a widely praised state-building program.However, the political independent has a strained relationship with Fatah leaders and lacks his own power base.For now, Abbas is determined to stay on, despite his growing frustration over lack of progress in peace efforts, said Azzam al-Ahmed, a senior Fatah official. In the most recent setback, the U.S. dropped attempts to persuade Israel to extend a construction slowdown in Jewish settlements, meaning the road to renewed negotiations is effectively closed.President Abbas is disappointed, but not to the degree of leaving the stage,al-Ahmed said.

RAMALLAH, West Bank – The European Union, the United Nations and the Arab League have rebuked Israel after its refusal to halt settlement construction forced Washington to drop efforts to relaunch Mideast peace talks.Palestinian President Mahmoud Abbas on Thursday stuck to his position that he won't negotiate without a freeze of Jewish settlement building in the West Bank and east Jerusalem — lands captured by Israel and sought by the Palestinians for their state. He spoke after meeting in Cairo with Egyptian President Hosni Mubarak and intelligence chief Omar Suleiman.Without halt of settlements, there will be no talks, Abbas said.With the path to direct talks effectively blocked, it is not clear what the Obama administration will do next.Israeli and Palestinian envoys were summoned to Washington for separate meetings with U.S. Secretary of State Hillary Rodham Clinton. She saw Israeli envoy Yitzhak Molcho on Thursday, to be followed by talks with Palestinian negotiator Saeb Erekat on Friday. Molcho also met Obama envoy George Mitchell for three hours, State Department spokesman P.J. Crowley said.
Clinton is to address the situation in a speech later Friday. U.S. officials have refused to offer a detailed preview, but have said they expect she will express disappointment with the failure of the administration's efforts to date. But, they said they expect her to stress that the administration has not given up and will continue to aggressively pursue a peace deal.The officials said the hope is that enough progress can be made on security issues and setting a final border between Israel and a future Palestinian state in separate talks with the sides to pave the way for a resumption of direct negotiations.Israel and the Palestinians launched the latest round of peace talks on Sept. 2. But less than a month later, negotiations broke down after Israel refused to extend a 10-month-old freeze on West Bank housing starts that ended at the end of September.In recent weeks, the U.S. had tried to persuade Israel to extend a limited West Bank settlement freeze for 90 days, offering a series of security and diplomatic incentives. However, the negotiations over an extension broke down, and U.S. officials announced earlier this week they had abandoned that approach.Washington did not cast blame. But other members of the so-called Quartet of Mideast mediators, which also includes the EU, the U.N. and Russia, sharply criticized Israel.I note with regret that Israel has not been in a position to accept an extension of the (settlement) moratorium, as requested by the U.S., the EU and the Quartet, Catherine Ashton, the EU foreign policy chief, said Thursday.
The EU position on settlements is clear: They are illegal under international law and an obstacle to peace.
