EUOBSERVER / BRUSSELS - The European Parliament on Wednesday (20 October) adopted by a crushing majority new budgetary and staff regulations for the European External Action Service (EEAS), clearing the last legal hurdle for the launch of the new institution.It's a historic vote. We're all one happy family now, an official in the entourage of EEAS chief Catherine Ashton told EUobserver.EU foreign ministers are set to rubber-stamp the parliament decision when they meet in Brussels on Monday. Ms Ashton is then expected to name people for the three or four top posts in her service on Tuesday or Wednesday. Another 100 or so senior posts remain to be filled by the end of the year.The British baroness now has until 1 December - the official launch date - to find a new home for the EEAS in the EU capital. EU Council secretary general Pierre de Boissieu is not keen to shift his translators out of the Lex building on the Rue de la Loi in the EU quarter in Brussels to make room, leaving the so-clled Axa or Triangle building a few hundred yards up the road still in play. The current cost of housing the EU's foreign relations staff in the European Commission and EU Council amounts to €25 million a year, while the Axa option would cost €9 million a year, EUobserver understands.Ms Ashton is also close to a compromise with the parliament's foreign affairs committee on hearings for new EEAS ambassadors. The diplomats are likely to face parliament questions in early December, after receiving full accreditation from their host countries.Ms Ashton wants the hearings to be held for the most part behind closed doors. Following the vote on Wednesday, the foreign affairs MEPs have little leverage to use against her.

Details of the parliament vote on three separate EEAS reports saw the compromise deal get through by over 500 votes in each case against no more than 51.The budget-and-staff package envisages detailed parliamentary oversight on EEAS hiring and firing of diplomats in foreign missions but not on EU member states' spending of the €3-billion-a-year European Development Fund or on military missions.It stipulates an appropriate and meaningful presence of nationals from all the member states but not quota-type targets for nationals from new EU countries, as called for by Polish centre-right MEP Jacek Saryusz-Wolski, who tried to put a positive spin on developments in an emailed statement on the day.A year ago, nobody took into account that the principle of geographic balance will be written into the philosophy of the conditions on which employees of the Union's diplomatic service will be hired, he said. Ideas on what the EEAS should actually do in the coming years are still evolving. German Green MEP Franziska Brantner urged Ms Ashton to specialise in conflict prevention. What Europe needs are crisis management and mediation experts rather than an unwieldy service of high-salaried diplomats, she said.Meanwhile, Europe's neighbours are likely to breathe a sigh of relief that the mild disarray in EU foreign policy caused by the EEAS launch process is coming to an end. WASHINGTON (Reuters) – The United States wants Group of 20 finance chiefs to commit to allowing market forces to set currency values and will discuss using targets for trade to measure progress, a senior U.S. Treasury Department official said on Wednesday.Ahead of weekend G20 meetings in Gyeongju, South Korea, the U.S. official made clear Washington wants currency levels to be a focal point of the meetings and sees current account surpluses and deficits a vital part of the discussion.It's something that we think will be front and central in our conversations this weekend and going forward is how the G20 can play an effective role in helping to undergird cooperation on these exchange rate issues and these external sustainability issues which are inherently matters for multilateral cooperation, the official told a news briefing.U.S. Treasury Secretary Timothy Geithner leaves on Wednesday for the gathering of G20 finance ministers and central bank governors where global currency tensions are expected to get a thorough airing as many countries take steps to keep their currencies from rising.China was not mentioned by name at the U.S. briefing. But the United States and others are unhappy China, which now has the world's second largest economy, is reluctant to let its yuan currency appreciate more rapidly and is piling up huge trade surpluses and foreign exchange reserves.The official said the United States was willing to save more by strengthening exports but others had to cooperate in permitting global economic imbalances to correct by allowing their currencies to rise in value.

Asked if China might be more willing to discuss current account targets -- possibly that a country's current account should not exceed some agreed percentage of national output -- than exchange rates, the U.S. official first suggested asking China but then stated the United State's opinion.From our perspective we believe these issues are fundamentally, inherently linked and that it is important for the G20 to be able to undertake cooperative action facilitating orderly adjustment of imbalances and also ensuring more effective adjustment of exchange rates in line with economic fundamentals, the official said.So, we think those things are quite related and both important goals for the G20.The U.S. official's comments implied that Geithner will try to rally support within the G20 for more unity around the necessity for letting currencies appreciate though it remains unclear whether any specific agreement will be possible.In terms of what we think would be appropriate and would be important at this juncture within the G20 is to emerge with a clear commitment to cooperate to facilitate and not impede orderly current account adjustments... Amid a multiplication of recent pronouncements on the state of the European Union, EUobserver understands that Mr Buzek is to highlight his initiative to create a European Energy Community, his relationship-building visits to the US, China and Russia and his record on defending human rights as accomplishments.He is also expected to warn against the costs of non-Europe, as member states and the EU institutions prepare to do battle over the EU's post-2013 multi-annual budget.He's a dedicated pro-European, said Socialist group leader Martin Schulz, the man set to take over from Mr Buzek in January 2012. I think he's a very objective president. Timed to coincide with UN biodiversity talks in Nagoya, Japan, the document's publication on Wednesday (20 October) seeks to increase the awareness of global decision-makers to the wide array of free 'services' provided by nature.The services include climate regulation, food provision and water purification - frequently far more costly to recreate through human endeavours, according to: The Economics of Ecosystems and Biodiversity (TEEB): Mainstreaming the Economics of Nature, the latest in a series of reports on the subject.The three-year study overseen by Pavan Sukhdev, head of the Green Economy Initiative of the United Nations Environment Programme, also lists a number of policy changes which authorities can use to incentivise the protection of the world's forests, freshwater, soils and coral reefs.TEEB has documented not only the multi-trillion dollar importance to the global economy of the natural world, but the kinds of policy-shifts and smart market mechanisms that can embed fresh thinking in a world beset by a rising raft of multiple challenges, said Mr Sukhdev in a statement.Germany, the UK, the Netherlands, Sweden, Norway, Belgium, Japan and the European Commission are among the main funders of the project. While of course valuing nature for itself, we also recognise its economic value in the battle to stop biodiversity loss, said EU environment commissioner Janez Potocnik.

The report shies away from a headline global savings figure, instead listing examples where environmental protection can prove cost-effective in the medium-term.
One example includes a successful system of payments for landowners in Mexico which has halved the annual rate of deforestation, protected water catchments and cloud forests, and avoided emissions of 3.2 million tonnes of carbon dioxide. Currency Wars: A Race to the Bottom of the Inflationary Barrel

Inflation fears are heating up this week as Fed Chairman Ben Bernanke gave a speech in Boston on Friday, causing further frantic flight into gold by those fearful of the coming quantitative easing the Fed is set to deliver in November. Others who view gold as a short term investment engaged in immediate profit-taking after Bernanke’s speech.Gold is more correctly viewed as insurance against bad monetary policy decisions that erode the value of savings. Those bad decisions keep coming at an ever faster clip these days and we hear more and more talk of currency wars especially between the dollar, the Chinese yuan, the Japanese yen, the Australian dollar, and the Euro. As the economies of the world continue to stagnate or contract, monetary policy decisions become more relevant to people who once thought this topic arcane. We have several examples this week of major fumbles on the part of the US Central Bank:

· The Federal Reserve continues to insist that inflation is too low, even while the monetary base remains at record levels, and food and gas prices continue to climb.

· As the Fed continues to drive down the value of the dollar, the government accuses China of deliberately devaluing its currency, and the House has passed legislation aimed at punishing China for this alleged devaluation.

· Low returns on US bonds are driving investors into higher-performing foreign bonds. Some of these countries are responding by reinstituting capital controls to guard against hot money and the carry trade.

· The spat with China and reemergence of capital controls have led some to fear that we are in the first stages of an all-out currency war.

· The instability in the international monetary system, the decreasing value of the dollar, and the large amounts of new US debt could lead the IMF and countries such as China, Japan, Russia, India, and Brazil to abandon the dollar and adopt a new multinational currency.While the big players in these currency games sort everything out, the people hurt the most are the savers, the workers, and those on fixed incomes as their money buys less and less. Make no mistake — the Fed and the Treasury Department are playing games with our money, especially in how they report statistics like unemployment and inflation. These games erode our standard of living and hide just how much damage their inflationary policies are doing.Official core inflation for the US is only 1.14%, but that excludes such crucial day-to-day goods such as food and energy. Real inflation certainly is higher, maybe much higher. John Williams of Shadow Government Statistics calculates true inflation at a whopping 8.48%! But manipulated inflation statistics give the government cover when they again deny seniors a cost of living increase in their social security checks. They also serve to convince the public that further expansion of the money supply will boost the economy without causing any real pain, which has essentially been the core argument of Greenspan-Bernanke fed policy for the last 20 years.Of course, the United States is not alone in its disastrous monetary policy decisions. These pressures are inherent in any fiat monetary system where money is created at will, for the benefit of the special interests. As all these currencies race to the bottom of the inflationary barrel, the only security to be had will be in honest money like gold as the system falls apart. My hope is that we can return to the wisdom of the Constitution and get back to sound, commodity-backed money before our dollar suffers a wholesale collapse.

Time Magazine: Prospect Of Civil War In U.S. Doesn’t Seem That Far Fetched

With protesters in France entering a seventh day of strikes and demonstrations against draconian austerity measures, many political observers in the U.S. are now wondering how long it will be before similar scenes unfold on American streets, with even Time Magazine now conceding that the prospect of a civil war in the States doesn’t seem that far fetched.To be clear, Stephen Gandel’s article entitled Will the Federal Reserve Cause a Civil War? largely dismisses the possibility that the Fed’s upcoming November 3rd meeting, during which Ben Bernanke is expected to announce a fresh round of money printing, will prompt national uproar, but it doesn’t exactly debunk the notion of longer term social dislocation as a backlash to the crumbling economy, as many are now forecasting.As we highlighted yesterday in a piece that was later picked up by the Drudge Report, it’s only a matter of time before Americans are hit with almost identical austerity measures to those that have caused the French to set up fuel blockades, stage running battles with riot police, halt air and rail travel, and virtually shut down some areas of the country.The question remains – how will Americans react if the Obama administration pushes ahead with its plan to seize all private 401(k) pensions, which will be swallowed up by the Social Security Administration under the banner of mandatory Guaranteed Retirement Accounts? How will Americans react to the upcoming announcement that the Federal Reserve will further eviscerate the value of the dollar by purchasing junk assets from big banks at exorbitant prices with money printed out of thin air?

Time Magazine, which as a guardian of the establishment would normally be expected to disparage the potential of mass civil disobedience, actually lends the notion some spotlight by linking to a Zero Hedge story which paraphrased economic forecaster David Rosenberg, who warns that the Fed’s plan for more quantitative easing, positions US society one step closer to civil war if not worse.The article also features a quote from a Washington’s Blog piece which warns that the Fed’s policies could lead to the very destruction of the republic.In a very real sense, Bernanke is throwing Granny and Grandpa down the stairs – on purpose. He is literally threatening those at the lower end of the economic strata, along with all who are retired, with starvation and death, and in a just nation where the rule of law controlled instead of being abused by the kleptocrats he would be facing charges of Seditious Conspiracy, as his policies will inevitably lead to the destruction of our republic.Lending the notion credence, Gandel writes, With the Tea Party gaining followers, the idea of civil war over economic issues doesn’t seem that far-fetched these days.Yes, you read that correctly. Even Time Magazine is now conceding that the current economic course of the nation could lead to outright civil war and revolution.Gandel finishes the article by leaving the prospect of widespread civil unrest as an open question.So it seems clear what the Fed is likely to do, he writes.How the economy, the militias and the rest of us react is up in the air. Of course, people like Gerald Celente and a host of other economic forecasters have been predicting civil unrest, food riots and tax rebellions for the past two years, but to have Time Magazine seriously entertain the notion of civil war in the United States is a shocking reminder of just how close to the precipice we now stand.Numerous forecasters, governments, spy agencies, and international bodies are predicting mass riots and unrest in response to a worsening economic picture.In November 2008, right as the economic implosion was unraveling, the U.S. Army War College released a white paper called Known Unknowns: Unconventional Strategic Shocks in Defense Strategy Development. The report warned that the military must be prepared for a violent, strategic dislocation inside the United States,which could be provoked by unforeseen economic collapse,purposeful domestic resistance,pervasive public health emergencies or loss of functioning political and legal order.The widespread civil violence, the document said, would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security.
A British Ministry of Defence report struck a similar tone when it predicted that within 30 years, the growing gap between the super rich and the middle class, along with an urban underclass threatening social order would mean, The world’s middle classes might unite, using access to knowledge, resources and skills to shape transnational processes in their own class interest,and that, The middle classes could become a revolutionary class.How Americans will react to what many see as a make or break moment for the US economy, the Fed’s announcement on November 3rd, largely depends on how well they understand the fact that their financial future and that of their children now hangs in the balance like never before.As the Economic Collapse Blog points out, QE2 represents the biggest bank robbery in history, and is nothing less than another huge transfer of wealth from American taxpayers to big banks. The money Bernanke prints out of thin air, which will further devalue the greenback and every dollar earned or saved by American citizens, will be used to purchase large quantities of troubled assets from U.S. banks at well above market price. Small banks will be allowed to wither and die, whereas the huge megaliths will collect mountains of free money at the expense of hard working Americans.

The long term impact of the Fed buying these toxic junk assets with money printed out of thin air will be an inflationary holocaust that does nothing to rescue the US economy but everything to depreciate the very real assets of the American taxpayer.We are already on the road to serious inflation and the Federal Reserve has not even fired up the money hoses yet. So what is going to happen after they pump trillions more into the economy? Printing more money and giving it to the banks is not going to solve our economic problems. It is just going to make them worse.But unfortunately, American voters get no say about any of this. Our national monetary policy is in the hands of an unelected central bank that does pretty much whatever it wants.If as many Americans were aware of what the Federal Reserve is about to do with their financial future as are knowledgeable about the intricacies of Dancing with the Stars, then the civil war that even Time Magazine is now presenting as a justifiable response to the crisis would be a very plausible prospect.As it stands, according to the majority of voters in our poll on Prison Planet.com, Americans will react to the situation not by organizing fuel blockades, marching in the streets and shutting down the country, but by scratching their butts and flipping the TV channel.

Foreign Agent Registration Law Passes Vote, Leftists Anxious

The Knesset approved in the first reading Wednesday an Israeli version of the Foreign Agent Registration Act that requires non-governmental organizations to declare any money that they receive from foreign state entities. Ultra-leftist groups are very concerned by the bill, which would hamper the ability of groups supported by the European Union to operate freely without disclosing whom they are beholden to.Twenty-three Knesset Members voted in favor of the bill and 12 opposed it. The bill now goes to the Law, Constitution and Justice Committee that will prepare it for the final readings.The bill was proposed by Coalition Chairman MK Ze'ev Elkin (Likud). It is a watered-down version of his original bill, that would have taken away tax-exempt status from bodies that receive aid from foreign governments.The bill in its current form requires a body that wishes to receive funds from a foreign government to register itself as a grantee of foreign funds with the registrar of non-profit organizations (NPOs, or amutot in Hebrew). Immediately upon receipt of a financial grant from a foreign state entity, the grantee must notify the registrar of the sum, its source and its purpose, as well as any commitments the body has given to the foreign entity.If the grantee has an Internet website it must feature this information prominently upon it. The fact that the grantee received aid from a foreign state entity must also be featured clearly on any document it publishes pertaining to political activity. In addition, the grantee's representatives must state that the grantee receives foreign aid, in their opening remarks in any political debate or meeting that is relevant to the purpose for which the aid was given.

The explanatory notes to the bill clarify that it is intended to increase transparency with regard to the funding of political activity in Israel by foreign state entities. While NPOs are already required by law to declare aid they receive from foreign states, such foreign grants are also given to bodies that are not NPOs, and therefore are not currently required to report them. The NPOs, too, can circumvent the requirement by using a third body for transfer of the funds or by only reporting the aid after a long time has passed, when the report is no longer relevant.In addition, the current law does not require a grantee of foreign state funds to state their status in its documents and in the political activities it takes part in.The Association for Civil Rights in Israel, a flagship grantee of the New Israel Fund, has been campaigning against the bill. ACRI claimed the bill was superfluous, but if the Knesset does decide it is necessary, the bill should force disclosure not just of grants from foreign state bodies, but also of grants from an individual who is not an Israeli citizen, an Israeli citizen not residing permanently in Israel, or from any foreign corporation or other foreign legal entity.
This, presumably, is an attempt to hamper the activity of nationalist groups that receive grants from Jews and other supporters who live abroad.Journalist David Bedein, who has been lobbying for the bill for years, said it was a great step forward. He estimated that recent revelations by grassroots student organization Im Tirtzu about the New Israel Fund helped awaken Knesset members to the need for such a law. Bedein said that he had exposed, as early as 2001, that the EU was funding 40 radical groups within Israel.The proposed law is based on the US's Foreign Agent Registration Act that was passed in 1938 to hamper the ability of Nazi Germany to use American groups in order to further its aims within the US.(Israel National News.com)

Pro-Arab PR Machine Feeds Media with Libel on Olive Harvest

A new wave of media reports, based largely on left-wing groups, accuses Jews of damaging, burning and destroying Arab olive trees is in effect outright libel, a media spokesman in Samaria says.Reports by foreign and Israeli media have quoted the pro-Arab Yesh Din and Oxfam groups without serious further investigation. The latest report was filed Tuesday by the French news agency AFP, under the headline, Settlers damage Palestinian trees with impunity: study.The unsigned article is based on Yesh Din charges that police investigations of 100 complaints by Arab farmers against Jews over the past five years did not result in any indictments. AFP also cited an article in the left-wing Ha'aretz newspaper that this year’s harvest has witnessed more vandalism than in previous years. However the vandalism in the article was described differently in the headline, which read, Current West Bank Olive Harvest Most Violent in Years.David Ha’Ivri, director of the Shomron Liaison Office in Samaria, has often taken foreign reporters on tours in Samaria to show them facts on the ground unknown to them. However, he said he is up against an obstacle when articles are unsigned, leaving him without a direct contact.Ha’Ivri also pointed out that pro-Arab groups, including Rabbis for Human Rights (RHR) have well-oiled public relations machines and are in competition with each other to grind out information, often false, as each organization tries to prove it does the most to help Arabs. RHR activist Arik Asherman was caught this week by journalists who saw him trying to provoke Arabs into claiming they actually owned Jewish-owned farms. A subsequent arrival of Israeli authorities concluded with a clear statement that Jews owned the grove.Ha’Ivri also said that the pro-Arab Oxfam website indicates it has 15 full-time PR people on the staff. Last weekend, Oxfam activists burned and damaged Jewish-owned olive trees and then reported to media that the Jewish residents were the perpetrators of damage to Arab trees. Oxfam also distributed a video showing the alleged damage to Arab trees.Concerning media reports of damage so far this year to 500 Arab-owned olive trees and 100 belonging to Jewish farmers, Ha’Ivri said the numbers are suspect, particularly when they include charges of arson.Burning down an olive tree is not such an easy operation. Ha’Ivri said. He added that if gasoline was poured on the trees, the police easily could identify the source of the fire. While Yesh Din charges that the lack of indictments is tantamount to an admission of failure by the authorities, Ha’Ivri responded that many of the accusations simply are not true.He added it is difficult to halt the media onslaught because the pro-Arab groups have the general media on their side.(IsraelNationalNews.com)

A freed Arab terrorist poses as a tour guide and tell tourists that Old City Jews stole Arab homes, Jerusalem resident Aryeh King revealed to Israel National News.
King, a former kibbutz member who lives in eastern Jerusalem, praised a new proposal that would bar non-Israelis from leading large tour groups. Israeli citizenship has been rejected by approximately 90 percent of the Arabs living in areas in Jerusalem restored to Israel in the 1967 Six-Day War.Kadima Knesset Member Gideon Ezra began to table a new bill that would implement the requirement for Israeli citizenship for Jerusalem tour guides, but he then said he was postponing the move in order not to interfere with the prospect for a resumption of direct talks between the Palestinian Authority and Israel.The bill, co-sponsored by several National Union, Kadima and Likud MKs, would ban non-Israelis from leading groups of more than 11 tourists and also would apply when smaller groups travel in more than one vehicle.King revealed that innocent tourists walking through the Jaffa Gate, a main entrance to the Old City, often are met by a dark-skinned man with a short beard who poses as a tour guide, complete with an official Tourism Ministry badge.The man actually is a former Arab terrorist, King said, adding that many tourists, especially those from Russia and Asia, often cannot distinguish between an Arab and a Jew.

I personally have joined his tours, King said.He takes tourists to the Jewish Quarter and explains to them that Arabs used to live there until Jews stole their homes and land. I did not let him get away with it, and when I made members of the group realize he was a terrorist, many of them left. We tried to take action against him through the Tourism Ministry, but he continues to corner tourists.He said Arab tour guides who are not Israelis cause irreparable damage. Israel Demands Real Reform of UN Human Rights Council

Israel is demanding the United Nations implement real reform of its Geneva-based Human Rights Council, which singles out Israel in its permanent agenda.The demand came in context of a mandated review by the Council, which is required to report to the U.N. General Assembly on its work and functioning at the end of its first five years of operation.In June 2007, the Council adopted the Institution Building package which identifies the Human Rights Situation in Palestine and other occupied Arab Territories as the seventh agenda item of the Council at every meeting, while ignoring human rights abuses of its member states.In a document submitted Monday to the U.N. Human Rights Council, the State of Israel listed its own contribution to the first open-ended working group on the Human Rights Council Review. The statement, published on the Eye on the UN website, offered a scathing assessment of the entity’s performance. After almost four years of operation, it has become clear that the Council has failed to live up to the expectations which accompanied its establishment, having too quickly followed in the footsteps of its discredited predecessor, the Commission on Human Rights,the four-page document stated.Israel welcomes the review of the working and functioning of the Council and considers the review process as a genuine opportunity warranted to bring about substantive changes in the working methods, function and composition of the Council. A real reform is needed in order to enable the Council to fulfill its mandate and play a leading role in promoting and protecting human rights around the globe.

The principles that are meant to guide the work of the Council include universality, impartiality, objectivity and non-selectivity… with a view to enhancing the promotion and protection of all human rights.Unfortunately, these principles are not present within many aspects of work and functioning of the Council.If the Council continues to be seen as a cynical tool for [some] States, rather than a mean to advancing a responsible human rights agenda, it will undoubtedly continue to fail.(IsraelNationalNews.com)

OECD Conference Opens in Jerusalem despite PA Call for Ban

Most nations in the Organization for Economic Co-Operation and Development (OECD) are ignoring a call by the Palestinian Authority to boycott a major bi-annual tourism conference that opens in Jerusalem Wednesday.At least 24 of the 33 OECD nations are attending, while Turkey, Belgium, Iceland, New Zealand, Sweden, Ireland and South Africa, are boycotting the conference following PA claims that doing so would damage its claims over northern, eastern and southern areas of the city that were restored to Israel in the 1967 Six-Day War.Tourism Minister Stas Misezhnikov said that 28 countries, including non-member countries, will attend. He added that no official tours will be led in those areas, although the delegates are welcome to tour on their own. The Western Wall and the Temple Mount, located in the Old City that was under Jordanian occupation from 1948-1967,are among the most popular sites for tourism to Israel. According to the ground rules set by the OECD and Israel, they will be out of bounds for official tours by the delegates.The OECD accepted Israel as a member earlier this year, and the choice of Jerusalem as a venue for the convention was a feather in the cap for Israel.However, Misezhnikov raised the ire of the Palestinian Authority when he stated that the meeting will be a declaration of intent and a seal of approval on the fact that we have a state whose recognized capital is Jerusalem.The Arab League sent out a letter calling on OECD members to boycott the event.

The OECD demanded clarification from Israel that there were no political implications in holding the conference in Jerusalem. PA negotiator Saeb Erekat tried to convince OECD countries that their attending the conference would be a de facto recognition of Israeli jurisdiction over the united capital.Minister Misezhnikov insisted he was misquoted and issued a statement that the existence of this summit in Israel is a very good example of how the members of the OECD value Israel as a very strong state economically and in tourism.The tourism conference will be held at the Jerusalem International Convention Center (Binyanei Ha'Uma) and will focus on Industry and Policy Approaches to Foster Green Growth in Tourism.Misezhnikov opened the conference Wednesday morning, telling delegates that this is an exceptional occasion for the State of Israel as we are today inaugurating the first historic OECD event taking place in Israel.(IsraelNationalNews.com)

New IDF Program Gives Equal Time to Army, Torah

Seventy-five new IDF recruits are the first to take part in a special program, Shiluvim, that allows soldiers to split their time equally between active military duty and Torah study. Last week, they began preparing for their active service.The IDF has an existing program called hesder (lit. arrangement) that allows religious men to divide their service between active duty and Torah study. However, the hesder arrangement includes 18 months of active duty, and three and a half years of Torah study. Until now, those who wish to serve for a longer period of time must leave the hesder framework - which allows them to serve in a largely religious environment - and enlist in a mixed religious-secular unit without returning to yeshiva.The new program, whose name translates roughly to integration, makes it possible for young religious-Zionist soldiers to serve in a religious framework for two full years. They will learn Torah for two years, instead of the more than three years required by the hesder program.

This meets a need that existed among yeshiva students,said Eitan Ozeri of the Hesder Yeshivas Association.A large group of students who in the past were turned away by the length of active service or the significant portion of service spent in yeshiva found a program that meets their needs when Shiluvim opened.The first group of recruits will serve in Givati units and in combat support. Following their two years of service they will return to yeshiva for another year of study.The new program has already doubled in popularity,with the number of participants growing from 75 to 150.
