How should the UK government respond to EU Treaty change? OCT 20,10

We take another look at this question over on the Spectator's coffee house blog. With the risk of sounding repetitive, we argue,Rather than instinctively reaching for the veto, David Cameron should back Merkel’s demands, in return for the repatriation of powers to the UK, along the lines of the original Tory election manifesto. This package could then, possibly, be put to a public vote, and be turned into a genuine referendum on EU reform. The net effect of a new EU treaty would then be fewer powers for Brussels and more for Westminster.On his blog, the ever-insightful Charles Crawford also has some very interesting things to say about German calls for EU treaty change and the nature of EU diplomacy more generally. He argues,Do Germany's leaders really think that they can force through this time round a narrow Treaty change which gives them enough of what they want by way of financial protection and does not open up all sorts of other clamorous demands? Or do they know that that is more or less impossible, hence they are pushing for Treaty changes as part of a wider agenda aimed at deliberately prompting a manageable (they hope) mini-crisis which will allow them to redefine the way the European Union works, but on (mainly) German terms? If that means wielding a fierce Teutonic axe on many beloved EU schemes and letting other countries squeal, so be it.

What, I wonder, is the government in London making all this? In principle this situation represents a huge opportunity for cynical but pragmatic British influence aimed at forcing out great quantities of EU rubbish -- and cutting the bill to British taxpayers.Question is, have the Coalition folks put on their thinking caps?

GYEONGJU, South Korea – Global finance leaders, under pressure to display unselfish policies, agreed Saturday to boost cooperation on rebalancing the world economy to help defuse tensions that had sparked fears of trade conflicts.The Group of 20 vowed to avoid potentially debilitating currency devaluations and reduce trade and current account imbalances, amid a growing recognition that restructuring the world economy is necessary to accommodate the greater role played by fast-growing China and other developing economies.G-20 finance ministers and central bank governors met for two days in the South Korean city of Gyeongju ahead of a summit of their leaders in Seoul next month. Just two weeks ago, a G-20 meeting in Washington failed to resolve differences that had stoked worries a possible trade war could trigger another economic downturn.Nations in Asia and other regions have been trying to stem strength in their currencies amid sustained weakness in the U.S. dollar out of fear their exports will become less competitive. At the same time, China's currency, the yuan, has been effectively pegged to the greenback, provoking criticism it is being kept artificially low and giving the country's exporters an unfair advantage.

Asia relying less on exports for growth is seen as one of the adjustments that nations should make to ensure more stability in the global economy and markets. Stronger currencies, meanwhile, would make imported goods cheaper and boost local spending as a contributor to economic growth.The G-20, which accounts for about 85 percent of the global economy, said in a statement that it will move towards more market determined exchange rate systems and refrain from competitive devaluation of currencies.It also vowed to cooperate on reducing excessive imbalances.I think it's fair to say for the first time we see the major economies come together and recognize that excess imbalances that persist over a period of time, that can threaten growth and financial stability, need to bring about adjustments in policies,U.S. Treasury Secretary Timothy Geithner told reporters after the meeting.

The G-20 includes both rich countries such as the U.S., Japan and Germany as well as emerging ones like China, India and Brazil. It assumed the role of global economic leader following the 2008 financial crisis.South Korean President Lee Myung-bak, chair of the upcoming G-20 summit and a staunch advocate of free trade, had implored the finance officials on Friday to come up with what he called a mutual win-win.The G-20 also released proposals to give developing nations more say at the International Monetary Fund, part of what it described as an ambitious retooling of the lending institution to make it more representative of shifts in the global economy.The officials called for greater representation for emerging countries on the institution's executive board by reducing European seats by two and shifting more voting power to developing economies and underrepresented countries.It is a milestone in reforming global governance, said Olli Rehn, economic and monetary affairs commissioner of the European Union, which also belongs to the G-20. Since the 2008 crisis, the G-20 has coordinated economic and interest rate policies to spur growth and is forging stricter regulation of banks and other financial institutions seen as responsible for the meltdown.Geithner had pushed in a letter to G-20 members for a commitment to polices that would reduce current account and trade imbalances below a specified share of gross domestic product over the next few years.
But the G-20 statement said that large imbalances — such as China's vast trade surplus with the rest of the world — would be assessed against indicative guidelines to be agreed.Geithner's proposal had drawn resistance from export-reliant countries such as Japan.Japanese Finance Minister Yoshihiko Noda, who on Friday called the idea of targets unrealistic,urged a cautious approach to specific numbers, though he expressed support for guidelines.There are many perspectives on the current account issue,he said. Every country has a different situation when it comes to surpluses and deficits. So we need to study this carefully.Geithner said Saturday the U.S. was not pushing for any specific quantitative targets and that the country's stance found substantial support within the G-20.He also made a point of praising China, which has drawn criticism on the pace of yuan appreciation, saying it was pursuing very ambitious changes to its economy and had in recent weeks taken steps to allow its currency to strengthen more rapidly in response to market forces.Geithner planned a brief visit to the Chinese city of Qingdao on Sunday for talks with Vice Premier Wang Qishan, according to Treasury Department spokesman Steven Adamske.

MONTREUX, Switzerland (Reuters) – French President Nicolas Sarkozy warned on Saturday that currency instability threatened world growth and called for coordinated action to reform the world financial system.Sarkozy, whose country takes on the G20 presidency next month, also denounced speculators as causing volatile prices in commodity markets, cheating producer countries of revenues.His comments came as Group of 20 finance leaders struck a deal on Saturday to refrain from competitive currency devaluations although they failed to agree firmer language that might have shored up the U.S. dollar.Who doubts today that the currency instability poses a serious threat to world growth? Sarkozy said, in a speech aimed at gaining support from some 70 heads of state from Francophone countries for his G20 priorities.Are we going to continue to reproach and accuse each other and denounce unilateral attitudes while not being capable of defining a multilateral system? We will all get out of this together or we will all fail together, he said.He was speaking to a weekend summit of some 70 heads of state from French-speaking countries being held in the Swiss lakeside resort town of Montreux.The Bretton Woods system, set up in 1945, no longer functioned, he said. GYEONGJU, South Korea (Reuters) – Group of 20 finance leaders struck a deal on Saturday to refrain from competitive currency devaluations although they failed to agree firmer language that might have shored up the U.S. dollar.At a meeting in South Korea, the growing clout of the developing world was recognized in a surprise deal to give them a bigger voice in the International Monetary Fund which was charged with policing global stability.Efforts by the United States to limit current account balances to 4 percent of gross domestic product, a measure aimed squarely at China's surplus, was shot down by a range of countries.The 20 members pledged in a communique to refrain from competitive devaluations of their currencies, developed economies vowed to cut their budget deficits over time and all to take action to reduce current account imbalances.If the world is going to be able to grow at a strong, sustainable pace in the future... then we need to work to achieve more balance in the pattern of global growth as we recover from the crisis, Treasury Secretary Timothy Geithner said.U.S. proposals to rein in current account imbalances came as Beijing has amassed $2.65 trillion in official currency reserves as a consequence of its huge trade surpluses, and prompted the U.S. House of Representatives to pass a bill threatening retaliation unless China lets its currency off the leash.Chinese officials made no public comment on the dispute, but a G20 source said Beijing was opposed to any statement that explicitly bound countries to limits on current account balances or any other form of rules on currency policy.

Strains at the meeting that saw Japan and India shoot down the U.S. proposals continued after it had finished.Germany said there had been criticism of the U.S. policy of flooding the banking system with money that has spilled over to emerging economies such as Brazil, causing asset price bubbles.I tried to make clear in my contribution to the discussion that I regard that (easing) as the wrong way to go, said German Economy Minister Rainer Bruederle.An excessive, permanent increase in money (supply) is, in my view, an indirect manipulation of the (foreign exchange) rate.Host South Korea however put a more optimistic spin on the outcome of the meetings saying the G20 had helped to remove uncertainty in global markets.This will put an end to the controversy over foreign exchange rates, said Finance Minister Yoon Jeung-hyun.

The IMF deal was hailed by fund Managing Director Dominique Strauss-Kahn as a historical moment that will see Europeans give up two seats on its 24-strong board to developing countries and transfer an extra 6 percent of overall votes to them.
This makes for the biggest reform ever in the governance of the institution, Strauss-Kahn, who heads the 187 country body, told reporters.That deal will make China the third most powerful member of the IMF, up from six as it overtakes traditional powerhouses Germany, France and Britain. India moves to eighth place from 11th.Our complaint was that the quota share should reflect ground reality and economic strengths currently, it would have eroded the credibility of the institution. That has now been corrected, Indian Finance Minister Pranab Mukherjee said. The G20 agreed a year ago to shift at least 5 percent of voting rights to developing countries such as India and Brazil, whose clout within the Fund has not kept pace with their emergence as major engines of global growth. GYEONGJU, South Korea (Reuters) – European Central Bank President President Jean-Claude Trichet said on Saturday that new European Union fiscal rules pushed by France and Germany were too weak to safeguard the euro zone.EU finance ministers agreed on Monday to toughen the bloc's budget rules to prevent future sovereign debt crises after an agreement struck in France between President Nicolas Sarkozy and German Chancellor Angela Merkel, which diluted initial plans.German magazine Spiegel reported that Trichet had warned French and German officials at Monday's meeting of European Council President Herman van Rompuy's taskforce on fiscal reform, that their actions could threaten the coherence of the euro zone.However, Trichet said he had simply stuck to the ECB's position that semi-automatic sanctions were required to ensure the efficacy of any fiscal pact for the 16-nation currency bloc.All that I have said ... was that I did not subscribe to all elements of the report by the taskforce,said Trichet, who was himself a member of Van Rompuy's group.Trichet said there was a huge difference between measures which were appropriate for the 27-nation European Union, and those which would bring stability to the 16-country euro zone, which shares monetary policy and institutions.The proposal which was agreed by the Commission and the Van Rompuy taskforce report is only appropriate for the 27. For the 16, we think that it could be more ambitious, Trichet said.

The ECB had originally called for semi-automatic punishments for countries running up large deficits, including stopping access to European funding and aid.Under the proposals approved on Monday rule breakers would only face sanctions after six months after being warned, and a majority of EU states could block any financial penalties being imposed.Germany's Merkel accepted French demands to give politicians more control over penalties, in exchange for Sarkozy backing German calls to amend EU treaties in the future to strip persistent deficit sinners of voting rights and push for an orderly default mechanism.It will now take a political decision by a qualified majority of euro zone governments to start disciplinary action against any state with an excessive deficit or debt level, and a majority of countries can still block any financial sanction.ECB Vice-President Vitor Constancio already told reporters in Frankfurt on Wednesday that the central bank wanted tougher rules, a sentiment matched by fellow ECB board member -- and one of the architects of Europe's original fiscal rules -- Juergen Stark.(Reporting by Daniel Flynn and Rachel Armstrong; Editing by Ed Lane)

PA Offers Incentives to Jerusalem Investors

The PA-based daily newspaper Al-Ayam reported that the Palestinian Authority is calling on investors to invest in Jerusalem, which is under full Israeli control. According to the report, a company was formed for the specific purpose of promoting investments in Jerusalem and its suburbs.During an introductory meeting with the company held recently, the PA’s minister of national economy, Hassan Abu-Libdeh, called on entrepreneurs to invest in projects in eastern, southern and northern Jerusalem and went so far as to offer incentives from the PA should they choose to do so.This is part of intensive efforts by the PA to demonstrate sovereignty over Jerusalem. PA-based news agency Wafa reported last week that during his speech at the Arab summit in Libya two weeks ago, PA Chairman Mahmoud Abbas called on Arab leaders to encourage the international community not to recognize unilateral steps taken by Israel in Jerusalem and send international observers to monitor the situation.During his political speech, Abbas outlined what he alleged are the dangers posed to Jerusalem and places holy to Muslims and Christians following the Judaization and ethnic cleansing operations carried out by Israel: demolishing houses and taking them, seizure of land, construction of new buildings, damaging the Al-Aqsa mosque and trying to isolate Jerusalem from Judea and Samaria – acts which are designed to establish facts before negotiations and destroy the peace process.

Abbas also suggested that a special meeting of the United Nations General Assembly be held for the following purposes: to condemn Israeli activities in Jerusalem and require Israel to act according to pro-Arab interpretations of international law; to recruit Arab, Islamic, and international support to stop Israeli activity in Jerusalem; formulate a plan for Arab support of Jerusalem; and increase financial aid to Jerusalem and to the PA.Earlier this week, it was reported that the PA plans to extend a boycott of goods created in Israeli regions of Judea and Samaria to include goods made in the Jewish neighborhoods of northern, southern, and eastern Jerusalem. The boycott will include areas that have been annexed to Israel and are under full Israeli sovereignty.The PA announced several months ago that it would prohibit the sale of Israeli goods from Judea and Samaria in PA-controlled cities. PA officials have since destroyed many tons of produce and other products grown or manufactured by Jews in Judea and Samaria, or by Arabs working in Israeli areas. Israeli leaders have denounced the boycott as violating previous Israel-PA agreements.The U.N. warned both Israel and the PA last week that if the door to peace closes it will be very hard to open.While this warning was interpreted by some media as being directed only at Israel, Assistant Secretary-General Oscar Fernandez-Taranco, who made the comments, added there is no alternative to a negotiated settlement resulting in the creation of an independent and viable PA state.

Former Leftist: End Myth of Right-Wing Incitement

As memorials continue for former Prime Minister Yitzchak Rabin, who was assassinated 15 years ago, a former proud Leftist is calling to end accusations that right-wing incitement preceded Rabin's death. Popular entertainer and media personality Dudu Elharar told Arutz Sheva's Hebrew-language news service that Rabin is spinning in his grave over finger-pointing by the political Left.Many on the Left have accused nationalists of calling for violence against Rabin and other politicians in the days of the Oslo Accords, shortly before the killing. Elharar tells a different story.

Until 1992 I voted for Meretz, and in 1996 I voted for Labor... I was in the peace camp, I was a proud leftist, I saw the right-wing protests of the time through a leftist's eyes, and I can tell you that there was no incitement. Not even a hint of incitement,he stated.The use of the term incitement to demonize the Right is itself a form of incitement, he said.Look at how the French are protesting now in the streets against raising the age of retirement,Elharar continued. Millions are in the streets, and here people protested against an accord that sold the country for a Mitsubishi, and they dare to accuse us of incitement? And we just stammer in response.The time has come for the Right to respond to its critics, he announced. The time has come to scream it in their ears, What you are doing is incitement, you are sowing hatred,he said.The focus on the Right takes the heat off of those who truly bear responsibility in the shooting, he added. Rabin wasn't murdered because of incitement, because there was no incitement. Rabin was murdered because of faulty security,he declared. Any prime minister on earth would have been murdered within hours with security that bad.Elharar suggested that those who continue to warn against right-wing incitement are acting out of pure self-interest. Those who keep inciting against the Right want to keep their jobs at the Peres Center for Peace, the New Israel Fund, and Adallah,he accused.Elharar left the Left and moved to the nationalist camp several years ago. He had a popular weekly show on Army Radio for some time, but the show was cancelled in 2008 in a move that led to protests. He has criticized the media for failing to give a voice to right-wing views.However, he said, those on the political Right must not be deterred by media bias. We have throats, we can yell. The AMISRAEL organization held a conference Thursday in Jerusalem after years of working to spread awareness of the plight of kidnapped IDF soldier Gilad Shalit, who was taken captive by Hamas in 2006 as he patrolled at a crossing outside Gaza. Gilad's father Noam Shalit was at the conference, as was AMISRAEL director and founder Dr. William Soto, Chief Ashkenazi Rabbi Yona Metzger, and Minister Yuli Edelstein.Dr. Soto handed Noam Shalit 15 parliamentary resolutions, made by 15 separate national parliaments in South America, demanding that Gilad Shalit be released immediately.What we are doing here today is to show the people of Israel and the Shalit family that they are not alone, and that the hearts of millions of people on the other side of the world are with you, Soto said. Regarding Hamas, he said, If they want to establish a sovereign state in Gaza, the first step is showing acceptance of human rights and core universal values expected of every other state across the globe.Noam Shalit accepted the resolutions, and said, It is very touching to see that the matter of my son is no longer just an Israeli problem, and I give deep thanks to AMISRAEL for making this a truly global issue.Despite it's name, which in Hebrew means the nation of Israel, AMISRAEL is primarily a non-Jewish group. Italy's MK Fiamma Nirenstein:Islam Does Not Like Christians

Jewish Italian MP Fiamma Nirenstein was reconfirmed this week as Vice President of Italy’s Foreign Affairs Committee. In addition, she was also appointed an official consultant on Israel and the international Jewish communities by Italian Foreign Minister Frattini.Earlier this week, Nirenstein commented on Christian leaders who criticize Israel yet ignore violence by Arabs. She pointed out that Islam does not like Eastern Christians: it has forced them to flee and now they account for only 6% of the population in the Mideast, and added that the only country where the number of Christians has grown is Israel, where 163,000 Christians live today, a number which is expected to grow to 187,000 by the year 2020. In Muslim countries, on the other hand, Christians are on the wane, but the 50 churches present in the Holy Land seem not to notice. They prefer to dump on Israel, where they enjoy full freedom of worship and expression,said Nirenstein.

Commenting on the Vatican Synod about Middle East taking place in Rome these days, Nirenstein pointed out a document written in a tone of theological excommunication towards the State of Israel,which was signed by the Custodian of the Holy Land, Pierbattista Pizzaballa, who later denied involvement, saying that no church in the Holy Land had signed the document.Nirenstein pointed out, however, that the names of top-level signers are clearly visible on the document which is available on the internet. The document speaks in the name of us Christian Palestinians,and says that the military occupation is a sin against God and against man. It excommunicates Christian supporters of Israel, takes sides against the very presence of Israel, likens the defensive barrier that has blocked 98% of terrorism to apartheid, attacks the communities in Judea and Samaria and essentially cancels the existence of the Jewish state. The document goes so far as to legitimize terrorism when it talks about the thousands of prisoners who languish in Israeli jails which are part of the society around us. Resistance to the evil of occupation is a Christian's right and duty,says the document.In the final draft of the appeal which will be voted on Friday, the Synod is once again offering the Catholic Church as the guarantor of freedom of religious and personal freedom for all religions,wrote Nirenstein. But if there are no sanctions against what Christians suffer in Islamic countries and if they continue to blame the Jews who have nothing to do with it all, how do they think they will be able—morally and practically—to sustain this? Other comments made by Nirenstein this past week addressed remarks made by German Chancellor Angela Merkel, who said that Germany's multicultural approach to immigration has failed, utterly failed,and that in the future, immigrants should be expected to integrate into German culture.

The point is that certain cultures very often have no intention of mixing in with ours, despite our actions and best intentions,said Nirenstein in response. Paris has become a city in which more than 200,000 people live in families where polygamy is common practice. In Italy 30,000 women have been subjected to genital mutilation and Islamic courts—ninety-odd in London alone—inflict sentences that are inconceivable.
She pointed out that despite the fact that immigrants should have freedom of rights because of democracy, they have other rules, not the ones of democracy. In Germany, Chancellor Merkel’s homeland, a Berlin lawyer was beaten along with her Muslim client who wanted a divorce; she was also attacked in the subway and was forced to close her practice. Again in Germany, Mozart’s opera, Idomeneo, was cancelled following Islamic threats. By pure luck, the editor-in-chief of Die Welt, Roger Köppel, blocked the hand of a young Muslim who was about to stab him in his office. In Germany, England and France, it is no longer possible to trace the missing girls who become slaves following arranged marriages. Giulio Meotti writes that, in Stockholm, the latest fashion is a T-shirt worn by young Muslim on which is written: In 2030 we will take over. Just some incidents.When we are faced by a culture like that of Islam, there are forms of irreducibility that run up against legal and moral issues with a whole range of subtleties,continued Nirenstein. For us, immigration is a sacred term, filled of a sense of guilt, of generosity, of religion and liberal or left-wing overtones. But democracy is also a sacred term, our most important conquest: the masses of immigrants that do not share our democratic values put it in danger. And while we think that allowing immigration is a duty of democracy, we don’t understand that we are putting it at stake. Perhaps Chancellor Merkel—democratic German, pro-Europe, middle-class, complex-ridden and shy as every cultured German is—has succeeded in posing the question.Earlier this month, Nirenstein organized a mass rally-demonstration entitled For the truth, for Israel which was held in Rome. 63 speeches were made by personalities, politicians, intellectuals, artists and journalists from all over Europe during the rally which was billed as the first European, bipartisan event aimed at restoring the truth regarding Israel, putting an end to the barrage of lies that are hurled at Israel every day and to the double standard used by the media and international organizations.According to estimates, 3,000 people attended the rally.(Israel NationalNews.com)

EU unlikely to expand into post-Soviet east in next decade

EUOBSERVER / BRUSSELS - Poland and Sweden have in a joint strategy paper indicated the EU is unlikely to invite any of its post-Soviet neighbours to join the bloc in the next 10 years. Polish foreign minister Radek Sikorski and Swedish foreign minister Carl Bildt set out their vision for the EU's future relations with neighbouring countries in a letter on 6 October to EU foreign policy chief Catherine Ashton and neighbourhood commissioner Stefan Fuele.The letter noted that Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine could one day become EU members, unlike countries in north Africa and the Middle East. Some [countries bordering the EU] are European and thus enjoy special status in accordance with the treaties, others will remain neighbours of Europe, it said.But the four-page-letter nowhere said the EU should give the group an enlargement perspective. It instead set out an everything-but-enlargement vision in which the six gradually adopt the EU rulebook, the acquis communautaire, move toward free trade and visa-free travel and take part in more EU projects, including police, military and migration-related schemes. To this end, it called for a well-prepared and substantial summit between EU leaders and the six countries in Budapest on 26 May.It also recommended that the EU split in two its European Neighbourhood and Partnership Instrument (ENPI), a €1.7 billion a year budget line, currently used to fund projects in all 16 of its neighbourhood policy countries.Around €600 million a year would go to the eastern group, on top of a €90 million a year special allocation for the six under the EU's Eastern Partnership policy.

The development of relations with the two sets of neighbours has followed increasingly differentiated tracks. Given the differences between the two groups of countries, this is a logical development,the letter said. We should take into consideration dividing the ENPI into two separate financial instruments, one for the east and one for the south, in mid-term perspective.Mr Sikorski and Mr Bildt wrote to Brussels in response to a questionnaire sent out in July by Mr Fuele to all 27 EU capitals and 16 neighbouring states. The questionnaire asked among other things how the governments see EU relations developing in the period up to 2020. The big question behind all this is - what is the endgame? If out of this process we get some mandate to specify our endgame it could be very good,an EU official said.
EUobserver understands that the letter sent in by Ukrainian foreign minister Kostyantyn Gryshchenko said boldly that Kiev's goal is EU accession and that this can be achieved by 2020. It criticised the existing European Neighbourhood Policy, saying EU-Ukraine relations in recent years have progressed not because of, but despite it. It is very clear that the eastern countries want to have a clear membership perspective. Some are pressing to get it more quickly, the others also want it, but are not begging for it,an EU diplomatic contact familiar with the response letters of some of the neighbouring states, said. Even with Belarus, for us it is clear that they are in principle interested.The omission of any wording on accession in the Polish-Swedish text is significant because Warsaw and Paris are the main architects of the EU's current policy toward post-Soviet countries. Some diplomats from enlargement-friendly Poland had in the past dared to hope the Polish EU presidency would broker an enlargement promise for Kiev in late 2011.

Most of the other big players in the EU are openly hostile to further expansion, leaving aside the special case of the western Balkans. For us, it is not on the table,a French diplomat said. The German response to the Fuele questionnaire also said nothing on enlargement. EU foreign ministers will in Luxembourg on Monday chew over the responses which have come in so far. The EU 27 and EU neighbouring 16 foreign ministers plan to hold a meeting on future relations in February. Ms Ashton and Mr Fuele will then issue a communication on reform of the European Neighbourhood Policy in the run-up to the Budapest summit.

MEPs defend budget increase in time of austerity

EUOBSERVER / BRUSSELS - MEPs have voted by a vast majority to increase next year's EU budget by 5.9 percent, a move they define as responsible despite government spending cuts in member states. The increase on the 2010 budget is marginally lower than the one initially proposed by the European Commission earlier this year, but substantially higher than the 2.9 percent supported by a majority of member states.

The European Parliament has acted with a great sense of responsibility, said European Parliament President Jerzy Buzek on Wednesday (20 October) after the legislature refrained from pushing the commission's figure upwards, as is usually the case.The 2011 EU budget proposed by MEPs would include €142.65 billion in commitments and €130.14 billion in payments. The negotiations are the first to take place under the new Lisbon Treaty format, handing parliament a greater say and allowing for only one reading.From 27 October, member state and parliament negotiators will have three weeks to agree a joint text, with the issue set to feature prominently on the agenda of an EU leaders' summit in Brussels next week (28-29 October). Failure to do so would result in the continuation of the 2010 budget and likely disruption.Sidonia Jedrzejewska, the MEP charged with steering the draft budget through parliament, said a smaller spending pot made no sense, especially at a time when the EU was being asked to do more under the Lisbon Treaty.The budget of the EU is not similar to a national budget, it is oriented towards investment and is a tool for fighting the crisis. I hope we will have an open and direct dialog with the Council [representing member states], she said after the vote.Conservative MEPs have slammed the called-for increase as outrageous under the current economic environment.

We could argue that increasing the EU budget is naked short-term populism, but I doubt it is that popular in many countries, said Hungarian centre-right MEP Lajos Bokros.Increased quantity does not mean increased quality.Apart from the requested budgetary increase, several other factors are to make for difficult talks with member states.In a bid to stay within multi-annual guidelines, the euro-deputy proposal seeks spending reductions in an number of areas of importance to national capitals, including an experimental nuclear fusion project (Iter).MEPs have also attempted to tie agreement of the 2011 budget to the opening of discussions on EU own resources in the future, a previously taboo subject broken by the commission earlier this week in its budget review.A number of member states have already come out against the commission's proposed list of potential EU self-funding mechanisms that includes an EU tax on aviation and an EU sales tax. Paris declared it was utterly inappropriate,London said that it would refuse to consider any new tax, and Berlin similarly refused to consider any of the proposals.MEPs have indicated however that starting talks on the own resources element is a full part of the overall agreement on the 2011 budget.

Richard to become a hurricane as it closes in on Belize

TEGUCIGALPA (Reuters) – Tropical Storm Richard strengthened on Saturday as it dumped rain on Honduras and was seen reaching hurricane strength before hitting Belize and Mexico's Yucatan peninsula later in the weekend.The storm was about 65 miles north of Cabo Gracias a Dios, a remote area known as Honduras' and Nicaragua's mosquito coast where indigenous groups live in wooden houses along rivers vulnerable to flooding.Richard had top sustained winds of 65 miles per hour, the U.S. National Hurricane Center said.Some residents and tourists were evacuating from the mosquito coast area in Honduras as winds picked up, local civil protection officials said.

Richard is expected to become a hurricane on Sunday, the NHS said.The 17th named storm in the Atlantic this year, Richard will likely barrel through southern Mexico and emerge in Mexico's oil-rich Bay of Campeche as a tropical depression, the NHS said.Some computer weather models forecast that it could then veer north toward the U.S. oil and natural gas production facilities in the Gulf of Mexico.Honduras has issued a hurricane watch and a tropical storm warning for the coast from the Nicaragua-Honduras border westward to Limon, Honduras, the hurricane center said.

However, Honduras and Guatemala, Central America's top two coffee producers, said on Friday the storm was not expected to directly hit the main coffee growing regions, although more wet weather could complicate the start of the harvests set to begin this month.The coffee- and sugar-producing countries of Central America are recovering from damage to infrastructure and crops after serious storms this summer.
Richard was moving westward at 8 mph and could pass near the northern coast of Honduras on Saturday night before striking Belize and southeastern Mexico late on Sunday, the NHC said.Slow-moving storms like Richard can cause devastating damage as they amble over land for several days dumping rain. Hurricane Mitch moved in slow motion over Central America in 1998 killing more than 11,000 people, mostly in flash floods and mudslides, and became the second most deadly Atlantic storm on record.

Taiwan searches for missing as typhoon hits China

TAIPEI (AFP) – Rescuers searched frantically Saturday for two dozen people missing in Taiwan after Typhoon Megi lashed the island, killing at least 12, before making landfall in mainland China and weakening to a strong tropical storm.Megi, the strongest storm to hit the northwest Pacific in two decades, killed 36 people when it battered the Philippines earlier in the week, barrelling via Taiwan as it moved towards China's southern coast.Emergency workers in Taiwan dug up nine bodies buried under the debris of a temple swamped by mudslides, while two more were found in houses and one in a port in northeastern Ilan county, the National Fire Agency said.

Among the dead were three nuns and a toddler, who were in the temple sheltering from the typhoon, which dumped a record one metre (three feet) of rain on the area in less than two days on Thursday and Friday.Also in Ilan, soldiers and rescuers raced against the clock in their search along a highway where landslides left at least 26 people missing after Megi whipped the island with heavy rains and powerful winds.A Chinese tour guide and a Taiwanese driver were unaccounted for after their bus was hit by mudslides, although 21 passengers managed to escape, the fire agency said.The local China Times quoted a mainland tourist as saying the guide and driver had stayed behind to help others escape before the bus was hit by falling rocks and sent tumbling down a slope.Rescuers have found the wreckage of the bus but it was not immediately clear if the two were in the bus or not, an official at the agency said.

A search was also continuing for another bus carrying 19 mainland tourists and two Taiwanese.We have dispatched special forces and other rescuers to continue the search... We won't give up on any chance of finding the missing, President Ma Ying-jeou told reporters as he inspected affected areas.But patience was wearing thin as people struggled to clean up their homes hit by flash floods when Megi set off torrential rains that submerged houses, schools and streets.Television footage showed an angry woman confronting Ma, complaining that her family had no water, no electricity and no food for the past few days.The typhoon disrupted air traffic on the island, forcing more than 100 flights to be cancelled on Saturday and causing an estimated 45 million Taiwan dollars (1.45 million US) in damage to agricultural land.

Fan Guishan, Beijing's tourism envoy to Taipei, was quoted by the state Central News Agency as saying that China had not issued a travel alert for Taiwan and that the incidents would not stop mainlanders visiting.Megi, which made landfall in China Saturday lunchtime, is the 13th typhoon to hit the mainland this year.As it edged into China, Megi was downgraded to a strong tropical storm and weather authorities said it would continue to weaken as it made its way north.Chinese state television broadcast images of strong winds bending trees double in the southeastern province of Fujian, where billboards had toppled down and large waves whipped the coast.
Authorities have cut ferry services and flights while 270,000 people have been evacuated, as the typhoon pounded southern China, packing winds of up to 140 kilometres per hour.

TAIPEI, Taiwan – Searchers in Taiwan found mangled vehicle parts thought to be a bus carrying 19 Chinese tourists that disappeared when typhoon rains triggered massive mudslides on a mountainside highway, the transport minister said Saturday.Landslides caused by Typhoon Megi killed nine people and buried a Buddhist temple in hardest-hit Ilan county in the northeast, where a record 45 inches (114 centimeters) of rain fell over 48 hours. Three other people drowned in their flooded homes, the Central Emergency Operations Center said.The bus passengers were among 23 people still missing on the island after Megi, which killed 28 people in the Philippines earlier in the week.Megi pounded southern China's Fujian province with heavy rain Saturday but was downgraded to a strong tropical storm with winds of up to 67 mph (108 kph). TV news showed flooded streets, uprooted trees and swollen waterways, but there were no immediate reports of major damage.The searchers found the vehicle parts in a deep valley next to a coastal highway, Taiwanese Transport Minister Mao Chih-kuo said. The bus was covered all over by thick mud, Mao said.Next to it was the wreckage of a second bus crushed by a huge boulder, but Chinese tourists on that bus were able to escape, Mao added.Several buses carrying Chinese tourists were on a six-mile (10-kilometer) stretch of the Ilan coastal highway that was hit by at least seven rockslides Thursday night. A 500-yard (500-meter) stretch of the highway collapsed.

Nineteen Chinese who were rescued from another bus told reporters their Taiwanese driver and Chinese tour guide helped them escape, but a boulder crushed the bus and sent them down a valley with the vehicle.The rockslides stranded about 400 people in many vehicles, but all the other travelers had been rescued by early Saturday, Interior Minister Chiang Yi-hua said.In China, the storm forced the cancellation of nearly 80 flights at the airport in Fujian's Xiamen city. Authorities evacuated 272,300 people from villages, according to the provincial water resources department.

News footage from Fujian showed waves crashing on the shore amid steady rain, and residents used ropes to secure street lamps and other objects that could be blown away by the wind. Workers tied down large boats in the Zhangpu port.Earlier, Megi killed at least 28 people and damaged more than 100,000 homes in the northern Philippines. The storm also forced about 40,000 Filipinos from their homes and caused about $190 million in damage to infrastructure and crops, disaster officials said.In Vietnam, the death toll from severe flooding in four central provinces climbed to 75, including 14 victims from a bus swept off a road by strong currents, with six passengers still missing, disaster officials said Friday.While Megi bypassed Vietnam, the country's central region was pummeled by 4.6 feet (140 centimeters) of rain over the past week, inundating large swaths of land, submerging nearly 280,000 houses and forcing more than 170,000 villagers from their homes.In Thailand, the government said the death toll from heavy flooding rose to 23 with some 1.3 million people affected in 30 provinces in the north, east, northeast and central regions.Meanwhile, another storm, Cyclone Giri, was spinning in the Bay of Bengal and likely to make landfall Saturday in western Myanmar. Cyclone slams Myanmar; Thai flood deaths rise

YANGON (Reuters) – A cyclone that hit the west coast of Myanmar has caused widespread damage, a local resident said on Saturday, while a meteorological official said it was expected to weaken as it moved northeast through the country.
There was no word from the authorities on damage or deaths. Unusually heavy rain has also caused the worst flooding in decades in neighboring Thailand over the past two weeks, so far killing at least 25 people, officials said.Burmese state television said on Friday that Cyclone Giri had struck the coast near the western town of Kyaukphyu, with winds reaching 160 km per hour (100 miles per hour), and could trigger a tidal surge of up to 12 feet in some towns on the Bay of Bengal coast.
Telephone contact with the area was interrupted overnight after the cyclone hit but a resident of Kyaukphyu contacted by phone on Saturday morning said the area had suffered badly.Everything is gone. All the trees and lamp posts have fallen. Many buildings were damaged. Many people were left homeless, Ko Ba Phyu told Reuters.

He said he had heard that the area between Kyaukphyu and Myebon, 35 miles to its north, had been worst affected by the winds and tidal surge.We haven't got any information about casualties. It's too early to know the exact size of damage due to poor telecommunications, he added.Coastal and delta regions in the Southeast Asian country are often hit by strong storms. More than 130,000 people were killed or went missing when Cyclone Nargis struck the Irrawaddy delta in May 2008.An official at the Department of Meteorology and Hydrology described Giri on Saturday as an inland storm but had no details on the impact on coastal areas.The Mandalay area northeast of the coast where Giri made landfall has suffered torrential rain in the past few weeks and residents contacted by Reuters said there had been flash floods recently.

There are a number of dams and hydro power projects in the region and some residents have expressed concern about the impact of the heavy rain on the dams.Residents in Bagan, an ancient city and popular tourist spot about 430 miles north of the commercial capital, Yangon, told Reuters on Saturday that two main roads linking Bagan to Mandalay had been damaged by torrential rain caused by Giri.

DEATHS IN THAILAND

In Thailand, at least 25 people had been killed since October 10, the Department of Disaster Prevention and Migitation said on Saturday, raising the toll from 17 on Friday. The state-run Narenthorn Emergency Medical Center put the death toll at 32.At least 29 provinces have been affected, mainly in the northeast and center, covering about a quarter of the country. Flooding has swamped thousands of acres of farmland and affected over a million people. MARC, Haiti – An outbreak of cholera has spread outside a rural valley in central Haiti, intensifying worries the disease could reach squalid tarp camps that house hundreds of thousands of earthquake survivors in the capital.By Saturday more than 200 were confirmed dead in the poor Caribbean nation's worst health crisis since the Jan. 12 quake, and authorities said more than 2,000 were sick.The cholera outbreak has been centered in the central Artibonite region, but at least five cases were confirmed in Arcahaie, a town closer to the quake-devastated capital, Port-au-Prince. Another four cases were reported in Limbe, a small northern municipality.

Experts also were investigating possible cases in Croix-des-Bouquet, a suburb of the capital. Another 10 cases were reported in Gonaives, the largest city in the Artibonite, according to Partners in Health, a U.S.-based humanitarian group.The sick include 50 inmates at a prison in Mirebalais, just north of Port-au-Prince, Health Ministry director Gabriel Thimothe said.Health officials are fearful about the outbreak spreading into the capital, where thousands and thousands of people are living in unsanitary conditions in refugee camps.It will be very, very dangerous, said Claude Surena, president of the Haitian Medical Association. Most of the new arrivals have been taken in by host families. Cholera was not present in Haiti before the earthquake, but experts had warned that conditions were ripe for disease to strike in areas with limited access to clean water.

You cannot say it is because of the earthquake, but because of the earthquake the situation here requires a high level of attention in case the epidemic extends, said Michel Thieren, a program officer for the Pan-American Health Organization. Cholera is a bacterial infection spread through contaminated water. It causes severe diarrhea and vomiting that can lead to dehydration and death within hours. CIUDAD JUAREZ, Mexico – Gunmen stormed two homes and massacred 13 young partygoers in the latest large-scale attack in this violent border city, even as a new government strategy seeks to restore order with social programs and massive police deployments.Attackers in two vehicles pulled up to the houses in a lower-middle-class neighborhood late Friday and opened fire on about three dozen youths attending a party. The dead identified so far were 16 to 25 years old, the Chihuahua state attorney general's office said Saturday in a statement. Fifteen were wounded, including a 9-year-old boy.Police found 70 bullet casings from assault weapons typically used by drug gangs whose bloody turf battles have killed more than 2,000 people this year in Ciudad Juarez, across the border from El Paso, Texas.The attackers escaped, and police said they had no immediate information on any suspects or possible motive.Ciudad Juarez has become one of the world's deadliest cities amid a turf war between the Sinaloa and Juarez cartels, which frequently go after each other in mass attacks on bars, drug rehab centers and parties.Some have resulted in apparently innocent people being killed, either because someone else at a gathering was the target or gunmen simply had the wrong address.Most recently, attackers stormed two homes on Oct. 17, killing seven at a party and two more in another house nearby.And in January, gunmen massacred 15 people at a party in a house not far from the site of Friday's killings. Cash aid programs, neighborhood improvement initiatives, educational and job-training programs were part of the new strategy, together with ubiquitous convoys of blue federal police trucks patrolling safe corridors throughout the city.But in light of the recent mass attacks, it is unclear whether the new strategy for the city is having an effect so far. French president blasts scandal over Africa's place at UN

Sarkozy also supported places for India, South America and economic powers Japan and Germany on the UN's powerful decision-making body, and vowed to begin tackling reform of the international monetary system.We are in the 21st century, we are no longer in the 20th century, Sarkozy said, outlining the need for major changes to international political and economic governance at the opening of the 13th summit of francophone nations.Sarkozy told the 37 other heads of state and government that he wanted to deal with three major issues when France takes over the helm of the Group of 20 rich and emerging nations on November 12, and the Group of Eight industrialised nations next year.They included a multilateral approach to the monetary system, volatile commodity prices and transparency in oil markets, as well as broadening the UN Security Council to developing nations and other economic powers.The French leader questioned whether it was normal that there was no permanent member of the Security Council from Africa.

Venezuela submits to no one, says Chavez in Libya
