Al-Qaeda terror mastermind Anwar Al-Awlaki, the man who helped plot the aborted Christmas Day bombing, the Fort Hood shooting, the Times Square bombing attempt, and who also preached to the alleged September 11 hijackers, dined at the Pentagon just months after 9/11 documents obtained by Fox News show.American-born cleric Awlaki’s role as a key figure in almost every recent terror plot targeting the United States and Canada, coupled with his visit to the Pentagon, only confirms our long stated position that Awlaki is a chief terrorist patsy-handler for the CIA – he is the federal government’s premier false flag agent.Documents exclusively obtained by Fox News, including an FBI interview conducted after the Fort Hood shooting in November 2009, state that Awlaki was taken to the Pentagon as part of the military’s outreach to the Muslim community in the immediate aftermath of the attacks, states the report.

Awlaki was vetted before he was invited to attend a luncheon at the Pentagon in the secretary of the Army’s Office of Government Counsel. His appearance at the meeting was deliberately engineered despite Awlaki’s ties to three of the alleged 9/11 hijackers – Nawaf al-Hazmi, Khalid al-Mihdhar and Hani Hanjour – who were identified as the suicide pilots that slammed Flight 77 into the Pentagon.Following the Fort Hood shooting it was also revealed that shooter Major Nidal Malik Hasan had been in contact with Awlaki before the rampage. Awlaki preached to both Hasan and the 9/11 hijackers at the Dar al-Hijrah mosque in Falls Church, Virginia in 2001.Awlaki also met with Christmas Day underwear bomber Umar Farouk Abdulmutallab and acted as the middle-man between the young Nigerian and the bombmaker. As we have thoroughly documented, the Delta Flight 253 incident was staged from start to finish. The US State Department allowed Abdulmutallab to board the plane, aided by a well-dressed Indian man, despite the fact that he was on a terror watch list and had no passport.

TEHRAN, Iran – The leaders of Iran and Venezuela hailed what they called their strong strategic relationship on Wednesday, saying they are united in efforts to establish a new world order that will eliminate Western dominance over global affairs.Iranian President Mahmoud Ahmadinejad and visiting Venezuelan counterpart, Hugo Chavez, watched as officials from both countries signed 11 agreements promoting cooperation in areas including oil, natural gas, textiles, trade and public housing.

Among the agreements, Venezuela's state oil company Petroleos de Venezuela SA said the South American country was forming a joint shipping venture with Iran to aid in delivering Venezuelan crude oil to Europe and Asia. It said in a statement that the agreement for a joint venture also would help supply Iran due to its limited refining capacity.Both presidents denounced U.S. imperialism and said their opponents will not be able to impede cooperation between Iran and Venezuela.Iran's state TV quoted both Ahmadinejad and Chavez as calling their relationship a strategic alliance that would eliminate the current global order.Iran and Venezuela are united to establish a new world order based on humanity and justice, Ahmadinejad said, repeating his predictions that those who today seek world domination are on the verge of collapse.Chavez said this is a time of great threats that make its necessary to swiftly consolidate strategic alliances in political, economic, technological, energy and social areas,according to the state-run Venezuelan News Agency.Details of the latest accords were not released, and Chavez said some agreements went beyond those put on paper. KARMEI TZUR, West Bank – Israeli settlers have begun building new homes at an extraordinary pace since the government lifted its moratorium on West Bank housing starts — almost 550 in three weeks, more than four times faster than the last two years.And many homes are going up in areas that under practically any peace scenario would become part of a Palestinian state, a trend that could doom U.S.-brokered peace talks.According to an Associated Press count, ground has been broken on 544 new West Bank homes since Sept. 26, when Israel lifted its 10-month freeze on most new settlement building.The survey, while not comprehensive, marks the most extensive effort yet to quantify the construction. It was based on visits to 16 of the West Bank's more than 120 settlements as well as phone calls to more than four dozen settlements and interviews with construction workers and mayors.This figure is alarming and is another indicator that Israel is not serious about the peace process, which is supposed to be about ending the occupation,said Ghassan Khatib, spokesman for Palestinian President Mahmoud Abbas' self-rule government in the West Bank.Israeli Prime Minister Benjamin Netanyahu has played down the new construction, saying it has no real effect on the map of a possible (peace) agreement.However, the renewed settlement construction has jeopardized peace talks relaunched only last month, with the Palestinians threatening to walk away if the freeze is not extended. And it could make the daunting task of partitioning the land even more difficult.

The building spurt of the past three weeks compares to average annual housing starts of about 2,000 in recent years, including just under 1,900 in 2009 and just over 2,100 in 2008, according to government figures. That is a rate of about 115 in three weeks, making the current pace more than four times faster.The actual number is likely higher. When officials provided a range, the AP used the lowest figure. And it did not include 133 apartments a contractor said he was building in three settlements, because he did not say how many were already started.The Israeli settlement watchdog Peace Now estimates there have been more than 600 housing starts and plans to release its own detailed report next week.Much of the building activity witnessed by the AP involved leveling ground, and some settler leaders argue it is premature to define that as housing starts.Asked about the AP count, a spokeswoman for the settler group Yesha Council said: I prefer not to get into the numbers game because it's misleading.About two-thirds of post-freeze work is preliminary and could be halted if the freeze is renewed, said the spokeswoman, Aliza Herbst.Still, the scale of the construction is likely to harden Palestinian demands that a settlement freeze be reimposed as a condition for proceeding with the talks. A woman answering the phone at the settlement's main office said 56 new apartments were being built.A drive through Kiryat Arba, home to more than 7,000 Israelis, revealed two construction sites, for a total of at least 22 apartments, according to Palestinian laborers. And in the settlement of Revava, bulldozers were seen leveling ground along a slope. A contractor at the site said his company is building 83 apartments there.In Kiryat Arba, Revava and many other settlements visited by the AP, officials declined comment on construction. In two places, armed guards denied reporters entry.

SINGAPORE (Reuters) – Asian stocks pared early losses on Wednesday as markets recovered from an initial shock to China's first rate rise in nearly three years that had investors fretting it may be embarking on a policy tightening cycle.European shares are expected to open lower, with futures for the STOXX Europe 50, for Germany's DAX and for France's CAC down 0.2-0.4 percent.The dollar dipped against a basket of currencies, trimming gains it made after the surprise rate hike by China spurred the market to lower risk exposure, while commodity prices steadied after falling sharply on Tuesday.China's tightening came as a shock, but the country's intention doesn't seem to be a cooling of its economy, Instead it has moved to prevent bubbles from bursting. It's rather natural, if you look at it in the longer term, said Tomomi Yamashita, senior fund manager at Shinkin Asset Management in Tokyo.Financial markets are still supported by expectations of further easing by the United States, with ample liquidity helping assets such as bonds and commodities. The focus from now on is whether these money flows will change course.

Some analysts said the market's reaction the previous day was overblown, and with the Federal Reserve set to ease monetary policy further as early as next month, any dollar rebound would be short-lived.What I think will be short-lived is the weakness in Asian and commodity currencies in particular, said Greg Gibbs, a strategist at RBS in Sydney.I don't think the hike in China is too significant in terms of actually slowing down growth there. India says Doha talks make progress

GENEVA (Reuters) – India's Trade minister Anand Sharma added his voice on Wednesday to comments that the long-stalled Doha talks to free up world trade are again showing signs of life.But Sharma said India would not reopen what had been agreed, and any deal must help developing countries by making farm trade fairer -- apparently rejecting U.S. calls for a shake-up of what is on the table so far.Sharma was speaking after a visit to assess the state of the negotiations in Geneva, where ambassadors at the World Trade Organization have been brainstorming in small groups in recent weeks to seek new areas of agreement in the deadlocked talks.We are very happy that there has been some progress, where in addition to processes the substance is being discussed, Sharma told a news conference.He said he could see a shared interest in bringing the talks to a conclusion to help boost the world economy.He said there was now an expectation that leaders of the G20 would provide a clear declaration of political intent at their summit in Seoul next month about the need to reach a deal.The talks were launched in late 2001 to free up global commerce and help poor countries prosper through trade, but have been deadlocked for over two years, largely on differences between the United States and big emerging economies like India, China and Brazil over the extent they should open up.Sharma said the past nine years of talks had achieved a balance between agriculture and industrial goods.That runs counter to calls from Washington for richer developing countries to do more to open up their markets for industrial goods in return for the cuts in trade-distorting farm subsidies that the United States is expected to make.

WASHINGTON – Astronomers believe they've found the oldest thing they've ever seen in the universe: It's a galaxy far, far away from a time long, long ago.Hidden in a Hubble Space Telescope photo released earlier this year is a small smudge of light that European astronomers now calculate is a galaxy from 13.1 billion years ago. That's a time when the universe was very young, just shy of 600 million years old. That would make it the earliest and most distant galaxy seen so far.By now the galaxy is so ancient it probably doesn't exist in its earlier form and has already merged into bigger neighbors, said Matthew Lehnert of the Paris Observatory, lead author of the study published online Wednesday in the journal Nature.We're looking at the universe when it was a 20th of its current age, said California Institute of Technology astronomy professor Richard Ellis, who wasn't part of the discovery team. In human terms, we're looking at a 4-year-old boy in the life span of an adult.While Ellis finds the basis for the study pretty good, there have been other claims about the age of distant space objects that have not held up to scrutiny. And some experts have questions about this one. But even the skeptics praised the study as important and interesting.The European astronomers calculated the age after 16 hours of observations from a telescope in Chile that looked at light signatures of cooling hydrogen gas.Earlier this year, astronomers had made a general estimate of 600 to 800 million years after the Big Bang for the most distant fuzzy points of light in the Hubble photograph, which was presented at an astronomy meeting back in January.

In the new study, researchers focused on a single galaxy in their analysis of hydrogen's light signature, further pinpointing the age. Garth Illingworth of the University of California, Santa Cruz, who was the scientist behind the Hubble image, said it provides confirmation for the age using a different method, something he called amazing for such faint objects.The new galaxy doesn't have a name — just a series of letters and numbers. So Lehnert said he and colleagues have called it the high red-shift blob. Because it takes so long for the light to travel such a vast time and distance, astronomers are seeing what the galaxy looked like 13.1 billion years ago at a time when it was quite young — maybe even as young as 100 million years old — Lehnert said. It has very little of the carbon or metal that we see in more mature stars and is full of young, blue massive stars, he said.What's most interesting to astronomers is that this finding fits with theories about when the first stars and galaxies were born. This galaxy would have formed not too soon after them.We're looking almost to the edge, almost within 100 million years of seeing the very first objects, Ellis said. Bank of Canada cautious over future rate hikes

OTTAWA (Reuters) – The Bank of Canada said on Wednesday it would have to consider any further rate hikes carefully, given the patchy global recovery, a weak U.S. outlook and expected curbs on Canadian growth.The central bank, which held its benchmark rate steady at 1.0 percent on Tuesday after three consecutive increases, said in its latest Monetary Policy Report that there was still considerable monetary stimulus in place.At this time of transition in the global recovery, with a weaker U.S. outlook, constraints beginning to moderate growth in emerging-market economies, and domestic considerations that are expected to slow consumption and housing activity in Canada, any further reduction in monetary policy stimulus would need to be carefully considered, it said.The language on factors affecting future rate hikes was identical to that in the rate statement issued on Tuesday.The market is split over when the bank will next raise rates. Five of Canada's 12 primary dealers expect the bank to have raised rates at least once by March of next year, while one major research firm feels the next hike will not be until the end of 2011.The central bank, which says the Canadian recovery will be weaker than it forecast in July, cut its forecast for annualized growth in the third quarter of 2010 to a tepid 1.6 percent from the 2.8 percent it had predicted in July.It also cut quarterly forecasts for the subsequent four quarters, predicting greater-than-expected growth would only start in the fourth quarter of 2011. The economy was running below capacity and should return to full capacity by the end of 2012.

JERUSALEM – Israel on Wednesday marked 15 years since Prime Minister Yitzhak Rabin was assassinated by an Israeli extremist who opposed his concessions for peace with the Palestinians.At ceremonies around the country, speakers assessed Rabin's legacy, and many warned that the incitement to violence that preceded his assassination has not disappeared.In 1995, Israel was in the midst of a peace process that aimed to create a Palestinian state in much of the West Bank, Gaza and east Jerusalem. The process, which began with secret negotiations in Oslo, Norway in 1993, broke down in violence in 2000, and many Israelis now believe it was a mistake.Rabin was shot dead on Nov. 4, 1995. TEHRAN, Iran – Iran said Wednesday it has almost doubled its stockpile of uranium that the country began enriching to higher levels earlier this year in defiance of U.N. demands to halt the program.Nuclear chief Vice President Ali Akbar Salehi said Iran now has 30 kilograms, or about 66 pounds, of uranium enriched to 20 percent — almost twice the amount reported in June.The 20 percent level is enough to produce fuel for a medical research reactor but far below the more than 90 percent enriched uranium required to build fissile material for nuclear warheads.However, U.S. officials have expressed concern Iran may be moving closer to the ability to reach weapons-grade level.Iran's refusal to stop enriching uranium lies at the heart of its dispute with the West over Tehran's nuclear program. Iran insists on its right under the Nuclear Nonproliferation Treaty to enrich uranium and produce nuclear fuel, and has vowed never to give up the program.The United States and some of its allies accuse Iran of using its civilian nuclear program as a cover to develop atomic weapons. Chavez signs major energy deals with Iran

S.Africa draws on past to boost Palestinian reconciliation

RAMALLAH, Palestinian Territories (AFP) – South Africa has launched a new initiative aimed at encouraging Palestinian reconciliation by sharing its experience in overcoming Apartheid, officials said on Wednesday.Pretoria's representative to the Palestinian Authority Ted Pekane announced the initiative, which will be carried out by Alex Boraine, the former deputy head of the country's Truth and Reconciliation Commission.That commission, which in the 1990s probed human rights violations committed during Apartheid, was widely credited with easing tensions and helping the country come to terms with its legacy of racial discrimination.I received an invitation from the South African embassy to come here to see the Palestinian factions and try to reach reconciliation with them, Boraine told reporters in the West Bank political capital Ramallah.The two main Palestinian factions, Fatah and Hamas, have been fiercely divided since Hamas seized power in Gaza in June 2007 in a week of bloody street battles, confining the Western-backed Palestinian Authority to the occupied West Bank.I have met with many people from Fatah during the last week and with a few Hamas leaders and some independents... The sanctions target individuals and institutions deemed to be helping Iran develop its nuclear and missile programs.Turkish banks are hesitating, he said. Some of them are doing business with Iran, some are pausing to decide what to do.The U.S. Treasury Department's point man on Iran sanctions, Stuart Levey, is visiting Turkey and Azerbaijan this week to discuss the sanctions with government officials and business leaders.Babacan said that the sanctions were hitting the Iranian economy but doubted that they were making Iran rethink its nuclear program. Turkey has opposed sanctions as ineffective and damaging to the Turkish economy, since they target an important neighbor. Babacan stressed the importance for Turkey of trade with Iran, specially in the energy sector. President Nicolas Sarkozy vowed that his conservative party would pass the reform in a Senate vote expected Thursday.Many workers feel the change would be a first step in eroding France's social benefits — which include long vacations, contracts that make it hard for employers to lay off workers and a state-subsidized health care system — in favor of American-style capitalism.Sarkozy ordered all fuel depots forcibly reopened and vowed Wednesday that he would carry the retirement reform through to the end. And despite France's tolerance for a long tradition of strikes and protest, official patience appeared to be waning after weeks of actions that have snarled traffic, canceled flights and dwindling gasoline supplies and, now, rising urban violence.

Protesters waving red union flags and reflective vests temporarily blocked the main road leading to one of two terminals at Orly Airport on Wednesday. The ADP airport authority warned on its website of serious difficulties expected in access to airports and air traffic.The protests tangled traffic to the airport and some passengers walked hundreds of meters (yards) along an emergency lane to get there, dragging suitcases behind them. In one terminal, screens showed that 10 of 52 flights Wednesday afternoon were canceled.It's Baghdad here, said Lionel Philippe, who arrived at Orly after much difficulty because of protesters blocking access to the airport — only to find his flight to Biarritz canceled.He said he wasn't interested in the pension reform debate, he just wants to get home.I'm 28, by the time I retire everything will have changed anyway, he said.At Charles de Gaulle airport north of Paris, the nation's biggest, protesters sang the French national anthem before pushing through a police barricade.It is like we are on another planet, said Canadian traveler Olivier Lejour, waiting to take off from Charles de Gaulle. While he said it was fun to watch, he said the protests disrupted his efforts to work in Paris.The CGT Transport union says protests also shut down the Clermont-Ferrand airport in the south and disrupted airports in Nice and Nantes.

With nearly a third of France's gas stations dry, authorities stepped in overnight to force open three fuel depots blocked by striking workers for days, Interior Minister Brice Hortefeux said. At one site in the western town of Donges, police formed a corridor along the road leading to the depot to allow trucks to pass in and out. Video footage showed officers peacefully herding striking workers away from one depot.Hortefeux warned that the blockades threatened emergency services and could have grave consequences for the entire French economy and public health and safety.
Hortefeux warned rioters that the right to protest is not the right to break things, the right to set things on fire, the right to assault, the right to pillage.We will use all means necessary to get these delinquents,including the GIGN paramilitary police, he said. The police deployed so far have been CRS riot police, helmeted and wielding shields, sometimes firing tear gas or rubber bullets.There are still more than 3,000 gas stations empty of fuel, or about a quarter of those nationwide, the environment minister said Wednesday.Over the past week, 1,423 people have been detained for protest-related violence and 62 police officers injured, he said. He said he ordered police to look at video surveillance to find more perpetrators, suggesting more arrests could be ahead.In Nanterre on Wednesday morning, about 100 students blocked the school entrance and part of highway in front of the school, while a tranquility team of about 30 adults in special red jackets sought to keep things calm.Then about 100 other youths arrived and started darting through the town streets, smashing store windows and throwing stones. Some store owners lowered metal blinds to avoid looting. Nine police vans were parked in the surrounding area.The sidewalks of Nanterre were littered with glass from bus shelters and illuminated signs that had been smashed Tuesday. All the vehicles were removed Wednesday from the street in front of the school, because a car had been torched there the day before.We try to protect local residents and the mother passing by with children, we try to control the traffic to avoid that young people get hit, because this is not in the interest of the demonstration, said Elisabeth Guerrier, a social worker trying to act as a mediator in Wednesday's conflict.

In the city of Lyon, new clashes broke out Wednesday morning, with rioters running in small groups down different streets, throwing projectiles and setting off flares. At least 700 police officers were deployed, and some responded with tear gas and cordoned the rioters off. A gendarme helicopter circled overhead at low altitude. A delivery truck was set ablaze.Hortefeux, the interior minister, visited the city in the afternoon, when tensions appeared to have calmed in Lyon and in Nanterre.This week's clashes revived memories of student unrest in 2006 that forced the government to abandon another highly unpopular labor bill. And the specter of 2005 riots that spread through poor housing projects nationwide with disenfranchised immigrant populations is never far away.Students plan new protests Thursday, with a demonstration in Paris hours before the Senate is expected to approve the retirement measure.The administration of Jean Monnet University, in the city of Saint-Etienne, near Lyon, announced Wednesday the college would be closed through Nov. 2 following a student vote to block the campus.Strikes continued Wednesday at the SNCF national rail network, and one in three TGV high-speed train was canceled.Some 69 ships are waiting in waters outside Marseille because oil terminals are blocked by strikers. Court upholds Vatican bank account seizure

ROME – A Rome court on Wednesday upheld the seizure of euro23 million ($33 million) from a Vatican bank account, prompting the Vatican to react in astonishment.Last month, Italian authorities seized the money from a Vatican bank account and said they had begun investigating top officials at the bank in connection with a money-laundering probe.The officials have denied the allegations. The Vatican has insisted the bank was trying to comply with international rules to fight money laundering and terrorist financing.The Vatican had sought to get the funds released, but Wednesday a court in Rome rejected the request and upheld the seizure.Vatican spokesman the Rev. Federico Lombardi said in a statement that the Holy See had learned of the ruling with astonishment.Lombardi said the Vatican believes the problem originated from confusion over how the rules are interpreted. Vatican bank officials maintain they can clarify the matter soon, he said.The investigation is not the first trouble for the bank — formally known as the Institute for Works of Religion. In the 1980s, it was involved in a major scandal that resulted in a banker, dubbed God's Banker because of his close ties to the Vatican, being found hanging from Blackfriars Bridge in London.In the current investigation, financial police seized the money Sept. 21 from a Vatican bank account at the Rome branch of Credito Artigiano Spa, after the bank informed the Bank of Italy about possible violations of anti-money laundering norms. The bulk of the money, euro20 million ($26 million), was destined for JP Morgan in Frankfurt, with the remainder going to Banca del Fucino.The Vatican bank reportedly neglected to inform financial authorities of where the money had come from.Bank chairman Ettore Gotti Tedeschi said after being questioned by prosecutors last month that the allegations resulted from a misunderstanding that he hoped would be cleared up.

Water concerns grow over Canada-U.S. mega oil pipe

WASHINGTON (Reuters) – Nebraskan officials are urging the State Department to ensure a proposed $7 billion pipeline that plans to send Canadian crude to refineries along the Gulf of Mexico would avoid a massive water reservoir that irrigates agriculture in the nation's breadbasket.Calgary-based TransCanada Corp had hoped to start building the 2,000 mile Keystone XL pipeline next year, which would send crude from the country's oil sands.The project could bring 510,000 barrels per day of crude from one of America's closest allies to refineries in Texas and Louisiana reducing the U.S. dependence on oil from Venezuela and the Middle East.But environmental concerns on issues such as greenhouse gas emissions from producing, refining and burning oil sands, have delayed the project.The concern about water contamination follow recent high-profile pipeline leaks in Illinois and Michigan on Enbridge Inc ducts that deliver Canadian oil.Nebraska's Governor Dave Heineman wrote a letter to Secretary of State Hillary Clinton that said the proposed pipeline route would run 300 miles over Nebraska and the Ogallala aquifer. The aquifer, one of the world's largest, spans eight states and yields nearly a third of the country's water used for irrigation.

Nebraskans are concerned that the proposed pipeline route could contaminate the Ogallala Aquifer and I share that concern, Heineman wrote in a letter dated October 11, a copy of which was obtained by Reuters on Wednesday.Nebraska's farm sales in 2008 hit $17 billion, Heineman, wrote.The State Department has indicated it may approve a line bringing Canadian oil to the United States for energy security reasons.We've not yet signed off on it, Clinton said at an event in San Francisco last week.But we are inclined to do so and we are for several reasons ... we'll either going to be dependent on dirty oil from the (Persian) Gulf or dirty oil from Canada,Clinton said.She said she has to consider all the energy factors in when it comes to the nation's energy security.Greenhouse gas emission concerns surrounding the oil sands were one of factors that led the U.S. Environmental Protection Agency to request the State Department in July to revise its draft environmental impact statement on the pipeline.The EPA requested the State Department's final impact statement include information concerning pipeline safety and spill response capabilities. The State Department has the final say on the project and has said it could make the decision by the end of the year.Crude from the oil sands, a tarry mix of petroleum and grit, requires companies to burn large amounts of fossil fuels to process and refine it. The lifetime carbon emissions of the crude are higher than those of average oils burned in the United States, though experts differ on how much worse they are.Senator Mike Johanns, a Republican from Nebraska, also sent a letter to Clinton on October 14 urging the State Department to consider other routes that would reduce risks to the aquifer.TransCanada spokesman Terry Cunha said the company chose the rural route because it was less exposed to third party bulldozers and other diggers that sometimes cause pipeline leaks, and that there were fewer property owners along the path.(Reporting by Timothy Gardner;editing by Sofina Mirza-Reid)

377 dead in west and central African floods: UN

DAKAR (AFP) – The United Nations said Tuesday that 377 people had died in flooding in central and west Africa, with nearly 1.5 million people affected since the start of the rainy season in June.2010 has seen the largest number of people affected and dying from flooding, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said in a news bulletin received by AFP in Dakar.The highest toll was in Nigeria with 118, followed by Ghana (52), Sudan (50), Benin (43), Chad (24), Mauritania (21), Burkina Faso (16), Cameroon (13), Gambia (12), with other countries reporting less than 10 dead.Most people were affected in Benin (360,000), followed by Nigeria (300,000), Niger (226,611), Chad (150,000), Burkina Faso (105,481), Sudan (74,970) and Mauritania (50,815).Other countries had less than 50,000 people suffering from the floods.These floods worsened the situation in Niger and Chad, which are already facing a severe food crisis, OCHA said.In Nigeria, Cameroon, Niger and Chad rain is leading to cholera epidemics, it added.The rain also disrupted the start of the school year in several countries and led to losses in the social and economic infrastructure, houses and farming.

Last year floods killed 195 people in west Africa and affected 823,291 others.

Quoting figures from state-run National Emergency Management Agency (NEMA), the UN body said that in Nigeria's northwest states of Sokoto and Kebbi, heavy downpours destroyed many road and water infrastructure.NEMA, working in conjunction with aid and relief agencies of the UN, the MSF and the Nigerian Red Cross, brought urgent relief assistance to the affected areas, the OCHA statement said.The government plans to spend 150 million dollars for urgent rehabilitation in Kebbi and Sokoto States while the International Federation of Red Cross and Red Crescent Societies has allocated 312,288 dollars to assist 3,000 families badly affected by the floods.
Cholera has killed 1,182 people in Nigeria, Africa's most populous nation of 150 million, OCHA said.

HONG KONG – Residents stockpiled food and ships were ordered to dock Wednesday as southern China braced for a typhoon that has already lashed the northern Philippines amid floods that have killed more than 70 people across Asia.Typhoon Megi packed winds of 140 miles per hour (225 kilometers per hour) when it struck the Philippines on Monday. Philippine officials reported 20 deaths, including several people who drowned after being pinned by fallen trees. The storm damaged thousands of homes and flooded vast areas of rice and corn fields.Late Wednesday, Megi was about 350 miles (550 kilometers) southeast of the southern financial hub of Hong Kong and expected to eventually hit the southern Chinese coast, the Hong Kong Observatory said on its website.The storm's winds have weakened to 110 mph (175 kph), but are expected to build strength over the next two days before losing steam again Saturday, when the typhoon is projected to make landfall in China's Guangdong province, the observatory said.In Guangdong, officials have ordered all fishing boats back to shore, put the provincial flood control headquarters on alert and warned that reservoirs should be watched, China's official Xinhua News Agency reported. In the southern island province of Hainan, residents rushed to supermarkets to stock up on food, vegetables and bottled water, Xinhua said.In Hong Kong, the mood was calmer in the densely populated city of 7 million whose infrastructure has traditionally held up well against the annual summer barrage of typhoons. Still, the Hong Kong Observatory urged residents to make sure their windows could be properly bolted, avoid the coastline and refrain from water sports. It also ordered small vessels to return to shore.

In the Philippines, more than 215,000 people were affected by the typhoon, including 10,300 people who fled to evacuation centers, officials said. About $30 million (1.3 billion pesos) worth of infrastructure and crops were damaged and nearly 5,000 houses were damaged or destroyed by Megi's ferocious wind, according to the government's main disaster-response agency.Meanwhile, in Vietnam, where recent flooding from a different weather system has killed at least 45 people over the past week, soldiers and police found a bus that was carrying dozens of people when it was washed away by flood waters, disaster officials said Wednesday. It was located on a river bed, a half a mile (one kilometer) downstream from where it was yanked off the road. Twenty people who failed to escape the bus before it was inundated are missing, presumed dead.Up to 4.5 feet (1.4 meters) of rain pounded the region in the past week, submerging more than 220,000 houses and forcing more than 173,000 people to flee their homes, according to the national flood and storm control committee.In Thailand, floods have killed nine people since the weekend. Series of quakes rattle Mexico

MEXICO CITY – The U.S. Geological Survey says a series of earthquakes has hit northern Mexico around the Gulf of California area.It says at least seven tremors struck the area late Tuesday and early Wednesday. Preliminary reports posted on USGS' website show the largest of the earthquakes was centered 125 kilometers (80 miles) southwest of the city of Guamuchil, with a magnitude of 5.8.There were no immediate reports of damage or injury from the tremors.

Northern Mexico struck by two earthquakes

MEXICO CITY (Reuters) – Two earthquakes struck northern Mexico Monday just minutes apart, the U.S. Geological Survey said, but there were no immediate reports of serious damage or injuries.The first quake was 5.9 magnitude and hit about 84 miles west-southwest of Navolato, in the mostly rural area of Sinaloa, at a depth of 8.1 miles the USGS said.The second quake, measured at a magnitude of 5.5, occurred about six minutes later, 66 miles east of La Paz in Baja California Sur.Mexico's state civil defense department was not immediately available for information on the quakes.

Malaria deaths in India 13 times more than thought - study

PARIS (AFP) – Malaria kills more than 200,000 people in India each year, 13 times higher than UN estimates, according to a paper published online Thursday by The Lancet.The UN's World Health Organisation (WHO) says that the malarial death toll in India, the most populous country where the disease is endemic, is around 15,000 annually, comprising 5,000 children and 10,000 adults.But the new study says the WHO's reporting method is flawed, as it depends indirectly on patients who have been diagnosed by a doctor.Many deaths in India occur at home, rather than in a hospital or a clinic, which means the underlying cause of many malaria fatalities is likely to be misattributed, it says.Investigators sent out field workers to 6,671 randomly-selected areas of India to interview relatives or careworkers of 122,000 people who had died between 2001 and 2003.The field workers sent back a half-page report on each case as well as answers to specific questions which were asked if the individual had died of a fever.This data was then analysed separately by two physicians, who each gave an independent opinion of the underlying cause of death. A review board adjudicated in cases where there was a dispute.The doctors determined that 3.6 percent of deaths they attributed among people aged one month to 70 years occurred from malaria. Ninety percent of these happened in rural areas and 86 percent occurred outside of a health-care facility.The fatality estimates coincided geographically with local transmission rates compiled by the Indian malarial control programme, they found.Extrapolated nationwide, malaria kills 205,000 people a year before the age of 70, comprising 55,000 in early childhood, 30,000 at ages five to 14 and 120,000 at ages 15 to 69, according to the report.The authors say the WHO may also hugely underestimate the toll of malaria in other countries, which would have big repercussions for health policy.If WHO estimates of malaria deaths in India or among adults worldwide are likely to be serious underestimates, this could substantially change disease control strategies, particularly in the rural parts of states with high malaria burden.According to the WHO's website, nearly one million people died from malaria in 2008, most of them African children.

Local opposition kills C$5 billion Canadian dam plan

CALGARY, Alberta (Reuters) – TransCanada Corp and Atco Ltd have abandoned plans to build a C$5 billion ($4.85 billion) dam on the Slave River in northern Alberta after a local native group refused to back the project.The planned dam was a run-of-river project that would have generated 1,200 to 1,300 megawatts of electricity from the Slave, an undeveloped river that carries more that two-thirds of Alberta's waterflow north to Great Slave Lake in the Northwest Territories.The project, first proposed two years ago, was still being studied, but the partners could not win the support of regional aboriginal groups.Atco and TransCanada will not be advancing any further studies on the Slave River as Smith Landing First Nation has determined that their vision for the Slave River is not compatible with large scale hydro development, Terry Cunha, a spokesman for TransCanada said in an email.TransCanada is the country's biggest pipeline company, and owns generating plants in Canada and the United States. It is a partner in Bruce Power LP, which operates the Bruce nuclear facility in Ontario, which supplies a fifth of the province's electricity.
