Freddie Mac says needs $1.8 billion from taxpayers By Corbett B. Daly – Mon Aug 9, 11:03 am ET

WASHINGTON (Reuters) – Mortgage finance giant Freddie Mac (FMCC.OB) on Monday said it would need another $1.8 billion in aid from taxpayers, bringing its total request since it was taken over by the government two years ago to more than $64 billion.The second largest U.S. residential mortgage funds provider reported a loss of $6.0 billion, or $1.85 per diluted share, in the second quarter, including a $1.3 billion dividend payment to the government.That compares with an $8.0 billion loss in the prior quarter and is the best three-month performance in a year. The firm lost $840 million in the second quarter of last year.The company said losses stemmed primarily from loans purchased or guaranteed between 2005 and 2008.The U.S. Treasury took control of Freddie Mac and its sister entity, Fannie Mae (FNMA.OB), at the height of the financial crisis in 2008 as loan losses mounted.Since the government takeover, the two firms together have requested close to $150 billion from the government's unlimited credit line, scheduled to expire at the end of 2012.The plan to put Freddie Mac and Fannie Mae into conservatorship was meant to be temporary.But nearly two years later, Treasury Secretary Timothy Geithner has only just begun the process of figuring out how to overhaul the U.S. housing finance system.Geithner has called for a conference on the future of housing finance to be held at the Treasury later this month.The financial regulatory overhaul, which was signed into law by President Barack Obama last month, did not address reorganizing Freddie Mac and Fannie Mae, though it did restrict some mortgage lending practices that led to risky loans.

Freddie Mac said loans made last year and the first half of this year have significantly lower default rates than comparable loans made from 2006 through 2008. The company said about a third of its portfolio of single-family home loans consisted of those newer, higher quality loans.Fannie Mae has also said stricter lending standards adopted last year are beginning to pay off and the firm's new book of business is the strongest in a decade.Congress has scheduled hearings on the U.S. housing finance system in the coming months and any new system could take years to implement.Despite the improved loan quality, there is no going back to the Fannie-Freddie model (where shareholders profit in good times and taxpayers pay in bad times) and it does not matter how well their current book of business performs, said Howard Glaser, a consultant to mortgage lenders and a former housing official in the Clinton administration.(Editing by Theodore d'Afflisio)

Taxation pathology takes over U.S. Government By Laurie Roth AUG 9,10

In a stable and financially healthy time it would be great spending money for all kinds of colorful things. If money was flowing you could possibly imagine millions for bridges to nowhere, underground turtle tunnels and special mice research in San Francisco Bay, but in a severe recession, where millions are losing their jobs, homes and struggling for every penny, it is absurd.Some of the emergency, high priority spending items this congress tucked into the stimulus bill were:Research on exotic ants in the Southwest Indian Ocean Islands and East Africa, hot flashes and Yoga for cancer survivors and my personal favorite, Cocaine and its affects on Monkeys.Many GOP leaders listed an additional host of wasteful spending with the Senate stimulus bill. These included:$75 million for smoking cessation activities
$200 million for public computer centers at community colleges
$412 million for CDC building and property
$500 million for building and repairing National Institutes of Health facilities in Bethesda, Maryland
$1.2 billion for youth activities,including youth summer job programs
$6 billion to turn federal buildings into green buildings
$5.5 million for energy efficiency initiatives at the Department of Veterans Affairs National Cemetery Administration
$850 million for Amtrak
$200 million for the lease of alternative energy vehicles for use on military installations

At face value you can see some basis of rational if indeed you had a sea of money you hadn’t swiped from suffering tax payers to redistribute. However, this is nothing but disgraceful waste, much like the extravagant philosophy and lifestyle of Obama and this congress. Apparently we are to do as Obama says not as he does. Everyone is told to sacrifice and pull in while the Obama’s separately and together go on extravagant vacations, such as Michelle Obama’s latest in Spain, costing the tax payers untold money in extra security details. We are told in response to the national criticism on her orgy of spending, that this was all private money other than the security detail. I will believe that when ice cubes grow in hell. This administration and congress is like a drug cartel of out of control misrepresentation and spending. They spend, only reflecting their socialist/fascist ideals and goals, not the American people and needs at all. It isn’t just Government and congress that walks in Alice and Wonderland regarding spending but Unions are weighing in as well. Just this week we saw the Milwaukee Teacher’s Union fighting for special drug coverage. They want Viagra covered. After all, this is erectile dysfunction and discriminated against male employees not to have it in the policy. Never mind that 99.9% of the time

Viagra is used for recreational sex and makes play nicer for some.

Of course in the backdrop of all this sexual rights push for Viagra are hundreds of teachers being laid off. So far the estimated teacher layoffs coming this year are up to 682. One of the consultants for the school board estimated that restoring the Viagra drug benefit would cost around $766,000 a year.Isn’t that smashing? The Union would rather have Viagra with nearly a million dollar fee attached to it, when they could justify keeping hundreds of teachers on the job with that money. Then again…..what am I thinking?! Fancy sex on my terms is everything and way above keeping jobs.Perhaps we could build some more bridges to nowhere, fill them with progressive, liberal politicians, who test out the cocaine and viagra instead of the Milwaukee folks and the monkeys.

NASA and IPCC Exploit Or Ignore Natural Events Like Solar Flares, Aurora And Weather:By Dr. Tim Ball Monday, August 9, 2010 CANADA FREE PRESS

On August 3rd and 4th a solar flare erupted from the surface of the Sun coincident with a sunspot equal in area to the Earth. Many people saw the associated increase in aurora visible in western North America as far south as Iowa. They were most visible in the auroral belt shown on the left, which is well north at this time of year. Many prepared for other impacts and all sorts of hysterical predictions were made, including claims this was the start of increasingly severe activity leading to 2012. (Yes, the dreaded Mayan calendar year nonsense). The only thing that materialized was extensive and dazzling aurora displays.

NASA Continues Its Shameless Role As Chicken Little
Earlier in June 2010, NASA put out similar warnings about such solar storms. Dr. Richard Fisher, director of NASA’s Heliophysics Division warned Britain they faced, …widespread power blackouts and be left without critical communication signals for long periods of time, after the earth is hit by a once-in-a-generation space storm. It will disrupt communication devices such as satellites and car navigations, air travel, the banking system, our computers, everything that is electronic. It will cause major problems for the world.Large areas will be without electricity power and to repair that damage will be hard as that takes time.Some of these events are possible and have occurred before, but nothing with such widespread impact has occurred.Why is NASA making such alarmist statements? It’s a pattern of that agency, especially about global warming from James Hansen, director of the Goddard Institute of Space Studies (GISS). His involvement goes beyond scaring people to open political activity and modifying the official record. After all the threats, Dr. Fisher provides his escape clause, We know it is coming but we don’t know how bad it is going to be.Is NASA prepared to cover costs incurred by his alarmism? People have dealt with the impact of Solar Flares over the years. NASA claims increased frequency in the future, but this is only true because the natural sunspot pattern continues. Cycle 24 (Cycle 1 was in 1755) is underway and will continue to a peak through 2013. The prediction is for sunspot activity to decrease to levels associated with the Dalton Minimum from 1790 to 1830 (Figure 2) and that means a cooler world. It began in 2000 and continues with more severe condition reported every month. Merco Press headline for August 4, 2010 says, Snow in Brazil, below zero Celsius in the River Plate and tropical fish frozen.Is NASA diverting attention from the public’s growing awareness of the role of the Sun in global warming and climate change? They’ve drifted a long way from when they were doing good non-political climate science with publication of Sun, Weather, and Climate by Herman and Goldberg in 1978. The best book on these relationships since, is The Maunder Minimum and the Variable Sun-Earth Connection by Willie Soon and Steven Yaskell. Willie Soon is at the Harvard-Smithsonian Center for Astrophysics and has published extensively. He was attacked by the Climatic Research Unit (CRU) and by Obama’s science advisor John Holdren.

Historical Relationships
Edmond Halley, the astronomer famous for predicting the return of the Comet that bears his name, was born in 1656 and died in 1742. This time span is coincident with two significant periods of low solar activity and low global temperatures. There were virtually no sunspots from 1645 to 1720 in a period known as the Maunder Minimum (Figure 2). It’s coincident with the coldest period of the Little Ice Age (LIA) beginning in 1650. The world has warmed since not due to CO2, but increasing solar activity as the graph indicates. Now, solar activity is declining and global temperatures will decline, in contradiction to claims of official science touted by NASA. There were virtually no aurora borealis (Northern Lights) or Aurora Australis (Southern Lights) during the Maunder Minimum because they’re created by mechanisms related to sunspot activity. Halley knew about sunspots and aurora from the scientific literature, but had never seen them. He was thrilled when late in his career the Royal Society commissioned him to travel to Scotland to confirm reports of aurora. He began his report in the Philosophical Transactions of the Society by praising God for allowing him to live long enough to witness them and how he was astonished at this surprising sight.Figure 2: Plot of Sunspot numbers. 11-year cycle evident. Source: Wikipedia.Soon and Yaskell point out that connections between sunspots and weather go back 3,200 years to ancient China. Theophrastus, student to Aristotle also spoke of sunspots and linked them to precipitation 2,400 years ago.

They’re talking about sunspots, but how are they related to aurora? Sunspots and associated Solar Flares are visible evidence of changes in the Sun. Charged particles emanating from the Sun stream toward Earth and interact with the earth’s magnetic field. This flow, known as the Solar Wind, varies in strength as the number of Sunspots and Flares vary. The charged particles are funneled along the lines of magnetic force, become concentrated where the lines dip in to the Poles. They collide with and excite gases of the upper atmosphere creating the auroral ring in Figure 1. The excited gases glow with the color determined by the gas; nitrogen produces red aurora and oxygen almost white through yellow to green. This is similar to a neon tube in which the color is determined by the gas excited by passing an electric current through it.

Empirical Evidence Confirmed
People were aware of the correlation between Sunspots, Aurora and weather, for a long time. Some cultures used the aurora to make weather forecasts. For example, a scientific expedition led by Henry Youle Hind, across Canada on September 19, 1858 records an Ojibwa Indian prediction. We arrived at the mouth of the river at 10 a.m., and hastened to avail ourselves of a southeast wind just to rise. Last night the aurora was very beautiful, and extended far beyond the zenith, leading the voyageurs to predict a windy day. The notion prevails with them that when the aurora is low, the following day will be calm: when high, stormy.The Intergovernmental Panel on Climate Change (IPCC) and NASA ignore the correlation because they say there’s no plausible mechanism of cause and effect. This changed in the 1990s with Svensmark’s cosmic theory in which changes in the Sun that trigger sunspots were related to changes in the strength of the magnetic field. This controls the amount of cosmic radiation reaching the lower atmosphere where it creates cloud. As low cloud cover varies, the global temperature varies. It’s time NASA, the IPCC and other government agencies concerned with the atmosphere shift their gaze from the swamp that is politics to the heavens that are the harbinger of understanding and the future climate.

If Humans are Responsible for Global Warming, How Come No One Can Tell Me Why? By Fred Dardick Monday, August 9, 2010 CANADA FREE PRESS

I’m sure many of you have run into a similar situation. You’re having a conversation with a true believer and no matter what you say they insist humans are responsible for global warming. Perfectly reasonable arguments like the Earth is a complex system and at any given point in time it is likely to be heating or cooling and solar and ocean cycles have a far greater influence on global temperatures than atmospheric CO2 concentration, just doesn’t matter to some people. A couple months ago I had an exchange on a Greenpeace website regarding this issue with a volunteer named Juliette. Though a clearly capable individual, and a representative of the environmental movement pushing for CO2 emission regulations, I was able to stump her with a very simple question: Can you tell me, in easily understandable language, what scientific data exists that proves manmade carbon dioxide (CO2) is responsible for global warming? Juliette had no idea this was a trick question. I had recently reviewed a number of alarmist websites to see if I could find a single valid argument supporting global warming theories—I tried to keep an open mind about it besides, it gave me the chance to put my BS and MS degrees in biology to work for the first time in years—and saw for myself that no such compelling evidence existed. Plenty of theories, sure, but years of scientific training tell you the only thing that matters is data. Gut feelings don’t count and there is no second place prize for trying. Besides, if a CO2 smoking gun was out there, I’m pretty sure we all would know about it by now.I’ve read books on 11 dimensional string theory that a layperson could understand, but I have yet to find a plausible explanation for how a small molecule like CO2, present in only 390 parts per million in the atmosphere, could possibly warm an entire planet.

Juliette’s answer was a good effort, if simplistic. She pointed out the greenhouse effect was discovered by Joseph Fourier in 1824 and greenhouse gas properties of CO2 were discovered by Svante Arrhenius in 1896. Not bad for a novice, though her examples were a bit dated.I responded there were other atmospheric molecules present in greater concentrations than CO2, most importantly water vapor, which were far more powerful greenhouse contributors, so what made her so sure that only CO2 mattered when it came to global temperature variation? This is where her argument broke down. Rather than rely on scientific reasoning, which of course she had none because none existed, she accused me of asking for a university course in the climate sciences and to sum up years of data in a few sentences…would be dishonest. This is of course the default response for most global warming proponents: If you don’t believe in it, you’re stupid and don’t bother asking me for the details, because I don’t know… but I’m still smarter than you.I couldn’t help but point out the absurdity of her argument: What you are saying is, in effect, that you personally have no idea how or why CO2 is responsible for global warming. As I said in my previous post, none of you do. Good luck with defending a theory you do not understand and have no way of articulating.Observers of the exchange jumped in to say that Juliette should reconsider her allegiance to an organization pushing an unproven and impossible to explain theory. Even though she put up a good front for Greenpeace and exchanged 20-30 messages with other skeptics like myself, she had no come back for that and soon afterwards the thread was shut down.

Pump out alarmist rhetoric in order to scare people into line and keep the grant money flowing.What people like Juliette cannot comprehend, is they have been brainwashed into supporting a theory they do not understand and furthermore has no scientific basis. The so-called proof that CO2 is responsible for global warming comes from computer simulations developed by specialists, many of whom have ulterior motives and often refuse to share their data with others for independent verification, an important and necessary part of the scientific process. All scientists know that if a theory isn’t independently verified, it isn’t proven.If their computer models were truly reliable, then we wouldn’t be talking about simulations in the plural form, but rather a singular simulation that could accurately predict global warming and cooling patterns that match geological history. To date, no such simulation exists.What we have here is the equivalent of climate scientists following their gut feelings, or more accurately lucrative funding opportunities, when it comes to the study of human caused CO2 warming. They pump out alarmist rhetoric in order to scare people into line and keep the grant money flowing.To say scientists can accurately predict the effects of CO2 atmospheric concentration on global temperatures is not science, it is guesswork and should be treated by the public with the same respect as arguments proving the existence of UFOs and ghosts.

It’s not been a good year for the followers of man-made carbon dioxide as key driver of global temperature theory. Not least because the seemingly inexorable upward trend of global CO2 emissions (courtesy of the fast-industrializing nations) shows no signs of abating while global temperatures persist in flat-lining, even falling. But hey, let’s not let scientific fact interfere with a good computer-generated, speculative global scare story.After a year of broadsides from SS Climate-gate, Himalaya-gate, Glacier-gate et al the credibility of the UN’s flagship IPCC has pretty much sunk to zero; Al Gore buying his second super-CO2-emitting mansion; with Michael Mann being forced out of the hockey game (after his integrity went lame), believers are clinging tenaciously to their faith.Now, just as BP caps the oil, the ultimate humiliation as Senate majority leader Harry Reid introduces a pared down energy bill formally signaling the death of another cap, that of carbon emissions. Thus America has effectively abandoned any meaningful contribution to the carbon war.In truth, the war was over before it began. China (opening a new coal-fired power station every week), India and Brazil were always going to see to that. But, just like the Japanese soldiers who fought on in remote islands in WW2, the anti-CO2 brigade has still to get the message.

Patriotic Americans are driven by love of God, country and family. Love of God for Obama includes the odd text message sent via his Blackberry. The whole world knows by now that he has no love for the country that elected him to power, and his love for family, aside from half-brothers living in huts, could only be categorized as private.Is Michelle the 19 months-in latest prop in Obama’s Demoralize America agenda?

Other than her well touted crusade against childhood obesity, Michelle has largely been left to moulder in the background. With so many people going hungry and so many more Americans now having to rely on food stamps, childhood obesity could be the wrong cause to champion and get her the attention she craves.Easy to grab headlines with a mainstream media ready, willing and able to advance your cause, but you can’t grab the respect of the masses.The only respect the Obamas get both at home and abroad is the respect that comes from orders and by force. Yet his campaign for president has never really ended. ZHOUQU, China – Rescuers lifted muddy bodies into trucks, and aid convoys choked the road into the remote Chinese town where hundreds died and more than 1,100 were missing Monday from landslides caused by heavy rain that has flooded swaths of Asia and spread misery to millions.In Pakistan, the United Nations said the government's estimate of 13.8 million people affected by the country's worst-ever floods exceeded the combined total of three recent megadisasters — the 2004 Indian Ocean tsunami, the 2005 Kashmir earthquake and the 2010 Haiti earthquake.Rescuers in mountainous Indian-controlled Kashmir raced to rescue dozens of stranded foreign trekkers and find 500 people still missing in flash floods that have killed 140.In China, the death toll jumped to 337 late Monday after Sunday's landslides in the northwestern province of Gansu — the deadliest incident so far in the country's worst flooding in a decade. A debris-blocked swollen river burst, swamping entire mountain villages in the county seat of Zhouqu and ripping homes from their foundations.There were some, but very few, survivors. Most of them are dead, crushed into the earth, said survivor Guo Wentao. Associated Press Television News showed the bodies of his younger brother and sister, wrapped in quilts, being carried away on a stretcher as crying relatives followed.The government said 1,148 were missing Monday night. About 45,000 were evacuated. PESHAWAR, Aug 8 (IRIN) - For the past 10 days, torrential monsoon rainfall has killed more than 1,600 people inflicted widesperad damage across the country, with the northwestern province of Khyber-Pakhtunkhwa (KP) suffering the greatest losses, federal authorities and aid agencies say. Estimates vary over the number of people affected by the floods. The UN Office for the Coordination of Humanitarian Affairs (OCHA) said on 8 August four million had been affected, while some media reports suggest up to 14 million. Unrelenting downpours continue to limit relief efforts and have grounded helicopters in KP, leaving thousands of people cut off in areas where roads and bridges have been swept away. Worse could lie ahead. More rains are expected and this could affect people in low-lying areas,Mian Iftikhar Hussain, KP information minister, told IRIN.According to KP local authorities, Charsadda is the worst-affected district in KP.Around one million people are affected, District Coordination Officer Kamranur Rehman Khan told the media on 8 August. He said half of these people were very vulnerable.Those who made it out of Charsadda to provincial capital Peshawar on restored roads said there were severe shortages of potable water there, low food stocks and dead animals lying in stagnant water.

It’s just impossible to live there. Government officials are helping only their own supporters. Our house has been virtually destroyed and the camps are dismal,Umair Khan, from Umerzai, the worst-hit union council (administrative unit) in Charsadda, told IRIN.Most people are just occupying any high ground they can find and more and more are falling sick,Sanitary conditions in the Nowshera and Charsadda districts of KP have been described by aid workers as alarming.

As bad as 2005 earthquake

Some have said that although the death toll is far lower; this disaster is as bad as Pakistan’s 2005 earthquake, which killed some 73,000 people.Tragically, we will see more deaths due to sickness. People are in a miserable state. In some places conditions are even worse than after the 2005 Kashmir quake, the aftermath of which I saw, and the lack of existing infrastructure to meet basic needs aggravates matters,said a French aid worker in Nowshera who asked not to be named. He said there was a desperate need for more funds, more resources and more personnel to cope with the human catastrophe.Maurizio Guiliano, Public Information Officer OCHA in Pakistan, said funds were coming in but more will be required.This is a very major disaster, on the same scale as the earthquake of 2005. Immediately, there is a need for shelter. The number of plastic sheets and other supplies are simply not enough. In the longer run people will need support for quite some months,” he told IRIN from Islamabad.

Punjab damage

In a 7 August press release, OCHA said 1.6 million people had been affected in the eastern province of Punjab, Pakistan’s most populous province with more than half its 160 million population living there. It is also the country’s bread basket. An estimated 84,000 homes have been destroyed, leaving up to 500,000 people homeless in the province,OCHA said, adding that at least 1.4 million acres of agricultural land had been destroyed in Punjab, threatening the food security of millions.More evacuations continue from the province, according to the National Disaster Management Authority (NDMA). We have seen land vanish before our eyes. Vegetables we grew for our family have been destroyed. I have lost hens and sheep too. Things are desperate,Aziz Muhammad, a farmer from Muzaffargarh district in southern Punjab, told IRIN over the phone.

Sindh alert

Flooding has reached the southern province of Sindh after residents there had been on high alert for days. Local authorities say Sukkur is the worst-affected district.

Amid evidence of rising panic in the face of floods described by NDMA Chairman Lt-Gen Nadeem Ahmed as the worst ever in the country’s history, Sindh irrigation minister Jam Saifullah Dharejo admitted a dyke near the town of Ghouspur had been deliberately breached to release pressure from other dykes. He conceded that this led to the inundation of several more villages, but said otherwise the towns of Ghouspur and Karampur were under threat.The Sindh Provincial Disaster Management Authority said it had evacuated at least 150,000 people, but said many were refusing to budge. Others are reported to be leaving homes near rivers, with large areas in Sukkur and other parts of Upper Sindh inundated.The situation is looking very bad. People basically have nowhere to go because the camps set up are limited,said Latif Hussain, a volunteer for local NGO Edhi Foundation in the Sukkur area.

WARSAW, Poland – Swollen rivers surged north Monday in central Europe after carving a swath of destruction across Poland, Germany and the Czech Republic. Hundreds of people had to be evacuated and one monastery suffered the worst flood damage in almost 800 years.Days of flooding have killed at least 11 people in central Europe and damaged hundreds of homes and businesses.The southwestern Polish town of Bogatynia, on the border with the Czech Republic, was one of the worst-hit areas. Video from the TVN24 news station showed roads that were torn up, rubble strewn all over and heavy damage to many homes. One house was left tilting badly.A bridge in the town was also badly damaged, and soldiers had to set up a temporary crossing to bring in food and other supplies.TVN24 reported that some vendors were taking advantage of food shortages and charging 20 zlotys ($6.60) for a loaf of bread, far above the usual price.In Germany, the situation was most critical in the state of Saxony, along the Neisse River, which forms the border with Poland. Hundreds of residents had to be evacuated.

Some 1,400 people in the region were evacuated over the weekend, and more than 500 have not yet been able to return to their houses, the German news agency DDP reported.In Bad Muskau, an eastern German spa town on the border with Poland, the grounds of the Fuerst Pueckler Park — a UNESCO world heritage site — flooded, but damage to the castle and the town itself appeared limited, officials said.South of Bad Muskau, a dike broke and flooded houses in two villages, but no one was hurt because 100 residents had been evacuated.

As the floods traveled further north, officials worried about waters reaching the Spree River, which runs through Berlin. There were no flood warnings yet for the German capital, however.In the Czech Republic, waters receded Monday and cleanup efforts were under way, helped by more than 300 soldiers. Almost 1,000 Czech households were still without electricity and about 4,000 were without natural gas. SEOUL, South Korea – North Korea fired about 110 rounds of artillery Monday near its disputed sea border with South Korea, the South's military said, amid high tension over the deadly sinking of a South Korean warship blamed on North Korea.The firing came shortly after South Korea ended five-day naval drills off the west coast that the North called a rehearsal for an invasion, vowing to retaliate.All the artillery shells harmlessly landed into the North's waters and caused no damage to the South, a South Korean Joint Chief of Staff officer said on condition of anonymity, citing department policy.South Korea considered the firing to be part of a military drill by North Korea but still bolstered its military readiness against further provocation, the officer said. The South also warned Pyongyang over the firing by naval radio, he said.This was their way of saying We'll respond to military drills with military drills,said Yang Moo-jin, a professor at Seoul's University of North Korean studies.Yang said the firing is also aimed at highlighting the instability of the Korean peninsula to apply pressure on the United States to start talks on the signing of a peace treaty to formally end the 1950-53 Korean War. The conflict ended with an armistice, thus leaving the peninsula technically at state of war.

A U.S. State Department spokesman denounced North Korea's firing of artillery even as he joked that it resulted in a lot of dead fish. P.J. Crowley also said that the firing is unhelpful and that based on North Korea's past actions we're likely to see more provocations.He said it is unclear what North Korea is trying to achieve through this ongoing chest-thumping.North Korea has long sought a peace treaty and diplomatic relations with Washington to guarantee that the U.S., which has 28,500 troops in South Korea, would not invade and topple Kim Jong Il's government. The U.S. has repeatedly said it has no intention of attacking the North.Tension on the Korean peninsula is running high in the wake of the March sinking of the South Korean warship that an international investigation blamed on a North Korean torpedo attack. The North flatly denies the accusation and has warned any punishment would trigger war.Tension deepened last week when South Korea launched large-scale naval training in response to the sinking, prompting its communist neighbor to warn it would counter the maneuvers with a strong physical retaliation.On Sunday, North Korean authorities also seized four South Korean and three Chinese fishermen aboard a 41-ton South Korean fishing boat for an alleged violation of the North's exclusive economic zone. HONG KONG (Reuters) – The U.S. dollar clawed higher against the euro and Asian stocks slipped on Tuesday, as investors braced for the outcome of a Federal Reserve meeting that could disappoint some looking for big policy changes.Speculation has been growing that the Fed will signal a need for more stimulus to support growth after a steady stream of soft economic figures, pushing down U.S. bond yields and helping to lift global equities to the highest in three months.However, acknowledgment of economic deceleration may disappoint some investors who had been betting the Fed would make a bigger move, such as buying bonds to pull down market rates.Over the past one week or so, there has been increasing chatter that the tone of today's Fed meeting could potentially deviate from the seemingly unexciting post-meeting announcements lately, said Thomas Lam, group chief economist with DMG & Partners Securities in Singapore.Still, the rhetoric from policymakers has not been completely uniform of late, he said in a note.With a Bank of Japan policy meeting and Chinese trade data also due on Tuesday, caution was the key word for investors.

The dollar rose 0.2 percent against a trade-weighted basket of major currencies (.DXY), bumping up against a trendline stretching down since June.The yen was also a broad gainer, rising around 0.5 percent to 113.03 per euro after a senior government official warned that sudden strength has not been good for growth.However, the Bank of Japan is not expected to make any changes to monetary policy until there are clearer signs of the negative impact of the yen.There will be a greater chance of a stronger yen if the U.S. implements steps that would likely lead to lower rates and if the BOJ keeps the status quo, said Hiroaki Kuramochi, chief equity marketing officer at Tokai Tokyo Securities.

STOCKS REFLECT CAUTION AHEAD OF FED

On a rare day when both the yen and Japanese stocks rose, the Nikkei share average was up 0.6 percent (.N225) as investors bought back counters they had sold on Monday.
The MSCI index of Asia Pacific stocks outside Japan fell 0.4 percent (.MIAPJ0000PUS) after hitting a three-month high on Monday.Consumer discretionary stocks, a popular bet on long-term growth in consumption in Asia, were the hardest hit, with profit taking the main driver.The sector is still the top performer in Asia ex-Japan so far this year, up 7.8 percent since January. The telecommunications sector is the second-best performer, up 6.5 percent.

Energy is in last place, down 5.9 percent.

Developed government bond markets were mixed, with 10-year bond futures in Japan and Australia down slightly and U.S. futures up a tad.The spread of the 10-year U.S. Treasury yield over the 2-year note in the cash market was at its narrowest since May 2009, with investors clinging to the higher yields of later maturity bonds. Bond market participants are split on what the Fed will do. Fifty-two percent of money managers do not expect the Fed to flag additional policy easing, while 48 percent predict it will, a Reid Thunberg ICAP survey showed. If the Fed does not strike a strong enough tone supporting growth, thereby getting closer to buying bonds from the market, the spread could widen again.The strength in the dollar weighed on U.S. crude prices. Oil for September delivery reversed earlier gains and slipped 0.3 percent to $81.23 a barrel ahead of data due later expected to show a decline in U.S. crude inventories. CHICAGO (Reuters) – There is a significant chance the U.S. economy will slip back into recession in the next two years although a reversal is unlikely in the next few months, researchers at the San Francisco Federal Reserve Bank said on Monday.The probability of another recession over the next 18 to 24 months is higher than that of expansion, researchers said in the latest issue of the regional Fed bank's Economic Letter.Concern has risen in recent months that the United States might be headed for a double-dip recession as measures of consumer spending and confidence have dropped and private company hiring has fallen short of expectations.The soft economic data will be top of mind tomorrow when members of the Fed's monetary policy-setting committee meet. Recent comments from Fed officials signal strong disagreement over whether the Fed -- the U.S. central bank -- should move to offer further support to the economy than it already has.The researchers -- Travis Berge, a graduate student at the University of California, Davis, and Oscar Jorda, a professor there as well as a visiting scholar at the San Francisco Fed -- used leading economic indicators to try to predict the possibility of a renewed economic downturn.The experiment yielded vastly different results, depending on which indicators were used. But overall, they said, the numbers indicate that the macroeconomic outlook is likely to deteriorate progressively starting sometime next summer.Of course, economic policy can strongly influence the outcome, the researchers said. Gulf relief well down to final, tricky 100 feet By JEFFREY COLLINS, Associated Press Writer - AUG 9,10

NEW ORLEANS – The relief well being drilled to ensure crude never again spills into the ocean from BP's paralyzed well in the Gulf of Mexico has been dubbed the ultimate solution to the drama that's unfolded over the past three months.It's the final, suspenseful act as one man guides a drill more than two miles beneath the sea floor and three miles from the surface, trying to hit a target less than half the size of a dartboard. The drill is about as wide as a grapefruit, and the target now lies less than 100 feet away.If John Wright misses, other BP engineers will pull the drill bit up, pour concrete in the off-track hole and then try again. Wright is 40-for-40 , though, having helped capped wells across the world in four decades of engineering work. And he seemed confident in a June video put out by BP that he could make it 41-for-41.Out of 40 relief wells that I've drilled, we've never missed yet, said Wright. I've got high confidence we will take care of this problem as soon as we can get there.Work began during the weekend to finish drilling the well, and company and government officials say they could hit their target as early as Friday. If it hits, engineers will perform a bottom kill by pouring in mud and cement to permanently seal the blown-out well that's spewed an estimated 207 million gallons since April.In three months, the relief well has been run more than 17,900 feet from its rig. But drilling the final stretch, a section slightly longer than the distance from third base to home on a baseball field, will be a time-consuming and careful process.Crews dig about 20 to 30 feet at a time, then run electric current through the relief well. The current creates a magnetic field in the pipe of the busted well, allowing engineers to calculate exactly where and how far they need to drill.

A static kill last week pushed mud and cement into the top of the crippled well, leaving very little chance oil could leak into the Gulf again, said retired Coast Guard Adm. Thad Allen, the government's point man overseeing the cleanup operation. Neither he nor BP officials have been willing to declare victory yet — but Allen said that day isn't far off.This step, in our view, will permanently seal the well, he said Monday.Finishing a relief well can be tricky. It took five tries last fall for crews trying to stop a blown well in Australia to hit the target.But the area around this well has been thoroughly mapped and carefully tracked, said Eric Smith, associate director of the Tulane Energy Institute.I think they know exactly where they need to go, Smith said.I think they can get this on the first try.BP, however, has only emphasized the caution being used and won't talk about its chances of hitting the target the first time.We are doing everything we can to ensure success, company spokesman John Curry said.

As engineers work to finish the relief well, Allen is planning a three-day trip to Louisiana, Mississippi and Alabama this week to talk with local officials about how to speed up cleanup efforts as the peak of hurricane season approaches.BP and the Coast Guard currently are keeping an eye on thunderstorms over Florida that forecasters say should move across the Gulf near the site of the leak this week. They say the system has a small chance of becoming a tropical storm, but there are no plans yet to suspend drilling operations.Meanwhile Monday, BP announced it has spent $6.1 billion responding to the spill since the April 20 explosion on the Deepwater Horizon killed 11 workers, sending the rig to the bottom of the sea and oil spewing 5,000 feet underwater.Also, the Justice Department and BP announced they have finished negotiations to implement a $20 billion fund for victims of the Gulf oil spill and that BP has made a $3 billion initial deposit. The spill has taken its toll on the tourism and seafood industries, but there have been encouraging signs that things are returning to normal. Fishing waters have started to reopen. Beaches begun reopening this weekend on Grand Isle, a popular vacation spot on a Louisiana barrier island, after closing in May. It's certainly a sign of recovery, Jefferson Parish Councilman Chris Roberts said Monday. JERUSALEM – Israel threatened Monday to pull out of a U.N. inquiry into a deadly raid on a Turkish flotilla heading for Gaza, after the U.N. chief said there is no agreement that the panel would refrain from calling Israeli soldiers to testify.Last week Israel agreed to participate in the U.N. probe into the May 31 raid, when nine pro-Palestinian activists were killed after Israeli naval commandos boarded a Turkish vessel aiming to break Israel's sea blockade of Gaza.The surprise development came just hours after Israeli Prime Minister Benjamin Netanyahu testified before his country's own inquiry into the raid. He charged that Turkey had an interest in the violent confrontation, refusing to exert its influence to stop the flotilla. A Turkish official rejected that as ridiculous.Israeli officials said the agreement to take part in the U.N. probe was conditional on the panel relying on reports from Israel's own military inquiry, not testimony from soldiers.But at a Monday news conference at U.N. headquarters, Secretary-General Ban Ki-moon was asked whether he had agreed not to summon Israeli soldiers before the panel.No, there was no such agreement behind the scenes, Ban said, adding that the panel is supposed to work with the Israeli and Turkish inquiries. And whatever is needed beyond that, they will have to discuss among themselves, in close coordination with the national government authorities, that they can take their own future steps,he said.

In response, the Israeli Prime Minister's office issued a harsh statement. Prime Minister Benjamin Netanyahu makes it absolutely clear that Israel will not cooperate with and will not take part in any panel that seeks to interrogate Israeli soldiers, it said.Israel's agreement to join the probe represented a change in its policy of boycotting U.N. inquiries, considering the world body and its committees biased. This time, however, the international outcry against the deadly raid and the spotlight it turned on Israel's punishing three-year blockade on Gaza appeared to give it little choice but to cooperate.Israel appointed a retired senior diplomat, Joseph Ciechanover, to join the U.N. panel and was preparing for the start of its deliberations on Tuesday when Ban made his remark, throwing plans into turmoil.A senior Israeli official said the advance agreement with Ban was that requests for additional information or clarifications from the panel would be routed through the Israeli representative, and soldiers would not be called for testimony.This was and remains a vital condition for Israeli participation in the panel, he said. The official spoke on condition of anonymity because he went beyond the government statement. This appeared to leave the door open for Israel to resume its cooperation if soldiers are exempted from testifying.At the Israeli inquiry, Netanyahu gave his version of the events leading up to the clash at sea.As we got closer to the date it became clear our diplomatic efforts would not stop it, Netanyahu said. Apparently the government of Turkey did not see potential friction between Turkish activists and Israel as something that goes against its interests.Suat Kiniklioglu, A member of the Turkish parliament's foreign affairs committee, charged that Netanyahu's contention that Turkey was interested in a confrontation is not only ridiculous but constitutes an affront to our intelligence. Kiniklioglu said the real problem, which still remains, is Israel's inhumane blockade of the Gaza Strip.

Israel has released video footage showing the commandos being pummeled with wooden planks and metal rods as they landed on the ship. The pro-Palestinian activists on board the Mavi Marmara have said they acted in self-defense after Israeli troops boarded their boat in international waters.The five-member Israeli commission, headed by a retired Supreme Court justice and joined by two foreign observers, is looking into the government's decision-making leading up to the raid. Although it does not have the power to mete out punishment, its findings could be politically damaging to Netanyahu and other top officials.Israel's defense minister is scheduled to face the Israeli inquiry on Tuesday, to be followed by the military chief.The five-member commission is headed by retired Israeli Supreme Court Justice Jacob Turkel. Beside Turkel, 75, the commission includes a retired general, Amos Horev, 86, and Shabtai Rosenne, a 93-year-old international jurist and diplomat. International pressure led Israel's government to include two foreign observers: David Trimble, a Nobel peace laureate from Northern Ireland, and Brig. Gen. Ken Watkin, Canada's former chief military prosecutor. VIENNA – Iran has activated equipment to enrich uranium more efficiently in a move that defies the U.N. Security Council, the International Atomic Energy Agency said Monday.The Vienna-based nuclear watchdog said Iran has started using a second set of 164 centrifuges linked in a cascade, or string of machines, to enrich uranium to up to 20 percent at its Natanz pilot fuel enrichment plant. Another cascade there has been producing uranium enriched to near 20 percent since February.If enriched to around 95 percent, uranium can be used in building a nuclear bomb. At 20 percent, it can be turned into weapons-grade material much more quickly than less-enriched uranium.Tehran denies it has such aims and says its nuclear activities are for peaceful purposes only. But some in the international community — the United States and its allies — aren't convinced.IAEA spokeswoman Gill Tudor said that when agency inspectors visited the facility on July 17, Iran was feeding nuclear material to the two interconnected 164-machine centrifuge cascades.This, she added, was "contrary to U.N. Security Council resolutions affirming that Iran should suspend all enrichment related activities.The U.N. Security Council imposed a fourth round of sanctions on Iran in June because of its refusal to halt uranium enrichment. Tougher unilateral U.S. and European Union sanctions followed in July.To fight sanctions, we will remove the dollar and euro from our foreign exchange basket and will replace them with (the Iranian) rial and the currency of any country cooperating with us, Vice President Mohammad Reza Rahimi told Iran's semiofficial Fars news agency. We consider these currencies (dollar and euro) dirty and won't sell oil in dollar and euro,he added.The United States and its allies are concerned Iran's continued uranium enrichment could ultimately produce a nuclear weapon. Abbas sets terms for resuming direct talks with Israel

RAMALLAH, Palestinian Territories (AFP) – Palestinian president Mahmud Abbas said Monday he is ready to resume direct talks with Israel but only based on a freeze of Jewish settlement activity as called for by the Middle East peace Quartet.We are ready to begin direct negotiations with Israel if the Quartet asks for them on the basis of its decisions of March 19, he told journalists in the West Bank town of Ramallah on the eve of a visit by US envoy George Mitchell.The Quartet of the United States, the United Nations, European Union and Russia called in March for Israel to freeze all Jewish settlement activity on occupied Palestinian land in the West Bank and annexed east Jerusalem.East Jerusalem is the mainly Arab half of the Holy City that Israel captured in the 1967 Six-Day War and then annexed.Israel swiftly rejected the Quartet's call, saying it harmed the chances of a peace accord.The Quartet also urged Israel and the Palestinians to resume talks on final-status issues with the aim of reaching a peace settlement within 24 months.Mitchell is to hold talks on Tuesday with Israeli Prime Minister Benjamin Netanyahu and Abbas, before returning to Washington the next day.The Palestinians and Israelis have since May held indirect proximity talks with Mitchell as mediator but they have not held direct negotiations since Israel's war on Hamas-ruled Gaza in December 2008-January 2009.US officials say they are encouraged that Arab foreign ministers agreed to green light direct talks when they met in Cairo in late July.

LONDON (AFP) – Mankind's only chance of long-term survival lies in colonising space, as humans drain Earth of resources and face a terrifying array of new threats, warned British scientist Stephen Hawking on Monday.The human race shouldn't have all its eggs in one basket, or on one planet, the renowned astrophysicist told the website Big Think, a forum which airs ideas on many subjects from experts.Our only chance of long-term survival is not to remain inward looking on planet Earth, but to spread out into space, he added.He warned that the human race was likely to face an increased number of events that threaten its very existence, as the Cuban missile crisis did in 1962.The Cold War showdown saw the United States and Soviet Union in a confrontation over Soviet missiles deployed in Cuba, near US shores, and brought the world to the brink of nuclear war.We are entering an increasingly dangerous period of our history, said Hawking.Our population and our use of the finite resources of planet Earth are growing exponentially, along with our technical ability to change the environment for good or ill.If we want to survive beyond the next century, our future is in space, added the scientist.That is why I'm in favour of manned, or should I say personed, space flight.His comments came after he warned in a recent television series that mankind should avoid contact with aliens at all costs, as the consequences could be devastating.
