EU envoy to US flaunts new powers

The EU's new ambassador to the US, Joao Vale de Almeida, has underlined the new powers conferred on EU envoys by the Lisbon Treaty while taking up his post in Washington.In a series of interviews to US-based press on Tuesday (10 August), the ambassador noted that he is empowered to speak on behalf of EU Council President Herman Van Rompuy, EU Commission chief Jose Manuel Barroso and EU member states.I do not wish or will impose myself on the member states' ambassadors ... Where we have a common position, I am the one leading the show. Bilateral matters are the mandate of the 27 [EU member state] ambassadors, he told the Washington Post. In this area code, you call me,he added, on the apocryphal tale of former US secretary of state Henry Kissinger once asking whom he should telephone if he wants to speak to the EU.

I'm the first new type of ambassador for the European Union anywhere in the world, he told Agence France Presse. Our delegations now cover a wide spectrum of issues well beyond the economic dimension, trade dimension and regulatory dimension, to cover all policies in the union, including foreign policy and security policy.The EU is currently in the process of converting its 138 foreign missions into EU delegations empowered to speak on behalf of the whole union.In the past, the missions' main task was to implement EU projects and to channel information back and forth to EU institutions. The Belgian EU presidency aims to wrap up the conversion process by the end of the year, while EU foreign relations chief Catherine Ashton is in the coming weeks to name a first generation of 31 new EU heads and deputy heads of delegation in her European External Action Service.Mr Vale de Almeida told AFP that he will focus on Iran, Afghanistan, Pakistan and the Middle East peace process in the foreign policy area: On the foreign policy side, Iran is top of the list.

Commissioner defends unfashionable EU tax idea

The Polish commissioner in charge of the EU budget, Janusz Lewandowski, has said an EU levy on the financial sector has the best chance of winning support after France joined the UK and Germany in opposition to plans for creating an EU tax.Talking about EU own resources and something with the shape of a European tax is extraordinarily unfashionable. But I see a tendency, that it is possible in terms of public opinion to defend a tax on financial transactions or another form of tax on the financial sector. It would even be popular, he told the Polish press agency, PAP, on Tuesday (10 August).Mr Lewandowski noted that he is looking to raise about €30 billion to €40 billion a year from the new revenue source in order to keep EU spending levels at no less than the current rate of €140 billion a year in the 2014 to 2020 period. He said EU financial ministers are encouraging the European Commission to explore new revenue options despite a public backlash against the EU tax idea by the bloc's biggest member states. They are telling the commission: keep looking, maybe you will find something, so long as it lets us reduce payments from state budgets,Mr Lewandowski told PAP.This motivates me to look for new revenue sources, because I know what kind of impasse we will hit in budget talks if they are to mean larger donations from Paris, Berlin, London or other capitals. This is why it's worth looking for new solutions and taking a risk.France on Tuesday joined the UK and Germany in criticising the notion of a new EU levy, recently floated by Mr Lewandowski in the German press.

We think this idea of a European tax is completely inopportune. Any kind of supplementary tax is today unwelcome. It is rather a time for making savings both in member states and the European institutions,the French junior minister for EU affairs, Pierre Lellouche told Agence France Presse.Clearly the idea of a European tax, the power to levy taxes, raises fundamental political issues and would be a very significant transfer of sovereignty, he added.The Lewandowski gambit comes amid deep cuts in national spending by many EU states in reaction to the eurozone debt crisis, creating antagonism to any extra transfer of money to Brussels. But a financial transaction tax would hit a sector held morally responsible for the global financial crisis in 2008, which led to the current age of austerity. Poland and Belgium are the only EU countries so far to come out in favour of the new EU levy.

Poland's EU affairs minister Mikolaj Dowgielewicz told PAP on Tuesday that Warsaw would welcome a debate on the subject, so long as the tax would not target ordinary citizens and would not be linked to CO2 emissions trading rights.But it's not to be excluded that we would accept other variants. That's why I would warn others against excessive criticism, he said. Belgian junior minister Melchior Wathelet was unequivocal in his backing. With a mechanism of own resources, it [the EU budget] would be more fair,he told the Belga news agency.Belgium, as the current holder of the rotating EU presidency, and the home country of EU Council President Herman Van Rompuy, is in a good position to put the tax idea high on the agenda of EU finance ministers in September, when Mr Lewandowski aims to put forward a formal proposal.

Israel bulldozes Muslim graves in Jerusalem

JERUSALEM (AFP) – Israeli bulldozers backed by police destroyed dozens of gravestones in a Muslim cemetery in central Jerusalem on Tuesday, according to an AFP photographer.The Islamic Movement accused the municipality of destroying more than 200 Muslim graves that had been recently renovated in a centuries-old cemetery in mostly Jewish west Jerusalem.Last night at around 12:30 am (2130 GMT) occupation forces entered the cemetery and destroyed around 200 graves, said Mahmud Abu Atta of the Al-Aqsa Foundation linked to the group, whose members are Arab citizens of Israel.He said the bulldozers returned later in the day to destroy dozens more after a Jerusalem court rejected a petition to halt the work.The destruction is related to the issue of renovation. The Israeli establishment does not want us to renovate the graves so it is destroying them, he said.The spokesman for the municipality did not respond to several phone calls, and a police spokesman said he was looking into the incident.The demolition of the graves happened near the site of a planned Museum of Tolerance to be built by the Simon Wiesenthal Center, a US-based Jewish human rights group.The project has sparked controversy because of its proximity to the graves but Abu Atta said the latest demolition work was not related to the museum.Israel's 1.3 million Arab citizens include the descendants of Palestinians who remained in the Jewish state after the 1948 war that attended its creation.

The month of Elul, which began Tuesday evening, is the final one of the Jewish year. It is immediately followed by Rosh HaShana, the beginning of the new year and a Day of Judgment.For this reason it is considered a time of soul-searching, in which the Israelites are expected to undergo a process of teshuva – a return to roots and to morality, and a process of renewal in anticipation of the new year.The 40 days that include Elul and the ten days that follow it are considered Days of Mercy because they are the days in which Moses – to whom Jews usually refer as Moshe Rabbenu, or Our Rabbi Moses – ascended Mount Sinai and prayed for the Israelites after the Sin of the Calf. On Yom Kippur, G-d told him that He had forgiven Israel's transgression and Moses went back down the mountain with the new Tablets of commandments. The days are therefore considered fit for teshuva and tikkun – fixing one's heart and mending one's ways.Sephardic Jews traditionally recite the selichot, or prayers of penitence, throughout the month, either in the very early morning or after midnight. The selichot are prayers to G-d asking that He will forgive us our trespasses, bring us closer to Him, have mercy on Nation of Israel and fully redeem them.Ashkenazi Jews begin to recite selichot on the week that precedes Rosh Hashana. Some Yemenite Jews begin to recite them in mid-Elul.Ashkenazi Jews – descendants of communities that lived in Europe for hundreds of years – also add Psalm 2, which begins with the words A Psalm of David: G-d is my light and my salvation; whom shall I fear? – following their prayers during Elul. Report: Police Use Tear Gas to Arrest 40 Jewish Girls on March

Tuesday evening, police arrested 40 Jewish girls attempting to march into Jericho. The girls were taken to the police station in Maaleh Adumin. Some of the arrested said the police used tear gas against them. The marchers told Arutz Sheva that they would continue their struggle for the Land of Israel.The Hebrew Cities March, which began on Monday, aimed at marching to the historically Jewish cities of Shechem and Jericho, abandoned by the IDF in recent years. Dozens of marchers have been arrested over the course of the week at various stages of the march.One of the marchers, a teen-aged girl who spoke to Arutz-Sheva from a closed military vehicle without air conditioning, said that the arrest was carried out while she and the other participants were marching on Israeli territory, without a warrant and without warning. Suddenly, the soldiers attacked us, threw us on the floor and started beating us, dragged us into a hot army jeep. Some of the girls received burns from contact with the jeep, said the girl, who was in the jeep along with seven of her friends.

Uncovered: Heaviest Gold Coin Ever Found in Israel

Archaeologists working in Tel Kedesh in northern Israel have uncovered an extremely rare 2,200-year-old gold coin, minted in Alexandria by King Ptolemy V.The head of the Coin Department of the Israel Antiquities Association, long-time American immigrant Dr. Donald T. Ariel, said, This is the heaviest and most valuable ancient gold coin ever found in an excavation in Israel.The coin depicts a queen, believed to be Arsinoe II Philadelphus, who was married to her half-brother Ptolemy II. It is possible, however, that it may actually be Ptolemy V's wife Cleopatra I, daughter of Antiochus III.The excavations at Tel Kedesh, near Israel's border with Lebanon, are being carried out by the University of Michigan and University of Minnesota. This is an amazing numismatic find, Dr. Ariel said. The coin is beautiful and in excellent preservation. It is the heaviest gold coin with the highest contemporary value of any coin ever found in an excavation in Israel, weighing almost an ounce,or 27.7 grams, compared with 4.5 grams for most ancient gold coins.

In Ariel’s words, This extraordinary coin was apparently not in popular or commercial use, but had a symbolic function, possibly related to a festival in honor of Queen Arsinoe, who was deified in her lifetime.The coin's denomination is called a mnaieion, meaning a one-mina coin, and is equivalent to 100 silver drachms, or a mina of silver. The reverse side of the coin depicts two overlapping cornucopias (horns-of-plenty) decorated with fillets.It is rare to find Ptolemaic coins in Israel dating after the country came under Seleucid rule in 200 BCE, Ariel explained. The only other gold Ptolemaic coin from an excavation in Israel (from Akko) dates from the period of Ptolemaic hegemony, in the third century BCE, and weighs less than two grams.The excavations at Tel Kedesh, conducted since 1997, have uncovered a large Persian/Hellenistic administrative building, complete with reception halls, dining facilities, store rooms and an archive. While the documents in the archive were not preserved, the excavations yielded 2043 seal impressions, from which the flourishing of the Hellenistic phase of the building can be dated to the first half of the second century BCE.About three years ago, an Alexandrine hoard of Ptolemaic gold coins appeared on the world antiquities market. No coins of Ptolemy V were included in that hoard, however, so the extreme rarity of the mnaieion from Tel Kedesh remains unimpaired.(IsraelNationalNews.com)

Jews have come out swinging against a new Iranian Holocaust denial website, which the Anti-Defamation League (ADL) called a virtual cesspool of anti-Semitism. The ADL called on the U.S. government to publicly condemn the latest anti-Jewish offensive in the Islamic Republic.The HoloCartoon site mocks the Holocaust, in which six million Jews were murdered in gas chambers, death marches, by hunger and by other forms of torture. It also displays cartoons showing Jews with hook-nosed worms tunneling holes in history books, and another caricature displays fake bodies at a concentration camp.It is rife with anti-Semitic imagery, Jewish conspiracy theories, Holocaust denial and factual inaccuracies,the ADL commented. HoloCartoon is a pernicious website replete with vicious anti-Semitism and caricatures of Jews fabricating the Holocaust story to advance their goals, and depictions of Jews as murderers and manipulative money worshippers.Its pseudo-history makes a mockery of the Holocaust and the site is little more than a virtual cesspool of anti-Semitism.

The website introduces the viewer to a Pink Panther theme song and tries to show that the killing of 6 million Jews in the Second World War known as the Holocaust was a sheer lie.The site is dedicated to all those who have been killed under the pretext of the Holocaust,Iran’s semi-official Fars news agency reported.ADL director Abe Foxman, a Holocaust survivor, said, This type of anti-Semitism is the calling card of the Iranian regime and a reflection of President Mahmoud Ahmadinejad, who continues a drumbeat of Holocaust denial and Jew-bashing.Israel’s Yad VaShem Holocaust Memorial Museum stated,The vulgar and cynical approach of the website, a combination of Holocaust denial and distortion, illustrated with anti-Semitic caricatures, further illustrates Iran’s disregard for reality and truth vis-à-vis the Holocaust, Jews and Israel.(IsraelNationalNews.com)

Gaza: Goods Aplenty, Low Prices, No Buyers

The Hamas terrorist government of Gaza announced the arrival on Monday evening of a European medical convoy of ships entitled Miles of Smiles II. The ships held 45 supporters – not 70 European politicians, as organizer Issam Yousef originally said - from seven countries, who brought 45 ambulances and over 50 other vehicles loaded with medical goods and equipment worth an estimated one million euros.The boats docked in the Egyptian Sinai port of El Arish, which is rapidly becoming the main drop-off point for ships laden with Gaza-bound goods.Yousef, who serves as deputy foreign minister for Hamas in Gaza, said that more aid convoys were expected to arrive in Gaza during the month of Ramadan, which begins today.A British delegation of 60 members arrived in Gaza beforehand in order to coordinate the arrival of Miles of Smiles with the Hamas leadership.Other recent or soon-to-arrive aid shipments for Gaza include:
-the Al-Quds IV convoy from Libya, to be followed by Al Quds V at the end of Ramadan
-a Malaysian delegation that arrived in Cairo on its way to Gaza, bringing clothing and medical equipment
-an Algerian ship with 85 containers of food and medical equipment
-and a Syrian convoy with five trucks and 116 tons of food.

In addition, the Inter-Arab Parliament has decided to dispatch three aid convoys to Gaza: One at the beginning of Ramadan, one in October with school supplies, and one at the end of December.Israel continues to send to Gaza 200-300 truckloads of food and supplies each day. Tropical depression weakens slightly in the Gulf

MIAMI – A tropical depression in the Gulf of Mexico has weakened slightly as it moves toward the site of the oil spill off Louisiana's coast.The depression's maximum sustained winds decreased to near 30 mph (45 kph) Wednesday. But the National Hurricane Center says some strengthening is still possible and it could become Tropical Storm Danielle before its center reaches land.A tropical storm warning has been issued for much of the Gulf Coast from Destin, Fla., to Intracoastal City, La., including New Orleans.The depression is located about 165 miles (265 kilometers) east-southeast of the mouth of the Mississippi River and is moving northwest.Officials have halted drilling on a relief well intended to permanently plug the blown-out well in the Gulf.

ZHOUQU, China – Heavy rains lashed a remote section of northwestern China as the death toll from weekend flooding that triggered massive landslides jumped to 1,117, although the fading hopes of rescuers got a boost late Wednesday when a survivor was found in the debris.The state-run Xinhua News Agency gave no immediate details on the survivor, found nearly four days after the disaster struck. Earlier Wednesday, a 50-year-old man was rescued who had been trapped in knee-deep mud on the second floor of a hotel, Xinhua said.Local officials were cited as saying at least 627 people were still missing.The National Meteorological Center warned there was a relatively large chance of more landslides in the coming days, as heavier rain was expected, with up to 3 1/2 inches (90 millimeters) forecast for Friday.Troops and rescue teams, joined by traumatized survivors, were increasingly turning to recovering bodies and seeing to the needs of the living. Clean drinking water was a primary concern, with most local sources destroyed or too polluted to use.

Entire communities in Gansu province's Zhouqu district were swallowed when the debris-choked Bailong River jumped its banks early Sunday, releasing wave after wave of mud and rubble-strewn water. While torrential rains were the direct cause, tree cutting that left the dry hills exposed and the weakening of cliff faces by a massive 2008 earthquake were seen as contributing factors.Buildings were torn from their foundations, their lower floors blown out by the force of the debris-laden water. Three villages comprising hundreds of households were entirely buried and much of the county seat was submerged.In some households, all the people have died, making the counting of the dead more difficult, Zhang Weixing, a Ministry of Civil Affairs official, told a news conference Wednesday.Crews using explosives and excavators rushed to drain an unstable lake on the Bailong upriver of Zhouqu, fearing more rain could cause a massive breach, bringing more misery to the town.The danger of the barrier lake collapsing has been basically eliminated, Jiao Yong, deputy vice minister of the Ministry of Water Resources, told the news conference.

CANBERRA, Australia – The U.S Geological Survey says a magnitude 6 earthquake has shaken Vanuatu — a day after a stronger quake off the South Pacific island nation generated a small tsunami.The Wednesday quake was too small to cause a tsunami and there were no immediate reports of injuries or damage. A statement says the quake's epicenter was 46 miles (73 kilometers) northwest of the capital Port Vila and 25 miles (41 kilometers) deep.A powerful 7.5 magnitude quake off Vanuatu on Tuesday generated a small tsunami, shook buildings and brought down power lines. There was no major damage or serious injuries.

MOSCOW – Russian emergency workers have increased forest patrols in a western region contaminated by the 1986 Chernobyl nuclear disaster, trying to prevent wildfires that could spread harmful radiation, officials said Wednesday.Greenpeace and other environmental groups and forest experts say radioactive dust from the Chernobyl disaster could be harmful, even though doses would likely be small.Fire crews quickly extinquished about six new wildfires spotted this week in the Bryansk region, the part of Russia that suffered the most from the Chernobyl catastrophe in what was then Soviet Ukraine, Emergency Situations Ministry spokeswoman Irina Yegorushkina said. Her agency also had reported sporadic wildfires last week, but said all had been put out.She said radiation experts from Moscow determined there has been no increase in radiation levels in the Bryansk area, on the border of Belarus and Ukraine. The soil holds radioactive particles that settled after the Chernobyl nuclear power plant's reactor No. 4 exploded during a pre-dawn test on April 26, 1986, spewing radioactive clouds over much of the western Soviet Union and northern Europe.Environmentalists have warned that the particles could be thrown into the air by wildfires and blown into other areas by the wind.

Storm delays BP relief well by 2-3 days

HOUSTON (Reuters) – An approaching storm in the Gulf of Mexico will delay by two to three days BP Plc's work on a relief well, the final step in permanently killing the source of the world's worst offshore oil spill, the top U.S. spill official said on Tuesday.BP suspended work on the relief well aiming to bore into its blown-out Macondo well hours before the National Hurricane Center said a tropical depression formed over the Gulf of Mexico.Computer models forecast the depression would move northwest, crossing the spill site before making landfall in Louisiana or elsewhere along the north-central Gulf coast by Wednesday night or early Thursday.This could potentially delay the final portion of the relief well for two to three days, retired Coast Guard Admiral Thad Allen told reporters earlier on Tuesday after the hurricane center said a tropical depression was likely.Separately, a special judicial panel ruled that a New Orleans federal judge would oversee a swath of civil lawsuits brought by commercial fishermen and injured workers from the Deepwater Horizon rig, which exploded on April 20, killing 11 workers and unleashing a nearly three-month undersea oil gusher.Securities lawsuits lobbed at BP by stockholders angered by its steep share price declines will be combined in Houston, the U.S. Judicial Panel on Multidistrict Litigation decided. NEW ORLEANS – Drilling the final feet of a relief well intended to permanently plug the busted BP oil well deep below the Gulf of Mexico will have to wait two to three days as a tropical depression bears down on the site.BP and Coast Guard officials had already decided to stop drilling earlier Tuesday, before forecasters at the National Hurricane Center named the storm a depression. A tropical storm warning was issued for much of the Gulf Coast affected by the oil spill, from Destin, Fla., to Intracoastal City, La., and included New Orleans.The center of the storm was located off Florida, about 165 miles east-southeast of the mouth of the Mississippi River on Wednesday. The depression had weakened slightly Wednesday morning, but the National Hurricane Center in Miami said it could still become Tropical Storm Danielle before reaching the coast.Retired Coast Guard Adm. Thad Allen, the government's point man on the spill, said the last steps will have to wait for ending any threat from the well that spewed more than 200 million gallons of oil over three months before a temporary cap sealed it in mid-July.Crews will pop in a temporary plug to safeguard what they've drilled so far, but they won't send workers back to land. They have about 30 to 50 feet left to drill.The relief well is meant to allow BP PLC to pump mud and cement into the broken one from deep underground for a so-called bottom kill, a permanent seal that would complement a plug injected into the top of the well last week.Allen has insisted for days that BP go ahead with the bottom kill, even though the top plug appeared to be holding. He said the boom will be put it in storage and available for future use if necessary.The delay from the storm came on the same day that anglers and tourism operators got some good news: Federal authorities announced that about 5,000 square miles of Gulf along Florida's Panhandle was reopened for commercial and recreational fishing.Jane Lubchenco, administrator of the National Oceanic Atmospheric Administration, said the expanse from east of Pensacola to Cape San Blas and extending south into the open Gulf was safe for fishing. JERUSALEM – There is still no decision to resume direct Israeli-Palestinian peace negotiations, President Barack Obama's envoy acknowledged Wednesday, despite optimism in Washington that agreement was close.Officials in Washington had hoped that envoy George Mitchell's current two-day round of separate talks with Israeli and Palestinian leaders would be the last before peace talks are restarted.Mitchell met Wednesday with Israeli Prime Minister Benjamin Netanyahu, who repeated his call for direct negotiations.Mitchell said, Well, we share your objective, as you know, and we are continuing our efforts.Netanyahu replied, So let's get on with it.In Washington, U.S. Secretary of State Hillary Rodham Clinton echoed Mitchell's assessment. We continue to work closely with both sides to get to direct talks as soon as possible,she said, describing the Mitchell-Netanyahu session as a good, productive meeting.Afterward, an Israeli official said there was no breakthrough, putting the blame on the Palestinians. The official spoke on condition of anonymity because no government statement was made.Palestinian negotiator Saeb Erekat rejected the Israeli charge. The key is in Netanyahu's hands, he told The Associated Press.
