Iran’s Nuclear Power Plant to be Fueled

Moscow has announced that it will start loading fuel into Iran's first nuclear power plant on August 21st.The start seasons for Bushehr have been set and then pushed back many times over the years, but with this specific date now in the calendar, experts believe it is likely to finally happen next week.It has been a very long project. Internationally renowned nuclear proliferation expert Mark Fitzpatrick says, This was a white elephant of a project. They had a German designed reactor which was bombed in the Iran-Iraq war. Russia then took it over and tried to graft a Russian designed reactor onto the German design. There wasn’t a very good match between the two designs. It took a lot of time and effort to get it to come out right.It's a project that began before the Islamic Revolution. As it is a straightforward nuclear power plant, and does not involve sensitive or proscribed technology, it is not an obvious proliferation risk, but there have been concerns about the safety of the plant which sits right on the Persian Gulf. Fitzpatrick says,Many of Iran’s neighbors are very worried about the environmental consequences of a nuclear power plant in an area that is seismically unstable, based on a Russian design that has had historical problems. The Russians have learned from the mistakes of Chernobyl. The Bushehr power plant has got an enclosure. It is not the kind of unsafe reactor that created so many problems 20 years ago. But there are still some environmental concerns.Bushehr does not fall under the UN sanctions, and has not been the subject of Security Council resolutions because it does not involve uranium enrichment. The concerns about uranium enriched at the level needed for fuel, is that it once the enrichment technology is mastered, Iran could eventually potentially bump the material up to a higher, purer grade suitable for weapons.

The fact that Russia will be supplying the fuel for the new reactor begs the question of why Iran is enriching uranium in the first place.White House Spokesman Robert Gibbs said, It quite clearly, I think, underscores that Iran does not need its own enrichment capability if its intentions as it states are for a peaceful nuclear program. So I think in many ways this is a concept that closes the fuel loop and I think again it demonstrates and proves to the world that if the Iranians are sincere about a peaceful program, their needs can be met without undertaking its own enrichment program.Not only does Iran not need fuel for this reactor, but according to Mark Fitzpatrick, it can't even manufacture the fuel for Bushehr.Only Russia can produce fuel for that reactor. Iran doesn't have a fuel production line. It doesn't have the specifications from Russia for this reactor.Iran has pledged it will build its own nuclear reactors at some point but experts wonder how feasible that is. Fitzpatrick said,They would need foreign assistance for that. I am not sure Russia would want to go ahead with another project that caused so many headaches.And with Iran isolated and its nuclear program at the center of controversy, it is not clear what other countries might step up to the plate.

Fitzpatrick says the spent fuel from Bushehr will go back to Russia. but it has to cool for three years before that can happen. One of the minor proliferation risks is that the fuel could potentially be diverted in that window. But Bushehr is monitored by international inspectors. More than anything, it seems, what its completion means is Iran is now able to say that it is the exclusive club of industrialized countries that has nuclear power.

News that Russia will load nuclear fuel rods into an Iranian reactor has touched off a countdown to a point of no return, a deadline by which Israel would have to launch an attack on Iran's Bushehr reactor before it becomes effectively immune to any assault, says former Bush administration U.N. Ambassador John R. Bolton. Once the fuel rods are loaded, Bolton told Fox News on Friday afternoon, it makes it essentially immune from attack by Israel. Because once the rods are in the reactor an attack on the reactor risks spreading radiation in the air, and perhaps into the water of the Persian Gulf.Russian Prime Minister Vladimir Putin declared in March that Russia would start the Bushehr reactor this summer. But the announcement from a spokesman for Russia's state atomic agency to Reuters Friday sent international diplomats scrambling to head off a crisis. The story immediately became front-page news in Israel, which has laid precise plans to carry out an attack on Iran's nuclear facilities while going along with President Obama's plans to use international sanctions and diplomatic persuasion to convince Iran's clerics not to go nuclear.

Bolton made it clear that it is widely assumed that any Israeli attack on the Bushehr reactor must take place before the reactor is loaded with fuel rods.If they're going to do it that's the window that they have, Bolton declared. Otherwise as I said before, once the rods are in the reactor, if you attack the reactor you're going to open it up and radiation will escape at least into the atmosphere and possibly into the waters of the Persian Gulf. So most people think that neither Israel nor the United States, come to that, would attack the reactor after it's been fueled.Bolton cited the 1981 Israeli attack on Saddam Hussein's Osirak reactor outside Baghdad and the September 2007 Israeli attack on a North Korean reactor being built in Syria. Both of those strikes came before fuel rods were loaded into those reactors.So if it's going to happen in Bushehr it has to happen before the fuel rods go in, Bolton said. The conversation that touched off the de facto deadline for Israeli military action was a telephone conversation with wire services involving Sergei Novikov, a spokesman for Rosatom, the Russian Energy State Nuclear Corp. Novikov said: The fuel will be loaded on Aug 21. This is the start of the physical launch of the reactor.From that moment the Bushehr plant will be officially considered a nuclear-energy installation, Novikov said, adding that the head of Rosatom, Sergei Kiriyenko, will visit Bushehr Aug. 21 to conduct a ceremony for the event.

According to Bolton, once the reactor is operational, it is only a matter of time before it begins producing plutonium that could be used in a nuclear weapon.And in the normal operation of this reactor, in just a fairly short period of time, you could get substantial amounts of plutonium to use as nuclear weapons, Bolton told Fox. Russia, which is operating under a $1 billion contract with Iran, has spent more than a decade building the reactor. If Russia moves forward with its plan to fuel the reactor, it could be seen as a major setback to the Obama administration's strategy of engaging Russian leaders in order to win their cooperation.The U.S. urged them not to send the Iranian's fuel rods, Bolton said. They did that. The Obama administration has urged them not to insert the fuel rods in the reactors, but as they've just announced that will begin next week. What that does over time is help Iran get another route to nuclear weapons through the plutonium they could reprocess out of the spent fuel rods.The developments mean Israeli Prime Minister Benjamin Netanyahu soon may face a stark choice: Attack the Bushehr reactor in the next 8 days, or allow it to become operational despite the certainty it would greatly enhance Iran's ability to create nuclear weapons. Russian leaders have said the Bushehr reactor project is being closely monitored by the International Atomic Energy Agency (IAEA), the UN's nuclear watchdog group. According to Iran's ISNA news agency, IAEA inspectors will be on hand to observe the fuel-rod loading process that is now scheduled to begin Aug. 21.According to Russian officials, Iran has promised in writing to send all spent fuel rods from Bushehr back to Russia for reprocessing, to ensure they cannot be used for nuclear weapons.Bolton said the reactor has been a hole in American foreign policy for over a decade.The failure to demand it be shut down began in the Bush years, he said, and continues with the Obama administration under what I believe is the mistaken theory that Iran is entitled to the peaceful use of nuclear energy.I don't think Iran is entitled to that, or I don't think we ought to allow it to happen, because they're manifestly violating any number of obligations under the non-proliferation treaty not to seek nuclear weapons. But this has been a hole in American policy for some number of years, and Iran and Russia are obviously exploiting it, Bolton said.Russia’s move would put Iran in a much better position overall, he said, adding, I think this is a very delicate point, as I say, it closes off to the Israelis one possible target for pre-emptive military action.U.N. sanctions against Iran, he said, have not had and will not have any material effect on Iran's push to have deliverable nuclear weapons.

It follows revelations by the Daily Mail earlier this year that more than half of the scientists advising the British Government's own taskforce on the pandemic had links to drugs giants.One of the 15 scientists advising the WHO was British professor Neil Ferguson - who last year warned the pandemic would be so bad all schools would need to close.It has since emerged that Professor Ferguson had acted as a consultant for Roche, who makes Tamiflu, as well as GSK Biologicals until 2007.

Professor Maria Zambon, who was also on the panel, from UK Health Protection Agency's Centre for Infection, said she received funding from several vaccine makers, including Sanofi, Novartis, CSL, Baxter and GSK.During the outbreak last year Professor Zambon warned that up to a third of school children in Britain had the virus without knowing as they did not have symptoms.Meanwhile US professor Arnold Monto admitted he had done research for GlaxoSmithKline, Baxter, the two firms contracted to make the jabs, as well as Roche, which makes Tamiflu.He had also done work for two other large firms Novartis and Sanofi Pasteur.Critics warned that there was serious conflict of interest amongst these experts whose advice had led to the waste of vast sums of taxpayer's money.Labour MP Paul Flynn said: A year ago, these experts told us the world was facing a grave health emergency.On this occasion, regrettably, they got it wrong: their advice led WHO, the EU and national governments to vastly overrate the seriousness of the H1N1 epidemic, wasting large sums of public money and scaring the world unnecessarily.With such conflicting pressures, we need to be absolutely certain that the advice of such experts is based on solid scientific evidence and is driven solely by the need to protect public health. The only way to do that is through total transparency.

The president has made it a point to reach out to the global Muslim community, and the over 100 guests at Friday's dinner in the State Dining Room included ambassadors and officials from numerous nations where Islam is observed, including Saudi Arabia and Indonesia.While his pronouncement concerning the mosque might find favor in the Muslim world, Obama's stance runs counter to the opinions of the majority of Americans, according to polls. A CNN/Opinion Research poll released this week found that nearly 70 percent of Americans opposed the mosque plan while just 29 percent approved. A number of Democratic politicians have shied away from the controversy.Opponents, including some Sept. 11 victims' relatives, see the prospect of a mosque so near the destroyed trade center as an insult to the memory of those killed by Islamic terrorists in the 2001 attacks.Former Republican Sen. Rick Santorum of Pennsylvania told Fox News that Obama seems to misunderstand that Islam is not just a religion, but also a political doctrine. He also said the mosque is being run by a man who accused the U.S. of being an accomplice in the Sept. 11 attacks.Santorum compared the ground zero mosque to a minister who wants to builds a church near the location where the Rev. Martin Luther King was killed but preaches racial separation and the notion that King brought his death upon himself.I don't think Barack Obama would say, Well we have religious tolerance, we're going to allow them to do that, he said. That is the wrong way to look at this. This is not whether it's a legal right to do it. Is the Gulf Oil Gone? It Depends on How You Define Oil

Oil that leaked from a broken oil well following an explosion on a drilling rig swirls through the currents in the Gulf of Mexico.
The largest ecological disaster in U.S. history has largely been taken care of, the government claims. Many scientists aren't so sure, however.In a five-page report, the National Oceanic and Atmospheric Administration (NOAA) claimed a vast majority of the BP oil spill is now completely gone. The remaining 25% consists of residual oil that is buried in sediments and sand. The report, released August 4, claims that most of the oil evaporated naturally or -- through what the report calls a robust federal response -- was skimmed, burned, recovered, or dispersed. As the report came out on his 49th birthday, President Obama thanked the NOAA for the well-timed gift.

But researchers and scientists as well as environmental groups and Gulf residents have cried foul, saying the NOAA report unfairly claims mission accomplished, an attitude that flies in the face of reality. There is still considerable oil in the Gulf as residual oil -- and that 25% is still oil oil, said Justin Revenaugh, a seismologist and professor of geology and geophysics at the University of Minnesota.

Revenaugh told FoxNews.com that the residual oil is still a massive spill, five times that of the Exxon Valdez and the 11th largest in history. It’s also still extremely harmful to the environment, he said.

Defining oil accurately
Several other scientist and oceanographers have criticized the NOAA report more directly. At issue is how the report describes oil -- vastly gone, and not a lingering deposit that will affect the environment.John Kessler, an oceanographer from Texas A&M, is one of the report's most outspoken critics. He estimates that as much as 75% of the BP oil spill is still in the Gulf and traceable, and he called the NOAA report misleading if not totally inaccurate in a news release.Ian MacDonald, an oceanographer at Florida State University, told FoxNews.com that the report mixes apples and oranges, then counts everything as apples because it uses hard data on skimming, burning and chemical dispersion with conjecture on natural dispersion and dissolution.And Dr. Larry McKinney, executive director of the Harte Research Institute for Gulf of Mexico Studies, believes there are still oil deposits in the water columns and in sediment layers.Still, McKinney thinks the NOAA used a reasonable and thoughtful process. When you look at the actual report, there are the types of caveats that any exercise of this type might include. I do not think it likely we will have a better estimate, but some improvements might be possible as additional data come in.

Environmental angst?
Not all scientists are critical of the NOAA report. Peter Lane, the chairman of the ASTM F20 Committee on Oil Spills and Hazardous Substances, who is also the president of Applied Fabric Technologies, an oil spill clean-up equipment company, agreed with its conclusions.I thought the oil was gone or was going to be gone about five days after the blowout, said Lane. The rest is just backpedaling by those who made dire predictions about the long-lasting effects of oil going all over the world.They have no idea how to put something like this into perspective, they want to shed blame on someone and/or gain political mileage, he added. EUOBSERVER / BRUSSELS - European social democracy is in the doldrums and the members of the continent's centre-left think that a major change at the top of the Party of European Socialists is the solution. After a rout of the centre-left in last year's European elections, activists with the centre-left Party of European Socialists (PES) have launched a campaign to push for US-style primary elections within the party to select their candidate for the presidency of the next European Commission in 2014.Frustrated with the failure of the PES to nominate any candidate at all ahead of the June 2009 elections, a pair of long-time activists have rolled out a movement that is proposing that the members of the various social democratic parties across Europe vote to choose who the party will nominate as its presidential candidate.The Campaign for a PES Primary was kicked off on 26 July by Desmond O'Toole, a member of the Irish Labour Party's Central Council, and Jose Reis Santos, a Lisbon city councillor, and, according to the pair, has met with a huge response.

Its Facebook group has 570 members and is growing at a rate of about 200 a week. The pair has also set up a Twitter feed to promote the campaign, although Mr O'Toole was keen to stress: It's not just a few kids playing around with some Facebook group. This is serious.Even in the middle of August, we are pleasantly surprised at how this is growing, he told EUobserver, adding that the idea will really take off in September when people return from their summer holidays.The pair also argues that such a move will go a long way to counter the bloc's infamous democratic deficit.There have long been questions about democracy within the EU and these are only increasing," Mr O'Toole said. European Parliament elections do mater now more than in the past. But only the [centre-right] EPP put forward a candidate. The PES didn't and we clearly lost out as a consequence. At the national level, socialists' average level of support in the nineties of almost 30 percent in the then EU12 countries was down from 31 percent in the eighties and 33 percent in the fifties. Over the last decade, the descent has accelerated, dropping to an average of 26.6 percent from 2000-10.Frustrated with last June's result, the party's annual congress last December in Prague decided that in the future, the PES would always select a European Commission candidate.But then this raises the question: How should this person be selected? Mr O'Toole went on. This wasn't spelled out, and it's frankly not democratic, it's not good enough if the person is selected by party officials in back rooms.

Mr Santos, writing on the campaign's blog, said this partly explains the falling turnout for EU elections: Regular citizens are not voting in European and national elections - they just can't feel represented by the politicians in the ballots, as some are chosen behind closed doors, in the clubs and alleys dominated by the party hierarchical system.They say that a decision on the candidate by the PES Presidium, its executive, or even by its congress, does not go far enough to engage citizens.
All these options represent old ways of doing politics, and I strongly believe that the European citizens, in particular progressive citizens, do expect more from us, said Mr Santos.The campaign is hopeful of success as it has yet to meet with any opposition to the idea at any level in the party. There is a general feeling that we must do something different. There is a strong value-add for the party. The activists believe that such a move will improve democracy not just in their party, but the EU as a whole. Primaries in the PES, they believe, would put pressure on the other parties to make similar moves, so that whoever becomes the head of the EU executive would have a genuine democratic mandate from citizens.Advocates for more democracy in the EU have long mooted a directly elected president of Europe, or at least of the European Commission. Such a move however would require a treaty change.The beauty of this idea is that it requires no such change and takes the treaty where we find it, but achieves a similar end, Mr Santos added. The campaign intends to take soundings of national leaders and MEPs whom they hope will back the project.There is a huge issue about the legitimacy of the EU. EU foreign ministers to upgrade Pakistan effort

EUOBSERVER / BRUSSELS - EU foreign relations chief Catherine Ashton has sent a letter to the bloc's 27 foreign ministers asking to discuss a long term aid plan for Pakistan at an informal meeting next month.The letter envisages a lunchtime debate on the flood-struck Asian country at a so-called Gymnich gathering of EU foreign policy heads to be held in Brussels on 11 September.Ms Ashton has also invited aid commissioner Kristalina Georgieva, development commissioner Andris Piebalgs and trade commissioner Karel De Gucht to the session to explore a multi-pronged EU effort.Mr De Gucht will earlier the same day take part in an informal get-together of EU trade ministers in the EU capital, enabling him to bring group-of-27-endorsed proposals on trade options to the table. The idea is to come up with a sustainable, long-term approach to how we can help Pakistan, instead of just a one-off humanitarian relief effort. It's the same approach as the 10-year plan for Haiti, an EU official said. This is the European External Action Service at its best, bringing together politicians, a military and defence aspect, as well as humanitarian aid and trade under one roof.EUobserver has learned that two options under consideration are to extend low trade tariffs to Pakistan by including it in the EU's generalised system of preferences (GSP) scheme, or to tailor a one-off arrangement helping it to export a core set of six or so product categories, such as textiles, to the union.

Italy earlier this year urged EU states to give Pakistan GSP status, but the country has so far been excluded because its economy has been judged to be too highly developed to qualify.Floods in northwestern and central Pakistan have affected 14 million people, caused some 1,600 deaths and destroyed crops, with the UN calling for €350 million in emergency international aid and saying the fallout could be worse than from the 2010 Haiti earthquake and the 2004 Asian tsunami combined. The EU has so far given Pakistan a modest €40 million in short term flood aid, prompting criticism from charities.The European Union, the world's richest group of countries, can afford to be much more generous, yet some countries' efforts have so far been pitiful. EUOBSERVER / BRUSSELS - Russian foreign minister Sergei Lavrov neglected to mention to his EU counterpart Catherine Ashton on the phone on Wednesday (11 August) that Moscow was about to make a major security announcement on Georgia.The pair in a well-publicised exchange spoke at length on Wednesday afternoon on the subject of Russian wildfires, with Ms Ashton voicing condolences for victims, while Mr Lavrov thanked the EU for member states' support.But the union was surprised to learn shortly after in a statement by Russian colonel general Alexander Zelin to the Itar-Tass, Interfax and RIA Novosti news agencies that Moscow has stationed S-300 ground-to-air missiles in Georgia's disputed Abkhazia region.He [Mr Lavrov] said nothing on the subject. Within an hour or so later, we got the news, a source in the EU institutions told EUobserver.The US State Department on Wednesday noted it's our understanding that Russia has had S-300s in Abkhazia for two years but could not confirm if the battery is being upgraded.The EU's monitoring mission in Georgia told this website that it is also unable to confirm the Russian media reports because its officers are denied entry into the Abkhazia region.The situation is calm at the moment but it is unpredictable. Certainly events like this give input to further tensions, a contact in the mission said. I was told by military experts they are simply air defence systems, they are not strategic missiles, which means they can only be used to target aircraft.Despite the on-the-ground calm, EU diplomats are considering whether or not to make a formal complaint.It is indeed a serious issue. It is yet another demonstration of the fact that the Russian side is not in compliance with the six-point agreement,one Georgia-based diplomat said, referring to the 2008 EU-brokered Russia-Georgia peace treaty, which stipulates that Russia should withdraw its forces to pre-war positions.

It is absolutely beyond understanding what aims this extremely dangerous, provocative step may serve, which poses a threat not only to the Black Sea region but to the security of Europe as a whole,the Georgian foreign ministry said in a statement on Thursday.The S-300 affair comes amid a Russian-German initiative to create a new high-level EU-Russia security committee to tackle frozen conflicts in the post-Soviet region. It tells us that although EU-Russia relations have normalised considerably since the 2008 war, there's a gap between words and deeds. The announcement of this [new] commission - nothing has come out of it so far, said the International Crisis Group's Tbilisi-based analyst, Lawrence Sheets. It's one thing to say something that one believes one's counterpart wants to hear and quite another thing for Russia to abandon its geopolitical agenda, and that includes a heavy military presence in Abkhazia and South Ossetia [a second disputed region in Georgia].

EUOBSERVER / BRUSSELS - Spain has come out in favour of direct EU taxation, one of the ideas being considered as part of a major review of European Union budgeting currently underway.In a statement indicating the government of Jose Luis Rodrigues Zapatero is much more receptive to the idea than London, Paris or Berlin, which have come out sharply against such proposals in recent days, the prime minister said on Tuesday: any consideration to strengthen economic and financial capabilities by the EU will be seen by the government with interest. In an interview with EU budget commissioner Jasnusz Lewandowski on Monday, the Financial Times Deutschland reported that as part of a budget review process, the question of EU direct taxation - which would be applied for the first time - was under consideration, notably from a tax on aviation fuel, a levy on carbon trading or on financial transactions. Mr Zapatero added however, according to El Mundo, the Spanish daily, that any more detailed reaction at this point while the review was still underway, would be somewhat premature and that direct EU taxation is still at the stage of an idea that has not yet been finalised.When realised, if it is made concrete by the European Commission, we will give timely opinion, he said.Spain joins Poland, Austria and Belgium amongst the EU member states that have backed the concept.A spokesman for Austrian finance minister Josef Proell said on Wednesday: We take a positive view of the Lewandowski announcement.

Report: Turkey Used Chemical Weapons Against Kurds

According to a report that was published on Thursday in the German magazine Der Spiegel, German experts have confirmed the authenticity of photographs that show that PKK fighters in Turkey were killed by chemical weapons. The photographs in question were given in March by activists to a German human rights delegation, comprised of experts, journalists and politicians from Turkey’s Left Party. The photos feature burned, maimed and scorched body parts, so much so that he victims are scarcely even recognizable as human beings. Hans Baumann, a German expert on photo forgeries has confirmed the authenticity of the photos, which according to Turkish-Kurdish human rights activists show eight members of the Kurdistan Workers' Party (PKK) underground movement, considered a terrorist movement by the West. They are believed to have been killed in September 2009.A forensics report released by the Hamburg University Hospital has said that it is highly probable that the eight Kurds died due to the use of chemical substances.Turkey has long been suspected of using chemical weapons against Kurdish rebels, and the evidence puts increasing pressure on the Turkish government to come up with answers. German politicians and human rights experts are now demanding an investigation into the incident. Claudia Roth, co-chair of Germany's Green Party, told Der Spiegel: The latest findings are so spectacular that the Turkish side urgently needs to explain things. It is impossible to understand why an autopsy of the PKK fighters was ordered but the results kept under seal.

Roth also demanded that Turkey issue an official statement on the possible use of chemical weapons. Die Tageszeitung, a daily newspaper in Berlin, reported on Thursday that the Turkish Foreign Ministry has rejected the accusations. The Ministry said that Turkey is a signatory to the Chemical Weapons Convention, and as such its armed forces do not possess any biological or chemical weapons.The newspaper also reported that it has obtained additional pictures from the autopsies of six other killed Kurds. These images have also been submitted to the experts for examination.Human rights activists in Turkey have also demanded an investigation, but the Turkish army has refused to comment.Recently, there has been an increase in acts of PKK rebels against Turkish military targets. A PKK rocket killed six Turkish soldiers in the Mediterranean port at the end of May. At the end of June, Turkish security forces shot dead two villagers gathering herbs in northern Kurdistan after mistaking them for Kurdish resistance fighters.In response, the Kurds attacked foreign military positions in the portions of what they consider their indigenous homeland that are occupied by Turkey and on a bus carrying military personnel in Istanbul. The Kurds believe that their country should include the adjoining parts of Turkey, Iran, Iraq and Syria that are populated by Kurds and that once also had a Jewish community. The Kurdish Jews emigrated to Israel in the early days of the Jewish state.Since 1984, more than 45,000 people, mostly Kurds, have been killed in the conflict to achieve independent statehood . The United States recently announced that it sides with Turkey in the conflict and regards the PKK as a terrorist group. Ambassador James Jeffrey said in a statement at the end of June: We stand ready to review urgently any new requests from the Turkish military or government regarding the PKK. 300 Fake Tombstones Removed So Far at Jerusalem Muslim Cemetery

The Jerusalem Municipality has thus far removed 300 false tombstones that were built in the course of the past few weeks at the Mamilla Muslim cemetery in central Jerusalem. The tombs were built by Muslim elements who took advantage of the fact that the Jerusalem Municipality's Health Department granted them a permit to clean up and fix existing tombstones. Instead of just cleaning graves, however, the Muslims hired workers to try and grab land from the adjoining Independence Park (Gan HaAtzmaut).After the land-grab hoax was discovered by Arutz Sheva, the Jerusalem Municipality filed a complaint with the police and immediately put a stop to all work at the site. On Monday this week, a court rejected the Muslims' request for a temporary order against the Municipality and granted the Municipality permission to remove the fictitious new tombstones.Each new tombstone is dismantled only after an expert from the Antiquities Authority inspects it and confirms that it is indeed a new tombstone.The new tombstones had no graves or human remains beneath them. MOSCOW – The sinking of a nuclear submarine 10 years ago taught Vladimir Putin a lesson that shaped his leadership of Russia: When disaster strikes, take control — most importantly of television.After critical coverage of the Kursk sinking early in his presidency, Putin put all national channels under government control and began using footage of himself personally managing crises in a way that convinces many Russians he is the only person they can count on to keep them safe.During his eight years as president and during the past two as prime minister, Putin has learned to use television to cultivate the image of a macho leader much loved by the Russian people. He has been shown piloting fighter jets, riding a horse bare-chested through rugged mountains and petting Siberian tigers. Wherever he goes, he is met by adoring crowds and obsequious officials.His mastery of television has been on full display in recent weeks as he has taken command of efforts to extinguish the wildfires now sweeping across much of western Russia and to help the thousands of people who have lost their homes.Wearing jeans and button-down shirts, Putin has traveled to villages scorched by the wildfires, where he has consoled weeping women and promised that their houses would be rebuilt before winter. Earlier this week, he climbed into a firefighting plane and from the copilot's seat dumped tons of water onto burning forests. He also has threatened to oust local leaders who don't do enough to fight the fires or help their constituents.

President Dmitry Medvedev, his junior partner in running Russia, has mainly been shown meeting with officials and also taking phone calls from Putin as he oversees the firefighting operation.During Putin's first visit to a fire zone, television showed him calling Medvedev on a cell phone and then switched to footage of the president taking the call in his office and promising to mobilize the army.The unstated message is that Putin is the one who can be counted on to protect Russia and its people.The situation was far different when two powerful explosions sank the Kursk, one of Russia's most advanced submarines, during naval maneuvers in the Barents Sea on Aug. 12, 2000. An explosive propellant that leaked from a faulty torpedo had set off the blasts.Most of the 118 members of the crew were killed instantly, but as the submarine sank to the bottom of the sea, only about 350 feet (108 meters) below the surface, 23 men were able to flee to a rear compartment, where they waited for help.

It was the first real test of Putin's three-month-old presidency and he bungled it.

When the submarine sank, Putin was vacationing with his family in Sochi on the Black Sea. He did not interrupt his vacation, and his most memorable action during the early days of the crisis was to take a spin on a personal watercraft.The bewildered navy command hesitated for hours before launching a search, wasting what little time was left for the trapped sailors. The government then turned down offers of Western assistance and stubbornly sent Russian mini-submarines to make repeated futile attempts to hook onto the submarine's escape hatch.Russia finally invited Norwegian divers and it took them only hours to open the hatch that the Russian submersibles had struggled with for an entire week. Putin returned to the Kremlin only when it was clear that none of the crew had survived.Throughout the crisis, naval officials issued a string of contradictory information about what sank the Kursk and the fate of the crew, much of it soon revealed to be simply untrue.Two national television networks owned by oligarchs Vladimir Gusinsky and Boris Berezovsky took the government to task for its failure to rescue the sailors and exposed the lies. The critical reports did much to fuel public anger.Among the most extraordinary television footage at the time was from an Aug. 23 meeting between officials and relatives of the dead crew. When the distraught mother of one young sailor began to shout at the officials, a medic approached her from behind and injected her with a sedative, and she was carried from the room. All of Russia watched as a grieving woman who had dared to criticize the government was silenced.Putin was livid. Within a year, both oligarchs were living in exile and their television stations were under government control. Kursk was a strong disappointment for Putin, said Alexander Golts, a military and political analyst. He faced shameless and insolent lies (from the military), and was very irritated by the media showing his powerlessness. He made a number of conclusions — first, that the mass media should be put in order, especially television.The takeover of Gusinsky's NTV and especially of Berezovsky's ORT caused relatively little public outcry. It turned out that people were tired of shocking investigations and did not want to find out what really happened to the Kursk, political commentator Sergei Shelin wrote in a piece posted on Gazeta.ru. People wanted only the good and merry news that the authorities have been spoon-feeding them ever since. It was then when Vladimir Putin and his circle finally realized that the country loves only those loved by national television, Shelin wrote. And it will dislike those disliked by television.Some sociologists have warned that anger over the raging fires threatens to erode public support for the president and prime minister, but government control over television and Putin's skill at using the medium to maximum effect make this less likely. Some even suggest Putin's popularity may grow. On television, he no longer resembles the man who appeared on CNN's Larry King Live program a few weeks after the Kursk tragedy. King asked him what happened with the submarine.It sank, was Putin's chilly answer.

Turkey Cozies Up to Hizbullah with Iran

Turkey has offered to join Iran in sending weapons to Hizbullah in Lebanon, with help from Syria, according to a report published in an Italian newspaper. The daily Corriere Della Sera quoted sources Wednesday evening who said that Turkey will send sophisticated weapons, rockets and guns to Syria that will end up in Lebanon.The sources went on to say that the Iranian Revolutionary Guards would facilitate the transition, ensure safety, watch loads on the routes, and provide support to the border. According to the report, Iran intends to build a network that will supply the Gaza-based Hamas terrorist organization with weapons as well, similar to the weapons network that operates in the Sudan.The newspaper also reported that Turkish and Iranian intelligence heads Hakan Fidan and Hossein Taeb allegedly met to discuss logistics and relations between the two nations.

Israeli Premonition?
Nearly two weeks ago, Israeli Defense Minister Ehud Barak expressed concern that Turkey might pass on some of Jerusalem's intelligence information to the Islamic Republic.Barak, whose remarks were recorded and broadcast by IDF Radio, told a private meeting of his Labor Party associates that Turkey is a friendly country and a strategic ally. But the nomination in recent weeks of a new chief of the Turkish secret services, who is a supporter of Iran, worries us.The appointment, Barak told his colleagues, might lead to the Iranians obtaining access to classified information... There are quite a few [Israeli] secrets in their hands. The thought that they may now be open to Iran is disturbing,he admitted.Turkish Under-Secretary Halit Cevik summoned Israeli Ambassador Gabi Levy to a meeting in Ankara to express his outrage over Barak's comments.Fidan, 42, was appointed as head of MIT, Turkey's National Intelligence Organization, on May 27. He had previously served as Under-Secretary for Foreign Affairs to the prime minister, and represented the country at the United Nations' International Atomic Energy Agency (IAEA).The IAEA's inspectors have been attempting to identify Iranian nuclear capabilities, as the agency's director worked to convince the country to end its nuclear development program. As a member of the IAEA, Fidan was heavily involved in negotiating with Iran over its uranium enrichment activities.Ankara sealed a deal on May 17 with Iran to export some of its uranium for enrichment to Turkey in exchange for nuclear fuel. Whoever is a pilot should seek martyrdom in the skies of Palestine, and whoever is in the navy should aim his weapons at the Jews...United States officials have issued a warning to Americans staying north of Riyadh. Terrorists may be planning to attack Western nationals in the Al-Qassim province, they said.The speaker in Wednesday's tape called on Al-Qaeda supporters to collect information on the Saudi royal family. Those who have access to members of the royal family should kill them, he said. He called to murder Christians as well.Al-Qaeda has called to attack the government of Saudi Arabia for allegedly supporting the US in its wars on terrorists in Iraq and Afghanistan. The international terrorist group is also engaged in battling the Yemeni army, which it has attacked several times this summer.Al-Shihri is the deputy leader of Al-Qaeda in Yemen, one of Al-Qaeda's larger branches. Strong winds trap 1,000 skiers on N.Zealand mountain

WELLINGTON (AFP) – More than 1,000 skiers were trapped for nearly 24 hours by high winds on New Zealand's Mt Hutt before they were able to make their way to safety on Friday, a ski field manager said.The skiers, including 300 children, took refuge in two cafes on the slopes as winds of up to 200 kilometres (125 miles) per hour blasted the ski field and drifting snow made driving off the mountain too dangerous.

The access road to the popular ski field near Christchurch on New Zealand's South Island was closed about midday on Thursday when the weather deteriorated unexpectedly. It was reopened late Friday morning.Ski field staff were able to evacuate a Japanese man suffering from a sore head on Thursday night but another skier with a broken collarbone had to spend the night on the mountain, manager Dave Wilson said.Many of the skiers packed into one cafe, 1,600 metres (5,250 feet) up the mountain, stayed in touch with the outside world by sending messages on Twitter, the Stuff website reported.The stranding continued a series of mishaps this winter at Mt Hutt, which has claimed the lives of three skiers.

Mudslides trap 500, kill five in southwest China

BEIJING (Reuters) – Mudslides after heavy rain have killed five people and trapped more than 500 in the southwestern Chinese province of Sichuan, the Xinhua state news agency said on Friday, the latest natural disaster to strike China recently.The rains started late on Thursday in Mianzhu, close to provincial capital Chengdu, Xinhua said. The area was hard hit during a massive earthquake in 2008 in which at least 80,000 people died.The landslides have cut off some roads and communications. ZHOUQU, China – Rain caused new landslides and swelled rivers Thursday in the remote northwestern China region where hundreds died in massive slides triggered by weekend flooding.Heavy rains were forecast in the coming days — up to 3.5 inches (9 centimeters) was expected on Friday — and the National Weather Center said the threat of more landslides along the Bailong River was relatively large.An overnight deluge triggered mudslides that swept away six houses in Xizangba village, blocked a river near Libazi village, and obstructed a key road used to ferry relief goods, the official Xinhua News Agency said, citing local authorities in Gansu province.

Another mudslide in nearby Tianshui city buried seven people, though two were quickly rescued, Xinhua said. Government officials say the scale of the disaster has made counting the dead all the more difficult, noting whole households have died. Bodies were wrapped in blankets and tied to sticks or placed on planks and left on the debris-strewn streets for pickup.Crews had been using hand tools to pull out survivors but roads reopened Wednesday, allowing in heavy earth-moving equipment and supplies.Clean drinking water was a primary concern, with most local sources knocked out or too polluted to use. BP resumes work on relief well at Gulf spill

LOUIS – An atheist is suing to force the administrators of a towering cross in southern Illinois to return a $20,000 state grant toward its restoration, saying Thursday it was blatantly unconstitutional to spend taxpayer money on a Christian symbol.Caretakers of the 11-story Bald Knob Cross of Peace near Alto Pass, Ill., some 130 miles southeast of St. Louis, insist the grant was legally awarded to the 50-year-old landmark in mid-2008 by classifying it as a tourist attraction, not a religious symbol.Rob Sherman disagrees, pressing in his federal lawsuit in Springfield, Ill., that the grant violates the U.S. Constitution's establishment clause used to argue a separation of church and state.There has never been any question, outside of southern Illinois, that this state grant is blatantly unconstitutional, said Sherman, who successfully sued to have an Illinois law requiring a daily moment of silence in Illinois public schools overturned.The job of atheists is to take clergy to court to challenge the epidemic of civil wrongs that they have perpetrated, on the sneak, against the people of Illinois, Sherman said on his website. Governor: Violence paralyzes Mexico border areas By MARK STEVENSON, Associated Press Writer - AUG 12,10

MEXICO CITY – Some areas of Mexico along the U.S. border have been paralyzed economically by drug violence, and the governor of the border state of Tamaulipas said Thursday the federal government should send relief funds.Violence has affected tourism, commerce and investment, Gov. Eugenio Hernandez said during an anti-crime strategy meeting between Mexican state governors and President Felipe Calderon.It is necessary to send additional funds to reactivate the economy in the affected zones, Hernandez said. The climate of lack of safety has reduced the flow of foreign investment, and it is urgent that a promotional campaign be designed to improve the country's image.Hernandez did not specify which areas were paralyzed, but people in Tamaulipas cities such as Nuevo Laredo, Reynosa and Matamoros on the border with Texas say bloody turf battles between drug gangs have caused a falloff in business. Much of the region's employment comes from foreign-owned border assembly plants.

Cartel-driven violence has moved southward to Mexico's business capital, Monterrey, forming a northeastern triangle of violence among Matamoros, Nuevo Laredo and Monterrey, Pascual said Thursday, according to a prepared text of his remarks in the border city of El Paso, Texas.The security environment in Monterrey has turned, in just months, from seeming benevolence to extreme violence, he said of Mexico's third-largest city and major industrial hub.Hernandez suggested Mexico's federal government send soldiers and federal police to beef up border customs checkpoints to stop the flow of weapons from the United States.He also urged Calderon's government to transfer high-risk federal prisoners out of state prisons, saying that we don't have the conditions to hold them.Calderon has been meeting with opposition parties, academics and civic groups as part of an unprecedented series of talks about his offensive against drug cartels — which has been criticized as making the country even less secure. Army bulldozers were cutting firebreaks in the northern Peneda-Geres protected nature reserve where they helped extinguish one of two wildfires.Four blazes scorched areas of the Serra da Estrela hills — a national park — in central Portugal.Flames came within meters (yards) of homes in the hill village of Sandomil, 200 kilometers (120 miles) northeast of the capital, Lisbon. QUITO, Ecuador – A powerful earthquake shook the South American nation of Ecuador on Thursday, but there were only scattered reports of damage or injury.The magnitude-7.1 quake that hit at 6:54 a.m. (1154 GMT) was felt across much of the nation, including the capital, Quito.The U.S. Geological Survey said the quake was centered 110 miles (175 kilometers) southeast of Quito. But it was also very deep — 131 miles (211 kilometers) below the surface — a distance that might have blunted its damage.

Ecuador's national Geophysics Institute reported that some areas shook for almost 10 minutes.It said several houses were reported damaged in the cities of Guayaquil and Manta, where one person suffered minor injuries.

Libya says Palestinians freed in deal for Israeli

Libya bans Israelis from entering the country, though Chaddad was traveling on his Tunisian passport at the time of his arrest.On Monday, Israeli officials said the deal involved delivery of 20 prefabricated homes from a Libyan charity to the Gaza Strip. They said the agreement was arranged by Foreign Minister Avigdor Lieberman and an Austrian-Jewish businessman, Martin Schlaff.Lieberman has refused to reveal what promises were made to Libya but has said Tripoli's demands were reasonable.

Cholera outbreak kills 40 in northern Nigeria: official

KANO, Nigeria (AFP) – A cholera outbreak has killed 40 people while 115 others have been infected in northern Nigeria's Borno State in the past week, a senior official said on Thursday.We have recorded cholera outbreak in eight of the 27 local governments in the state with 40 fatalities and 115 infections, state commisioner for local government affairs Abdurrahman Terab told AFP by telephone from Maiduguri, the state capital, which he said has been worst hit.Health officials and drugs have been deployed to the affected areas while investigations into the outbreak have commenced, he said.He said the refusal of those infected to be quarantined in designated health centres has led to the spread of the disease.More than 260 people died of cholera in four northern states in the last quarter of 2009.Cholera is a water-borne disease and can also be transmitted by food that has been in contact with sewage.It causes serious diarrhoea and vomiting leading to dehydration. With a short incubation period, it can be fatal if not treated in time.Health experts say a surge in cholera outbreaks is noticeable in Nigerian villages in the rainy season when rain water washes dirt into open wells and ponds which most villages rely on for drinking.

India is not a safe place to visit, is wrong, the statement said.We strongly refute the naming of the enzyme... and also refute that hospitals in India are not safe for treatment including medical tourism.The NDM-1 gene was first identified last year by Cardiff University's Timothy Walsh in two types of bacteria -- Klebsiella pneumoniae and Escherichia coli -- in a Swedish patient admitted to hospital in India.Worryingly, the new NDM-1-carrying bacteria are resistant even to carbapenems, a group of antibiotics often reserved as a last resort for emergency treatment for multi-drug resistant bugs.

Anil Chadha, a senior plastic surgeon in the west Indian city of Ahmedabad, said the way the study had been reported in the media was bound to scare off some foreigners.

Another plastic surgeon, K.M Kapoor, based in the northern city of Mohali, agreed that the study was being used to malign India's health system. Chinese admiral says U.S. has chaotic China policy

BEIJING (Reuters) – A leading Chinese military strategist called planned U.S. troop exercises in the region a provocation and accused the Obama administration of seeking to encircle China and of running a chaotic policy toward Beijing,The commentary, in the top paper of the People's Liberation Army (PLA), was the latest tirade against Washington which China has accused of stoking tension in the region with a series of military drills near its borders.On the one hand, it wants China to play a role in regional security issues. On the other hand, it is engaging in an increasingly tight encirclement of China and constantly challenging China's core interests, Rear Admiral Yang Yi wrote in the Liberation Army Daily.The Pentagon plans for new joint naval exercises with ally South Korea that will send a U.S. aircraft carrier into the Yellow Sea, between China and the Korean peninsula.The exercises provoked enmity and confrontation in the Asia-Pacific region, Yang said.

Yang, who works at China's National Defense University, warned that friction over the planned U.S.-South Korea naval exercise reflected broader instability in relations with Beijing, and he placed the blame at Washington's doorstep.Rarely has there been such wavering and chaos in U.S. policy toward China, wrote Yang.The appearance of Yang's commentary one day after a similarly angry warning in the paper suggests pressure by the PLA on Beijing for a strong response and that ructions over the military activities will continue to unsettle overall ties.China appears unlikely to risk directly challenging any new U.S.-South Korea drills by sending its ships to the same waters, a step that could risk a dangerous escalation in tensions.

However, its anger with the Obama administration could hold off any upgrading of military relations, which Beijing has curtailed since friction earlier this year over U.S. weapons sales to Taiwan, the self-ruled island claimed by China.The U.S. and South Korea last month held a joint naval drill in the Sea of Japan off the Korean peninsula, which brought condemnation from China, which answered with its own heavily publicized military exercises.The Pentagon last week said a U.S. aircraft carrier, the George Washington, which joined in the earlier exercise, would participate in a follow-up drill in the Yellow Sea.The United States and South Korea have said their exercises are aimed at warning North Korea, which they blame for torpedoing a South Korean navy ship in March.As well as expressing its dissatisfaction to North Korea, the United States even more wants to send a signal to other countries in the northeast Asia region -- that the United States remains the world's top military power, wrote Yang.Anyone clear-sighted can see that this carries something of a warning to China.(Editing by Ken Wills and Jonathan Thatcher)

Canada set to board migrant ship off its West Coast

VANCOUVER (Reuters) – Canadian authorities prepared on Thursday to board a cargo ship that may be carrying as many 500 people thought to be Tamil migrants who have fled Sri Lanka in a bid to enter Canada as refugees.Government officials have warned that the boat off Canada's Pacific Coast could be a security threat, but a former head of the country's refugee screening system says the warnings are an overreaction.

If confirmed to be carrying Tamil migrants, it would be the second vessel filled with people from war-torn Sri Lanka in less than a year to reach Canadian shores after a perilous voyage across two oceans.A flotilla of police and military boats left a naval base near Victoria, British Columbia, on Thursday to meet the ship, the M.V. Sun Sea. It is expected to be brought to the naval base either on Thursday or Friday. The passengers will be taken into custody there.Hospitals in the Victoria area have been warned to be prepared treat people who may have taken ill on the ship's long voyage across the Indian and Pacific oceans, and a jail near Vancouver is being prepared to hold the migrants.Security officials have vowed to take a hard line with the ship's crew and passengers, warning it is operated by human smugglers and that some of the passengers may be members of Tamil Tiger militant group, which Canada has declared a terrorist organization.We will not allow Canada to become an easy target for people who prey on other people through human smuggling or human trafficking, Public Safety Minister Vic Toews told reporters late on Wednesday.

Canada gets thousands of requests for refugee asylum each year with little fanfare, but the government gets upset when they arrive as boat people, said Peter Showler, a former chairman of the Immigration and Refugee Board.Canada has a long history of linking boats and refugees and histrionic reactions, said Showler, who now heads the Refugee Forum at the University of Ottawa's Law School.Showler criticized officials for focusing on whether the ship was operated by human smugglers instead on whether the passengers might be legitimate refugees claimants trying to escape persecution in Sri Lanka.Sri Lanka's ambassador to Canada told interviewers on Thursday that her government believes the ship was being operated by organized groups linked to the Tamil Tigers, who were defeated last year by government troops to end a bloody 25-year war in the island nation.The Sri Lanka government has been at odds with the United Nations, which is investigating allegations that thousands of civilians died at the end of the war. The government denies the allegations. There are also claims that the Tamil Tigers used civilians as human shields.Tamil groups in Canada, which have rallied to help the migrants, have accused Sri Lanka of saying the migrants are linked to the Tamil Tigers in an effort to make their refugee bids more difficult.
