Meanwhile, Foreign Ministry Director-General Yossi Gal briefed foreign diplomats on Wednesday on Israel's preparations for this arrival of the Lebanese flotilla. Gal emphasized that Israel sees the flotilla as hostile, due to its origin in an enemy state as well as the connection between the flotilla's organizers and Hezbollah.The intelligence picture regarding this new flotilla is still not clear, particularly on the timing of its departure for Gaza. In recent days, the Foreign Ministry has asked several countries to pass along messages to Lebanon, asking for the flotilla to be stopped.Among others, Israel has told the United States, France and the United Nations to send the message to Lebanon that Israel views the flotilla as a provocation intended to escalate the violence. Through intermediaries, Israel has received a response from Lebanon, according to which the Lebanese government cannot stop the flotilla because it is a private initiative. The Foreign Ministry has also directed Israel's representatives overseas to begin diplomatic and public relations activities in regards to the Lebanese flotilla and to emphasize that Israel would not allow it to arrive in Gaza.

In Wednesday's briefing to foreign diplomats in Israel, Gal stressed that because the flotilla is setting off from an enemy state and is supported by Hezbollah, Israel cannot dismiss the possibility that the boats will carry weaponry and terrorist operatives.The flotilla will not be allowed in,Gal said.We are asking you to recommend to your citizens not to participate in this flotilla.Gal also said that because Lebanon is an enemy state, Israel would not be required to release the operatives on board if the boats are stopped and towed to the port of Ashdod. They could be incarcerated according to Israeli law,Gal said.Israel also issued a stern warning to Iranian and Lebanese organizers who plan to send three more aid ships to Gaza later this week.Attempts by the Iranians and Lebanese to break Israel's blockade of Gaza would be seen not just as a provocation and a breach of law, but as a hostile act because the ships and their cargo are from enemy states, said Foreign Ministry spokesman Yigal Palmor.They are under a different status,he said, referring to the earlier aid flotilla forcefully intercepted on May 31, which had carried aid and activists mainly from European states including Turkey, Greece and Ireland.

Richard Howitt, a British member of the European Parliament who organized IHH's press conference at the parliament in Strasbourg, said the European Union had an obligation to ensure respect for humanitarian law and access for the next flotilla.If this terrible tragedy tips the balance so that the international community finally insists on full and unhindered humanitarian access to Gaza, then some good can still come out of it,he said, referring to the deaths in the last convoy.Israel has said it is considering softening its blockade in the wake of international condemnation of the flotilla assault. Obama: BP agrees to $20B fund; chairman apologizes By BEN FELLER, Associated Press Writer 5PM JUNE 16,10

WASHINGTON – After intense negotiations, BP on Thursday bowed to President Barack Obama's demand for a $20 billion fund to compensate victims of the disastrous oil spill in the Gulf of Mexico. The humbled chairman of the giant British company apologized to the American people for the horrendous accident.BP is suspending its dividends to shareholders for the rest of this year to help pay for the costs, said chairman Carl-Henric Svanberg.Obama announced the agreement after a four-hour meeting between White House and BP officials, with the president participating for various portions.He also announced the company had agreed to set up a separate $100 million fund to compensate oil rig workers laid off as a result of his six-month moratorium on deepwater drilling.The structure we are establishing today is an important step toward making the people of the Gulf Coast whole again, but it will not turn things around overnight,Obama said. He said the vulnerable fishermen, restaurant workers and other people of the Gulf are uppermost in the minds of all concerned. That's who we're doing this work for.Likewise, Svanberg, speaking for a company that has been assailed from every corner for the past two months, said, I hear comments sometimes that large oil companies are — are greedy companies or don't care, but that is not the case in BP. Svanberg announced suspension of the next quarterly dividend — totaling about $2.6 billion and scheduled for June 21 — and said the company would not declare any dividend for the rest of the year.And he expressed sorrow for victims of the spill. So far, the oil spill has dumped between 63.8 million and 118.4 million gallons into the Gulf. The eight-week disaster in the Gulf, with oil still pouring from the broken well, is jeopardizing the environment as well as the livelihoods of tens of thousands of people across the coastal areas of Louisiana, Mississippi, Alabama and Florida.BP has taken the brunt of criticism because it was the owner of the well and was leasing the Deepwater Horizon rig that sunk. But when the day of reckoning finally comes, BP may not be the only one having to pay up. That's because Swiss-based Transocean Ltd. owned a majority interest in the rig. Anadarko Petroleum, based in The Woodlands, Texas, has a 25 percent non-operating interest in the well.

Giant Meteor Caused Jupiter Fireball, Scientists Say

The mystery fireball that smacked into Jupiter on June 3 has been identified as a giant meteor that plunged into the planet's atmosphere and burned up high above its cloud tops, according to new observations from the Hubble Space Telescope. The cosmic intruder did not dive deep enough into Jupiter's atmosphere to explode, which explains the lack of any telltale cloud of debris, as was seen in previous Jupiter collisions, said Hubble astronomers, who described the meteor's size as giant in a Wednesday announcement.We suspected for this 2010 impact there might be no big explosion driving a giant plume, and hence no resulting debris field to be imaged, said Heidi Hammel, a veteran Jupiter observer at the Space Science Institute in Boulder, Colo., in a statement.There was just the meteor, and Hubble confirmed this.

The meteor was huge, but not as large as the object that struck Jupiter in July 2009, or the shattered comet fragments that hit the gas giant planet in 1994, researchers said. [Gallery: Jupiter's 2009 crash.]The new Hubble observations also allowed scientists to get a close-up look at changes in Jupiter's atmosphere, following the disappearance of the dark Southern Equatorial Belt (SEB) several months ago.In the latest Hubble view, a slightly higher altitude layer of white ammonia ice crystal clouds appears to obscure the deeper, darker belt clouds. Weather forecast for Jupiter's South Equatorial Belt: cloudy with a chance of ammonia,Hammel said.The researchers predict that these ammonia clouds will likely clear out in a few months, as it has typically done in the past.

Jupiter gets whacked (again)

The tale of Jupiter's latest cosmic hit is one that kept scientists guessing until now.It was Australian amateur astronomer Anthony Wesley who first saw the flash at 4:31 p.m. (EDT) on June 3, while watching a live video feed of Jupiter from his telescope. Meanwhile, in the Philippines, amateur astronomer Chris Go confirmed the discovery from his own simultaneous video recording of the transitory event.
Astronomers around the world determined that an object must have whacked the gas giant in order to unleash a flash of energy that was bright enough to be seen 400 million miles (643.7 million km) away. But, with no visible scar or debris cloud from the impact, there was no telling how deep the object penetrated into the atmosphere.The Hubble Space Telescope's sharp vision and ultraviolet sensitivity was called into action to seek out any traces of the aftermath of the cosmic collision.
Images taken on June 7 – a little over three days after the flash was discovered – showed no sign of debris above Jupiter's cloud tops. That suggests the object did not descend beneath the clouds and explode as a fireball, astronomers said.If it did, dark sooty blast debris would have been ejected and would have rained down onto the cloud tops, and the impact site would have appeared dark in the ultraviolet and visible images due to debris from an explosion,Hammel explained.We see no feature that has those distinguishing characteristics in the known vicinity of the impact, suggesting there was no major explosion and fireball.

Jupiter impacts of times past

Dark smudges marred Jupiter's atmosphere after pieces of the comet Shoemaker-Levy 9 slammed into the planet in 1994. A similar phenomenon occurred more recently in July 2009, when a suspected asteroid estimated to be about 1,600 feet (500 meters) wide collided with Jupiter.This latest cosmic interloper is estimated to be only a fraction of the size of these previous impactors.The two-second-long flash of light in the videos was created by the same physics that causes a meteor or shooting star on Earth. A shock wave is generated by ram pressure as the meteor speeds into the planet's atmosphere, heating the impacting body to a very high temperature. As the hot object streaks through the atmosphere, it leaves behind a glowing trail of superheated atmospheric gases and vaporized meteor material that then rapidly cools and fades in the span of only a few seconds.Though astronomers are still uncertain about the rate of such large meteoroid impacts on the planets in our solar system, it is estimated that the smallest detectable events may happen as frequently as every few weeks.It's difficult to even know what the current impact rates are throughout the solar system,said Amy Simon-Miller of NASA's Goddard Space Flight Center in Greenbelt, Md., the principal investigator on the Jupiter observation. That's partly why we are so excited by the latest impact. It illustrates a new capability that can be exploited with increased monitoring of Jupiter and the other planets.

Meteors on other planets

Even when impacts are detected, they can sometimes be misread.The meteor flashes are so brief they are easily missed, even in video recordings, or perhaps misidentified as detector noise or cosmic ray hits on imaging devices,said research team member Mike Wong of the University of California at Berkeley.As for Jupiter's missing cloud belt, Hubble scientists said the space telescope's new photos showed all the warning signs of an impending disappearance of the planet's Southern Equatorial Belt.The clearing of the ammonia cloud layer should begin with a number of dark spots like those seen by Hubble along the boundary of the south tropical zone.The Hubble images tell us these spots are holes resulting from localized downdrafts taking place, Simon-Miller said.We often see these types of holes when a change is about to occur.
The SEB last faded in the early 1970s,Simon-Miller added. We haven't been able to study this at this level of detail before. The changes of the last few years are adding to an extraordinary database on dramatic cloud changes on Jupiter.

DRAGUIGNAN, France – At least 19 people were killed in flash floods that hit the back hills of the French Riviera on Wednesday and turned streets into rivers of surging, muddy water, officials said.There was confusion about how many people were missing in the flooding that washed over picturesque towns and left them standing in meters (yards) of brown water, a press officer at the local Var region prefecture said. But probably at least 12 people were unaccounted for, the official said on condition of anonymity in keeping with her job's regulations.Interior Minister Brice Hortefeux, visiting the region, said the death toll unfortunately, may climb.The floods swept away cars, trees and parts of houses in a downpour that devastated the picturesque region in the hills behind a portion of the Riviera, a magnet for tourists. Coastal towns where tourists flock, Frejus and Roquebrune, also were hit.

Eleven of the deaths were in Draguignan in the Riviera back hills scattered with olive groves and small vineyards.Nearly 3,000 rescue workers poured into the region, joining 650 police, the prefecture said. Nearly a dozen helicopters worked overnight Tuesday to evacuate people trapped by floodwaters, which reached about 2 meters (6.5 feet) high in some areas.It was the second time in less than four months that France has coped with major weather-related disasters. On Feb. 28, at least 52 people were killed when a storm named Xynthia swept through French coastal communities on the Atlantic with waves smashing dikes.On Wednesday afternoon, about 1,200 people were in shelters, and tens of thousands were without electricity or phone service, the Var government said. More than 89,000 people remained without electricity Wednesday evening.The Toulon-Hyeres airport, closed for several hours, was reopened, but the train line between Toulon and Nice was shut down, the prefecture said.The flash flooding started Tuesday evening. Meteo France meteorological service forecast more but lighter rain Wednesday night in the popular tourist region.We've never seen so much rain in the month of June, said Patrick Galois of the national weather service. He said some 40 centimeters (16 inches) of rain had fallen in the hardest-hit area of Arcs, near Draguignan.That corresponds with average rainfall in six months.

French television broadcast images of walls of muddy brown water slamming over stone walls and coursing through city streets.
