BEIJING (Reuters) – China told the rest of the world on Friday not to meddle with the way it manages the yuan, calling the exchange rate a sovereign matter for it alone to decide.Beijing is under pressure from Washington in particular to let the yuan rise in value to help reduce the large U.S. trade deficit with China, and markets are expecting the issue to come up at next week's Group of 20 summit in Canada.

But senior officials brushed aside that idea.The RMB is China's currency, so I don't think it is an issue that should be discussed internationally, Cui Tiankai, a vice foreign minister who is China's G20 sherpa, the official in charge of preparing for the summit, told a news briefing.China has kept the yuan, also known as the renminbi (RMB), steady around 6.83 per dollar for almost two years to help its exporters ride out the global financial crisis. Many Western economists believe it is undervalued by as much as 40 percent.Zhang Tao, head of the central bank's international department, said that as far as he knew the yuan had never been discussed at previous G20 summits.The Chinese government will decide on its foreign exchange rate policy according to both domestic and global economic situations, Zhang said.While the global economic recovery was unfolding more strongly than expected, the world economy was facing multiple uncertainties, Zhang said.

MOSCOW (Reuters) – Russia told the United States and European Union on Thursday it was extremely disappointed they were imposing additional sanctions on Iran beyond those approved by the U.N. Security Council with Moscow's backing.Moscow called the U.S. and EU sanctions unacceptable and warned the West it risked losing Russian support for concerted efforts to rein in Tehran's nuclear activity.We are extremely disappointed that neither the United States nor the European Union is heeding our calls to refrain from such steps, Deputy Foreign Minister Sergei Ryabkov said, according to the Interfax and Itar-Tass news agencies.EU leaders agreed tighter sanctions on Thursday targeting Iran's oil and gas sector, a day after the U.S. Treasury imposed sanctions on some Iranian banks, companies and Revolutionary Guard Corps members.Before joining the United States, Britain and France in supporting a fourth round of sanctions in the Security Council last week, Russia had urged Washington and the EU not to hit Tehran with additional measures.For us, attempts to place oneself above the Security Council in this way are unacceptable,the Foreign Ministry said in a statement posted on its website (www.mid.ru) later on Thursday.

The Russian remarks darken the backdrop for President Dmitry Medvedev's trip next week to the United States, which is meant to build on recent improvements in ties.
The Foreign Ministry said the additional sanctions would harm joint efforts to press Iran to halt suspect nuclear activities and ensure that it does not acquire atomic weapons.

UNDERMINING MOVES

WASHINGTON (Reuters) – U.S. intelligence showing Iran likely would have the capability to attack Europe with scores or even hundreds of missiles factored into the Obama administration's decision to overhaul missile defenses, Defense Secretary Robert Gates said on Thursday.Citing the growing Iranian missile threat, the United States announced plans last September to integrate sea- and land-based missile defenses in and around its NATO allies in Europe, referred to as the phased adaptive approach.One of the elements of the intelligence that contributed to the decision on the phased adaptive array (approach) was the realization that if Iran were actually to launch a missile attack on Europe, it wouldn't be just one or two missiles, or a handful,Gates said at a congressional hearing.It would more likely be a salvo kind of attack, where you would be dealing potentially with scores or even hundreds of missiles.Gates voiced confidence that upgraded missile interceptors in development would give us the ability to protect our troops, our bases, our facilities and our allies in Europe.Gates said having those interceptor systems in place by around 2020 was critical not only because of the missile threat from Iran and North Korea, but because I think by 2020 we may well see it from other states, especially if we're unsuccessful in stopping Iran from building nuclear weapons.Earlier in the hearing, however, Gates sought to allay Russian concerns about the new U.S. approach to missile defenses in Europe by playing down the system's ability to counter a large-scale attack from Russia.

BRUSSELS – The European Union on Thursday adopted new sanctions against Iran, the latest in a series of measures taken by the international community in an effort to halt the country's nuclear program.The restrictions come on top of a fourth round of sanctions imposed last week by the U.N. Security Council to curtail Iran's nuclear program over fears it is developing weapons. The council endorsed those sanctions after Iran rebuffed a plan to suspend uranium enrichment and swap its stockpiles of low-enriched uranium for fuel rods.The EU remains deeply concerned about Iran's nuclear program, and new restrictive measures have become necessary, EU president Herman Van Rompuy said after a European summit focused primarily on economic issues.

A statement said the sanctions will target dual-use items that could be used as part of a nuclear program, and Iran's oil and gas industry — including the prohibition of new investment, technical assistance and transfers of technologies.Iran's shipping and air cargo companies will be blacklisted and banned from operating in EU territory, and new visa bans and asset freezes will be imposed on Iran's Revolutionary Guard. The sanctions also encompass trade insurance and financial transactions.The measures are meant to strengthen past embargoes imposed by the EU in response in response to U.N. Security Council resolutions.They are also in line with similar measures adopted by the Obama administration, which imposed penalties Wednesday against additional individuals and institutions it says are helping Iran develop its nuclear and missile programs and evade international sanctions.But Russia — which last week supported the fourth round of sanctions in the security council — on Thursday denounced the additional U.S. and EU measures. Europe to take bank levy proposal to G20

EUOBSERVER / BRUSSELS - EU leaders meeting in Brussels on Thursday (17 June) reached a broad agreement to push ahead with a system of national bank levies, one week before the topic is up for debate at a G20 leaders' meeting in Toronto. We have a common position of all the European countries, and we are determined to defend it in Toronto,European Council President Herman Van Rompuy told journalists after the one-day summit came to an end. However final conclusions indicate that the Czech Republic reserves the right not to introduce these measures.It is understood that Prague wants to see the exact details of what is going to be taxed before signing up to the scheme, and also harbours concerns that the tax will merely be passed on to customers. European representatives at the global agenda-setting meeting may also have a tough time convincing countries such as Brazil and China, which were not forced to bail out failing banks, on the merits of the bank levy scheme.Exact details of the system intended to ensure burden-sharing and to set incentives to contain systemic risk still need to be worked out, leaders indicated in the meeting's final conclusions.Analysts have previously warned that any system that forces banks to put money aside for future bail-outs may actually prove an incentive for risky behaviour. In another bid to restore confidence in the union's financial system, member states agreed that the results of ongoing stress tests on the region's top banks should be made public.The tests must be demanding, Spanish Prime Minister José Luis Rodríguez Zapatero said as Madrid prepares to wrap up its six-month rotating presidency.We need to look at the most stringent tests possible because it will provide the most credibility.

The embattled Spanish leader who defended his government's unpopular package of labour market reforms, announced on Wednesday, said talk of Madrid calling on the eurozone's financial support mechanism was just rumours, adding that a meeting with IMF director Dominique Strauss-Kahn on Friday was simply to explain the recent reforms. In his first visit to Brussels as UK Prime Minister, Conservative leader David Cameron rammed home the message that tougher penalties for countries that breach the EU's budgetary rules should not apply to non-eurozone states. Our bottom line is that I do not support a transfer of power to Brussels,said the Tory leader, adding that single currency members were free to instate any reforms they felt necessary. We want a strong eurozone to be a good customer for UK exports, he told journalists.
Plans for a peer review of member state budgets before national parliaments take account of national budgetary procedures, say final conclusions, another move to appease British concerns. EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso has asked EU leaders meeting in Brussels on Thursday (17 June) to allow the results of stress tests, currently being carried out on the region's biggest banks, to be made public.
This would help to lift unfounded suspicion, Mr Barroso reported said, according to an EU source close to the talks. The commission is pushing for the summit's final conclusions to contain a declaration on the tests, which it says should be published on a bank-by-bank basis.The statement adds to a growing groundswell of support for publication of the results, after Germany performed a dramatic U-turn on Wednesday.

Germany is positive toward the publication of results of European Union stress tests,finance ministry spokesman Michael Offer said. We see that markets are worried and trust among banks is tarnished. Transparency can be helpful as a stabilising factor.Berlin's move comes despite opposition from the country's regional banks - the Landesbanken - which are suspected on harbouring substantial losses, as yet undisclosed. France and the UK have also indicated their willingness to publish the test results, with Spain the principle driver behind the motion. Madrid believes the tests will help dispel market concerns over the health of the country's banking system.Sources say Banco Santander, Spain and the eurozone's largest bank, is set to come out well in the tests.The Committee of European Banking Supervisors is currently undertaken tests on Europe's 25 largest banks, and is due to present its results to the European Parliament's economic committee by late June or early July, say reports. Only very limited results were released from last year's European tests. Washington has been critical of European desires to keep the results secret, with results of tests on US banks being made public last year. With markets hungry for a EU leaders' statement on Spain, rumoured to be on the verge of asking for financial support, a declaration on stress tests may help to calm investors' fears.

Draft conclusions for the European summit in Brussels suggest tougher sanctions for countries that repeatedly break the bloc's budgetary rules, known as the Stability and Growth Pact, may only apply to eurozone states, something the has UK vigorously called for.Due account will be taken of the particular situation of member states which are members of the euro area and of member states' obligations under the Treaties,says the draft text. London is wary of any transfer of powers to Brussels that could require an EU Treaty change. In return David Cameron's government may agree to a European semester, under which member states review each others broad budgetary lines before they are passed to national parliaments. Language on the greater emphasis to be placed on member states' debt levels in future appeared to take Italian concerns into account. Rome argues that its huge public sector debt, roughly 125 percent of GDP, is partly offset by a low private sector debt level - a reversal of Spain's position.Diplomats suggest their request for an 'aggregate debt' criterion had been taken on board by other leaders, while French and German calls for a financial transaction tax do not appear to have garnered sufficient support.

Stress tests

At the same time, an increasing number of member states are rallying behind the idea of making public the results of a series of stress tests conducted on the region's banks.Several European governments, led by Germany, have so far resisted this idea, but Berlin appeared to drop its opposition this week. EUOBSERVER / BRUSSELS - The behind-the-scenes machinations on establishing the EU's diplomatic service took a faintly farcical turn on Wednesday (16 June) as MEPs and EU foreign policy chief Catherine Ashton once more failed to meet to agree the final outline of the service blueprint.Ms Ashton's office had been hoping to wrap the whole issue up on the eve of the EU leader's meeting on Thursday in Brussels. This would have allowed member states to sign off the proposals during the summit, giving her a high point in what has been a difficult first half-year in office.Getting MEPs and Ms Ashton around the same table at the same time is proving almost as difficult as actual negotiations on the diplomatic service (Photo: EUobserver.com)The EU foreign policy chief announced at the beginning of the week that the meeting would take place on Wednesday. Late on Wednesday afternoon however, it emerged that the meeting was not taking place, as Liberal MEP Guy Verhofstadt would be meeting Liberal leaders for a pre-summit chat instead.

Both sides are claiming the moral high-ground in the rendezvous fiasco.[Ms Ashton] sent a letter last Friday to convene a quadralogue as soon as possible and initial indications were that this could happen this evening [Wednesday], said a spokesperson. However, due to diary issues for some of the other actors, this cannot take place, much to the disappointment of the [high representative] who had hoped to take a political agreement to Thursday's summit of EU leaders.A parliament contact by contrast said that he had not be been told that Mr Verhofstadt had ever formally agreed to Wednesday.In addition, he pointed out that the liberal politician could not make any moves until he met deputies from other groups on Tuesday to decide the final points.Much the same rhetoric was heard at the end of last week when Ms Ashton's office said she asked MEPs to meet on Friday (11 June). The deputies concerned said they never received an invitation.Member states and the commission approved the blueprint for the corps in April. Agreement by MEPs remains the last part of the puzzle.With co-decision powers on key aspects of the service, such as staffing and financial rules, the three deputies in charge of the dossiers in the EU assembly have managed to wrangle some important concessions out of Ms Ashton on the future set up of the service. Three issues remain on the table but both sides are confident they can be fixed in one meeting.The meeting, which also involved the Spanish EU presidency and the EU commissioner for institutional affairs will now take place on Monday (21 June) in Madrid.Ms Ashton's camp is highly irritated that this means rescheduling flights to India for a ministerial meeting in order to go to Madrid instead. MEPs, meanwhile, remain annoyed by what they see as Ms Ashton trying to bulldoze them into a final dialogue.The hiatus, although creating a bit of bad blood between the two sides, is unlikely to affect the overall timetable for the diplomatic service. MEPs are due to vote on establishing the service in July. Foreign ministers could then rubberstamp the decision at a meeting later in the month. WADENA, Minn. – Tornadoes ripped across Minnesota on Thursday evening, killing at least two people and injuring dozens more as homes were flattened, trees toppled and a gas station destroyed.Some of the hardest-hit areas were in the northwest part of the state, where both deaths were reported.Otter Tail County Emergency spokesman David Hauser said an elderly woman was killed when a tornado wiped out her home in Almora, a small town of about 20 people. At least three people were injured, he said. Brittney Schulke of Almora told The Daily Journal that her grandmother, Margie Schulke, was killed and that her grandfather, Norman Schulke, suffered two broken shoulders.Debris including shingles and pieces of buildings littered the town. Several large trees were uprooted.In Mentor, a man was killed when a twister destroyed the Cenex gas station, the Polk County sheriff's office said. Three other people were hurt.Heavy damage also was reported in Wadena, a town of about 4,300, where a tornado was confirmed about 5 p.m., said National Weather Service meteorologist Greg Gust.Mayor Wayne Wolden said sirens gave plenty of warning. He said many people were in the town for an all-school reunion. It was moving northeast around 2 mph (4 kph).It has maximum sustained winds of 45 mph (75 kph).There are no coastal watches or warnings.

25 dead in French Riviera floods, new storm coming

PARIS – The death toll from flash floods in the hills above the French Riviera rose to 25 on Thursday as new thunderstorms threatened the picturesque region and cleanup efforts, officials said.The rescue operations are finished and attention was turning Thursday to clean-up, the regional administration for the Var region said in a statement. The flooding that began Tuesday swept away trees and parts of houses in the hills behind a portion of the Riviera, and left cars stacked on top of each other in mud-clogged streets.About a dozen people who had been reported missing Wednesday were accounted for Thursday, the administration said.But the weather forecasting service Meteo France warned of thunderstorms Thursday that could bring new heavy rainfall or hail.Efforts to restore electricity Thursday to the region failed, and more than 94,000 homes were still without power. Telephones and water service also were out in the town of Draguignan, the hardest-hit, as well as in neighboring towns. The Defense Ministry was helping bring drinking water to the region.More than 1,400 people were evacuated by helicopter after the initial rains, including some people taken out of a flooded nursing home in Draguignan early Thursday, the regional administration said.The administration of the Draguignan penitentiary center said 455 prisoners have been transferred to other jails in southern France, after waters rose to 3 meters (10 feet) inside the facility.

All schools in the Draguignan area were closed Thursday.The national weather service said about 40 centimeters (16 inches) of rain have fallen in the hardest-hit area in June, an amount that normally falls there over a six-month period.

Floods, landslides kill 100 in Myanmar, Bangladesh

YANGON, Myanmar – Floods and landslides triggered by incessant monsoon rains in Myanmar and Bangladesh have killed more than 100 people, officials and reports said Thursday.At least 46 people died Tuesday in Myanmar's northern Rakhine state, according to the state-run Myanma Ahlin newspaper. Rescue workers are pulling residents out of the worst-affected areas and trying to open a key road damaged in the torrents. Bridges in the region have also been washed out.State television reported Wednesday that 28 of the people were killed when houses built on mountains collapsed in landslides in Buthidaung, 360 miles (575 kilometers) northwest of Yangon, and 18 others died in Maundaw, south of Buthidaung.Meanwhile, across the border, Bangladesh recovered three more bodies overnight in the southeastern Cox's Bazar district, raising the death toll from powerful landslides to 56, said local magistrate Mohammad Jasim Uddin. Rains in the area have now stopped, he said.

Flooding is common in both countries during the monsoon season that typically starts in late May. Cyclone Nargis struck both countries in May 2008, devastating large swaths of Myanmar where it left more than 140,000 people dead or missing.

The quake occurred off the coast of the northern main island of Hokkaido at a depth of 6.2 miles (10 kilometers) at 11:23 a.m. Friday (0223 GMT). The epicenter was about 280 kilometers (174 miles) east of Hokkaido.Police official Esao Akatsuka said he received no reports of damage. He said, Nothing fell off from bookshelves.Japan is one of the world's most earthquake-prone countries. In 1995, a magnitude-7.2 quake in the western port city of Kobe killed 6,400 people.

Heat wave breaks in Kuwait

He had to be a great guy who really would get things right.Instead America has walked right into a constitutional gas chamber.Obama is not dumb. He knew and saw the sea of concern and increase in the Tea Party movement all across the country in response to the out of control and misplaced stimulus bills where he and congress seized, hundreds of billions from the American people. This was money that did not help the people but rather paid off Unions, liberal money executives and other supporters of Obama. Businesses continued to die and homes got foreclosed on. We get continued sound bites and teleprompter speeches of arrogant inspiration during this entire time of horror from this President.

We have seen Obama reach into the private auto industry and banking industry, taking over and demanding controls in response to loans. He has dipped into education and College loans, attempting and planning to control more of both. After all, he needs to control and seduce the young people to catch his sustainable green socialist vision of dictatorial control over all. He now controls college loans and no doubt will require college kids to volunteer for him as part of the endless controls and repayment plan.Obama and his team of UN American fools, Reid, Pelosi Emanual et al……are drunk with the power they feel having barely crammed through the draconian health care bill into law. Now, per their never waste a crisis philosophy, they are planning to try and cram through the dreaded cap and trade bill. At this stage, they haven’t had enough votes to pass it, but it passed the House a year ago, just not the Senate. Some say they are perhaps 50 votes short. Given the fraud, back door deals, money slapping hands, bribes and intimidation, no doubt, some votes will magically be found.Reid is talking about a vote now on this cap and trade deal, by July 4th. Pelosi and Reid are calling this a Carbon Tax. You know, the dreaded plant food that is killing the polar bears. More than a few congressional leaders and Americans are shocked and in horror that Obama is planning to cram through the cap and trade bill, called carbon tax or climate something or other,as the manipulated answer to the gulf spill.As usual, we have heard the smooth and lying speeches surrounding the needed response to this disaster in the gulf. Naturally, the needed emergency response is cramming Obama’s political agenda of cap and trade.

Notice how Obama’s response to this oil spill emergency wasn’t timely leadership in the gulf, drawing together BP and gulf leaders for a pow wow and providing needed emergency equipment to help BP quickly. Also, notice how Governor Jindal, having asked for the Government to build barriers off his coast for 1 ½ months to protect his pristine coastal areas. He was ignored. Finally he had to order his own Coast guard to build them. In response to the desperate and timely request of Governor Jindal, Obama’s appointed stooge controlling that area’ decided to do an Internet survey instead of respond with needed emergency barriers.Now, Obama has once again done the unconstitutional push and demanded BP set aside 20 billion to pay folks and their needs in the gulf.I’m wondering what constitutional right Obama had to demand billions from BP.They have been trying to help and pay out funds through the entire accident.Regardless of the disgraceful leadership of this President through the BP crises, it is even more hideous and unforgivable that he plans to slam cap and trade through congress if he can get away with it this July. If this passes, American business will be flushed down the socialist toilet. Today’s tale has the same cast of characters as that childhood fairy tale and, as the Good Witch of the North, I will identify all of these characters and their nefarious roles in today’s final hours of this nightmare.Dominating our journey for truth are the two forces of evil, the Wicked Witch of the West (WWW) and the pretended dichotomy of the Wicked Witch of the East (WWE). The WWW is the monopolistic hegemony of our government-media complex, which orders their science servants to direct human energy in the direction of monopolists benefit.The WWE is the communist slave state of China, who entered this power sharing pact to avoid certain destruction at the human urge for democracy during the Tiananmen Square uprising. Together the monopolists have transferred the industrial base to empower their eastern allies and destroy the western democracies. William Randolph Hearst was in every way the disgusting a robber baron that Orson Wells portrayed him to be in his epic movie, Citizen Kane. The Editorial Board of Advisors for PM includes the discredited greenie mouthpiece Gavin A Schmidt of the Goddard Institute for Space Studies. Popular Science was a Time Magazine property until January 2007 when it was purchased by the privately held Bonnier Group of Sweden. Mark Jannot, the lame editor of this magazine admits in his July editorial that he is a blinkered tech acolyte and has a proven lack of objectivity with regards to the climate change issue.The East Anglia Event Horizon occurred on Nov 19, 2009 and that day will live in infamy in the honest history of science. Yet in the nine months since the climate-Gate disclosure there has NOT BEEN ONE MENTION of this event or any conflicting viewpoints to the AGW orthodoxy presented in Popular Science or Popular Mechanics. Not a single letter to the editor in opposition, not a single mention of ANY other possible climate forcing factors.

The July issues of both magazines are full cover spreads on the pending Ecotopia and the Truth about Energy and inside each are twenty pages of slick green garbage ready for public spoon feeding. Now the monopolistic nature of news is undeniable. Now equally transparent is the faux democracy of the current political system. Every presidential candidate for the last few decades has been a pre-selected and pre-approved puppet of the New World Order cabal. When you own both horses in a horse race it is hard to lose, unless you pick a stallion with an uncontrollable libido.

The draconian taxes would kick in at the same time as the natural 30 year cooling cycle, so our pain would be comforted because we were indeed, appearing to be saving the planet.

Sometimes it is the little things that change history. In this case it was Slick Willy’s little Willy. Slick Willy surrendered to Little Willy whenever an oval office intern appeared. Cast as either a chubby pizza delivery girl or the devil in the blue dress, one intern did change history. All of the finger wagging denials in the world could not change the deposit that IS by definition, sex. Gulf Of Mexico Oil Spill and Weather Implications

Explosion of the rig and the ongoing oil leak in the Gulf of Mexico is a serious disaster exacerbated by media hyperbole and political exploitation from all sides. Failure to deal with it is a travesty and hard to understand. There must be a solution even if it’s drastic, such as a small-scale nuclear device to seal off the flow. Why are they not being used? Do they assume the impact is less than the problem of taking such action? Every day that goes by makes this assumption more wrong. One issue is the impact of weather on the spill, and the spill on the weather.

Dynamics of Earth Atmosphere Systems

The skin is the largest organ in the body yet most people don’t even know it is an organ, or how important it is to health. It is known as an interface, that is a boundary between two completely different environments. It is the area where we interact with the atmosphere and many activities are constantly occurring that are essential to our survival. The surface of the earth is akin to the skin where interactions across its surface are critical to processes in the atmosphere. Nowhere is this truer than for the 70 percent of the surface that is water. In an ironic twist the adage suggests you calm troubled waters by pouring on oil. Ancient Greeks knew how oil calmed the water and Pliny confirmed it with experiments. Benjamin Franklin, whose scientific method was through practical experiments, tested the idea again in the summer of 1771 on a small lake near London, England. He reports: …the oil, though not more than a teaspoonful, produced an instant calm over a space several yards square which spread amazingly and extended itself gradually till it reached the lee side, making all that quarter of the pond, perhaps half an acre, as smooth as a looking glass.Even small amounts of oil work because it spreads quickly and widely forming a very thin layer, often of only a few molecules. Surface tension is increased which reduces small wave formation and break up of the surface by wind. There is a constant interchange of gases such as oxygen, carbon dioxide and water molecules between the water and the atmosphere and oil reduces these. This is important for the chemistry of the water and air near the surface. Some knowledge of these effects is available from research done to reduce evaporation rates for bodies of water including swimming pools.

Evaporation is the biggest factor because it’s a major transfer mechanism of heat from the Earth to the atmosphere. Solar energy is absorbed at the surface and raises the water temperature by increasing the speed of the molecules. Evaporation occurs when water vapor molecules escape from the surface into the air. Warmer air can hold more water vapor than cold air. The rate varies with three things, water temperature, air temperature and wind. Water and air temperatures are highest in the tropics so rates are highest there. Evaporation creates cooling just as sweating keeps you cool. So any reduction in evaporation means higher water temperatures and cooler air temperatures.

Energy from evaporation is the fuel for a hurricane
With the layer of oil the rate of movement of everything across the interface is significantly altered. Calculating the amount of reduction is difficult because the oil is dispersed by wind and by chemical dispersants. However, the area is large enough to have a discernible effect especially during a hurricane. Energy from evaporation is the fuel for a hurricane. Estimates put rates at 8 million liters an hour for a moderate sized hurricane. This is why hurricanes dissipate very quickly once they move over land.Evaporation over the Gulf is a major source of moisture for precipitation across the southern US and even as far north as southern Canada in the summer. Calculations of the reduced evaporation and lost precipitation potential are difficult but possible because the area is roughly known (Figure 1).

The fishing ban area covers 78,264 square miles and the main slick (purple) covers approximately 20,000 square miles. However, it’s almost impossible to determine the impact on precipitation amounts. Portions of the slick have broken off (lower centre of map) and are caught up in the circulation called a gyre. There is concern it will be transported out around Florida following the flow lines on the map and become part of the Gulf Stream. It will shortly meet with storms tracking in as the hurricane season begins.This starts in late summer after water, warmed as it crosses from Africa, arrives in the Caribbean with high temperatures, usually above 26°C. Tropical Depressions intensified by the evaporated energy become Tropical Storms and then Hurricanes with each stage defined by the wind speed. If oil is still escaping and spreading, the hurricane will lose some force and winds will decrease slightly. However, the slick will spread over a much larger area and be pushed on higher shores. Storm surges and onshore winds will push the water further inland as the flooding associated with Hurricane Katrina attests. It is hard to believe stopping the oil is so difficult. Options and ideas have come in from all over the world and they have either been ignored or ruled out. Why? There is the obvious political gain of letting the spill get worse as leverage for cap and trade. But what is BP doing? Why didn’t Obama speak to BP CEO Tony Hayward immediately? Is it because BP wants to capitalize on its alternate energies business? How can people who claim such competence be so incapable? Is it because they don’t understand the full implications and impacts? Is it because they incorrectly consider them less than more drastic actions the situation demands? Hopefully, the oil leak is capped soon and BP is held responsible. It should also include Obama’s administration that have completely bungled containment and clean up because of political exploitation. We need more than Obama’s farrago offered in his Oval Office. As Benjamin Franklin wrote,Here comes the orator! With his flood of words, and his drop of reason. We need answers to all the obvious questions not being asked or answered.

Outlined in this essay is a brief description of how the biblical concept of covenant became the foundation for America’s Constitution. While this history is now an almost unknown, sub rosa embarrassment to modern eyes, yet the development of American political theory was once highly regarded by most of the world. Seminal colonial American historian Donald Lutz, in his Origin of American Constitutionalism, explains the importance of the Bible’s covenant concept to our Pilgrim and Puritan forbears.As opposed to being the result of the crazed imposition of a small band of religious zealots, the covenant approach to creating new communities was simply an outgrowth of their Christian world view. These immigrants wanted to protect their right to worship, and create a foundation for proper civil society. Overall, the US Constitution is simply the logical result of adding together all the early colonial covenants, compacts and charters, which summed up their novel government ideas. Of course, when Thomas Jefferson and James Madison drafted the Declaration and Constitution, they created a new and unique masterpiece of political philosophy. Yet our Founders would never have achieved these great heights without the earliest American immigrants creating the foundation of the first colonies via biblically inspired covenants.

I. What is a Covenant?
The word covenant is an ancient Jewish term (Hebrew brit). Covenant is generally defined as a special kind of agreement or contract, between men, or man and God (Hebrew Yahweh).There are two aspects of the biblical covenant that should be born in mind. First, the covenant between Yahweh and Israel, recorded in Exodus and Deuteronomy, is not a bargain or a negotiated agreement. Instead, it is a disposition or arrangement which originates unilaterally with the superior party. The lesser party can accept or reject the offer, since it contains a reciprocal, bilateral design, but persons cannot barter or change the proposal in any way before acceptance.A second aspect, is a covenant between God and man resembles a marriage contract (see Ezekiel 16:8, 60; Hosea 2:16; Isaiah 54:5; Jeremiah 3:14; 31:32). This relationship is wholly initiated by God. So the choosing (ie election) of Israel as Yahweh’s wife is an utterly divine act. Again, God’s covenant is a unilateral offer, yet bilateral in function. God and His people are bound together by this covenant which operates like a marriage contract. Accordingly, the covenant is a bond, an alliance, an agreement, a compact, a treaty, a pact, a contract.The covenant makes a union between Yahweh and men, with God offering mankind a partnership with the Almighty. This also creates a binding legal contract. Ultimately, the purpose of a covenant is to create a foundation for fellowship between Yahweh and man, one derived from a legal basis.Yet, political covenant notions developed in Europe and then transferred to America are somewhat different than the Hebrew model, despite still being based upon Old and New Testament ideas.

II. American History: From Covenant to Constitution
According to Daniel Elazar, in his Covenant and Constitutionalism, America’s political formula was self-consciously modeled upon the biblical covenant model, albeit a secular version. Early American immigrants relocated from Europe to find a new life and religious freedom. These hardy Calvinists were most familiar with their own biblical world view. Nearly every incipient American town or settlement was founded by a formal covenant agreement.Writes Lutz,Local government in colonial America was the seedbed of American constitutionalism—a simple fact insufficiently appreciated by those writing in American political theory.Lutz goes on to explain how the American covenant tradition was used to explicitly create communities founded upon belief in God, the common good, and the popular will. And these covenants eventually morphed from religious to secular without losing their essential format.A. According to Lutz, records show that typically the first thing these newly arrived Calvinist believers did was to establish a formal relationship with one another centered upon the church which also conferred community privileges. This is understandable given the amount of persecution they received back in England, via Bishop Laud’s Starr Chamber, etc.Lutz identifies five foundational elements in the Charles-Boston Church covenant doctrine, which were typical of these kinds of documents, being: 1) It is sworn before God; 2) It describes the reason the document was necessary; 3) It creates a people – being the undersigned; 4) It creates a church; 5) It describes what kind of people the undersigned design to become (a people who follow God’s Gospel and ordinances, etc).

B. Early American Political Compact: The Mayflower Compact

Agreement Between the Settlers at New Plymouth (1620)

IN THE NAME OF GOD, AMEN. We, whose names are underwritten, the Loyal Subjects of our dread Sovereign Lord King James, by the Grace of God, of Great Britain, France, and Ireland, King, Defender of the Faith, &c. Having undertaken for the Glory of God, and Advancement of the Christian Faith, and the Honour of our King and Country, a Voyage to plant the first Colony in the northern Parts of Virginia; Do by these Presents, solemnly and mutually, in the Presence of God and one another, covenant and combine ourselves together into a civil Body Politick, for our better Ordering and Preservation, and Furtherance of the Ends aforesaid: And by Virtue hereof do enact, constitute, and frame, such just and equal Laws, Ordinances, Acts, Constitutions, and Officers, from time to time, as shall be thought most meet and convenient for the general Good of the Colony; unto which we promise all due Submission and Obedience. IN WITNESS whereof we have hereunto subscribed our names at Cape-Cod the eleventh of November, in the Reign of our Sovereign Lord King James, of England, France, and Ireland, the eighteenth, and of Scotland the fifty-fourth, Anno Domini; 1620.One can see here the almost identical formula between the Mayflower Compact and Charles-Boston Church covenant. But instead of creating a church, it establishes a Body Politick.

C. Pilgrim Code of Law (1636)
The Pilgrim Code of Law of the Plymouth Colony was officially based upon the Mayflower Compact as a legal precedent, and also the royal charter, claims Lutz. The document asserts all former covenants and compacts, turning it into a larger covenant. It then makes an extraordinarily important claim – the colonists assert all rights due Englishmen, which is now known as the Plymouth Agreement.This then establishes a foundation for the legal resistance to England when the Founders claim their rights are being trampled. But the Pilgrim Code of Law adds a description of the institutions by which the people will assert their rights and also establish a government. In doing this, the Code becomes the first American constitution. Of course this document influenced the US Constitution we still use today.

III. General Aspects of Early Colonial American
Some other aspects of early America are notable. First, the covenant mindset of colonial Americans was a direct reflection of the overall seriousness with which they regarded their Christian religion. Further, these covenants were a reflection of the Puritan’s well-organized and disciplined minds regarding their beliefs as to the proper interaction between God, man and society.Second, the nature of America’s famed federal government resulted from the need for these hardy colonists to establish self-rule when so far from mother England. But the ideas behind the federal form of government – being a healthy mix of both local and national rule – were also taken from a biblical world view. The original source being Puritan federal theology.Third, the early expressions of bills of rights were an excretion of some very commonly held views about the rights of man versus government. These ideas were related to the strong 17th century interest in virtue which held being a good Christian was the best way to achieve a good life and be happy. The common good was seen as being permanently wedded to the desires of the majority. The idea that votes should be traded for special interest politicking, or that the desires of the political minority should be coddled, would have outraged virtually all colonial Americans.

Conclusion
The shrill demand for a wholly secular government in America has never been stronger. But it is those same people most ignorant of America’s roots who shout loudest for making religion completely off limits in the US. Yet, can this position be prudent given our past successes and considering our religious foundations?

Ironically, the first wholly secularized American covenant – the Providence Agreement of 1637 – resulted not from Rhode Island supporting atheism, but from their fear of offending God by swearing to him an oath. Wouldn’t it be wonderful if politicians, professors and journalists were once again interested in real American history? If these did their homework on the development of our remarkable experiment in democracy, they might be much slower to demand total secularism. These typically liberal people might even be forced to ponder if America’s great luck might not actually be the result of special providence instead of blind chance!

JERUSALEM – Tens of thousands of black-clad ultra-Orthodox Jews staged mass demonstrations on Thursday to protest a Supreme Court ruling forcing the integration of a religious girls' school.Protesters snarled traffic in Jerusalem and another large religious enclave, crowded onto balconies in city squares, and waved posters decrying the court's decision and proclaiming the supremacy of religious law.There were a few small scuffles, and a police officer emerged from one of them holding his eye, apparently slightly injured.It was one of the largest protests in Jerusalem's history, and a stark reminder of the ultra-Orthodox minority's refusal to accept the authority of the state.Also, the throngs of devout Jews showed to which extent the ultra-Orthodox live by their own rules, some of them archaic, while wielding disproportionate power in the modern state of Israel.Parents of European, or Ashkenazi, descent at a girls' school in the West Bank settlement of Emanuel don't want their daughters to study with schoolgirls of Mideast and North African descent, known as Sephardim.The Ashkenazi parents insist they aren't racist, but want to keep the classrooms segregated, as they have been for years, arguing that the families of the Sephardi girls aren't religious enough.Israel's Supreme Court rejected that argument, and ruled that the 43 sets of parents who have defied the integration efforts by keeping their daughters from school were to be jailed on Thursday for two weeks.

Police spokesman Micky Rosenfeld said about 100,000 people converged in downtown Jerusalem in support of the Ashkenazi parents. An additional 20,000 demonstrated in the central city of Bnei Brak. He said 10,000 police were deployed.Most of the demonstrators were men wearing the long beards and heavy black clothing typical among ultra-Orthodox Jews. The Supreme Court is fascist, said one poster.Esther Bark, 50, who has seven daughters, said the issue is keeping the girls away from the temptations of the modern world.To suddenly put them in an open-minded place is not good for them, she said.Sephardi religious leaders have not publicly criticized the demonstration or the Ashkenazi parents' conduct.Nissim Zeev, a lawmaker from the Orthodox Sephardic political party Shas, said the issue should have been settled by a rabbinical court and that the parents' prison sentence was puzzling.He insisted the Sephardi girls had the right to choose to attend a mixed school.Everyone wants to send their children to Ashkenazi schools, said another demonstrator, Zion Harounian, 62, a Sephardic father of nine.The quality of the Ashkenazi schools is much higher. They are stronger politically, so they get more money.Israel's ultra-Orthodox minority of some 650,000 Jews — just under 10 percent of the nation's population — is an insular community that has been known to riot over the state's intrusion into its affairs.
