But the fact is that governments and transnational corporations have made a habit of using the Internet to spread propaganda by using individuals who pose as neutral observers.

We are seeing a process in which every time we make another concession, we are spat upon in return,says a top Yesha Council leader. After Netanyahu’s two-state declaration, the Palestinians tried to have our IDF officers arrested in Europe. After we announced the construction freeze, they started calling public squares after terrorists. Now we agreed to proximity talks, and they start burning our produce.Naftali Bennett, director-general of the Council of Jewish Communities in Judea and Samaria (Yesha), was called upon on Sunday to address the latest burning issue, that of the PA boycott of Israeli-made produce in Yesha. The boycott is a flagrant violation of the Oslo Accords – specifically, the Paris Agreement of 1994 governing economic relations between Israel and the PA. The agreement stipulates there be no trade borders between the Israeli and Palestinian Authority economies, and is predicated on fair business practices – such as no boycotts.Leading PA officials, such as prime minister Salam Fayyad, have pushed very strongly for the boycott, and chairman Mahmoud Abbas has joined the bandwagon as well. Abbas said over the weekend that the boycott is not illegal, because the settlements are illegal. This, despite the fact that neither the Fourth Geneva Convention nor the original UN Resolutions 242 and 338 declare the settlements illegal. The government has not taken any significant action against the PA boycott, Bennett told Arutz-7’s Hebrew newsmagazine, except for some weak declarations of discomfort, and so the Yesha Council is trying to fill the void, together with Knesset Members.The Council is working on two levels: Encouraging Israelis to purchase the boycotted products, and attempting to have the government restrict PA imports.

LONDON – World stocks mostly rose Monday after a turbulent few days amid expectations that China will loosen its currency policy, which would improve the outlook for global trade, though the effective nationalization of a regional bank in Spain pressured the euro once again.In Europe, the FTSE 100 index of leading British was up 9.01 points, or 0.2 percent, at 5,071.94 while France's CAC-40 rose 20.52 points, or 0.6 percent. Germany's DAX was 25.42 points, or 0.4 percent, lower at 5,803.83.Earlier in Asia, China's Shanghai Composite index jumped 3.5 percent to 2,673.42 as jitters of tighter credit policies eased amid mounting hopes for the yuan to appreciate. Most other stock markets in the region were buoyed by Beijing's apparent willingness to talk about currency reform.China's president Hu Jintao said at the opening of talks with a U.S. delegation headed by Treasury Secretary Timothy Geithner that the country will continue to steadily advance reform of the yuan exchange rate.In response Geithner welcomed the fact that China's leaders have recognized that reform of the exchange rate is an important part of their broader reform agenda.Most analysts think it's crucial that the yuan is allowed to rise against the dollar if the world economy is to grow in a more balanced manner in the months and years ahead.For many years the Chinese authorities have kept their currency artificially low against the dollar, partly as a means of boosting their exports to the United States. On Saturday, President Obama showed his true NWO colors even though he avoided the popular catch phrase New WORLD Order by replacing world with International.Both words are synonymous with each other.During a speech at West Point, Obama pledged to assist in shaping a new International order to help secuire America’s safety and emphasized his faith in global institutions. He envisions the US taking a prominent role in shaping a new world with Democratic global values.We may compare his speech to that of President George Herbert Walker Bush in 1990 and 1991 just before and again after what became known now as Gulf War 1. The elder President Bush spoke of a thousand points of light in reference to a New World Order and repeated that phrase during his clarion calls for global governance. Obama is signalling his pledge to the Illuminist cause and to his puppet masters as he orders steps taken to gear up the United States for a military clash in the Middle East.We note that last week, President Obama quietly ordered a massive U.S. military buildup in the Middle East consisting of vast muntions transfers to U.S. bases in the Mideast region along with a US Navy aircraftt carrier battle group, (the USS Truman) along with 4 other carrier battle groups to arrive in the region in the next 60 to 90 days.

President Obama’s speech at America’s primary university for educating future generals suggests the President is sending a confirmation signal that he is prepared to order U.S. military forces into an engagement that will take another step forward in fulfilling the Illuminati agenda for a new international order – one that can resolve the challenges of our tiems. He went on to describe this order and its agenda:Countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials; combating a changing climate and sustaining global growth; helping countries feed themselves and care for their sick; preventing conflict and healing its wounds.Yes, we are clear-eyed about the shortfalls of our international system. But America has not succeeded by stepping outside the currents of international cooperation. We should also note that the President’s signal to to his Illuminist puppet-masters also comes after he fired Director of National Intelligence Dennis Blair on Thursday after a series of meetings in which emerged a large difference of opinion between Blair and the President on national security issues.Washington insiders report that Blair’s firing involved Blair’s attempts to control major intelligence opinions and conclusions and effect White House policy instead of leaving decisions up to the President. Insiders also report that various intelligence agency officials have privately complained that President Obama is micro-manageing foreign policy and national security instead of leaving decisions to the various department heads. It also suggests that Blair was interfering with the New World Order agenda, probably only to the extent that he was more cautious in approach than the puppet-master timeline requires.We would note that the Illuminist time-line for agenda achievements seems to be moving at an accelerated pace in an effort to meet the goal of installing a new global government by December of 2012.

Van Rompuy task force agrees need for budgetary sanctions

EUOBSERVER / BRUSSELS - European Council President Herman Van Rompuy and EU finance ministers kicked off negotiations on greater economic co-ordination on Friday (21 May), with participants agreeing the "task force" should concentrate on four main objectives.While all members stressed the preliminary nature of the talks, agreement was reached on the need for tougher penalties for states that repeatedly break the EU's budgetary rules, known as the Stability and Growth Pact. There was a broad consensus on the principles of having sanctions, financial sanctions and non-financial sanctions,said Mr Van Rompuy who chaired the meeting.A European Commission ideas paper presented last week discussed the option of withholding EU funding for budgetary laggards, while a German proposal for Friday's meeting suggested repeat offenders should have their voting rights in the council of ministers suspended.

Together with the need for a sharpening of budgetary discipline, participants agreed measures should be implemented to reduce divergences in national competitiveness levels, said Mr Van Rompuy. The body's final recommendations, due in October, will also look at the establishment of a permanent crisis mechanism to help states struggling with their public finances, together with measures to strengthen economic governance, needed in order to be able to act quicker in a more co-ordinated and more efficient manner.Our final agreement should result in a stronger economic cohesion within the union. This is vital for 27 countries with a common internal market and for a zone of 16 countries sharing a single currency, Mr Van Rompuy told journalists after the meeting.One proposal which has been attributed to the European Council president, the transfer of some national member state debts to a common community debt, appeared to receive little support from finance ministers. A German proposal for orderly state insolvencies also does not appear to have gained much support, despite the fact that the question of debt restructuring is uppermost in the minds of many investors, in particular holders of Greek bonds.

To change, or not to change the EU treaties

The need for an EU treaty chance to bring about the measures for greater economic co-ordination in Europe have been prominent in the debate this week. German Chancellor Angela Merkel is strongly in favour of the idea, concerned that any new measures could be in breach of the German constitution and result in legal challenges. France has pushed for quick action however, arguing that time is short. Both sides played down the rift on Friday, saying nothing was being ruled in or out at this stage. We all agreed on a proposal made by Madame Lagarde ...that we will discuss actions in the current framework and we will discuss measures that may also need a treaty change, said German finance minister Wolfgang Schaeuble.The next meeting of the taskforce, which includes ECB president Jean-Claude Trichet and EU economy commissioner Olli Rehn, will be on the 7 June. Mr Schaeuble denied that Germany had gained the upper hand in the negotiations by presenting a nine-point plan at the meeting listing German desires. Describing his proposal as a contribution, the minister said Germany was very interested in others as well.French finance minister Christine Lagarde also softened her tone, brushing off questions about Germany's decision this week to ban certain financial practices such as naked short selling, a move that drew criticism due to its unilateral nature.A brief discussion between the finance ministers on the topic is understood to have taken place, together with an update on the current state of play for a €440 Special Purpose Vehicle which will make up part of the eurozone's recently agreed stabilisation mechanism.

EUOBSERVER / BRUSSELS – More flexible rules and a new crisis cell are Brussels' latest moves to counter mounting criticism from airlines and some member states following last month's airspace shut-down in reaction to the volcanic ash from Iceland.Under the fresh guidelines, member states will be able to minimise flying restrictions when confronted with volcanic ash, so as to avoid another generalised air ban in Europe. The week-long ban in mid-April left millions of passengers stranded and cost the industry billions of euros.The recommendations were tabled jointly by the EU commission, Eurocontrol, an air traffic control body pooling data from 38 European countries and the so-far absent European Aviation Safety Agency (EASA).They carve out four air safety zones, based on the levels of ash concentration, and further limit the no-fly zones - areas deemed to dangerous for plane engines and passengers. More feed-back from airlines after flying through low-contaminated areas should improve decision-making as well.The EU commission also proposes setting up a crisis cell to allow for better co-ordination in extraordinary aviation events, such as volcanic eruptions. This is a great step forward in reducing the impact of a natural disaster that has affected airlines and their passengers. This crisis has highlighted the need for coordinated action at European level, and it is this kind of proactive developments that will allow us to find a sustainable solution for dealing with this crisis," EU transport commissioner Siim Kallas said in a statement.

The commission's move came on the same day as Germany's transport minister Peter Ramsauer lashed out at what he perceived as Brussels' wrong sequence of priorities when dealing with the consequences of the ash crisis.When we first had the big ash-cloud week-end, the first priority of the commission was to enable compensations for the airlines. Pardon? I said to Mr Kallas, the outspoken Bavarian politician told a group of journalists while in Berlin on Friday (21 May).Then the second priority was passenger rights, he went on.Then there was a long pause, then came something on the Single European Sky, and only after that they started thinking on how we are going to deal in a uniform manner with these ash clouds, when they reappear.Mr Ramsauer also had little patience for the national navel-gazing which became evident during the ash crisis, as each country did what it wanted and the European mechanisms failed.We need EU regulations such as the Single European Sky [aimed at harmonising air traffic rules] and we should push for uniform international rules on how to proceed when we have ash clouds. It should no longer be the case that we have a cloud over the Atlantic and American air planes are flying through it, while European ones have to take a detour of thousands of kilometers,he said.The American system allows airlines to decide for themselves if they want to circumvent or fly through the potentially engine-damaging ash. But in Europe, national regulators are those who have the last call on which areas are safe to fly. European airlines have grown increasingly frustrated with the flying bans and airport closures put in place temporarily in the past weeks in Spain, the UK and Ireland, as the volcano continued its activity.

British Airways, Lufthansa and Air France-KLM said they found no signs of ash on their planes which flew in the areas around the cloud, while low-cost airline Ryanair confirmed that two of their planes encountered small amount of particles which produced no damage to the engines.Four flights by Spanish carrier Vueling Airlines on 11 and 12 May also tested positive after flying in the proximity of the Icelandic ash cloud. During one of those flights, on an empty plane being taken back to Spain, some air intakes encountered problems, oxygen masks dropped and the plane descended, the company's spokesman said.Several military flights and environmental test aircraft have also recorded potentially harmful amounts of ash, said a spokesman for Britain's weather service.In defining the no-fly zones, member states so far relied solely on computer models generated by the London-based Volcanic Ash Advisory Centre. Some airports in Ireland and Britain temporarily grounded all planes last week, based on warnings from the VAAC. Last Monday, for instance, while the VAAC computers showed a dark ash cloud gliding over Dublin Airport, a specially equipped Lufthansa jet took to the skies off the eastern Irish coast and, using specialised equipment, it detected no ash whatsoever, The Sunday Independent reported.

BARATARIA BAY, La. – The Gulf of Mexico oil spill seeped miles deeper into Louisiana's fragile marshes, making it tougher to clean up or to rescue wildlife like the brown pelican, as the biggest uncertainty of all remained: When will BP be able stop the leak? With frustration mounting at the global oil giant and at the government, the Obama administration pressured BP PLC to fix the gusher finally after several failed ventures in the weeks since an April 20 oil rig explosion.

Secretary of the Interior Ken Salazar said Sunday he was not completely confident that BP knows what it's doing.If we find they're not doing what they're supposed to be doing, we'll push them out of the way appropriately, Salazar said.The White House said the Justice Department has been gathering information about the oil spill in the Gulf of Mexico.Press secretary Robert Gibbs didn't say whether the department has opened a criminal investigation. He would only tell CBS' Face the Nation on Sunday that department representatives have been to the Gulf as part of the response to the BP oil leak.Salazar and Secretary of Homeland Security Janet Napolitano were to lead a Senate delegation to the region Monday to fly over affected areas.BP is getting barges and other equipment ready to prepare for a risky procedure midweek that the company hopes will finally halt the gusher.But the top kill maneuver, which shoots heavy mud and then cement into the blown well, has never been tried at 5,000 feet underwater and BP officials caution they are working on a range of backup plans.

Even if it works, the damage has been done.

On Sunday, some brown pelicans coated in oil couldn't fly away on Barataria Bay of the Louisiana coast. All they could do was hobble. Their usually brown and white feathers were jet black, and eggs were glazed with rust-colored gunk.When wildlife officials tried to rescue one of the pelicans, the birds became spooked. Officials weren't sure whether they would try again, and U.S. Fish and Wildlife spokeswoman Stacy Shelton said it is sometimes better to leave the animals alone than to disturb their colony.Pelicans are especially vulnerable to oil because they dive through the water's surface to feed. They could eat tainted fish and feed it to their young, and they could die of hypothermia or drown if their feathers become soaked in oil. Just six months ago, the birds had been removed from the federal endangered species list.

With oil pushing at least 12 miles into Louisiana's marshes and two major pelican rookeries now coated in crude, Louisiana Gov. Bobby Jindal said the state has begun work on a chain of berms, reinforced with containment booms, that would skirt the state's coastline.As we talk, a total of more than 65 miles of our shoreline now has been oiled, Jindal said.Jindal, who visited one of the affected pelican nesting grounds Sunday, said the berms would close the door on oil still pouring from a mile-deep gusher about 50 miles out in the Gulf. The berms would be made with sandbags; the U.S. Army Corps of Engineers also is considering a broader plan that would use dredging to build sand berms across more of the barrier islands.At least 6 million gallons of crude have spewed into the Gulf, though some scientists have said they believe the spill already surpasses the 11 million-gallon 1989 Exxon Valdez oil spill off Alaska as the worst in U.S. history.A mile-long tube operating for about a week has siphoned off more than half a million gallons in the past week, but it began sucking up oil at a slower rate over the weekend. Even at its best, the effort did not capture all the oil leaking. The spill's impact now stretches across 150 miles, from Dauphin Island, Ala. to Grand Isle, La. At Barataria Bay, globs of oil soaked through containment booms set up in the area. Plaquemines Parish President Billy Nungesser said BP needed to send more booms. He said it would be up to federal wildlife authorities to decide whether to try to clean the oil that has already washed ashore. The question is, will it do more damage because this island is covered with the mess? Nungesser said. Officials have considered some drastic solutions for cleaning the oil — like burning or flooding the marshes — but they may have to sit back and let nature take care of it.

Plants and pelican eggs could wind up trampled by well-meaning humans. If the marshes are too dry, setting them ablaze could burn plants to the roots and obliterate the wetlands. Flooding might help by floating out the oil, but it also could wash away the natural barriers to flooding from hurricanes and other disasters — much like hurricanes Katrina and Rita washed away marshlands in 2005. State and federal officials spent millions rebuilding the much-needed buffer against tropical storms. On Sunday, oil reached an 1,150-acre oyster ground leased by Belle Chasse, La., fisherman Dave Cvitanovich. He said cleanup crews were stringing lines of absorbent boom along the surrounding marshes, but that still left large clumps of rust-colored oil floating over his oyster beds. Mature oysters might eventually filter out the crude and become fit for sale, but this year's crop of spate, or young oysters, will perish. The former vice presidential candidate and Alaska governor, who champions off-shore drilling, criticized the media for not drawing the link between Obama and Big Oil and said if this spill had happened under former Republican president George W. Bush the scrutiny would have been far tougher.I don't know why the question isn't asked by the mainstream media and by others if there's any connection with the contributions made to president Obama and his administration and the support by the oil companies to the administration, she told Fox News Sunday.More than 3.5 million dollars has been given to candidates by BP over the last 20 years, with the largest single donation, 77,051 dollars, going to Obama, according to the Center for Responsive Politics.

Palin suggested this close relationship explained why Obama was,taking so doggone long to get in there, to dive in there, and grasp the complexity and the potential tragedy that we are seeing here in the Gulf of Mexico.The BP-leased Deepwater Horizon rig exploded on April 20, killing 11 workers, and sank two days later. Ever since, hundreds of thousands of gallons of oil, perhaps even millions, have been spewing each day into the sea.The resulting slick, now the size of a small country, threatens to leave Louisiana's fishing and coastal tourism industries in tatters, ruin pristine nature reserves, and cause decades of harm to the ecology of fragile marshes that are a haven for rare wildlife and migratory birds.The Obama administration has been forced to defend its response to the disaster as some Republicans have sought to portray it as its Katrina, an allusion to president Bush's mishandling of the response to the hurricane that devastated Louisiana in 2005.White House spokesman Robert Gibbs mocked Palin's suggestions that Obama was somehow in bed with the big oil companies because of 2008 presidential campaign contributions.Sarah Palin was involved in that election, but I don't think, apparently, was paying a whole lot of attention, Gibbs said on CBS's Face the Nation program.I'm almost sure that the oil companies don't consider the Obama administration a huge ally. We proposed a windfall profits tax when they jacked their oil prices up to charge for gasoline.

My suggestion to Sarah Palin would be to get slightly more informed as to what's going on in and around oil drilling in this country.Earlier this month, Obama ratcheted up criticism of BP over the spills, betraying frustration with the company's failure to stop the leak, and more recently announced a bipartisan presidential commission to probe the huge oil spill.Obama has also accused oil companies of enjoying a cozy relationship with the federal agency set up to monitor the energy sector which was later broken up into three separate agencies.He ordered top to bottom reform of the agency after it was accused of allowing BP and other oil companies to drill in the Gulf without first obtaining required permits.BP will pay for every bit of this, Gibbs said Sunday.We have to figure out and make sure that the relationship that is had with government and oil companies is not a cozy relationship as the president said.He also dismissed analogies with Katrina, which still haunts US politics and provides an easy comparison for the media when considering the longer-term fallout that may plague Obama's energy agenda for months or even years.If you look back at what happened in Katrina, the government wasn't there to respond to what was happening, said Gibbs.That quite frankly was the problem.I think the difference in this case is we were there immediately. We have been there ever since.Palin, who quit the Alaska governorship after serving less than half of one term, famously promoted the slogan Drill, baby, drill! that rallied supporters while dismissing possible environmental impact of off-shore drilling. Israel: World Leader in Recycled Water

In recent years, Israel - the world's leader in water recycling - has advanced by leaps and bounds in desalination and recycling water. Israel recycles 70% of its waste water and sewage, and in distant second place is Spain, with a mere 12%. In addition to its major natural water resources, the Kinneret and the mountain and coastal aquifers, Israel already has several desalination plants in operation, and several more planned. Together they are projected to eventually provide for two-thirds of the country's water needs. A new plant in Hadera was dedicated last week, which is projected to supply 10% of the country's water. The plant's cost is 1.5 billion shekels. It was inaugurated in a ceremony attended by President Shimon Peres, who raised a glass of desalinated water to toast the occasion. The Hadera plant uses reverse osmosis technology, which means the sea water does not have to be heated, as is done in larger plants in the world that are less environmentally friendly. The entire process of desalinating the water takes 35 minutes from the time it enters pipelines in the sea.

Israel's first large desalination plant (the largest of its kind in the world) was founded in Ashkelon with an investment of over 1 billion shekels, led by IDE Technologies in cooperation with Israel Chemicals and the Delek Group. The Ashkelon plant began work in 2005, and provides about 115 million cubic meters per year of desalinated water at good quality and low cost. A desalinization facility at Palmahim began work in 2007, providing 45 million cubic meters of water annually. Another desalination facility, totaling 150 million cubic meters per year, is planned to be located near the mouth of Nahal Sorek. Israel also has several sewage treatment plants. After the water is treated, it can be used for agricultural purposes, or returned to natural water sources. The treatment is multi-staged: first the larger particles and bodies are removed from the water. The second stage involves organic treatment to rid the water of microorganisms and disease. Finally, phosphorus and nitrogen are removed, allowing the water to be returned to the system. There are major sewage treatment institutes in Karmiel and Ashdod. Israel's total water consumption is rising steadily, and it stands today at approximately two billion cubic meters per year. The forecast for 2015 is for 2.5 billion cubic meters per year. Worldwide, the amount of man-made CO2 being spilled every three seconds into the thin shell of atmosphere surrounding the planet equals the highest current estimate of the amount of oil spilling from the Macondo well every day. Indeed, the average American coal-fired power generating plant gushes more than three times as much global-warming pollution into the atmosphere each day—and there are over 1,400 of them.Just as the oil companies told us that deep-water drilling was safe, they tell us that it’s perfectly all right to dump 90 million tons of CO2 into the air of the world every 24 hours. Even as the oil spill continues to grow—even as BP warns that the flow could increase multi-fold, to 60,000 barrels per day, and that it may continue for months—the head of the American Petroleum Institute, Jack Gerard, says, Nothing has changed. When we get back to the politics of energy, oil and natural gas are essential to the economy and our way of life.His reaction reminds me of the day Elvis Presley died. Upon hearing the tragic news, Presley’s manager, Colonel Tom Parker, said, This changes nothing.However, both the oil spill in the Gulf of Mexico and the CO2 spill into the global atmosphere are causing profound and harmful changes—directly and indirectly. The oil is having a direct impact on fish, shellfish, turtles, seabirds, coral reefs, marshes, and the entire web of life in the Gulf Coast. The indirect effects include the loss of jobs in the fishing and tourism industries; the destruction of the health, vitality, and rich culture of communities in the region; imminent bankruptcies; vast environmental damage expected to persist for decades; and the disruption of seafood markets nationwide.

And, of course, the consequences of our ravenous consumption of oil are even larger. Starting 40 years ago, when America's domestic oil production peaked, our dependence on foreign oil has steadily grown. We are now draining our economy of several hundred billion dollars a year in order to purchase foreign oil in a global market dominated by the huge reserves owned by sovereign states in the Persian Gulf. This enormous and increasing transfer of wealth contributes heavily to our trade and current-account deficits, and enriches regimes in the most unstable region of the world, helping to finance both terrorism and Iran’s relentless effort to build a nuclear arsenal. The profound risk to our national and economic security posed by the prospect of the world’s sudden loss of access to Persian Gulf oil contributed greatly to the strategic miscalculations and public deceptions that led to our costly invasion of Iraq, including the reckless diversion of military and intelligence assets from Afghanistan before our mission there was accomplished. I am far from the only one who believes that it is not too much of a stretch to link the ongoing wars in Iraq, Afghanistan, and northwestern Pakistan—and even last week’s attempted bombing in Times Square—to a long chain of events triggered in part by our decision to allow ourselves to become so dependent on foreign oil. Here at home, the illusion that we can meaningfully reduce our dependence on foreign oil by taking extraordinary risks to develop deep reserves in the Outer Continental Shelf is illuminated by the illustration below. The addition to oil company profits may be significant, but the benefits to our national security are trivial. Meanwhile, our increasing appetite for coal is also creating environmental and human catastrophes. The obscene practice known as mountaintop mining,for instance, is not only defacing the landscape of Appalachia but also destroying streams throughout the region and poisoning the drinking water of many communities.

The direct consequences of burning these vast and ever-growing amounts of oil and coal are a buildup of heat in the atmosphere worldwide and the increased acidity of the oceans. (Although the world has yet to focus on ocean acidification, the problem is terrifying. Thirty million of the 90 million tons of CO2 being spilled each day end up in the oceans as carbonic acid, changing the pH level by more than at any time in the last many millions of years, thus inflicting every form of life in the ocean that makes a shell or a reef with a kind of osteoporosis—interfering with their ability to transform calcium carbonate into the hard structures upon which their life depends—that threatens the survival of many species of zooplankton at the base of the ocean food chain.)

But rising global temperatures and increasing acidification in the ocean are only the beginning. These processes have triggered a cascading set of other impacts, which include:

-The melting of virtually all of the mountain glaciers in the world—already well underway—threatening the supplies of fresh water for drinking and agriculture in many parts of the world.
-The prospective disappearance of the North Polar Ice Cap, which for most of the last three million years has covered an area roughly the size of the continental United States. Approximately 25 percent–30 percent of this ice cap (measured by the area that it used to cover) has disappeared in the last 30 years during summer. The thickness of the remaining ice has also sharply diminished.
-The melting of the two largest masses of ice on the planet—on top of Greenland and Antarctica (especially West Antarctica, where the bottom of the ice rests under the sea atop submerged islands) is already accelerating far beyond earlier estimates—threatening catastrophic increases in sea level worldwide.
-As the seas rise more rapidly, many millions of climate refugees will be forced to flee from areas they have long called home. Indeed, thousands have already been forced to move from low-lying island nations. The government of the Maldives has included a new line item in this year’s budget for a fund to buy a new country. That option will not be available to Bangladesh.
-Deeper and longer droughts in mid-continent regions, as soil moisture evaporates more rapidly with higher temperatures.
-More and larger forest fires as drier vegetation becomes kindling for lightning—which, according to researchers at the University of Tel Aviv, is also predicted to increase at the rate of 10 percent with each additional degree of temperature.
-The migration of tropical diseases to temperate latitudes, as new ecological niches invite the intrusion of viruses and bacteria and the mosquitoes, ticks, and other vectors that carry these diseases. This process is also already underway.
-An accelerated extinction rate which, according to E. O. Wilson and other biologists, threatens to reach levels not seen since the dinosaurs were wiped out 65 million years ago.
-The increased destructive power of tropical storms coming off the ocean (hurricanes, cyclones, and typhoons—all different names for the same phenomenon). Though the number of these storms is not predicted to increase, their destructive power is—due to increases in wind speeds and moisture content.
-Increased large downpours of both rain and snow—with a steady shift from snow to rain—resulting in an increased frequency of large floods on every continent.
This last phenomenon—long understood by scientists to be one of the most confidently predictable consequences of global warming—hit home for many of my neighbors last week when Nashville, the city where I live, suffered what the Army Corps of Engineers described as a 1,000 year rain event that caused horrendous flooding, mostly in neighborhoods that had no flood insurance—because homeowners there had been assured that they lived well outside the historic flood plain. The tragic loss of many lives was accompanied by the ruination of thousands of homes and property damages that Mayor Karl Dean estimated at one and a half billion dollars.

Scientists are always careful in the way they describe the cause-and-effect relationship between global warming and such events: It is a mistake, they say, to attribute any single extreme weather event only to global warming, because there is large natural variability in weather—but the odds of extremely large downpours, scientists repeatedly insist, are steadily increasing with global warming, and such events are predicted to become far more common with each passing decade because when water evaporates from the warmer oceans, warmer air holds more of it. Average humidity worldwide has already increased by 4 percent since 1970, and each additional degree Fahrenheit increases it by another 3 percent-4 percent. The range of increases in global average temperature during this century is estimated at between 2˚ Fahrenheit to 11.5˚ Fahrenheit. The high end of this range would be utterly catastrophic, threatening the survival of civilization as we know it. Even now, the hydrological cycle of the entire globe is being radically altered. The timing and predictability of rainfall is changing in ways that are already beginning to disrupt agriculture—particularly subsistence agriculture in developing countries. Crop failures and food insecurity are increasing ominously in many regions where farmers are no longer able to rely on the clockwork intervals of rainy seasons and dry seasons they learned from previous generations. The record snowfalls last winter in the northeastern United States also fit into the same pattern. Indeed, the Northeast has long been included among the regions of the world predicted to experience the most dramatic increases in precipitation. Bizarre changes in precipitation patterns are now being observed in many regions throughout the world. Last month, British scientists working near the North Pole were astonished by an unprecedented April rainfall. David Phillips, a senior climatologist in Canada, described the event as bizarre, adding, This is up there among fish falling from the sky or Niagara Falls running dry.

Temperatures inside the Arctic Circle are increasing far more rapidly than in the rest of the world because the progressive melting of ice and snow leads to a radical change in the amount of heat absorbed by the surface of the uncovered tundra and Arctic Ocean. Incoming solar radiation is no longer reflected by the ice and snow. Arctic researchers from the University of Washington have documented the beginning of significant releases of methane caused by the rapid thawing of permafrost in Alaska and Siberia. One important difference between the oil spill and the CO2 spill is that petroleum is visible on the surface of the sea and carries a distinctive odor now filling the nostrils of people on shore. Carbon dioxide, on the other hand, is invisible, odorless, tasteless, and has no price tag. It is all too easily put out of sight and out of mind. Because the impacts of global warming are distributed globally, they often masquerade as an abstraction. And because the length of time between causes and consequences is longer than we are used to dealing with, we are vulnerable to the illusion that we have the luxury of time before we begin to respond. But neither assumption is correct. Most of the heat trapped by greenhouse gases is stored in the oceans and reemerges over time into the atmosphere. As a result, we are capable-–through inaction—of making truly disastrous consequences inevitable long before the worst impacts are manifested. Our perception of the dangers of the climate crisis therefore relies on our ability to understand and trust the conclusions reached by the most elaborate and impressive scientific assessment in the history of our civilization. In other words, rather than relying on visceral responses, we have to draw upon our capacity for reasoning, communicating clearly with one another, forming a global consensus on the basis of science, and making a choice in favor of preventive action on a global scale.

During the last 22 years, the Intergovernmental Panel on Climate Change has produced four massive studies warning the world of the looming catastrophe that is being caused by the massive dumping of global-warming pollution into the atmosphere. Unfortunately, this process has been vulnerable to disruption and paralysis by a cynical and lavishly funded disinformation campaign. A number of large carbon polluters, whose business plans rely on their continued ability to freely dump their gaseous waste products into the global atmospheric commons—as if it is an open sewer—have chosen to pursue a determined and highly organized campaign aimed at undermining public confidence in the accuracy and integrity of the global scientific community. They have attacked the scientific community by financing pseudo-studies aimed at creating public doubt about peer-reviewed science. They have also manipulated the political and regulatory process with outsized campaign contributions and legions of lobbyists (there are now four anti-climate lobbyists for every single member of the House and Senate). This epic public contest between the broad public interest and a small but powerful special interest has taken place during a time when American democracy has grown sclerotic. The role of money in our politics has exploded to a dangerous level. Our democratic conversation is now dominated by expensive 30-second television commercials, which consume two-thirds of the campaign budgets of candidates in both political parties. The only reliable source of such large sums of campaign cash is business lobbies. Most members of the House and Senate facing competitive election contests are forced to spend several hours each day asking special interests for money to finance their campaigns. Instead of participating in committee hearings, floor debates, and Burkean reflection on the impact of the questions being considered, they spend their time as supplicants. Though many struggle to resist the influence their donors intend to have on their decision-making process, all too frequently human nature takes its course.

Their constituents now spend an average of five hours per day watching television—which is, of course, why campaigns in both political parties spend most of their money on TV advertising. Viewers also absorb political messages from the same special interests that are wining and dining and contributing to their elected officials. The largest carbon polluters have, for the last 17 years, sought to manipulate public opinion with a massive and continuing propaganda campaign, using TV advertisements and all other forms of mass persuasion. It is a game plan spelled out in one of their internal documents, which was leaked to an enterprising reporter, that stated: “reposition global warming as theory rather than fact.” In other words, they have mimicked the strategy pioneered by the tobacco industry, which undermined the scientific consensus linking the smoking of cigarettes with diseases of the lung and heart—successfully delaying appropriate health measures for almost 40 years after the landmark surgeon general’s report of 1964. Meanwhile, many other countries—including China—have developed national strategies for leading the historic shift from oil and coal to renewable forms of energy, higher levels of efficiency, smart grids and fast trains, sustainable agriculture and forestry. Here in the United States, the House of Representatives has passed a meaningful plan to move America in the same direction and reestablish our capacity to provide leadership in the world community on the most important issue facing the world today. The Senate, however, has struggled for the last 17 months to find enough votes to take up its own version of the same legislative plan. The unpleasant reality now spilling onto the shores of the Gulf Coast is creating public outrage and may also be generating a new opportunity to pass legislation, just as the oil spill 20 years ago from the Exxon Valdez created public momentum sufficient to overcome the anti-environment special interests. There is new hope that by the time the gusher from the bottom of the Gulf of Mexico is capped, so will carbon emissions from the burning of oil and coal.

It is understandable that the administration will be focused on the immediate crisis in the Gulf of Mexico. But this is a consciousness-shifting event. It is one of those clarifying moments that brings a rare opportunity to take the longer view. Unless we change our present course soon, the future of human civilization will be in dire jeopardy. Just as we feel a sense of urgency in demanding that this ongoing oil spill be stopped, we should feel an even greater sense of urgency in demanding that the much larger and more dangerous ongoing emissions of global warming pollution must also be stopped to make the world safe from the climate crisis that is building all around us.

Haiti officials warn heavy rains could hit capital

PORT-AU-PRINCE, Haiti – Haitian officials are warning that a heavy rains could trigger floods and landslides in the quake-addled country.Disaster prevention officials issued an orange alert for Friday and five following days based on a weather system now forming near Cuba.The alert is their second-highest warning. At-risk areas include Port-au-Prince, Jacmel, Leogane and others ravaged by the Jan. 12 earthquake that displaced an estimated 1.5 million people.No evacuation plans exist for the hundreds of thousands still living in makeshift camps prone to floods, torrents of mud and potential spread of disease.Authorities say residents should avoid flooded rivers and be prepared to move if necessary.

I saw those countries in a few split seconds. All of Turkey and those [inaudible;] countries that have refused me and refused my message of love shall hate each other and kill one another. I saw the angel raise the sickle and come down on all the Middle East countries.I saw Iran, Persia, Armenia, Azerbaijan, all of Georgia - Iraq, Syria, Lebanon, Jordan, Israel, all of Asia Minor - full of blood. I saw blood all over these countries. And I saw fire; Nuclear weapons used in many of those countries. Smoke rising from everywhere. Sudden destruction - men destroying one another.

SEOUL, South Korea – South Korea's president lashed out Monday at North Korea by suspending trade in a move aimed at crippling the impoverished regime as payback for a torpedo attack on a warship that killed 46 South Korean soldiers.President Lee Myung-bak also pledged to haul Pyongyang back to the U.N. Security Council for possible additional international sanctions and prohibited North Korea's cargo ships from passing through South Korean waters — in retaliation for the March 26 sinking.

In Washington, the White House said President Barack Obama fully supports the South's measures, and the traveling U.S. secretary of state said she was conferring on a response to the North's provocative acts with China, a veto-wielding permanent seat holder on the Security Council.U.S. support for South Korea's defense is unequivocal, and the president has directed his military commanders to coordinate closely with their Republic of Korea counterparts to ensure readiness and to deter future aggression, a statement from the White House said.Lee called it a critical turning point on the tense Korean peninsula, still technically in a state of war because the fighting ended with a truce, not a peace treaty.We have always tolerated North Korea's brutality, time and again. We did so because we have always had a genuine longing for peace on the Korean peninsula, Lee said in a solemn speech to the nation from the halls of the country's War Memorial.But now things are different. North Korea will pay a price corresponding to its provocative acts, he said.U.S. Secretary of State Hillary Rodham Clinton warned of a highly precarious security situation in the region, and said North Korea's neighbors, including Pyongyang ally China, understood the seriousness of the matter.Clinton would not say whether such action would include new international sanctions against the North, and said she was engaged in intense consultations with China and other nations about the next step.We are working hard to avoid an escalation of belligerence and provocation, Clinton said.

So far, China has refrained from criticizing the North, which it supplied with troops during the Korean War.The sinking of the Cheonan near the Koreas' western maritime border was South Korea's worst military disaster since the three-year Korean War. An international team of investigators said last week that a torpedo fired from a North Korean submarine tore the ship in two.Pyongyang disputes the maritime border unilaterally drawn by U.N. forces at the close of the war, and the Koreas have fought three bloody skirmishes there, most recently in November.Defense Minister Kim Tae-young said the U.S. and South Korea would hold anti-submarine military exercises in the waters soon. The U.S. has 28,500 troops in South Korea — a major sore point for the North.South Korea's military, on guard to defend the nation from further North Korean aggression, will also resume blaring anti-North Korean propaganda back over the border — a sensitive practice suspended in 2004 amid warming ties, officials said.Lee called the sinking of the Cheonan yet another example of incessant provocation by communist North Korea, accused in a 1983 attack on a presidential delegation that killed 21 people and the bombing of an airliner in 1987 that claimed 115 lives.North Korea routinely denies involvement in the attacks, and has steadfastly denied responsibility for the Cheonan sinking. Naval spokesman Col. Pak In Ho warned last week in comments to broadcaster APTN that any move to retaliate or punish Pyongyang would draw all-out war.Pyongyang regularly issues belligerent warnings of war if provoked by the South or the U.S. As Lee spoke Monday, North Korea's main newspaper, the Rodong Sinmun, called the investigation results an intolerable, grave provocation tantamount to a declaration of war. The North Korean military also warned it would open fire at any propaganda loudspeakers installed in the Demilitarized Zone. More powerful physical strikes will be taken to eradicate the root of provocation if (South Korea) challenges to our fair response, a commander said, according to the North's official Korean Central News Agency.

An all-out war would be suicidal for Pyongyang, he said. The truce prohibits South Korea from waging a unilateral military attack, so Seoul sought Friday to strike at Pyongyang's faltering economy.

Despite their rivalry, Seoul has been North Korea's No. 2 trading partner with $1.68 billion in trade in 2009, according to the Korea Trade-Investment Promotion Agency.
Imports of sand and other goods will be halted, and North Korean cargo ships will be denied permission to pass through South Korean waters, Unification Minister Hyun In-taek said. Those measures will cost North Korea about $200 million a year, said Lim Eul-chul, a North Korea expert at South Korea's Kyungnam University. However, the biggest source of trade — a joint factory park in the North Korean border town of Kaesong where some 110 South Korean firms employ about 42,000 North Koreans — will remain open, Hyun said. The suspension of imports will deal a direct blow to North Korea, the state-run Korea Development Institute said. However, the action needs the backing of global powers such as China to succeed, the think tank report said. Lim predicted the North would make up the loss by finding Chinese partners. WASHINGTON (Reuters) – President Barack Obama has directed the U.S. military to coordinate with South Korea to ensure readiness and deter future aggression from North Korea, the White House said on Monday.The United States gave strong backing to plans by South Korean President Lee Myung-bak to punish North Korea for sinking one of its naval ships, White House spokesman Robert Gibbs said in a statement.The White House urged North Korea to apologize and change its behavior, he said.We endorse President Lee's demand that North Korea immediately apologize and punish those responsible for the attack, and, most importantly, stop its belligerent and threatening behavior, Gibbs said.U.S. support for South Korea's defense is unequivocal, and the president has directed his military commanders to coordinate closely with their Republic of Korea counterparts to ensure readiness and to deter future aggression, he said.Obama and Lee have agreed to meet at the G20 summit in Canada next month, he said.Late last week, a team of international investigators accused North Korea of torpedoing the Cheonan corvette in March, killing 46 sailors in one of the deadliest clashes between the two since the 1950-53 Korean War.Lee said on Monday South Korea would bring the issue before the U.N., whose past sanctions have damaged the already ruined North Korean economy.The United States still has about 28,000 troops in South Korea to provide military support.The two Koreas, still technically at war, have more than 1 million troops near their border.

European equities struggle after Spain bank bailout

LONDON (AFP) – European stock markets struggled on Monday, with investor sentiment hit by renewed eurozone debt concerns following the weekend bailout of Spanish bank CajaSur, dealers said.In morning trade, London rose by just 0.05 percent, Paris shed 0.51 percent, Frankfurt fell by 0.52 percent and Madrid by 0.79 percent.Investors remained nervous in the opening trading session to the week, with eurozone sovereign debt concerns still weighing on sentiment and keeping a leash on small market gains, said analyst Giles Watts at City Index.Trading remains choppy with most indices switching between small gains and losses in the opening session as investors tussle between uncertainty and appetite for risk.The rescue of Spanish regional savings bank CajaSur, which was taken over by the Bank of Spain over the weekend, could cost up to 2.7 billion euros (3.4 billion dollars), business daily Expansion reported on Monday.A Bank of Spain spokesman would not confirm this figure but he said the unlisted bank, formerly controlled by the Roman Catholic Church and headed by a priest, would receive an injection of at least523 million euros.The nationalisation over the weekend of CajaSur serves as a stark warning to the markets and there is the fear that further bailouts could become a theme should governments not get a grip on sovereign debt quickly, added Watts.

London investors were meanwhile digesting news that the British government would axe around 6.2 billion pounds of spending in the current 2010-2011 financial year as it seeks to trim the nation's record public deficit.In pre-weekend Wall Street action, shares had risen 1.25 percent on bargain hunting and relief that President Barack Obama's finance bill had passed through the Senate.At the same time, sentiment was boosted by hopes that China will put off any immediate plans to tighten credit.A bullish finish to the week on Wall Street combined with positive sentiments surrounding China should allow the major European markets to make a little more headway, said IG Index analyst Ben Potter.In foreign exchange trade on Monday, the euro dipped to 1.2414 dollars, from 1.2563 late in New York on Friday, as the Spanish bank bailout and the eurozone crisis cast a shadow over the shared unit.

Germany has meanwhile agreed to back its contribution towards an EU-IMF trillion-dollar (750-billion-euro) rescue plan for the debt-riddled eurozone nations.Last week's passing of the German portion of the of the euro rescue bill may have given short term succour to the markets, said CMC Markets analyst Michael Hewson.But if any reminder were needed of the problems facing the eurozone then it was provided by Spain at the weekend when the Bank of Spain stepped into rescue one of its biggest regional banks as a good portion of its property loan book went bad.The euro had plunged to 1.2144 dollars last Wednesday, hitting its lowest level in four years, on deepening worries over European debt and after Germany moved to ban a speculative trading practice.Markets were also rocked last week after German Chancellor Angela Merkel warned that the euro was in danger.In earlier Asian deals on Monday, Tokyo retreated 0.27 percent, overshadowed by persistent worries about the health of eurozone economies, dealers said. On the upside, however, Hong Kong shares picked up 0.62 percent following the Wall Street rally. Chinese shares closed up 3.48 percent, their biggest single-day gain in more than seven months, dealers said. Dealers were also spurred by bargain hunting after the broad sell-off in regional stocks in recent weeks.
