We have received documents from a military source indicating that U.S. Postal Service facilities across the country are expanding the construction of secretive criminal investigation rooms, which some fear will be used to detain American citizens in the event of a national emergency, bioterror attack or pandemic.The documents (PDF) show architectural floor plans for criminal investigation rooms that would be housed within existing U.S. Postal Service buildings. The blueprints show secret rooms within post offices where, the source claims, families will be separated in the event of martial law being declared.The United States Postal Service undoubtedly uses such criminal investigative units to conduct investigations into mail fraud through its federal enforcement arm, the United States Postal Inspection Service, but as with many things of this nature, everything serves a dual purpose.The fact that such rooms are being constructed inside post offices is verified. We discovered this web page which talks about how an architecture firm called IPG Architects constructed a Criminal Investigative Office within the Macon Post Office in Macon, Georgia. The new documents describe similar rooms being constructed in Lake Forest, Illinois and Gurnee, Illinois.The tone of the article that accompanies the documents is not for the faint-hearted, but the threat of the federal government seizing post offices and using them as detainment facilities is very real.Under the terms of the December 2001 Model State Emergency Health Powers Act, of which the majority of states have now passed similar versions, the government has the power to seize control of all public and private property.

Critics savaged the MSEHPA as an unprecedented assault on the constitutional rights of the American people,that, according to the Association of American Physicians and Surgeons claimed, could turn governors into dictators.The act included draconian and sweeping language giving the government almost limitless power in responding to a declared national health emergency, such as a bioterrorist attack or an epidemic.
Under the act, the government ascribes itself the power take over any public facility, including post offices.In addition, a recent executive order signed by President Barack Obama hands the US Post Office a key role in dealing with the aftermath of a bioterrorist attack, according to an AFP report. The executive order directs the Post Office to work with government agencies and local law enforcement to oversee medical countermeasures.The US Health and Human Services Secretary Kathleen Sebelius and Homeland Security Secretary Janet Napolitano were instructed to work with the post office to develop a dispensing model for US cities to respond to a large-scale biological attack, with anthrax as the primary threat consideration,states the report.We have also previously received documents indicating that post offices would be used as detainment facilities in the event of a national emergency or a red alert being declared.If all this sounds hard to believe, just remember that the same was said when we reported on how the federal government was recruiting religious leaders to pacify the public in the event of martial law being declared under the banner of the clergy response team program. The existence of the program was confirmed by news channel KSLA after first being brought to our attention by concerned pastors who were approached to partake in the initiative by the government.

Government needs BP technology to kill oil spill By Sarah Irwin - MAY 25,10

VENICE, Louisiana (Reuters) – The government needs BP's deepwater technology to try to shut off the gushing seabed Gulf of Mexico oil well but has brought its own experts into the battle to contain the catastrophic spill, a White House official said on Tuesday.Carol Browner, adviser on Energy and Climate Change to President Barack Obama, said the administration was bringing all its resources to bear to the marathon effort to halt what is threatening to be the worst ever U.S. oil spill.

Browner told TV networks that top scientists called in by the government were working with BP's experts on the next bid, scheduled to start early Wednesday, to cap the mile- deep undersea well. This will be an attempted top kill -- the pumping of heavy drilling fluids into the well to try to halt its pressurized flow, after which cement can be injected in.We all want this to work ... we want this thing shut down, Browner told CNN.Obama faces a backlash of public anger and frustration over the leaking well, which BP engineers and government officials have failed to control so far.Shares in BP fell 4 percent on Tuesday, mirroring a fall for European oil and gas stocks and a drop in the FTSE 100 index of British blue-chips.The disaster has wiped around 25 percent, almost $50 billion, off the company's market value since the April 20 rig explosion that triggered the oil spill and unleashed an environmental and economic calamity on the U.S. Gulf Coast.Addressing the debate over whether the federal government should take over the oil spill response operation from BP, Browner said the British-based energy giant had the technical resources for the job, such as undersea robots needed to operate at great depths, where humans cannot work.Obviously, we need the BP technology, but we are not relying on them ... we have our own minds in there, she said.Besides the top-kill option, BP said on Tuesday it was preparing another control method, a lower marine riser package cap containment option, to try to capture and siphon off the oil flowing from the ruptured well.But analysts were unimpressed by BP's announcement it had lined up another device -- to be ready by the end of the month.This morning they just published their options. Washington piled pressure on BP on Monday to clean up the massive environmental mess and one official said fines would be imposed on the energy giant for the spreading oil spill.BP executives have warned there is no certainty the containment efforts will succeed, because they have never been attempted at the depths where the well is located.If the short-term efforts fail, it will take BP several months to drill a relief well to stop the leak.BP said it had begun sharing its review of the causes of the oil spill with the U.S. government. U.S. legal experts say it is only a matter of time before the Obama administration begins a criminal investigation.

Relatives of the 11 workers who died in the rig explosion that sank the Deepwater Horizon rig will hold a private service in Jackson, Mississippi on Tuesday. Three of President Barack Obama's Cabinet secretaries visited the Gulf coast on Monday to survey what could eclipse the 1989 Exxon Valdez spill off Alaska as the worst U.S. oil spill. Heavy oil is washing into fragile marshlands and wildlife refuges in Louisiana and threatening the livelihoods of Gulf Coast residents. Three weeks already I am not working. I lost a job. Six people working for me -- they do not have jobs. My family and kids are in college, so we don't know what to do in the future. We feel like we are abandoned. BP don't do enough for us in these problems," said Louisiana oyster fisherman Nikola Zarak. More than 300 seabirds have been found dead and the spewing oil is now invading vulnerable marshes and endangering sea turtles, dolphins and whales. U.S. Interior Secretary Ken Salazar has said the government could push BP aside and federalize the cleanup effort if it did not do enough to stop the leak.

POLITICAL HOT POTATO

But Coast Guard Admiral Thad Allen, the administration's response chief for the disaster, said the government has little choice but to continue relying on BP to seal the well. To push BP out of the way would raise the question of replace them with what? Allen said on Monday. BP was exhausting every technical means possible to meet its legal responsibility to contain the oil, he said. The oil spill is a political hot potato for the Obama administration before a November election that is widely expected to erode Democrats' control of the U.S. Congress. Analysts warn that voters may punish Democrats regardless of who is ultimately deemed responsible for the mess. Louisiana Governor Bobby Jindal, who has been critical of the federal government's response, again called for more equipment, especially booms, to help stop the oil from making landfall. He said 70 miles of his state's coastline had been affected by the oil spill. A report on the disaster that will influence whether the Interior Department resumes issuing offshore drilling permits will be sent to Obama on Thursday, the White House said. BP said the spill had cost it $760 million so far. It pledged up to $500 million toward studying its impact. If any proof that Democrat’s panic and desperation over the prospects of losing their control over Capitol Hill this coming November is required, you need only look at their reaction to Dr. Rand Paul’s landslide victory in the Kentucky primary election. Seen as a harbinger of things to come, Dr. Paul’s crushing defeat of a more or less moderate Republican opponent showed the power of the nation’s discontent with the current state of the Union under the confused leadership of Barack Obama and his feckless administration.The impression created by Dr. Paul’s triumph was the realization that the Tea Party is what it claims to be, a widespread movement not only vehemently opposed to the works and pomps of the Obama presidency but one determined to use its hefty clout at the polls. It demonstrated that clout in the Kentucky primary by defeating the GOP establishment and choosing a candidate who embraced their philosophy of a limited federal government as defined in the U.S. Constitution.One needs to be blind to fail to see what is at work here. The likes of the Rand Paul movement scares the daylights out of the national Democratic establishment and they are determined to strangle it in its Kentucky crib before it can grow into a national nightmare that strips them of control of the United States Congress this year, and of the presidency two years hence.

This is standard practice for the liberal-dominated national Democratic party. Any Republican, such as former Alaska Governor Sarah Palin, or in this instance, Rand Paul, who appears to excite the electorate, must be dealt with harshly and with immediacy - a simple matter for a party that all but owns the national media lock, stock and barrel.In his New York Times column, the ever-so-dainty former drama critic, Frank Rich, had the shakes over Dr. Paul’s landslide victory and the outrage of the Tea Partiers which seems to scare the pants off him.Wrote Rich, If the Democrats can’t muster their own compelling response to the populist rage out there, Randslide may reside in our political vocabulary long after Arlen Specter is leaving Jeopardy contestants stumped.He’s right. And that’s why we see the onslaught against the Kentucky eye surgeon - an onslaught based on a deliberate mis-characterization of Dr. Paul’s discomfort with one aspect of the 1964 Civil Rights law - one that he fully supports (but was unable to when it was enacted, he being a mere two-year-old at the time.)He got mousetrapped by MSNBC’s Rachel Maddow when he mentioned that he doubted the constitutionality of government telling businesses who they must accept as customers. Wham- there he goes opposing the 1964 Civil Rights law. He’s a racist!

The drumbeat begins. Dr. Paul becomes the target of choice among the Democratic Left (is there a Democratic right? If so it’s an underground movement -deeply underground.)According to Sarah Palin, Dr. Paul’s predecessor as the Democrat’s designated enemy of Democracy and the people Seeing kind of that libertarian streak of his—that is what we need to balance out the leftist liberal overreach of government that’s in power right now Rand’s gonna be great, plus on social issues, right there, he’s got some great positions.That’s why the Democrats insist Dr. Paul has got to go. And that’s why they are picking him as their main target. If they get their way, when the voters see a Republican candidate, they’ll only see the image they created of Rand Paul.

For those who don’t know, the Oxford Union is the top of the food chain for scholarly debate. This is a significant win.Founded in 1823 at the University of Oxford, but maintaining a separate charter from the University, The Oxford Union is host to some of the most skillful debates in the world. Many eminent scholars and personalities have come and either debated or delivered speeches in the chamber. Monckton was invited as part of the formal Thursday debate.

It is described as follows:The Union is the world’s most prestigious debating society, with an unparalleled reputation for bringing international guests and speakers to Oxford. It has been established for 182 years, aiming to promote debate and discussion not just in Oxford University, but across the globe.

For what is believed to be the first time ever in England, an audience of university undergraduates has decisively rejected the notion that global warming is or could become a global crisis. The only previous defeat for climate extremism among an undergraduate audience was at St. Andrew’s University, Scotland, in the spring of 2009, when the climate extremists were defeated by three votes.Last week, members of the historic Oxford Union Society, the world’s premier debating society, carried the motion That this House would put economic growth before combating climate change by 135 votes to 110. The debate was sponsored by the Science and Public Policy Institute, Washington DC.Serious observers are interpreting this shock result as a sign that students are now impatiently rejecting the relentless extremist propaganda taught under the guise of compulsory environmental-studies classes in British schools, confirming opinion-poll findings that the voters are no longer frightened by global warming scare stories, if they ever were.When the Union’s president, Laura Winwood, announced the result in the Victorian-Gothich Gladstone Room, three peers cheered with the undergraduates, and one peer drowned his sorrows in beer.Lord Lawson of Blaby, Margaret Thatcher’s former finance minister, opened the case for the proposition by saying that the economic proposals put forward by the UN’s climate panel and its supporters did not add up. It would be better to wait and see whether the scientists had gotten it right. It was not sensible to make expensive spending commitments, particularly at a time of great economic hardship, when the effectiveness of the spending was gravely in doubt and when it might do more harm than good.

At one point, Lord Lawson was interrupted by a US student, who demanded to know what was his connection with the Science and Public Policy Institute, and what were the Institute’s sources of funding. Lord Lawson was cheered when he said he neither knew nor cared who funded the Institute.Ms. Zara McGlone, Secretary of the Oxford Union, opposed the motion, saying that greenhouse gases had an effect [they do, but it is very small]; that the precautionary principle required immediate action, just in case and regardless of expense [but one must also bear in mind the cost of the precautions themselves, which can and often do easily exceed the cost of inaction]; that Bangladesh was sinking beneath the waves [a recent study by Prof. Niklas Moerner shows that sea level in Bangladesh has actually fallen]; that the majority of scientists believed global warming was a problem [she offered no evidence for this]; and that irreversible natural destruction would occur if we did nothing [but she did not offer any evidence].Mr. James Delingpole, a blogger for the leading British conservative national newspaper The Daily Telegraph, seconded the proposition, saying that – politically speaking – the climate extremists had long since lost the argument. The general public simply did not buy the scare stories any more. The endless tales of Biblical disasters peddled by the alarmist faction were an unwelcome and now fortunately failed recrudescence of dull, gray Puritanism. Instead of hand-wringing and bed-wetting, we should celebrate the considerable achievements of the human race and start having fun.Lord Whitty, a Labor peer from the trades union movement and, until recently, Labor’s Environment Minister in the Upper House, said that the world’s oil supplies were rapidly running out [in fact, record new finds have been made in the past five years]; that we needed to change our definition of economic growth to take into account the value lost when we damaged the environment [it is artificial accounting of this kind that has left Britain as bankrupt as Greece after 13 years of Labor government]; that green jobs created by governments would help to end unemployment [but Milton Friedman won his Nobel Prize for economics by demonstrating that every artificial job created at taxpayers’ expense destroys two real jobs in the wealth-producing private sector]; that humans were the cause of most of the past century’s warming [there is no evidence for that: the case is built on speculation by programmers of computer models]; that temperature today was at its highest in at least 40 million years [in fact, it was higher than today by at least 12.5 F° for most of the past 550 million years]; and that 95% of scientists believed our influence on the climate was catastrophic [no one has asked them].

Lord Monckton repeatedly interrupted Lord Whitty to ask him to give a reference in the scientific literature for his suggestion that 95% of scientists believed our influence on the climate was catastrophic. Lord Whitty was unable to provide the source for his figure, but said that everyone knew it was true. Under further pressure from Lord Monckton, Lord Whitty conceded that the figure should perhaps be 92%. Lord Monckton asked: And your reference is? Lord Whitty was unable to reply. Hon. Members began to join in, jeering Your reference? Your reference? Lord Whitty sat down looking baffled.Lord Leach of Fairford, whom Margaret Thatcher appointed a Life Peer for his educational work, spoke third for the proposition. He said that we no longer knew whether or not there had been much global warming over the 20th century, because the Climategate emails had exposed the terrestrial temperature records as defective. In any event, he said, throwing good money after bad on various alternative-energy boondoggles was unlikely to prove profitable in the long term and would ultimately do harm.Mr. Rajesh Makwana, executive director of Share The World’s Resources, speaking third for the opposition, said that climate change was manmade [but he did not produce any evidence for that assertion]; that CO2 emissions were growing at 3% a year [but it is concentrations, not emissions, that may in theory affect climate, and concentrations are rising at a harmless 0.5% a year]; that the UN’s climate panel had forecast a 7 F° global warming for the 21st century [it’s gotten off to a bad start, with a cooling of 0.2 F° so far]; and that the consequences of global warming would be dire [yet, in the audience, sat Mr. Klaus-Martin Schulte, whose landmark paper of 2008 had established that not one of 539 scientific papers on global climate change provided any evidence whatsoever that global warming would be catastrophic].

Lord Monckton, a former science advisor to Margaret Thatcher during her years as Prime Minister of the UK, concluded the case for the proposition. He drew immediate laughter and cheers when he described himself as Christopher Walter, Third Viscount Monckton of Brenchley, scholar, philanthropist, wit, man about town, and former chairman of the Wines and Spirits Committee of this honourable Society. At that point his cummerbund came undone. He held it up to the audience and said, “If I asked this House how long this cummerbund is, you might telephone around all the manufacturers and ask them how many cummerbunds they made, and how long each type of cummerbund was, and put the data into a computer model run by a zitty teenager eating too many doughnuts, and the computer would make an expensive guess. Or you could take a tape-measure and – glaring at the opposition across the despatch-box – measure it![cheers].Lord Monckton said that real-world measurements, as opposed to models, showed that the warming effect of CO2 was a tiny fraction of the estimates peddled by the UN’s climate panel. He said that he would take his lead from Lord Lawson, however, in concentrating on the economics rather than the science. He glared at the opposition again and demanded whether, since they had declared themselves to be so worried about global warming, they would care to tell him – to two places of decimals and one standard deviation – the UN’s central estimate of the global warming that might result from a doubling of atmospheric CO2 concentration. The opposition were unable to reply. Lord Monckton told them the answer was 3.26 plus or minus 0.69 Kelvin or Celsius degrees. An Hon. Member interrupted: And your reference is? Lord Monckton replied: IPCC, 2007, chapter 10, box 10.2.[cheers]. He concluded that shutting down the entire global economy for a whole year, with all the death, destruction, disaster, disease and distress that that would cause, would forestall just 4.7 ln(390/388) = 0.024 Kelvin or Celsius degrees of global warming, so that total economic shutdown for 41 years would prevent just 1 K of warming. Adaptation as and if necessary would be orders of magnitude cheaper and more cost-effective.

Mr. Mike Mason, founder and managing director of Climate Care, concluded for the opposition. He said that the proposition were peculiar people, and that Lord Monckton was more peculiar than most, in that he was not a real Lord. Lord Monckton, on a point of order, told Mr. Mason that the proposition had avoided personalities and that if Mr. Mason were unable to argue other than ad hominem he should get out. [cheers] Mr. Mason then said that we had to prepare for climate risks [yes, in both directions, towards cooler as well as warmer]; and that there was a scientific consensus [but he offered no evidence for the existence of any such consensus, still less for the notion that science is done by consensus].The President thanked the speakers and expressed the Society’s gratitude to the Science and Public Policy Institute for sponsoring the debate. Hon. Members filed out of the Debating Chamber, built to resemble the interior of the House of Commons, and passed either side of the brass division-pole at the main door – Ayes to the right 135, Noes to the left 110. NEW YORK – The Dow Jones industrials plunged below 10,000 Tuesday as investors worried about a global economic slowdown and tensions between North and South Korea turned away from stocks.The Dow fell 248.79, or 2.5 percent, to 9,817.78. It closed at 10,066 on Monday and has fallen 1,388 points, or more than 12 percent, from its recent high of 11,205, reached April 26.With investors exiting stocks, oil and the euro, U.S. Treasury prices again surged. The perceived safety of U.S. government bonds pushed yields and interest rates lower. The benchmark 10-year note's yield fell to its lowest level since April 2009.

World stock markets were also sharply lower.A disappointing report on U.S. home prices added to the market's dark mood. The Standard & Poor's/Case-Shiller 20-city home price index fell 0.5 percent in March from February, a sign that the housing market remains weak even as mortgage rates are near historic lows. There are concerns that last month's expiration of the government's home buyer tax credit will hurt sales in the coming months.Market participants feel like they're walking on eggshells,said Oliver Pursche, executive vice president at Gary Goldberg Financial Services in Suffern, N.Y. Every small piece of potentially bad news is being exaggerated and mentally being fast-forwarded to the worst-case scenario.European Union leaders warned Tuesday that the continent's economy would stagnate unless governments make major reforms to promote growth. The problem is, though, that large debts in some countries make it difficult to implement stimulus measures to rally economies. The euro approached a four-year low, which it set last week. The euro dropped to $1.2218, bringing it within a penny of the low of $1.2146 it touched last week.Traders have been rapidly selling the euro in recent weeks because of uneasiness over whether steep budget cuts in countries like Greece, Spain and Portugal will drag down an economic recovery on the continent. Italy was set to become the latest European nation to announce spending cuts to reduce its deficit.

Markets were also hurt by reports that North Korean leader Kim Jong Il ordered his military to combat alert because of rising tensions on the Korean peninsula. Major indexes in Japan and Hong Kong fell more than 3 percent.The Standard & Poor's 500 index fell 26.76, or 2.5 percent, to 1,046.89, while the Nasdaq composite index dropped 60.86, or 2.8 percent, to 2,152.69.The yield on the benchmark 10-year Treasury note, which moves opposite its price, fell to 3.12 percent from 3.20 percent late Monday. It fell as low as 3.07 percent, its lowest level since April 2009.The yield on the 30-year bond briefly fell below 4 percent for the first time since October, before rising slightly. It is down to 4.01 percent from 4.08 percent late Monday.Britain's FTSE 100 dropped 2.8 percent, Germany's DAX index tumbled 2.8 percent, and France's CAC-40 plummeted 3.7 percent. Japan's Nikkei stock average fell 3.1 percent.Tuesday's sell-off follows a sharp, late-session drop Monday. The Dow lost 80 points in the last 15 minutes of trading Monday to close down nearly 127.

Investors were also concerned about a bill in Congress that will overhaul financial regulation. The Senate and House are reconciling their separate versions of the proposed reform. Investors shrugged off a better-than-expected report on existing home sales from April. Such upbeat economic reports had helped push stocks consistently higher earlier in the year. Oil fell $2.59 to $67.62 a barrel on the New York Mercantile Exchange.

IMF calls for radical cuts in Spain

The International Monetary Fund has issued blunt warnings to Spain, calling on Madrid to implement harsh cuts and transform the country's labour market and pensions system, while also stressing the need for consolidation in the domestic banking sector. The requested changes, contained in an interim IMF report published on Monday (24 May), are designed to help employers by reducing severance payments, make it harder for unions to fight dismissals and encourage wage flexibility.The Washington-based lender also urged the Spanish Socialist government to increase the retirement age to 67.Spain's economy needs far-reaching and comprehensive reforms, said the IMF report. The challenges are severe: a dysfunctional labour market, the deflating property bubble, a large fiscal deficit, heavy private sector and external indebtedness, anaemic productivity growth, weak competitiveness, and a banking sector with pockets of weakness.Additional economic reforms are likely to add to growing tensions between Madrid and trade unions however, after the government last week passed a €15 billion package of austerity measures in a bid to reduce the country's budgetary deficit which currently stands at 11 percent of GDP.The report comes after Spanish authorities were forced to rescue regional lender Cajasur over the weekend. Spain's extensive network of savings banks has been hit by the collapse of the country's once-buoyant housing market, with the IMF urging consolidation and new legislation to reduce political influence in the lenders. Spain also suffers from an unemployment rate of over 20 percent, roughly twice the EU average.

The labour market is not working,said the IMF report, attacking union protections. Unemployment is structurally high and excessively cyclical ... The wage bargaining system, which hamstrings wage and firms' flexibility, is ill-suited to membership of a currency union.Sluggish growth is likely to prove an additional headache for Madrid, with the IMF report forecasting a 0.4 percent contraction this year, followed by a 0.9 percent expansion in 2011, half the predicted level for the EU as a whole.

Tensions

The Spanish government moved quickly to limit political damage from the report on Monday, issuing a quick response saying it largely agreed with the IMF's assessment.
The main opposition centre-right Popular Party has been highly critical of the administration's handling of the financial crisis, while last week's austerity measures, which include a five percent cut to public sector salaries, have induced the wrath of trade unions which are now threatening a general strike. The unpopular spending cuts are part of a deal brokered between EU leaders earlier this month that saw the bloc agree a massive financial rescue mechanism over concerns Greece's debt crisis could spread to other fiscally vulnerable eurozone states such as Spain.

Officials quashed rumours last week that the Spanish government was considering an application to the €750 billion package, which includes €440 in bilateral loan guarantees, €60 billion in money raised by the European Commission and €250 from the IMF.

Barroso says German calls for treaty change are naive

European Commission President Jose Manuel Barroso has said Germany's plans to try to change the treaty to enhance economic governance in the eurozone are naive and accused Berlin of showing a lack of leadership throughout the current eurozone crisis.In an interview published in Tuesday's (25 May) edition of the Frankfurter Allgemeine Zeitung, Mr Barroso said that it would not be possible to make changes to the treaty in order to only to tighten eurozone rules.Other member states would want to see modifications in other areas too, he indicated.It would also be naive to think one can reform the treaty only in areas Germany considers important, said the Portuguese politician.The message is a clear rebuke to German Chancellor Angela Merkel, who alone has been pushing the idea that treaty change is needed to bring budget discipline to the eurozone, rocked in recent months first by the extent of Greece's debt problems and then by the lack of automatic governance rules to deal with the crisis.We will not propose treaty modifications even though we are open to good ideas,said Mr Barroso.Speaking about Ms Merkel's key ideas of strengthening the enforcement of EU budget rules using harsher penalties, Mr Barroso said member states were already considering linking the doling out of EU funds to budget discipline. But he questioned the legal validity of the German idea to punish serial violators of the rules by removing their voting rights.There are already procedures by which states with excessive deficits do not vote. Under constitutional law it would be nearly impossible to do more, in my view,he said.

Lack of leadership

Mr Barroso, who previously has been accused of not being outspoken enough when it comes to large member states, was also unusually frank in his overall assessment of Germany's role in dealing with the Greek crisis.He accused politicians across the spectrum of the EU's largest member state of not making the case for helping Greece and spelling out the benefits of eurozone membership.Germany was until now a big winner from the euro. I find that more politicians in Germany should make that clear.
Referring to the German trade surplus of €134 billion, the commission president asked: Does the German public know that nearly 86 percent of these 134 billion, i.e., 115 billion, comes from trade in the EU? Mr Barroso also accused Berlin of giving the impression at the beginning of the crisis that it did not want to help out Greece at all.His blunt words follow months of turmoil in the eurozone as it waited for Germany, traditionally the EU's paymaster, to take the lead on how to deal with Athens.Amid growing criticism, Ms Merkel held out for Athens to impose tougher austerity measures while the markets sensed their was no conviction behind a series of political commitments to come to Greece's rescue.The chancellor, for her part, had to contend with a German public extremely hostile to the idea of helping Greece.While Ms Merkel insisted she had to wait until the eurozone was threatened as a way of making sure Germany's contribution to the €750 billion EU/IMF rescue package (€148 billion) would not be challenged in the constitutional court, the tabloid papers appeared to lead the debate with lurid anti-Greek headlines.Germany's parliament last week agreed the country's share of the bill, but in return, Ms Merkel wants to make sure that such a situation is never allowed to happen again, prompting her talk of modifying the treaty.

Georgia sceptical Russia can be friend of Eastern Partnership

Mr Baramidze said several ministers from the region expressed doubts about the idea of having Russia join EU's special partnership programmes with the six ex-Soviet countries and that the final agreement was not to name any particular country, but instead to leave the door open to those who want to be real friends and contribute financially to the scheme.Poland's offer comes a week ahead of a key EU-Russia summit in Rostov on Don, where Moscow is expected to be offered the perspective of a visa-free regime with the EU, despite concerns raised by Warsaw and Baltic and Nordic capitals.As the move requires only a qualified majority of member states, and most EU countries, notably Germany and France, are in favour, Moscow is expected to get the green light for a visa-free framework.If the EU wants to give Russia a visa-free roadmap, it should do the same with the countries of the Eastern Partnership. We are not less prepared, we have biometric passports, we signed re-admission agreements with the EU, co-operation with Europol works well, Mr Baramidze said.

Were Russia to gain visa-free travel ahead of Georgia, it would create a clear discrimination within Georgia, he argued. The inhabitants of the regions of Abkhazia and South Ossetia, who have been illegally passportised by Moscow would be better off than the Georgian passport holders, he said.Georgia has only recently signed a visa-facilitation agreement with the EU, meaning visas can be acquired cheaper and faster by its citizens – something that Russian passport holders had already in place in 2008, when the two countries fought a brief war.Ukraine and Moldova are hoping to be given a roadmap for visa-free travel by the end of this year. EU enlargement and neighbourhood policy commissioner Stefan Fuele, present at the Sopot meeting, said that Ukraine could have its plan on the table at our accession council in mid-June,two weeks after the Russia summit.This is not an easy task because this is a technically demanding and politically very sensitive at the same time, Mr Fuele said.

SEOUL (AFP) – South Korea pressed China Tuesday to support international efforts to punish North Korea for sinking a South Korean warship, as Pyongyang issued threats of war over Seoul's reprisals.Financial markets across Asia responded nervously to the escalating crisis, with one unconfirmed report from a group of North Korean defectors claiming that the communist state had placed its armed forces on combat alert.China seemed to understand the seriousness of the situation, a South Korean foreign ministry official said after senior Chinese official Wu Dawei held talks in Seoul with Foreign Minister Yu Myung-Hwan.Yu is mounting an intensive diplomatic drive to secure international support in the crisis. But unlike numerous other nations, China has declined so far publicly to blame its ally for the sinking and called anew for dialogue.South Korean President Lee Myung-Bak Monday announced a package of reprisals after international investigators reported that a North Korean submarine torpedoed the Cheonan on March 26 with the loss of 46 lives.Lee cut trade and other exchanges and barred the North's merchant ships from using his country's sea lanes. He also said Seoul would refer the sinking to the United Nations Security Council.China -- which could veto any council move for new sanctions -- is also under pressure from US Secretary of State Hillary Clinton, currently visiting Beijing, to get tougher with the North.

Its foreign ministry Tuesday repeated calls for restraint.Spokeswoman Jiang Yu said peace and stability on the Korean peninsula and in the region was in the interest of all parties, and China would not tolerate any actions that would disturb that peace.

The Seoul stock market fell 2.75 percent, and share prices across Asia suffered. The impoverished North has its own economic problems. SEOUL, South Korea – Tensions on the Korean peninsula soared Tuesday as South Korea resumed propaganda broadcasts into North Korea in retaliation for the deadly sinking of a warship, while the North's leader reportedly has ordered troops ready for combat.The South's restarting of psychological warfare operations was among measures it announced Monday, along with slashing trade, to punish Pyongyang for the March torpedo strike that sank a navy warship and killed 46 sailors.The U.S. has thrown its full support behind South Korea's moves to retaliate, which also include bringing North Korea before the U.N. Security Council. China — North Korea's main ally and aid provider and a veto-weilding member of the Security Council — has so far done little but urge calm on all sides.U.S. Secretary of State Hillary Rodham Clinton was in Beijing conferring with officials on a coordinated response. China's top nuclear envoy, meanwhile, huddled with South Korean officials in Seoul.South Korea's military resumed radio broadcasts airing Western music, news and comparisons between the South and North Korean political and economic situations late Monday, according to the Joint Chiefs of Staff. The military also planned to launch propaganda leaflets Tuesday to inform North Koreans about the ship sinking.

In coming weeks, South Korea also will install dozens of propaganda loudspeakers and towering electronic billboards along the heavily armed land border between the two Koreas to send messages enticing communist soldiers to defect to the South.The action, which ends a six-year suspension, is expected to draw an angry response from North Korea. The country's military already warned Monday it would fire at any propaganda facilities installed in the Demilitarized Zone.A North Korean monitoring group said Tuesday that North Korean leader Kim Jong Il last week ordered his 1.2 million-member military to get ready for combat, shortly after South Korea officially blamed his regime for the March 26 sinking of its warship Cheonan.

The Obama Administration may have abandoned the space program and the search for life on other planets, but it is determinedly searching for moderate Islamic terrorists all across this planet. So far it has tried to identify Moderate Taliban (these would be Taliban who only chop off your feet, not your head) and Moderate Hizbullah (who only support bombing Ashkelon but not Haifa). It has yet to get around to trying to locate any Moderate Al Queda, but we have to assume that’s next on their shopping list.If the same people running foreign policy in the US and Europe had been in charge in 1941, when Rudolf Hess, the third in the line of succession after Hitler and Goring, flew to the UK with a peace offer—Hess would have been wined and dined, and the Allies would have prematurely aborted the war in joy at having finally discovered a Moderate Nazi.Instead Churchill churlishly had Hess thrown into the Tower of London, where he stayed until Germany was defeated and he could be put on trial at Nuremberg.Of course if we overlay the present on the past, it’s easy enough to imagine the ACLU rushing to offer pro bono legal counsel to Rudolf Hess, the New York Times running a series of stories planted by PR companies working for Nazi Germany detailing his plight in the Tower, and demanding that he be given his day in court, and George Clooney making a movie in which he plays Hess’ lawyer. Of course all this actually did happen. Except Hess was named Hamdan, and he was Osama bin Laden’s bodyguard and chauffeur. And yes George Clooney will play his lawyer.

The difference is that by 1941 there were a shortage of people who still had a weakness for Nazis. Years of brutal war had changed that. And today there is still no shortage of those in the media, Hollywood and of course holding down the polished wooden desks at the State Department and the Foreign Office who have a weakness for Islamic terrorists. And that weakness is a prerequisite for the pursuit of the moderate Islamic terrorist.To understand why that’s so, let’s examine the logic behind the Great Moderate Terrorist Caper. What is a moderate Islamic terrorist? Boiled down to basics, it’s a terrorist who’s willing to sit down and negotiate with us. Which means that the only difference between an Extremist and a Moderate is that the extremist wants to cut our head off without talking to us, while the moderate wants to tell us exactly why he wants to cut our head off, and how many heads we can give him to satisfy his bloodlust.Let’s take at Hamas and Fatah in Israel. Both are terrorist groups with social welfare arms for their followers. Both teach children that becoming a suicide bomber will get them into paradise. Both are covered with the blood of the people they murdered. Both oppress even their own people, and murder anyone who crosses them. But the State Department insists that Fatah is a peace partner and Hamas is a terrorist group. What’s the difference between them? Hamas refuses to negotiate any kind of peace plan. Fatah is willing to negotiate a peace plan in bad faith. That is why Fatah gets billions of dollars from the US, and Hamas has to make do with whatever Mahmoud Ahmadinejad, George Galloway, Cindy Sheehan and the good people at Code Pink can smuggle to them.

Naturally the Obama Administration has also been in the market for Moderate Hamas terrorists to negotiate with, but despite Robert Malley’s best efforts, none have yet turned up. Even the prospects for a Moderate Taliban don’t look good. That may be because our only criteria for Moderate Taliban is not based on their respect for human rights or not murdering our soldiers—but on their willingness to sit down at a table with us and accept our concessions. Now think about the national self-image of the people who think this way and you’ll see the source of their weakness.Churchill wasn’t interested in what Hess had to say, because he knew that England was in the right, and Nazi Germany was in the wrong. Obama and his people are deeply interested in what the Taliban and Hezbollah have to say because they’re not sure of any such thing at all. Their mindset is still stuck in 1933. They’re still busy apologizing for everything America did wrong—to people who think nothing of murdering their own daughters over a text phone message. It’s as if Chamberlain were still in power in 1941 and was busy apologizing for causing Germany’s economic problems, while London was burning around him.Chamberlain was unfit to govern because he did not see his nation as good, and Nazi Germany as evil. By contrast Churchill was fit to take his place because he saw it exactly that way. Obama and those who work for him not only don’t share Churchill’s view, they don’t even share Chamberlain’s. They don’t merely suffer from moral equivalence, they actually believe that our enemies have a just grievance against us, while we are experiencing blowback from our foreign policy—and need to shut up about it and make our peace with the terrorists. And people who see it this way, whether it’s Barack Hussein Obama or Nick Clegg or Jean-Marie Le Pen or Rand Paul, are completely unfit to govern in wartime.That is the heart of the weakness that we have been talking about. A corruption of the spirit.

A moderate Islamic terrorist is most in demand by people who are looking to surrender

In the logic of appeasement, all Islamic terrorists have a valid grievance against us. They engage in violence against us because of their grievance. If we can only meet with those moderate terrorists who are willing to listen to us, and work with them to resolve that grievance, the extreme terrorists who refuse to listen to us will be marginalized, and peace will prevail. Call it madness or treason, this is exactly what they believe. And work to implement.There are numerous examples to show that this doesn’t work. If nothing else, seventeen bloody years in Israel have demonstrated that. But the Obama Administration is determined to follow its sympathies, which are ever hostile to America and its interests, and friendly to those who would destroy us. And so they go on praying for a moderate terrorist. A terrorist who will put on a suit and tie, shake their hands for the camera, accept their concessions and usher in a reign of hell on earth.What kind of people pray for a moderate terrorist? The kind who let a mosque be built within sight of Ground Zero. Whose preferred form of American history is a list of wrongs that we committed against everyone. Who believe in a reverse form of American exceptionalism, that we are exceptionally bad, exceptionally evil and an exceptionally awful country. Who have a context for everything our enemies do to us, and none for what we do in our own defense. The kind who in not so many words, believe the terrorists have a point and that we need to work it out with them.A moderate Islamic terrorist is most in demand by people who are looking to surrender. They just wish there was someone reasonable around for them to surrender to.
