Van Rompuy wants clearer hierarchy to deal with future crises

EUOBSERVER / BRUSSELS - European Council President Herman Van Rompuy has said he is looking to establish a clearer hierarchy among the EU institutions and member states to make it easier to deal with any future crises in the eurozone. Mr Van Rompuy, in charge of a task-force looking into the future of economic governance in the EU, said he proposed to its opening meeting last week that informal procedures and informal co-ordination mechanisms be set up to help give some coherence within the EU structure.We are working in order to have some crisis cabinet because we are a lot of players in the field - certainly when you are in crisis - and there is not much hierarchy or organic links between the main players and the main institutions.

Really, this is a problem, he told a gathering organised by European Movement International on Tuesday (25 May).An informal structure could include the European Comission President Jose Manuel Barroso, the head of the European Central Bank Jean-Claude Trichet and Mr Van Rompuy, a source later said.The tentative proposal comes after the EU's often torturous approach to the Greek debt crisis - a protracted response that widened the problem to the eurozone and almost made it a global crisis. As market-induced panic looked set to gain a foothold, and following the intervention of US President Barack Obama, the 16-member eurozone agreed a €750 million EU/IMF package earlier this month.But it is widely agreed that this is only a stop-gap measure and that the EU's budget discipline rules need to be tightened.

Germany, angry at paying the lion's share of the Greek bail-out - a move that is extremely unpopular among ordinary Germans - is leading the calls for a rules change, including a modification of the treaty.But Mr Van Rompuy spoke out against opening a new treaty discussion, saying that there had been too much cavalry to arrive at the Treaty of Maastricht, which paved the way for the single currency, that governments should be wary of re-opening such discussions.Now that we have [the treaty], we should be cautious with it, he said, although he admitted that the Lisbon Treaty only gave limited room for manoeuvre.He is the second EU figure to speak out against treaty change after Mr Barroso forcefully rejected the idea in a newspaper interview.Defending the general response to the crisis, Mr Van Rompuy said it had shown that lessons had been learnt from 1930s.He pointed out that the recession lasted only 12 months in most EU states and that there was no real movement towards protectionism.But the Belgian politician noted that serious errors had been made in the last decade, including letting countries go unpunished for breaching the eurozone rules, ignoring the huge economic divergences between euro states and not acting even though weaker economies had been already showing balance-of-payment problems for several years.

EUOBSERVER / WEEKLY AGENDA (23 May - 30 May) - With the Lisbon Treaty not quite a half year in place, academics and journalists will gather in the European Parliament on Tuesday and Wednesday to assess the impact of the new rulebook.Aside from the obvious changes of a beefed up role for the EU foreign policy chief and the creation of a permanent president of the European Council to give a sense of coherency to EU leaders' regular meetings, the most substantial change has been a shift of power to the European Parliament. Gaining co-decision powers in almost all areas of EU policy, MEPs have been quick to either flex their muscles or remind member states that they could make things awkward if they wanted to. Correspondingly, there have been some quiet suggestions that the national governments who spent years negotiating the document never fully realised what they had created in terms of the new balance of power in Brussels.The two-day meeting comes as talk of treaty change is once more in the air with Germany, in particular, pushing for enhanced economic governance rules.On Wednesday, the EU commission will published its long awaited communication on how to tackle failing banks, a regular phenomenon in the wake of the global financial crisis. Internal market commissioner Michel Barnier is to suggest that a mechanism be established to both try and prevent such a fall-out in the future, or, if it should happen, to see that it is not only taxpayers who pay the brunt of the debts.

The same day will see the commission suggest the terms of reference for a future agreement with the US on data protection. The issue has been frequently contentious for Washington and Brussels as both sides squabble over where to put the marker on civil liberties (of paramount importance to the Europeans) and protecting citizens from possible future terrorist attacks.EU climate commissioner Connie Hedegaard will on Wednesday make the case for the EU to go further in its climate change commitments and pledge to reduce CO2 emissions by 30 percent over 1990 levels by 2020. Currently the EU has promised to make a 20 percent reduction by this date. Ms Hedegaard is set to argue that the EU is losing the race - and so the competitive advantage - to develop green technology, while others, such as China, forge ahead.

Mid-week will also see the annual return of the Brussels economic forum where leading politicians and policy-makers gather to discuss how to best deal with the economic and financial questions of the day. Much of the debate is to focus on the EU's flagging economy; the possible introduction of more economic governance in the eurozone and tighter financial regulation.On Friday and Saturday, Czechs head to the polls. Reuters reports that polls indicate a close contest between left- and right-leaning parties perhaps leading to an inconclusive result. A weak three-party centre-right coalition collapsed in March last year and a caretaker government has been in place ever since.

Nato chief tells EU to reach security pact with Turkey

EUOBSERVER / BRUSSELS – Nato chief Anders Fogh Rasmussen on Tuesday spelt out the political steps needed in order for the military alliance and the EU to overcome a political deadlock stemming from a long-standing row between Turkey and Cyprus.Mr Rasmussen argued that the EU must move to accommodate Turkish concerns and conclude an security agreement with Ankara. [EU] high representative Catherine Ashton and I have gotten off to a strong start in our co-operation and we both share the view that Nato and the EU need to talk and do more together from planning to procurement to operations, Nato chief Anders Fogh Rasmussen told reporters after co-chairing a joint session of EU and Nato ambassadors with Ms Ashton.The meeting, which was the first since Ms Ashton took office in December last year, was dedicated to the joint operations in Bosnia and Herzegovina, but also touched on broader EU-Nato relations and the changes brought about by the Lisbon Treaty, such as on how information on defence and security matters will be dealt with within EU's new diplomatic service.

Nato and EU diplomats have met informally every three months, but their gatherings have been limited to discussing the practicalities of missions such as the one in Bosnia. Any other issue touching broader inter-institutional relations would have immediately been blocked by Greece or France, who would stress that such matters needed to be discussed together with Cyprus, a member of the EU but not Nato.Mr Rasmussen said he wanted these meetings to take place on a much more regular basis, especially since the new treaty gives the EU and Ms Ashton a more robust foreign policy role.He conceded that the Turkish-Cypriot row, which has been blocking co-operation between the two institutions, is a political complication that won't be cleared overnight, but he spelled out what needed to be done on both sides for this to happen.The dispute over the northern part of Cyprus, which is still occupied by Turkish troops and whose independence is recognised only by Ankara has unsettled EU-Nato relations ever since Cyprus joined the EU in 2004. Ankara has vetoed any attempt at opening access to classified Nato documents to the Greek Cypriot authorities, while Cyprus has been blocking Turkish participation in EU defence activities.Turkey has no access to EU documents relating to military missions, as it is the only Nato member not having signed a security agreement with the 27-strong bloc, precisely because of the Cypriot issue. Additionally, joint procurement initiatives on European level that are co-ordinated by the European Defence Agency are also off-limits.

Speaking frankly, maybe a bit bluntly, the EU must move to accommodate some concerns raised by Nato allies that are not EU members. The EU should include non-EU contributors to the military decision-making process, it should conclude a security agreement with Turkey and an arrangement between Turkey and the European Defence Agency,Mr Rasmussen said.But the former Danish Prime Minister, who admitted he was no diplomat but that this allowed him to speak openly, also conceded steps needed to be taken by his own organisation.On our side, it should be accepted that Cyprus is a country that deserves a seat at the table when we are having a dialogue between the EU and Nato,he said.Just as in past meetings, Cyprus' ambassador to the EU's political and security committee was not invited at the Tuesday gathering, which is based on a series of practical arrangements called the Berlin plus agreements, allowing Nato to offer its technical support to EU-led missions, such as the one in Bosnia.In some European capitals, this bilateral row is already starting to be seen as increasingly embarrassing, especially since more and more EU countries need to slash public spending, with parallel EU and Nato programmes translating into unnecessary additional and costly expenditures.Berlin, for instance, has already been voicing its concern with Greek and Turkish authorities to stop treating each other as if they were still at war over the divided island of Cyprus and cut down their defence budgets. Greece spends more than any other EU member on its military, about €13.4 billion or 5.6 percent of GDP and has recently pledged to bring the figure down to three percent, but only if Turkey does the same.

[Comment] The Blueprint for External Action

EUOBSERVER / COMMENT - The debate over the European External Action Service (EEAS) seems to be heating up. When Catherine Ashton discussed her last proposal on the service at the General Affairs Council last week, and obtained member states' political backing for it, there was a feeling that something weighty was on the move in Brussels. It might actually be high time for Europe to show the world it can move on from its internal petty disputes and look at the wider world out there before this very world buries Europe under another financial crisis.Even though little is known yet of the details, immediate critics in the European Parliament and among NGOs have re-iterated their call to keep the area of development outside the reach of the EEAS. Under Ashton's proposal, one could assume that the Common Foreign and Security Policy (CFSP) and most external policy instruments will fall under EEAS, that there will be a secretary general flanked by two under secretaries, and that the service will be divided in three: administration, geographic desks and operations.

But where the existing units of the pre-Lisbon Council secretariat and European Commission will fit exactly in the EEAS structure remains unclear. If the EU wants to be a credible and visible actor on the international stage, the EEAS should be designed in a way to enable the EU to have a common strategy, act quickly and show leadership in its external relations, particularly in the unstable parts of the world. Its structure, its working methods and the qualification of its personnel should be designed in a way that would enable the EU to intervene in a coherent manner throughout the so-called conflict cycle: from conflict prevention through crisis management to reconstruction and development.This would be best achieved in an integrated fashion, bringing together all the existing units and departments dealing with external policies across the EU institutions into one coherent political and operational framework.Ideally, a Directorate General for Peacebuilding and Crisis Management should be created within the service in order to ensure strategic and operational coherence across all EU external actions from short-term crisis management to long-term conflict prevention and peacebuilding.But Ms Asthon and the member states seem not to have favoured such an approach, preferring to have conflict prevention and peacebuilding treated horizontally in the geographical units of the service and crisis management under the direct responsibility of the future under secretary for operations.

The fact that both the Crisis Management, the Crisis Management and Planning Directorate (CMPD) and the Civilian Planning and Conduct Capability (CPCC) will be reporting directly to the high representative might make the strucutre difficult to manage. It might be more efficient to have these two units put under the supervision of the under secretary general for operations. The current European Commission External Relations units for security policy and crisis response and peacebuilding should also join the same cluster. The lack of civilian expertise within the existing crisis management directorate will have to be addressed, including at senior level, considering that the large majority of CSDP missions are civilian in nature. And most crucially, each geographical unit must include staff with requisite knowledge and experience in peacebuilding and conflict prevention.National sensitivities with regard to the role of the EU military personnel and its special relationship with national intelligence services will need to be taken into consideration, keeping military staff as a separate entity, not fully integrated with the rest of the operational structure.A permanent analytical and planning cell, working directly under the secretary general, should then provide the high representative and the full structure with a permanent set of political analysis of the hot spots around the globe. This cell could play the function of early warning covering more the prevention side of the conflict cycle, allowing the High Representative to see a problem coming before it turns too nasty and trigger all the diplomatic and soft power levers at her disposal to influence the situation towards a positive outcome.

If the general lines presented by Ms Ashton to the member states last week go in these directions, one can hope that the main goal set by Lisbon will have been achieved: to get a stronger and more efficient EU on the world stage, and not a weaker one.Polemics around the concrete set-up will certainly go on for a while. Some suggest development ought to be separate from the EEAS, remaining completely within the commission, lest it be politicised. But this argument holds little water: even in the pre-Lisbon set-up, development co-operation always had a political aspect. Arguing that development is an apolitical tool sounds slightly naïve.And the very idea of Lisbon is actually to put the civil servants in the EEAS in a different position. Instead of functioning as administrators in an institution with numerous impenetrable rules, they should be working for a political appointee who, together with the member states, sets political goals and makes sure the machinery behind responds. That will certainly be quite a change of culture for those coming from the commission, but it is a change that is necessary to move the EU away from its bureaucratic procrastination and, yes, into the field of politics.The polemic around development will probably not be the last faultline emerging in the coming weeks as Ashton's proposal moves forwards, and negotiations with the European Parliament continue. But one thing seems reassuring now: Ashton is showing real ambitions for the service. At the beginning of this year, some members of the European

Parliament told her they believed they had more ambitions for her than she actually displayed during her hearings. If she comes out now with a very strong EEAS proposal, let's hope that the voices of these ambitious MEPs back in January will make themselves heard now again, but this time in her favour. The world is burning and Brussels's endless petty disputes certainly contribute to sending a message that the block is actually unstable. Market doubts over eurozone justified, say bankers

EUOBSERVER / BRUSSELS - Senior European politicians and bankers exchanged sharp words on Tuesday (25 May), with European Commission President Jose Manuel Barroso calling on financial actors to stop obsessing over the region's difficulties. Speaking at a conference in Brussels organised by the commission's economic department, Mr Barroso was highly critical of investors' reactions to the eurozone's ongoing debt crisis.I now see in some market commentary what I would call an obsession with events in Europe, more precisely the euro area, to the exclusion of all else,said the Portuguese politician.A greater sense of perspective would seem warranted.The tough line on investor behaviour was echoed by Spain's finance minister, Elena Salgado, whose country currently holds the EU's rotating six-month presidency. Markets are not efficiently distinguishing the fundamentals in different states, she said. Faced with a massive sell-off of Spanish stocks and those from other peripheral euro area states earlier this month, EU leaders were forced to rapidly cobble together an unprecedented €750 billion support mechanism, together with the IMF, as contagion appeared to be spreading from Greece to the rest of the 16-member club. The drastic step was the latest in a string of European responses stemming from the global financial crisis that compelled governments across the region to pour billions into bank bail-outs and stimulus programmes last year.

That extra spending, combined with falling tax receipts, placed a huge strain on national coffers however, with the vast majority of the EU's 27 member states currently in breach on the union's budgetary rules, known as the Stability and Growth Pact. The rules set deficit limits at three percent of GDP and debt limits at 60 percent of GDP.The deteriorating public finances have led to growing investor caution when buying government debt, a position defended by several representatives at Tuesday's meeting. Marco Annunziata, chief economist with Italy's Unicredit bank, said irrational investor behaviour was more in evidence before the financial crisis, when the rate of interest charged to lend money to different eurozone states reduced to almost nothing, without taking the economic fundamentals in each country into account.But following the onset of the Greek government's debt crisis, investors were no longer looking at the eurozone as one risk level, said Mr Annunziata.It has created an immediate reassessment of risk, said the Italian economist, stressing this was not only among short-term traders but also large institutional investors such as pension funds. His comments were echoed by Vis Shankar, a senior executive with Standard Chartered Bank, who said Asia's more rapid recovery represented its stronger economic position.

Europe's reaction

Europe's reaction to the crisis has been a commission-driven timetable of government deficit cutting measures and calls for tougher EU-wide budgetary rules to prevent future crises materialising. The need for greater economic co-ordination in general has also been held up as an essential complement to the eurozone's monetary union, a point raised by commentators back in the 1990's prior to the single currency's birth. In an ideas paper published earlier this month, the commission suggested the idea of withholding EU funds for states that repeatedly break the region's budgetary rules, while the German government has gone further, raising the prospect of a suspension of council voting rights for ministers from over-spending states traveling to Brussels.European leaders have also tasked European Council President Herman Van Rompuy with chairing a special taskforce to look into the issue. The group will come forward with an interim report before next month's European Summit, before making its final recommendations in October. Investors warn that failure to implement meaningful reforms, including a toughening of the Stability and Growth Pact by stepping up sanctions, will merely result in ongoing market doubts.

Break-down of EU member-state climate-finance pledges revealed

EUOBSERVER / BRUSSELS - A detailed schedule of pledges of early EU funding for dealing with climate change in the developing world reveals that while the EU is on track to meet promises, there is a lack of co-ordination amongst member states, with countries offering what they can, without any overall strategic approach or mechanism to ensure that the funds are delivered - and only 15 member states have made any commitment at all.Some major EU countries, notably Italy, are missing from the list of countries that have given notice of their climate finance offers.A Spanish EU presidency document drawn up in February and seen by EUobserver suggests good news for the EU insofar as the figures add up to just over €7.3 billion over the next three years, slightly above the originally promised €7.2 billion.However, the document only contains information on pledges from 15 of the EU's 27 member states. It is understood that this was the total of EU commitments that had been submitted before the document was filed away.Twelve member states mostly from eastern Europe, Poland, Estonia, Bulgaria, Romania, Cyprus, Malta, Slovakia and Slovenia - but also Portugal. Greece, Luxembourg and major EU economy Italy - do not appear on the list.Figures range from a total of €30,000, or €10,000 a year from cash-strapped Latvia, to €2.349 billion from the UK, almost as much as what France and Germany combined have said they will stump up: €1,260 billion a piece.Other top-ranking donors include Sweden, on €800 million over three years, the Netherlands, on €410 million over the same period, Spain on €375 million and Denmark, who chaired the UN climate process last year, on €220 billion.

Austria has committed €120 million, Belgium €150 million, Finland €110 million and Ireland €100 million.The Czechs have said they can give €12 million, the Hungarians €6 million and the Lithuanians €3 million.However, Lithuania's commitment depends on the country's financial situation, and the UK's pledge depends on internal spending reviews. Prague's promise of funds also depends on the results of the parliamentary elections this month.

In addition, the European Commission itself has committed €150 million.

Furthermore, while most of the sums are to be in the form of grants, France, the UK and Hungary want the monies be a mix of grants and loans. France for its part would not like to see the break-down of which countries receive what amounts as it will highlight huge differences between countries and open the door to criticisms, according to the document.At last December's UN climate summit in Copenhagen, rich countries agreed to mobilise $100 billion in long-term climate financing by 2020, although the amount of new money coming from public funds would amount to between between €22 and €50 billion of this.The World Bank for its part has suggested that the cost for developing countries to deal with climate change and reduce emissions will amount to some $400 billion annually by 2020.But as a trust-building exercise before these larger sums were able to be put on-stream, they agreed to fast-track financing of $10 billion a year from 2010-2012, totalling $30 billion.The EU was to pay its ‘fair share' of this, coming to €2.4 billion a year and totalling €7.2 billion over the three-year period.

SEOUL, South Korea – Relations on the divided Korean peninsula plunged to their lowest point in a decade Tuesday when the North declared it was cutting all ties to Seoul as punishment for blaming the communists for the sinking of a South Korean warship.The announcement came a day after South Korea took steps that were seen as among the strongest it could take short of military action. Seoul said it would slash trade with the North and deny permission to its cargo ships to pass through South Korean waters. It also resumed a propaganda offensive — including blaring Western music into the North and dropping leaflets by balloon.North Korea said it was cutting all ties with the South until President Lee Myung-bak leaves office in early 2013, the official Korean Central News Agency said in a dispatch monitored in Seoul late Tuesday.The North's Committee for the Peaceful Reunification said it would expel all South Korean government officials working at a joint industrial park in the northern border town of Kaesong, and South Korean ships and airliners would be banned from passing through its territory.The North's committee said it would start all-out counterattacks against the South's psychological warfare, and called its moves the first phase of punitive measures against Seoul, suggesting more action could follow.

Earlier Tuesday, one Seoul-based monitoring agency reported that North Korea's leader ordered its 1.2 million-member military to get ready for combat. South Korean officials could not immediately confirm the report, and its military said it had no indication of unusual activity by North Korea's military. North Korea often issues fiery rhetoric and regularly vows to wage war against South Korea and the U.S.South Korea wants to bring North Korea before the U.N. Security Council over the sinking, and has U.S. support. U.S. Secretary of State Hillary Rodham Clinton was to visit South Korea on Wednesday.Clinton was in Beijing on Tuesday, wrapping up two days of intense strategic and economic talks with China, which responded coolly to U.S. appeals that it support international action against North Korea over the warship sinking.The North and South have technically remained at war since the 1950-53 Korean War ended with an armistice rather than a peace treaty.Tensions have risen since last week, when a team of international investigators concluded that a torpedo from a North Korean submarine tore apart the Cheonan warship on March 26, killing 46 South Korean sailors.The North flatly denies involvement in the sinking of the Cheonan, one of the South's worst military disasters since the Korean War, and has warned that retaliation would mean war.South Korea's Unification Ministry said it had no immediate comment on the North Korean statement on cutting ties.However, spokeswoman Lee Jong-joo that although the North was expelling eight South Korean officials from the Kaesong complex, some 800 South Korean company managers and workers will remain. The U.S. and South Korea are planning two major military exercises off the Korean peninsula in a display of force intended to deter future aggression by North Korea, the White House said. As part of its propaganda offensive, South Korea's military resumed radio broadcasts airing Western music, news and comparisons between the South and North Korean political and economic situation late Monday, according to the Joint Chiefs of Staff. The military also planned to launch propaganda leaflets by balloon and other methods on Tuesday night to inform North Koreans about the ship sinking. South Korea also will install dozens of loudspeakers and towering electronic billboards along the heavily armed land border to urge communist soldiers to defect. On Tuesday, North Korean state media cited the powerful National Defense Commission as saying the North's soldiers and reservists were bracing to launch a sacred war against South Korea. The North's military also claimed Tuesday that dozens of South Korean navy ships violated the countries' disputed western sea border this month and threatened to take practical military measures in response. North Korea put its army on high alert following a November sea battle with South Korea near where the Cheonan went down in March. The Koreas also fought bloody maritime skirmishes in the disputed area in 1999 and 2002. Relations are at their lowest point since a decade ago, when South Korea began reaching out to the North with unconditional aid as part of reconciliation efforts. Lee has taken a harder line since taking office in 2008, and the South has suspended aid. Seoul-based North Korea Intellectuals Solidarity said Tuesday that North Korean leader Kim Jong Il last week ordered his military to get ready for combat. Time For Real Action Against North Korea

Tensions are rising in the Korean Peninsula, following confirmation by international investigators that North Korea torpedoed a South Korean ship in March, killing 46 sailors which were South Korea’s worst military fatalities since the Korean War ended in 1953. South Korean President Lee Myung-bak vowed to cut off nearly all trade with North Korea and to deny North Korean merchant ships permission to use South Korean sea lanes. South Korea also plans to broadcast propaganda messages into the North and to drop leaflets by air. The United States is planning joint military exercises with South Korea in a show of resolve.China does not want to do anything that might further inflame the situation, while its friends in North Korea are talking about going to war. As for the United Nations, Secretary General Ban Ki-moon told reporters at his monthly press conference at UN headquarters in New York that the evidence laid out in the report of the international investigators is overwhelming and deeply troubling.Ban Ki-moon expressed his grave concerns, not only on behalf of the United Nations but also personally as a South Korean citizen. I have a very strong attachment and even a sense of responsibility,he told reporters. Now, serving as Secretary-General, this is most troubling for me to see what is happening in the Korean Peninsula - that’s my motherland.The Secretary General said that the Security Council will be conferring on what appropriate measures to take against the rogue regime. What that means is anyone’s guess, since China will most likely use its veto power to make sure that North Korea gets no more than another slap on the wrist following the ineffective sanctions imposed after North Korea’s missile and nuclear arms testing.

China’s solicitude for North Korea should not be surprising, considering that China has been North Korea’s largest trading partner and supplier of assistance (through subsidized trade and direct transfers). Moreover, as pointed out by the Congressional Research Service, Beijing values North Korea as a buffer between the democratic South Korea and the U.S. forces stationed there, as a rationale to divert U.S. and Japanese resources in the Asia Pacific toward dealing with Pyongyang and less focused on the growing military might of China.For its part, the United Nations itself is still throwing North Korea a lifeline, so to speak. Irrespective of its government’s aggressive actions, humanitarian aid to North Korea will continue, promised Ban Ki-moon. He emphasized the needs of the malnourished children, calling them the leaders of our future generations.After his formal news conference was over, I approached the Secretary General and asked him what level of confidence he had that the humanitarian aid would actually reach the people in North Korea who needed it. I reminded him how previous aid projects to help the people sponsored by the United Nations Development Programme had failed.All that Ban Ki-moon could say in response was that We have to try.

Unfortunately, it is a doomed effort. The North Korean regime has a habit of raiding the UN piggybank. For example, it convinced the United Nations Development Program (UNDP) to provide hard currency payments without any safeguards. Those funds ended up lining the dictator Kim Jong-Il’s pocket. At least $20 million was transferred from the UNDP directly to the North Korean regime for so-called development projects. The UNDP enabled North Korea to use UN-affiliated accounts to launder money and to import dual-use technology. As a consequence of this scandal, the UNDP had shut down its North Korea operations, but has since decided to resume them.The terrible malnutrition that Ban Ki-moon laments is a direct result of the regime’s cruel neglect and mismanagement. It lets its people suffer from severe food shortages and a near-total breakdown in the public health system while it squanders money on nuclear arms and missiles. The UN’s World Health Organization has managed to get some limited rations delivered to less than a third of the neediest people. While the World Health Organization claims it has international staff monitoring distribution of food aid, reports have surfaced that people getting food are giving it back to the government. As long as this closed regime stays in power, there is little the United Nations can do to really break through and reach the imprisoned population with humanitarian aid, even with the best of intentions. The aid will be squandered by Kim Jong-Il and his henchmen, as it has done before with development assistance. The UN is simply enabling the government to continue to survive.The back of this regime must be broken by strangling its economy and quarantining entry and exit of ships to and from North Korean ports suspected of carrying nuclear or other military equipment and materials. There is no other way to save its people.

Article Seven of the Rome Statute of the International Criminal Court defines various categories of acts that constitute crimes against humanity including murder, extermination, enslavement, deportation or forcible transfer of population, imprisonment, torture, rape, sexual slavery or enforced prostitution, persecution and enforced disappearance of persons. North Korea is guilty of virtually all of these horrendous crimes against its own people, yet nothing is being done to hold its leaders to account. Even if the International Criminal Court should take some action against the North Korean regime, it will mean nothing. Kim Jong-Il need only look at what is happening with Sudan’s Omar Hassan al-Bashir as an example. The Court issued a warrant for al-Bashir’s arrest more than a year ago on charges of war crimes and crimes against humanity in Darfur. Not only is al-Bashir still free, but he will be serving yet another term as president. Two top UN officials in Sudan are even planning to attend his inauguration ceremony! Decisive action against North Korea, beyond what the United Nations is capable of doing, is needed immediately. Will the world’s democracies finally have the courage it takes to put this aggressive dictatorship in its place once and for all? So far, it does not look promising.

New: No Visitor Cars in Jerusalem Old City During the Day

The Jerusalem Municipality and the Ministry of Transportation announced Tuesday that starting on Sunday, May 30, entrance to the Old City of Jerusalem via the Jaffa Gate will be prohibited during the day to private cars. Between the hours of 9am and 6pm, private cars not belonging to residents of the Old City or to disabled or handicapped visitors will not be permitted entrance. Between 6:00 p.m. and 9:00 a.m., all cars will be able to travel freely in and out of the ancient walled capital.A new phone number, -2180, will be available to issue special entrance permits to suppliers and service providers.The new changes are part of a new park and ride initiative for the Old City. Visitors will now be required to use discounted parking lots with access to bus #38, which will take them to the Old City..Mayor of Jerusalem Nir Barkat praised the measure as a way of preserving the character of ancient Jerusalem. This is the most important historical site in the world, said Mayor Barkat.We must preserve and protect the Old City in order that it stay beautiful, clean and accessible to everyone. I am glad the Jerusalem Municipality was able to formulate better solutions for public access and of course full access for Old City residents. This is how it works in all the world's historic cities.Officials said the move would enable easier mobility within the city for visitors and residents, and would significantly reduce exhaust pollution from cars.

Convenient parking options include free parking at the light rail train parking lot, and reduced parking at Mamilla Alrov parking lot. At Mamilla, the first two hours are free, with 15 shekel parking for Jerusalem residents per day, and 25 shekel parking for other visitors per day.As for the 38 bus, ticket prices will be 25 shekels a day for parents and up to five children, with unlimited travel to and from the Old City. Single tickets will be available for 10 shekels, with unlimited travel to and from the Old City. The 38 line will complete one circuit an hour between the center of town, the parking lots, and the Old City.In addition, lines 1, 2, and 3 will continue providing service to the Old City at their usual frequency. Excitement on Temple Mount as Rabbi Prostrates Himself

A large group of hareidi-religious Jews ascended the Temple Mount Tuesday and received friendly service from the police there – unlike the harsh police treatment that Jews typically receive on the Mount in recent years. One of the Jews was even allowed to fully prostrate himself in prayer, facing in the direction of the location of the ancient Temple – which is now occupied by a Muslim mosque.Unlike previous Jewish ascensions to the Mount in the recent past, and in contrast to this group's last ascension on Passover, in which their entry to the Mount was blocked, police on the Mount were courteous and friendly. The group was allowed in promptly upon arrival and without delays. They were gripped by excitement when one of the rabbis prostrated himself facing the presumed location of the Temple's Holy of Holies in ancient times. Police allowed this religious act as well.Jews are usually forbidden from openly praying or even mumbling prayers on the Mount, as part of an Israeli policy of complying with Muslim Wakf's demands in this matter. It is not completely clear whether the friendly police attitude Tuesday was a fluke or a sign of changing attitudes.Temple Mount activist Yosef Rabin told Arutz Sheva that the event is a significant one. There has been a long running effort to bring hareidim to the Mount and now it is starting to take root, he said.

Rabin noted that ever since the liberation of the Mount in 1967, hareidi-religious Jews have usually preferred to avoid ascending it, and that the ones who went up to the holy site were Jews of the national-religious ilk. However, he said, the image of the type of people that go to the Mount is starting to crack. It seems that everyone has followed the hareidi lead when it comes to Har HaBayit [Temple Mount], and now that hareidim are starting to go, we might start seeing a tremendous wave of all types.Most of the renowned hareidi rabbis are against going up on the mountain, as was Rav Avraham Shapira zt'l of the zionist flagship Merkaz Harav Yeshiva, for fear of treading in places that are forbidden.The group of Jews was led by Rabbi Yitzchak Brand of the city of Emanuel and Rabbi Yisrael Ariel of the Temple Institute in Jerusalem. Italians are furious over an image of a pink-clad Adolf Hitler on billboards promoting a fashion campaign in Sicily, Italy, where World War II partisans fought fascism. One giant picture of Hitler shows the architect of the plan to exterminate Jews with a heart on the same place on his arm where a swastika band was worn. The slogan on the billboard states, Change Your Style. Don't Follow Your Leader.The promotion campaign also will soon place Chinese Communist leader Mao Zedong on billboards.The advertising agency behind the campaign said the message was misunderstood and that the idea was to ridicule the Nazi dictator and not to make his war crimes seem unimportant. There are numerous take over and money making schemes the UN continues to develop and build, such as the Convention on the Rights of the Child (UNCRC). Hillary and other progressives in congress have long wanted this one, which would shred parent’s rights, making them submit to UN, international protocol. Spanking would be a crime and parents would no longer be raising their kids with their own rules.We also are seeing the continued push for the Law of the Sea Treaty, where the UN would control rules on the water ways of the world. Former President Bush already placed us under the power of the UN assuming a health or flu outbreak. We saw the circus of distorted drama with the UN, through the World Health Organization, regarding the Avian flu and Swine flu. It was practically the end of the world, with emergency talks of vaccines, some forced, and fear of the virus mutating, creating a police state coming to control us……for health reasons of course.We saw the UN throw out its hands of control and greed at the Climate Summit in Copenhagen in 2009. Obama bit right in and committed many billions of dollars from the US for the mythological climate control needs of the world. Once again, our sovereignty is insulted and forced to submit, all based on mad magazine science.

The take over of America continues with the UN arms treaty.Obama and Hillary have said from 2009 onward that they intend to reverse the Bush policy regarding arms control. The U.S. is now moving forward on talks to regulate arms sales, assuming a model of consensus is allowed. If kicked in, this would regulate, manipulate and certainly control arms shipments we do abroad to countries or regions the UN calls troubled or dangerous. How long do you think it would be for the largely Islamically controlled UN would challenge the U.S. giving arms and ammunition to Israel? After all they are viewed as oppressive and troubling by the UN. How long do you think a signed gun treaty like this would transform itself into seizing and controlling US gun makers, gun show rules and gun owners? Our U.S. sovereignty is aggressively under assault by the Obama administration, this congress and the UN. What about the power of Treaties? The U.S. Constitution states in Article VI:This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.Thankfully, a President can’t just sign onto a Treaty and make it the law. 2/3 of the Senate has to sign on to this. Chillingly, our President and 66 Senators could repeal whatever part of our Constitution they feel like. Let that sink in a minute with someone like Obama in the White House.It is time to get out of the UN, save 3 billion a year, reign in our sovereignty and get our priorities straight again.No climate treaties! Strong quake shakes south Japan; no tsunami alert

TOKYO – A strong earthquake shook southern Japan on Wednesday, but authorities said no tsunami was expected and there were no immediate reports of damage or injuries.

The Meteorological Agency said the quake registered a preliminary magnitude of 6.1, while the U.S. Geological Survey measured it at 6.4. It occurred off the coast of Minamidaito island, near Okinawa, about 1,000 miles (1,600 kilometers) southwest of Tokyo. The quake's center was about six miles (10 kilometers) below the sea surface.

The Meteorological Agency did not issue a tsunami alert.Police official Shimpachi Higashizato said there were no immediate reports of injury or damage from the quake, which struck at about 5:53 p.m., adding that he only felt minor shaking at his office in Naha on the main Okinawa island, about 230 miles (375 kilometers) west of the epicenter.I would think any damage from a quake this size is unlikely, he said.

Japan is one of the world's most earthquake-prone countries. In 1995, a magnitude-7.2quake in the western port city of Kobe killed 6,400 people.

Girl killed by tornado in Germany

BERLIN – Police say a 6-year-old girl has died of injuries sustained when a tree fell on the car she was traveling in as a rare tornado ripped through eastern Germany.Police spokesman Wolfgang Kiessling in Dresden said Tuesday the girl was taken to the hospital late Monday where she died of her injuries.Three other people in the village of Grossenhain also were injured.Firefighters and emergency assistance crews were helping to clear fallen trees from roads and railway tracks on Tuesday as residents in the state of Saxony took stock after the storm that tore roofs off houses and scattered debris.There was no estimate on the amount of damage.

Floods kill 115 in southern China

BEIJING – A torrent of floods caused by heavy storms have killed 115 people in southern China, with 21 people still missing as weather reports show rains beginning to subside.Emergency rescue teams have been dispatched across southern China to help the 685,000 people evacuated as a result of the flooding, which has caused $2.2 billion in damages, a statement on the Ministry of Civil Affairs website said.But one official said Tuesday that the worst may be over.The rain was pretty severe earlier, but now the weather is improving, said the official surnamed Chen who answered the phone at the Hunan Water Bureau information office. Like many Chinese officials he would give only his surname.China's rainy season, which began this month, follows the worst drought in a century for southern China's Yunnan, Guizhou, Guangxi regions. The drought affected 61 million people, leaving millions without drinking water and 12 million acres (about 5 million hectares) left barren since last year.The floods hit 13 provinces, including Guangdong, Sichuan and Zhejiang, and damaged more than 80,000 homes and affected more than 10 million people, said a statement posted on the State Flood Control and Disaster Relief Headquarters website.
China's huge land mass means severe storms can cause floods in one region, while other parts of the country can experience drought.

BP still deciding whether to pump mud to stop oil By GREG BLUESTEIN and MIKE BAKER, Associated Press Writer - MAY 26,10

COVINGTON, La. – BP was still running tests and expected to decide Wednesday morning if it will go ahead with an effort to choke off its oil gusher at the bottom of the Gulf of Mexico by force-feeding it heavy drilling mud and cement, Chief Executive Tony Hayward said.Hayward told NBC's Today show that if he gives the green light, he expected the top kill procedure to happen Wednesday.The top kill involves pumping enough mud into the gusher to overcome the flow of the well, which has leaked millions of gallons of oil into the water since an April 20 rig explosion. Engineers then plan to follow it up with cement that the company hopes will permanently seal the well.I have to say that it will be a day or two before we can have certainty that it's worked. Hayward said on NBC. He said pressure tests ahead of the procedure continued through the night and he would review the results before deciding whether to go ahead.The top kill has been successful in aboveground wells but has never been tried a mile beneath the sea. Hayward earlier pegged its chances of success in this case at 60 percent to 70 percent.It is the company's latest effort to stem the spill and comes as politicians and Gulf residents are losing patience with the company over several failed attempts to stop the leak.

At least 7 million gallons of crude have spilled into the sea, fouling Louisiana's marshes, coating birds and other wildlife and threatening livelihoods from fishing and tourism.We want what everybody wants — to stop the flow at the source as quickly as possible, said BP PLC spokesman John Curry. We understand the frustration and we just want to bring this to closure.BP said those who want can watch the procedure online. Live video of the leak has been available for the past few days, and BP said that it will continue throughout the procedure.The attempt comes as more hearings this week focused on what led to the April 20 explosion aboard the Deepwater Horizon that killed 11 workers and triggered the catastrophe.Senior managers from Transocean Ltd., which owned the rig, were complaining that day that BP was taking shortcuts by replacing heavy drilling fluid with seawater in the well, according to sworn testimony by Truitt Crawford, a rig roustabout. BP was leasing the rig and is responsible for stopping the leak and the cleanup.The seawater was being used in preparation for dropping a final blob of cement into the well as a temporary plug for the pipe. Workers had finished pumping the cement into the exploratory well to bolster and seal it against leaks until a later production phase.

Crawford said seawater would provide less weight to contain surging pressure from the ocean depths. His testimony was expected to be part of a hearing in New Orleans. A BP spokesman declined to comment on what he said.Dozens of worker statements obtained by The Associated Press describe the hours and minutes before the sudden, violent blowout and many said they were concerned about the pressure coming from below.And tests within an hour of the blast indicted the pressure was building, according to a congressional memo about new warning signs that a BP investigation indicated. The buildup was an indicator of a very large abnormality, in the well, BP's investigator indicated.Still, the rig team was satisfied that another test was successful and resumed adding the seawater, said the memo by U.S. Reps. Henry Waxman and Bart Stupak to members of the Committee on Energy and Commerce, which is investigating what went wrong.There were other warning signs of problems included an unexpected loss of fluid from a pipe known as a riser five hours before the explosion, which could have indicated a leak in the blowout preventer, the memo said. The blowout preventer is designed to shut down the well in case of an emergency. BP has cited its failure as a contributor to the blast.Plugging the leak, however, was expected to be the focus Wednesday 50 miles off the Louisiana coast.

If all goes as planned, engineers will pump fluid twice as dense as water from two barges into two 3-inch-wide lines that will feed it into the blowout preventer. Crews plan to pump it in at a rate of 1,680 to 2,100 gallons per minute in hopes of counteracting the upward pressure of the oil gushing to the surface. They stockpiled some 50,000 barrels of the heavy mud, a manufactured substance that resembles clay.

Bob Bea, an engineering professor at the University of California at Berkeley, said the procedure carries a high risk of failure because of the velocity at which the oil may be spewing. I certainly pray that it works, because if it doesn't there's this long waiting time before BP can dig relief wells that would cut off the flow, Bea told the AP. Wells said it could take anywhere from a few hours to two days to determine whether the top kill is working. President Barack Obama could get the results in person. He prepared to head to the Gulf on Friday to review efforts to halt the contaminating crude that scientists said seems to be growing significantly darker, from what they can see in the underwater video. It suggests that heavier, more-polluting oil is spewing out. Ahead of his trip, Obama planned to address an Interior Department review of offshore drilling that's expected to recommend tougher safety protocols and inspections for the industry, according to an administration official. WASHINGTON – Marking five disastrous weeks, BP readied yet another attempt to slow the oil gushing into the Gulf on Tuesday as a federal report alleged drilling regulators have been so close to oil and gas companies they've been accepting gifts and even negotiating to go work for them.President Barack Obama prepared to head to the Gulf on Friday to review efforts to halt the millions of gallons of contaminating crude, while scientists said underwater video of the leak showed the plume growing significantly darker, suggesting heavier, more-polluting oil is spewing out.BP's next effort to stop the damaged oil well, perhaps Wednesday, will be to force-feed heavy drilling mud and cement into the well to plug it up. The tactic, called a top kill, has never been tried a mile beneath the sea, and company executives estimate its chances of success at 60 to 70 percent.Also on Tuesday, in Jackson, Miss., 11 men who died in the April 20 rig explosion were honored at a somber memorial service with tributes from country music stars and drilling company executives.This is the one of the most difficult days for many of us here. Previous inspector general investigations have focused on inappropriate behavior by the royalty-collection staff in the agency's Denver office.The report adds to the climate of frustration and criticism facing the Obama administration, although it covers actions before the spill. Millions of gallons of oil are gushing into the Gulf, endangering wildlife and the livelihoods of fishermen, as scrutiny intensifies on a lax regulatory climate.In a letter to Sen. Barbara Boxer, D-Calif., Assistant Attorney General Ronald Weich said he could not confirm or deny a criminal investigation was under way, but he said a team of investigators has been in the Gulf for three weeks. The report covers activities between 2000 and 2008. Salazar said he has asked Kendall to expand her investigation to look into agency actions since he took office in January 2009. Members of Congress and President Obama have criticized what they call the cozy relationship between regulators and oil companies and have vowed to reform MMS, which both regulates the industry and collects billions in royalties from it. The report said that employees from the Lake Charles, La., MMS office had repeatedly accepted gifts, including hunting and fishing trips from the Island Operating Company, an oil and gas company working on oil platforms regulated by the Interior Department. Taking such gifts appears to have been a generally accepted practice,the report said. Two employees at the Lake Charles office admitted using illegal drugs, and many inspectors had e-mails that contained inappropriate humor and pornography on their government computers, the report said.

Kendall recommended a series of steps to improve ethical standards, including a two-year waiting period for agency employees to join the oil or gas industry.One MMS inspector conducted four inspections of Island Operating platforms while negotiating and later accepting employment with the company, the report said.A spokeswoman for Island Operating Company could not be reached for comment. The Louisiana-based company says on it website that it has an impeccable safety record and cites Safety Awards for Excellence from the MMS in 1999 and 2002. The company was a finalist in other years.Island knows how to get the job done safely and compliantly, the website says. Sen. Dianne Feinstein, D-Calif., called the report yet another black eye for the Minerals Management Service. Once again, MMS employees have been found culpable of performing shoddy oversight of offshore drilling. The report reveals an overly cozy culture between MMS regulators and the oil industry.Feinstein, who chairs a Senate Appropriations subcommittee that oversees the Interior Department, said she will hold a hearing next month on Salazar's plan to restructure the agency. The oil industry and its allies say a higher liability limit would make it difficult for them to get insured and would especially hinder smaller independent drillers. BEIRUT – The leader of Lebanon's Hezbollah group warned Tuesday that his fighters would attack Israeli ships in the Mediterranean if the Jewish state imposes a sea blockade on Lebanon in any future war.Hassan Nasrallah said his Iranian-backed group is now capable of destroying any military or commercial ships heading to Israeli ports.Hezbollah and Israel fought a 34-day war in 2006 during which Israel imposed a sea and air embargo on Lebanon, saying it needed to prevent the guerrillas from being resupplied with weapons.Nasrallah said Tuesday that Hezbollah now had the capability to inflict as much harm on Israel as it did in Lebanon during the 2006 war.In any future war, if you blockade our coasts and ports, all the military, civil and commercial ships heading to ports in occupied Palestine along the Mediterranean will come under Hezbollah rocket attack, Nasrallah said.Addressing supporters through a video link at a huge rally south of Beirut, Nasrallah repeated past threats that his group would rocket Tel Aviv airport and other strategic targets if Israel's military strikes Lebanese infrastructure as it did in 2006.He added: We are capable of targeting, striking and destroying your ships as they head to any port on the coast of occupied Palestine from north to south.When the world sees how these ships will be destroyed in the regional waters of occupied Palestine, nobody will dare go there anymore, Nasrallah added.

During the 2006 fighting, Hezbollah slammed about 4,000 rockets into Israel, while Israel bombed the group's strongholds in Lebanon's south and east as well as its headquarters in the suburb of Dahiyeh south of the capital Beirut. The war killed around 1,200 people in Lebanon and 160 in Israel.Israel also accused Hezbollah of firing an anti-ship cruise missile that hit an Israeli warship in the war, killing four servicemen. The ship's missile detection and deflection system was not on during the attack, apparently because the sailors did not anticipate Hezbollah had such capability.The ship — one of the most technologically advanced in the Israeli fleet at the time — boasted an array of high-tech missiles and a system for electronically jamming incoming missiles and other threats.Nasrallah stressed his group did not want a new war but warned Israel it would incur heavy losses in case it starts a new conflict.The rally held Tuesday marks 10 years since Israeli troops withdrew from a border strip in south Lebanon, ending a 22-year military presence there.The anniversary coincides with rising tensions in the region over Israeli claims that Hezbollah has acquired Scud missiles from Syria and Iran. Syria has denied supplying the group with weapons, and Nasrallah refused to confirm or deny those claims.

Prime Minister Binyamin Netanyahu broke his silence Tuesday regarding Iran's enriched uranium deal with Turkey, calling it an act of deception. Until this statement, the Israeli government had offered no official comment on the deal, apparently preferring to let other countries react to it first.Iran announced last week it would ship its nuclear reactors’ low-grade uranium to Turkey, which in return will give Tehran fuel rods of medium-enriched uranium for a medical research reactor. The deal was also signed by Brazil.Speaking before the Knesset plenum in a special session convened at the request of 40 Knesset members, Netanyahu said: This is transparently an Iranian act of deception that is meant to divert international opinion from the sanctions against Iran in the [United Nations] Security Council.

The deal between Iran, Turkey and Brazil is a bogus suggestion, he said, because it leaves Iran with enough uranium to manufacture nuclear weapons.It is commendable that the United States has decided to move forward in pushing through sanctions, said the Israeli head of state. This is an important move in a symbolic sense, but it is clear to us that these sanctions will not stop Iran. Harsher sanctions will make clearer the determination to prevent Iran's arming with nuclear weapons, but it is not certain that even they will stop it.Regarding indirect negotiations with the Palestinian Authority, which began recently and are to last four months, Netanyahu said: The primary and most important principle, which I am glad that the United States adopted and made clear to the Palestinian Authority, is that there are no preconditions. LONDON – The doctor whose research linking autism and the vaccine for measles, mumps and rubella influenced millions of parents to refuse the shot for their children was banned Monday from practicing medicine in his native Britain.Dr. Andrew Wakefield's 1998 study was discredited — but vaccination rates have never fully recovered and he continues to enjoy a vocal following, helped in the U.S. by endorsements from celebrities like Jim Carrey and Jenny McCarthy.Wakefield was the first researcher to publish a peer-reviewed study suggesting a connection between autism and the vaccine for measles, mumps and rubella. Legions of parents abandoned the vaccine, leading to a resurgence of measles in Western countries where it had been mostly stamped out. There are outbreaks across Europe every year and sporadic outbreaks in the U.S.That is Andrew Wakefield's legacy, said Paul Offit, chief of infectious diseases at the Children's Hospital of Philadelphia.The hospitalizations and deaths of children from measles who could have easily avoided the disease.Wakefield's discredited theories had a tremendous impact in the U.S., Offit said, adding: He gave heft to the notion that vaccines in general cause autism.In Britain, Wakefield's research led to a huge decline in the number of children receiving the MMR vaccine: from 95 percent in 1995 — enough to prevent measles outbreaks — to 50 percent in parts of London in the early 2000s. Rates have begun to recover, though not enough to prevent outbreaks. In 2006, a 13-year-old boy became the first person to die from measles in Britain in 14 years.

The false suggestion of a link between autism and the MMR vaccine has done untold damage to the UK vaccination program, said Terence Stephenson, president of the Royal College of Paediatrics and Child Health. Overwhelming scientific evidence shows that it is safe.On Monday, Britain's General Medical Council, which licenses and oversees doctors, found Wakefield guilty of serious professional misconduct and stripped him of the right to practice medicine in the U.K. Wakefield said he plans to appeal the ruling, which takes effect within 28 days.The council was acting on a finding in January that Wakefield and two other doctors showed a callous disregard for the children in their study, published in 1998 in the medical journal Lancet. The medical body said Wakefield took blood samples from children at his son's birthday party, paying them 5 pounds (about $7.20) each and later joked about the incident.The study has since been widely rejected. From 1998-2004, studies in journals including the Lancet, the New England Journal of Medicine, Pediatrics and BMJ published papers showing no link between autism and the measles vaccine.

Wakefield moved to the U.S. in 2004 and set up an autism research center in Austin, Texas, where he gained a wide following despite being unlicensed as a doctor there and facing skepticism from the medical community. He quit earlier this year.Offit said he doubted Britain's decision to strip the 53-year-old Wakefield of his medical license would convince many parents that vaccines are safe.He's become almost like a Christ-like figure and it doesn't matter that science has proven him wrong, Offit said.He is a hero for parents who think no one else is listening to them.Wakefield told The Associated Press Monday's decision was a sad day for British medicine. None of this alters the fact that vaccines can cause autism, he said.These parents are not going away; the children are not going to go away and I most certainly am not going away, he said on NBC's Today Show.Wakefield claimed the U.S. government has been settling cases of vaccine-induced autism since 1991.However, two rulings by a special branch of the U.S. Court of Federal Claims in March and last year found no link between vaccines and autism. More than 5,500 claims have been filed by families seeking compensation for children they claim were hurt by the vaccine.

Wakefield has won support from parents suspicious of vaccines, including Hollywood celebrities. McCarthy, who has an autistic son, issued a statement in February with then boyfriend Carrey asserting Wakefield was being vilified through a well-orchestrated smear campaign.It is our most sincere belief that Dr. Wakefield and parents of children with autism around the world are being subjected to a remarkable media campaign engineered by vaccine manufacturers, the actors said. McCarthy, whose best-seller Louder Than Words details her search for treatments for her son Evan, wrote the foreword for a new book by Wakefield about autism and vaccines. In Monday's ruling, the medical council said Wakefield abused his position as a doctor and brought the medical profession into disrepute.At the time of his study, Wakefield was working as a gastroenterologist at London's Royal Free Hospital and did not have approval for the research. The study suggested autistic children had a bowel disease and raised the possibility of a link between autism and vaccines. He had also been paid to advise lawyers representing parents who believed their children had been hurt by the MMR vaccine. Ten of the study's authors later renounced its conclusions and it was retracted by the Lancet in February. At least a dozen British medical associations, including the Royal College of Physicians, the Medical Research Council and the Wellcome Trust have issued statements verifying the safety of the measles, mumps and rubella vaccine.
