WELLINGTON, New Zealand – An earthquake with a preliminary magnitude of 7.2 rattled the South Pacific island nation of Vanuatu early Friday, triggering a tsunami watch for the area, officials said. There were no immediate reports of damage.The Pacific Tsunami Warning Center in Hawaii issued a tsunami warning for Vanuatu, the Solomon Islands and New Caledonia. It said the quake had the potential to generate a destructive tsunami that could strike coastlines in the region within minutes to hours.

The warning center said it was not known if a tsunami was generated.

The U.S. Geological Survey said the quake hit at just after 4 a.m. local time Friday and was centered 300 miles (485 kilometers) northwest of the capital, Port Vila, at a depth of 22 miles (36 kilometers).Authorities in Vanuatu said they were checking for information on both the quake and the regional tsunami alert.We're expecting to issue an alert for any tsunami threat shortly, but we have no report of a tsunami from Luganville, said the director of Vanuatu's Meteorological Office, who only gave his name as Salesa. Luganville is the island closest to the quake's epicenter.He said his office was assessing the information from the Pacific Tsunami Warning Center and working with police to gather more information.We have no information yet and no sign of any tsunami,police spokesman Smith Wuwue said from Port Vila on the island of Efate.

BEIJING – China offered no indication Thursday of plans to join the U.S. and its allies in blaming North Korea in the sinking of a South Korean warship, saying the issue remained extremely complicated.U.S. officials said Wednesday that China, a key North Korean ally, had indicated it is prepared to hold Pyongyang accountable for the March 26 torpedo attack and could join in some kind of formal rebuke by the U.N. Security Council.However, when asked about the investigation into the incident, Chinese Foreign Ministry spokesman Ma Zhaoxu merely repeated an earlier Chinese statement that fell short of assigning blame.The issue is highly complicated. China does not have firsthand information. We are looking at the information from all sides in a prudent manner, Ma told reporters at a regularly scheduled news conference.

China's position on the ship remains unchanged,he added.The sinking of the corvette Cheonan, in which 46 sailors died, has put Beijing in an uncomfortable position, forcing it to choose between traditional communist ally North Korea and close trading partner South Korea.Doing nothing would preserve relations with a loyal buffer state reviled by the world but could do major harm to China's aspirations to be seen as a responsible rising global power.While China appears to be seeking to buy time, tension on the divided peninsula has been rising dramatically since a team of international investigators said last week that a torpedo fired by a North Korean submarine tore apart and sank the ship. North Korea has denied involvement in the sinking and warned any retaliation would mean war.The incident will likely dominate a weekend trilateral summit in South Korea involving Chinese Premier Wen Jiabao and his South Korean and Japanese counterparts. SEOUL, South Korea – North Korea announced Thursday that it will scrap an accord aimed at preventing accidental naval clashes with South Korea in retaliation for Seoul blaming Pyongyang for a torpedo attack that sank a South Korean warship.Tension on the divided peninsula has risen dramatically since a team of international investigators said last week that a torpedo fired by a North Korean submarine tore apart and sank a South Korean warship on March 26, killing 46 sailors. North Korea has denied its involvement in the sinking and warned any retaliation would mean war.On Thursday, North Korea's military said it will completely nullify an inter-Korean accord aimed at preventing accidental armed skirmishes along the disputed western sea border — a scene of three bloody maritime battles between the two Koreas.Immediate physical strikes will be launched against any South Korean ships that intrude into North Korean waters, the country's military said in a statement, carried by the official Korean Central News Agency.

It said it will also start a review to possibly ban South Korean personnel and vehicles from entering a joint industrial park in the North Korean border town of Kaesong — the last remaining major inter-Korean reconciliation project. It gave no timeframe, however.The military said the measures are its first-phase reaction to the reckless moves of the group of traitors and confrontation maniacs, suggesting that more could follow.A South Korean Defense Ministry official said South Korea will resolutely deal with the North's measures, though did not elaborate. European Council seen as winner under Lisbon Treaty

EUOBSERVER / BRUSSELS - Not quite six months in place, the EU's Lisbon Treaty has already led to a significant shift in the Brussels power landscape, with many of its main actors still trying to find their feet in the new order.The new rulebook, in force since December 2009 after many years of negotiation and then ratification, greatly increases MEPs' co-legislating powers and creates a beefed up foreign policy post and a president of the EU council.But many of its effects were not written into the treaty and are only slowly coming to light as the EU capital goes about its daily business.The changes have led to a relative decrease in the power of the European Commission, in past times the engine of EU integration, and the Council of Ministers, representing member states. In contrast, the European Council - the union's collected premiers and presidents and now an institution with its own budget and president - and the parliament are are winning out in the power stakes, say academics.This has been most evident in the current debate over increased economic governance in the EU, where member states, rather than the commission, have taken the lead in the discussions.

Referring to the competitive environment among EU institutions now, European studies Professor Joerg Monar, from the College of Europe, says the parliament and the European Council are the primary poles of power in the EU. The commission meanwhile appears more and more squeezed between the two.The European Council has become the true policy-maker of the European Union, agreed the University of Bologna's Professor Lucia Serena Rossi during a conference discussing the post-Lisbon Treaty EU on Tuesday (25 May).MEPs, for their part, now have co-decision powers on more than 90 percent of legislation, including in whole new ares such as farm policy and justice and home affairs. Euro-deputies also have the right to be informed about international agreements.Maros Sefcovic, institutional affairs commissioner, said that this has led to a cultural change in Brussels. Indicating the commission's potential unease with the new power shift, Mr Sefcovic urged EU member states to remember the community spirit noting that it is not only important what kind of decisions are taken but how they are taken.The commission's role in the future will be a resolute guardian of the treaties as well as capitalising on its undisputed technical expertise and right of legislative initiative.

No more hiding behind the veto

The Lisbon Treaty also has implications for how member states act in Brussels. Referring to his past life as Slovakia's EU ambassador, Mr Sefcovic noted that the dynamic in the Council, where countries take policy decisions, is totally different.
Now the member states do not have the possibility of hiding behind the veto. They have to come up with much stronger argumentation, much faster. They must be much more persuasive because the decision is in the end taken anyway.The EU's top politicians are also still learning to cope with the treaty. Richard Corbett, an advisor to President Van Rompuy, notes that his boss and Mr Barroso have had to make a special effort to get on as their roles overlap.Both politicians now have a breakfast meeting every Monday. They're adults, they know they must make it work, says Mr Corbett.Mr Van Rompuy, who has carved out a role as first EU president that is not so directly hands-on, but at the same time more than just an agenda planner, said that every treaty has gaps and uncertainties in it. He pointed to the lack of links between the EU's different parts, meaning he has to be careful to informally establish contacts with all EU leaders (he plans to visit national capitals this year and next). Just recently, meanwhile, he told political group leaders in the parliament that he would brief them on European Council meetings on the evening they happen.Other effects have yet to be felt. The European Court of Justice has jurisdiction when the European Council takes a decision by vote, noted Professor Rossi, while the possibility of national parliaments to vet EU laws on whether they are being carried out at the correct level has yet to make an impact.But the treaty will have to be place for years to know how many of its aspects will play out, prompting some to refer to the famous quote by China's first premier Zhou Enlai when asked about the effects of the 1789 French Revolution. It's too early to say,he reportedly replied.

EUOBSERVER / BRUSSELS - The European Commission has come forward with plans to levy a new tax on the region's banks that is designed to protect EU citizens from further banking failures in the future. Announcing the proposals on Wednesday (26 May), EU financial services commissioner Michel Barnier said bank insolvencies should no longer come at the expense of the taxpayer after national governments poured billions in public money into ailing firms during the early months of the financial crisis.I believe in the polluter pays principle,Mr Barnier told journalists in Brussels, stressing that the new money should not be considered as a bail-out fund.

Instead, the money could be used to make bridging loans, or for the temporary purchase of toxic assets from companies being split into good and bad banks, says the commission ideas paper. Europe must take a lead in developing common approaches and providing a model for co-operation that could be applied globally, added the Frenchman, who took up the EU's financial reins in February, despite considerable protest from within the UK's financial sector.The latest plans are intended to complement a raft of new rules on tighter financial supervision to prevent bank failures happening in first place, with these currently making their way through the EU's legislative mill. Many details still need to be filled in however, with EU finance ministers and leaders set to discuss the commission's communication next month. Initial indications suggest there is general support among member states, with the EU keen to take a united position into the G20 summit in Toronto on 26-27 June. Given that bankers are responsible for the crisis, I think its very logical that they pay, Swedish finance minister Anders Borg told EUobserver in a telephone interview after the proposals were announced. Sweden has been at the forefront of moves to raise a levy on banks, introducing a tax on the country's firms during the financial crisis. The government charges a uniform tax of 0.036 percent of a bank's total liabilities, hoping to raise a figure of 2.5 percent of GDP by the year 2015.

Rather than contain these kind of details in Wednesday's document, the EU executive intends to gather the views of member states and the banking sector before coming forward with concrete legislative proposals at the beginning of next year. Sweden will support the idea that taxes relate to bank liabilities at next month's finance ministers meeting. When you get into a crisis it is usually the liabilities that count,said Mr Borg. Germany is also pushing ahead with national plans for a bank levy, hoping to raise around €1 billion a year.

No EU-wide fund

The commission shied away from proposing a single EU-wide fund in its communication, instead suggesting a network of national funds. Some fear that the move is only transitionary however. Speaking in Brussels on Tuesday, the UK's new business secretary, Vince Cable, warned against a more European-level approach. The one major reservation that we have about the proposal as I have seen it is that it seems to suggest that the levy will be paid into a pot at the European level for collecting an insurance fund for future bail-outs. That is not the way we saw the levy operating in London,said the minister. Senior banking officials have also cautioned against the commission's suggestion that firms should provide ex-ante funding into the national resolution funds, saying it could encourage banks to engage in risky behaviour. A levy on liabilities dressed up as an ex-ante resolution funding is positively dangerous. It institutionalises moral hazard, will encourage banks to hold riskier asset portfolios [and] creates all sorts of international complications,said Peter Sands, chief executive of Standard Chartered.A further flashpoint is the budgetary positioning of monies gathered under a new bank levy. A number of member states have indicated they want to set the funds against national deficits, while the commission believes it should be kept separate.

US tells Europe to step up its crisis response

US treasury secretary Timothy Geithner prodded European policy makers on Wednesday (26 May) to step up their efforts to restore eurozone stability. Speaking alongside his UK counterpart George Osborne in London, Mr Geithner welcomed European government plans to cut budgetary deficits and the recently agreed €750 billion eurozone rescue mechanism, but added that markets now wanted to see action.What Europe should do is implement the programme they laid out, said the US policymaker. The basic lesson of financial crises is that you have to come in and act quickly and with force.The comments reflect the American administration's perception that the EU was too slow to deal with Greece's debt refinancing problems that subsequently spread to other countries in the 16-member eurozone. Officials have also stressed the need for Europe to put the meat on the bones of the hastily cobbled together eurozone backstop fund agreed earlier this month, as markets continue to harbour doubts over potential implementation hurdles. That agreement itself saw US President Barack Obama put in long distance calls to EU leaders such as Germany's Angela Merkel, as Washington's concerns over global contagion and European foot-dragging mounted. The growing body of advice from the White House marks a turn-around from two years ago when European politicians pointed the finger at America's subprime mortgage and banking industries as the cause of the financial crisis. It also comes despite the fact that the US deficit is currently estimated at around 10 percent of GDP, well above the EU average of roughly 7 percent.

However, the US has grown increasingly concerned that the eurozone's ongoing debt crisis could nip a nascent global recovery in the bud, and points to a series of bank stress tests carried out last year as helping to restore confidence in the US's financial system.Mr Geithner travelled to Frankfurt later on Wednesday for a working dinner with European Central Bank President Jean-Claude Trichet, and on Thursday goes to Berlin for a meeting with German finance minister Wolfgang Schaeuble.There he is his expected to add his voice to a chorus of criticism against Germany's decision last week to implement a unilateral ban on naked short selling, rather than seeking a more co-ordinated approach.

The economic downturn has led to a rise in discrimination, racism and xenophobia in Europe, particularly in EU countries such as Italy, Slovakia and Hungary, the latest Amnesty International report on human rights shows.The marginalisation was heightened in 2009 by fears of the economic downturn, and accompanied in many countries by a sharp rise in racism and hate speech in public discourse, the annual report reads.It cites Italy for having passed new legislation as part of a security package establishing as a criminal offence irregular migration, which would deter irregular migrants from accessing education and medical care for fear of being reported to the police. This is especially the case given existing provisions in the criminal code obliging teachers or local authority employees to report all criminal acts to the police or judicial authorities. The UK government is criticised for having put behind bars Iraqis who were rejected by Baghdad when flown back to the country, an expression of the encroaching prison culture when dealing with irregular migrants. In December, the Royal Colleges of Paediatrics and Child Health, General Practitioners and Psychiatrists issued a joint statement calling for an immediate end to the administrative detention of children under Immigration Act powers on the basis that it was shameful, damaging, and permanently harmful to children's health.

In Germany, irregular migrants and their children have limited access to health care, education, and judicial remedies in cases of labour rights violations.
Segregation of Roma continues to be a serious problem in central and eastern Europe, but also in Italy, where unlawful forced evictions drive them further into poverty. Italy also passed new legislation enabling local authorities to authorise associations of unarmed civilians not belonging to state or local police forces to patrol the territory of a municipality, a measure which may result in discrimination and vigilantism, especially against Roma. Slovakia stands out particularly for Romani children segregation, with the Roma Education Fund reporting that almost 60 percent of them are put in special classes for mentally disabled, although they were not diagnosed as such. Local authorities are criticised for engaging in forced evictions and even erecting walls to separate Roma settlements from the rest of the community. Bratislava is also suspected of turning a blind eye to sterlisation of Romani women, even though it has announced legislative measures requiring health workers to seek informed consent for such procedures and introduced the new criminal offence of illegal sterilisation. However, according to the Centre for Civil and Human Rights,the Ministry for Health Care failed to issue any implementing guidelines on sterilisations and informed consent for health workers. Eight Romani women lodged a complaint with the European Court of Human rights claiming their infertility is a result of a sterilisation procedure performed on them during delivery in an eastern Slovakian hospital. A similar case was finalised in Hungary, after eight years of national and international legal proceedings, with the Ministry of Social Affairs announcing it would provide financial compensation to a Romani woman sterilised without her consent in 2001.

Hungary's political and economic upheaval, with an IMF lifeline translating into public sector wage and social programme cuts, has proved a fertile ground for the far-right party Jobbik, with its strong anti-Roma and anti-Semitic agenda.The Hungarian police beefed up its special task force to 120 officers to investigate a series of attacks against Roma, which cost the lives of at least nine people, including women and children.In July, the Budapest Court of Appeal issued a legally binding ruling banning the Magyar Garda, a paramilitary organisation linked to Jobbik. The court ruled that the Magyar Garda's activities overstepped its rights as an association and curtailed liberties of the Roma. But later in July, Jobbik announced the relaunch of Magyar Garda, and one of its newly elected members of the European Parliament wore a Magyar Garda uniform to the first parliamentary session in Brussels.Authorities in a number of countries continued to foster a climate of intolerance against the lesbian, gay, bisexual and transgender (LGBT) communities, making it harder for their rights to be protected. In August, the Lithuanian parliament adopted a controversial law that institutionalised homophobia, by potentially prohibiting any discussion of homosexuality, impede the work of human rights defenders and further stigmatize LGBT people.Member states of the EU continued to block a new regional directive on non-discrimination, which would simply close a legal protection gap for those experiencing discrimination outside of employment on the grounds of disability, belief, religion, sexual orientation and age,the report notes.Italy and Malta are also singled out for their anti-immigrant stance and the practice of pushing back boats coming from across the Mediterranean, sometimes without assessing the needs of the people on board.

In May, the lives and safety of hundreds of migrants and asylum-seekers on three vessels in the Mediterranean were placed at risk first by a squabble between the Italian and Maltese authorities over their obligations to respond to maritime distress calls, and then by the Italian government's unprecedented decision to send those in the boats to Libya – a country with no functioning asylum procedure – without assessing their protection needs,the report reads.Countries such as Greece and Malta routinely detained migrants and asylum-seekers, and in inappropriate conditions.Amnesty International also criticises the effective and transparent accountability for human rights abuses in the context of the secret rendition and detention program of the CIA after 2001, in which scores of EU countries were involved.A German parliamentary inquiry into German involvement in renditions concluded in July 2009, but exonerated all German state actors, despite compelling evidence to the contrary. The methods, evidence and findings of an investigation into the existence of an alleged secret prison in Poland, finally begun in 2008, still remain secret.Several European states ignored the rulings of the European Court of Human Rights against the return of suspects of terrorism to countries where they were at risk of torture.

Earlier on Thursday, a government official familiar with China's reserve management said the country remained committed to its long-standing goal of diversifying its foreign exchange reserves.The euro, which had fallen toward a four-year low on Wednesday, jumped to a day's high, after the official said that the direction of diversification will not change.

Over the past few years, when China has mentioned diversification, it has often been interpreted as referring to its objective of reducing exposure to the dollar by lifting investments in other currencies, such as the euro.Analysts say that China has been shifting some of its reserves into a wider range of currencies in recent months, including assets elsewhere in Asia and in commodity-producing countries.

Israel indicts Arab citizen as Hezbollah spy

JERUSALEM – Israel has indicted an activist from its Arab minority for allegedly spying for the Lebanese militant group Hezbollah.The Shin Bet security service says Amir Makhoul confessed to meeting with a Hezbollah agent and providing the group with information about Israelis and sites within the country.But Adalah — an Arab legal center in Israel that is representing Makhoul — says he denies the allegations and that he confessed to the false accusations under duress.Makhoul was arrested on May 6 but Israel maintained a gag order on the case. It later released limited information and fully lifted the gag order on Thursday, after the charges were filed.
Adalah says another Arab-Israeli will appear in court on Thursday on similar charges, all of which he denies.

Officials in Netanyahu's office said the White House meeting would take place next Tuesday, after the Israeli leader wraps up a previously scheduled trip to Canada.Emanuel told reporters the talks would focus on security issues, a likely reference to the Iranian nuclear program, as well as the Israeli-Palestinian peace process.The president is asking to extend an invitation to you to come visit him at the White House for a working meeting to discuss both our shared security interests as well as our close cooperation in seeking peace between Israel and its neighbors.

LONDON – Britain offered its first public accounting of its nuclear arsenal Wednesday, disclosing that it has a stockpile of 225 warheads in a move that offers transparency to non-nuclear states in hope of winning stricter global controls on the spread of atomic weapons.The announcement, made without fanfare in the House of Commons, follows the Obama administration's disclosure that the United States has stockpiled 5,113 nuclear warheads and several thousand more retired warheads awaiting the junk pile — the first public description of the secretive arsenal born in the Cold War and now shrinking rapidly.The U.S. made the announcement at the May 3 opening of a five-year review of the Nuclear Nonproliferation Treaty, considered the cornerstone of global disarmament efforts, where Washington and its allies are seeking stronger measures to prevent the spread of nuclear arms. Britain made its announcement as the monthlong conference at the United Nations nears an end on Friday, with intense debate under way on a final document.We believe that the time is now right to be more open about the weapons we hold, Foreign Secretary William Hague told the House of Commons.We judge that this will assist in building a climate of trust between nuclear and non-nuclear weapons states and contribute, therefore, to future efforts to reduce the number of nuclear weapons worldwide.

Britain had earlier disclosed that it possessed 160 operational warheads, but Hague's comments that the country's overall stockpile of nuclear warheads will not exceed 225 warheads was the first time the maximum size of the total stockpile was revealed. The Foreign Office later said the 225 figure was the number of warheads the country now holds.Countries that don't possess nuclear weapons have long demanded more openness from the nuclear-weapon states — the U.S., Britain, France, Russia and China — about the size and nature of their arsenals as an essential step toward nuclear disarmament, which is a key plank in the Nuclear Nonproliferation Treaty. Four other nations have or are suspected of having atomic arms — Israel, India, Pakistan and North Korea.British Foreign Office Minister Alistair Burt told a briefing for U.N. reporters that Hague sent him to New York as the treaty review conference nears an end to emphasize the importance of the announcement in the House of Commons.We are very conscious that everything relating to nonproliferation depends on confidence, the confidence between those who are parties to the treaty, those who are nuclear weapon states and those who are not, Burt said.The new British government also is conscious that, over the last decade, the treaty had come under pressure with no outcome from the 2005 review conference, Burt said.We wanted to make an immediate and positive contribution to that process,he said.

For that reason, Burt said that Hague announced two particularly strong confidence-building measures — the maximum number of warheads in Britain's stockpile and a review of the government's policy on the use of weapons.On the nuclear arsenal, Burt said, until this moment that number has always been kept secret.The foreign secretary has today revealed that number openly as part of our determination to be as open and transparent as a nuclear weapon-holding state in this process,he said.

Burt stressed that Britain holds only 1 percent of the world's stock of nuclear weapons and the explosive power of Britain's stockpile has been reduced by something like 75 percent since the end of the Cold War.On the policy review, he said, Britain's position has always been that the use of nuclear weapons would only be in the most extreme circumstances of self defense following attack in certain particular circumstances.Hague has now offered a review and a discussion of that policy, Burt said.Asked whether Britain's decision to disclose its arsenal was made in consultation with the United States, he said the five nuclear powers continually talk to each other.Burt, part of the new coalition government that took power earlier this month, said Britain was encouraged by the U.S.-Russian agreement in April to further reduce their nuclear arsenals. This and other nuclear-related events indicated that 2010 provided a much better background than 2005 and 2000 to take things on,he said. It's very much done with a sense of this is what other nations are doing in terms of confidence-building measures and transparency, and we very much wanted to play our part at the very earliest stage that we possibly could,he said.Edith M.
