Clinton Seeks To Boost U.S. Foreign Aid, Realign Global Governance

Secretary of State Hillary Clinton addressed the Council on Foreign Relations (CFR) on Wednesday to outline the Obama administration’s broad foreign policy objectives. Clinton highlighted the administration’s plan to use more tax dollars for foreign aid and realign global governance, and underscored its dedication to U.S. security. We advance our security, our prosperity, and our values, by improving the material conditions of people’s lives around the world,Clinton said.These efforts also lay the ground work for greater global cooperation by building the capacity of new partners and tackling shared problems from the ground up.U.S. foreign aid has not significantly improved global conditions according to Clinton. We have devoted a smaller percentage of our government budget to development than almost any other advanced country,despite giving more money than any other nation.I want more of our tax dollars to be used effectively and deliver tangible results,Clinton said.

Clinton asserted that the Obama administration will work to build a global consensus through partnerships, saying we’ll work through existing institutions and reform them, but we’ll go further.Amidst a record deficit, pundits have criticized the Obama administration’s foreign policy objectives, calling the goal of providing more foreign aid unsustainable. Additionally, some have criticized the U.S.’s desire to realign global governance, arguing that it weakens U.S. power and leaves the country vulnerable to threats by North Korea and other unfriendly nations. Clinton addressed these concerns by saying that if the U.S. uses its power to build relationships through common values, the world will be safer because countries will seek to find solutions to the world’s problems.

Former Vice President Al Gore told a British conference on the environment that the energy tax under the so-called cap-and-trade legislation in Congress would bring about global governance. Speaking at the Smith School World Forum on Enterprise and the Environment in Oxford, England, Gore said the United States is responding to the threat of global warming with the cap-and-trade legislation, Times Online reported.

Just two weeks ago, the House of Representatives passed the Waxman-Markey climate bill,Gore told the conference.[This is] very much a step in the right direction. It achieves real reductions below the 1990 base level by 2020, and that is the threshold that many have said will dramatically increase the prospects for success.Gore acknowledged that the bill includes a carbon tax that President Barack Obama supports and is helping to push through the Senate. For all of its flaws, [it] does put a price on carbon,he admitted.Gore, whose film documentary,An Inconvenient Truth,on the claims of global warming won him praise from environmentalists, told the forum that Obama had secured billions of dollars from Congress for renewable energy work. But, It is the awareness itself that will drive the change, he said.And one of the ways it will drive the change is through global governnance and global agreements.

Environmental awareness among young people is the great hope for the future, Gore said.The average age of scientists in the space center control room was 26, which means they were 18 when they heard President Kennedy say he wanted to put a man on the moon in 10 years. Neil Armstrong did it eight years and two months later.Gore urged political leaders and governments around the world to join the battle against climate change. He conceded, however, that the level of awareness and concern among populations has not crossed the threshold where political leaders feel that they must change.The only way politicians will act is if awareness rises to a level to make them feel that it’s a necessity,he said.We have everything we need except political will, but political will is a renewable resource.

For the longest time I was of the mistaken impression that the hoax that is Global Warming was just a ploy to get more government taxpayer dollars into the hands and pockets of shyster and self-serving pseudo-scientists such as college professors, multi-cause self-made, gloom and doom prophets who subsist on government handouts by telling anti-Americans how selfish and elitist the United States is by using so much of natures energy while other countries work hard to just survive. If you’ll pardon me for my bluntness: THAT’S A BUNCH OF PURE AND CERTAIN, UNADULTERATED CRAP! This country has become the laughing-stock of most of the world’s countries for its positions on climate change; just as they are still laughing at us for getting suckered into believing Obama and his fruit-cake messages on CHANGE, and ultimately CHANGE FOR THE WORST. The anti-Christian and anti-American Speaker of the Congressional House of Representatives, Nancy Pelosi has slickly maneuvered that body of legislators into believing Obama’s lies and deceit, by getting the Cap and Trade, Climate Change Bill passed with the help of EIGHT treacherous traitor Republicans. Can you believe it? I pray they get run out of office next year. Two of the most dim-witted, slow thinking, gaffe-prone, consensus OAFS drawing down huge government salaries are apparently easily drawn into supporting pie-in-the-sky programs and projects; these two dolts are both big promoters of funding for the nonsensical and completely over-rated rigged scheme now being called climate change as most people have gotten educated to the farce they once called Global Warming.

By now I am certain that you know who I refer to above; if you need some help I will confess that they are Al Gore and Joe Biden both of whom have suffered the baseness of being Vice President to two of this country’s most eloquent and slick-tongued liars, William Bubba Clinton and Barack Hussein Obama. Obama has gotten close to admitting that his prime goal is to turn control of the United States over to the United Nations, with ambitions no doubt of being the first World Ruler by default, but he has veered away from a direct admission such as offered by Gore. This is probably occasioned due to the fact that he doesn’t believe it could get done soon enough while he is still in complete and total control of the United States government; or what there is left of it. If, as the now more common forecasts that liberal control of the Congress will end with the 2010 elections resulting from the horrendously mismanaged economy, and other republic debilitating legislative excursions into ignominy, Obama’s dreams of being the first coming of the Light of the World would seem to be shattered. But Oracle Gore goes on without missing a beat warning of excessively warm temperatures that will melt the polar regions of our planet, causing oceans to swell to levels where entire continents will be inundated with losses of lives in the untold millions. This one man stands there in his unfettered and maniacal stance while over 30,000 bona fide scientists reject his clamoring with evidence of NOT global warming, but global cooling, which some claim has actually has been ongoing for a few years. Preying on the minds of our very young and naïve boys and girls, Gore hopes to follow the practices of his mentor BH Obama and continue to record successes with these youngsters who are very prone to listen to slick orators and charlatans who mesmerize them with audacious stories and yarns. It keeps him in good financial position to handle the enormous expenses of keeping his monstrous mansion in Tennessee and his vehicles and jet planes in wasteful excesses of all utilities.But eventually, the tale grows old and the teller becomes less believable and the tide turns back to the truth, which is entirely different than that which has been spouted and spread, and the false messages end. Is it too much to hope that it happens tomorrow?

BRUSSELS, July 14 (Xinhua) -- The Group of Eight (G8) summit has ended in the central Italian town of L'Aquila. Despite little progress on prominent issues such as climate change, the annual gathering of world leaders should be noted to have more profound implications.The summit marked an expanding dialogue and cooperation between the G8 nations and developing countries. It reflected the increasing role of developing countries in dealing with global issues amid the call for a reform of the traditional G8 mode.Faced with an economic crisis and other challenges threatening human survival and development, world governments are pushing for global governance which is multilateral and democratic.

DEEPENING INVOLVEMENT OF DEVELOPING NATIONS

Established in 1975, the G8, or previously the G7 before Russia joined, had been a major opportunity for developed countries to coordinate their policies in their early stages. Therefore, it was once dubbed the club of the rich. Since the beginning of this century, the G8 started to invite developing countries to attend their annual summit for dialogue. This was later fixed between the G8 members and five emerging economies, namely Brazil, China, India, Mexico and South Africa, for a two-year term under the so-called Heiligendamm Process in 2007. In its history of more than three decades, the G8 summit has never seen so many developing countries participate and so many topics on the agenda as this year.At the summit, the G8 members had a series of talks with several developing countries on a variety of issues, such as climate change, food security and world trade. They not only secured 20 billion U.S. dollars to help African countries fight hunger, but also demonstrated a spirit of equal and inclusive multilateralism.The North-South dialogue was further strengthened. For the first time, the G8 members and five emerging economies plus Egypt issued a joint declaration after their meeting, stating their joint position on global challenges. They also agreed to continue their dialogue as the Heiligendamm-L'Aquila Process for another two years.Meanwhile, the five emerging economies continued to use the G8 summit as a platform to strengthen the South-South cooperation by holding a separate G5 meeting on the sidelines. The G5 meeting was intended to increase the collective say of the five emerging economies in international affairs.

G8 FORCED TO ADAPT

Analysts said the expansion of both participants and topics at the G8 summit reveals that the world power balance is tilting towards the developing countries and that the financial crisis is having a dramatic impact on economic globalization and political multipolarization.The world has undergone profound changes since the Cold War. Globalization is increasing, a multipolar structure is being created, and the relationship between developed and developing countries is getting closer. Now, not only several developed countries, but also some developing ones have a decisive say in international affairs.With the rise of emerging economies, the balance of powers is shifting. Global dialogue and cooperation have become essential for a solution to global challenges such as economic development, food security and climate change.

Hard hit by the financial crisis, developed countries have plunged into a deep recession. Although there is no escape for major developing countries, they proved more resilient and showed huge potential for a sustainable growth. Currently, the world economy remains uncertain and faces significant risks. Developed countries have to rely on emerging economies for a way out from the crisis. They have no alternative than to treat emerging economies as irreplaceable partners for the sake of economic recovery.As a result, in the wake of the financial crisis, developed countries took the initiative to invite major developing countries to the G20 summit Their aim was to coordinate responses to a number of urgent issues. They are also adjusting the G8 framework to continue the dialogue with emerging economies on more systematic and strategic issues.

GLOBAL GOVERNANCE FACING REFORM

After hosting the G8 summit, Italian Prime Minister Silvio Berlusconi declared at the closing press conference that the G8 is out of date. In his view, a Group of 14, which comprises the G8 members and five emerging economies plus Egypt or another major developing country, is better suited to take the lead in meeting global challenges.We saw that G8 is no longer a suitable format to show a global economic way of doing,Berlusconi said, Instead, a consolidated G14 representing 80 percent of the world economy could help create a real dialogue.Berlusconi's view on the future of the G8 was echoed by others, with an article in the Times of India titled G8 is dead, long live G14.Although it is premature to declare the end of the G8, necessary reform of the rich men's club has become imminent and imperative. The key lies in whether the G8 framework can adapt to the trend of the times so as to help enhance global cooperation and improve global governance.Economically speaking, the fundamental goal of global governance is to push globalization in the direction of balanced development. It is necessary for world governments to resolve the various problems facing economic globalization together through consultation and cooperation on an equal footing.Politically speaking, better global governance is to promote multilateralism and democratization of international relations.

On both fronts, global governance needs a suitable mechanism arrangement.

The L'Aquila summit has proved that with the changing situation, the G8 is evolving from an inward-looking forum for policy coordination among rich countries to an outward-looking platform for North-South dialogue. The G8 is thus becoming an opportunity for developing countries to express their own aspirations, display their own images, display their own strengths and fight for their own interests. However, there are still differences among the G8 members concerning the future of the G8. Some members are worried that their influence in international affairs would be diluted if the G8 accepts more members.One could say that while the developed countries want to strengthen their dialogue with developing countries, they are also trying to dominate the dialogue and advance their own interests.The evolution of global governance is a long-term and complex process. GLOBAL GOVERNANCE: Is the G8’s Variable Geometry Sustainable?

LONDON | WATERLOO, Canada (IDN) - The writing may finally be on the wall for the traditional G8 Summit. No longer can the eight convene effectively without the strong participation of the major economies of the global South. Pressured by a shift in global economic power, and matched by a sense of fatigue with the G8, a proliferation of different formats -- from G8+5 to MEM-16 to G20 -- is an attempt to provide legitimacy to the process. The latest of the G episodes was played out at the G8 L’Aquila Summit in Italy (July 8-10), this time in a variety of numerical arrangements.While the proliferation of summit configurations has the benefit of involving more partners and being able to offer concessions to different constituencies, it also throws up real problems for effective global governance. At the forefront are the G20 -- as an economic crisis committee -- and an evolving G8, which has embraced variable geometry to address specific problems with different countries around the table.Should this be seen as a phase of transition in global governance? If so, how much will leaders seek to invest in any of the different formats if they are seen as temporary? Is there a danger of a wait-and-see policy in global affairs, right at the time when there are urgent problems which need decisive and concerted attention? The phrase festina lente comes to mind here. As long as the G8 and G20 co-exist, it seems leaders are making haste slowly, as they keep various parallel tracks open. However, the division of labour between the groups needs clarity.

Without question, successful operation of the G20 has changed the game, as at the outset, the leaders of China, India and Brazil were on an equal footing as the traditional economic powers, a status that will be hard to downgrade. The G8-proper has several potential raison d’êtres as a political and security forum. It could seek to catalyse the reform of international organisations to being them more in line with the real global balance of power, try to bypass bottlenecks in institutional negotiation and come up with fresh ideas to break stalemates.Indeed, German Chancellor Angela Merkel has seemed to suggest that the G8 should be seen rather as a body for discussion, consensus building, and declamatory statements – for example on the issue of the consolidation of single European seats on the IMF Executive Board. Meanwhile, she has indicated, decision making should be in the hands of the G20.

UNSUSTAINABLE CONFIGURATIONS

The Italian G8 presidency offered variable geometry as a mechanism to balance such tensions of representation and effectiveness. For each day of the 2009 summit, a cluster of different leaders were invited for topical discussions on issues ranging from trade to climate to aid. The entire second day featured the G5 -- China, India, Brazil, South Africa and Mexico -- group of major developing economies active in the Heiligendamm Process of enhanced dialogue on economic and environmental issues. The third day saw upwards of 30 African leaders at L’Aquila to discuss new aid relationships in context of the economic crisis.While this approach has tempered expectations for straight-up reform, allowing for inclusion of the key non-G8 countries, it will not be a sustainable practice over the long-term. What it does is insert a new layer of complication into the G8 process, sustaining the who’s in, who’s out mentality.In trying to avoid the question of conditions for membership, what variable geometry does is muddle any constructive discussion. Putting labels on these various formats artificially creates problems of inclusivity. By definitional standards, some countries straddle categories -- Russia may be in the G8 but has been a leader in the BRIC-group, and Mexico may be in the G5 but it is an active member of the OECD -- where variable geometry creates more of these problems.

CHANGING ATTITUDES WITHIN THE G8

While supposedly based on like-mindedness, the G8 club should not be seen as a monolithic bloc. The well documented differences among its members on institutional reform serve to explain its slowness to embrace change. The United States is assumed to be the natural leader in global economic and political affairs, with recent renewed declaratory interest in multilateralism. There is a tacit understanding that the US has the capacity to set the agenda and provide a role and direction for the G8 and G20, but it has not yet set out its stall. Indeed, Obama’s G8 side-trips to Moscow, to Ghana, and his audience with the Pope arguably overshadowed his participation in the summit.The Japanese position on G8 outreach and expansion was notably transformed by its experience of holding the presidency in 2008; the Prime Minister Taro Aso has publicly stated that the G8 on its own cannot deal with several issues the world faces and that working with emerging economies through the Heiligendamm Process (HDP) is the way to better global governance in the 21st century.Meanwhile, the 2010 host, Canada has remained supportive of the traditional G8, emphasizing shared values and celebrating its track record as a highly successful group. Prime Minister Stephen Harper seems to pay little attention to the significant reallocation of global wealth and influence and how global governance should respond.

What about Europe? Europe has been failing to adjust to the new realities for a long time; the tenth anniversary of the euro came and went -- and still the EU lacks an international strategy or a common position in multilateral forums such as the G8. The split responsibilities for exchange rate policy between the European Central Bank and Eurogroup of finance ministers are hampering the ability of the eurozone to speak with one voice while the reluctance to move towards common positions is helping erode Europe’s relevance and power at the global level.

DELAYING THE INEVITABLE?

As announced in the joint political declaration, the HDP will be extended for another two-year term, providing for sustained informal and targeted dialogue among G8 and G5 countries. If not a transformative outcome, the continuation of HDP renamed the HAP (Heiligendamm-L’Aquila Process) may offer ongoing, substantive dialogue among the major economies on important issues while at the same time providing for careful reflection on the long-term G8-G20 structural questions.The global economy may be in a very different state when France takes on the G8 presidency in 2011, and leaders will be better disposed to questions of global governance once the period of crisis management has passed.In the meantime, the spectacle of summitry continues. The G8 Summit at L’Aquila will be swiftly followed by the G20 Summit at Pittsburgh in September. The ebbing prestige and waning enthusiasm for the G8 faced with the energy surrounding the G20 seems to suggest the writing may soon be on the wall. Pope calls for a UN with teeth JULY 7,09 It is the Pope's first encyclical on social issues .The Pope has called for reform of the United Nations and financial bodies, giving them the real teeth needed to tackle economic and social injustice.

Dangers of profit

VATICAN CITY (Reuters) - Pope Benedict called on Tuesday for a world political authority to manage the global economy and for more government regulation of national economies to pull the world out of the current crisis and avoid a repeat.The pope made his call for a re-think of the way the world economy was run in a new encyclical which touched on a number of social issues but whose main connecting thread was how the current crisis has affected both rich and poor nations.Parts of the encyclical, titled Charity in Truth, seemed bound to upset free marketers because of its underlying rejection of unbridled capitalism and unregulated market forces, which he said had led to thoroughly destructive abuse of the system and grave deviations and failures.An encyclical is the highest form of papal writing and gives the clearest indication to the world's 1.1 billion Catholics -- and to non-Catholics -- of what the pope and the Vatican think about specific social and moral issues.The pope said every economic decision had a moral consequence and called for forms of redistribution of wealth overseen by governments to help those most affected by crises.Benedict said there is an urgent need of a true world political authority whose task would be to manage the global economy; to revive economies hit by the crisis; to avoid any deterioration of the present crisis and the greater imbalances that would result.

Such an authority would have to be regulated by law and would need to be universally recognized and to be vested with the effective power to ensure security for all, regard for justice, and respect for rights.Obviously it would have to have the authority to ensure compliance with its decisions from all parties, and also with the coordinated measures adopted in various international forums,he said.The United Nations, economic institutions and international finance all had to be reformed even in the midst of a global recession,he said in the encyclical, a booklet of 141 pages.

The pope's call for a supranational body to tackle global economic woes disturbed some Catholic capitalists.There is a difference between coordination and mandate ... a reckless loan in the United States can and did impoverish people in Latvia. So obviously coordination is important as long as it is not mandates,said Frank Keating, CEO of the American Council of Life Insurers and former Governor of Oklahoma.

LOFTY MESSAGE

The Rev. Rick Warren, one of America's best-known evangelical Protestant pastors, pleaded with about 8,000 Muslim listeners on Saturday night to work together to solve the world's greatest problems by cooperating in a series of interfaith projects.

Muslims and Christians can work together for the common good without compromising my convictions or your convictions,Mr. Warren said during an evening session of the annual convention of the Islamic Society of North America (ISNA) at the Washington Convention Center.I am not interested in interfaith dialogue but interfaith projects, said the pastor of the 24,000-member Saddleback Church in Lake Forest, Calif., who is widely known for his bestseller The Purpose-Driven Life.Talk is cheap ... but love is something we do together,he added.As the two largest faiths on this planet - more than 1 billion Muslims and 2 billion Christians - as Muslims and Christians, we must believe in this. As more than half the world, we must do something to model what it is to live in peace, to live in harmony.His 25-minute speech, which was met with light applause at several intervals, included three suggestions: create a coalition to end religious stereotyping, work together to restore civility to American society and take a common stand against attacks on freedom of religion and freedom of speech.

Criticizing the media as being clueless as to what you believe as well as what I believe,Mr. Warren called for a coalition of people of good will to say we are not going to allow this stereotyping of anyone. It is the truth that sets us free and we're not going to allow this.ISNA U.S. President Ingrid Mattson introduced the pastor as a distinguished guest whom organizers wanted to invite because of his worldwide charitable projects.Noting that Mr. Warren gives away 90 percent of his salary, she added,Here is someone who, in charitable giving, is very stiff competition.The pastor, who usually dresses in informal Hawaiian shirts, arrived in a beige suit and yellow tie. He began his speech with the common Arabic greeting Asalam alakum,or Peace Be Upon You.Mr. Warren said he was deeply humbled and honored by this invitation,then cracked a few jokes about his unworthiness in being there. Although he is an evangelical pastor, Mr. Warren was sparse in his mentions of Jesus and God. Muslims believe Jesus was a prophet but not God incarnate. My deepest faith is in Jesus Christ,the preacher said at one point.I am committed not only to the good news but the common good. Scripture says love your neighbor as yourself.I am commanded to respect everybody.The session, held in a cavernous hall with huge screens hanging from the ceiling, began 40 minutes late with a melodious chant from the Koran. WASHINGTON – Evangelical pastor Rick Warren told a crowd of some 8,000 Muslim Americans that he wasn’t satisfied with just talking to them.Some 8,000 Muslim Americans attended the Islamic Society of North America annual convention's main evening session on Saturday, July 4, 2009 in Washington D.C.I will tell you that I am not interested in interfaith dialogue. I am interested in interfaith project. There is a big difference,said Warren to attendees of the 46th annual Islamic Society of North America (ISNA) convention Saturday evening.Talk is very cheap. You can talk and talk and talk and never get anything done. Love is something you do,Warren maintained.It is something we do together.Warren, the founding pastor of Saddleback Community Church in Lake Forest, Calif., was the only Christian invited to speak at Saturday’s evening main session, which organizers described as the cornerstone of the convention.Warren was warmly received by the Muslim audience, many of which could be seen snapping photos of the popular evangelical pastor, taking notes of what he said, or breaking into applause whenever he said something to their liking.Before Warren stepped on stage, Dr. Ingrid Mattson, president of the Islamic Society of North America, gave a flattering introduction for the megachurch preacher, highlighting how he reverse tithes, giving away 90 percent of his income and living off 10 percent.The audience, who had been pressed to donate the whole night by the group’s fundraising committee, broke out into applause.I am very much an admirer of his, Pastor Warren’s organization and as someone who has increased his interfaith outreach in the last number of years,said Mattson, a Canadian-born convert to Islam from Catholicism.

But despite the praises, Warren maintained his religious differences with the Muslim crowd and encouraged audience members to also not compromise their conviction.You know as an evangelical pastor, my deepest faith is in Jesus Christ, Warren stated. But you also need to know that I am committed not just to what I call the good news, but I am committed to the common good.He called on the members of the two largest faith communities in the world to not only figure out how to live in peace and harmony with each other, but also to find a way to work together for the greater good without compromising each group’s convictions.In his speech, Warren suggested that Muslims and Christians work together to challenge the mischaracterizations and stereotypes in the media about each other’s faith; to restore civility in America by showing that people can disagree without being disagreeable; and to promote peace and freedom, particularly freedom of speech and religion, together.Let me just say this to those of you who have been in America for many generations now, Warren said, noting that they were gathered on the Fourth of July, America’s Independence Day. Part of your responsibility is to help the newcomers learn what it means to be Americans.America is a country not built on race, not built on a creed, but built on an idea – liberty and justice for all and freedom for all,Warren said as he called for citizen education.He also gave a practical example of how Muslims and Christians can work together by pointing to his PEACE plan, a massive effort to mobilize one billion Christians to combat the five biggest problems in the world – spiritual emptiness, corrupt leadership, extreme poverty, pandemic diseases, and illiteracy and lack of education.

In a western province in Rwanda, the PEACE plan has been implemented where imams and pastors are invited to attend healthcare training sessions. Those religious leader in turn help mobilize their congregants to also receive healthcare training. By the end of this year, Warren said, a province where there was only one doctor for 750,000 people will have over 1,500 trained healthcare workers.The acronym PEACE stands for promote reconciliation, equip servant leaders, assist the poor, care for the sick, and educate the next generation.Warren acknowledged that it will not be easy to work together because of the criticism from conservatives from both religions, but he urged both groups to work together for the common good.You know what I discovered is when you walk down the middle of the road you get hit coming and going, the evangelical pastor said.Actually, it is easier to be an extremist of any kind because then you only have one group of people mad at you. But if you actually try to build relationships, like invite an evangelical pastor to your gathering, you’ll get criticize for it, so will I. But that is not what matters,he said.Warren was among a number of Christian leaders who were invited to participate in the ISNA convention. Other Christian leaders were invited to speak at the smaller sessions during the July 3-6 event.ISNA is an umbrella organization for Muslim groups in North America. Its annual conventions usually draw tens of thousands of people. The hall containing the Saturday session with Rick Warren was filled to capacity.
