The global authority over all .com domain names, VeriSign, is demanding the power to terminate websites deemed abusive when ordered to by government without a court order or any kind of oversight whatsoever.The company said today it wants to be able to enforce the denial, cancellation or transfer of any registration in any of a laundry list of scenarios where a domain is deemed to be abusive, reports the UK Register.Not only is VeriSign seeking the power to kill websites when ordered to by governments, but also by quasi-governmental agencies, which could extend as far as lobbying organizations and special interests.VeriSign has asked the domain name industry overseer ICANN to grant it the power to kill a .com or .net domain in order to comply with applicable court orders, laws, government rules or requirements, and believes the authority should be global to allow the company to shut down websites without a court order if any government agency merely requests it do so.The company has already helped law enforcement agencies in the US, such as the Immigration and Customs Enforcement agency, seize domains that were allegedly being used to sell counterfeit goods or facilitate online piracy, when the agency first obtained a court order,states the report.
Indeed, the Department of Homeland Security has already seized website domains merely for linking to copyrighted material, despite the fact that such material isn’t even hosted on the website itself. DHS has also worked with VeriSign to terminate websites already deemed legal by courts in other countries.The Electronic Frontier Foundation slammed the DHS website seizures as Blunt instruments that cause unacceptable collateral damage to free speech rights.ICE’s domain name seizures, including this one, are occurring without meaningful court oversight, with no chance for the targets to defend themselves before their websites are taken down and a highly cumbersome process for challenge afterwards,said EFF Intellectual Property Director Corynne McSherry. The government should stop these seizures until they comply with the law.Now VeriSign wants to seize even more draconian powers so it can work with governments to shut down abusive websites on a whim without any legal due process whatsoever.This represents a massive threat to the last refuge of true free speech, the Internet, and follows in the footsteps of the Obama administration’s efforts to create an Internet kill switch under the guise of cybersecurity.As we have documented, lawmakers like Senator Joe Lieberman have teamed up with DHS officials to push draconian legislation in an effort to mimic the Communist Chinese system of policing the Internet. During a CNN appearance last year, Lieberman said the goal was to empower the U.S. government with an Internet kill switch.Right now China, the government, can disconnect parts of its Internet in case of war and we need to have that here too,Lieberman told CNN’s Candy Crowley.
However, China’s war is not against foreign terrorists or hackers, it’s against people who dare to use the Internet to express dissent against government atrocities or corruption. Hey, have you heard? The stock market is absolutely soaring right now. The Dow was up 330 points on Monday, and overall the Dow has risen by more than 10 percent since October 3rd. So should we all be throwing our money into the stock market in order to take advantage of this tremendous rally? Well, if you actually believe that the sovereign debt crisis has passed and that we are no longer on the verge of a massive worldwide financial crisis then I have a bridge that I would like to sell you. The stock market may be soaring, but absolutely nothing has been solved. The truth is that this stock market rally is for suckers. The primary reason why stocks rose today was because German Chancellor Angela Merkel and French President Nicolas Sarkozy promised that they would reveal a comprehensive response to the European debt crisis by the end of this month. When pressed for specifics, Sarkozy stated that now is not the moment to go into the details. So do global financial markets really have a legitimate reason to be giddy about the super secret plan cooked up by Angela Merkel and Nicolas Sarkozy, or are Merkel and Sarkozy just blowing a bunch of smoke? Merkel and Sarkozy have made bold promises in the past, but nothing ever got fixed. So why should we believe them this time? If they have real solutions, why don’t they just reveal them now? Why keep us in suspense?
By making these vague promises, Merkel and Sarkozy certainly did give a boost to global financial markets, but they also seriously raised expectations.Now many in the financial world are expecting something truly significant from Merkel and Sarkozy. For example, CNN has quoted economist Scott Brownas saying the following about the announcement by Merkel and Sarkozy….The Europe debt crisis cloud has been hanging over the market for a year-and-a-half now, said Scott Brown, chief economist at Raymond James. The risks and worries have been intensifying over the last couple of weeks, but after this weekend, the market is expecting something big and concrete that will put the crisis behind us.So can Merkel and Sarkozy deliver something big?
Of course not.Merkel has already gotten all of the bailout money that she is going to get out of the Germans. The political will for more bailouts is totally gone in Germany, and many of Germany’s top leaders have expressed this in no uncertain terms.
For example, German Finance Minister Wolfgang Schaeuble is publicly admitting that Germany will not be able to contribute any more money to the European bailout fund.
Also, the leader of Bavaria’s Social Christians, Horst Seehofer, said after the recent vote on the Greek bailout package that his party would go this far, and no further.Recent opinion polls in Germany make it abundantly clear that the German people are overwhelmingly opposed to more bailouts. Squeezing more money out of Germany simply is not going to happen, and that means that squeezing more money out of the rest of Europe is simply not going to happen.In a recent editorial, Ambrose Evans-Pritchard described the current political situation in Europe in this manner….

Dexia is being bailed out, and it is going to cost more than 100 billion dollars.The funny thing is that Dexia actually passed the banking stress test that was conducted a few months ago.What does that say about all of the major European banks that did not pass the stress test? Also, perhaps global financial markets should focus on all of the credit ratings that are being downgraded all over Europe.Lately, we have seen a cascade of credit rating downgrades.For example, Moody’s slashed Italy’s credit rating by three levels last Tuesday, and the other day S&P slashed the credit ratings of seven different major Italian banks.The problems in Europe continue to grow worse, and yet the stock market is soaring.
It doesn’t make a lot of sense, does it? If Greece defaults, it is going to be a major disaster.If Italy or Spain defaults, it is going to be financial armageddon.

Ahead of the G20 meeting of leading world economies and in the wake of ever-sharpening international criticism of Europe’s dithering response to the eurozone debt crisis, EU presidents Herman van Rompuy and Jose Manuel Barroso have given the bloc’s member states a pep talk, saying that the EU needs to demonstrate it can act but also demanding that foreign governments need to make a constructive contribution too.Our G20 partners' perception is that if Europe does not solve its sovereign debt crisis there will be dangerous spillovers on the global economy, the pair wrote in a letter to the 27 EU member states on Monday (10 October), acknowledging global opprobrium being heaped upon Europe.We need to show them that the European Union is determined to do whatever necessary to overcome the current difficulties, they said.Calling for a renewal of the collective G20 spirit, the two presidents - Barroso is in charge of the European Commission, while Van Rompuy heads up the European Council - wrote how Europe should be proud to have been instrumental in the creation of the G20 process.The fact that France holds the G20 Presidency this year gives Europe a special responsibility.Elsewhere in the letter, Barroso and van Rompuy wrote “The EU needs to demonstrate that we are aware of our own responsibility and fully engaged in addressing the challenges we face.The letter points out how the EU was the first within the G20 to deliver on a G20 commitment to raise capital requirements for financial institutions, and argues that other powers have yet to step up their game:Our G20 partners have to deliver as well and together we should accelerate work to advance on other agreed reforms.The pair hit back at other G20 actors, saying risks came not only from Europe, but other economies as well: We will also demand from our G20 partners a constructive contribution to face the global economic challenges.
They said that pre-crisis imbalances in the global economy remain in place including undervalued exchange rates in key emerging surplus economies, - a reference to China’s massive trade surplus and what Washington and Brussels describe as its undervalued currency.They added that there needed to be a balanced discussion of the various risks to the global economy, including those coming from the US and from emerging market economies.Barroso and Van Rompuy outlined what the EU should try to get out of the upcoming G20 meeting, to take place from 3-4 November in Cannes, calling for an action plan of measures.Specifically, the pair said that further work needed to be done on reforms to derivative markets, banking crisis prevention, shadow banking, globally agreed accounting standards and ambitious measures on systemically important financial institutions.The pair also want to see a strengthening of economic surveillance by the International Monetary Fund, a boost to the IMF’s resources and an expansion of the international lender’s toolkit to support countries facing bond-market stress.The letter placed an emphasis on boosting trade as the most effective way to support global growth. Acknowledging that a conclusion to the WTO Doha Round negotiations will not be achievable by the end of this year despite our intensive engagement and that of some others, the pair warned that the stalemate risks encouraging protectionist measures.The two presidents also argued for further discussions about a global financial transaction tax at the G20 level. The European Commission has proposed the introduction of such a levy at the EU level. Financial markets hoping for the outline of some grand strategy for dealing with the ever-worsening eurozone crisis are likely to be disappointed by the vague announcement offered up by the French president and German chancellor after emergency talks in Berlin on Sunday (9 September).We are very conscious that France and Germany have a particular responsibility for stabilising the euro, said Nicolas Sarkozy alongside Angela Merkel.We need to deliver a response that is sustainable and comprehensive. We have decided to provide this response by the end of the month because Europe must solve its problems by the G20 summit in Cannes.By the end of the month, we will have responded to the crisis issue and to the vision issue,he said.
Merkel for her part said that they would issue no details on the matter before the end of the month.The pair did however say that they are committed to a second bail-out of the European banking system, with Merkel stressing that the pair will do whatever is necessary for the recapitalisation of our banks.The International Monetary Fund last week estimated the cost for such a move to come to €200 billion - a high sum for European citizens still angry at multi-billion bail-outs of financial institutions at the start of the crisis that dragged down the balance-sheets of governments across the bloc.But neither Merkel nor Sarkozy offered any news as to whether the pair had reached agreement on where the funds would come from - the eurozone’s bail-out fund or national governments themselves.France favours a deployment of the European Financial Stability Facility (EFSF) for bank recapitalisation - in effect sharing the burden of bailing out national banks across the eurozone, while Germany feels that this should only be a final recourse, should national governments not be in a position to do so.The pair would also not be drawn on whether any resolution had been achieved over their differences on the question of whether Greece should be allowed to default.We are working closely together on Greece,said Merkel.On Greece, we are waiting of the troika report, was all the French president said. EU summit delayed as France, Germany tussle

European Council President Herman van Rompuy has delayed by a week a planned summit of the bloc’s leaders in order to give more time for behind-the-scenes negotiations on plans to bring an end to the eurozone crisis.Van Rompuy first tweeted the news of the delay mid-afternoon on Monday (10 October), and later said that he had decided to convene the EU Council and subsequent eurozone summit on 23 October, a Sunday instead of the originally planned two-day event from 17-18 October.This timing will allow to finalise our comprehensive strategy on the Euro area sovereign debt crisis covering a number of interrelated issues,he said.The announcement comes in the wake of an inconclusive meeting between the EU’s two economic powerhouses, France and Germany, on Sunday.Leaders Angela Merkel and Nicolas Sarkozy ended a discussion in Berlin with little fresh to announce other than a commitment to have a plan in place by the end of the month.Berlin and Paris are divided over whether a second round of bail-outs of European banks should be performed by national governments or the eurozone’s rescue fund, the European Financial Stability Facility.France wants the EFSF to perform the task, in effect sharing the burden of bank recapitalisation across the euro area in order to stave off a downgrade in the country’s triple-A credit rating.
French banks are heavily exposed to sovereign debt in the EU periphery and the state will have to stump up significant sums to bail its financial institutions out, a move that will hike its public debt levels. This in turn will likely draw the ire of credit rating agencies.Germany for its part is less exposed and would prefer the EFSF to be used only if states themselves are incapable of funding the bank bail-outs.The International Monetary Fund has estimated that it will cost the EU as a whole some €200 billion to recapitalise its troubled banking sector.Sarkozy and Merkel are also divided over whether to accept a sovereign default by Greece. The German finance ministry is understood to be planning for this possibility while France is opposed, again as a result of the level of its exposure to peripheral debt. Berlin for its part feels that a Greek default is inevitable and that a controlled default is preferable to the chaos that could ensue in the alternative scenario.Van Rompuy said nevertheless that negotiations on a range of items are progressing well.Significant progress has been accomplished in the implementation of the July package. The 6-pack [of legislation delivering greater economic centralisation in Europe] has been approved. The European Financial Stability Facility (EFSF) ratification process is nearing completion. Consultations on the Eurozone governance have progressed well,he said in a statement.However, he did concede that there were topics that remained unresolved.Further elements are needed to address the situation in Greece, the bank recapitalisation and the enhanced efficiency of stabilisation tools - EFSF, he said.
Carsten Brzeski, a senior economist with ING Bank in Belgium, told EUobserver that the delay is probably both good and bad news.It is probably both. A bad sign as it shows that, despite Sunday’s feel-good press conference, Germany and France are still not on the same page,he said.As so often, the devil is in the detail, particularly when it comes to the issue of bank recapitalisations and Greek debt restructuring.However, to give it at least some positive touch, postponing it to a Sunday shows at least the commitment to come up with a credible solution,he said.

Greek healthcare eroded by austerity measures, crisis

Startling declines in the health of Greek citizens and increases in the rates of drug abuse, HIV infection, and suicide have resulted from the economic crisis and the strict austerity embraced by the country, says a new, three-year medical study.
Greek citizens were 15 percent less likely to consult a doctor in 2009 than in 2007, according to the study, published on Monday (10 October) in the Lancet, the world’s leading medical journal.The study, which surveyed just over 12,000 respondents in 2007 and 15,000 in 2009 and employed data from EU statistics on income and living conditions, found that the reduction in access did not come about due to an inability to pay, but instead probably reflect supply-side problems including cuts of around 40 percent in hospital budgets.The paper also blames other malfunctions in the health system related to the cuts, including understaffing, reported occasional shortages of medical supplies, and bribes given to medical staff to jump queues in overstretched hospitals.The number of people able to obtain sickness benefits declined by around 40 percent between 2007 and 2009, probably owing to budget cuts, the paper says, warning worse is yet to come.Further reductions to access and the level of benefits are to be expected once austerity measures are fully implemented.
While people are going to the doctor less, there has also been a 14 percent rise in the proportion of Greek citizens reporting that their health was bad or very bad in 2009 compared with 2007.Suicides also rose by 17 percent in 2009 from 2007 and unofficial 2010 data quoted in parliament mention a 25 percent rise compared with 2009. The minister of health reported a 40 percent rise in the first half of 2011 compared with the same period in 2010.The core of the paper focuses on a three-year study from 2007-09. One of the authors, Marin McKee, of the London School of Hygiene and Tropical Medicine, told EUobserver that although some information covering some topics are accessible for the period since 2009, the data was the latest available for overall health outcomes.If I wanted to get the latest financial data from a country, I could get it in 15 seconds, while health data usually takes three years. There is an unwarranted lag between the gathering of financial sector data and data covering the health sector. And there is a great worry that governments will be forced to cut back on data collection and analysis here.The EU-IMF-ECB troika is expending great effort currently to ensure that economic data from the country is accurate.The EU should be spending as much effort on support for the gathering of health data. The health of the population is at least as important as a national economy.The paper authors also accessed information from medical research institutes, health prefectures, and NGOs, which provided epidemiological indicators, data on hospital admissions, and reports on mental health problems and the status of vulnerable groups.A sharp increase in HIV infections occurred in late 2010, with the most recent data suggesting that new infections will rise by 52 percent in 2011 compared with 2010, with half of the increases amongst intravenous drug users.
Heroin use climbed by 20 percent in 2009, from 20,200 to 24,100 individuals, according to estimates from the Greek Documentation and Monitoring Centre for Drugs.Yet budget cuts in 2009 and 2010 have resulted in the loss of a third of the country’s street-work programmes, the Lancet study notes.The paper references a shocking finding in a survey, also from the Greek Documentation and Monitoring Centre for Drugs, describing how a few individuals have deliberately infected themselves with HIV simply in order to access benefits of €700 per month and faster admission onto drug substitution programmes. These programmes provide synthetic versions of heroin, but have waiting lists of up to three years in cities and towns.
Whether the government cuts such as the slashing of the number of street-teams or the overall crisis is more directly to blame, the authors cannot say: It would be almost impossible to say that it is, say a third EU cuts, a third the government’s own decisions, a third the economic crisis itself. But all three factors certainly play a role.Overall, the picture of health in Greece is concerning. It reminds us that, in an effort to finance debts, ordinary people are paying the ultimate price: losing access to care and preventive services, facing higher risks of HIV and sexually transmitted diseases, and in the worst cases losing their lives, the authors of the paper concluded.Responding to the study, Eurohealthnet, a non-profit network of European regional and national health agencies, called on the Brussels to commit more energy to data collection on the affects of the crisis and austerity on the health of citizens.The EU should help make sure the people of Greece know the factual truth, said Clive Needle, the group’s director. It can use a health and economy task group to support national governments in providing evidence for the troika working on economic changes.The EU treaty calls on the EU and states to protect health in all their programmes, whatever the economic position.

EU countries have lent international credibility to the Syrian National Council (SNC) but stopped short of recognising it as a replacement for the regime of President Bashar Assad.Foreign ministers in a joint communique in Luxembourg on Monday (10 October) said the bloc welcomes the efforts of the political opposition to establish a united platform. It calls on the international community also to welcome these efforts. In this regard, the EU notes the creation of the Syrian National Council as a positive step forward.Italy's Franco Frattini went further, encouraging the group to come out with a plan for what it would do if Assad falls.
Many, many countries in the world have not yet sufficient knowledge about who [the SNC] are. We would very much like to have programmes if possible, roadmaps. What is very clear is that we cannot any longer accept the Syrian government, which is killing ordinary Syrians. We would very much like to have some alternative proposals, which should be frankly discussed at the level of the international community, he said.The foreign ministers of France and the UK, which led the Nato cavalry charge into Libya, confirmed they are holding meetings with the council. Sweden's Carl Bildt noted: We are talking with them, obviously, as well as we are talking to others who have the possibility of influencing events in Syria.The SNC is an Istanbul-based group of Syrian exiles and expats launched on 2 October. It is currently led by Burhan Ghalioun, a Paris-based academic liked by Western capitals for his secularist and pro-democratic views, but also contains members of the Muslim Brotherhood, a regional Islamist movement. It is putting together a 29-person secretariat and has co-ordination committees that organise protests inside the country.
The EU and the US have already said that President Assad has lost legitimacy and should step down, while British and French military analysts say strikes against Syria are technically feasible.Nato countries have in the past ruled out Libya-type military intervention because they say that there is no UN mandate, however, and because the opposition movement until now had no leadership structures capable of running the country in a post-Assad scenario.The Assad regime sees the SNC as a threat. We will adopt strict measures against any country which will recognise the illegitimate council, Syrian foreign minister Walid Moallem told the state news agency, Sana, on the eve of the EU's Luxembourg meeting.For its part, Russia has for the past three months blocked French and UK-backed draft UN Security Council resolutions condemning the Syrian authorities on the grounds that any UN text could be exploited by Nato to launch military strikes.Russia's Nato ambassador, Dmitry Rogozin, in an interview with Russian daily Izvestia in August said Nato military planning on Syria is already well underway. The European Commission in its annual enlargement report will tell Turkey to stop attacking investigative journalists and to back off on Cyprus gas exploration.The report, due to be published on Wednesday (12 October) and seen by EUobserver, singles out Turkey in a general complaint about attempts to gag independent reporting in the Western Balkans, saying: In Turkey, the legal framework does not yet sufficiently safeguard freedom of expression. A very high number of cases are brought against journalists and the number of journalists in detention is a concern.In the chapter dealing with Turkey, it notes: While substantial progress has been made over the past 10 years, significant efforts are required to guarantee fundamental rights in practice, in particular freedom of expression.With Ankara recently sending gunboats to accompany a Turkish ship drilling for gas in waters claimed by EU member state Cyprus, it also urges the avoidance of any kind of threat, source of friction or action that could damage good neighbourly relations.
Turkish reporters writing about sensitive issues, such as state links to underground Islamist movements, Kurdish minority rights and the 1915 Armenian genocide, face prosecution and jail sentences under anti-terrorism laws in actions that undermine the country's image as a model Islamic democracy.Reporters Without Borders, a Paris-based NGO, in a survey earlier this year noted that 60 journalists are in prison while 62 were tried in media freedom cases in the first three months of this year.Reporters Ahmet Sik and Nedim Seder have spent six months in prison for looking into the Energekon case, the government's hunt-down of people allegedly linked to an ultra-nationalist cabal run by military officers. Meanwhile, the decision in September to wrap up the investigation into the 2007 murder of pro-Armenian writer Hrant Dink is widely seen as an attempt to portray his young killer, Ogun Samast, as a lone wolf extremist while making sure suspected links to government officials are not explored.On Western Balkans enlargement, the draft European Commission report does not say whether Brussels will recommend that Serbia gets formal EU candidate status.The decision is to be taken by the college of commissioners at the last minute before it is published on Wednesday amid attempts to pressure Belgrade to normalise day-to-day relations with Kosovo.EUobserver has learned the commission will on Wednesday recommend giving the status as a reward for Serbia handing over top war crimes fugitives Ratko Mladic and Goran Hadzic to The Hague. But the award will be made on the understanding Germany will in December block an EU decision to start accession talks with Serbia due to its support for ethnic Serb paramiltary groups and gangsters in north Kosovo.
Looking at the other Balkan EU aspirants, the report confirms that Croatia should be able to join the EU on 1 July 2013 and holds up Zagreb as an incentive and catalyst [for pro-EU reforms] for the rest of the region. But it adds EU officials will send special missions to monitor its fight against high-level corruption and publish six-monthly reports in the run-up to enlargement in a mechanism that could see Brussels recommend EU countries put the accession process on hold.Montenegro and Macedonia come top of the class in terms of progress on reforms. But the commission does not say when the two EU candidates can start accession talks. Albania is said to have made limited progress amid a political deadlock over January's elections. Bosnia is described as being in a state of paralysis and confrontation between ethnic Serbs and Muslims with lack of a common understanding on the overall direction and future of the country.The two special cases in the report - Iceland and Kosovo - stand poles apart.The commission notes that Iceland is more or less already an EU country in terms of standards and that accession talks are making headway. But it notes that joining the EU remains a controversial issue amid widespread belief Icelanders will reject the union when it comes to a referendum on membership.Kosovo, which has no prospects of joining the EU until all 27 member states recognise it as a country, is depicted as an economic and security basket case. The report notes that unemployment in the former Serb province is the highest in Europe and that much more needs to be done to tackle organised crime and corruption.It adds that Brussels takes very seriously allegations that its prime minister, Hashim Thaci, ran an organised crime group 10 years ago that cut out and sold the internal organs of Serb prisoners and that continues to threaten the lives of potential witnesses in EU attempts to investigate the case today.

In a shocking development in the trial of the accused underwear bomber Umar Farouk Abdulmutallab, Delta Flight 253 eyewitness Kurt Haskell has been called by Abdulmutallab as a witness for the defense, a move that could blow the whole case wide open.Detroit Lawyer Haskell has been a prominent skeptic of the government’s official version of events, having witnessed a well-dressed man help Abdulmutallab clear security before the incident on Christmas Day 2009 despite the fact that the bomber had no passport, in addition to the fact that his own father had warned U.S. intelligence officials of the threat posed by Abdulmutallab a month before the attempted attack.It later emerged that the State Department was ordered not to revoke Abdulmutallab’s visa by federal counterterrorism officials even though the accused bomber had known terrorist ties.Haskell maintains that Abdulmutallab was carrying a fake bomb and was the unwitting dupe in a case of government entrapment.

I will do this for the common good of all of the citizens of the United States.Abdulmutallab’s court outbursts, in which he shouts clichéd rhetoric about the mujahadeen, Osama bin Laden and Al-Qaeda, suggest that he is being coached on how to behave and what to say, suggests Haskell. The outbursts are in complete contradiction to how he behaved during the Flight 253 incident, Haskell told the Associated Press.I saw him before boarding and he never said anything, I’ve seen him in court several times, and I even saw him when he lit his fake bomb and his crotch was burning and he never makes a peep. This is totally out of character for him, Haskell told AP writer Ed White, although White later edited the quote.During his interview on the Alex Jones Show today, Haskell pointed out that if Abdulmutallab chooses to reveal what he knows about the entire plot, it could be more damaging to the Obama administration than the Fast and Furious scandal, and would undermine the entire foundation of the war on terror and the TSA grope downs and body scans that were introduced in the aftermath of the event.
Abdulmutallab could reveal which intelligence agents gave him the dud bomb, while also lifting the lid on the role of Anwar al-Awlaki, who as we have documented was clearly a double agent posing as an Al-Qaeda leader while doing the bidding of the US intelligence community.Aware that his involvement in the case and his assertions of government complicity in the aborted attack could put his life in danger, Haskell made it clear on air that he was not planning on committing suicide.

By now, most Americans have learned about the existence of a kill or capture list, or a list of people who presumably have sufficiently demonstrated their ill intent or deeds against the United States of America. As normal Americans and civilized people of the West, it is likely that we envision those on such a list as the very faces of evil themselves and deserving of the full weight of ultimate justice that the U.S. has to offer. That justice can be delivered from afar, from a drone that the name on the list will never hear or see, or up close and personal. The method is dictated by circumstances.
The making of the list
According to the release of a document by our government with the self-proclaimed most transparent administration at the helm, the list is created and maintained by a secretive panel of unnamed government officials consisting of a subset of the White House National Security Council. There is no public record of the panel’s operations or decisions, nor is there any U.S. law establishing its existence or setting out the rules by which it is supposed to operate.Further queries into the list-making process revealed that recommendations are made by a committee of mid-level National Security Council officials which are then sent to a NSC panel of principals for final approval. The principals are an apparent reference to NSC unit chiefs and Cabinet secretaries; however, it is important to note that this panel could have different memberships when considering different operational issues.This is chilling considering the vague nature of not only who merits inclusion on this list, but by the ambiguity of exactly who is making such a list and the suggestion that membership in this turbo-charged star chamber may change.
Creating a process of conditioning
As Americans, we’ve been lulled into a process of conditioning that our government knows best. We’ve willfully abandoned the U.S. Constitution as the ultimate rule of law. With this administration in particular, that abandonment began with collusion from both sides of the political aisle relative to the lack of proper authentication of Obama’s eligibility to hold office.The constitution continued to suffer the most egregious attacks under this administration as we willingly forfeited the rights and liberties afforded us by the constitution in exchange for the illusion of security. Although this exchange progressed methodically since the 9/11 attacks when we were told of the need for the extra-judicial Patriot Act because of the asymmetrical nature of the war which was thrust upon us, it was placed on the progressive fast track under Obama. Unlike under the Bush administration, few seemed to notice – or care. Beyond the unprecedented level of submission to governmental control by Americans, I submit that there is also something else in play here. It’s an intentional conditioning.This process of conditioning or acclimation has apparently escaped the majority of Americans who appear to be otherwise preoccupied with the next winner of Dancing with the Stars or whatever else is diverting the attention of an already attention-deficient public. Regardless of the nature of the diversion, it is evident that we have been conditioned to accept government created hit lists and all of the related ambiguity to this process as the new normal.To best illustrate the process of conditioning, simply look at our nation’s airports. Even before 9/11 for example, air travelers were conditioned to the sight of metal detectors for the alleged security of the flying public. After acclimation to the sight of the tools and the security process itself, security measures were increased to shoe removal of all passengers. Once conditioned to the removal of footwear, the rights of American citizens became exponentially more violated through invasive pat-downs and nuclear scans with equipment possessing a dubious safety record.
Unbelievably, few objected to this warrantless search and the voluntary surrender of their constitutional rights and even gleefully accepted being treated as grope-a-dopes in the name of security. Notice that the insufficient objections to these practices have permitted their expansion beyond airport property and are now being placed on our streets, in our malls and stadiums.Now in the name of security and at the whim of a nameless and faceless oligarchy, we are permitting a virtual open season on American citizens being labeled as our enemies without so much as the right to a trial inherently afforded by our constitution. The sinister system of acclimation and conditioning as illustrated in our airports has appeared to give license to more egregious violations of our rights and liberties, to the extent that we are permitting the creation of a modern day star-chamber.It was and is not about security, but conditioning. If this shadow government is permitted to continue to operate, we will soon be unable to recognize our Constitution, our rights, or even ourselves.
Continuity of agenda
True enough, our enemies today don’t wear the uniforms of a hostile nation and may well be American citizens. On the battlefield, they must be identified and terminated with prejudice. The security of our nation is paramount. We can and must protect our great country and citizens, however, without having to stray from the framework of laws known as our constitution. But first, we must be willing to openly and unapologetically identify our enemy, without acquiescence to the oppressiveness of political correctness or the actions of an infrastructure infiltrated by individuals who adhere to the very ideology we are fighting.Whether by well-intentioned albeit ignorant attempts to avoid offending an entire religion, by design, or a mixture of both, we now find ourselves in the position of watching our government act as judge, jury and executioner not just by our real enemies, but by anyone deemed to be a threat to our national security. The problem lies in the identification of our enemies or more accurately, our unwillingness to do so publicly and without apology. The alternative is that we might find our own names on an enemies list at the whim of a nameless, faceless cabal working outside of our constitution.Perhaps the most important and telling of all is that the creation of this secretive star-chamber has been brought to you compliments of the Obama administration. Just a few short years ago, countless progressives and liberals were in a frenzy over the legalities of our interrogation techniques, renditions and incarcerations of terror suspects during the Bush administration. There was public outrage and were loud demands and media pressure for the Bush administration to release the legal memoranda behind these unconscionable acts. Obama himself made such demands.Now that Obama is the overseer of policies that exceed Bush-era practices, there is virtual silence but plenty of complacency and complicity. With the future of our nation at stake, the former is shameful. The latter is unforgiveable.

There are wanna bees, Liars and frauds everywhere. Political power is at stake and our President’s empire is tilting like the Leaning Tower of Pisa. This means that the battle lines of election warfare must be drawn and deeply soaked with political blood. The color of red is appearing everywhere. Have you noticed? Enemies continue to be created and used while the Obama administration is educating us as to who these enemies are. Enemies are all those who simply disagree with Obama, the progressive left and their goals to take and redistribute our wealth. This includes the Tea Party folks, representing most of America now, conservatives in Congress who dare to stand against Obama and his unconstitutional schemes and as always, George Bush. Vice President Biden even reminded a group of 5th graders this week about our dreaded economy being all George Bush’s fault. Thank God for Biden. For a moment I forgot it was all Bush’s fault. Here I was blaming my husband for this and that when I should have known it was George’s fault.While issues continue to be lied about and manipulated, the people are to be entertained and distracted by Obama’s contrived causes. He intends to look very Robin Hoodish and like he is one of the struggling, people. You see, Obama is tormented, persecuted and frustrated by the dreaded and un American congress and Tea Party. He feels our suffering, knows our suffering and hates as we do that our suffering and economic struggles are caused by the deadlocked congress he has to deal with, the racist Tea Party who hate blacks and American conservatives who don’t want to contribute more with their taxes. How can we not notice the huge Occupy Wall Street group protesting against Billionaires and for their version of the American dream. Van Jones, who describes himself as a revolutionary and communist in the 1990s is boldly behind this group that has assembled at Wall Street. His group, The American Dream movement which is run by the extreme leftist group MoveOn.org and is also supported by Planned Parenthood, the Hip Hop Caucus and the Sierra Club is the next thing to be used to confuse the people, mix up the issues and blame the enemies of Obama, namely the Tea Party, Congress, business and Capitalism.Most the people don’t have the time to dig for the deeper issues. They just know that if Obama says Wall street is evil and hurts the people this must be true. Never mind that Obama’s regime is the one that has paid the AIG reps, big bankers the international money machine, hundreds of billions of dollars. He has been Father Christmas to countless heads of Unions, money cartels and big, behind the scenes business. Obama has never been grass roots and concerned about minorities and the people. He has always played fast and furious with big business, Unions and big money.The Van Jones group, the American Dream movement sounds so good on the surface but you quickly see it is nothing but a group demanding rights through massively higher taxes, redistribution of wealth, communistic ideas (per Van’s proud past) and big Government gifts and controls. Van Jones calls this a grassroots movement even bigger then the Tea Party.Now, for a reality check for Van Jones. The growing Tea Party groups simply represent a broad base, multi colored tapestry of all the people. Jones and his Marxist, redistribution of wealth cult following he calls on and manipulates is about as big as a hang nail on the Tea Parties foot.
The bottom line is that Obama, Van Jones and other leftist groups always hide behind causes that make them on the surface look like the suffering and grass roots of America. They also are the first to rally behind, created race wars and crisis to extract more followers and distract the masses. The agenda of control and redistribution boldly marches forward as the people march in the streets, believing they are crusaders while throwing rocks at the enemies across the tracks.Real issues to march in the streets about are most clear, regardless as to whether you are a Republican or Democrat. The Mortgage Industry and those who have played the derivatives games, selling and reselling loans over and over, like a game in Vegas should be called on the carpet. These lending and mortgage companies have been essentially stealing homes from countless millions of people. I was talking with someone just the other day on air who talked of a mortgage payment her and her husband needed to adjust since the interest rate kept going up on their loan. They found that their loan had been sold and resold so much that no one would claim responsibility as to the institution to negotiate with. They were royally screwed while the greedy and crooked financial businesses in a long daisy chain of them had long made tons of money off their loan. These people lost their money and their home. Now, this is something to march in the streets about and demand total reform and accountability.Spending billions to bail out troubled banks was also dumb. We were told they were too big to fail. Everyone else in business fails when they do stupid and greedy business that doesn’t make sense. How come the big banks weren’t allowed to fail? This would have been better and produced faster economic healing and jobs. Instead, Obama and his progressives just pushed the can down the road and delayed the crash by stealing more money from the people and giving it to his banking friends.We need marching in the streets all right but it is to demand our freedoms again and leaders who are fiscally responsible, who will submit to our constitution and Judeo Christian values. As Americans, we’ve been lulled into a process of conditioning that our government knows best. We’ve willfully abandoned the U.S. Constitution as the ultimate rule of law. With this administration in particular, that abandonment began with collusion from both sides of the political aisle relative to the lack of proper authentication of Obama’s eligibility to hold office.The constitution continued to suffer the most egregious attacks under this administration as we willingly forfeited the rights and liberties afforded us by the constitution in exchange for the illusion of security. Although this exchange progressed methodically since the 9/11 attacks when we were told of the need for the extra-judicial Patriot Act because of the asymmetrical nature of the war which was thrust upon us, it was placed on the progressive fast track under Obama. Unlike under the Bush administration, few seemed to notice – or care. Beyond the unprecedented level of submission to governmental control by Americans, I submit that there is also something else in play here. It’s an intentional conditioning.This process of conditioning or acclimation has apparently escaped the majority of Americans who appear to be otherwise preoccupied with the next winner of Dancing with the Stars or whatever else is diverting the attention of an already attention-deficient public. Regardless of the nature of the diversion, it is evident that we have been conditioned to accept government created hit lists and all of the related ambiguity to this process as the new normal.To best illustrate the process of conditioning, simply look at our nation’s airports. Even before 9/11 for example, air travelers were conditioned to the sight of metal detectors for the alleged security of the flying public. After acclimation to the sight of the tools and the security process itself, security measures were increased to shoe removal of all passengers. Once conditioned to the removal of footwear, the rights of American citizens became exponentially more violated through invasive pat-downs and nuclear scans with equipment possessing a dubious safety record.
Unbelievably, few objected to this warrantless search and the voluntary surrender of their constitutional rights and even gleefully accepted being treated as grope-a-dopes in the name of security. Notice that the insufficient objections to these practices have permitted their expansion beyond airport property and are now being placed on our streets, in our malls and stadiums.Now in the name of security and at the whim of a nameless and faceless oligarchy, we are permitting a virtual open season on American citizens being labeled as our enemies without so much as the right to a trial inherently afforded by our constitution. The sinister system of acclimation and conditioning as illustrated in our airports has appeared to give license to more egregious violations of our rights and liberties, to the extent that we are permitting the creation of a modern day star-chamber.It was and is not about security, but conditioning. If this shadow government is permitted to continue to operate, we will soon be unable to recognize our Constitution, our rights, or even ourselves.
Continuity of agenda
True enough, our enemies today don’t wear the uniforms of a hostile nation and may well be American citizens. On the battlefield, they must be identified and terminated with prejudice. The security of our nation is paramount. We can and must protect our great country and citizens, however, without having to stray from the framework of laws known as our constitution. But first, we must be willing to openly and unapologetically identify our enemy, without acquiescence to the oppressiveness of political correctness or the actions of an infrastructure infiltrated by individuals who adhere to the very ideology we are fighting.Whether by well-intentioned albeit ignorant attempts to avoid offending an entire religion, by design, or a mixture of both, we now find ourselves in the position of watching our government act as judge, jury and executioner not just by our real enemies, but by anyone deemed to be a threat to our national security. The problem lies in the identification of our enemies or more accurately, our unwillingness to do so publicly and without apology. The alternative is that we might find our own names on an enemies list at the whim of a nameless, faceless cabal working outside of our constitution.Perhaps the most important and telling of all is that the creation of this secretive star-chamber has been brought to you compliments of the Obama administration. Just a few short years ago, countless progressives and liberals were in a frenzy over the legalities of our interrogation techniques, renditions and incarcerations of terror suspects during the Bush administration. There was public outrage and were loud demands and media pressure for the Bush administration to release the legal memoranda behind these unconscionable acts. Obama himself made such demands.Now that Obama is the overseer of policies that exceed Bush-era practices, there is virtual silence but plenty of complacency and complicity. With the future of our nation at stake, the former is shameful. The latter is unforgiveable.

There are wanna bees, Liars and frauds everywhere. Political power is at stake and our President’s empire is tilting like the Leaning Tower of Pisa. This means that the battle lines of election warfare must be drawn and deeply soaked with political blood. The color of red is appearing everywhere. Have you noticed? Enemies continue to be created and used while the Obama administration is educating us as to who these enemies are. Enemies are all those who simply disagree with Obama, the progressive left and their goals to take and redistribute our wealth. This includes the Tea Party folks, representing most of America now, conservatives in Congress who dare to stand against Obama and his unconstitutional schemes and as always, George Bush. Vice President Biden even reminded a group of 5th graders this week about our dreaded economy being all George Bush’s fault. Thank God for Biden. For a moment I forgot it was all Bush’s fault. Here I was blaming my husband for this and that when I should have known it was George’s fault.While issues continue to be lied about and manipulated, the people are to be entertained and distracted by Obama’s contrived causes. He intends to look very Robin Hoodish and like he is one of the struggling, people. You see, Obama is tormented, persecuted and frustrated by the dreaded and un American congress and Tea Party. He feels our suffering, knows our suffering and hates as we do that our suffering and economic struggles are caused by the deadlocked congress he has to deal with, the racist Tea Party who hate blacks and American conservatives who don’t want to contribute more with their taxes. How can we not notice the huge Occupy Wall Street group protesting against Billionaires and for their version of the American dream. Van Jones, who describes himself as a revolutionary and communist in the 1990s is boldly behind this group that has assembled at Wall Street. His group, The American Dream movement which is run by the extreme leftist group MoveOn.org and is also supported by Planned Parenthood, the Hip Hop Caucus and the Sierra Club is the next thing to be used to confuse the people, mix up the issues and blame the enemies of Obama, namely the Tea Party, Congress, business and Capitalism.Most the people don’t have the time to dig for the deeper issues. They just know that if Obama says Wall street is evil and hurts the people this must be true. Never mind that Obama’s regime is the one that has paid the AIG reps, big bankers the international money machine, hundreds of billions of dollars. He has been Father Christmas to countless heads of Unions, money cartels and big, behind the scenes business. Obama has never been grass roots and concerned about minorities and the people. He has always played fast and furious with big business, Unions and big money.The Van Jones group, the American Dream movement sounds so good on the surface but you quickly see it is nothing but a group demanding rights through massively higher taxes, redistribution of wealth, communistic ideas (per Van’s proud past) and big Government gifts and controls. Van Jones calls this a grassroots movement even bigger then the Tea Party.Now, for a reality check for Van Jones. The growing Tea Party groups simply represent a broad base, multi colored tapestry of all the people. Jones and his Marxist, redistribution of wealth cult following he calls on and manipulates is about as big as a hang nail on the Tea Parties foot.
The bottom line is that Obama, Van Jones and other leftist groups always hide behind causes that make them on the surface look like the suffering and grass roots of America. They also are the first to rally behind, created race wars and crisis to extract more followers and distract the masses. The agenda of control and redistribution boldly marches forward as the people march in the streets, believing they are crusaders while throwing rocks at the enemies across the tracks.Real issues to march in the streets about are most clear, regardless as to whether you are a Republican or Democrat. The Mortgage Industry and those who have played the derivatives games, selling and reselling loans over and over, like a game in Vegas should be called on the carpet. These lending and mortgage companies have been essentially stealing homes from countless millions of people. I was talking with someone just the other day on air who talked of a mortgage payment her and her husband needed to adjust since the interest rate kept going up on their loan. They found that their loan had been sold and resold so much that no one would claim responsibility as to the institution to negotiate with. They were royally screwed while the greedy and crooked financial businesses in a long daisy chain of them had long made tons of money off their loan. These people lost their money and their home. Now, this is something to march in the streets about and demand total reform and accountability.Spending billions to bail out troubled banks was also dumb. We were told they were too big to fail. Everyone else in business fails when they do stupid and greedy business that doesn’t make sense. How come the big banks weren’t allowed to fail? This would have been better and produced faster economic healing and jobs. Instead, Obama and his progressives just pushed the can down the road and delayed the crash by stealing more money from the people and giving it to his banking friends.We need marching in the streets all right but it is to demand our freedoms again and leaders who are fiscally responsible, who will submit to our constitution and Judeo Christian values. Ontario Liberals win third straight term in office

TORONTO (Reuters) - Ontario Liberals scored a third straight victory in a provincial election in Canada's economic center on Thursday, but fell one seat short of a majority and will need support from opposition legislators to stay in power.The Liberals won 53 seats in the Legislative Assembly of Ontario after a late surge in a campaign in which polls showed they started in a weak second place. The election numbers were not yet official and many individual races were very close.This will be the first minority government in the province since the mid-1980s.The Progressive Conservatives scooped up 37 seats while the left-leaning New Democrats were ahead in 17.The Liberals' took most of the seats in urban centers including the financial capital of Toronto, while the Conservatives dominated the province's rural areas.
Ontario Premier Dalton McGuinty, now heading for his third straight term in office, campaigned on a message of a steady hand at the tiller in difficult times.McGuinty highlighted his track record of steering the province, Canada's manufacturing powerhouse, through recession with no major spending cuts.Ontario, with a population of more than 13 million, is Canada's most populous province. Its export-oriented economy accounts for about 40 percent of the national gross domestic product.The Liberals lost a total of 17 seats in the election, with the Conservatives picking up 12 and the New Democrats gaining seven. There were two vacancies going into the vote.
Fifty-four seats is the slimmest possible majority for the Liberals. Being one seat short of a majority means the Liberals will need to cooperate with opposition legislators to push through their agenda.The two opposition parties can join forces to vote them out, either by rejecting major legislation or by passing a vote of no confidence.

The race began with a call for change over public frustration with the rising debt, taxes, electricity bills and spending scandals. In the end, voters decided that boring is sometimes best with a stable McGuinty dubbed Premier Dad.It's important that we be sober minded about the message Ontarians have sent us tonight, McGuinty said in a bittersweet speech before a cheering crowd in Ottawa.Ontarians said to us, 'We are placing our trust in you but we expect you to work even harder, listen more than ever and give us nothing but your best every day. But most of all we demand that you lead.During the campaign, the Liberals promised more money for their priorities of healthcare and education.They say they can rein in a C$16 billion deficit and ween the province off its dependency on the auto sector by investing heavily in renewable energy.Tim Hudak, leader of the Progressive Conservatives, saw his lead disappear in the final weeks of the campaign as he scrambled to connect with voters on a platform that looked very similar to that of the Liberals, albeit with some promises to lower taxes and curb spending.It is very clear that the people of Ontario have put Dalton McGuinty on a much shorter leash,Hudak told supporters at his campaign headquarters in Niagara Falls.A vow to scrap Ontario's C$7 billion green energy deal with South Korea's Samsung and end above-market prices for renewable power were the party's only big policy difference with the Liberals.

Israel is spending Friday preparing for Yom Kippur, the holiest day of the Jewish year. The holiday will begin at 4:41 p.m. in Jerusalem.Police have upped their alert across the country, particularly near synagogues, which are expected to be crowded beginning on Friday evening. Paramedics are on alert as well, and are prepared to deal with any emergencies that may come up during the day.The IDF has imposed a closure on Judea and Samaria, due to PA terrorists’ tendency to time their attacks to coincide with holidays. During the closure PA Arabs will be able to travel freely within PA-controlled areas, but will be able to enter Israeli areas only in cases of humanitarian necessity.The entire Cave of the Patriarchs is open only for Jewish worshipers over the fast and tents have been set up for the hundreds expected to arrive there on Friday afternoon after registering for the pre and post fast meal and a place to sleep.Rabbis and volunteers from the Tzohar organization are preparing to conduct user-friendly prayer services across the country, which had over 50,000 participants last year.
The Chabad-Lubavitch movement, Bnei Akiva, the Jerusalem-based Aish HaTorah and others will be holding special services designed for all segments of the Jewish population as well. Hesder and yeshiva high school students will be going to secular neighborhoods and kibbutzim to conduct and participate in the prayers.Ordinary Israelis are preparing as well, by hydrating and eating well in preparation for the 25-hour Yom Kippur fast.Tips to prepare for the fast include: drinking at least two liters of water a day (10 cups) on the days before the fast, and eating whole grains and vegetables on the day before, while avoiding sugar,spicy, fried and salty foods that cause thirst.Those who drink significant amounts of beverages containing caffeine daily (coffee, non-herb teas, colas) are advised to reduce the amount gradually, starting several days before the fast to prevent caffeine addiction symptoms which can include headaches and nausea. The last meal before the fast, known as the seudah hamafseket, should not include unfamiliar, spicy, or fried foods, and should omit vegetables such as cauliflower, cabbage and broccoli.After the fast, those who have abstained from drinking and eating are advised to rehydrate slowly, with a sweet drink, and begin eating with a snack, followed approximately one hour later by a light meal.

In preparation for the Yom Kippur fast, the IDF has cooperated with the Sa'ad Umarpeh organization and distributed 15,000 small bags with water that religious soldiers on operational duty may drink if they feel ill during the fast.The amount of water in the bags, about 40 ml., is precisely the amount that Jewish Law allows an average-sized person to drink during Yom Kippur, if he feels that he cannot do without it. This amount is known as mayim leshiurim. However, the water is only intended for soldiers who carry out operational duty on the fast day.
Some of the bags contain sugared water, so that the soldier's blood sugar level can also be raised.Lt. Col. Rav Haggai Velusky, Head of Halakha Branch in the Chief Military Rabbinate, said that the bags have been delivered to four locations countrywide and that the head military rabbis in each IDF command are responsible for distributing them.

The IDF completed a drill Thursday in which it conducted a surprise call-up of reservists in northern and central Israel.The IDF Website reported that the drill was led by the Control Department in the General Staff under the direction of the Chief of Staff, Lt. Gen. Benny Gantz, which sent surprise immediate call-up notices to an entire brigade in Central Command and another brigade in Northern Command.The exercise was successfully completed and all in all, the website reported, there was a 90% rate of compliance among soldiers and a 100% rate among commanders.The brigades were instructed to transport the soldiers from their homes if they are not able to make it to the command headquarters on their own. The exercise ended Thursday afternoon and lasted about 24 hours.Lt. Gen Gantz summed up the exercise and said: In a situation as unstable as ours, we must make sure that our forces are in a high state of readiness, and aspire to the highest state of readiness.The exercise's timing, one day before Yom Kippur, could be coincidental, but is a reminder of what happened when the IDF was caught off-guard by an Egyptian and Syrian joint attack, executed 38 years ago on Yom Kippur, 5734 (1973). The IDF suffered heavy losses before it was able to stem the Arab attack and soundly defeat the invaders.

LONDON (Reuters) - Credit rating agency Moody's downgraded Britain's part-nationalized banks Lloyds and Royal Bank of Scotland on Friday, although Britain's finance minister said UK banks were well-placed to cope with a European debt crisis.The cuts to RBS and Lloyds formed part of a broader downgrade of 12 British financial companies by Moody's, which had already been flagged by the agency earlier in the year.Moody's cut RBS by two notches to A2 from Aa3, and downgraded Lloyds TSB by one notch to A1 from Aa3. It also cut its ratings on Santander UK, the Co-Operative Bank, Nationwide Building Society and seven other smaller British building societies.Moody's did not change its rating on Barclays and HSBC, which along with RBS and Lloyds represent the Big Four group of lenders that dominate British banking.Moody's believes that the government is likely to continue to provide some level of support to systemically important financial institutions, which continue to incorporate up to three notches of uplift, it said in a statement.
However, it is more likely now to allow smaller institutions to fail if they become financially troubled. The downgrades do not reflect a deterioration in the financial strength of the banking system or that of the government, it added.RBS shares were down 1.8 percent in early morning trade, while Lloyds fell by 2.6 percent. The shares of both banks have consistently traded well below the level at which the British taxpayer originally acquired their RBS and Lloyds stakes following the 2008 bailouts of the companies.The downgrades have been well flagged, reflecting removal of government support through guaranteed liquidity schemes and low probability of future tax-payer bail-outs,Oriel Securities said in a research note.

Europe's sovereign debt crisis, sparked by Greece's economic woes, has led to concerns that many banks will need further injections of capital.Earlier this week, France and Belgium intervened to prop up European bank Dexia, whose financial strength had been eroded by the sovereign debt turmoil.However, British finance minister George Osborne said Britain's banks remained well-capitalized and in better shape than many of their European rivals, who face bigger losses on writedowns to their holdings of Greek government debt.In an interview with BBC radio, Osborne also said that the Bank of England's decision to pump more money into the economy and the government's deficit reduction plans would help shield Britain from the euro zone debt crisis.Osborne said: People ask me how are you going to avoid Britain and the British taxpayer bailing out banks in the future? US warns against European gridlock

In the latest round of public pressure mounted on European leaders to move swiftly to contain the worsening debt crisis, Washington has again demanded the EU act fast.
US President Barack Obama on Thursday (6 October) in his first press conference since the middle of the summer said that the American economy was flagging and warned against European gridlock.They've got to act fast, he said speaking at the White House.Our economy really needs a jolt right now. This is not the time for the usual political gridlock,he continued.The problems Europe is having today could have a very real effect on our economy at a time when it's already fragile.His words were echoed by his economy chief, treasury secretary Timothy Geithner, who warned that the level of integration between the US and EU economies was such that Europe could end up dragging down the global economy.Europe is so large and so closely integrated with the US and world economies that a severe crisis in Europe could cause significant damage by undermining confidence and weakening demand,Geithner said in remarks to the US Senate Banking Committee.Washington wants to see the bloc massively expand its rescue operation by leveraging its €440 billion bail-out fund, perhaps to the tune of €2 trillion to stave off fears that Spain and Italy could not be bailed out in the event that the debt crisis spreads to two of Europe’s largest economies.The critical imperative is to ensure that the governments and the financial systems under pressure have access to a more powerful financial backstop, he said.
Meanwhile, across the Atlantic, the gloom was apparent in comments by the governor of the Bank of England, Mervyn King.After announced a further, £75 billion round of quantitive easing, King described the ongoing crisis as potentially worse than the Great Depression.This is the most serious financial crisis we've seen at least since the 1930s, if not ever, he told Sky News.We're having to deal with very unusual circumstances and to act calmly and do the right thing. The right thing at present is to create some more money to inject into the economy, he said.The latest round of quantitive easing, (QE) - in which the central bank in effect electronically ‘prints money’ by purchasing financial assets to inject a quantity of money into the economy - comes atop some £200 billion that has been pumped into the UK economy.King said that he could not rule out further rounds of QE.Meanwhile, the prime ministers of Sweden, the Netherlands and Finland have sent a letter to European Commission President Jose Manuel Barroso and EU Council President Herman van Rompuy demanding that the bloc ramp up the peer pressure on member states to take action to control their debts.A clear and credible commitment to work on an ambitious growth agenda, both at the national and at the EU level, is necessary to get Europe back on track, said Fredrik Reinfeldt, Mark Rutte and Jyrki Katainen in a statement published late Thursday night.The seriousness of the crisis we face underlines the importance of an EU growth agenda, they continued.Specifically, the three want to see the bloc push further on open and competitive markets, innovation, access to finance, smart regulation and a strong single market.
They also insisted that a two-speed Europe not develop as the eurozone further integrates: All member states must be involved in the decisions to further the EU's growth and competitiveness.Sweden is not a member of the eurozone and like other states that do not use the single currency, is concerned about being left out of key decisions as fiscal integration proceeds apace in the core of Europe.Those benefits would be lost in a two-speed Europe,the three continued.The also demanded peer pressure must be intensified to deliver greater European competitiveness.

Brussels - The EU commission on Thursday (6 October) proposed that from 2014 onwards, the bloc's structural funds for poorer regions be linked to strict budget deficit rules under the new economic governance legislation.In line with the austerity-driven fiscal discipline promoted by the EU's net contributors, the commission wants to be given the power to suspend the funding if a country pursues unsound macro-economic policies or has weak administrative capacity.At the same time, the proposed €336 billion in the structural funds for 2014-2020 will be made more flexible, allowing the commission to intervene and change priorities if the country is seen as getting them wrong.Cohesion policy has already contributed a lot to building prosperity in the EU. But given the economic crisis, it must now become a motor for growth and competitiveness. Our proposals will make EU funds work even harder,said EU regional policy commissioner Johannes Hahn.He said the cut-off measure would be applied only as a last resort after a long series of steps. At the same time, unused structural funds can be used as loan guarantees with the EU commission working with Greece to this end.There is no contradiction between these measures, Hahn claimed, when pressed by journalists to explain how cutting funding from financially troubled countries would help them get back on track.The recently passed six pack [of EU economic governance legislation] raises the possibility to fine eurozone countries if they don't stick to deficit rules. And this measure will punish regional and local authorities for the failures of their national governments, Bresso explained.
The centre-right group in the European Parliament approves the move, however.We are now at the starting point of a big debate on the future regional policy and of course there are elements of utmost importance for us to be defined and regulated, it said, citing macro-economic conditionality as one of them.Member states and the European Parliament still have to agree on the new rules as well as the final figures for the seven-year budget.

The European Central Bank has announced new loans to banks amid mounting fears across Europe of a fresh credit crunch paralysing the continent’s economy.In his last press conference as president of the Frankfurt-based institution, Frenchman Jean-Claude Trichet on Thursday (6 October) said that the ECB would be providing unlimited 12-month and 13-month loans to banks and that the bank would purchase some €40 billion in covered bonds - debt securities backed by cash flows from mortgages or government loans.However, the central bank held interest rates unchanged at 1.5 percent despite increasing signs of European economic growth stalling and widespread calls for the institution to relax its hyper-vigilant focus on inflation.Currently running at a higher-than-expected three percent in the eurozone, inflation now stands above the ECB’s self-imposed ceiling of below but close to two percent.But Trichet conceded that members of the bank’s governing council did debate whether to reduce rates and said that there was consensus but not unanimity on the maintenance of the current stance, code for the existence of a dissenting minority that backed rate reductions.The bank chief said that real GDP growth in the euro area is is now expected to be very moderate in second half of this year off the back of moderation in global demand, declining consumer and business confidence and continued tensions in financial markets.The risks to the economic remain on the downside, he told reporters, with particularly high uncertainty.Speaking of the decision to throw the banks a liquidity lifeline and the central bank’s moves at the beginning of the crisis to do the same, he said that Europe is undergoing the most serious crisis since the Second World War - perhaps even the First World War.The ECB’s moves come as European leaders pronounce themselves ready to provide a massive, multi-billion bail-out of the area’s banks - once again.
On Thursday, European Commission President Jose Manuel Barroso said that plans were being readied for a recapitalisation of European banks.It is important to pursue the efforts already under way, they are already under way, following the last stress tests, the banks are making an effort for recapitalization, he told reporters following a meeting with Finnish Prime Minister Jyrki Katainen.While he would not be drawn on how much he felt would be needed, he called for a co-ordinated approach between member states so as to not create distortions in the EU’s single market.I believe a common, or at least a co-ordinated approach is of course wise to be considered, because some of these issues have a very important effect also in the single market, he said, meaning a series of national plans co-ordinated amongst the capitals, rather than a single European bail-out.He made similar comments during a television interview on Thursday morning with EU citizens broadcast via YouTube: We are now proposing member states to have a co-ordinated action to recapitalise banks and so to get rid of toxic assets they may have.Officials are rushing to put together the bail-out plans following the sudden liquidity crisis engulfing Franco-Belgian bank Dexia, currently in the process of being broken up, bailed out and facing possible nationalisation due to its inability to access credit off the back of its exposure to Greek sovereign debt.The IMF has said that European governments will have to provide between €100 and €200 billion in public funds to shore up its banks.Until this week, EU officials publicly insisted that there was no problem in the area’s banking system, as only nine banks had failed stress tests of the institutions performed by the European Banking Authority in July and were in the process of a recapitalisation costing in the region of €2.5 billion.However, the now troubled Dexia had passed the stress tests with flying colours and most analysts fear that many more large European banks are on the verge of collapse as trust between the institutions has dried up interbank lending - the cash infusions that keep banks alive from day to day.
The comments from the commission president come after German Chancellor Angela Merkel signalled Berlin’s support from widespread capitalisation on a visit to Brussels on Wednesday: I think it is important, if there is a general view that the banks are not sufficiently capitalised for the current market situation, that one does it.The German government, as the finance minister has made very clear in the last two days, stands ready to implement such a capitalisation of the banks if it is needed, she said following a meeting with Barroso.Merkel added that EU leaders are ready to discuss the rescue plans, which are still being finalised, at the bloc’s autumn summit in the European capital from 17-18 October. Eurozone premiers and presidents will also hold a separate pow-wow on the second day of the meeting.The German leader also said that such a discussion will likely have to involve consideration of adjustments to Greece’s EU-IMF bail-out.No decision has been made as to whether bank recapitalisation should be done via the eurozone’s €440 billion rescue fund or member states themselves.Both Barroso and Katainen refused to be drawn on the question. The Finnish prime minister did however say that governments must first press banks to try to raise cash from the markets but that if that were not possible, that a public back-stop would be necessary.France, whose banks have the greatest exposure to Greek sovereign and private debt, remains opposed to the use of the European Financial Stability Fund out of fears that its commitments to the rescue fund would jack up its public debts and threaten its triple-A credit rating. Paris would prefer a programme of guarantees and the purchase of preference shares.The ECB for its part is also opposed to a leveraging of the EFSF via the ECB.

We are calling on the banks to reinforce their capital and relying on the European Banking Authority and decisions taken at the level of the Eu as whole to do that as fast as possible, said Trichet on Thursday.Trichet said that the EFSF can leverage itself via the markets alone and did not need access to ECB lending.
EU court backs airline emissions cap

An EU plan to cap airplane emissions from January is legal, the advocate general of the European Court of Justice said on Thursday (6 October) in response to a complaint from US airlines. The industry expressed its disappointment with the legal opinion, which is usually confirmed by the court's verdicts.Part of the EU's CO2 emission allowance scheme, the cap would require airlines to pay for their pollution, which accounts for some three percent of the world's greenhouse gas emissions due to human activities.The inclusion in the EU emissions trading scheme of flights of all airlines from and to European airports is compatible with the principle of fair and equal opportunity laid down in the Open Skies Agreement, the advocate general said.Indeed, it is precisely that inclusion that establishes equality of opportunity in competition, as airlines holding the nationality of a [country beyond the EU] would otherwise obtain an unjustified competitive advantage over their European competitors if the EU legislature had excluded them from the EU emissions trading scheme, it added.Under the scheme, airlines would get 85 percent of their permits for free, while the remaining 15 percent has to be auctioned on the market. The measure applies to all airlines flying over or in and out the European airspace, causing outrage amongst non-EU companies.
A group of US and Canadian-based airlines challenged the EU rules in a British court, as each EU government has to implement them by January 2012. The tribunal in the UK turned to the ECJ for advice, with the legal opinion being the first step before a final verdict expected next year.I am glad to see that the advocate general's opinion concludes that the EU directive is fully compatible with international law. The EU reaffirms its wish to engage constructively with third countries during the implementation of this legislation, said climate commissioner Connie Hedegaard.But the International Air Transport Association (Iata) said it was disappointed at the court's opinion.We support and need positive economic measures as part of our strategy to manage aviation’s emissions. Emissions trading is one possibility. But it must be a global scheme under the leadership of International Civil Aviation Organisation,said Tony Tyler, Iata's director general.

Palestinian anger at US rising over UN veto threat

RAMALLAH, West Bank (AP) — Palestinians have long been skeptical of America's ability to help them win independence. But low expectations have turned into frustration and in some cases outright anger after the U.S. threatened to derail a bid for U.N. recognition of an independent state and Congress put a hold on $200 million in badly needed aid.Protests have been small so far, from burning a few U.S. flags and pictures of President Barack Obama to editorials blasting U.S. policy and portraying Washington as beholden to Israel. On Tuesday, about 30 people accosted a U.S. diplomatic convoy in the West Bank town of Ramallah, chanting shame on you and hurling a shoe outside a U.S.-hosted reception at a local restaurant.Palestinian President Mahmoud Abbas said Thursday that relations with the U.S. have not been affected, but also criticized the Washington for attempting to scuttle the Palestinians' request of membership in the U.N. cultural agency. Abbas said Palestinians are angry about U.S. policies, but that our anger is civilized anger, meaning it won't turn violent.Some senior politicians and well-known opinion makers have publicly written off the United States as a credible broker, tapping into a broad sentiment among Palestinians that going to the U.N., in defiance of Washington, was the right move.
Washington's threat to block U.N. recognition of Palestine is an act of aggression, said writer Hani al-Masri, who boycotted the Ramallah reception by U.S. diplomats. Other invitees said they stayed away because they feared a backlash in their community — an indicator of the combative mood in the West Bank.U.S. officials did not comment publicly, but privately played down the problem. One thrown shoe is not evidence of growing anti-American sentiment among the Palestinians, one official said on condition of anonymity because he was not authorized to speak to the media.
Al-Masri believes anger would only grow if the Obama administration goes ahead with a veto in the U.N. Security Council, the only body that can bestow full membership. The Security Council is still reviewing the Palestinian application and it's not clear whether the Palestinians can muster the needed majority of nine of 15 members which would trigger the American veto.A potential cut in U.S. aid to the Palestinians could further deepen the rift. In late August, members of Congress put a hold on some $200 million, or nearly one-third of the U.S. funding for the Palestinians for 2011.The U.S. is the single largest contributor nation to the Palestinians' annual aid of hundreds of millions of dollars — a package that is critical to development projects and the functioning of the Palestinian Authority.The Congressional action was meant as a warning, but it did not deter Abbas, who submitted the request for recognition of Palestine in the West Bank, Gaza and east Jerusalem — lands captured by Israel in 1967 — to the U.N. a month later.
Since then, U.S. aid programs worth tens of millions of dollars have been suspended for lack of funding.The Obama administration has been trying to get Congress to reconsider, arguing that such cuts only weaken those working for an Israeli-Palestinian peace deal. But the administration also insists that a Palestinian state can only arise from negotiations, not in the United Nations, and has lobbied Security Council members not to support the bid for recognition.
Abbas also called on Congress to reconsider its decision.Negotiations between the Palestinians and Israel have been on hold in since 2008.Israel says it's willing to resume, but Abbas says he can't do so unless Israel halts settlement-building on occupied land and recognizes the pre-1967 frontier as a baseline for border talks. International Mideast mediators have called for a quick return to negotiations and a border deal by the end of the year, but have not proposed a way out of the standoff.
After Obama was elected in 2008, some Palestinians were hopeful that he would transform U.S. foreign policy, in part because of his stirring appeal to the Arab and Muslim world to open a new chapter. Obama also said he would make a deal on the terms of Palestinian statehood a priority from the start.Palestinians were disappointed when, several months into his term, Obama backed down from demands that Israel freeze settlement construction and, from a Palestinian perspective, lost more and more ground to Israel's hardline government.I don't think any other administration has gone so far to demonstrate loyalty to Israel, said Hanan Ashrawi, a member of the Abbas delegation at the U.N.People are furious, she said of the mood in the West Bank. According to the oft-controversial French magazine Le Canard Enchaîne, President Nicolas Sarkozy thinks the idea of a Jewish state is silly.It is silly to talk about a Jewish state, Sarkozy said in reference to Prime Minister Binyamin Netanyahu's assertion no true peace could be made until officials in Ramallah accepted Israel's essential Jewish identity.It would be like saying that this table is Catholic, he added. There are two million Arabs in Israel.Sarkozy also placed sole blame for failed negotiations between Israel and PA officials on Netanyahu's shoulders.The US has been asking Abbas for years to come to the negotiating table. He is willing to do it because he is a statesman. Netanyahu, on the other hand, never fails to disappoint us, Sarkozy said.Only now, he announced the construction of 1,100 housing units in the Arab part of Jerusalem.Sarkozy seemed to deem two years of mounting preconditions for negotiations by PA chairman Mahmoud Abbas immaterial to failed talks.Nor did he concede Israel has frozen construction in the disputed territories for 10-months in a bid to bring Abbas to the negotiating table only to find new preconditions existed.The Palestinians have been waiting for a state they deserve for 60 years now, Sarkozy said. We missed the Oslo anniversary, but It was particularly not convenient to celebrate the dead accords when Mahmoud Abbas came to the UN and put the final nail in its coffin.Steven Shamrak-On September 28th the world was supposed to celebrate, but conveniently forgot that it was the anniversary of the Israeli-Palestinian Interim Agreement, widely known as the Oslo Accords.Three political stooges: Yasser Arafat, Yitzhak Rabin and Shimon Perez, received the Nobel Peace prize for signing this worthless piece of paper, which was based on fake promises made by Yasser Arafat in a letter to then-Prime Minister of Israel, Yitschak Rabin on 9 September, 1993.In this letter Yasser Arafat promised:The PLO considers that the signing of the Declaration of Principles constitutes an historic event, inaugurating a new epoch of peaceful coexistence, free from violence and all other acts which endanger peace and stability. Accordingly, the PLO renounces the use of terrorism and other acts of violence and will assume responsibility over all PLO elements and personnel in order to assure their compliance, prevent violations and discipline violators.It was particularly not convenient to celebrate the dead accords when Mahmoud Abbas came to the UN and put the final nail in its coffin, unilaterally abandoning the principles of negotiation and undermined stability of the peace process.Due to enormous political pressure exhorted on Israel by the Clinton administration to sign the agreement, many parts of it were deliberately written ambiguously to make it open to interpretation.Israel was prepared to allowed limited autonomy to the non-Jewish populations of Judea, Samaria and Gaza, but the PLO was determined to obtain statehood as the first step towards future territorial expansion with the inclusion of the land of Israel and possibly Jordan, as part of Palestine.
Many promises were made, clearly but deceitfully, by Arafat and never delivered:
1. Terror attacks on Israel have never stopped.
2. PA regularly sabotaged negotiations, endangering peace and stability by breaking them and calling for international pressure on Israel.
Arabs respect strong opponents. It is integral to their national makeup.
Terrorists of Fatah, Hamas and other Islamic organisations continued freely conducting their bloody business. Often, the terrorist actions were coordinated by PA to meet its political aim.When the Oslo agreement was signed, several important undertakings were promised by the PLO, but not delivered by Arafat and Abbas:
1. Israel is still not legally recognised by the Palestinian Authority or by any major organisations like PLO or Hamas.
2. The new entity is supposed to be a democracy. After the last election, which Hamas won, Abbas illegally retained control of the PA and the next election is long overdue. Therefore, the current PA leadership is not legitimate nor democratically elected representatives of so-called Palestinians.
3. Article XI,1: The two sides view the West Bank and the Gaza Strip as a single territorial unit - At the moment there are two defacto governing bodies: PA, Fatah controlled, in Judea and Samaria, and Hamas in Gaza.
4. Terrorist attacks on Israel have never stopped. Israel was forced to build a wall around the West Bank to stop suicide bombers, who were mainly recruited by Fatah. Gaza was sealed due to terror attacks instigated by Hamas.
5. Article XXII,2: Israel and the Council will ensure that their respective educational systems contribute to the peace between the Israeli and Palestinian peoples and to peace in the entire region - PA has never stopped anti-Israel propaganda! Martyrdom is glorified in the press and in mosques, kindergartens and schools by both Fatah and Hamas.
The Oslo agreement expired several years ago. It had not brought peace, but exposed lies and treachery.Instead of negotiating peace, the PA regularly walked from the negotiation table in pursuit of hypocritical international support in order to pressure Israel for more concessions, giving nothing in return.This agreement was dead on arrival! It must be viewed by Israel as a lesson, which many terror experts insist on: Never negotiate with terrorists! So-called Palestinian people are the fake nation which was forged by Arabs in 1964 in order to destroy Israel. They are not interested in peace with Israel. They are occupiers of Jewish land! Israel must realise that the only way to resolve the conflict is to utilise self-reliance and determination to end the occupation of Jewish land by Arabs and so-called Palestinians.The painful experience of the peace process has proven one obvious point - Arabs will never have peace with Israel! Israel has done everything possible to accommodate the peace with this terror infested entity. Any other country or nation would not even bother.Therefore, it is time to reclaim our land, transfer enemy population to Sinai or to other numerous Arabs states, those who claim to care so much about poor Palestinians. (Why not them? - In order to have peace, Israel forcibly removed 8,500 Jews from Gaza. It did not stop terror attacks. The PA insists that all Jews must be removed from Judea and Samaria! So why not remove them from Jewish land instead?)
This is the only option Israel has. The alternative is annihilation! Arabs respect strong opponents. It is integral to their national makeup. When Israel demonstrated its military superiority it was respected not just by Arab states, but by most countries, including the Soviet Union.It is time to stop being a little ghetto Jew, end the policy of appeasement of international anti-Semitic bigots who will never be content with Jews, and stand up for our own rights.Palestine is the Eretz-Israel - the Land of Israel! It is the Jewish ancestral land, which was promised to Jews by G-d and even by resolution of the League of Nation in 1922. It is time to take it back!

Ambassadors from the Middle East Quartet (United States, United Nations, European Union and Russia) are scheduled to meet, Sunday, in Brussels. The Associated Press quoted EU spokesman Michael Mann saying, on Friday, The purpose is to review progress and keep up the momentum, with the overall objective of encouraging the parties to return to negotiations.The AP cited an un-named diplomat as saying, We don't expect anything concrete to come out of (Sunday's) meeting.Israel said last week that it accepts the Quartet's invitation to resume talks with the Palestinian Authority (PA). The PA says it won't resume talks unless Israel stops construction and enters talks based on borders in effect before the start of the Six-Day War in 1967.

If the United States retrenches its global commitments, this could weaken the bonds between Moscow and Beijing.
Russia increasingly views China as a serious competitor in the arms trade, particularly when the Chinese are successful in stealing technology, reverse engineering and copying imported products. WELLINGTON (Reuters) - A drought-stricken Pacific island nation is down to its last few days of water, prompting a mercy dash by New Zealand and Australia with water-making equipment.Tuvalu, the world's fourth-smallest nation sitting just below the Equator, has declared a state of emergency and is rationing water.Tuvalu has a collective land mass of just 25 sq km (10 square miles) with its highest point five meters above sea level and is one of the countries most vulnerable to climate change and rising oceans.Air force planes from New Zealand and Australia were combining on Friday to move a large desalination plant to Tuvalu, a group of small islands around 3,180 km (2,000 miles) northeast of New Zealand.The advice is that more capacity is needed to relieve the acute water shortage and replenish stocks, said New Zealand Foreign Minister Murray McCully in a statement.The large army desalination equipment...will help ease the critical shortage and should provide a sufficient buffer if the dry period continues as expected.Residents in the capital Funafuti have been rationed to two buckets of fresh water a day. Ontario Liberals win third straight term in office

TORONTO (Reuters) - Ontario Liberals scored a third straight victory in a provincial election in Canada's economic center on Thursday, but fell one seat short of a majority and will need support from opposition legislators to stay in power.The Liberals won 53 seats in the Legislative Assembly of Ontario after a late surge in a campaign in which polls showed they started in a weak second place. The election numbers were not yet official and many individual races were very close.This will be the first minority government in the province since the mid-1980s.The Progressive Conservatives scooped up 37 seats while the left-leaning New Democrats were ahead in 17.The Liberals' took most of the seats in urban centers including the financial capital of Toronto, while the Conservatives dominated the province's rural areas.
Ontario Premier Dalton McGuinty, now heading for his third straight term in office, campaigned on a message of a steady hand at the tiller in difficult times.McGuinty highlighted his track record of steering the province, Canada's manufacturing powerhouse, through recession with no major spending cuts.Ontario, with a population of more than 13 million, is Canada's most populous province. Its export-oriented economy accounts for about 40 percent of the national gross domestic product.The Liberals lost a total of 17 seats in the election, with the Conservatives picking up 12 and the New Democrats gaining seven. There were two vacancies going into the vote.
Fifty-four seats is the slimmest possible majority for the Liberals. Being one seat short of a majority means the Liberals will need to cooperate with opposition legislators to push through their agenda.The two opposition parties can join forces to vote them out, either by rejecting major legislation or by passing a vote of no confidence.

But most of all we demand that you lead.During the campaign, the Liberals promised more money for their priorities of healthcare and education.They say they can rein in a C$16 billion deficit and ween the province off its dependency on the auto sector by investing heavily in renewable energy.Tim Hudak, leader of the Progressive Conservatives, saw his lead disappear in the final weeks of the campaign as he scrambled to connect with voters on a platform that looked very similar to that of the Liberals, albeit with some promises to lower taxes and curb spending.It is very clear that the people of Ontario have put Dalton McGuinty on a much shorter leash,Hudak told supporters at his campaign headquarters in Niagara Falls.A vow to scrap Ontario's C$7 billion green energy deal with South Korea's Samsung and end above-market prices for renewable power were the party's only big policy difference with the Liberals.

Israel is spending Friday preparing for Yom Kippur, the holiest day of the Jewish year. The holiday will begin at 4:41 p.m. in Jerusalem.Police have upped their alert across the country, particularly near synagogues, which are expected to be crowded beginning on Friday evening. Paramedics are on alert as well, and are prepared to deal with any emergencies that may come up during the day.The IDF has imposed a closure on Judea and Samaria, due to PA terrorists’ tendency to time their attacks to coincide with holidays. During the closure PA Arabs will be able to travel freely within PA-controlled areas, but will be able to enter Israeli areas only in cases of humanitarian necessity.The entire Cave of the Patriarchs is open only for Jewish worshipers over the fast and tents have been set up for the hundreds expected to arrive there on Friday afternoon after registering for the pre and post fast meal and a place to sleep.Rabbis and volunteers from the Tzohar organization are preparing to conduct user-friendly prayer services across the country, which had over 50,000 participants last year.
The Chabad-Lubavitch movement, Bnei Akiva, the Jerusalem-based Aish HaTorah and others will be holding special services designed for all segments of the Jewish population as well. Hesder and yeshiva high school students will be going to secular neighborhoods and kibbutzim to conduct and participate in the prayers.Ordinary Israelis are preparing as well, by hydrating and eating well in preparation for the 25-hour Yom Kippur fast.Tips to prepare for the fast include: drinking at least two liters of water a day (10 cups) on the days before the fast, and eating whole grains and vegetables on the day before, while avoiding sugar,spicy, fried and salty foods that cause thirst.Those who drink significant amounts of beverages containing caffeine daily (coffee, non-herb teas, colas) are advised to reduce the amount gradually, starting several days before the fast to prevent caffeine addiction symptoms which can include headaches and nausea. The last meal before the fast, known as the seudah hamafseket, should not include unfamiliar, spicy, or fried foods, and should omit vegetables such as cauliflower, cabbage and broccoli.After the fast, those who have abstained from drinking and eating are advised to rehydrate slowly, with a sweet drink, and begin eating with a snack, followed approximately one hour later by a light meal.

In preparation for the Yom Kippur fast, the IDF has cooperated with the Sa'ad Umarpeh organization and distributed 15,000 small bags with water that religious soldiers on operational duty may drink if they feel ill during the fast.The amount of water in the bags, about 40 ml., is precisely the amount that Jewish Law allows an average-sized person to drink during Yom Kippur, if he feels that he cannot do without it. This amount is known as mayim leshiurim. However, the water is only intended for soldiers who carry out operational duty on the fast day.
Some of the bags contain sugared water, so that the soldier's blood sugar level can also be raised.Lt. Col. Rav Haggai Velusky, Head of Halakha Branch in the Chief Military Rabbinate, said that the bags have been delivered to four locations countrywide and that the head military rabbis in each IDF command are responsible for distributing them.

The IDF completed a drill Thursday in which it conducted a surprise call-up of reservists in northern and central Israel.The IDF Website reported that the drill was led by the Control Department in the General Staff under the direction of the Chief of Staff, Lt. Gen. Benny Gantz, which sent surprise immediate call-up notices to an entire brigade in Central Command and another brigade in Northern Command.The exercise was successfully completed and all in all, the website reported, there was a 90% rate of compliance among soldiers and a 100% rate among commanders.The brigades were instructed to transport the soldiers from their homes if they are not able to make it to the command headquarters on their own. The exercise ended Thursday afternoon and lasted about 24 hours.Lt. Gen Gantz summed up the exercise and said: In a situation as unstable as ours, we must make sure that our forces are in a high state of readiness, and aspire to the highest state of readiness.The exercise's timing, one day before Yom Kippur, could be coincidental, but is a reminder of what happened when the IDF was caught off-guard by an Egyptian and Syrian joint attack, executed 38 years ago on Yom Kippur, 5734 (1973). The IDF suffered heavy losses before it was able to stem the Arab attack and soundly defeat the invaders.

LONDON (Reuters) - Credit rating agency Moody's downgraded Britain's part-nationalized banks Lloyds and Royal Bank of Scotland on Friday, although Britain's finance minister said UK banks were well-placed to cope with a European debt crisis.The cuts to RBS and Lloyds formed part of a broader downgrade of 12 British financial companies by Moody's, which had already been flagged by the agency earlier in the year.Moody's cut RBS by two notches to A2 from Aa3, and downgraded Lloyds TSB by one notch to A1 from Aa3. It also cut its ratings on Santander UK, the Co-Operative Bank, Nationwide Building Society and seven other smaller British building societies.Moody's did not change its rating on Barclays and HSBC, which along with RBS and Lloyds represent the Big Four group of lenders that dominate British banking.Moody's believes that the government is likely to continue to provide some level of support to systemically important financial institutions, which continue to incorporate up to three notches of uplift, it said in a statement.
However, it is more likely now to allow smaller institutions to fail if they become financially troubled. The downgrades do not reflect a deterioration in the financial strength of the banking system or that of the government, it added.RBS shares were down 1.8 percent in early morning trade, while Lloyds fell by 2.6 percent. The shares of both banks have consistently traded well below the level at which the British taxpayer originally acquired their RBS and Lloyds stakes following the 2008 bailouts of the companies.The downgrades have been well flagged, reflecting removal of government support through guaranteed liquidity schemes and low probability of future tax-payer bail-outs,Oriel Securities said in a research note.
OSBORNE SEEKS TO REASSURE
Europe's sovereign debt crisis, sparked by Greece's economic woes, has led to concerns that many banks will need further injections of capital.Earlier this week, France and Belgium intervened to prop up European bank Dexia, whose financial strength had been eroded by the sovereign debt turmoil.However, British finance minister George Osborne said Britain's banks remained well-capitalized and in better shape than many of their European rivals, who face bigger losses on writedowns to their holdings of Greek government debt.In an interview with BBC radio, Osborne also said that the Bank of England's decision to pump more money into the economy and the government's deficit reduction plans would help shield Britain from the euro zone debt crisis.Osborne said: People ask me how are you going to avoid Britain and the British taxpayer bailing out banks in the future? US warns against European gridlock

In the latest round of public pressure mounted on European leaders to move swiftly to contain the worsening debt crisis, Washington has again demanded the EU act fast.
US President Barack Obama on Thursday (6 October) in his first press conference since the middle of the summer said that the American economy was flagging and warned against European gridlock.They've got to act fast, he said speaking at the White House.Our economy really needs a jolt right now. This is not the time for the usual political gridlock,he continued.The problems Europe is having today could have a very real effect on our economy at a time when it's already fragile.His words were echoed by his economy chief, treasury secretary Timothy Geithner, who warned that the level of integration between the US and EU economies was such that Europe could end up dragging down the global economy.Europe is so large and so closely integrated with the US and world economies that a severe crisis in Europe could cause significant damage by undermining confidence and weakening demand,Geithner said in remarks to the US Senate Banking Committee.Washington wants to see the bloc massively expand its rescue operation by leveraging its €440 billion bail-out fund, perhaps to the tune of €2 trillion to stave off fears that Spain and Italy could not be bailed out in the event that the debt crisis spreads to two of Europe’s largest economies.The critical imperative is to ensure that the governments and the financial systems under pressure have access to a more powerful financial backstop, he said.
Meanwhile, across the Atlantic, the gloom was apparent in comments by the governor of the Bank of England, Mervyn King.After announced a further, £75 billion round of quantitive easing, King described the ongoing crisis as potentially worse than the Great Depression.This is the most serious financial crisis we've seen at least since the 1930s, if not ever, he told Sky News.We're having to deal with very unusual circumstances and to act calmly and do the right thing. The right thing at present is to create some more money to inject into the economy, he said.The latest round of quantitive easing, (QE) - in which the central bank in effect electronically ‘prints money’ by purchasing financial assets to inject a quantity of money into the economy - comes atop some £200 billion that has been pumped into the UK economy.King said that he could not rule out further rounds of QE.Meanwhile, the prime ministers of Sweden, the Netherlands and Finland have sent a letter to European Commission President Jose Manuel Barroso and EU Council President Herman van Rompuy demanding that the bloc ramp up the peer pressure on member states to take action to control their debts.A clear and credible commitment to work on an ambitious growth agenda, both at the national and at the EU level, is necessary to get Europe back on track, said Fredrik Reinfeldt, Mark Rutte and Jyrki Katainen in a statement published late Thursday night.The seriousness of the crisis we face underlines the importance of an EU growth agenda, they continued.Specifically, the three want to see the bloc push further on open and competitive markets, innovation, access to finance, smart regulation and a strong single market.
They also insisted that a two-speed Europe not develop as the eurozone further integrates: All member states must be involved in the decisions to further the EU's growth and competitiveness.Sweden is not a member of the eurozone and like other states that do not use the single currency, is concerned about being left out of key decisions as fiscal integration proceeds apace in the core of Europe.Those benefits would be lost in a two-speed Europe,the three continued.The also demanded peer pressure must be intensified to deliver greater European competitiveness.

Brussels - The EU commission on Thursday (6 October) proposed that from 2014 onwards, the bloc's structural funds for poorer regions be linked to strict budget deficit rules under the new economic governance legislation.In line with the austerity-driven fiscal discipline promoted by the EU's net contributors, the commission wants to be given the power to suspend the funding if a country pursues unsound macro-economic policies or has weak administrative capacity.At the same time, the proposed €336 billion in the structural funds for 2014-2020 will be made more flexible, allowing the commission to intervene and change priorities if the country is seen as getting them wrong.Cohesion policy has already contributed a lot to building prosperity in the EU. But given the economic crisis, it must now become a motor for growth and competitiveness. Our proposals will make EU funds work even harder,said EU regional policy commissioner Johannes Hahn.He said the cut-off measure would be applied only as a last resort after a long series of steps. At the same time, unused structural funds can be used as loan guarantees with the EU commission working with Greece to this end.There is no contradiction between these measures, Hahn claimed, when pressed by journalists to explain how cutting funding from financially troubled countries would help them get back on track.The recently passed six pack [of EU economic governance legislation] raises the possibility to fine eurozone countries if they don't stick to deficit rules. So we discussed the theoretical possibility to use money as a final way to bring them back to the right way,the Austrian politician explained, adding that the cut-off measure would also apply to fisheries and rural development funding.MEPs and regional representatives fiercely opposed the proposal, however.

EU citizens should not be punished for the difficulties of their governments in reducing public deficits as proposed by the European Commission, said Italian Social Democrat MEP Patrizia Toia.Her Green counterpart from Germany Elisabeth Schroedter also criticised the funds-cutting measure, which she said would undermine the very essence of structural and cohesion funds.And Mercedes Bresso, the chairwoman of the Committee of the Regions, an advisory EU body comprising of regional and local officials said that she is firmly opposed.It is irritating that the Commission ignored the strong opposition of the Committee of the Regions, the European Parliament and of the other concerned stakeholders on this point, she said.Withdrawing EU funding from an already ailing economy will only make matters worse. And this measure will punish regional and local authorities for the failures of their national governments, Bresso explained.
The centre-right group in the European Parliament approves the move, however.We are now at the starting point of a big debate on the future regional policy and of course there are elements of utmost importance for us to be defined and regulated, it said, citing macro-economic conditionality as one of them.Member states and the European Parliament still have to agree on the new rules as well as the final figures for the seven-year budget.

The European Central Bank has announced new loans to banks amid mounting fears across Europe of a fresh credit crunch paralysing the continent’s economy.In his last press conference as president of the Frankfurt-based institution, Frenchman Jean-Claude Trichet on Thursday (6 October) said that the ECB would be providing unlimited 12-month and 13-month loans to banks and that the bank would purchase some €40 billion in covered bonds - debt securities backed by cash flows from mortgages or government loans.However, the central bank held interest rates unchanged at 1.5 percent despite increasing signs of European economic growth stalling and widespread calls for the institution to relax its hyper-vigilant focus on inflation.Currently running at a higher-than-expected three percent in the eurozone, inflation now stands above the ECB’s self-imposed ceiling of below but close to two percent.But Trichet conceded that members of the bank’s governing council did debate whether to reduce rates and said that there was consensus but not unanimity on the maintenance of the current stance, code for the existence of a dissenting minority that backed rate reductions.The bank chief said that real GDP growth in the euro area is is now expected to be very moderate in second half of this year off the back of moderation in global demand, declining consumer and business confidence and continued tensions in financial markets.The risks to the economic remain on the downside, he told reporters, with particularly high uncertainty.Speaking of the decision to throw the banks a liquidity lifeline and the central bank’s moves at the beginning of the crisis to do the same, he said that Europe is undergoing the most serious crisis since the Second World War - perhaps even the First World War.The ECB’s moves come as European leaders pronounce themselves ready to provide a massive, multi-billion bail-out of the area’s banks - once again.
On Thursday, European Commission President Jose Manuel Barroso said that plans were being readied for a recapitalisation of European banks.It is important to pursue the efforts already under way, they are already under way, following the last stress tests, the banks are making an effort for recapitalization, he told reporters following a meeting with Finnish Prime Minister Jyrki Katainen.While he would not be drawn on how much he felt would be needed, he called for a co-ordinated approach between member states so as to not create distortions in the EU’s single market.I believe a common, or at least a co-ordinated approach is of course wise to be considered, because some of these issues have a very important effect also in the single market, he said, meaning a series of national plans co-ordinated amongst the capitals, rather than a single European bail-out.He made similar comments during a television interview on Thursday morning with EU citizens broadcast via YouTube: We are now proposing member states to have a co-ordinated action to recapitalise banks and so to get rid of toxic assets they may have.Officials are rushing to put together the bail-out plans following the sudden liquidity crisis engulfing Franco-Belgian bank Dexia, currently in the process of being broken up, bailed out and facing possible nationalisation due to its inability to access credit off the back of its exposure to Greek sovereign debt.The IMF has said that European governments will have to provide between €100 and €200 billion in public funds to shore up its banks.Until this week, EU officials publicly insisted that there was no problem in the area’s banking system, as only nine banks had failed stress tests of the institutions performed by the European Banking Authority in July and were in the process of a recapitalisation costing in the region of €2.5 billion.However, the now troubled Dexia had passed the stress tests with flying colours and most analysts fear that many more large European banks are on the verge of collapse as trust between the institutions has dried up interbank lending - the cash infusions that keep banks alive from day to day.
The comments from the commission president come after German Chancellor Angela Merkel signalled Berlin’s support from widespread capitalisation on a visit to Brussels on Wednesday: I think it is important, if there is a general view that the banks are not sufficiently capitalised for the current market situation, that one does it.The German government, as the finance minister has made very clear in the last two days, stands ready to implement such a capitalisation of the banks if it is needed, she said following a meeting with Barroso.Merkel added that EU leaders are ready to discuss the rescue plans, which are still being finalised, at the bloc’s autumn summit in the European capital from 17-18 October. Eurozone premiers and presidents will also hold a separate pow-wow on the second day of the meeting.The German leader also said that such a discussion will likely have to involve consideration of adjustments to Greece’s EU-IMF bail-out.No decision has been made as to whether bank recapitalisation should be done via the eurozone’s €440 billion rescue fund or member states themselves.Both Barroso and Katainen refused to be drawn on the question. The Finnish prime minister did however say that governments must first press banks to try to raise cash from the markets but that if that were not possible, that a public back-stop would be necessary.France, whose banks have the greatest exposure to Greek sovereign and private debt, remains opposed to the use of the European Financial Stability Fund out of fears that its commitments to the rescue fund would jack up its public debts and threaten its triple-A credit rating. Paris would prefer a programme of guarantees and the purchase of preference shares.The ECB for its part is also opposed to a leveraging of the EFSF via the ECB.

EU court backs airline emissions cap

An EU plan to cap airplane emissions from January is legal, the advocate general of the European Court of Justice said on Thursday (6 October) in response to a complaint from US airlines. The industry expressed its disappointment with the legal opinion, which is usually confirmed by the court's verdicts.Part of the EU's CO2 emission allowance scheme, the cap would require airlines to pay for their pollution, which accounts for some three percent of the world's greenhouse gas emissions due to human activities.The inclusion in the EU emissions trading scheme of flights of all airlines from and to European airports is compatible with the principle of fair and equal opportunity laid down in the Open Skies Agreement, the advocate general said.Indeed, it is precisely that inclusion that establishes equality of opportunity in competition, as airlines holding the nationality of a [country beyond the EU] would otherwise obtain an unjustified competitive advantage over their European competitors if the EU legislature had excluded them from the EU emissions trading scheme, it added.Under the scheme, airlines would get 85 percent of their permits for free, while the remaining 15 percent has to be auctioned on the market. The measure applies to all airlines flying over or in and out the European airspace, causing outrage amongst non-EU companies.
A group of US and Canadian-based airlines challenged the EU rules in a British court, as each EU government has to implement them by January 2012. The tribunal in the UK turned to the ECJ for advice, with the legal opinion being the first step before a final verdict expected next year.I am glad to see that the advocate general's opinion concludes that the EU directive is fully compatible with international law. The EU reaffirms its wish to engage constructively with third countries during the implementation of this legislation, said climate commissioner Connie Hedegaard.But the International Air Transport Association (Iata) said it was disappointed at the court's opinion.We support and need positive economic measures as part of our strategy to manage aviation’s emissions. Emissions trading is one possibility. But it must be a global scheme under the leadership of International Civil Aviation Organisation,said Tony Tyler, Iata's director general.

But low expectations have turned into frustration and in some cases outright anger after the U.S. threatened to derail a bid for U.N. recognition of an independent state and Congress put a hold on $200 million in badly needed aid.Protests have been small so far, from burning a few U.S. flags and pictures of President Barack Obama to editorials blasting U.S. policy and portraying Washington as beholden to Israel. Abbas said Palestinians are angry about U.S. policies, but that our anger is civilized anger, meaning it won't turn violent.Some senior politicians and well-known opinion makers have publicly written off the United States as a credible broker, tapping into a broad sentiment among Palestinians that going to the U.N., in defiance of Washington, was the right move.
Washington's threat to block U.N. recognition of Palestine is an act of aggression, said writer Hani al-Masri, who boycotted the Ramallah reception by U.S. diplomats. Other invitees said they stayed away because they feared a backlash in their community — an indicator of the combative mood in the West Bank.U.S. officials did not comment publicly, but privately played down the problem. One thrown shoe is not evidence of growing anti-American sentiment among the Palestinians, one official said on condition of anonymity because he was not authorized to speak to the media.
Al-Masri believes anger would only grow if the Obama administration goes ahead with a veto in the U.N. Security Council, the only body that can bestow full membership. The Security Council is still reviewing the Palestinian application and it's not clear whether the Palestinians can muster the needed majority of nine of 15 members which would trigger the American veto.A potential cut in U.S. aid to the Palestinians could further deepen the rift. In late August, members of Congress put a hold on some $200 million, or nearly one-third of the U.S. funding for the Palestinians for 2011.The U.S. is the single largest contributor nation to the Palestinians' annual aid of hundreds of millions of dollars — a package that is critical to development projects and the functioning of the Palestinian Authority.The Congressional action was meant as a warning, but it did not deter Abbas, who submitted the request for recognition of Palestine in the West Bank, Gaza and east Jerusalem — lands captured by Israel in 1967 — to the U.N. a month later.
Since then, U.S. aid programs worth tens of millions of dollars have been suspended for lack of funding.The Obama administration has been trying to get Congress to reconsider, arguing that such cuts only weaken those working for an Israeli-Palestinian peace deal. But the administration also insists that a Palestinian state can only arise from negotiations, not in the United Nations, and has lobbied Security Council members not to support the bid for recognition.

There are two million Arabs in Israel.Sarkozy also placed sole blame for failed negotiations between Israel and PA officials on Netanyahu's shoulders.The US has been asking Abbas for years to come to the negotiating table. He is willing to do it because he is a statesman. We missed the Oslo anniversary, but It was particularly not convenient to celebrate the dead accords when Mahmoud Abbas came to the UN and put the final nail in its coffin.Steven Shamrak-On September 28th the world was supposed to celebrate, but conveniently forgot that it was the anniversary of the Israeli-Palestinian Interim Agreement, widely known as the Oslo Accords.Three political stooges: Yasser Arafat, Yitzhak Rabin and Shimon Perez, received the Nobel Peace prize for signing this worthless piece of paper, which was based on fake promises made by Yasser Arafat in a letter to then-Prime Minister of Israel, Yitschak Rabin on 9 September, 1993.In this letter Yasser Arafat promised:The PLO considers that the signing of the Declaration of Principles constitutes an historic event, inaugurating a new epoch of peaceful coexistence, free from violence and all other acts which endanger peace and stability. Accordingly, the PLO renounces the use of terrorism and other acts of violence and will assume responsibility over all PLO elements and personnel in order to assure their compliance, prevent violations and discipline violators.It was particularly not convenient to celebrate the dead accords when Mahmoud Abbas came to the UN and put the final nail in its coffin, unilaterally abandoning the principles of negotiation and undermined stability of the peace process.Due to enormous political pressure exhorted on Israel by the Clinton administration to sign the agreement, many parts of it were deliberately written ambiguously to make it open to interpretation.Israel was prepared to allowed limited autonomy to the non-Jewish populations of Judea, Samaria and Gaza, but the PLO was determined to obtain statehood as the first step towards future territorial expansion with the inclusion of the land of Israel and possibly Jordan, as part of Palestine.
Many promises were made, clearly but deceitfully, by Arafat and never delivered:
1. Terror attacks on Israel have never stopped.
2. PA regularly sabotaged negotiations, endangering peace and stability by breaking them and calling for international pressure on Israel.
Arabs respect strong opponents. It is integral to their national makeup.
Terrorists of Fatah, Hamas and other Islamic organisations continued freely conducting their bloody business. Often, the terrorist actions were coordinated by PA to meet its political aim.When the Oslo agreement was signed, several important undertakings were promised by the PLO, but not delivered by Arafat and Abbas:
1. Israel is still not legally recognised by the Palestinian Authority or by any major organisations like PLO or Hamas.
2. The new entity is supposed to be a democracy. After the last election, which Hamas won, Abbas illegally retained control of the PA and the next election is long overdue. Therefore, the current PA leadership is not legitimate nor democratically elected representatives of so-called Palestinians.
3. Article XI,1: The two sides view the West Bank and the Gaza Strip as a single territorial unit - At the moment there are two defacto governing bodies: PA, Fatah controlled, in Judea and Samaria, and Hamas in Gaza.
4. Terrorist attacks on Israel have never stopped. Israel was forced to build a wall around the West Bank to stop suicide bombers, who were mainly recruited by Fatah. Gaza was sealed due to terror attacks instigated by Hamas.
5. Article XXII,2: Israel and the Council will ensure that their respective educational systems contribute to the peace between the Israeli and Palestinian peoples and to peace in the entire region - PA has never stopped anti-Israel propaganda! Martyrdom is glorified in the press and in mosques, kindergartens and schools by both Fatah and Hamas.
The Oslo agreement expired several years ago. It had not brought peace, but exposed lies and treachery.Instead of negotiating peace, the PA regularly walked from the negotiation table in pursuit of hypocritical international support in order to pressure Israel for more concessions, giving nothing in return.This agreement was dead on arrival! It must be viewed by Israel as a lesson, which many terror experts insist on: Never negotiate with terrorists! So-called Palestinian people are the fake nation which was forged by Arabs in 1964 in order to destroy Israel. They are not interested in peace with Israel. They are occupiers of Jewish land! Israel must realise that the only way to resolve the conflict is to utilise self-reliance and determination to end the occupation of Jewish land by Arabs and so-called Palestinians.The painful experience of the peace process has proven one obvious point - Arabs will never have peace with Israel! Israel has done everything possible to accommodate the peace with this terror infested entity. Any other country or nation would not even bother.Therefore, it is time to reclaim our land, transfer enemy population to Sinai or to other numerous Arabs states, those who claim to care so much about poor Palestinians. (Why not them? - In order to have peace, Israel forcibly removed 8,500 Jews from Gaza. It did not stop terror attacks. The PA insists that all Jews must be removed from Judea and Samaria! So why not remove them from Jewish land instead?)
This is the only option Israel has. The alternative is annihilation! Arabs respect strong opponents. It is integral to their national makeup. When Israel demonstrated its military superiority it was respected not just by Arab states, but by most countries, including the Soviet Union.It is time to stop being a little ghetto Jew, end the policy of appeasement of international anti-Semitic bigots who will never be content with Jews, and stand up for our own rights.Palestine is the Eretz-Israel - the Land of Israel! It is the Jewish ancestral land, which was promised to Jews by G-d and even by resolution of the League of Nation in 1922. It is time to take it back!

Ambassadors from the Middle East Quartet (United States, United Nations, European Union and Russia) are scheduled to meet, Sunday, in Brussels. The Associated Press quoted EU spokesman Michael Mann saying, on Friday, The purpose is to review progress and keep up the momentum, with the overall objective of encouraging the parties to return to negotiations.The AP cited an un-named diplomat as saying, We don't expect anything concrete to come out of (Sunday's) meeting.Israel said last week that it accepts the Quartet's invitation to resume talks with the Palestinian Authority (PA). The PA says it won't resume talks unless Israel stops construction and enters talks based on borders in effect before the start of the Six-Day War in 1967.

In a curious sense of timing, Russia announced this week that it had been holding a Chinese national for a year on suspicion of trying to get documentation on the Russian S-300 long-range surface-to-air missile system by bribery.The announcement came shortly before Russian Prime Minister Vladimir Putin is to head for China for summit talks with the Chinese leadership.Russia and China collaborated on torpedoing a Western resolution against Syria this week at the Security Council and the twp powers have been the guiding spirit behind the Shanghai cooperation organization in a bid to secure preeminence in Central Asia.If Tun Shenyun's arrest could have been kept quiet for a year, why break the story now? Precisely during the week that recalled the Cold War, it is important to cite that during that same Cold War a rift emerged between the Soviet Union and China.In view of the fact that the countries share a long border, one cannot rule out a reemergence of this competition and rivalry.What brought Russia and China together was their fear of American dominance. If the United States retrenches its global commitments, this could weaken the bonds between Moscow and Beijing.
Russia increasingly views China as a serious competitor in the arms trade, particularly when the Chinese are successful in stealing technology, reverse engineering and copying imported products. A less sophisticated version of the missile system is being manufactured under license in China.By making the arrest and going public the Russians are warning the Chinese that despite the strategic cooperation between the two countries, espionage in Russia by China's Ministry of State Security will not be tolerated.A final reason is that an arrest over charges of technology theft represents an indirect compliment to Russian technological prowess. WELLINGTON (Reuters) - A drought-stricken Pacific island nation is down to its last few days of water, prompting a mercy dash by New Zealand and Australia with water-making equipment.Tuvalu, the world's fourth-smallest nation sitting just below the Equator, has declared a state of emergency and is rationing water.Tuvalu has a collective land mass of just 25 sq km (10 square miles) with its highest point five meters above sea level and is one of the countries most vulnerable to climate change and rising oceans.Air force planes from New Zealand and Australia were combining on Friday to move a large desalination plant to Tuvalu, a group of small islands around 3,180 km (2,000 miles) northeast of New Zealand.The advice is that more capacity is needed to relieve the acute water shortage and replenish stocks, said New Zealand Foreign Minister Murray McCully in a statement.The large army desalination equipment...will help ease the critical shortage and should provide a sufficient buffer if the dry period continues as expected.Residents in the capital Funafuti have been rationed to two buckets of fresh water a day. The country has a population of fewer than 11,000 on nine low lying atolls.
