Ontario Liberals win third straight term in office

TORONTO (Reuters) - Ontario Liberals scored a third straight victory in a provincial election in Canada's economic center on Thursday, but fell one seat short of a majority and will need support from opposition legislators to stay in power.The Liberals won 53 seats in the Legislative Assembly of Ontario after a late surge in a campaign in which polls showed they started in a weak second place. The election numbers were not yet official and many individual races were very close.This will be the first minority government in the province since the mid-1980s.The Progressive Conservatives scooped up 37 seats while the left-leaning New Democrats were ahead in 17.The Liberals' took most of the seats in urban centers including the financial capital of Toronto, while the Conservatives dominated the province's rural areas.

Ontario Premier Dalton McGuinty, now heading for his third straight term in office, campaigned on a message of a steady hand at the tiller in difficult times.McGuinty highlighted his track record of steering the province, Canada's manufacturing powerhouse, through recession with no major spending cuts.Ontario, with a population of more than 13 million, is Canada's most populous province. Its export-oriented economy accounts for about 40 percent of the national gross domestic product.The Liberals lost a total of 17 seats in the election, with the Conservatives picking up 12 and the New Democrats gaining seven. There were two vacancies going into the vote.
Fifty-four seats is the slimmest possible majority for the Liberals. Being one seat short of a majority means the Liberals will need to cooperate with opposition legislators to push through their agenda.The two opposition parties can join forces to vote them out, either by rejecting major legislation or by passing a vote of no confidence.

The race began with a call for change over public frustration with the rising debt, taxes, electricity bills and spending scandals. In the end, voters decided that boring is sometimes best with a stable McGuinty dubbed Premier Dad.It's important that we be sober minded about the message Ontarians have sent us tonight, McGuinty said in a bittersweet speech before a cheering crowd in Ottawa.Ontarians said to us, 'We are placing our trust in you but we expect you to work even harder, listen more than ever and give us nothing but your best every day. But most of all we demand that you lead.During the campaign, the Liberals promised more money for their priorities of healthcare and education.They say they can rein in a C$16 billion deficit and ween the province off its dependency on the auto sector by investing heavily in renewable energy.Tim Hudak, leader of the Progressive Conservatives, saw his lead disappear in the final weeks of the campaign as he scrambled to connect with voters on a platform that looked very similar to that of the Liberals, albeit with some promises to lower taxes and curb spending.It is very clear that the people of Ontario have put Dalton McGuinty on a much shorter leash,Hudak told supporters at his campaign headquarters in Niagara Falls.A vow to scrap Ontario's C$7 billion green energy deal with South Korea's Samsung and end above-market prices for renewable power were the party's only big policy difference with the Liberals.

Israel is spending Friday preparing for Yom Kippur, the holiest day of the Jewish year. The holiday will begin at 4:41 p.m. in Jerusalem.Police have upped their alert across the country, particularly near synagogues, which are expected to be crowded beginning on Friday evening. Paramedics are on alert as well, and are prepared to deal with any emergencies that may come up during the day.The IDF has imposed a closure on Judea and Samaria, due to PA terrorists’ tendency to time their attacks to coincide with holidays. During the closure PA Arabs will be able to travel freely within PA-controlled areas, but will be able to enter Israeli areas only in cases of humanitarian necessity.The entire Cave of the Patriarchs is open only for Jewish worshipers over the fast and tents have been set up for the hundreds expected to arrive there on Friday afternoon after registering for the pre and post fast meal and a place to sleep.Rabbis and volunteers from the Tzohar organization are preparing to conduct user-friendly prayer services across the country, which had over 50,000 participants last year.

The Chabad-Lubavitch movement, Bnei Akiva, the Jerusalem-based Aish HaTorah and others will be holding special services designed for all segments of the Jewish population as well. Hesder and yeshiva high school students will be going to secular neighborhoods and kibbutzim to conduct and participate in the prayers.Ordinary Israelis are preparing as well, by hydrating and eating well in preparation for the 25-hour Yom Kippur fast.Tips to prepare for the fast include: drinking at least two liters of water a day (10 cups) on the days before the fast, and eating whole grains and vegetables on the day before, while avoiding sugar,spicy, fried and salty foods that cause thirst.Those who drink significant amounts of beverages containing caffeine daily (coffee, non-herb teas, colas) are advised to reduce the amount gradually, starting several days before the fast to prevent caffeine addiction symptoms which can include headaches and nausea. The last meal before the fast, known as the seudah hamafseket, should not include unfamiliar, spicy, or fried foods, and should omit vegetables such as cauliflower, cabbage and broccoli.After the fast, those who have abstained from drinking and eating are advised to rehydrate slowly, with a sweet drink, and begin eating with a snack, followed approximately one hour later by a light meal.

In preparation for the Yom Kippur fast, the IDF has cooperated with the Sa'ad Umarpeh organization and distributed 15,000 small bags with water that religious soldiers on operational duty may drink if they feel ill during the fast.The amount of water in the bags, about 40 ml., is precisely the amount that Jewish Law allows an average-sized person to drink during Yom Kippur, if he feels that he cannot do without it. This amount is known as mayim leshiurim. However, the water is only intended for soldiers who carry out operational duty on the fast day.
Some of the bags contain sugared water, so that the soldier's blood sugar level can also be raised.Lt. Col. Rav Haggai Velusky, Head of Halakha Branch in the Chief Military Rabbinate, said that the bags have been delivered to four locations countrywide and that the head military rabbis in each IDF command are responsible for distributing them.

The IDF completed a drill Thursday in which it conducted a surprise call-up of reservists in northern and central Israel.The IDF Website reported that the drill was led by the Control Department in the General Staff under the direction of the Chief of Staff, Lt. Gen. Benny Gantz, which sent surprise immediate call-up notices to an entire brigade in Central Command and another brigade in Northern Command.The exercise was successfully completed and all in all, the website reported, there was a 90% rate of compliance among soldiers and a 100% rate among commanders.The brigades were instructed to transport the soldiers from their homes if they are not able to make it to the command headquarters on their own. The exercise ended Thursday afternoon and lasted about 24 hours.Lt. Gen Gantz summed up the exercise and said: In a situation as unstable as ours, we must make sure that our forces are in a high state of readiness, and aspire to the highest state of readiness.The exercise's timing, one day before Yom Kippur, could be coincidental, but is a reminder of what happened when the IDF was caught off-guard by an Egyptian and Syrian joint attack, executed 38 years ago on Yom Kippur, 5734 (1973). The IDF suffered heavy losses before it was able to stem the Arab attack and soundly defeat the invaders.

LONDON (Reuters) - Credit rating agency Moody's downgraded Britain's part-nationalized banks Lloyds and Royal Bank of Scotland on Friday, although Britain's finance minister said UK banks were well-placed to cope with a European debt crisis.The cuts to RBS and Lloyds formed part of a broader downgrade of 12 British financial companies by Moody's, which had already been flagged by the agency earlier in the year.Moody's cut RBS by two notches to A2 from Aa3, and downgraded Lloyds TSB by one notch to A1 from Aa3. It also cut its ratings on Santander UK, the Co-Operative Bank, Nationwide Building Society and seven other smaller British building societies.Moody's did not change its rating on Barclays and HSBC, which along with RBS and Lloyds represent the Big Four group of lenders that dominate British banking.Moody's believes that the government is likely to continue to provide some level of support to systemically important financial institutions, which continue to incorporate up to three notches of uplift, it said in a statement.

However, it is more likely now to allow smaller institutions to fail if they become financially troubled. The downgrades do not reflect a deterioration in the financial strength of the banking system or that of the government, it added.RBS shares were down 1.8 percent in early morning trade, while Lloyds fell by 2.6 percent. The shares of both banks have consistently traded well below the level at which the British taxpayer originally acquired their RBS and Lloyds stakes following the 2008 bailouts of the companies.The downgrades have been well flagged, reflecting removal of government support through guaranteed liquidity schemes and low probability of future tax-payer bail-outs,Oriel Securities said in a research note.

OSBORNE SEEKS TO REASSURE

Europe's sovereign debt crisis, sparked by Greece's economic woes, has led to concerns that many banks will need further injections of capital.Earlier this week, France and Belgium intervened to prop up European bank Dexia, whose financial strength had been eroded by the sovereign debt turmoil.However, British finance minister George Osborne said Britain's banks remained well-capitalized and in better shape than many of their European rivals, who face bigger losses on writedowns to their holdings of Greek government debt.In an interview with BBC radio, Osborne also said that the Bank of England's decision to pump more money into the economy and the government's deficit reduction plans would help shield Britain from the euro zone debt crisis.Osborne said: People ask me how are you going to avoid Britain and the British taxpayer bailing out banks in the future? This government is taking steps to do that, and therefore credit rating agencies and others will say well, actually these banks have got to show that they can pay their way in the world.And I am confident that British banks are well capitalized, they are liquid, they aren't experiencing the kind of problems that some of the banks in the euro zone are experiencing at the moment.Lloyds said the Moody's downgrade would only have a minimal impact on its funding costs, while RBS reiterated that it remained strongly capitalized and had strengthened its credit profile.Britain ended up with an 83 percent stake in RBS and a 40 percent holding in rival Lloyds after rescuing both banks during the 2008 credit crisis with taxpayer bailouts.However, the British taxpayer is currently sitting on losses of billions of pounds on their RBS and Lloyds stakes.RBS was trading at 23.76 pence, more than 50 percent below the average 49.9 pence price at which the taxpayer acquired its stake in the lender, while Lloyds was at 35.58 pence -- again a fraction of the 63 pence price at which Britain got its stake in the bank.(Additional reporting by Avril Ormsby and Tim Castle; Editing by Erica Billingham and Mike Nesbit)

US warns against European gridlock

In the latest round of public pressure mounted on European leaders to move swiftly to contain the worsening debt crisis, Washington has again demanded the EU act fast.
US President Barack Obama on Thursday (6 October) in his first press conference since the middle of the summer said that the American economy was flagging and warned against European gridlock.They've got to act fast, he said speaking at the White House.Our economy really needs a jolt right now. This is not the time for the usual political gridlock,he continued.The problems Europe is having today could have a very real effect on our economy at a time when it's already fragile.His words were echoed by his economy chief, treasury secretary Timothy Geithner, who warned that the level of integration between the US and EU economies was such that Europe could end up dragging down the global economy.Europe is so large and so closely integrated with the US and world economies that a severe crisis in Europe could cause significant damage by undermining confidence and weakening demand,Geithner said in remarks to the US Senate Banking Committee.Washington wants to see the bloc massively expand its rescue operation by leveraging its €440 billion bail-out fund, perhaps to the tune of €2 trillion to stave off fears that Spain and Italy could not be bailed out in the event that the debt crisis spreads to two of Europe’s largest economies.The critical imperative is to ensure that the governments and the financial systems under pressure have access to a more powerful financial backstop, he said.

Meanwhile, across the Atlantic, the gloom was apparent in comments by the governor of the Bank of England, Mervyn King.After announced a further, £75 billion round of quantitive easing, King described the ongoing crisis as potentially worse than the Great Depression.This is the most serious financial crisis we've seen at least since the 1930s, if not ever, he told Sky News.We're having to deal with very unusual circumstances and to act calmly and do the right thing. The right thing at present is to create some more money to inject into the economy, he said.The latest round of quantitive easing, (QE) - in which the central bank in effect electronically ‘prints money’ by purchasing financial assets to inject a quantity of money into the economy - comes atop some £200 billion that has been pumped into the UK economy.King said that he could not rule out further rounds of QE.Meanwhile, the prime ministers of Sweden, the Netherlands and Finland have sent a letter to European Commission President Jose Manuel Barroso and EU Council President Herman van Rompuy demanding that the bloc ramp up the peer pressure on member states to take action to control their debts.A clear and credible commitment to work on an ambitious growth agenda, both at the national and at the EU level, is necessary to get Europe back on track, said Fredrik Reinfeldt, Mark Rutte and Jyrki Katainen in a statement published late Thursday night.The seriousness of the crisis we face underlines the importance of an EU growth agenda, they continued.Specifically, the three want to see the bloc push further on open and competitive markets, innovation, access to finance, smart regulation and a strong single market.

They also insisted that a two-speed Europe not develop as the eurozone further integrates: All member states must be involved in the decisions to further the EU's growth and competitiveness.Sweden is not a member of the eurozone and like other states that do not use the single currency, is concerned about being left out of key decisions as fiscal integration proceeds apace in the core of Europe.Those benefits would be lost in a two-speed Europe,the three continued.The also demanded peer pressure must be intensified to deliver greater European competitiveness.

EU to link regional funds to strict deficit rules

Brussels - The EU commission on Thursday (6 October) proposed that from 2014 onwards, the bloc's structural funds for poorer regions be linked to strict budget deficit rules under the new economic governance legislation.In line with the austerity-driven fiscal discipline promoted by the EU's net contributors, the commission wants to be given the power to suspend the funding if a country pursues unsound macro-economic policies or has weak administrative capacity.At the same time, the proposed €336 billion in the structural funds for 2014-2020 will be made more flexible, allowing the commission to intervene and change priorities if the country is seen as getting them wrong.Cohesion policy has already contributed a lot to building prosperity in the EU. But given the economic crisis, it must now become a motor for growth and competitiveness. Our proposals will make EU funds work even harder,said EU regional policy commissioner Johannes Hahn.He said the cut-off measure would be applied only as a last resort after a long series of steps. At the same time, unused structural funds can be used as loan guarantees with the EU commission working with Greece to this end.There is no contradiction between these measures, Hahn claimed, when pressed by journalists to explain how cutting funding from financially troubled countries would help them get back on track.The recently passed six pack [of EU economic governance legislation] raises the possibility to fine eurozone countries if they don't stick to deficit rules. So we discussed the theoretical possibility to use money as a final way to bring them back to the right way,the Austrian politician explained, adding that the cut-off measure would also apply to fisheries and rural development funding.MEPs and regional representatives fiercely opposed the proposal, however.

In these times of crisis, solidarity is the key (...) Our group will oppose any attempt to breach that solidarity. EU citizens should not be punished for the difficulties of their governments in reducing public deficits as proposed by the European Commission, said Italian Social Democrat MEP Patrizia Toia.Her Green counterpart from Germany Elisabeth Schroedter also criticised the funds-cutting measure, which she said would undermine the very essence of structural and cohesion funds.And Mercedes Bresso, the chairwoman of the Committee of the Regions, an advisory EU body comprising of regional and local officials said that she is firmly opposed.It is irritating that the Commission ignored the strong opposition of the Committee of the Regions, the European Parliament and of the other concerned stakeholders on this point, she said.Withdrawing EU funding from an already ailing economy will only make matters worse. And this measure will punish regional and local authorities for the failures of their national governments, Bresso explained.
The centre-right group in the European Parliament approves the move, however.We are now at the starting point of a big debate on the future regional policy and of course there are elements of utmost importance for us to be defined and regulated, it said, citing macro-economic conditionality as one of them.Member states and the European Parliament still have to agree on the new rules as well as the final figures for the seven-year budget.

The European Central Bank has announced new loans to banks amid mounting fears across Europe of a fresh credit crunch paralysing the continent’s economy.In his last press conference as president of the Frankfurt-based institution, Frenchman Jean-Claude Trichet on Thursday (6 October) said that the ECB would be providing unlimited 12-month and 13-month loans to banks and that the bank would purchase some €40 billion in covered bonds - debt securities backed by cash flows from mortgages or government loans.However, the central bank held interest rates unchanged at 1.5 percent despite increasing signs of European economic growth stalling and widespread calls for the institution to relax its hyper-vigilant focus on inflation.Currently running at a higher-than-expected three percent in the eurozone, inflation now stands above the ECB’s self-imposed ceiling of below but close to two percent.But Trichet conceded that members of the bank’s governing council did debate whether to reduce rates and said that there was consensus but not unanimity on the maintenance of the current stance, code for the existence of a dissenting minority that backed rate reductions.The bank chief said that real GDP growth in the euro area is is now expected to be very moderate in second half of this year off the back of moderation in global demand, declining consumer and business confidence and continued tensions in financial markets.The risks to the economic remain on the downside, he told reporters, with particularly high uncertainty.Speaking of the decision to throw the banks a liquidity lifeline and the central bank’s moves at the beginning of the crisis to do the same, he said that Europe is undergoing the most serious crisis since the Second World War - perhaps even the First World War.The ECB’s moves come as European leaders pronounce themselves ready to provide a massive, multi-billion bail-out of the area’s banks - once again.

On Thursday, European Commission President Jose Manuel Barroso said that plans were being readied for a recapitalisation of European banks.It is important to pursue the efforts already under way, they are already under way, following the last stress tests, the banks are making an effort for recapitalization, he told reporters following a meeting with Finnish Prime Minister Jyrki Katainen.While he would not be drawn on how much he felt would be needed, he called for a co-ordinated approach between member states so as to not create distortions in the EU’s single market.I believe a common, or at least a co-ordinated approach is of course wise to be considered, because some of these issues have a very important effect also in the single market, he said, meaning a series of national plans co-ordinated amongst the capitals, rather than a single European bail-out.He made similar comments during a television interview on Thursday morning with EU citizens broadcast via YouTube: We are now proposing member states to have a co-ordinated action to recapitalise banks and so to get rid of toxic assets they may have.Officials are rushing to put together the bail-out plans following the sudden liquidity crisis engulfing Franco-Belgian bank Dexia, currently in the process of being broken up, bailed out and facing possible nationalisation due to its inability to access credit off the back of its exposure to Greek sovereign debt.The IMF has said that European governments will have to provide between €100 and €200 billion in public funds to shore up its banks.Until this week, EU officials publicly insisted that there was no problem in the area’s banking system, as only nine banks had failed stress tests of the institutions performed by the European Banking Authority in July and were in the process of a recapitalisation costing in the region of €2.5 billion.However, the now troubled Dexia had passed the stress tests with flying colours and most analysts fear that many more large European banks are on the verge of collapse as trust between the institutions has dried up interbank lending - the cash infusions that keep banks alive from day to day.

The comments from the commission president come after German Chancellor Angela Merkel signalled Berlin’s support from widespread capitalisation on a visit to Brussels on Wednesday: I think it is important, if there is a general view that the banks are not sufficiently capitalised for the current market situation, that one does it.The German government, as the finance minister has made very clear in the last two days, stands ready to implement such a capitalisation of the banks if it is needed, she said following a meeting with Barroso.Merkel added that EU leaders are ready to discuss the rescue plans, which are still being finalised, at the bloc’s autumn summit in the European capital from 17-18 October. Eurozone premiers and presidents will also hold a separate pow-wow on the second day of the meeting.The German leader also said that such a discussion will likely have to involve consideration of adjustments to Greece’s EU-IMF bail-out.No decision has been made as to whether bank recapitalisation should be done via the eurozone’s €440 billion rescue fund or member states themselves.Both Barroso and Katainen refused to be drawn on the question. The Finnish prime minister did however say that governments must first press banks to try to raise cash from the markets but that if that were not possible, that a public back-stop would be necessary.France, whose banks have the greatest exposure to Greek sovereign and private debt, remains opposed to the use of the European Financial Stability Fund out of fears that its commitments to the rescue fund would jack up its public debts and threaten its triple-A credit rating. Paris would prefer a programme of guarantees and the purchase of preference shares.The ECB for its part is also opposed to a leveraging of the EFSF via the ECB.

EU court backs airline emissions cap

An EU plan to cap airplane emissions from January is legal, the advocate general of the European Court of Justice said on Thursday (6 October) in response to a complaint from US airlines. The industry expressed its disappointment with the legal opinion, which is usually confirmed by the court's verdicts.Part of the EU's CO2 emission allowance scheme, the cap would require airlines to pay for their pollution, which accounts for some three percent of the world's greenhouse gas emissions due to human activities.The inclusion in the EU emissions trading scheme of flights of all airlines from and to European airports is compatible with the principle of fair and equal opportunity laid down in the Open Skies Agreement, the advocate general said.Indeed, it is precisely that inclusion that establishes equality of opportunity in competition, as airlines holding the nationality of a [country beyond the EU] would otherwise obtain an unjustified competitive advantage over their European competitors if the EU legislature had excluded them from the EU emissions trading scheme, it added.Under the scheme, airlines would get 85 percent of their permits for free, while the remaining 15 percent has to be auctioned on the market. The measure applies to all airlines flying over or in and out the European airspace, causing outrage amongst non-EU companies.

A group of US and Canadian-based airlines challenged the EU rules in a British court, as each EU government has to implement them by January 2012. The tribunal in the UK turned to the ECJ for advice, with the legal opinion being the first step before a final verdict expected next year.I am glad to see that the advocate general's opinion concludes that the EU directive is fully compatible with international law. The EU reaffirms its wish to engage constructively with third countries during the implementation of this legislation, said climate commissioner Connie Hedegaard.But the International Air Transport Association (Iata) said it was disappointed at the court's opinion.We support and need positive economic measures as part of our strategy to manage aviation’s emissions. Emissions trading is one possibility. But it must be a global scheme under the leadership of International Civil Aviation Organisation,said Tony Tyler, Iata's director general.

Palestinian anger at US rising over UN veto threat

But low expectations have turned into frustration and in some cases outright anger after the U.S. threatened to derail a bid for U.N. recognition of an independent state and Congress put a hold on $200 million in badly needed aid.Protests have been small so far, from burning a few U.S. flags and pictures of President Barack Obama to editorials blasting U.S. policy and portraying Washington as beholden to Israel. On Tuesday, about 30 people accosted a U.S. diplomatic convoy in the West Bank town of Ramallah, chanting shame on you and hurling a shoe outside a U.S.-hosted reception at a local restaurant.Palestinian President Mahmoud Abbas said Thursday that relations with the U.S. have not been affected, but also criticized the Washington for attempting to scuttle the Palestinians' request of membership in the U.N. cultural agency. Abbas said Palestinians are angry about U.S. policies, but that our anger is civilized anger, meaning it won't turn violent.Some senior politicians and well-known opinion makers have publicly written off the United States as a credible broker, tapping into a broad sentiment among Palestinians that going to the U.N., in defiance of Washington, was the right move.

Washington's threat to block U.N. recognition of Palestine is an act of aggression, said writer Hani al-Masri, who boycotted the Ramallah reception by U.S. diplomats. Other invitees said they stayed away because they feared a backlash in their community — an indicator of the combative mood in the West Bank.U.S. officials did not comment publicly, but privately played down the problem. One thrown shoe is not evidence of growing anti-American sentiment among the Palestinians, one official said on condition of anonymity because he was not authorized to speak to the media.
Al-Masri believes anger would only grow if the Obama administration goes ahead with a veto in the U.N. Security Council, the only body that can bestow full membership. The Security Council is still reviewing the Palestinian application and it's not clear whether the Palestinians can muster the needed majority of nine of 15 members which would trigger the American veto.A potential cut in U.S. aid to the Palestinians could further deepen the rift. In late August, members of Congress put a hold on some $200 million, or nearly one-third of the U.S. funding for the Palestinians for 2011.The U.S. is the single largest contributor nation to the Palestinians' annual aid of hundreds of millions of dollars — a package that is critical to development projects and the functioning of the Palestinian Authority.The Congressional action was meant as a warning, but it did not deter Abbas, who submitted the request for recognition of Palestine in the West Bank, Gaza and east Jerusalem — lands captured by Israel in 1967 — to the U.N. a month later.
Since then, U.S. aid programs worth tens of millions of dollars have been suspended for lack of funding.The Obama administration has been trying to get Congress to reconsider, arguing that such cuts only weaken those working for an Israeli-Palestinian peace deal. We missed the Oslo anniversary, but It was particularly not convenient to celebrate the dead accords when Mahmoud Abbas came to the UN and put the final nail in its coffin.Steven Shamrak-On September 28th the world was supposed to celebrate, but conveniently forgot that it was the anniversary of the Israeli-Palestinian Interim Agreement, widely known as the Oslo Accords.Three political stooges: Yasser Arafat, Yitzhak Rabin and Shimon Perez, received the Nobel Peace prize for signing this worthless piece of paper, which was based on fake promises made by Yasser Arafat in a letter to then-Prime Minister of Israel, Yitschak Rabin on 9 September, 1993.In this letter Yasser Arafat promised:The PLO considers that the signing of the Declaration of Principles constitutes an historic event, inaugurating a new epoch of peaceful coexistence, free from violence and all other acts which endanger peace and stability. Accordingly, the PLO renounces the use of terrorism and other acts of violence and will assume responsibility over all PLO elements and personnel in order to assure their compliance, prevent violations and discipline violators.It was particularly not convenient to celebrate the dead accords when Mahmoud Abbas came to the UN and put the final nail in its coffin, unilaterally abandoning the principles of negotiation and undermined stability of the peace process.Due to enormous political pressure exhorted on Israel by the Clinton administration to sign the agreement, many parts of it were deliberately written ambiguously to make it open to interpretation.Israel was prepared to allowed limited autonomy to the non-Jewish populations of Judea, Samaria and Gaza, but the PLO was determined to obtain statehood as the first step towards future territorial expansion with the inclusion of the land of Israel and possibly Jordan, as part of Palestine.

Many promises were made, clearly but deceitfully, by Arafat and never delivered:
1. Terror attacks on Israel have never stopped.
2. PA regularly sabotaged negotiations, endangering peace and stability by breaking them and calling for international pressure on Israel.

Arabs respect strong opponents. It is integral to their national makeup.
Terrorists of Fatah, Hamas and other Islamic organisations continued freely conducting their bloody business. Often, the terrorist actions were coordinated by PA to meet its political aim.When the Oslo agreement was signed, several important undertakings were promised by the PLO, but not delivered by Arafat and Abbas:

1. Israel is still not legally recognised by the Palestinian Authority or by any major organisations like PLO or Hamas.
2. The new entity is supposed to be a democracy. After the last election, which Hamas won, Abbas illegally retained control of the PA and the next election is long overdue. Therefore, the current PA leadership is not legitimate nor democratically elected representatives of so-called Palestinians.
3. Article XI,1: The two sides view the West Bank and the Gaza Strip as a single territorial unit - At the moment there are two defacto governing bodies: PA, Fatah controlled, in Judea and Samaria, and Hamas in Gaza.
4. Terrorist attacks on Israel have never stopped. Israel was forced to build a wall around the West Bank to stop suicide bombers, who were mainly recruited by Fatah. Gaza was sealed due to terror attacks instigated by Hamas.
5. Article XXII,2: Israel and the Council will ensure that their respective educational systems contribute to the peace between the Israeli and Palestinian peoples and to peace in the entire region - PA has never stopped anti-Israel propaganda! Martyrdom is glorified in the press and in mosques, kindergartens and schools by both Fatah and Hamas.

The Oslo agreement expired several years ago. It had not brought peace, but exposed lies and treachery.Instead of negotiating peace, the PA regularly walked from the negotiation table in pursuit of hypocritical international support in order to pressure Israel for more concessions, giving nothing in return.This agreement was dead on arrival! It must be viewed by Israel as a lesson, which many terror experts insist on: Never negotiate with terrorists! So-called Palestinian people are the fake nation which was forged by Arabs in 1964 in order to destroy Israel. They are not interested in peace with Israel. They are occupiers of Jewish land! Israel must realise that the only way to resolve the conflict is to utilise self-reliance and determination to end the occupation of Jewish land by Arabs and so-called Palestinians.The painful experience of the peace process has proven one obvious point - Arabs will never have peace with Israel! Israel has done everything possible to accommodate the peace with this terror infested entity. Any other country or nation would not even bother.Therefore, it is time to reclaim our land, transfer enemy population to Sinai or to other numerous Arabs states, those who claim to care so much about poor Palestinians. (Why not them? - In order to have peace, Israel forcibly removed 8,500 Jews from Gaza. It did not stop terror attacks. The PA insists that all Jews must be removed from Judea and Samaria! So why not remove them from Jewish land instead?)

This is the only option Israel has. The alternative is annihilation! Arabs respect strong opponents. It is integral to their national makeup. When Israel demonstrated its military superiority it was respected not just by Arab states, but by most countries, including the Soviet Union.It is time to stop being a little ghetto Jew, end the policy of appeasement of international anti-Semitic bigots who will never be content with Jews, and stand up for our own rights.Palestine is the Eretz-Israel - the Land of Israel! It is the Jewish ancestral land, which was promised to Jews by G-d and even by resolution of the League of Nation in 1922. It is time to take it back!

Nothing Concrete Expected When Quartet Ambassadors Meet OCT 7,11

Ambassadors from the Middle East Quartet (United States, United Nations, European Union and Russia) are scheduled to meet, Sunday, in Brussels. The Associated Press quoted EU spokesman Michael Mann saying, on Friday, The purpose is to review progress and keep up the momentum, with the overall objective of encouraging the parties to return to negotiations.The AP cited an un-named diplomat as saying, We don't expect anything concrete to come out of (Sunday's) meeting.Israel said last week that it accepts the Quartet's invitation to resume talks with the Palestinian Authority (PA). The PA says it won't resume talks unless Israel stops construction and enters talks based on borders in effect before the start of the Six-Day War in 1967.

In a curious sense of timing, Russia announced this week that it had been holding a Chinese national for a year on suspicion of trying to get documentation on the Russian S-300 long-range surface-to-air missile system by bribery.The announcement came shortly before Russian Prime Minister Vladimir Putin is to head for China for summit talks with the Chinese leadership.Russia and China collaborated on torpedoing a Western resolution against Syria this week at the Security Council and the twp powers have been the guiding spirit behind the Shanghai cooperation organization in a bid to secure preeminence in Central Asia.If Tun Shenyun's arrest could have been kept quiet for a year, why break the story now? Precisely during the week that recalled the Cold War, it is important to cite that during that same Cold War a rift emerged between the Soviet Union and China.In view of the fact that the countries share a long border, one cannot rule out a reemergence of this competition and rivalry.What brought Russia and China together was their fear of American dominance. If the United States retrenches its global commitments, this could weaken the bonds between Moscow and Beijing.

Russia increasingly views China as a serious competitor in the arms trade, particularly when the Chinese are successful in stealing technology, reverse engineering and copying imported products. A less sophisticated version of the missile system is being manufactured under license in China.By making the arrest and going public the Russians are warning the Chinese that despite the strategic cooperation between the two countries, espionage in Russia by China's Ministry of State Security will not be tolerated.A final reason is that an arrest over charges of technology theft represents an indirect compliment to Russian technological prowess. One Russian official commented on the arrest by claiming that China would not engage in the usual tit for tat retaliation.And it will be hard for them to find a Russian who is spying on the Chinese military because they steal our secrets, not the other way around. As Russia is increasingly sensitive about being eclipsed by China, such sentiments constituted a balm to Russian pride.Alexander Gurov, a member of the Duma security committee, claims that the various espionage attempts to steal Russian technology gives the lie to charges in the Western media about a decline in the Russian military and outdated weapons in the Russian army.Some of these reports were fueled by criticism of Russian military industries by President Dmitry Medvedev, who in some cases even exhorted the Russian military to import the hardware that it needed.All these attempts by the so-called spies show that not everything is bad in Russia, although the West is trying to create a bad image of the country, Gurov said.

WELLINGTON (Reuters) - A drought-stricken Pacific island nation is down to its last few days of water, prompting a mercy dash by New Zealand and Australia with water-making equipment.Tuvalu, the world's fourth-smallest nation sitting just below the Equator, has declared a state of emergency and is rationing water.Tuvalu has a collective land mass of just 25 sq km (10 square miles) with its highest point five meters above sea level and is one of the countries most vulnerable to climate change and rising oceans.Air force planes from New Zealand and Australia were combining on Friday to move a large desalination plant to Tuvalu, a group of small islands around 3,180 km (2,000 miles) northeast of New Zealand.The advice is that more capacity is needed to relieve the acute water shortage and replenish stocks, said New Zealand Foreign Minister Murray McCully in a statement.The large army desalination equipment...will help ease the critical shortage and should provide a sufficient buffer if the dry period continues as expected.Residents in the capital Funafuti have been rationed to two buckets of fresh water a day. The country has a population of fewer than 11,000 on nine low lying atolls.
