Hard though it may be to believe, even the firing of two rockets at Tel Aviv from Gaza, by Hamas, has not dragged Israel and the Gaza terrorists into war or even a major escalation, at least as of this time of writing. Israel’s Prime Minister and Defense Minister Benjamin Netanyahu, who so prides himself on his “Mr. Security” credentials, has preferred to swallow the bitter pill of Thursday night’s rocket fire and preserve relative calm.To the credit of Netanyahu and the government he heads, they proved Thursday night and Friday morning what they have often claimed: That the importance of Sderot is no different from that of Tel Aviv, and that what holds true for one of those cities holds true for the other. If somebody had said a few months ago that rocket fire at Tel Aviv would pass with only minimal Israeli military retaliation, Sderot-style, they would have been accused of being delusional.But this is an election period. Netanyahu’s position in the polls is getting stronger. Blue and White leader Benny Gantz is making headlines for having his phone hacked by the Iranians. The last thing Netanyahu needs is war with Gaza.One can only wonder what might have happened if one of the security networks of Palestinian Authority President Mahmoud Abbas had launched two missiles (by mistake) at Ben Gurion Airport or Tel Aviv. The government might well have called unanimously for a major operation in the West Bank to demolish the terrorist infrastructure. But facing off against Hamas, and given the remarkable covenant that has been created between the terror group and the Netanyahu government, the prime minister (rightly) prefers restraint rather than being dragged into another conflict with unforeseeable consequences.According to the version put out by the IDF on Friday morning, the assessment is that Hamas fired the two rockets at Tel Aviv in error. (With a previous launch at Beersheba last October, it was said to be lightning that caused erroneous fire.) According to the Hamas version, Thursday’s rockets were launched by a field operative acting without approval from the higher-ups. Plainly, this claim of an ill-disciplined field activist should raise skepticism and many questions, but on the Israeli side there is an understanding that the Hamas leadership is not interested in an escalation right now, nor in signaling some kind of warning with rocket fire at Tel Aviv.At the very time the missiles were being fired, Hamas leaders in Gaza were meeting with a delegation of Egyptian intelligence officials, headed by Ahmad Abdelkhaliq, who is responsible for the Palestinian file. The likelihood that Hamas leaders wanted to launch missiles at that moment, of all moments, is remote. Hamas is urgently trying to attain economic concessions from Israel, not provoke it. It was only hours earlier that the dire economic situation in Gaza was publicly underlined, when Hamas police officers violently confronted dozens of demonstrators who had gone out into the streets to protest the poverty and hardship in the Strip under Hamas rule.According to Palestinian and Egyptian assessments, any eased economic restrictions and concessions that Israel might allow will not dramatically change the situation in Gaza. But they might help to create a slightly more positive mood for the population, and perhaps even optimism as regards to the period after Israel’s elections in April.What the Egyptians are trying to do is find a way to bring the Palestinian Authority back into Gaza somehow, in order to expedite some kind of rehabilitation of the Strip. Ironically, as the events of the past few hours indicate, it may well be that interaction aimed at reconstruction in Gaza between Israel and Hamas, even without the PA, may not be a mission impossible.

Israel and Hamas have agreed to a ceasefire, the Kan public broadcaster and Palestinian media reported Friday. Israel has not confirmed the reports.The reported de-escalation came after two rockets were fired from the Strip at Tel Aviv on Thursday and the IDF hit over 100 targets in the coastal enclave in response. Nine rockets were then fired from Gaza at border communities in Israel, six of which were intercepted.Sources in Gaza told Kan the agreement was negotiated with the help of Egyptian mediators.A spokesperson for the Palestinian Islamic Jihad terror group, Daoud Shehab, said his organization is “committed to the ceasefire understandings” as long as Israel “halts its aggression against the Palestinian people.”The rockets fired toward Tel Aviv were the first such occurrence since a major conflict in 2014, and did not hit residential areas and caused no direct injury. An IDF assessment found that the rockets were possibly fired toward the coastal city by mistake, and that low-level Hamas forces were responsible for the launches.It was not immediately clarified if the IDF believed it was a technical malfunction or human error.In response to the projectiles, Israeli war planes hit over 100 Hamas targets in the Gaza Strip overnight Thursday-Friday. (Reuters) - Nebraska Public Power District (NPPD) on Friday declared an "unusual event" at its Cooper nuclear power station in Nebraska due to the possibility of flooding along the Missouri River following a powerful winter storm this week.The plant continues to operate safely and "there is no threat to plant employees or to the public," the utility said in a release.The late winter storm, dubbed a "bomb cyclone" by meteorologists, left blizzards, floods and tornados in its wake after hitting the U.S. Mountain and Plains states this week, before pushing east into the Midwest and the Great Lakes Region early Friday.NPPD said its workers have filled sandbags along the river levee and procured other materials and supplies for flood protection.The biggest danger to a nuclear plant from flooding is the loss of power, which can make it difficult to cool the uranium fuel in the reactor core and the fuel stored in the spent fuel pool.That is what caused the fuel in some reactor cores at the Fukushima Daiichi plant in Japan to partially melt down in 2011 after a giant earthquake and tsunami cut power to the plant.Since Fukushima, all U.S. reactors have been upgraded with additional safety equipment, including portable pumps and generators to keep cooling water circulating through the reactor in case the plant loses offsite power.NPPD said its procedures require it to declare an unusual event to the U.S. Nuclear Regulatory Commission when the Missouri River tops 899 feet above sea level. It really looks an actual computer game. Israel’s Prime Minister and Defense Minister Benjamin Netanyahu, who so prides himself on his “Mr. Security” credentials, has preferred to swallow the bitter pill of Thursday night’s rocket fire and preserve relative calm.To the credit of Netanyahu and the government he heads, they proved Thursday night and Friday morning what they have often claimed: That the importance of Sderot is no different from that of Tel Aviv, and that what holds true for one of those cities holds true for the other. If somebody had said a few months ago that rocket fire at Tel Aviv would pass with only minimal Israeli military retaliation, Sderot-style, they would have been accused of being delusional.But this is an election period. Netanyahu’s position in the polls is getting stronger. Blue and White leader Benny Gantz is making headlines for having his phone hacked by the Iranians. The likelihood that Hamas leaders wanted to launch missiles at that moment, of all moments, is remote. Hamas is urgently trying to attain economic concessions from Israel, not provoke it. It was only hours earlier that the dire economic situation in Gaza was publicly underlined, when Hamas police officers violently confronted dozens of demonstrators who had gone out into the streets to protest the poverty and hardship in the Strip under Hamas rule.According to Palestinian and Egyptian assessments, any eased economic restrictions and concessions that Israel might allow will not dramatically change the situation in Gaza. But they might help to create a slightly more positive mood for the population, and perhaps even optimism as regards to the period after Israel’s elections in April.What the Egyptians are trying to do is find a way to bring the Palestinian Authority back into Gaza somehow, in order to expedite some kind of rehabilitation of the Strip. Ironically, as the events of the past few hours indicate, it may well be that interaction aimed at reconstruction in Gaza between Israel and Hamas, even without the PA, may not be a mission impossible.

Israel has not confirmed the reports.The reported de-escalation came after two rockets were fired from the Strip at Tel Aviv on Thursday and the IDF hit over 100 targets in the coastal enclave in response. Nine rockets were then fired from Gaza at border communities in Israel, six of which were intercepted.Sources in Gaza told Kan the agreement was negotiated with the help of Egyptian mediators.A spokesperson for the Palestinian Islamic Jihad terror group, Daoud Shehab, said his organization is “committed to the ceasefire understandings” as long as Israel “halts its aggression against the Palestinian people.”The rockets fired toward Tel Aviv were the first such occurrence since a major conflict in 2014, and did not hit residential areas and caused no direct injury. PARIS (Reuters) - Rioters set fire to a bank and ransacked stores on Paris's Champs Elysees avenue on Saturday, in a new flare-up of violence as France's yellow vest protests against President Emmanuel Macron and his pro-business reforms entered a fourth month.Police fired tear gas and water cannon as the protests turned violent after weeks of relative calm, during which marches had attracted declining numbers of participants.A Banque Tarneaud branch spewed flames before firefighters arrived and rescued a woman and her infant from the building, with 11 suffering minor injuries, the fire department said.Rioters also set fire to an upmarket handbag store and two news-stands on the Champs Elysees, while scattered bonfires burned on the thoroughfare.Protesters hurled cobblestones at riot police through clouds of tear gas in front of the Arc de Triomphe monument, which was ransacked at the peak of the protests in December.Police arrested nearly 240 protesters as rioters looted stores around the Champs Elysees and wrecked the high-end Fouquet's restaurant.The canvas awning was later set on fire of the swanky brasserie, known in France as the place where conservative Nicolas Sarkozy celebrated his presidential election victory in 2007.Several hundred meters (yards) down the Champs Elysees, Prime Minister Edouard Philippe told journalists the latest violence was unacceptable and all would be done to bring perpetrators to justice."We are dealing with several hundred, several thousand in some cases, highly determined people who are there to create disorder," Philippe said. Police said 42 protestors, 17 of their own officers and one firefighter were injured.The interior ministry estimated 10,000 people had participated in the protest in Paris, compared with 3,000 on the previous Saturday. (Reuters) - A harsh late winter storm broadsided a vast swathe of the U.S. agriculture industry this week as heavy snow closed roads and buried cattle in the Plains while excessive rain flooded Midwest farm fields and swamped grain elevators.A "bomb cyclone" hurled hurricane-force winds, sparked tornadoes and dumped heavy snow and rain across the Plains and western Midwest on its march across the United States this week.Recovery from the storm is expected to take days or weeks, if not longer. Prolonged supply disruptions could rattle cattle, hog and feed grain markets around the region and futures on the Chicago Board of Trade and Chicago Mercantile Exchange.Archer Daniels Midland Co was forced to shutter its massive Columbus, Nebraska, corn processing facility due to flooding. The plant, which produces corn-based ethanol biofuel, is one of the largest in the world."Right now, we do not have rail or road access to the facility because of the high water. We do not have an estimate yet on when we will be able to resume normal operations," Chris Cuddy, president of ADM's carbohydrate solutions business said in an emailed statement.How soon the facility will reopen will depend on the extent of the damage and how quickly floodwaters recede, he said.Rival agribusiness Cargill Inc closed its Council Bluffs, Iowa, and Albion, Nebraska, grain elevators at least through the weekend due to flooding, according to its website.In Albion, flooding also shuttered an adjacent ethanol plant operated by Valero Energy Corp, according to a Chicago grains trader. You've got just a sea of mud, and it's affecting performance," said Alan Brugler, president of Omaha-based advisory service Brugler Marketing and Management.The cattle "are not gaining weight, they've got a lot of mud on them. Nebraska preps nuclear plant for possible flooding, no public danger-[Reuters]-YAHOONEWS-March 15, 2019
(Reuters) - Nebraska Public Power District (NPPD) on Friday declared an "unusual event" at its Cooper nuclear power station in Nebraska due to the possibility of flooding along the Missouri River following a powerful winter storm this week.The plant continues to operate safely and "there is no threat to plant employees or to the public," the utility said in a release.The late winter storm, dubbed a "bomb cyclone" by meteorologists, left blizzards, floods and tornados in its wake after hitting the U.S. Mountain and Plains states this week, before pushing east into the Midwest and the Great Lakes Region early Friday.NPPD said its workers have filled sandbags along the river levee and procured other materials and supplies for flood protection.The biggest danger to a nuclear plant from flooding is the loss of power, which can make it difficult to cool the uranium fuel in the reactor core and the fuel stored in the spent fuel pool.That is what caused the fuel in some reactor cores at the Fukushima Daiichi plant in Japan to partially melt down in 2011 after a giant earthquake and tsunami cut power to the plant.Since Fukushima, all U.S. reactors have been upgraded with additional safety equipment, including portable pumps and generators to keep cooling water circulating through the reactor in case the plant loses offsite power.NPPD said its procedures require it to declare an unusual event to the U.S. Nuclear Regulatory Commission when the Missouri River tops 899 feet above sea level. It reached 899.05 feet Friday morning, the company said.Should the river rise to 900 feet above sea level, NPPD said plant workers will "barricade internal doorways as another layer of protection for facility equipment."If the river reaches 901.5 feet above sea level, NPPD said it would take the station offline as a protective measure.The plant was built at 903 feet above sea level, which is 13 feet above natural grade, NPPD said.The Cooper station is three miles (4.8 km) southeast of Brownville, Nebraska, near the Missouri River.(Reporting by Scott DiSavino; Editing by David Gregorio and Richard Chang)
