A French sailor lost in the Mediterranean for weeks has been rescued by the Israeli military off the Gaza coast, the army said Friday.The man was recovered Thursday night drifting in a boat with a broken radio and no steering system near the Gaza Strip, the army said on Twitter.“Our soldiers came across his boat near the Gaza Strip, rescued him, and took him for medical treatment,” the tweet said.An army spokeswoman described the man as a fisherman traveling in a direction from Egypt toward Gaza. She said he was injured in the leg.The sailor was later named as Jean-François Colas, an experienced seaman who has sailed around the world. Speaking Friday night to Israel’s Channel 13 news, Colas said he had sailed from Montpelier last month, and got into difficulties in the Eastern Mediterranean. He said his digital equipment failed, his engine died, his anchor chain broke, and he started to drift.Colas said was almost out of food and water when he was spotted by the Israeli navy, he said. Some energy experts are predicting even more volatility in 2019 with respect to the financial markets.More than 1,000 people gathered at the 42nd annual Forecaster Dinner at the Telus Convention Centre in Calgary on Thursday,"I'm not going to sugar coat it — we are going to have less investment in Western Canada than we've had for the last couple of years and it's going to be a challenging year," said Jackie Forrest, senior director of research with the Arc Energy Research Institute."But I do think companies are going to innovate, they're going to figure out how to lower their costs, how to create as much cash flow as they can, and continue to grow into the 2020s, putting this year behind us once we get there."There's been a lot of volatility over the past few months.The price of oil plunged on Christmas eve.The price differential on Canadian oil led to government imposed production cuts.And drilling activity is down."[Oil prices] have been very volatile over the last two to three years, the last time I was in Calgary was actually in January 2016 when the oil price was $30," said Paul Smith, president and CFO of CFA Institute, the professional body for investment managers."Since then it's been up to $75, it's back down to $50 more or less today, so it's been a very bumpy ride, which means it's very hard for businesses here in Calgary to plan, because you don't know what your income is going to be with any great degree of certainty."And Smith said that volatility could continue."There's a very strong sense the volatility is going to continue, yes," he said."The old joke in our business is, the only thing you know about the oil price is it will either go up, down or sideways, but not necessarily in that order."Forrest expects market access to improve over the next two to three years.But she says companies can't sit around and wait for pipelines — they need to become more efficient in order to survive.

A Hamas spokesman on Saturday evening denied an Arab newspaper report that, quoting unidentified sources in the organization, said Israel was looking to complete a prisoner swap deal before national elections on April 9.“There is now news on the prisoner issue,” the spokesman told Channel 13 news. “Israel is unwilling to carry out a new prisoner swap, though the issue of prisoners is a top priority for Hamas.”The report earlier in the London-based Al-Araby Al-Jadeed newspaper quoted source in the group as saying indirect talks with Israel had been renewed “amid a strong willingness to reach a deal ahead of the elections, in light of the drop in support of [Prime Minister] Benjamin Netanyahu in the polls.”The Hamas sources said the organization was negotiating with Israel through mediators from an unnamed European country, as well as Egyptian and German intermediaries who have reportedly been working on the alleged deal for months.Hamas is demanding the release of Palestinians who have been rearrested since they were freed in 2011 as part of a deal in which Israel exchanged 1,027 terrorists for IDF soldier Gilad Shalit, who was captured and held by Hamas in the Gaza Strip or five years.The terror group is currently holding the remains of Hadar Goldin and Oron Shaul, Israel Defense Forces soldiers killed during the 2014 war between Israel and the Gaza-based terror group. A French sailor lost in the Mediterranean for weeks has been rescued by the Israeli military off the Gaza coast, the army said Friday.The man was recovered Thursday night drifting in a boat with a broken radio and no steering system near the Gaza Strip, the army said on Twitter.“Our soldiers came across his boat near the Gaza Strip, rescued him, and took him for medical treatment,” the tweet said.An army spokeswoman described the man as a fisherman traveling in a direction from Egypt toward Gaza. She said he was injured in the leg.The sailor was later named as Jean-François Colas, an experienced seaman who has sailed around the world. Speaking Friday night to Israel’s Channel 13 news, Colas said he had sailed from Montpelier last month, and got into difficulties in the Eastern Mediterranean. If you were out early Saturday morning and felt like you were in the coldest place on earth, you were right — at least when it comes to capital cities around the globe.The temperature in Ottawa fell below every other national capital in the world on Saturday morning — and that doesn't include the wind chill.Ulan Bator, the capital of Mongolia, is on average the coldest capital city in the world, according to World Atlas.But the temperature in Ottawa — which on average is ranked as the 7th coldest capital — dipped to –24 C, compared to –23 C in Ulan Bator.With the windchill it felt like –36 C. By comparison here are the temperatues in other capital cities that are colder than Ottawa on average: Astana –3 C Moscow –4 C Helsinki –2 C Reykjavik 1 C Tallinn –2 C Ottawa also finds itself on the northern edge of a major snow storm passing through to the southwest of the city.

MILWAUKEE (Reuters) - A major winter storm was expected to clobber a large swath of the northern United States with heavy snow, gusty winds and frigid temperatures making travel difficult and dangerous starting on Friday and through the weekend, forecasters said.The storm system will dump 6 to 10 inches (15 to 25 cm) of snow in the Plains and Midwest on Friday night and Saturday and as it moves east at least a foot of snow in parts of the Northeast on Saturday and Sunday, the National Weather Service (NWS) said in several advisories.The system was expected to also bring freezing rain, wind gusts of 35 miles (56 km) per hour and quickly dropping temperatures that will to dip into the teens and even below zero Fahrenheit in several areas, the service said."If you don't have to go outside, it probably is best that you don't," said Amy Seeley, an NWS meteorologist in Chicago. "People will have to worry about blowing and drifting snow."Forecasters and officials in several states warned that snow accumulation and drifts on highways and roadways will make driving difficult and dangerous.More than 900 domestic flights had been canceled and another 3,100 delayed as of 4 p.m. EST (2100 GMT) on Friday, according to Flightaware.com, an online tracking service.Several airlines said on Twitter they will issue waivers and told travelers to expect more delays and cancellations during the weekend.Amtrak canceled train service from Chicago to Boston, Washington, D.C. and New York on Saturday and canceled and modified several routes that originate and end on the east coast on Sunday.Pennsylvania Governor Tom Wolf declared a state of emergency for his state where he said two inches of snow per hour was expected.
