Israel on Monday thwarted the Palestinians’ attempt to obtain observer state status at the United Nations Conference on Disarmament (CD).At the first public plenary of the CD’s 2019 session, 33 states were granted observer status, “while the Palestinian bid was the only one to be rejected, denying yet another Palestinian attempt to politicize the work of professional international organizations,” the Foreign Ministry in Jerusalem said in statement Tuesday.Israel is one of the Geneva-based organization’s 65 member states.The Palestinian bid was supported by Iran, Turkey, North Korea and Venezuela, but Israeli diplomats in Jerusalem and missions across the world, “in close coordination with the US,” managed to block the move, according to the ministry.“This is another Palestinian attempt to politicize professional UN bodies and international agencies,” the statement read.Ramallah had also tried to attain observer state status for CD’s 2018 session, but Israel and the US thwarted that effort as well.“Israel believes that the Conference on Disarmament continues to have an important role to play in the multilateral arms control domain and will continue to take a constructive approach towards its work,” said Aviva Raz-Schechter, Israel’s ambassador to the UN agencies based in Geneva.“The CD is a professional forum for negotiation and Israel, together with others, will object any attempt to politicize this forum.”Founded in 1979 as “the single multilateral disarmament negotiating forum of the international community,” the CD initially had 40 members. They either use that money to gamble or transfer it abroad.Macau authorities have been cracking down on the scheme over the past year and instructed financial institutions to tackle the illegal use of UnionPay cards to evade exchange controls.Macau's gambling industry has revenues of around $3 billion a month.Through the joint investigation, Beijing and Macau police raided their respective cities as well as Hebei, Hubei and Guangdong. The Israel Air Force launched airstrikes against multiple Hamas targets in the northern Gaza Strip on Tuesday night, following two border clashes earlier in the day, including one in which a sniper shot an IDF officer in his helmet, causing light injuries, the army said.The target of the strike was said to be a Hamas building in the Beit Lahia area of northern Gaza, according to Palestinian media. The structure was reportedly hit by multiple missiles. There were no immediate reports of injuries.The Israel Defense Forces said the raids targeted “a number of terror targets in a military base belonging to the Hamas terror group in the northern Gaza Strip.”The Israeli military did not indicate who it believed fired the shots, but said it held Hamas responsible for the violence along the border on Tuesday as the terror group has ruled Gaza since taking control of the enclave in 2007 by ousting the West Bank-based Palestinian Authority.“The IDF is prepared and ready to at against any terrorist action from the Gaza Strip and is determined to defend the citizens of the State of Israel,” the army said in a statement.Hamas accused Israel of escalating the situation, saying it was “fully responsible” for the uptick in violence.“The resistance will not allow the use of Palestinians blood for Israel’s elections, and we have in our possession the means to defend their interests,” the terror group said, referring to the Knesset elections in April.The airstrikes came amid a significant increase in violence along the Gaza border Tuesday.Earlier in the day, shots were fired at Israeli troops stationed along the security fence across from the northern Strip. UNITED NATIONS — Russia on Tuesday slammed a planned US-Polish conference on peace and security in the Middle East as “counterproductive” because of its focus on countering Iran, and said it would not attend.US Secretary of State Mike Pompeo has announced plans for the major conference in Warsaw on February 13 and 14 to be attended by ministers from a dozen countries.Addressing the UN Security Council, Russian Ambassador Vassily Nebenzia said the conference would fail to bolster Middle East security because of its “one-country aspect” and failure to address the Israeli-Palestinian conflict.“Attempts to create some kind of military alliances in the region by holding conferences and focusing on having a simplified unilateral approach that is clearly linked just to Iran are counterproductive,” Nebenzia told a council debate on the Middle East.Such a move “just further pushes away the prospects of finding a genuine security architecture for the region,” he added.In Moscow, the Russian foreign ministry released a statement saying Russia would not attend the meeting which is described as an “anti-Iran platform” and a bid to create conditions to weaken the Iran nuclear deal.“Why has that conference not invited Iran, which is one of the most significant and large countries in the region?” asked Nebenzia.Iran has reacted angrily to the planned conference and warned Poland that it could face consequences for hosting the gathering.Pompeo first announced the conference on January 11 to bring together countries in addressing peace and security in the Middle East, and make “sure that Iran is not a destabilizing influence” in the region.The conference has also received a cool reception from European countries.Facing a lack of enthusiasm, acting US Ambassador Jonathan Cohen described the Warsaw meeting as a “global brainstorming session” and stressed that it was “not the venue to demonize or attack Iran.”Some of the agenda items for the conference include the humanitarian crises in Syria and Yemen, missile development and cyber security, Cohen told the council.

OTTAWA — Canadian peacekeepers saw their busiest day in Mali on Sunday after extremists with links to al-Qaida attacked a United Nations base, killing 10 and injuring dozens more.Five Canadian helicopters were scrambled from a different base after the attack, according to Canadian Forces spokesman Capt. Christopher Daniel, including two large Chinooks configured as flying hospitals and three smaller Griffon escorts."The Canadian helicopters evacuated 15 wounded UN soldiers," Daniel added in an email. They also delivered food, water and ammunition."Our deployed contingent worked professionally through an extremely complex and demanding day, supporting one another and those who were the target of this horrible act of violence."The operation was by far the largest that the Canadians have performed since arriving last summer in northern Mali, where their primary task is to provide medical evacuations to ill and injured UN peacekeepers and officials.The number of helicopters involved underscored the seriousness of the assault as only one Chinook is required to be on round-the-clock standby. Canada has three Chinooks and five Griffons based with the UN in Gao.Over the previous five months, Canadian peacekeepers had conducted a total of five evacuations involving six patients. Most of the rest of their time has been spent training and ferrying supplies and personnel to different parts of the country.Sunday's attack was the deadliest in months for the UN anywhere in the world. Those killed all came from Chad, bringing the total number of blue-helmets killed in Mali since 2013 to 187. Most of the dead have been from Africa.At least 25 more peacekeepers were injured during the attack on the UN base at Aguelhoc, responsibility for which was claimed by an Islamic extremist organization that allies itself with al-Qaida, Nusrat al-Islam wal Muslimeen. It's about 400 kilometres from where the Canadian helicopters are kept.The UN says the attackers arrived by vehicle at the camp and that peacekeepers "responded robustly and a number of assailants were killed." It says it is investigating to hold the perpetrators accountable.The attack has been condemned by Canada, the UN and other countries, and comes amid concerns about an influx of Islamic jihadists into Mali, which has been gripped by violence and instability since 2012.The jihadists have been blamed for stoking rivalries and divisions among different ethnic communities in the country, where tensions have been high as a result of drought, poverty and corruption.There are fears that Islamic extremists and criminal organizations will run wild there and across the Sahel, the wide expanse of Africa south of the Sahara Desert, if they are not dealt with in Mali.The attack on Aguelhoc, which is in the far north of the country, near the border of Algeria, was nonetheless unusual as most of the violence in Mali has shifted over the past year to the centre and south.Canada's year-long mission is scheduled to end in July, at which point the Canadians will pack up and start heading home. WASHINGTON (Reuters) - One of 20 undeclared ballistic missile operating bases in North Korea serves as a missile headquarters, according to a report by the Center for Strategic and International Studies (CSIS) published on Monday."The Sino-ri missile operating base and the Nodong missiles deployed at this location fit into North Korea's presumed nuclear military strategy by providing an operational-level nuclear or conventional first strike capability," said the report co-authored by analyst Victor Cha.The discovery of an undeclared missile headquarters comes three days after U.S. President Donald Trump said he "looks forward" to another summit to discuss denuclearization with North Korean leader Kim Jong Un in late February.Kim vowed to work toward denuclearization at his first summit with Trump in June, but there has since been little concrete progress.The White House did not immediately respond to a request for comment.CSIS, which last reported on the 20 missile bases in November, said the Sino-ri base has never been declared by North Korea and as a result "does not appear to be the subject of denuclearization negotiations."The report said that missile operating bases would presumably be subject to declaration, verification, and dismantlement in any nuclear deal."The North Koreans are not going to negotiate over things they don't disclose," said Cha."It looks like they're playing a game. MOSCOW (Reuters) - Ten crew died and another 10 were missing presumed dead in a fire that broke out on two ships while they were transferring fuel in the Black Sea, Russia's Transport Ministry said on Tuesday.The vessels which caught fire on Monday have the same names as two Tanzania-flagged ships, the Maestro and Venice, which last year were included on a U.S. sanctions advisory as delivering fuel to Syria.Twelve people were rescued from the burning vessels but there was little hope of finding any more survivors, a spokesman for the Transport Ministry's maritime unit said. The focus had switched from a rescue operation to a search for bodies, he added.The spokesman said the vessels, which had a combined crew of 32, were still on fire and rough no attempts were being made to put out the blaze because of rough sea conditions.Russian maritime officials said on Monday that the vessels were carrying out a ship-to-ship transfer of fuel in the Kerch Strait, which separates Crimea from Russia.On Nov. 20 last year, the U.S. Treasury Department added nine Russian and Iranian individuals and companies on its sanctions list for participating in the shipment of petroleum to Syria.It also issued an advisory note warning of the potential sanctions risk for any entities involved in such shipments which listed 35 ships, including the Maestro and Venice, as having delivered oil to Syria between 2016 and 2018.Reuters reported in December that both the Maestro and Venice continued operations after the Treasury announcement, and regularly entered Temryuk port, in Russia's Krasnodar region, according to Refinitiv data.In the port, liquefied petroleum gas of Russian and Kazakh origin is transferred onto tankers for export, via the Kerch Strait.The strait, between Russian-annexed Crimea and southern Russia, connects both Russian and Ukrainian ports in the Azov Sea to the Black Sea.In November, Russia detained three Ukrainian navy vessels and their crews in the vicinity of the strait, fuelling tensions between the two countries.
