GOP senators pitch resolution to recognize Israeli sovereignty of Golan Heights-Motion says Israel’s national security depends on its permanent control of the strategic plateau-By Eric Cortellessa-TOI-DEC 20,18

WASHINGTON — Two Republican senators introduced a resolution on Tuesday calling for the US to recognize Israeli sovereignty over the Golan Heights.Texas Senator Ted Cruz and Arkansas Senator Tom Cotton drafted the motion, which claims that Israel’s national security depends upon its permanent control of the territory. Otherwise, the text says, Israel will be vulnerable to attacks from Syria and Lebanon.“Israel’s northern border is threatened by Iranian forces and their proxies in Lebanon and Syria, including Hezbollah’s 150,000 rockets, armed drones, newly discovered terror tunnels, and more,” said Senators Cruz and Cotton in a statement. “Meanwhile, with the ayatollahs’ help, Bashar al-Assad’s regime is on the verge of securing victory in Syria’s civil war. He may soon turn his attention back to threatening the Jewish state.”Israel captured the Golan Heights from Syria in the 1967 Six Day War and annexed the territory in the early 1980s. But the United States and the international community have long considered it Syrian territory under Israeli occupation. In recent years, Israel has tried to convince Washington to recognize Israel’s sovereignty over the area and Prime Minister Benjamin Netanyahu has repeatedly stressed that Israel will control the territory “forever.”In June, Yesh Atid party chairman Yair Lapid met with high-level American lawmakers, urging them to advance the issue.“Israel has declared sovereignty over the Golan Heights,” Lapid said at the time. “There were all kinds of discussions throughout the years, but this is over, because it is so obvious that nobody in their right mind is going to give the Golan Heights to a mass murderer who just killed half a million of his own people.”Referring to Assad’s reign of power in Syria, in which he is accused of brutalizing his own people and carrying out war crimes, including the use of chemical weapons, Lapid insisted that any Israeli handover of territory to the regime was off the table. “Now that the risks are so obvious, we will never renegotiate the Golan Heights,” he said. “It’s ours and always has been. It’s not like the West Bank or anything.”Netanyahu also made the same pitch to former president Barack Obama during a 2015 meeting, telling him that the situation in Syria required “different thinking” on the matter.Obama never moved forward on the Israeli premier’s request. Cruz, however, immediately endorsed the proposal after Netanyahu’s comments. It not yet clear how much bipartisan support the resolution will gain. As of now, it is being pushed exclusively by two of the most hawkish Republican senators.“Israel gained possession over the Golan Heights in a defensive war over 50 years ago, and has responsibly controlled the area ever since,” Cruz and Cotton said. “It’s past time for the United States to recognize reality by affirming Israel’s sovereignty over the Golan Heights.”

Despite protests, Knesset confirms Netanyahu as permanent defense minister-Opposition fumes as PM’s appointment passes by 59-56 majority; Jewish Home party ministers, who vowed to abstain, end up supporting motion-By Raoul Wootliff-TOI-20 December 2018

Knesset members voted Monday to formalize the appointment of Prime Minister Benjamin Netanyhau as permanent defense minister. The vote came a month after the prime minister appointed himself to the role, from which Avigdor Liberman had resigned citing Israel’s policy toward Gaza.Despite criticism of him holding several key ministerial portfolios, Netanyahu asserted at the time that Israel was in the midst of a military campaign, which he claimed he was the only person capable of steering the country through. As well as serving as prime minister, Netanyahu is currently also the foreign minister, defense minister, health minister, and immigration and absorption minister. While he has served as defense minister since Liberman ended his tenure on November 18, Netanyahu has thus far only been in the role as a temporary replacement, an arrangement that can last no longer than three months and cannot be extended. The permanent appointment passed in the Knesset by a majority of 59 supporters to 56 opposed.Jewish Home party ministers Naftali Bennett and Ayelet Shaked, who had earlier said they would abstain, ended up supporting Netanyahu’s appointment.Last month, Bennett demanded that he be named defense minister, threatening to leave the coalition and topple the government, but ultimately retracted his ultimatum.Opposition lawmakers vociferously criticized the appointment.“The State of Israel can’t allow itself to keep him as defense minister,” Yesh Atid party leader Yair Lapid said, adding that Netanyahu had failed to contain a wave of Palestinian terror attacks in his first month as defense chief.Opposition leader Tzipi Livni called the appointment “scary,” saying Netanyahu’s “political weakness” — which she characterized as capitulating to demands from both settlers and the Hamas terror group — “is anything but security.”Last week, Netanyahu told his cabinet that he will be sworn in as the permanent defense minister this week, subject to a Knesset vote, and plans to appoint someone else as immigration and absorption minister this week and another as foreign minister within a month.Netanyahu has served as foreign minister since the formation of his government in 2015, a move that he initially justified by claiming he was keeping the position for the opposition Zionist Union head, in an attempt to entice them to join the government.Several members of his own party were initially furious that he did not appoint one of them as foreign minister, with senior Likud ministers Gilad Erdan and Israel Katz claiming to have been promised the portfolio by Netanyahu. In April 2016, the Yesh Atid party submitted a petition to the High Court against the number of portfolios that Netanyahu had reserved for himself at the time: health, regional cooperation, communications, and foreign affairs, as well as the premiership. The court ruled 4-1 that the prime minister could continue to hold all four portfolios, but three justices gave him eight months to reduce the load, saying they might review the situation if he did not, Haaretz reported at the time. The justices said that it was hard to believe that Netanyahu could properly manage so many ministries, and that the situation was not appropriate in a democracy.Following Liberman’s resignation over Israel’s “capitulation to terror” in Gaza, Jewish Home chairman Bennett initially demanded to be made defense minister, with his party saying it would leave the government if he were not appointed to the position. But Netanyahu called his bluff and Bennett, the education minister, backed down from the ultimatum. On Sunday Bennett joined a protest in Jerusalem, that called for a tougher response to a number of recent terror attacks in the West Bank, saying that Netanyahu had “promised a change in policy, to restore power” over Israel’s enemies, but “that has not happened yet.”He then clashed with the prime minister at the weekly cabinet meeting, blaming him for the uptick in attacks and the potential renewed outbreak of regular, serious violence in the region.Netanyahu was dealt a blow later in the day when a Hadashot TV news released a poll showing that majority of Israelis are unhappy with his performance as the head of Israel’s military establishment.According to the poll, just seven percent of respondents said they were “very happy” with Netanyahu as defense minister, while a further 26% said they were “satisfied.” Conversely, 25% said they were “unsatisfied” and 33% said they were “very unhappy.”

Putin wants government to take control of rap music-Russian president says authorities should not ban rap as it will increase its popularity, but the drug themes are ‘a path to the degradation of the nation’-By Agencies-TOI-DEC 20,18

MOSCOW — Alarmed by the growing popularity of rap among Russian youth, President Vladimir Putin wants cultural leaders to devise a means of controlling, rather than banning, the popular music.Putin says “if it is impossible to stop, then we must lead it and direct it.”But Putin said at a St. Petersburg meeting with cultural advisers Saturday that attempts to ban artists from performing will have an adverse effect and bolster their popularity.Putin noted that “rap is based on three pillars: sex, drugs and protest.” But he is particularly concerned with drug themes prevalent in rap, saying “this is a path to the degradation of the nation.”He said “drug propaganda” is worse than cursing. The Culture Ministry would find the best way to “navigate” youth concerts, he added, according to the BBC.Putin’s comments come amid a crackdown on contemporary music that evoked Soviet-era censorship of the arts.Last month, a rapper known as Husky, whose videos have garnered more than 6 million views on YouTube, was arrested after he staged an impromptu performance when his show was shut down in the southern Russian city of Krasnodar. The 25-year-old rapper, known for his lyrics about poverty, corruption and police brutality, was preparing to take to the stage on Nov. 21 when local prosecutors warned the venue that his act had elements of what they termed “extremism.”Husky climbed onto a car, surrounded by hundreds of fans, and chanted “I will sing my music, the most honest music!” before he was taken away by police. On Nov. 30, rapper Gone.Fludd announced two concert cancellations, citing pressure from “every police agency you can imagine,” while the popular hip hop artist Allj cancelled his show in the Arctic city of Yakutsk after receiving threats of violence.Other artists have been affected as well — pop sensation Monetochka and punk band Friendzona were among those who had their concerts shut down by the authorities last month.

Netanyahu to visit Rio, Brasilia in unprecedented trip to Brazil-PM will attend inauguration of new president Bolsonaro; local Jews hail ‘promising signs in the bilateral relationship’-By Raphael Ahren-TOI-20 December 2018

Prime Minister Benjamin Netanyahu will travel to Brazil later this month to attend the inauguration of incoming President Jair Bolsonaro, his office confirmed Monday.During his five-day trip — the first-ever to the Latin American country by an Israeli prime minister — he is also expected to meet with the local Jewish leaders.Netanyahu will head to Rio on December 27, where he will conduct a first bilateral meeting with Bolsonaro and meet representatives of the Jewish community. On Monday, December 31, the prime minister will fly to the capital, Brasilia, for the events surrounding the president’s inauguration the next day.He is scheduled to attend ceremonies at the Presidential Palace, the Foreign Ministry Palace, and at the National Congress.Speaking to his Likud faction in the Knesset on Monday, Netanyahu predicted that the Israeli press would ignore his trip to Brazil. “I will meet there with the president-elect of Brazil, who said that he will carry out a revolution in Brazil’s relations with Israel,” he said.“It’s not just another country — even though every country is important — it’s a country with nearly a quarter of a billion people, a superpower. And they’re changing their relations with Israel from one extreme to the other, including on the issue of Jerusalem,” he added.Netanyahu was referring to Bolsonaro’s pledge to defy international consensus and recognize Jerusalem as Israel’s capital and move his country’s embassy there.Brazil’s Jewish community welcomed news of Netanyahu’s visit and the prospect of warming ties.“The Brazilian Jewish community sees promising signs in the bilateral relationship between Brazil and Israel in the next years,” Fernando Lottenberg, the president of the Israelite Confederation of Brazil, told The Times of Israel on Monday.“There is an agenda very rich in opportunities, on which we have been working during the last years that may take a new dimension, in areas like technology, culture, security, agriculture and others,” Lottenberg said.“The prime minister’s coming to the inauguration is a good sign, following on the meeting in Jerusalem last March, when the current foreign minister, Mr. Aloysio Nunes, visited Israel and invited us to join his entourage.”Netanyahu first confirmed his plan to attend the inauguration of Bolsonaro — a controversial right-wing political figure known for his tough talk — last week during a meeting with foreign reporters in Jerusalem.Asked by a Brazilian reporters what he thinks of Latin America’s recent shift to the right, he replied: “Our concern is not the domestic decisions, the political decisions, but what is their relationship to us? I was very glad to hear that Mr. Bolsonaro thinks that we should upgrade and change Brazil’s attitude to Israel.”Brazil is a “great country” with “great enormous economic potential,” Netanyahu added.Besides pledging to move the Brazilian Embassy to Jerusalem, Bolsonaro has also vowed to close the Palestinian mission in Brasilia. The planned embassy move has drawn wide praise from Israel and its supporters, and condemnation from the Arab world.Arab League head Ahmed Aboul Gheit warned Bolsonaro to reconsider the move, according to Reuters.“The Arab world has much respect for Brazil and we want not just to maintain relations, but improve and diversify them. But the intention of moving the embassy to Jerusalem could harm them,” an unnamed diplomat told the news agency, describing the Arab league’s position.Diplomats from the Arab League’s 22 member states plan to huddle Tuesday in Brasilia to discuss the embassy move, according to Reuters.Bolsonaro announced he would move the embassy shortly after he was elected in late October.“Israel is a sovereign state and we shall duly respect that,” he tweeted at the time.Netanyahu hailed the decision as “historic,” but Palestinian official Hanan Ashrawi condemned it as “illegal.”“These are provocative and illegal steps that will only destabilize security and stability in the region,” Ashrawi, a member of the Palestine Liberation Organization’s executive committee, told AFP in November. The Organization of Islamic Countries has also urged Brazil not to move the embassy. In September, the organization’s executive committee, meeting in New York on the sidelines of the UN General Assembly, reiterated “its determination to take political, economic and other measures against countries which recognize Al-Quds as the so-called capital of Israel or relocate their embassies thereto.”Brazil is among the largest exporters of halal meat to the Arab world, and exporters have lobbied Bolsonaro to not move the embassy and risk trade, according to Reuters. The president-elect appeared to briefly back off the pledge last month, but his son Eduardo Bolsonaro recently told Jared Kushner, the son-in-law of US President Donald Trump, that it was a matter of “when, not if.”Only the United States and Guatemala currently have their embassies in Jerusalem, while other countries have theirs in Tel Aviv.Israel captured Arab East Jerusalem in the 1967 Six Day War and later annexed it, in a move never recognized by the international community. It sees the entire city as its capital. For decades, the international community maintained that the city’s status should be negotiated between Israel and the Palestinians. The embassy move squarely aligns Bolsonaro with the US president, and bolsters his image as the “Tropical Trump.”In December 2017, Trump reversed longstanding policy and recognized Jerusalem as the capital of Israel, prompting Palestinian Authority President Mahmoud Abbas to boycott his administration.Times of Israel staff and agencies contributed to this report.

Iranian president’s son-in-law resigns amid nepotism claims-Kambiz Mehdizadeh steps down just two days after he was appointed head of country’s geological survey-By AFP-TOI-DEC 20,18

TEHRAN, Iran — Iranian President Hassan Rouhani’s son-in-law resigned on Monday, just two days after his appointment as head of Iran’s geological survey sparked accusations of nepotism, official news agency IRNA reported.Kambiz Mehdizadeh, in his early thirties, who reportedly married Rouhani’s daughter in a low-key wedding this August, was appointed to the senior position in the industries and mining ministry on Saturday. The move sparked criticism on social media and from some lawmakers.“I thank you for finding me worthy and inviting me to work alongside you in this ministry, but I ask to be relieved of my service so that I can continue my scientific and research activities,” Mehdizadeh wrote in a resignation letter, according to IRNA.Mehdizadeh is a PhD student in petroleum engineering, who has also served as an adviser to Iran’s oil ministry, taekwondo federation and national youth organization, according to the conservative Tasnim news agency. The minister who appointed him, Reza Rahmani, defended his choice just hours before the resignation, saying Mehdizadeh was “chosen based on his competence and being the president’s son-in-law had nothing to do with it,” according to IRNA.Iranians on social media renewed criticism of nepotism that had spread last year with the hashtag “#good-genes” — a reference to the son of a prominent reformist politician who attributed his business success to inheriting “good genes” from his parents.

Sudan president lands in Syria in first visit by Arab leader-Nearly 8 years after Arab League exiled Assad regime for brutal crackdown on opposition groups, some regional powers express interest in restoring ties-By AP-TOI-DEC 20,18

DAMASCUS, Syria — Sudan’s president on Sunday became the first Arab League leader to visit Syria since civil war erupted there nearly eight years ago.Omar al-Bashir was greeted at the Damascus airport by Syrian President Bashar Assad before they both headed to the presidential palace, where they held talks on bilateral relations and the latest developments in Syria and the region, according to the state-run news agency.Syria was expelled from the 22-member Arab League soon after war broke out in 2011. Arab countries have sanctioned Damascus and condemned Assad for using overwhelming military force and failing to negotiate with the opposition. The reason for al-Bashir’s visit was not immediately clear. But with the war in Syria winding down in favor of Assad as his troops recapture key cities and population centers, some Arab officials have expressed interest in exploring the restoration of ties.In October, Assad told a little-known Kuwaiti newspaper that Syria had reached a “major understanding” with Arab states after years of hostility. He did not name the Arab countries in the interview, which was his first with a Gulf paper since the war erupted, but he said Arab and Western delegations had begun visiting Syria to prepare for the reopening of diplomatic and other missions. The interview came on the heels of a surprisingly warm meeting between the Syrian foreign minister and his Bahraini counterpart on the sidelines of the UN General Assembly in September in New York. The meeting turned heads because it featured hugs between the two ministers. The encounter raised questions about whether the Gulf countries, most of them sworn enemies of Assad ally Iran, are reconsidering their relations with Syria. The Syrian state news agency SANA quoted the Sudanese president as saying during the meeting with Assad that he hopes Syria will recover its important role in the region as soon as possible. He also affirmed Sudan’s readiness to provide all that it can to support Syria’s territorial integrity.SANA said Assad thanked al-Bashir for his visit, asserting that it will give strong momentum for restoring relations between the two countries “to the way it was before the war on Syria.”Photographs transmitted by SANA showed the two leaders shaking hands at the airport in front of a Russian plane that appears to have brought al-Bashir to Syria. Russia, a key ally of Assad, maintains an airbase southeast of the Syrian city of Latakia.Al-Bashir has been Sudan’s leader since 1989 and is wanted by the International Criminal Court in the Netherlands to face war crimes charges stemming from a conflict in his own country.

AG: Bill to expel terrorists’ families infringes human rights, defames Israel-Mandelblit announces official opposition to legislation that would forcibly relocate relatives of Palestinian attackers to other areas of West Bank-By Raoul Wootliff-TOI-20 December 2018

Attorney General Avichai Mandelblit announced Monday his official opposition to a bill that would allow the forcible relocation of the families of Palestinian terrorists from their homes, warning that the proposal could infringe on human rights and spark international condemnation of Israel. As part of a series of measures targeting Palestinian perpetrators of attacks, the Ministerial Committee for Legislation voted Sunday to advance a bill by Jewish Home MK Moti Yogev that would permit the IDF’s Central Command to expel the relatives of Palestinian assailants from their hometowns to other parts of the West Bank within a week of an attack or attempted attack. The explanatory text accompanying the bill lauds Israel’s deterrence as “the cornerstone of Israeli security and a way to save lives and uphold law and order.”In a statement released following press queries on whether Mandelblit had advised ministers not to vote to advance the bill, the attorney general’s office said the measures in the proposal “severely infringe upon the liberty and property of the family members who are slated for deportation, due to the act of another family member and without proof that [the family] also poses a danger.”According to Mandelblit, the current law allows for Israel to “assign a place of residence” to Palestinians citizens “only if there is a specific threat from that person… and after examining the proportionality” of expelling them from their home.“There is therefore a constitutional impediment to advancing the proposed legislation,” the statement said.“The proposal also raises significant challenges on the international level,” it added, referring to potential blowback from passing the law.The Jewish Home party said on Sunday that the bill was approved by ministers after a “lengthy and complicated” debate in the high-level security cabinet “despite the opposition of the judicial authorities.”The statement from the attorney general’s office noted that “arguments suggesting that the position of the attorney general harms state security are entirely baseless.”Speaking at his Likud party’s faction meeting at the Knesset shortly after Mandelblit’s statement, Prime Minister Benjamin Netanyahu told lawmakers that he favored the expulsion of terrorists from their homes, though he did not mention their families.“Expulsion of terrorists is an effective tool. In my opinion, its benefit exceeds its damage,” Netanyahu said, according to Likud party sources. “The jurists say that this is contrary to the accepted legal process, and this will certainly be challenged later on, but I have no doubt about the effectiveness of this tool.”Jewish Home chairman Naftali Bennett praised the decision of the Ministerial Committee for Legislation on Sunday, saying, “Jews are murdered because participation in terror attacks has become a lucrative business, and legal considerations paralyze the defense establishment from acting.”The comments followed recent arguments by Bennett that the army has become too concerned with the legalities of war to fight effectively. At a Sunday morning rally calling for a tougher response to recent terror attacks in the West Bank, Bennett claimed that a consequence of that concern was Israel’s failure to destroy the homes of terrorists immediately after attacks are committed.Coalition sources told The Times of Israel that in addition to the opposition voiced by Mandelblit, security officials expressed reservations about the measure in the security cabinet meeting, including the head of the Shin Bet security service, Nadav Argamon, who said the proposal would do little to increase Israel’s deterrence. The committee nonetheless voted to grant coalition support for the bill, meaning that coalition members would be obliged to support it in all further readings in the Knesset, but there was no decision about when an initial vote would take place. Since the proposal was a private member’s bill and not official government legislation, it will require an initial vote in the Knesset plenary before three additional readings.Bennett had called last week for the bill to be advanced in the wake of a spate of terror attacks this week that killed two IDF soldiers and a baby born prematurely after his mother was shot, and injured nine other Israelis.Bennett had tried to bring the same expulsion legislation to a committee vote at the beginning of November but it was put off. “The Palestinian terrorist must understand that violence doesn’t pay and the State of Israel will settle the score,” he said at the time. “Deporting the families to another area will improve deterrence and send the message to the Palestinian public: There is zero tolerance for terrorism.”The proposed legislation comes after years in which the government sought to advance a bill to expel terrorists’ families to the Gaza Strip. Supported by Netanyahu, the proposal in 2016 received wide backing within the coalition, including from Kulanu party leader Moshe Kahlon, as well as from the opposition’s Yesh Atid party leader Yair Lapid.A number of other measures used by Israel as deterrent measures, such as home demolitions, closing off hometowns of attackers, and revoking work permits, have been criticized as a form of collective punishment. Israel says the measures are necessary as disincentives to terrorism.Times of Israel staff contributed to this report.

ZECHARIAH 12:1-5 King James Bible
1 The burden of the word of the LORD for Israel, saith the LORD, which stretcheth forth the heavens, and layeth the foundation of the earth, and formeth the spirit of man within him.
2 Behold, I will make Jerusalem a cup of trembling unto all the people round about, when they shall be in the siege both against Judah and against Jerusalem.
3 And in that day will I make Jerusalem a burdensome stone for all people: all that burden themselves with it shall be cut in pieces, though all the people of the earth be gathered together against it.
4 In that day, saith the LORD, I will smite every horse with astonishment, and his rider with madness: and I will open mine eyes upon the house of Judah, and will smite every horse of the people with blindness.

ISAIAH 28:14-19 (THIS IS THE 7 YR TREATY COVENANT OF DANIEL 9:27)
14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Hosting Abbas, Jordan king raps Israeli response to uptick in violence-As spate of West Bank terror attacks prompts Israeli crackdown, King Abdullah says international community should ‘exert all forms of pressure on Israel to halt these measures’-By Adam Rasgon-TOI-DEC 20,18

Jordanian King Abdullah II accused Israel of carrying out an “escalation” of hostilities against the Palestinians on Tuesday while hosting Palestinian Authority President Mahmoud Abbas in Amman, Jordan’s state-run Petra news agency reported.A string of terror attacks in the West Bank and Jerusalem last week resulted in the deaths of two Israeli soldiers and a baby boy as well as the injuries of several other Israelis. The baby was prematurely delivered after his pregnant mother was shot in one of the terror attacks. In the wake of the attacks and amid manhunts for the suspects, Israeli security forces killed the alleged gunman from October’s deadly terror attack in the Barkan industrial zone and partially demolished his home, and killed the Palestinian man believed to have been behind the shooting which led to the baby’s death. They have also raided Ramallah several times and demolished the home of a Palestinian accused of killing an Israeli soldier in May.Last Wednesday, security forces shot dead the suspected gunmen behind the baby’s death in a village near Ramallah after he tried to attack them, according to the Shin Bet security service.Late Thursday, security forces also shot dead the alleged gunman from the Barkan attack after he opened fire on them, the Shin Bet said.Meanwhile, settlers have lobbed rocks at Palestinians driving along Route 60, the West Bank’s main thoroughfare, and in some cases, targeted homes in Palestinian villages. In the meeting with Abbas at the Basman Palace in Amman, Abdullah emphasized that the international community should pressure Israel to halt its actions, the Petra report added.“His majesty stressed the necessity that the international community bears its responsibilities regarding the Israeli escalation and exert all forms of pressure on Israel to halt these measures that will only lead to more violence,” the report said.Petra did not report any criticism by Abdullah of the terror attacks against Israelis last week.— RHC (@RHCJO) December 18, 2018-Hussein al-Sheikh, a top PA official, told Palestine TV, the official PA television channel, on Monday that Jordan and Egypt had exerted pressure on Israel to stop “the dangerous escalation” in the West Bank.Sheikh met Shin Bet chief Nadav Argaman and other senior Israeli security officials on Monday to examine ways to lower tensions in the West Bank, the Kan public broadcaster reported on the same day, citing Palestinian sources.Sheikh told Palestine TV Palestinian and Israeli officials had held a meeting Monday, without disclosing names.“We sent a very clear message that the dangerous escalation targeting the occupied lands is unacceptable for us and that we will not stand by idly in the face of this dangerous escalation targeting our cities, villages and refugee camps,” he said, adding that the “behavior” of the IDF and settlers was “massacring” existing agreements between Israel and the Palestine Liberation Organization.During his meeting with Abbas, Abdullah also affirmed “the need to break the stalemate in the peace process” by launching “serious and effective negotiations” between Israel and the Palestinians on the basis of the two-state solution. The last round of known peace talks between Israel and the Palestinians fell apart in May 2014. US President Donald Trump’s administration is working on a peace plan, which is expected to be released early next year.

Haley: Trump peace plan more thoughtful, creative, specific than past efforts-Upcoming initiative ‘takes advantage of new technology,’ embraces ‘previously unthinkable’ realities, says outgoing UN envoy-By Agencies and TOI staff-DEC 20,18

The outgoing US ambassador to the United Nations, Nikki Haley, on Tuesday called on Israelis and Palestinians to back a US peace plan to be unveiled in early 2019, saying it was far more “thoughtful” and creative than any that have come before.Without revealing details of the plan, drawn up by US President Donald Trump’s son-in-law Jared Kushner, Haley said it was far longer than past proposals and included elements that would have previously been “unthinkable.”“Unlike previous attempts at addressing this conflict, this plan is not just a few pages, containing unspecific and unimaginative guidelines,” said Haley, who is due to leave her post at the end of December.“It is much longer. It contains much more thoughtful detail. It brings new elements to the discussion, taking advantage of the new world of technology we now live in,” she told a regular session of the Security Council on the Middle East.“It embraces the reality that things can be done today that were previously unthinkable,” she added. “It recognizes that realities on the ground in the Middle East have changed, and changed in very powerful and important ways.“The critical question is whether the response will be any different. There are things in the plan that every party will like, and there are things in the plan that every party will not like,” said Haley, who will be replaced by State Department spokeswoman Heather Nauert.Haley said that if countries focus solely on parts of the plan that they do not like, “we would return back to the failed status quo of the last fifty years with no prospects for change.”But she said, “I assure you there is a lot for both sides to like.”She said that “both sides would benefit greatly from a peace agreement, but the Palestinians would benefit more, and the Israelis would risk more.”Her comments were met with a measured response from European states, who said they “would like to reiterate once more and emphasize the EU’s strong continued commitment to the internationally agreed parameters” — which include a two-state solution along the 1967 armistice lines and a settlement of the status of Jerusalem, claimed by both sides as their capital.“Any peace plan that fails to recognize these internationally agreed parameters would risk being condemned to failure,” the EU states said in a statement. The Trump administration angered many in the diplomatic community when it moved the US embassy from Tel Aviv to Jerusalem this year after recognizing the city as Israel’s capital in December 2017, prompting the Palestinians to break off talks with Washington. The US administration has cut more than $500 million in Palestinian aid since the start of the Palestinian boycott. The Palestinians claim East Jerusalem as the capital of their future state. International consensus has been that Jerusalem’s status must be negotiated between the two sides.Trump’s son-in-law Jared Kushner and lawyer Jason Greenblatt, who have led efforts to draft the plan, traveled to the region several times for talks on the proposals.Greenblatt said in an October interview with The Times of Israel that the plan would “be heavily focused on Israeli security needs” while remaining “fair to the Palestinians.”

Arab League urges Australia, Brazil to change stance on Jerusalem-Both countries had promised to take steps to recognize the city as Israel’s capital; Brazil’s Bolsonaro had promised to move the nation’s embassy-By AFP and TOI staff-DEC 20,18

CAIRO, Egypt — The Arab League on Tuesday adopted a resolution calling on Australia and Brazil to “abide by international law” concerning the status of Jerusalem. It comes after Brazil’s president-elect Jair Bolsonaro announced in November his intention to move his country’s embassy in Israel from Tel Aviv to Jerusalem. And on Saturday Australia announced its recognition of West Jerusalem as Israel’s capital, although an embassy shift from Tel Aviv will not occur until a peace settlement is achieved. The Arab League decided Tuesday to dispatch a “high-ranking delegation” to Brazil and Australia to inform officials there of the need to “abide by international law” concerning Jerusalem. The decision was taken at an extraordinary meeting at the League’s Cairo headquarters attended by delegates from member countries.Israel won control Jerusalem’s eastern half in the 1967 Six Day War and later annexed it, declaring the entire city its “eternal and indivisible capital,” in a move not recognized by most of the international community. Palestinians claim the eastern part as the capital of a future Palestinian state. In December, the US administration of President Donald Trump decided to move the American embassy from Tel Aviv to Jerusalem and declared it recognized Israel’s capital as Jerusalem. The embassy was transferred in May in a move that sparked outrage in much of the Arab world. The Palestinian leadership has slammed Australia and Brazil over their plans. The Arab League also called on the UN Security Council to “assume its responsibilities by putting pressure on Israel… and stop its aggression against the Palestinian people.”
