Attorney General Avichai Mandelblit on Thursday officially approved the use of a legal tactic that will allow for the de-facto legalization of roughly 2,000 illegally built Israeli homes throughout the West Bank.The authorization followed an earlier announcement by Prime Minister Benjamin Netanyahu’s office outlining a series of measures he would take in response to a wave of terror attacks, which included the regulation of thousands of settlement homes.“The prime minister decided this evening to legalize the status of thousands of homes in communities throughout Judea and Samaria (West Bank), which were built in good faith and whose legal status has not been regulated until now,” the Prime Minister Office’s statement said.Manelblit’s approval — which came at the behest of Justice Minister Ayelet Shaked — provides the legal grounds for such a far-reaching move.The legal mechanism the attorney general green-lighted is known as “market regulation” and relies on the notion that wildcat Israeli homes built on private Palestinian land were done so in good faith.“A transaction made in good faith between the Custodian of Government Property in the Territories and any other person regarding property that the Custodian thought at the time of the transaction was government property shall be valid, even if the land in question (is later found to) not belong to the State,” reads the 1967 Order Concerning Government Property in Judea and Samaria.The tactic served as the basis of the Jerusalem District Court’s August ruling on the legalization of the central West Bank outpost of Mitzpe Kramim. It that case, however, it was used as a defense against a Palestinian petition to the High Court seeking to demolish the outpost. Now it is being used in an “active” manner to legalize homes where no High Court petitions are pending against them.In his legal opinion on Thursday, Mandelblit argued that the government’s issuing to settlers of (what it believes to be) state land is a “transaction” it of itself, even though the Israelis were often not paying for the land that they received.Extending that logic, the attorney general concluded that roughly 2,000 homes that were initially believed to have been built on state land, but were later determined to have been constructed on private Palestinian property and subsequently deemed illegal, can now be regulated.Mandelblit wrote that the legalization of the 2,000 homes will now only require a cabinet decision in order to move forward.“Government action is now required for the examination and approval of the field cells in which administrative evidence exists for the application of Section 5 (Market Regulation),” he wrote.According to an official in the Justice Ministry, the legal opinion was prepared long ago, but Netanyahu had told the ministry to sit on it due to fears of international outcry.However, following this week’s spate of terror attacks in the West Bank, the prime minister “suddenly decided to move forward with the idea and take credit for it in the process,” the official said.In addition to the legalization of thousands of homes built in “good faith,” Netanyahu’s office said he would promote the construction of 82 new homes in the Ofra settlement, near the site of a terror attack on Sunday. The shooting attack left seven injured, one of them a 21-year-old woman who was forced to deliver her baby boy in an emergency C-section. The infant died four days later at the Shaare Zedek Medical Center.Netanyahu had also said he would promote the establishment of industrial zones in the Beitar Illit and Avnei Hefetz settlements.“They are thinking of uprooting us from our land, but they will not succeed,” he said in a PMO statement, following a Thursday shooting terror attack that left two IDF soldiers — Yovel Mor Yosef and Yosef Cohen — dead near the Givat Assaf outpost. Another soldier was critically injured in the attack and a civilian woman was seriously hurt.Though the outcome is the same, the so-called “market regulation” defense differs from the recently passed outpost legalization law as it allows the court to retroactively regulate an outpost, even if there is no determined owner.Under the so-called Regulation Law, which has been stuck in High Court proceedings since being passed in February 2017, the state may expropriate land with a determined owner retroactively where settlers built in good faith or with government support. The Palestinian owner is then compensated for the land.While similar to “market regulation,” the implications of the Regulation Law are far more sweeping and would allow for the legalization of what some experts predict would be 4,000 homes. The legislation also details that any state support creates “good faith,” while in market regulation, good faith can only be established in the real estate transaction itself. In the Mitzpe Kramim ruling, the court deemed the Settlement Division’s granting of the land to the residents to be equivalent to a real estate transaction.Responding to the series of moves made by Netanyahu for the benefit of the settlement movement, the Peace Now settlement watchdog blasted the prime minister in a fiery statement.“After a painful day that consisted of a number of attacks, instead of showing responsibility and trying to calm the situation, the prime minister, as usual, is working to fan the flames. The series of steps he has proposed are dangerous. It drew ire from Jews in Israel and abroad for appearing to relegate Arabic to non-official language status, promoting the status of the Jewish religion in legal matters, and not specifying equal rights for all Israeli citizens.Others have defended it as codification of longstanding agreed-upon facts about Israel’s identity, and noted that existing legislation provides for equal rights.This isn’t Portman’s first time speaking out about her views on Israel. NEW YORK (AP) — Facebook said Friday that a software bug affecting nearly 7 million users may have exposed a broader set of photos to app developers than what those users intended.Although this doesn’t mean the photos were actually seen by anyone, the revelation of the bug offers another reminder of just how much data Facebook has on its 2.27 billion users and how often these sorts of slipups happen.In a blog post, the company said the bug affected 6.8 million people who granted permission for third-party apps to access the photos. Facebook said the users’ photos may have been exposed for 12 days in September and that the bug was fixed.Generally when people give apps access to their photos, it means only photos posted on their Facebook page. Facebook says the bug potentially gave developers access to other photos, such as those shared on Marketplace or on Facebook Stories. The bug also affected photos that people uploaded to Facebook but chose not to post or could not post for technical reasons.The problem comes in a year fraught with privacy scandals and other problems for the world’s biggest social network.Revelations that the data-mining firm Cambridge Analytica improperly accessed data from as many as 87 million users led to congressional hearings and changes in what sorts of data Facebook lets outside developers access. In June, a bug affecting privacy settings led some users to post publicly by default regardless of their previous settings. This bug affected as many as 14 million users over several days in May.On Thursday, to counter the bad rap it’s gotten around privacy as of late, Facebook hosted a one-day “pop-up” to talk to users about their settings and whatever else may be on their mind. Chief Privacy Officer Erin Egan was on hand to answer questions. Asked by a reporter what grade she’d give Facebook for its privacy work in the past year, she said “B.” By 2019, she said she hopes the improvements will result in an “A.”Privacy experts might call it grade inflation. BEIRUT — Fighting against the Islamic State group in its last enclave in eastern Syria “is going very well,” a US official said Saturday as US-backed Syrian fighters battled the extremists on the edge of the largest urban area they still hold.Spokesman for the US-led Coalition Col. Sean Ryan’s comments came a day after the US-backed Syrian Democratic Forces captured the town of Hajin, the largest urban area controlled by IS in the enclave.Ryan said IS still poses a threat and its fighters are regrouping, planting improvised explosives devices to slow the progress of SDF offensives. He added that the “end days” of IS in the enclave they hold near Iraq’s border are getting closer, however, “they still have the capability for coordinated attacks, and the fight is not over.”The Britain-based Syrian Observatory for Human Rights, a war monitor, said SDF fighters are removing explosives in Hajin and fortifying their positions amid fighting on the eastern outskirts of the town.SDF has been trying to take the enclave since it launched an offensive on September 10. Since then, 932 IS gunmen, 545 SDF fighters, and scores of civilians have been killed in the area, according to the Observatory.The SDF offensive intensified over the past days under the cover of airstrikes by the US-led coalition.

A Palestinian man who stabbed an Israeli soldier and hit him in the head with a rock Friday at a West Bank military post, seriously injuring him, turned himself in to Israeli security forces Saturday, Israel’s Shin Bet security agency said.The agency said the man had surrendered thanks to the “continuous and concerted operational efforts” by the IDF and the Shin Bet in the West Bank over the weekend.The suspect was taken in for questioning.The attack occurred at a military post outside the Beit El settlement in the central West Bank.The Israel Defense Forces said a fight broke out between the two after the Palestinian attacker broke into the military position near Beit El, outside Ramallah, where Israeli forces have been searching for the terrorist who committed a shooting attack on Thursday, killing two soldiers and seriously injuring a third serviceman and a civilian woman.The assailant stabbed the soldier and struck him with a rock, the army said. He then fled the scene, prompting a manhunt.The 21-year-old soldier, Naveh Rotem, was taken to Jerusalem’s Hadassah Hospital Ein Kerem in serious condition, unconscious and hooked up to a ventilator. Doctors said he was in life-threatening condition.On Saturday doctors said Rotem’s condition had improved and stabilized and he was listed in moderate condition.The attack took place close to the site of Thursday’s deadly terror shooting at a bus stop near the Givat Assaf outpost.The soldier who was injured in the shooting attack remained in critical condition over the weekend, while doctors said the condition of the woman who was seriously wounded had improved.The Israeli military launched a manhunt in the Ramallah area for the terrorists and sent additional forces to the West Bank to assist in the search, as well as to boost security near settlements and roads.Thursday’s attack came on the heels of a shooting Sunday by Palestinian terrorists outside the Ofra settlement, in which seven Israelis were injured. STRASBOURG, France (AP) — A fourth person died Friday from wounds suffered in an attack on the Christmas market in Strasbourg, as investigators worked to establish whether the main suspect had help while on the run.The prosecutor’s office announced the death three days after the attack in the eastern French city and a day after the suspected gunman was shot dead by police.Although they did not entirely clarify their announcement, prosecutors appeared to suggest that the person who died Friday was one of 12 wounded people and not another person who has been described as being brain dead.Paris prosecutor Remy Heitz, who handles terror cases throughout France, told a news conference that seven people are in police custody, including four family members of Cherif Chekatt and two who were detained on Thursday night.Chekatt, 29, was shot dead Thursday during a police operation in the Neudorf neighborhood of the city.“We want to reconstruct the past 48 hours in order to find out whether he got some support,” Heitz said.The Strasbourg shooting was the latest in a series of deadly attacks that have claimed more than 200 lives in France since 2015.On Friday the Christmas market reopened for the first time since the attack amid tight security. Interior Minister Christophe Castaner attended the reopening and had a stroll to meet with shopkeepers.Access to the market has been reduced while extra police officers and military have been deployed to the site, in addition to private security guards.“This Christmas market is part of our history. It’s part of our common events and belongs to all the French people,” Castaner said. “And this morning, we wanted to show, as we walked down the lanes, that we always know how to get our head up again.”Heitz gave more details about the police operation that led to Chekatt’s death on Thursday evening after a two-day manhunt. He said the suspect was localized after police received two crucial tipoffs from Neudorf residents. Three officers patrolling in Neudorf ultimately spotted a man corresponding to the suspect’s description. He noticed their vehicle and tried unsuccessfully to enter a building. When police officers identified themselves, Chekatt turned around and opened fire.“A projectile hit the vehicle above the left rear door, two police officers responded, shooting several times, and killed him,” Heitz said.Investigators found a gun, a knife and ammunition on Chekatt’s body.The immediate aftermath of the shootout between French security forces and the suspect was caught on camera from across the street, with video footage showing armed officers at the scene and the body of the man slumped in a doorway.More officers arrived at the scene soon after, followed by crime scene investigators.The Paris prosecutor’s office formally identified the man as Chekatt, a Strasbourg-born man with a long history of convictions for various crimes, including robberies. Chekatt also had been on a watch list of potential extremists. He had his first conviction at 13, and had 26 more by the time he died at age 29. He served jail time in France, Germany and Switzerland.Witnesses said the gunman shouted “God is great!” in Arabic and sprayed gunfire from a security zone near the Christmas market on Tuesday. Hundreds of demonstrators blocked roads in central Tel Aviv for several hours on Friday afternoon in protest of a series of price increases, in the first Israeli installment of the “yellow vest” protest that has rocked France for the past few weeks.Hoping to replicate the French success and to mobilize the masses in similar fashion to the 2011 social protests, some 600 protesters blocked the Azrieli junction and several adjacent roads while dressed in the signature yellow vests, accusing Prime Minister Benjamin Netanyahu’s government of “robbing” the people.Some of the protesters attempted at one point to block the Ayalon Highway which runs through the city, and at least ten people were arrested on suspicion of disrupting public order and assaulting police officers.Israel has recently seen a wave of price hikes in electricity, water, gas and cellphone bills, as well as food, drinks, insurance and property tax, with an increasing number of companies raising their prices.Many of the protesters held signs and chanted slogans targeting Netanyahu and Finance Minister Moshe Kahlon, who in October approved a dramatic pension increase for police staffers that cost some NIS 20 billion ($5.3 billion) and prompted significant budget cuts for pretty much all ministries and government services.“We are going to the streets to stop the price hikes, to weaken the monopolies, and reduce the cost of living weighing heavily on all Israeli citizens. Some 10,000 Palestinians flocked to the Gaza Strip border for violent protests on Friday afternoon as the IDF intensified a crackdown in the West Bank in response to a pair of deadly shootings believed to have been carried out by the Hamas terrorist group.The Hamas-run health ministry in Gaza said 16 protesters were injured in clashes with Israeli security forces along the border.The protests were held at various locations along the border under the banner of Hamas’s ongoing “March of Return” demonstrations. According to reports, the protesters hurled rocks, Molotov cocktails and hand grenades toward Israeli troops. According to the Ynet news site, most of the explosives did not clear the border fence, and fell inside the Strip.The IDF said two protesters breached the border during the clashes, but quickly retreated back to the other side when IDF troops neared.The weekly protests come after several weeks of relative calm in Gaza. However, the last week has seen a spike in terror attacks in the West Bank, some of which were claimed by Hamas.On Thursday, a Palestinian opened fire at a bus stop outside the Givat Assaf settlement outpost in the West Bank, killing Sgt. Yovel Mor Yosef, 20, and Cpl. Yosef Cohen, 19, and wounding another soldier and civilian. Days earlier, On Sunday, seven Israelis were wounded by gunfire in a drive-by shooting, including a pregnant woman, outside the settlement of Ofra. The woman’s baby was delivered prematurely in an emergency operation, but died on Wednesday.Israel accuses Hamas of being behind this week’s attacks. Hamas, which rules the Gaza Strip, praised Thursday’s shooting and confirmed that two of the Palestinian assailants killed by Israel this week were members of its military wing.Since March, Palestinians have been holding weekly “March of Return” protests on the border, which Israel has accused Gaza’s Hamas rulers of using to carry out attacks on troops and attempt to breach the security fence. Hamas, an Islamist terror group, seeks to destroy Israel.Israel has demanded an end to the violent demonstrations along the border in any ceasefire agreement.The border protests come weeks after Hamas and Palestinian terror groups in Gaza engaged in the heaviest battle with Israel since the 2014 war. Palestinian Authority police cracked down on a Hamas protest in the southern West Bank city of Hebron on Friday, beating demonstrators with batons and throwing stun grenades.Some 50 Hamas activists confronted Palestinian forces after Muslim prayers on Friday, as the terror group marked the 31st anniversary of its establishment.An Associated Press cameraman said Palestinian police brutally beat Hamas activists to disperse the protest, injuring five and arresting 15.Meanwhile, street clashes between Israeli soldiers and Palestinian protesters erupted outside Ramallah, with protesters slinging rocks and soldiers responding with tear gas.Tensions have escalated in the West Bank as Israel presses on with a manhunt for the Palestinian gunman that killed two Israeli soldiers on Thursday, the second fatal attack this week. Israel has boosted its forces and arrested dozens of Hamas members in an overnight raid.On social media sites, people posted videos showing Palestinian security forces using batons against both male and female demonstrators in Hebron.In Nablus in the northern West Bank, protesters from other Palestinian factions clashed with Hamas demonstrators after they raised the group’s flag during a demonstration, witnesses said.Adnan al-Damiri, spokesman for the Palestinian police, confirmed they prevented a pro-Hamas protest in Hebron, called initially to demonstrate against Israel.“But Hamas… demonstrated against the Palestinian Authority (PA) and its security services in the city center and not against the (Israeli) occupation.”A senior PA official told The Times of Israel the Hamas demonstrators were blocking the central Ain Sara Street, and did not have the necessary permits.On Friday, Hamas condemned the PA for suppressing the demonstrations. The United States Embassy in Jerusalem barred American government employees and their families on Friday from visiting parts of northern Israel, amid an Israeli campaign to locate cross-border attack tunnels dug by Lebanon’s Hezbollah terror group.The instructions prohibit travel to areas of the Galilee and the Golan Heights, with exceptions for the towns of Safed and Rosh Pina.“Official travel by US government employees in these areas is permitted only to conduct essential travel and may require additional security measures,” the embassy said.Giora Salz, head of the Upper Galilee Regional Council, called on Prime Minister Benjamin Netanyahu and Tourism Minister Yariv Levin to press the Trump administration to rescind the ban.“Such a directive is a reward to terrorism and there is no justification [in light of] the current state of affairs,” he said in a statement.Salz called on Israelis to tour the area and “show the resilience of Israeli society.”Israel earlier this month launched “Operation Northern Shield” in order to locate tunnels it says are being dug by Hezbollah to launch cross-border attacks.Touring the northern border Tuesday, Netanyahu warned Hezbollah it would face an “unimaginable” response if it tried to interfere with the Israeli military’s anti-tunnel efforts.“If Hezbollah makes the mistake, and decides, in any way, to attack us or to oppose our operation, they will be hit with unimaginable blows,” he vowed, as the army said it uncovered a third Hezbollah cross-border attack tunnel that penetrated Israeli territory from southern Lebanon.The army said it had drilled into the passage and planted explosives inside it to ensure it cannot be used.Netanyahu said the army had secretly tracked the tunnel-digging project before launching Operation Northern Shield, deflecting criticism that the military had allowed the terror group to build up attack infrastructure under the border.“They thought they were undetected, but we knew and we planned,” Netanyahu said. “We kept it secret and it did not leak. We have planned this with great attention to detail and we are carrying out exactly what we planned.”The army has also said it is aware of the existence of other tunnels, but has yet to fully expose them.The operation has raised tensions of a possible fresh conflict on the volatile border, which has seen two wars in recent decades, though Lebanon has downplayed chances of war so long as Israeli troops do not cross the border. UN peacekeepers have also stepped up patrols to ensure the frontier remains calm.Netanyahu said Israel was “completely prepared” for any challenges.Later, speaking to the leaders of communities along the border, Netanyahu said the operation was part of a wider effort to counter the threats posed by Hezbollah, which also included their precision guided missiles and the tens of thousands of more-basic rockets.On Tuesday, the IDF said it had found a third tunnel from Lebanon in Israeli territory, and peacekeepers confirmed the existence of two other attack tunnels previously revealed by the army.The operation is taking place close to Lebanese territory, sometimes on the north side of a border fence, albeit still inside Israeli territory.An IDF incursion into Lebanon could spark a major confrontation with Hezbollah, which bills itself as a defender of Lebanon against Israeli aggression.Israeli officials have indicated that the IDF may operate within Lebanese territory, if necessary, to destroy the tunnels. Lebanese President Michel Aoun, a Hezbollah ally, said Tuesday that the United States assured him that Israel has “no aggressive intentions” with its Operation Northern Shield.
