The European Union on Saturday condemned Israel’s demolition of around 20 commercial structures in the Shuafat refugee camp in East Jerusalem on Wednesday, which took place as part of the city’s new policy of extending the reach of municipal enforcement to neighborhoods beyond the security fence.“The European Union is strongly opposed to Israel’s settlement policy, illegal under international law, and actions taken in that context, such as forced transfers, evictions and demolitions,” read a statement issued by the Spokesperson for Foreign Affairs and Security Policy at the EU. “The EU expects the Israeli authorities to reconsider and reverse these decisions.”The statement also condemned Israel’s plans to build housing units in the East Jerusalem neighborhoods of Ramat Shlomo and Ramot.“The policy of settlement construction and expansion in East Jerusalem continues to undermine the possibility of a viable two-state solution, with Jerusalem as the future capital of both states, which is the only realistic way to achieve a just and lasting peace,” the statement concluded.The Jerusalem Planning and Building Committee at the beginning of the month approved 90 units in the Gilo neighborhood and 150 in the Ramat Shlomo neighborhood.On Wednesday, the Jerusalem municipality demolished 18 storefronts and three gas stations on the main commercial street of the Shuafat refugee camp in East Jerusalem.Israeli authorities entered the camp with excavators to destroy the structures as police formed a security perimeter, an AFP journalist reported.The stores, all built without permits in a part of the city that has seen rampant neglect and almost no enforcement by municipal authorities for decades, were given demolition warnings only 12 hours earlier.During the demolition, police sealed off the street and shut down all movement in the area, effectively sealing residents in the neighborhood, rights groups charged.Police said the demolitions were carried out due to complaints from residents of the refugee camp. NEW YORK (Reuters) - President Donald Trump's administration on Friday asked the U.S. Supreme Court to review lower court rulings blocking a policy barring certain transgender people from military service, declining to wait for decisions from federal appeals courts currently considering the issue.Trump announced in March that he would endorse a plan by Defense Secretary Jim Mattis to restrict the military service of transgender people who experience a condition called gender dysphoria. The policy replaced an outright ban on transgender service members that Trump announced last year on Twitter, citing concern over military focus and medical costs.But judges in federal courts in Washington state, California, and Washington, D.C., refused to lift injunctions that they had issued against Trump's original ban to allow the updated policy to be enforced.The judges said the new policy was essentially the same as the original ban, or was merely a plan to implement the original ban, which they had ruled would likely run afoul of the U.S. Constitution's guarantee of equal protection under the law.The government's appeals of those rulings had been moving forward. The San Francisco-based 9th U.S. Circuit Court of Appeals heard oral arguments in one case it is handling in October.But by seeking high court review before the appeals courts have ruled, which has been a hallmark of the administration's litigation strategy, the government said it wanted to ensure that the Supreme Court would be able to review the dispute before its term ends in June 2019.The American Psychiatric Association defines gender dysphoria as a "clinically significant distress" due to a conflict between a person's gender identity and their sex assigned at birth. WASHINGTON (AP) — As California’s catastrophic wildfires recede and people rebuild after two hurricanes, a massive new federal report warns that these types of disasters are worsening in the United States because of global warming. The White House report quietly issued Friday also frequently contradicts President Donald Trump.The National Climate Assessment was written long before the deadly fires in California this month and before Hurricanes Florence and Michael raked the East Coast and Florida. It says warming-charged extremes “have already become more frequent, intense, widespread or of long duration.” The report notes the last few years have smashed US records for damaging weather, costing nearly $400 billion since 2015.The recent Northern California wildfires can be attributed to climate change, but there was less of a connection to those in Southern California, said co-author William Hohenstein of the US Department of Agriculture.“A warm, dry climate has increased the areas burned over the last 20 years,” he said at a press conference Friday.The report is mandated by law every few years and is based on more than 1,000 previous research studies. It details how global warming from the burning of coal, oil and gas is hurting each region of the United States and how it impacts different sectors of the economy, including energy and agriculture.“Climate change is transforming where and how we live and presents growing challenges to human health and quality of life, the economy, and the natural systems that support us,” the report says.That includes worsening air pollution causing heart and lung problems, more diseases from insects, the potential for a jump in deaths during heat waves, and nastier allergies.“Annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century — more than the current gross domestic product (GDP) of many U.S. states,” the report says. It’ll be especially costly on the nation’s coasts because of rising seas and severe storm surges, which will lower property values. And in some areas, such as parts of Alaska and Louisiana, coastal flooding will likely force people to relocate.“We are seeing the things we said would be happening, happen now in real life,” said another co-author Katharine Hayhoe of Texas Tech University. “As a climate scientist it is almost surreal.”And Donald Wuebbles, a co-author from University of Illinois climate scientist, said, “We’re going to continue to see severe weather events get stronger and more intense.”What makes the report different from others is that it focuses on the United States, then goes more local and granular.“All climate change is local,” said Pennsylvania State University climate scientist Richard Alley, who wasn’t part of the report but praised it.While scientists talk of average global temperatures, people feel extremes more, he said.“We live in our drought, our floods and our heat waves. OTTAWA — The Canadian government has to answer to the findings of two nurses who told a United Nations committee this week that women and girls in Canada are facing abuse so extreme it amounts to torture, Conservative MP Arnold Viersen says.Linda MacDonald and Jeanne Sarson, nurses and human-rights advocates from Nova Scotia, appeared before the United Nations Committee Against Torture in Geneva earlier this week in hopes of pressuring Canada to amend the Criminal Code to include "non-state torture" as a distinct crime."What they're seeing demands a response from the government," said Viersen.MacDonald said she read the committee an account from a woman who reported having been trafficked by her parents to friends and strangers from the time she was a child. "On the boat he would get the shock things out (electric shocking), throw you down … hits you, make all kinds of bruises with tools like whips, chains, knives, and guns (physical torture). He blindfolds you so you don't know what he's doing (psychological torture). He sticks a broken bottle in your ribs and sucks the blood. He says 'smile'," the woman's story said.The abuse they're talking about is protracted and often perpetrated by victims' relatives, friends of family members, human traffickers, and johns who want very violent sex. MacDonald said that because non-state torture is not identified as a separate crime, there is no data to show how widespread the problem is.Some cases have been heard in court: an Ottawa public servant who died after her husband poured boiling water over her after months of physical and emotional abuse; a teenage boy shackled and starved in a basement by his father; a woman trafficked for the sex trade in Winnipeg, locked in a freezer repeatedly until she passed out.Felice Gaer, an independent expert member of the UN committee and an American human-rights activist, told Canadian officials appearing in Geneva that the committee had heard "rather gripping information" from MacDonald and Sarson about the forms of abuse that children have endured and questioned whether anyone is responsible for collecting formal data.Viersen, an Alberta MP, said he supports the nurses' work and that what they have witnessed among victims is the result of a "lack of value in humanity."The federal government's position is that expanding the Criminal Code to include "non-state torture" would conflict with Canada’s obligations under international laws that specify that torture is a crime carried out by a government.Viersen said the argument has merit, but he's not convinced that MacDonald and Sarson are dogmatic about exactly how the law changes."As long as we can get the idea of what they're trying to grapple with — that there is something that goes beyond assault that is torture," he said.Viersen has been pushing for legislation to control violent pornography and advocates say the issues are related: perpetrators of extreme long-term abuse are often consumers of violent porn.Viersen said if the government is opposed to expanding the Criminal Code to include "non-state torture," it should consider an alternative word that would capture what women say they experience."I like the word 'torture' in the fact that it elicits a response — we all know what that means. The European Union on Saturday condemned Israel’s demolition of around 20 commercial structures in the Shuafat refugee camp in East Jerusalem on Wednesday, which took place as part of the city’s new policy of extending the reach of municipal enforcement to neighborhoods beyond the security fence.“The European Union is strongly opposed to Israel’s settlement policy, illegal under international law, and actions taken in that context, such as forced transfers, evictions and demolitions,” read a statement issued by the Spokesperson for Foreign Affairs and Security Policy at the EU. “The EU expects the Israeli authorities to reconsider and reverse these decisions.”The statement also condemned Israel’s plans to build housing units in the East Jerusalem neighborhoods of Ramat Shlomo and Ramot.“The policy of settlement construction and expansion in East Jerusalem continues to undermine the possibility of a viable two-state solution, with Jerusalem as the future capital of both states, which is the only realistic way to achieve a just and lasting peace,” the statement concluded.The Jerusalem Planning and Building Committee at the beginning of the month approved 90 units in the Gilo neighborhood and 150 in the Ramat Shlomo neighborhood.On Wednesday, the Jerusalem municipality demolished 18 storefronts and three gas stations on the main commercial street of the Shuafat refugee camp in East Jerusalem.Israeli authorities entered the camp with excavators to destroy the structures as police formed a security perimeter, an AFP journalist reported.The stores, all built without permits in a part of the city that has seen rampant neglect and almost no enforcement by municipal authorities for decades, were given demolition warnings only 12 hours earlier.During the demolition, police sealed off the street and shut down all movement in the area, effectively sealing residents in the neighborhood, rights groups charged.Police said the demolitions were carried out due to complaints from residents of the refugee camp. NEW YORK (Reuters) - President Donald Trump's administration on Friday asked the U.S. Supreme Court to review lower court rulings blocking a policy barring certain transgender people from military service, declining to wait for decisions from federal appeals courts currently considering the issue.Trump announced in March that he would endorse a plan by Defense Secretary Jim Mattis to restrict the military service of transgender people who experience a condition called gender dysphoria. The policy replaced an outright ban on transgender service members that Trump announced last year on Twitter, citing concern over military focus and medical costs.But judges in federal courts in Washington state, California, and Washington, D.C., refused to lift injunctions that they had issued against Trump's original ban to allow the updated policy to be enforced.The judges said the new policy was essentially the same as the original ban, or was merely a plan to implement the original ban, which they had ruled would likely run afoul of the U.S. Constitution's guarantee of equal protection under the law.The government's appeals of those rulings had been moving forward. The San Francisco-based 9th U.S. Circuit Court of Appeals heard oral arguments in one case it is handling in October.But by seeking high court review before the appeals courts have ruled, which has been a hallmark of the administration's litigation strategy, the government said it wanted to ensure that the Supreme Court would be able to review the dispute before its term ends in June 2019.The American Psychiatric Association defines gender dysphoria as a "clinically significant distress" due to a conflict between a person's gender identity and their sex assigned at birth. Not all transgender people suffer from gender dysphoria, according to the association, which opposes the military ban.Current and aspiring military service members sued in courts around the United States after Trump announced his ban, which reversed Democratic former President Barack Obama's policy of allowing transgender troops to serve openly and receive medical care to transition genders.In the court filing requesting the Supreme Court's review, the Justice Department said Mattis and other military leaders determined that the Obama policy "posed too great a risk to military effectiveness and lethality.""This is simply one more attempt by a reckless Trump administration to push through a discriminatory policy," said Jennifer Levi, director of the transgender rights project for the antidiscrimination group GLBTQ Legal Advocates & Defenders, who represents some of the plaintiffs.(Reporting by Andrew Chung; editing by Jonathan Oatis)

WASHINGTON (AP) — As California’s catastrophic wildfires recede and people rebuild after two hurricanes, a massive new federal report warns that these types of disasters are worsening in the United States because of global warming. The White House report quietly issued Friday also frequently contradicts President Donald Trump.The National Climate Assessment was written long before the deadly fires in California this month and before Hurricanes Florence and Michael raked the East Coast and Florida. It says warming-charged extremes “have already become more frequent, intense, widespread or of long duration.” The report notes the last few years have smashed US records for damaging weather, costing nearly $400 billion since 2015.The recent Northern California wildfires can be attributed to climate change, but there was less of a connection to those in Southern California, said co-author William Hohenstein of the US Department of Agriculture.“A warm, dry climate has increased the areas burned over the last 20 years,” he said at a press conference Friday.The report is mandated by law every few years and is based on more than 1,000 previous research studies. It details how global warming from the burning of coal, oil and gas is hurting each region of the United States and how it impacts different sectors of the economy, including energy and agriculture.“Climate change is transforming where and how we live and presents growing challenges to human health and quality of life, the economy, and the natural systems that support us,” the report says.That includes worsening air pollution causing heart and lung problems, more diseases from insects, the potential for a jump in deaths during heat waves, and nastier allergies.“Annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century — more than the current gross domestic product (GDP) of many U.S. states,” the report says. It’ll be especially costly on the nation’s coasts because of rising seas and severe storm surges, which will lower property values. ABU DHABI (Reuters) - A senior Saudi prince cast doubt upon the reported CIA finding that Saudi Crown Prince Mohammed bin Salman ordered the killing of journalist Jamal Khashoggi in Istanbul last month, saying the agency could not be counted on to reach a credible conclusion."The CIA is not necessarily the highest standard of veracity or accuracy in assessing situations. The examples of that are multitude," Prince Turki al-Faisal, a senior member of the royal family, told journalists in Abu Dhabi on Saturday.The prince, a former Saudi intelligence chief who has also served as ambassador to the United States, said the agency's conclusion that Iraq possessed chemical weapons before the U.S. invasion in 2003 showed it could be unreliable."That was the most glaring of inaccurate and wrong assessments, which led to a full-scale war with thousands being killed," he said, speaking at an event hosted by the New York-based Beirut Institute."I don't see why the CIA is not on trial in the United States. Abdel-Razak served in Syria's chemical weapons program before defecting to join the opposition in the early years of the conflict, which began in 2011.Abdel-Razak tweeted that "These are lies" soon after reports emerged of an attack in Aleppo that injured dozens of people.Rebel spokesman Mustafa Sejari dismisses the poison-gas claims. He says they came after government shells landed in rebel-held areas, violating a Russian-backed cease-fire.
