EU puts May under pressure over Brexit and 'Boris' By Eric Maurice-SEP 3,17-EUOBSERVER
Strasbourg, Today, 15:19-The EU is putting British prime minister Theresa May under pressure to give more clarity over Brexit talks - and even to sack her foreign minister to assert her authority on her own party."If on the other side of the negotiating table there is a lack of clarity, there is even disunity [within the UK government], it's difficult to make progress," the European Parliament's Brexit coordinator Guy Verhofstadt said on Tuesday (3 October) in a debate in Strasbourg. He said that he hoped that May, in her closing speech at the Conservative Party conference in Manchester on Wednesday, "will give further clarity [and that] concrete proposals can be put on the negotiations table".MEPs were discussing the lack of progress in the Brexit talks with European Commission president Jean-Claude Juncker and EU Brexit negotiator Michel Barnier, before adopting a resolution that states their position on the talks. As the Conservative Party conference, which opened on Sunday and will close on Wednesday, has signaled a hardening of the party's position on Brexit, MEPs expressed their frustration over May's negotiation strategy and her weakness within her party and government. The UK government is "too vague," complained the leader of the Socialists&Democrats (S&D) group Gianni Pittella."Show leadership on content," Manfred Weber, the leader of the centre-right EPP group, called on the UK prime minister.-'Please sack Johnson'-"Theresa May, please don't put your party first. Put please Britain first, put please the citizens first … And the best probably would be, please sack Johnson, because we need a clear answer who responsible for the British position," he said. In declarations and press articles in recent weeks, foreign secretary Boris Johnson has openly contradicted May's positions. In an interview to the Sun tabloid ahead of the party conference, he put pressure on May by insisting that a transition period after Brexit should not last "a second more" than the two years she had outlined in her keynote Florence speech last month."When I read the text of Boris Johnson on Brexit negotiations, I have no clarity when I compare it [to what May is saying]," Weber said at a later press briefing. He added that sacking Johnson from the cabinet "would give clarity that May is the boss and we need clarity."European Commission president Jean-Claude Juncker noted that May's Florence speech was "conciliatory" and "struck an optimistic tone on the future relationship between the United Kingdom and the Union."But "speeches are not negotiating positions," he warned. He said that "when it comes to Brexit, we still cannot talk about the future with any real clarity.""We first need to agree on the terms of the divorce and then we see if we can half-lovingly find each other again," he insisted, adding that "work still remains to be done."Michel Barnier, the EU Brexit negotiator, pointed out that the list of issues for which the UK must bring detailed proposals includes citizens' rights, the "indispensable role" of the European Court of Justice, the future of the border between Ireland and Northern Ireland and the financial settlement.Barnier did not comment on the British internal divisions or lack of clarity. But he said that he would be "dignified, calm and firm on EU principles.""We will remain resolutely constructive, because we want to succeed," he said.-Applause for Barnier-The EU negotiator said that the UK's request for a transition period after it leaves the EU and before it strikes a agreement on future relationships "was not surprise".He noted that "time to discuss it has not come" and that he will need a specific mandate for that.He was seconded by Estonian deputy prime minister Matti Maasikas, whose country currently holds the six-month EU presidency."In order to be able to consider a transition, we need more clarity than we've been provided [with] so far," Maasikas said, adding that the UK's 27 EU partners were "still wondering about conclusions we can draw about the progress" in talks.Barnier received backing and applause from MEPs as well as a clear support from Juncker."For those that think that the UK should just 'go over Michel Barnier's head', I remind them that the Commission has been appointed by the 27 member states and my choice of Michel Barnier had been welcomed by them," the EU executive boss said."He acts on their behalf on the basis of clear negotiating mandates," Juncker added. The MEPs adopted the resolution with 557 votes for, and 92 against. The resolution states that " the absence of any clear proposals [from the UK] has seriously impeded the negotiations" and insists that "an orderly withdrawal" is necessary before taking about a future relationship.
Opinion-Black day for democracy in Spain By Marianne Thieme-SEP 3,17-EUOBSERVER
The Hague, Today, 09:11-It has become evident that the attachment to democracy by mainstream European parties has become increasingly precarious. What to make of the political treatment of the 2005 referendums on the European constitutional treaty? The voters said no; the political elites acted as if nothing had happened. What to make of the troika, which, during the eurocrisis, simply swept aside national parliaments in Ireland, Greece and Portugal and dictated economic policy-making from above? Or what to make of the enhanced Growth and Stability Pact, which has eroded the say of parliaments on state budgets? Or what to think of the fact that last week, mainstream parties in the Netherlands killed the idea of future binding referendums - despite being suggested by these very same parties in the first place? What is happening in Catalonia at the moment is simply the next episode of the attempt to kill democracy in Europe by a thousand cuts.At the same time that I was witnessing lively debates here in Madrid at an animal rights conference, some 600 kilometres to the east in Barcelona, citizens were being wounded by rubber bullets and forcefully manhandled by police. And only because they want to enact their democratic rights.I am ashamed in the face of colleagues from Oman, Ecuador, Georgia and Ukraine, present at the conference in Madrid, who have been forced to watch with horror and amazement how we in Europe – the self-professed guardian of democracy – suppress the right to participation of innocent citizens with a display of unnecessary violence.I am fully aware that the bone of contention between Catalonia and Madrid is a longstanding, highly-complex and highly-emotional one.As a Dutch member of parliament I do not want to pretend to be able to weigh in on that conflict. But I don't need to. The horrible images from Barcelona and other places in Catalonia speak for themselves.A state that uses violence on its own citizens who are in the process of enacting their democratic rights raises the urgent and difficult question of whether it still may call itself democratic. As member of parliament and leader of the Dutch Party for Animals I want to forcefully express my dismay over the exorbitant violence used by the Rajoy government in order to intimidate Catalonian citizens and suppress their chance to enact their democratic rights.I want to make an urgent appeal to all European democratic parties and governments to follow the example of our Spanish sister party, Pacma, to condemn the Spanish government in the most explicit of terms for the behaviour of their police on Sunday in Catalonia. We, Europeans, don't hesitate to raise our voices if in Myanmar, Beijing or Washington democratic rights are being breached. Can we then let this black day in the history of democracy in Europe pass without a loud and collective condemnation? Just because Spain is a member of the European Union and as such beyond reproof? Just because Rajoy is a friendly head of state? In my view, we can't.Marianne Thieme is leader of the Party for the Animals group in the lower house of the Dutch Parliament.

Vegas gunman had device that lets guns fire like automatic-[The Canadian Press]-YAHOONEWS-October 3, 2017
LAS VEGAS — The man who unleashed hundreds of rounds of gunfire on a crowd of concertgoers in Las Vegas had two accessories that could have allowed his semi-automatic rifles to fire rapidly and continuously, as if they were fully automatic weapons, officials said.Though legally and widely available, the so-called "bump stocks" have attracted scrutiny from authorities and lawmakers in recent years.California Sen. Dianne Feinstein has long railed against them. Several years ago, she told The Associated Press she was concerned about the emergence of new technologies that could retrofit firearms to effectively make them fully automatic."This replacement shoulder stock turns a semi-automatic rifle into a weapon that can fire at a rate of 400 to 800 rounds per minute," she said.A semi-automatic weapon requires one trigger pull for each round fired. With a fully automatic firearm, one trigger pull can unleash continuous rounds until the magazine is empty. The "bump-stock" devices work by manipulating the trigger mechanism extremely rapidly, far faster than a person could do so without them. Two officials familiar with the investigation told AP that Paddock had two bump stocks in his hotel room. They are investigating whether those items were used to modify weapons used in the massacre, according to the officials, who were briefed by law enforcement and spoke on condition of anonymity because the investigation is still unfolding.Authorities say Paddock opened fire from the windows of his 32nd floor hotel room late Sunday, killing 59 people and wounding hundreds more at a country music festival. Police stormed his room and found he had killed himself after committing the deadliest mass shooting in modern U.S. history.Witnesses and law enforcement official said the quick, 50-round bursts of gunfire raised the possibility that Paddock had used a fully automatic weapon or modified his semi-automatic rifles to function like one. Las Vegas shooter Stephen Paddock had 23 guns in his hotel room.Yet the purchasing of fully automatic weapons has been significantly restricted in the U.S. since the 1930s.In 1986, the federal National Firearms Act was amended further to prohibit the transfer or possession of machine-guns by civilians, with an exception for those previously manufactured and registered.Numerous attempts to design retrofits failed until recent years when bump stocks came on the market. The device basically replaces the gun's shoulder rest, with a "support step" that covers the trigger opening. By holding the pistol grip with one hand and pushing forward on the barrel with the other, the shooter's finger comes in contact with the trigger. The recoil causes the gun to buck back and forth, "bumping" the trigger.Technically, that means the finger is pulling the trigger for each round fired, keeping the weapon a legal semi-automatic.___Gurman reported from Washington. Jasper woman third Canadian killed in Las Vegas attack-[CBC]-YAHOONEWS-October 3, 2017
A young woman from Jasper, Alta. was killed when a gunman opened fire on a crowd at a country music festival in Las Vegas on Sunday, CBC News has learned.Calla Medig is among at least 59 people killed when a gunman unleashed a hail of bullets from the 32nd floor of a Las Vegas hotel and casino on the outdoor festival below. Over 500 people were injured in the attack.News of Medig's death prompted an emotional outpouring of condolences among her friends and family on social media. She was described as a kind-hearted young woman with a beaming smile."Calla was among the kindest and warm-hearted beautiful souls I have ever had the pleasure to know," Bailey Huebner, Medig's former co-worker wrote on Facebook."Her smile made such a positive impact on my life."Medig, who was in her her 20s, is the third Canadian confirmed dead in the attack."A super bright and amazing person was taken from the world to soon," Kennedy Brideau wrote on Facebook.Jessica Klymchuk of Valleyview, Alta. and Jordan McIldoon of Maple Ridge, B.C. also died in the shooting. A relative said McIldoon would have turned 24 on Friday and was a month shy of completing a course to qualify as a heavy-duty mechanic. The incident in Las Vegas is being called the largest mass shooting in modern U.S. history.Country music star Jason Aldean was performing at the Route 91 Harvest festival in front of a crowd of more than 22,000 when the shooting began Sunday night. The gunman, located partway up the 44-floor Mandalay Bay Resort and Casino, apparently smashed out his hotel room windows and opened fire, authorities said.Alberta Premier Rachel Notley has extended her condolences to Medig's friends and family during a scrum with reporters.Notley also extended her condolences to the family of Jessica Klymchuk."On behalf of all Albertans, we are so deeply sorry for your loss," Notley said Tuesday at a meeting of premiers in Ottawa. "You are in our thoughts and in our prayers and, in our hearts, all Albertans stand with you."'One of the family'-At an all-candidates forum in Jasper on Monday, the dozens of people attending were asked to observe a moment of silence for the victims of the attack. Although they did not mention Medig's name at the meeting, many in the community are mourning the loss."When you're from a small town, every person becomes like family," one Jasper resident said on Facebook. "Yesterday we in Jasper lost one of the family."The Jasper Royal Canadian Legion branch lowered its flag Monday in Medig's memory.
Gaping wounds, full beds: Vegas hospitals are overwhelmed-[The Canadian Press]-YAHOONEWS-October 3, 2017
LAS VEGAS — The victims just kept coming. In cars, in ambulances waiting four or five deep, from the walking wounded to the barely alive, they arrived in droves."I have no idea who I operated on," said Dr. Jay Coates, a trauma surgeon whose hospital took in many of the wounded after a gunman opened fire from his 32nd-floor hotel suite Sunday night on a country music concert below. "They were coming in so fast, we were taking care of bodies. We were just trying to keep people from dying."It was the deadliest mass shooting in modern U.S. history, with at least 59 killed and 527 injured, some by gunfire, some during the chaotic escape. Scores remained in critical condition Tuesday.University Medical Center of Southern Nevada was one of many hospitals that were overflowing."Every bed was full," Coates said. "We had people in the hallways, people outside and more people coming in."He said the huge, horrifying wounds on his operating table told him this shooting was something different."It was very clear that the first patient I took back and operated on that this was a high-powered weapon," Coates said. "This wasn't a normal street weapon. This was something that did a lot of damage when it entered the body cavity."The gunman, 64-year-old high-stakes gambler and retired accountant Stephen Paddock, killed himself as authorities stormed his hotel room at the Mandalay Bay hotel casino. He had 23 guns — some with scopes — in the room where he had been staying since Thursday. He knocked out two windows to create sniper's perches he used to rain rapid fire down on the crowd of 22,000 people some 500 yards away.He also had two "bump stocks" that can be used to modify weapons to fire continuously, as if fully automatic, according to two U.S. officials briefed by law enforcement who spoke on condition of anonymity because the investigation is still unfolding. At Paddock's home, authorities found 19 more guns, explosives and thousands of rounds of ammunition. Also, several pounds of ammonium nitrate, a fertilizer that can be turned into explosives, were in his car, authorities said. The FBI discounted the possibility of international terrorism, even after the Islamic State claimed responsibility for the attack. But beyond that, the motive remained a mystery, with Sheriff Joseph Lombardo saying: "I can't get into the mind of a psychopath at this point."While Paddock appeared to have no criminal history, his father was a bank robber who was on the FBI's most-wanted list in the 1960s."I can't even make something up," his brother in Florida, Eric Paddock, said when asked what might have motivated his brother. "There's just nothing."President Donald Trump on Tuesday called the gunman "demented" and a "very, very sick individual." Asked about gun laws, the president said, "We'll be talking about gun laws as time goes on."His muzzle flashes visible in the dark, Paddock began shooting just after 10 p.m. and appeared to fire unhindered for more than 10 minutes, according to radio traffic, as police frantically tried to locate him."We can't worry about the victims," an officer said over the radio at 10:15 p.m. "We need to stop the shooter before we have more victims. Anybody have eyes on him ... stop the shooter."The crowd, funneled tightly into a wide-open space, had little cover and no easy way to escape. Victims fell to the ground, while others fled in panic. Some hid behind concession stands or crawled under parked cars.Faces were etched with shock and confusion, and people wept and wailed. Some of the injured were hit by shrapnel. Others were trampled or were injured jumping fences."It was chaos — people just running for their lives. People trying to get down. Trying to get to their loved ones that had gotten hit," Shaun Topper said.Marie Langer, 16, of Las Vegas, got to the concert early so she could get to the very front, closest to the stage. That meant she and her friends were among the last to get out, and could hear shots ringing and people screaming the entire time she was trying to flee. She finally had to climb a fence with points on the top of metal bars designed to prevent people from getting over it."We had no other option," she said.Tales of heroism and compassion emerged: One man grasped the hand of a dying stranger, unable to pull himself away despite the danger. Another borrowed a flannel shirt from a man he didn't know to create a tourniquet for a girl he didn't know.Couples held hands as they ran. The healthy carried the bleeding off the grounds. Strangers drove victims to hospitals in their own cars.Authorities put out a call for blood donations and set up a hotline to report missing people and speed the identification of the dead and wounded. They also opened a "family reunification centre " for people to find loved ones. Before Sunday, the deadliest mass shooting in modern U.S. history took place in June 2016, when a gunman who professed support for Muslim extremist groups opened fire at a gay nightclub in Orlando, Florida, killing 49 people.___Sally Ho, Regina Garcia Cano and Brian Skoloff in Las Vegas; Brian Melley and Andrew Dalton in Los Angeles; Sadie Gurman and Tami Abdollah in Washington; Kristin M. I lived a decent life so far, I'd rather them live longer than me."McGarry didn't realize he'd been praised nationally because he was on a flight home when Sanders addressed the media. Witnesses recount N. Korean leader's brother's last moments-[The Canadian Press]-YAHOONEWS-October 3, 2017
SHAH ALAM, Malaysia — Witnesses recounted the last moments of the estranged half brother of North Korea's leader as the trial began Monday in Malaysia of two women accused of assassinating him by smearing an exotic poison on his face.Siti Aisyah of Indonesia and Doan Thi Huong of Vietnam are charged in the Feb. 13 murder of Kim Jong Nam using banned VX nerve agent at a crowded airport terminal in Kuala Lumpur. The women, who pleaded innocent at Malaysia's High Court, have said they thought they were playing a harmless prank for a hidden-camera TV show and had been hoodwinked by men suspected of being North Korean agents. North Korean leader Kim Jong Un is believed to have considered his older sibling a potential rival for power.Monday's court session was primarily a reconstruction of Kim Jong Nam's final moments at the airport.AIRPORT INFORMATION COUNTER STAFF JULIANA IDRIS-Juliana, the first person Kim went to after being attacked, told the court "his hands were shaking a bit" but she didn't know why. She said Kim told her "he was attacked from behind by two women," with one of them wiping something over his eyes. She said that at Kim's request she took him to file a report with a police officer before going to a clinic.POLICE OFFICER MOHD ZULKARNAIN SANUDIN-Zulkarnain testified that Kim's eyes were red and he could see some liquid on his face, but he could not tell if it was sweat or something else.He said he had mistakenly reported that Kim was South Korean because he had misidentified his passport, issued under North Korea's formal name, the Democratic People's Republic of Korea. The passport used Kim's pseudonym, Kim Chol.AIRPORT CLINIC NURSE RABIATUL ADAWIYAH MOHAMAD SOFI-Rabiatul said that before Kim had a seizure, she used facial tissue to wipe liquid off his face, but he appeared to still be sweating. She said Kim appeared to be in pain and told her someone sprayed liquid on his face.AIRPORT CLINIC DOCTOR NIK MOHD ADZRUL ARIFF RAJA AZLAN-Nik said Kim was unable to respond when he was asked what had happened."When I saw him, his hands were clutching his head. He was closing his eyes tightly and his face was very red. He was sweating profusely," Nik testified. He said Kim had extremely high blood pressure and rapid pulse and started to display seizure symptoms, with his jaw and teeth clenched and eyes rolling upward.Kim then fell unconscious and his blood pressure plunged, and his pulse gave out, Nik said.Eileen Ng, The Associated Press.
Trump comes face to face with stricken Puerto Rico-YAHOONEWS-[The Canadian Press]-October 3, 2017
SAN JUAN, Puerto Rico — President Donald Trump came face to face with hurricane-ravaged Puerto Rico on Tuesday after denouncing critics of the federal relief effort as "politically motivated ingrates" who need to step up their own response to the crisis.Puerto Ricans who have called Washington's work on the island insufficient "have to give us more help," he said before leaving Washington, without explaining how they have come up short in his eyes.Air Force One brought the president, first lady Melania Trump and aides to Puerto Rico in late morning. They were expected to spend more than five hours on the ground, meeting first responders, local officials and some of the 3.4 million people whose lives have been upended by a hurricane that, in the president's words, left the island U.S. territory "flattened."The plane descended over a landscape marked by mangled palm trees, metal debris strewn near homes and patches of stripped trees, yet with less devastation evident than farther from San Juan.As he headed out to visit the island earlier, Trump praised the federal response, telling reporters at the White House that "it's now acknowledged what a great job we've done." He added that at "a local level, they have to give us more help."Added Trump: "In Texas and in Florida, we get an A-plus. And I'll tell you what, I think we've done just as good in Puerto Rico, and it's actually a much tougher situation."The trip will be Trump's fourth areas battered by storms during an unusually violent hurricane season that has also seen parts of Texas, Florida, Louisiana and the U.S. Virgin Islands inundated by floodwaters and hit by high winds.Nearly two weeks after the Puerto Rico storm, 95 per cent of electricity customers remain without power, including some hospitals. And much of the countryside is still struggling to access such basic necessities as food, fresh water and cash.Trump's visit follows a weekend in which he aggressively pushed back against critics, including San Juan Mayor Carmen Yulin Cruz. Trump responded angrily on Twitter, deriding the "poor leadership ability by the Mayor of San Juan, and others in Puerto Rico, who are not able to get their workers to help.""They want everything to be done for them when it should be a community effort," he added, scoffing at "politically motivated ingrates" who had criticized the federal work, and insisting that "tremendous progress" was being made.Cruz had accused the administration of "killing us with the inefficiency" and begged the president to "make sure somebody is in charge that is up to the task of saving lives."Trump said Tuesday that Cruz has "come back a long way" in her criticism, noting the recent moderation in her remarks. He added: "The first responders, the military, FEMA, they have done an incredible job in Puerto Rico. And whether it's her or anybody else, they're all starting to say it."Cruz told the White House she would attend the president's first event: a briefing on hurricane relief efforts at the airport hangar, said White House spokeswoman Sarah Huckabee Sanders.Trump and his wife were to attend briefings and meet with Gov. Ricardo Rossello, as well as the governor of the U.S. Virgin Islands. They were also meeting Navy and Marine Corps personnel on the flight deck of the USS Kearsarge.Even before the storm hit on Sept. 20, Puerto Rico was in dire condition thanks to a decade-long economic recession that had left its infrastructure, including the island's power lines, in a sorry state. Maria was the most powerful hurricane to hit the island in nearly a century and unleashed floods and mudslides that knocked out the island's entire electrical grid and telecommunications, along with many roads.Trump and other administration officials have worked in recent days to reassure Americans that recovery efforts are going well and combat a perception that the president failed to fully grasp the magnitude of the storm's destruction in its immediate aftermath. While early response efforts were hampered by logistical challenges, officials say that conditions, especially in the capital, have improved.According to the Federal Emergency Management Agency, there are now more than 10,000 federal officials on the ground on the island, and 45 per cent of customers now have access to drinking water. Businesses are also beginning to re-open, with 60 per cent of retail gas stations now up and running. The Health and Human Services Department says federal medical teams with their own equipment and supplies have been sent to help provide care at Centro Medico, a major trauma centre in San Juan. Additional teams have been sent to five hospitals in other parts of the island. The department has also placed a liaison in each hospital that's open, to make sure the facilities can get timely shipments of fuel needed to keep generators running, as well as medical supplies. For many, however, Washington's response isn't enough. On Monday, the non-profit relief group Oxfam announced that it would be taking the rare step of intervening in an American disaster, citing its outrage over what it called a "slow and inadequate response."___Associated Press writers Catherine Lucey and Ricardo Alonso-Zaldivar contributed to this report.___Follow Colvin on Twitter at https://twitter.com/colvinj-Jill Colvin, The Associated Press.
Turkey seeks to isolate Syria Idlib jihadists opposing truce-[Reuters]-By Ezgi Erkoyun and Tom Perry-YAHOONEWS-October 3, 2017
ISTANBUL/BEIRUT (Reuters) - Turkey is luring militants away from the jihadist alliance that controls Syria's northwestern Idlib province as a step toward implementing a deal to reduce violence there, Foreign Minister Mevlut Cavusoglu said on Tuesday.Idlib is one of four "de-escalation" zones which foreign powers agreed to establish in opposition territory in western Syria after years of civil war. But the former al Qaeda branch which controls the province has pledged to keep fighting Syrian government forces and their allies. The ex-Nusra Front's stance has raised doubt about how Turkey, one of three parties to the agreement, can proceed with plans to deploy observers inside Idlib. Russia and Iran, the other two countries involved, are due to police its edges.Cavusoglu said the first stage, already under way, was to separate "moderate rebels" from "terror organizations" - a reference to Nusra, which cut ties with al Qaeda last year, rebranded itself and now spearheads the Tahrir al-Sham jihadist alliance that dominates Idlib. His comments endorsed remarks by a rebel source who said that efforts by foreign states were under way to encourage defections from the alliance, to break it up, isolate it and reduce its capacity to oppose any Turkish military deployment."With regards to Nusra, they are working to weaken it through intelligence operations," the source told Reuters. Those could include assassinations and campaigns to undercut the group's popular support, the source said. The aim was to encourage jihadist fighters who are not members of al Qaeda to "melt into society".At least two million people live in Idlib, the largest populated Syrian area held by rebels - including some nationalist Free Syrian Army factions who sometimes fought alongside jihadists. The province's population has ballooned as thousands of civilians and combatants have left areas seized by the Syrian army in other parts of the country, with the help of Russian jets and Iran-backed militias.ISOLATING JIHADISTS-Turkey already controls a swathe of northern Syria east of Idlib following a military incursion in 2016. The rebel source said up to 2,000 fighters being trained by Turkish forces could deploy to Idlib, where many people have close ties to Turkey and could welcome a Turkish presence.Turkey has called for the overthrow of President Bashar al-Assad and supported several rebel factions, but has recently worked with Iran and Russia, both strong supporters of Assad, to stem the violence in Syria's six-year conflict.Comparing the array of factions fighting Assad to a divided family, Cavusoglu said it was vital to avoid indiscriminate bloodshed and criticized the continued Russian and Syrian air strikes in Idlib which he said were killing civilians."Think of a family with four sons," he said in a televised interview. "Two of them are members of the Free Syrian Army, which everybody supports, one is not related to anything and the last one is a member of a terror organization."What do we do? Will we bomb this family and kill them all; the mother, father and small children? We have to determine the one and separate him from the others".Cavusoglu said work to separate the jihadists from other factions had been "going on rapidly", but needed meticulous application and would require broad international support.Tahrir al-Sham, which was formed in January, has been hit in recent months by the breakaway of two of its significant fighting factions, Nour el-Din al-Zinki and Jaish al-Ahrar.In a change of leadership announced on Sunday, Abu Mohammad al-Jolani, the head of Nusra Front, assumed command of Tahrir al-Sham after Abu Jaber al-Sheikh quit that post. Tahrir al-Sham gave no reason for the resignation, adding in a statement that al-Sheikh had been appointed head of its Shura Council.Insurgent sources in northwest Syria say ideological divisions between the groups that form Tahrir al-Sham have been a big factor leading to the departure of some members.(Writing by Dominic Evans; editing by Mark Heinrich)

The Latest: FBI seen at site of Las Vegas concert shooting-[The Canadian Press]-YAHOONEWS-October 3, 2017
