MANAGUA, Nicaragua — Tropical Storm Nate formed off the coast of Nicaragua on Thursday and was being blamed for five deaths in that country as it spun north toward a potential landfall on the U.S. Gulf Coast as a hurricane over the weekend.The U.S. National Hurricane Center said the storm could cause dangerous flooding by dumping as much as 15 to 20 inches (38 to 50 centimetres ) of rain on Nicaragua, with higher accumulations in a few places.It had maximum sustained winds of 40 mph (65 kph) Thursday morning and was likely to strengthen over the northwestern Caribbean Sea Thursday night and Friday.The storm was centred about 30 miles (45 kilometres ) northwest of Puerto Cabezas, Nicaragua, and was moving northwest near 9 mph (15 kph).Nate was fueling heavy rains across much of a region already soaked by torrential rains.In Nicaragua, its arrival followed two weeks of near constant rain that had left the ground saturated and rivers swollen. BRUSSELS, Today, 09:19-Member states are unlawfully returning rejected migrants and asylum seekers to Afghanistan by putting their lives in danger, says Amnesty International.Iverna McGowan, who heads the NGO's European institutions office, told reporters on Wednesday (4 October) a temporary moratorium on returns to the country is needed until conditions improve."There is a terrifying gap between the European politics and policies and the realities on the ground, faced by those people who are being returned," she said.Afghanistan is under constant siege with pro-government forces fighting some 20 different armed groups, including the Taliban and the Islamic State.A suicide bomb attack in Kabul in May killed 150 and wounded more than 300. Twin blasts in July and August killed another 60 in the capital city.Last year, the UN's mission to Afghanistan had also registered the highest causality rate for civilians on record with over 11,400 people either killed or injured."2017 is going the exact same way," noted Anna Shea, an Amnesty International researcher, who authored a report on the country published on Thursday (5 October).-"Willful blindness" of EU and member states-The EU commission's humanitarian branch, DG Echo, recently described Afghanistan as an "increasingly acute humanitarian crisis." Over two million people are internally displaced, forced to move elsewhere to seek safety.But despite the rise in causalities and internally displaced, the number of Afghans returned to the country from Europe has increased by some 300 percent from 2015 to 2016, from 3,290 to 9,460.Germany is leading the way, with some 3,400 returns last year alone, followed by Greece at just under 1,500, and Sweden with around 1,000.Both Finland and the UK consider anywhere in Afghanistan safe enough to return people. Sweden believes all Afghan provinces are safe except Helmund and Uruzgan.Some of the returns are coordinated by the EU's border agency, Frontex, whose return mandate has since expanded.Meanwhile, asylum recognition rates vary across Europe with Bulgaria granting international protection to less than two percent of Afghans as opposed to 97 percent in Italy."The only way to describe the approach of the EU and the European governments of issuing returns to Afghanistan is willful blindness," said Shea.She noted people returned to the country live in constant fear of being killed or injured in attacks. Others risk persecution for their beliefs, their sexuality, or even looking western."I have never met people so scared as people I met in Kabul," she said.Among them is the father of a family who had been kidnapped and held for ransom by the Taliban.Upon his release, the family fled Afghanistan in 2015 to Norway only to be returned. A few months later, he was killed, says Shea.Others returned to the country had lived most or all of their lives elsewhere, like in Iran.A European Commission spokesperson told this website in an email that it is working towards making Afghanistan more safe through political and diplomatic engagement as well as in the areas of security and development."In general, it should be underlined that there is a clear need to pursue the creation of a safer, better environment and opportunities for all in Afghanistan," said the spokesperson.It also noted that return decisions to Afghanistan are taken by national authorities.Last October in Brussels, the EU had signed a "joint way forward" pact with Afghanistan that aimed to ease returns to the country.The international community in October last year committed to donate over $15 billion to Afghanistan for development up until 2020.

BERLIN — A German cultural institution has started investigating the provenance of about 1,000 human skulls from the country's former African colonies that ended up in the collection of a Berlin hospital, officials said Thursday.The collection of skulls, from colonies in what is today Rwanda, Tanzania, Burundi and Mozambique, were found in poor condition at Berlin's Charite hospital and medical school and transferred to the Prussian Cultural Heritage Foundation in 2011.They are part of a bigger collection that was brought to Germany in the 19th and early 20th century by a German anthropologist, and experts have been cleaning and preserving the skulls over the last six years, the foundation said.German researchers are now joining forces with an international network of scientists to review documents and find out more about the origins of the skulls, the foundation said. Among other things, they will be looking over inventories and correspondence from the time they were collected. They're also doing non-invasive anthropological evaluation of the bones themselves to look for clues to their provenance.If they can be properly identified, the plan is to return them to their countries of origin, though the foundation said no country has sought them."In order to return something, one needs to know where the specimens are from," the foundation's project leader Bernhard Heeb said in a statement.The skulls were collected by anthropologist Felix von Luschan in the late 19th and early 20th century for research and were among several thousand taken from graves around the world, including South America and Europe.After von Luschan's death in 1924, the skulls were given to the Kaiser Wilhelm Anthropological Institute in Berlin. After World War II, they ended up being given to the Charite Hospital, for use in its medical history museum.The hospital in 2010 decided it was not able to probably care for the collection, and turned it over to the foundation.Though there were executions in colonial Africa, the foundation said as far as they can tell none of the skulls were those of such victims but were instead collected from graveyards.David Rising, The Associated Press.

BAGHDAD (Reuters) - Iraqi forces announced on Thursday they had captured Islamic State's last stronghold in northern Iraq, leaving the militant group holed up near the Syrian border as its self-proclaimed "caliphate" shrinks further.The town of Hawija and the surrounding areas fell in an offensive by U.S.-backed Iraqi government troops and Iranian-trained and armed Shi'ite paramilitary groups known as Popular Mobilisation.Some fighting took place to the north and east of the town where the militants were surrounded.With the fall of Hawija, which lies near the Kurdish-held oil city of Kirkuk, the only area that remains under control of Islamic State in Iraq is a stretch alongside the western border with Syria, where the militant group is also in retreat.The capture of Hawija was a boost for the Iraqi government, which faces a separate crisis in the north of the country, where the Kurdish minority last month voted overwhelmingly in support of independence for their autonomous region.In Hawija, state TV showed footage of Iraqi forces raising flags in one of the town's squares while Humvees patrolled empty streets littered with car wrecks, houses riddled with bullets and shattered storefronts."The army's 9th armored division, the Federal Police, the Emergency Response division and ... Las Vegas killer Stephen Paddock reportedly fired shots at two tanks containing aviation fuel during his reign of terror that killed 59 people on Sunday night.According to the Las Vegas Review Journal, Paddock’s bullets left holes in one of two white tanks, but they did not cause an explosion.The tanks are reportedly located only 1,100 feet from the concert site where Paddock killed 58 people on Sunday evening, and they have now been examined by FBI agents as they continue to investigate the atrocity.Before the shooting took place, Paddock had smashed two windows in his 32nd floor hotel suite – one being in line with the festival site, and the other providing him with a direct line of vision to the fuel tanks.It is believed that they are owned by Swissport, the company tasked with leading fuelling operations for Las Vegas’ McCarran international airport.Speaking to the Las Vegas Review Journal, aviation consultant Mike Boyd explained that it was extremely hard to ignite jet fuel with bullets.‘A machine gun is not going to blow up a tank of fuel’, he said.‘Jet fuel itself sitting there in a big wet pile is very hard to ignite. MANAGUA, Nicaragua — Tropical Storm Nate formed off the coast of Nicaragua on Thursday and was being blamed for five deaths in that country as it spun north toward a potential landfall on the U.S. Gulf Coast as a hurricane over the weekend.The U.S. National Hurricane Center said the storm could cause dangerous flooding by dumping as much as 15 to 20 inches (38 to 50 centimetres ) of rain on Nicaragua, with higher accumulations in a few places.It had maximum sustained winds of 40 mph (65 kph) Thursday morning and was likely to strengthen over the northwestern Caribbean Sea Thursday night and Friday.The storm was centred about 30 miles (45 kilometres ) northwest of Puerto Cabezas, Nicaragua, and was moving northwest near 9 mph (15 kph).Nate was fueling heavy rains across much of a region already soaked by torrential rains.In Nicaragua, its arrival followed two weeks of near constant rain that had left the ground saturated and rivers swollen. Authorities placed the whole country on alert and warned of flooding and landslides.Nicaragua's vice-president and spokeswoman, Rosario Murillo, said that two women and a man who worked for the Health Ministry were swept away by a flooded canal in the central municipality of Juigalpa while working to aid the community.Two other men drowned — one in the Carazo area south of Managua and the other in the Coco river near the border with Honduras. Brussels, Today, 07:30-The scramble among member states to host EU agencies is a feature of European integration that dates back to the founding of the first decentralised bodies.A dive into the archives shows that time and again, political deal-making, not logic or objective criteria, is the decisive factor for determining the seat of an EU agency.The notion that agencies should be equally divided among member states was already applied early on, when the first agency of the European Communities was set up - the European Centre for the Development of Vocational Training (Cedefop). It was established in 1975, when the European Communities had nine members.Months before the decision was made, Dutch regional newspaper Limburgsch Dagblad actively campaigned for Cedefop to be based in Limburg, the south-eastern province of the Netherlands, after quoting civil servants from the region who said that the Dutch government had not made any attempt to attract a European institution. In an editorial, the newspaper argued that hosting Cedefop may help tackle the province's economic situation - since at that time, it was facing the closure of its coal mines.Despite the Dutch government's bid, West Berlin - which at the time was geographically isolated because of the Cold War - was awarded the agency seat."Beautiful opportunity lost because of [Dutch] government's attitude", the disappointed newspaper Limburgsch Dagblad headlined. A few months later, the Netherlands missed out on hosting another agency, the European Foundation for the Improvement of Living and Working Conditions, which ended up in Dublin.-Behind closed doors-The next agency to be established was the European Environment Agency (EEA), in May 1990. The Council established the office in July 1994, but it wasn't until more than two years later that foreign affairs ministers decided the seat should be in Angers, France.The CVPO had already started its work in Brussels, and the relocation to Angers "was not done in a day", its annual report published in 1997 said. BRUSSELS, Today, 09:19-Member states are unlawfully returning rejected migrants and asylum seekers to Afghanistan by putting their lives in danger, says Amnesty International.Iverna McGowan, who heads the NGO's European institutions office, told reporters on Wednesday (4 October) a temporary moratorium on returns to the country is needed until conditions improve."There is a terrifying gap between the European politics and policies and the realities on the ground, faced by those people who are being returned," she said.Afghanistan is under constant siege with pro-government forces fighting some 20 different armed groups, including the Taliban and the Islamic State.A suicide bomb attack in Kabul in May killed 150 and wounded more than 300. Twin blasts in July and August killed another 60 in the capital city.Last year, the UN's mission to Afghanistan had also registered the highest causality rate for civilians on record with over 11,400 people either killed or injured."2017 is going the exact same way," noted Anna Shea, an Amnesty International researcher, who authored a report on the country published on Thursday (5 October).-"Willful blindness" of EU and member states-The EU commission's humanitarian branch, DG Echo, recently described Afghanistan as an "increasingly acute humanitarian crisis." Over two million people are internally displaced, forced to move elsewhere to seek safety.But despite the rise in causalities and internally displaced, the number of Afghans returned to the country from Europe has increased by some 300 percent from 2015 to 2016, from 3,290 to 9,460.Germany is leading the way, with some 3,400 returns last year alone, followed by Greece at just under 1,500, and Sweden with around 1,000.Both Finland and the UK consider anywhere in Afghanistan safe enough to return people. Sweden believes all Afghan provinces are safe except Helmund and Uruzgan.Some of the returns are coordinated by the EU's border agency, Frontex, whose return mandate has since expanded.Meanwhile, asylum recognition rates vary across Europe with Bulgaria granting international protection to less than two percent of Afghans as opposed to 97 percent in Italy."The only way to describe the approach of the EU and the European governments of issuing returns to Afghanistan is willful blindness," said Shea.She noted people returned to the country live in constant fear of being killed or injured in attacks. Others risk persecution for their beliefs, their sexuality, or even looking western."I have never met people so scared as people I met in Kabul," she said.Among them is the father of a family who had been kidnapped and held for ransom by the Taliban.Upon his release, the family fled Afghanistan in 2015 to Norway only to be returned. A few months later, he was killed, says Shea.Others returned to the country had lived most or all of their lives elsewhere, like in Iran.A European Commission spokesperson told this website in an email that it is working towards making Afghanistan more safe through political and diplomatic engagement as well as in the areas of security and development."In general, it should be underlined that there is a clear need to pursue the creation of a safer, better environment and opportunities for all in Afghanistan," said the spokesperson.It also noted that return decisions to Afghanistan are taken by national authorities.Last October in Brussels, the EU had signed a "joint way forward" pact with Afghanistan that aimed to ease returns to the country.The international community in October last year committed to donate over $15 billion to Afghanistan for development up until 2020.

BERLIN — A German cultural institution has started investigating the provenance of about 1,000 human skulls from the country's former African colonies that ended up in the collection of a Berlin hospital, officials said Thursday.The collection of skulls, from colonies in what is today Rwanda, Tanzania, Burundi and Mozambique, were found in poor condition at Berlin's Charite hospital and medical school and transferred to the Prussian Cultural Heritage Foundation in 2011.They are part of a bigger collection that was brought to Germany in the 19th and early 20th century by a German anthropologist, and experts have been cleaning and preserving the skulls over the last six years, the foundation said.German researchers are now joining forces with an international network of scientists to review documents and find out more about the origins of the skulls, the foundation said. Among other things, they will be looking over inventories and correspondence from the time they were collected. They're also doing non-invasive anthropological evaluation of the bones themselves to look for clues to their provenance.If they can be properly identified, the plan is to return them to their countries of origin, though the foundation said no country has sought them."In order to return something, one needs to know where the specimens are from," the foundation's project leader Bernhard Heeb said in a statement.The skulls were collected by anthropologist Felix von Luschan in the late 19th and early 20th century for research and were among several thousand taken from graves around the world, including South America and Europe.After von Luschan's death in 1924, the skulls were given to the Kaiser Wilhelm Anthropological Institute in Berlin. After World War II, they ended up being given to the Charite Hospital, for use in its medical history museum.The hospital in 2010 decided it was not able to probably care for the collection, and turned it over to the foundation.Though there were executions in colonial Africa, the foundation said as far as they can tell none of the skulls were those of such victims but were instead collected from graveyards.David Rising, The Associated Press.

MOSCOW (Reuters) - Russian President Vladimir Putin hosted Saudi Arabia's King Salman for talks at the Kremlin on Thursday, cementing a relationship that is pivotal for world oil prices and could decide the outcome of the conflict in Syria.King Salman, the first sitting Saudi monarch ever to visit Russia, led a delegation to Moscow that agreed joint investment deals worth several billion dollars, providing much-needed investment for a Russian economy battered by low oil prices and Western sanctions.Saudi Arabia said it had signed a memorandum of understanding on the purchase from Russia of S-400 air defense systems. That marked a shift for the kingdom, which buys most of its military kit from the United States and Britain.On the political front, there was no sign of any substantial breakthrough on the issues that have long divided Moscow and Riyadh, including the fact that they back rival sides in Syria's war.However, any discord was eclipsed by mutual expressions of respect, and the pomp and ceremony laid on by Russian officials to greet the Saudi king.On his journey into central Moscow from Vnukovo airport late on Wednesday, King Salman's limousine passed billboards bearing his photograph and messages in Russian and Arabic welcoming him.On Thursday, Putin received the monarch in the gold-decorated St. Andrew Hall, one of the grandest spaces in the Kremlin, attended by soldiers in ceremonial dress and with an orchestra playing their countries' national anthems."I am sure that your visit will provide a good impulse for the development of relations between our two states," Putin told King Salman later as they sat alongside each other in the Kremlin's lavishly-decorated Green Parlour.Russia and Saudi Arabia, despite their differences, have been drawn together by a common interest in propping up flagging world oil prices, and by the fact that Moscow, since its military intervention in Syria, has clout in the Middle East that other players in the region cannot ignore.The Saudi king invited Putin to visit his country - an offer the Russian leader accepted - and said they planned to keep cooperating to keep world oil prices stable.Moscow and Riyadh worked together to secure a deal between OPEC and other oil producers to cut output until the end of March 2018, helping support prices.Energy Minister Khalid al-Falih said Saudi Arabia was "flexible" regarding Moscow's suggestion to extend the pact until the end of next year.The message of further joint Saudi-Russia action on output helped push up oil prices on Thursday. BAGHDAD (Reuters) - Iraqi forces announced on Thursday they had captured Islamic State's last stronghold in northern Iraq, leaving the militant group holed up near the Syrian border as its self-proclaimed "caliphate" shrinks further.The town of Hawija and the surrounding areas fell in an offensive by U.S.-backed Iraqi government troops and Iranian-trained and armed Shi'ite paramilitary groups known as Popular Mobilisation.Some fighting took place to the north and east of the town where the militants were surrounded.With the fall of Hawija, which lies near the Kurdish-held oil city of Kirkuk, the only area that remains under control of Islamic State in Iraq is a stretch alongside the western border with Syria, where the militant group is also in retreat.The capture of Hawija was a boost for the Iraqi government, which faces a separate crisis in the north of the country, where the Kurdish minority last month voted overwhelmingly in support of independence for their autonomous region.In Hawija, state TV showed footage of Iraqi forces raising flags in one of the town's squares while Humvees patrolled empty streets littered with car wrecks, houses riddled with bullets and shattered storefronts."The army's 9th armored division, the Federal Police, the Emergency Response division and ... Popular Mobilisation liberated Hawija," said a statement from the joint operations commander, Lieutenant-General Abdul Ameer Rasheed Yarallah.Thick black smoke rose from areas surrounding Hawija, from oil wells set on fire by the militants to prevent air detection.The capture of Hawija brings Iraqi forces into direct contact with Kurdish Peshmerga fighters who control Kirkuk, a multi-ethnic region claimed by both Baghdad and the Kurdistan Regional Government (KRG).Kirkuk shaped up as a flashpoint last month when the KRG included the city in the referendum on Kurdish independence in northern Iraq."We don't want any aggression or confrontations but the federal authority must be imposed in the disputed areas," Iraqi Prime Minister Haider al-Abadi told a news conference in Paris with French President Emmanuel Macron.Macron offered to mediate between the Iraqi government and Kurdish regional authorities, and promised to maintain a military presence there until Islamic State was defeated.-IRAQI SANCTIONS-The Iraqi government has imposed sanctions in response to the independence vote, but Abadi said he could understand the Kurds' "aspirations", provided they were expressed in accordance with the constitution.The outcome of the referendum has raised concerns in Iraq and abroad that a conflict might break out there along ethnic lines, potentially weakening the campaign against Islamic State.Turkey, which is battling a three-decade-old insurgency by its own Kurdish militants, has led regional opposition to the Iraqi Kurds' independence hopes.Stepping up his rhetoric on the issue, President Tayyip Erdogan said Turkey would soon close its border with northern Iraq and shut its air space in response to the referendum.He added that Turkey, Iran and Iraq would jointly decide on closing the flow of oil from northern Iraq, a vital source of earnings for Iraqi Kurdistan.On Wednesday, Russian President Vladimir Putin, whose country has big energy interests in Kurdistan, said it was in no one's interest to cut off oil supplies from the territory.But Erdogan said that "if a decision will be made on closing oil taps in the region, that will be made by us. Turkey, Iran and Iraq's central government will do so together".Erdogan's stance has been backed by Iran. After meeting Erdogan in Tehran on Wednesday, Supreme Leader Ayatollah Ali Khamenei said Iran and Turkey should prevent the Iraqi Kurds from declaring independence.Relations have been cool between Shi'ite Iran and mainly Sunni Turkey. But both have been alarmed by the independence vote, fearing it will encourage separatism among their own Kurdish populations.The Kurds are the region's fourth-largest ethnic group, spread across Iran, Turkey, Syria and Iraq, all of which oppose any moves towards a Kurdish state.IRAQI OFFENSIVE-Iraq launched an offensive on Sept. 21 to dislodge Islamic State from the Hawija area, where up to 78,000 people were estimated to be trapped, according to the United Nations.The militants control the border town of al-Qaim and the region surrounding it.They also hold parts of the Syrian side of the border, but the area under their control is shrinking as they retreat in the face of two different sets of hostile forces - a U.S.-backed, Kurdish-led coalition and Syrian government troops with foreign Shi'ite militias backed by Iran and Russia.Islamic State's cross-border "caliphate" effectively collapsed in July, when U.S.-backed Iraqi forces captured Mosul, the group's de facto capital in Iraq, in a grueling battle which lasted nine months.The militants' leader, Abu Bakr al-Baghdadi, who declared the caliphate from Mosul in mid-2014, released an audio recording last week that indicated he was alive, after several reports he had been killed.He urged his followers to keep up the fight despite setbacks.(Writing by Giles Elgood and editing by Peter Millership)
