Mossad chief: Iran ‘closer than ever before’ to Israel’s borders-At event honoring espionage service, top spy Yossi Cohen says agents conduct 'thousands of operations,' some deep in enemy countries-By Judah Ari Gross-October 2, 2017, 6:56 pm-toi

The head of the Mossad intelligence service warned on Monday that Iran, through its proxies, is operating closer “than ever before” to Israel’s borders with Lebanon and Syria, though he also said Israel was operating deep in enemy territory.Spy chief Yossi Cohen said that in addition to arming the terrorist groups Hezbollah and Hamas, the Islamic Republic was working to develop its own nuclear capabilities with the goal of weaponizing them.Cohen made his remarks at a ceremony in which six teams from the espionage service received a special commendation from Prime Minister Benjamin Netanyahu. Due to the sensitivity of the operations, the details of the teams’ activities were kept secret. However, the spymaster said that the ones chosen were representative of the type of missions the service is capable of carrying out.According to Cohen, the intelligence service “carries out hundreds, thousands of activities every year — some of them complicated and deep within the heart of enemy countries.”The comments were something of a rarity, as Cohen does not often speak in public forums. He said his intelligence service is “focused only on the top national, security and political priorities.”First on that list is Iran, according to Cohen.Tehran “continues with its vision of [obtaining] a significant nuclear capability, which is meant to lead it to a military nuclear capability,” he said.Under the 2015 Iran deal, the Islamic Republic is permitted to continue with civilian nuclear research, which uses radioactive material that has been enriched to a much lower degree than that used for military purposes. In his speech, Cohen did not allege that Iran was violating the 2015 deal, known as the Joint Comprehensive Plan of Action. However, the spy chief said Tehran was fostering unrest in the region.“Iran continues to work with increasing military aggression in the Middle East, closer to our borders than ever before,” Cohen said, as Netanyahu looked on with apparent approval.“Iran continues to support terrorist groups, Hezbollah and recently Hamas. Iran continues to work to transfer advanced — and accurate — weaponry to terror groups within our region,” he said.Cohen’s comments appeared to confirm recent military assessments that Tehran was outfitting Hezbollah with precise missiles that are meant to be used in a future war with Israel.Jerusalem has also long been concerned that Iran-backed Shiite militias were entrenching themselves along the Syrian border with the Golan Heights. Israel’s attempts to convince Russia and the United States to make their removal a requirement in a ceasefire in Syria have reportedly not yet succeeded. In addition to Iran, the Mossad chief also pointed to the Islamic State terrorist group as an ongoing threat to not only Israel, but the entire world.“Islamic State is continuing to challenge us,” Cohen said.He noted that the terrorist group, which is also known by its Arabic nickname, Daesh, was trying to “harm us and, no less importantly, our friends in the world.”To handle those threats, Cohen said, the intelligence service was improving itself.“The Mossad is getting stronger, with new capabilities in order to advance the future appearance of the world, with new technologies, with intelligence systems, with new forces, with human resources — all of this in order to be prepared for the challenges before us,” he said.“The winners of the prime minister’s prize display the best within us and show to what lengths the Mossad, its people and its fighters can reach,” Cohen said.

Several Israelis unaccounted for in Las Vegas after mass shooting-LA consul heads to Nevada to aid in search effort; Israeli president, others send condolences to US over attack at concert-By Stuart Winer and Raphael Ahren-October 2, 2017, 5:36 pm toi

The Foreign Ministry said on Monday that it was trying to reach eight Israelis in Las Vegas who remain unaccounted for, after a deadly shooting at a country music festival in the city in which more than 50 people were killed and over 400 injured. An Israeli official estimated there were some 7,000 Israelis in the desert gambling mecca.Deputy Foreign Minister Tzipi Hotovely said Israel’s consul general in Los Angeles had traveled to Las Vegas to aid in efforts to locate the missing Israelis.“Israel is shocked at the mass murder that happened in Las Vegas. I am full of hope that contact with the incommunicado Israelis in Las Vegas will be renewed quickly,” Hotovely said.“Avner Saban has landed at the moment in Las Vegas and will start to locate the missing Israeli with local authorities,” she added.Country music star Jason Aldean was performing Sunday night at the end of the three-day Route 91 Harvest Festival when a gunman opened fire across the street from inside the Mandalay Bay Hotel and Casino. SWAT teams quickly descended on the concert and the casino, and officers used explosives to get into the hotel room where the suspect was, authorities said.Las Vegas Metro Police Sheriff Joseph Lombardo confirmed the casualty toll in a press conference. It was the deadliest mass shooting in US history. The shooter, later identified as Stephen Paddock, 64, opened fire on the concert from a window on the 32nd floor of the Mandalay Bay Hotel and Casino across Las Vegas Boulevard, Lombardo said.Saban earlier told the Hebrew-language Walla website that he did not believe any Israelis were among the wounded.“According to the information that I have at the moment, there are no Israelis among the injured, and I hope that it will remain that way until the end of the incident,” Saban said. “There are at the moment 7,000 Israelis in Las Vegas.”A local Jewish community representative said he did not know of any Israelis or community members hurt in the shooting attack, but a Chabad Twitter account said one Jewish woman had been injured.President Reuven Rivlin sent a message to US President Donald Trump offering his condolences over the shooting.“The people of Israel join me in sending our deepest sympathy to you, to the participants in the festival, the people of Las Vegas and to all the people of the United States following this shocking attack which took the lives of so many innocent people and injured so very many more,” he wrote, according to his office. “We stand with you as you mourn the terrible loss of life and injury following this senseless attack on people who had merely gathered together to listen to music.”Israeli politicians lined up on Twitter to condemn the Las Vegas shooting and offer well-wishes to the injured and condolences to the families of the victims.Addressing his US counterpart Paul Ryan, Knesset Speaker Yuli Edelstein offered his “deepest condolences on the Las Vegas tragedy. We stand with you and the American people at this difficult hour.”Education Minister Naftali Bennett tweeted, “The hearts of all Israelis are with the American people on this day of profound tragedy. We pray for the wounded. God bless you.”Opposition MK Yair Lapid, who leads the Yesh Atid party, wrote, “Thoughts & prayers with the United States. We send wishes for a speedy recovery to the injured, hearts are with the families of the victims.”Lombardo said Paddock, a resident of Mesquite, Nevada, killed himself before police officers entered his hotel room and that despite eyewitness accounts to the contrary, there were no additional shooters.Agencies and Times of Israel staff contributed to this report.

In Gaza for first time in 2 years, Palestinian PM says disunity serves Israel-Rami Hamdallah arrives at the head of large delegation amid Egypt-led push for Hamas-Fatah reconciliation after decade of estrangement-By Dov Lieber-October 2, 2017, 2:40 pm-toi

Palestinian Authority Prime Minister Rami Hamdallah arrived in Gaza Monday for his first visit in two years, as rival factions seek to overcome a decade of crippling divisions.Hamdallah, along with dozens of ministers and officials from the West Bank-based PA, began crossing the border into the coastal enclave around noon, ahead of meetings with leaders of the rival Islamic faction Hamas. The event is meant to be the first significant step in a transfer of powers from Hamas to the PA.Hamas politicians and members of the premier’s Fatah faction greeted Hamdallah on the Gazan side of the crossing, as some 2,000 people gathered ahead of an expected speech.Afterward, speaking from a stage in Beit Hanoun, Hamdallah said that there could be no Palestinian state without Gaza, and that his government would work to alleviate the suffering of the enclave’s residents. He took the crowded stage surrounded by worried-looking security personnel and officials. As he spoke, there was audible talking in the background, and he quickly read his speech off pages in his hand.“Alleviating the suffering of our people in the Gaza Strip is a priority of the government,” he said. “We declare to the world from the heart of Gaza that the Palestinian state will only come with the unification of the West Bank and Gaza.”Gaza today is mired in poverty, with unemployment approaching 50 percent and receiving just a few hours of electricity each day. Essential medicine is growing more scarce in the Strip, and clean water has become harder to access and more expensive.Hamdallah praised Hamas’s offer to turn over all governing responsibilities to his government but warned that there would be more work ahead before reconciliation would be complete.Key sticking points, primarily the terror group’s refusal to disarm its powerful military wing, are likely to complicate or even derail the reconciliation efforts in the coming weeks.“The government began to exercise its roles in Gaza from today,” Hamdallah said. “We return to Gaza again to end the division and achieve unity.”He also praised the Egyptian efforts in helping to facilitate the reconciliation process.Images of Egyptian President Abdel Fattah el-Sissi were held aloft by some of those who welcomed Hamdallah to Gaza. A billboard near the ceremony thanked el-Sissi for his efforts in helping to improve the Palestinian people’s situation.A delegation of Egyptian intelligence officials is currently in the Strip to help facilitate talks, while chief of Egyptian Intelligence Khaled Fawzi is expected to arrive Tuesday.Hamas, which Israel and most Western countries consider a terror group, won legislative elections in 2006 and the following year seized control of Gaza by overrunning Fatah forces loyal of PA President Mahmoud Abbas. Since then, the PA has governed only in autonomous enclaves of the West Bank, while repeated attempts to reconcile with Hamas have failed. Hamas has not held elections since. In previous deals, including one brokered by Egypt in 2011, both sides professed willingness to reconcile, but ultimately balked at sharing power in their respective territories.Hamdallah stressed a number of times during his speech that the political division among Palestinians served only Israel’s interests.“It is time to stand and work, as the only beneficiary of this division is the occupation,” he said.Hamdallah called on the international community to pressure Israel into lifting its blockade of the Gaza Strip.Since seizing control of Gaza in 2007, Hamas, which seeks Israel’s elimination, has fought three wars with Israel. The Strip is under Egyptian and Israeli blockade — aimed by Israel to prevent Hamas from importing weaponry.Hamdallah is expected to meet Hamas leader Ismail Haniyeh and the group’s Gaza chief, Yahya Sinwar, later Monday, and chair a cabinet meeting on Tuesday. The logistics of the visit are themselves an indication of Palestinian divisions and challenges.Arriving by road from Ramallah, about 70 kilometers (44 miles) away in the West Bank, Hamdallah’s convoy crossed Israel and then transited the fortress-like Erez crossing into Gaza before passing a Hamas checkpoint. The delegation’s visit is seen to be largely symbolic and preparing the ground for further talks, probably in Cairo. The outcome will determine the Palestinians’ acceptance on the international stage. The PA recognizes Israel, but that appears to remain out of the question for Hamas.Agencies contributed to this report.

Thousands of Israelis affected as Monarch Airlines collapses-Britain arranging to fly back 110,000 of its nationals, hundreds of Israelis said stuck in the UK, after company enters administration-By AFP and TOI staff-October 2, 2017, 3:56 pm

LONDON — British short-haul carrier Monarch Airlines ceased trading suddenly Monday following a financial collapse, the biggest failure of its kind in Britain, prompting the government into emergency action in returning home 110,000 stranded passengers. While Britain was making arrangements to fly back its nationals from countries including Israel, hundreds of Israelis were said to be stranded in the UK, and thousands more Israelis had their holiday plans placed in doubt.According to a report on the Marker website, thousands of Israelis who bought tickets on Monarch for vacations over the Sukkot holiday were not being told definitively on Monday what would become of these reservations — whether their money would be refunded, alternative flights offered, or other arrangements made.Furthermore, the report said, hundreds of Israelis who were scheduled to fly home from the UK via Luton Airport on Monday afternoon were scrambling to find alternative arrangements after that flight was canceled. Monarch traditionally operates six flights a week from Israel to the UK at this time of year.Monarch and its vacation business entered administration, a form of bankruptcy, with KPMG appointed to oversee the financial chaos that has left about 2,100 staff likely having to find new employment. The airline had been struggling financially for a while and won a cash injection a year ago that allowed it to continue flying holidaymakers and fund growth plans, as the sector faced turbulence from Brexit and terrorism. The UK’s Civil Aviation Authority described Monday’s events as “the biggest ever UK airline failure,” adding that “all future holidays and flights provided by these companies have been cancelled and are no longer operating.”It added in a statement that “the government has asked the CAA to support Monarch customers currently abroad to get back to the UK at the end of their holiday at no extra cost to them.”Passengers are being flown back from numerous countries, including Israel, France, Greece, and Turkey on aircraft leased by the CAA.In total, about 410,000 customers are affected by Monarch going into administration, including 300,000 with future bookings, the CAA said.Qatar Airways had sent A320 aircraft on request by the CAA to repatriate holidaymakers, according to online flight-tracker Flightradar24.-‘Biggest peacetime repatriation’-The government said that it was overseeing what it said was the biggest repatriation since the end of World War II.“This is a hugely distressing situation for British holidaymakers abroad and my first priority is to help them get back to the UK,” Transport Secretary Chris Grayling said in a statement.“That is why I have immediately ordered the country’s biggest ever peacetime repatriation to fly about 110,000 passengers who could otherwise have been left stranded abroad.”He added: “This is an unprecedented response to an unprecedented situation.”But the Unite union hit back, saying ministers rebuffed requests by Monarch — Britain’s tenth largest airline according to Euromonitor International — to provide a bridging loan.“Monarch’s workforce has worked tirelessly and loyally, with great sacrifice, to try and turn the airline around in the last year,” said senior Unite official Oliver Richardson.“Their hard work has been undone by a government seemingly content to sit on its hands and allow one of the UK’s oldest airlines go into administration.”-‘Ryanair’s gain’-The first plane to arrive back in the UK carried 165 passengers from Ibiza.Affected parties used social media to get their messages across, mirroring a situation a week ago when Ryanair canceled thousands of flights as it battled to overcome a shortage of pilots.“Monarch customers in the UK: don’t go to the airport. There will be no more Monarch flights,” the budget carrier said on Twitter.Meanwhile customer Holly-Rae Copeland‏ tweeted: “Just when you think you’ve avoided ryanair’s flight cancellations, #monarchairlines go into administration on the day of your flight.”KPMG partner and joint administrator, Blair Nimmo, said “mounting cost pressures and increasingly competitive market conditions in the European short-haul market have contributed to the Monarch Group experiencing a sustained period of trading losses.”Monarch’s collapse meanwhile boosted the share prices of bigger rivals.“Usually what’s bad for one airline — higher fuel costs, terror attacks, air traffic control strikes — are bad for the sector,” noted Neil Wilson, senior market analyst at ETX Capital.“But the failure of Monarch is good news for rivals. Shares in Ryanair and EasyJet both rose about three percent in early trading as the market reacted to the news of the demise of Monarch after 50 years in business.”Times of Israel staff contributed to this story.

Brother of Las Vegas shooter says family ‘completely dumbfounded’-Eric Paddock says 'absolutely no indication' Stephen Paddock intended to carry out shooting, says he was 'just a guy' who liked to gamble-By TOI staff and Agencies-October 2, 2017, 5:55 pm

The brother of the man who killed at least 50 people at an outdoor music festival on the Las Vegas Strip said he’s “completely dumbfounded” by the shooting, which is the deadliest in modern US history.Speaking with NBC News, Eric Hudson Paddock, who lives in Orlando, Florida, said he had “no idea” why his brother Stephen Paddock carried out the mass shooting.“Mars just fell into the earth,” he said. “We’re completely dumbfounded.”“We are completely at a loss,” he added, saying his brother was “just a guy” who liked to gamble at hotels in Las Vegas.Vegas Shooter's Brother: "We're lost. I don't understand this." https://t.co/rszdpxtLVu pic.twitter.com/tbB5fAjxXR— Fox News (@FoxNews) October 2, 2017-Little is known about Stephen Paddock or his possible motives for the attack.Eric Paddock told The Daily Mail that his brother was not associated with any religious or political groups. He said there was “absolutely no indication [Stephen Paddock] could do something like this.”“Something happened, he snapped or something,” he told the Daily Mail.“We have absolutely no idea. Our condolences go to the victims and all their families,” he added.Eric Paddock said his mother was “in shock” and is having a hard time comprehending the news.“Our family is OK, we’re sitting in here in our house hoping that everyone doesn’t attack us,” he said.”My mother is 90 years old, lives down the street from me, we’re just completely dumbfounded.”Police said Monday they believe Paddock killed himself before officers used explosives to break into his hotel room, where he had a large cache of weapons.“We believe the individual killed himself prior to our entry,” Las Vegas Sheriff Joseph Lombardo told a news conference. He said officers found “in excess of 10 rifles” upon entering the 32nd floor hotel room from which gunman Stephen Paddock opened fire at concertgoers below, killing at least 50 and injuring hundreds. There was no immediate word on the motive for the attack. The US Homeland Security Department said there was no “specific credible threat” involving other public venues in the US.Country music star Jason Aldean was performing Sunday night at the end of the three-day Route 91 Harvest Festival in front of a crowd of 22,000 when Paddock opened fire from inside the Mandalay Bay Hotel and Casino.Video of the shooting showed Aldean stopping and the crowd getting quiet as if unsure of what had just happened.Paddock paused and then fired another volley, the muzzle flashes visible from the casino, as more victims fell to the ground while others fled in panic. Some hid behind concession stands, while others crawled under parked cars.SWAT teams quickly descended on the concert and the casino, and officers used explosives to get into the hotel room where the suspect was inside, authorities said.“What we are going to try to do as best we can is to get our first responders back on their feet and responding and conducting a proper investigation to ensure that we have the safety of this community at heart,” Lombardo said.Heavily armed police early Monday morning searched the Nevada retirement-community home of the gunman.Mesquite Police Chief Troy Tanner said police surrounded and entered the single-family home where Paddock, 64, lived with 62-year-old Marilou Danley. He said Danley was not at the house and police saw “no movement” inside before serving a search warrant at the one-story, three-bedroom home in the Sun City Mesquite retirement community, about 80 miles from Las Vegas.Police said Danley was no longer a person of interest and had been located in the Philippines.Tanner said detectives from Las Vegas and North Las Vegas were at the scene in the resort community of Mesquite, located near the Arizona state line. The shooting at the country music festival was the deadliest mass shooting in modern US history. At least 50 people were killed and more than 400 victims were taken to the hospital, authorities said. Lombardo said they believe this was a “lone wolf” attack.“It’s a devastating time,” Lombardo said.Police shut down the usually busy Las Vegas Boulevard and authorities across the state and federal ranks converged on the scene as dozens of ambulances ferried those struck by gunfire. Nearby Interstate 15 and McCarran International Airport were briefly closed. Before Sunday, the deadliest mass shooting in modern US history took place in June 2016, when a gunman opened fire at a gay nightclub in Orlando, Florida, killing 49 people.
