Rome, Today, 09:01-With the ceremonial signing of the Rome Declaration on Saturday (25 March), the so-called Bratislava process designed to rethink the EU after the shocking Brexit vote last year has come to an end.The result is a fragile display of unity, with simmering tensions and deep divisions on policies among the member states.Last September, the EU-27 held their first soul-searching meeting in Bratislava in an effort to reconnect with citizens and make the bloc more responsive to their needs and concerns.Migration, strengthening the EU’s external borders, deeper defence cooperation, and the need to reinforce the European economy after the bruising eurocrisis and subsequent austerity measures emerged as key points of agreement.The common objectives were designed to allow the bloc to “rebuild a sense of political community”, European Council president Donald Tusk said at the time.-Minimum agenda-There was of course a very tangible and pressing political need to show unity after Brexit - that is not to be underestimated. The message was that however unprecedented it was for a member state to leave the union, it would not shake the bloc.Therefore, the sheer show of unity is a result not to be downplayed politically.But there seems to be little more, for now, that leaders could wholeheartedly agree on.Already in Bratislava, the then Italian prime minister, Matteo Renzi, embattled at home and needing to put up a fight, refused to hold a press conference together with French president Francois Hollande and German chancellor Angela Merkel. He said that the meeting was a waste of time.Renzi’s outburst might have been aimed more at Italian voters rather than at the EU itself. Just like the last-minute objections from Poland and Greece to the Rome Declaration last week were more for internal consumption, it shows that leaders cannot be counted on for not using the EU as punchbag, whenever it suits them politically.And that puts unity at risk.-The multi-speed card-By the next brainstorming session on the future of Europe in Malta in February, the discussion moved towards another contentious issue that opened a rift among member states.The Benelux countries - Belgium, the Netherlands and Luxembourg - presented a paper that effectively called for a multi-speed Europe where "different paths of integration and enhanced cooperation could provide for effective responses to challenges that affect member states in different ways”.It was later also backed by other founding EU members, Germany, Italy and France.The UK’s departure represents an opportunity for the euro area members that want to move closer together.In recent years, there has been talk of an eurozone budget, recently also advocated by French presidential nominee Emmanuel Macron, and an independent body, not the Commission, to police budget rules.This makes non-eurozone members nervous about losing influence, losing funds and eventually losing the ability to join the elite currency club.Eurozone countries might start to argue that it is time for the others to join the currency, since - with the exception of Denmark, as well as the UK - all EU countries are obliged to do so.The idea of a multi-speed EU created a tough political discussion in Malta, according to a source, where each side tried to understand what would it mean in practice: more enhanced cooperation within the existing treaty framework? Or does a new mechanism need to be established? The European Commission’s white paper published on 1 March, also mentioned the possibility of a multi-speed Europe as a plausible scenario for the EU’s future. For the first time in the bloc’s history, it was presented as the rule, not the exception.By the March summit, it had become clear that even the supporters of a multi-speed Europe do not want a change to the treaties - a process that could last for years and is not guaranteed to succeed.That diminished the main concerns of those against a multi-speed Europe, particularly from the former Eastern bloc.-The next ten years-At least for now, no more summits are planned about the future of Europe.The commission’s white paper will be discussed and digested by the member states for the December European Council.Besides that, the Rome Declaration looks into a 10 year timeline for EU countries.It identifies security, economic growth, job creation, protection of social rights, and a more assertive Europe on the global scene, as the main tasks for the next decade, but it steers clear of any details that might pick apart this skin-deep unity."In the ten years to come we want a Union that is safe and secure, prosperous, competitive, sustainable and socially responsible, and with the will and capacity of playing a key role in the world and of shaping globalisation,” the declaration sets out.Last September EU Commission chief Jean-Claude Juncker warned that “never before have I seen so much fragmentation, and so little commonality in our union".The Brexit process can incidentally buy time for European unity. Despite the pledges by EU leaders not to punish the UK for its exit vote, the divorce has to hurt in order to dissuade other EU countries to seek to loosen their relationship, leading to the dismantling of the union.-2017 is not 2016-However, with the Dutch elections out of the way and having not produced a breakthrough for the far-right Geert Wilders, EU leaders have become optimistic that 2017 might not be as bad as 2016. This could lead to a weakened appetite for reform and common policies.In fact, the mood has now changed, and the possible election of Macron in France in May, and the outcome of the German elections, where it’s either going to be Merkel or former European Parliament president Martin Schulz heading the country, the rise of populism is not perceived as such a threat anymore.Malta’s prime minister Joseph Muscat has corrected himself at the Rome press conference, saying “what was rising populism”, in the past tense, instead of current rising populism. Despite this year's elections results, the root causes of populism will not disappear only because the French president is not called Marine Le Pen.Leaders will need to pay attention to that, and Tusk’s call of going back to the basics of democracy, freedom and rule of law, could be a good start - if it is really meant and then put into practice.

Brussels, Today, 09:26-The European People's Party (EPP) will hold its annual party congress on Wednesday (29 March), and a dedicated website is counting down to the day the EU's centre-right party meets in Malta.Incidentally, the online counter is also counting down to the day when the United Kingdom will officially announce to its fellow EU member states that it is leaving the bloc.UK prime minister Theresa May will trigger Article 50 of the EU treaty on Wednesday, kick-starting two years of negotiations which will lead to a British exit from the EU - Brexit.The remaining member states have said that they are ready to respond to May's divorce filing, with the head of the European Council, Donald Tusk, saying he will present the draft guidelines on the negotiations within 48 hours - so, by the end of Friday.During the 48-hour period, some of the EU's highest officials will be in Malta for the Wednesday-Thursday EPP congress.The EPP's party leadership said the party should be the “political force that provides answers to our citizens”.There is cause for some optimism.The centre-right party's most famous EU government leader, Angela Merkel, will be able to boast that her party won Sunday's elections in the German region of Saarland. Also on Sunday, the EPP's Bulgarian leader, Boyko Borisov, won national elections, according to the exit polls.As one of the traditionally most pro-EU groups in the EU political sphere, the EPP has felt the rising threat of populism and euroscepticism.“We intend to communicate the European project more clearly to our citizens,” EPP president Joseph Daul and EPP secretary-general Antonio Lopez-Isturiz wrote in a welcome message.They said the congress will “focus its debates on foreign and security policies as well as on economic and digital realities”.Foreign and security policies, in large part, means migration and terrorism, which is on the agenda of a justice and interior ministerial meeting on Monday and Tuesday.Ministers will come to Brussels to discuss measures “to stem the flow of migration” from Libya to Italy, as well as the EU's return policy, and several new legislative proposals related to migration.They will also discuss proposed measures to tackle terrorist financing.This week could also see foreign ministers of Nato meeting in Brussels. The North Atlantic Council is currently scheduled for the week after, on 5 and 6 April, but could be brought forward to Friday (31 March).According to press agency Reuters, US secretary of state Rex Tillerson will attend the meeting, after earlier reporting that he would skip it and go to Russia instead.

BRUSSELS, Today, 09:30-Europe's largest banks are draining public coffers by stashing billions of profits offshore.A 52-page report, by international aid agency Oxfam out on Monday (27 March), estimates €25 billion of banker money ended up in tax havens in 2015.It means fewer funds are going into national budgets to pay for things like health care and education.The report probed Europe's 20 largest banks and found that Luxembourg remains one of their most profitable tax havens.The Grand Duchy helped the banks earn some €4.9 billion in profits in 2015 alone.It notes Europe's fifth largest bank, Barclays, registered over a half billion euros in profits in Luxembourg but paid an effective tax rate of only 0.2 percent.The Oxfam findings came to light following EU rules that require banks to publicly report profits and tax. Those reports were made public for the first time in 2015.By compiling the data, Oxfam also found that European banks paid zero tax on profits made in tax havens in places like the Bermuda, the Cayman Islands and the Isle of Man.RBS, Societe Generale, UniCredit, Santander and BBVA in Ireland even managed to make profits that exceeded their annual turnovers."The tax rates paid on these large profits were often much lower than Ireland’s already low statutory corporate income tax rate of 12.5 percent," said the report.The findings follow revelations in 2014 of secret tax schemes between Luxembourg authorities and some 340 companies and dozens of banks.Those findings triggered an EU parliament probe, stronger EU rules on tax transparency, and landed the whistle blowers with suspended sentences and fines.It also follows revelations in 2016 from Mossack Fonseca, Panama-based law firm, that shows how the rich, including some European politicians and criminals, hide their money.Also known as the Panama Papers leak, it revealed some banks played a key role in a ruse that exploited secretive offshore tax regimes.Five of those Panama Paper banks, HSBC, Societe Generale, Credit Agricole, BNP Paribas, and Santander, now also figure in the latest Oxfam report.The scandals have piled on pressure for the EU to further toughen the rules.Last April, the EU commission proposed legislation that requires multi-nationals to reveal their tax data.But the plan excludes up to 90 percent of the firms because it only applies to those that have annual turnover of at least €750 million.It is also limited to those operating inside the EU and tax havens blacklisted by the EU.Other countries are excluded from the EU proposal, leaving a big loophole for abuse, according to Oxfam.

WARSAW, Poland (AP) — The American Jewish Committee, a global Jewish advocacy organization, is celebrating the opening of a new Central Europe office.The AJC, a 111-year-old organization based in New York, has a long history of engagement in the region. It was the first Jewish organization to call for recognizing German unification after the fall of the Berlin Wall, and it supported Central and Eastern European nations as they worked to become democracies and join the European Union and NATO.The organization is committed to supporting democracies in the belief that open, tolerant societies provide greater security to Jews and other minorities.The office is based in Warsaw and will work in Poland, Hungary, the Czech Republic, Slovakia, Lithuania, Latvia and Estonia.The group is holding a gala celebration Monday evening in Warsaw.

The Bureau of Meteorology predicted that Cyclone Debbie will turn into a category 4 storm just before it makes landfall between Rollingstone and Proserpine about 7am or 8am local time on Tuesday, with Townsville, Ayr and Airlie Beach expected to be the worst hit, according to the Sydney Morning Herald and the Australian Associated Press.The bureau's tracking map just after 11am Monday showed that the core of the cyclone was likely to make landfall close to Bowen. Colorado's state legislature is considering an unusual plan to defend the state's marijuana industry from a federal crackdown under the Trump administration.The bill would allow growers and sellers to reclassify their recreational marijuana as medical “based on a business need due to a change in local, state, or federal law or enforcement policy.” The strategy is meant to keep marijuana businesses afloat if the federal government comes after them, even if it means the state losing hundreds of millions of dollars in taxes.The bill represents a shift in how states might respond to what marijuana advocates say are an over-simplification of cannabis policy by the Trump administration. The Trump administration has indicated it is OK with medical marijuana, but not with the recreational use of the drug. Yet, most marijuana businesses cater to both the recreational and medical markets, meaning a crackdown would wipe out half of a store’s inventory while leaving the other half intact.If federal authorities start seizing recreational pot, Colorado's recreational marijuana entrepreneurs "need to be able to convert that product into the medical side so they can sell it," state Sen. MADRID (Reuters) - A Spanish court said on Monday it would investigate a criminal complaint against members of the Syrian security and intelligence forces related to alleged state terrorism and forced disappearance of people.The complaint was brought by a Syrian-born woman of Spanish nationality who says her brother disappeared after being arrested and was tortured and executed in 2013 at a center in Damascus under the control of the Syrian security forces.It is the first criminal case against Syrian security forces to be investigated by a foreign court, said Toby Cadman, a lawyer for London-based chambers Guernica 37 which is representing the woman bringing the charge.Other cases have been filed in Germany and France, but have not yet been accepted by the courts, he said.Although there would be formidable obstacles to bringing the Syrian security force members named in the complaint before a judge in Spain, Cadman said there was still an acceptable chance of them standing trial.The woman identified the body of her brother from a cache of more than 50,000 images taken and smuggled out of the country by a Syrian forensic officer who defected from his position and fled Syria, Guernica 37 said.Spanish High Court judge Eloy Velasco has asked Syrian authorities to notify eight members of the intelligence and security services that they must appoint legal representation in Spain ahead of any case, the court said on Monday.Under Spanish law, the examining magistrate investigates accusations brought in a criminal complaint before moving into a trial phase.The woman behind the case and the forensic officer have been summoned to appear before the court on April 10 for questioning, the court said. Infowars owner and long-time conspiracy theorist Alex Jones admitted that his site falsely reported and commented on the debunked “Pizzagate” controversy, a theory that alleged that Comet Ping Pong, a Washington, D.C., pizza restaurant, had played a role in a child-sex-trafficking ring that also involved Hillary Clinton.Apologizing to the restaurant’s owner, James Alefantis, Mr. Jones issued a statement Friday.“I want our viewers and listeners to know that we regret any negative impact our commentaries may have had on Mr. Alefantis, Comet Ping Pong, or its employees,” he said. “We apologize to the extent our commentaries could be construed as negative statements about Mr. Alefantis or Comet Ping Pong, and we hope that anyone else involved in commenting on Pizzagate will do the same thing.”As fake news stories cropped up during the 2016 general election, the bizarre allegations involving the pizza restaurant and then-Democratic nominee Mrs. Clinton gained traction among some conservatives. Rumors began to spread on the internet alleging that Clinton and her campaign chairman, John Podesta, had played a role in a child-sex-trafficking ring operating in the restaurant’s basement. (In reality, the building has no basement.)-While damaging to the restaurant’s reputation, the theory also proved dangerous to the business and its employees, who received threatening calls from those who bought into the accusations. In December, a man spurred by the allegations entered the restaurant with several weapons, including an AR-15, and fired shots on the premises. The man, Edgar Maddison Welch, of Salisbury, N.C., pleaded guilty to his involvement in this shooting Friday, the same day Jones issued the public apology.While Jones notes that he is not the creator of the theory, it was discussed and reported at length on his site and radio show. Mr. Welch later said he followed Infowars on social media and listened to Jones's show. Last month, Alefantis wrote to Jones, demanding an apology and retraction of the posts. While he threatened no legal action against Infowars, he described the content as "defaming," and under Texas law, Jones, who is based in Austin, had one month from receiving the letter to retract the stories or apologize to avoid liability for punitive damages in a libel suit, The Washington Post reported.“We are not admitting that Mr. Alefantis, or his restaurant, have any legal claim.” Jones said. “We do not believe they do. But we are issuing this statement because we think it is the right thing to do. It will be no surprise to you that we will fight for children across America.”It is uncommon for Jones to apologize for content on his site, and while fake news has dominated discussions of polarization, the fleeting nature of its propagators makes bringing suits against the culprits difficult, if not impossible.Whether Pizzagate will cost Infowars any readers is hard to say. As The Christian Science Monitor previously reported, fake news draws readers in by confirming their own biases, and can turn them against mainstream, objective sources that contradict their views.“The problem is that we are too credulous of news that reinforces our predispositions and too critical of sites that contradict them,” Brendan Nyhan, a political scientist at Dartmouth College in Hanover, N.H., previously told the Monitor.But a shift toward accountability could prove a small step in the right direction.“We encourage you to hold us accountable,” Jones said. “We improve when you do.”

Rome, Today, 09:01-With the ceremonial signing of the Rome Declaration on Saturday (25 March), the so-called Bratislava process designed to rethink the EU after the shocking Brexit vote last year has come to an end.The result is a fragile display of unity, with simmering tensions and deep divisions on policies among the member states.Last September, the EU-27 held their first soul-searching meeting in Bratislava in an effort to reconnect with citizens and make the bloc more responsive to their needs and concerns.Migration, strengthening the EU’s external borders, deeper defence cooperation, and the need to reinforce the European economy after the bruising eurocrisis and subsequent austerity measures emerged as key points of agreement.The common objectives were designed to allow the bloc to “rebuild a sense of political community”, European Council president Donald Tusk said at the time.-Minimum agenda-There was of course a very tangible and pressing political need to show unity after Brexit - that is not to be underestimated. The message was that however unprecedented it was for a member state to leave the union, it would not shake the bloc.Therefore, the sheer show of unity is a result not to be downplayed politically.But there seems to be little more, for now, that leaders could wholeheartedly agree on.Already in Bratislava, the then Italian prime minister, Matteo Renzi, embattled at home and needing to put up a fight, refused to hold a press conference together with French president Francois Hollande and German chancellor Angela Merkel. He said that the meeting was a waste of time.Renzi’s outburst might have been aimed more at Italian voters rather than at the EU itself. Just like the last-minute objections from Poland and Greece to the Rome Declaration last week were more for internal consumption, it shows that leaders cannot be counted on for not using the EU as punchbag, whenever it suits them politically.And that puts unity at risk.-The multi-speed card-By the next brainstorming session on the future of Europe in Malta in February, the discussion moved towards another contentious issue that opened a rift among member states.The Benelux countries - Belgium, the Netherlands and Luxembourg - presented a paper that effectively called for a multi-speed Europe where "different paths of integration and enhanced cooperation could provide for effective responses to challenges that affect member states in different ways”.It was later also backed by other founding EU members, Germany, Italy and France.The UK’s departure represents an opportunity for the euro area members that want to move closer together.In recent years, there has been talk of an eurozone budget, recently also advocated by French presidential nominee Emmanuel Macron, and an independent body, not the Commission, to police budget rules.This makes non-eurozone members nervous about losing influence, losing funds and eventually losing the ability to join the elite currency club.Eurozone countries might start to argue that it is time for the others to join the currency, since - with the exception of Denmark, as well as the UK - all EU countries are obliged to do so.The idea of a multi-speed EU created a tough political discussion in Malta, according to a source, where each side tried to understand what would it mean in practice: more enhanced cooperation within the existing treaty framework? Or does a new mechanism need to be established? The European Commission’s white paper published on 1 March, also mentioned the possibility of a multi-speed Europe as a plausible scenario for the EU’s future. For the first time in the bloc’s history, it was presented as the rule, not the exception.By the March summit, it had become clear that even the supporters of a multi-speed Europe do not want a change to the treaties - a process that could last for years and is not guaranteed to succeed.That diminished the main concerns of those against a multi-speed Europe, particularly from the former Eastern bloc.-The next ten years-At least for now, no more summits are planned about the future of Europe.The commission’s white paper will be discussed and digested by the member states for the December European Council.Besides that, the Rome Declaration looks into a 10 year timeline for EU countries.It identifies security, economic growth, job creation, protection of social rights, and a more assertive Europe on the global scene, as the main tasks for the next decade, but it steers clear of any details that might pick apart this skin-deep unity."In the ten years to come we want a Union that is safe and secure, prosperous, competitive, sustainable and socially responsible, and with the will and capacity of playing a key role in the world and of shaping globalisation,” the declaration sets out.Last September EU Commission chief Jean-Claude Juncker warned that “never before have I seen so much fragmentation, and so little commonality in our union".The Brexit process can incidentally buy time for European unity. Despite the pledges by EU leaders not to punish the UK for its exit vote, the divorce has to hurt in order to dissuade other EU countries to seek to loosen their relationship, leading to the dismantling of the union.-2017 is not 2016-However, with the Dutch elections out of the way and having not produced a breakthrough for the far-right Geert Wilders, EU leaders have become optimistic that 2017 might not be as bad as 2016. This could lead to a weakened appetite for reform and common policies.In fact, the mood has now changed, and the possible election of Macron in France in May, and the outcome of the German elections, where it’s either going to be Merkel or former European Parliament president Martin Schulz heading the country, the rise of populism is not perceived as such a threat anymore.Malta’s prime minister Joseph Muscat has corrected himself at the Rome press conference, saying “what was rising populism”, in the past tense, instead of current rising populism. Despite this year's elections results, the root causes of populism will not disappear only because the French president is not called Marine Le Pen.Leaders will need to pay attention to that, and Tusk’s call of going back to the basics of democracy, freedom and rule of law, could be a good start - if it is really meant and then put into practice.

Brussels, Today, 09:26-The European People's Party (EPP) will hold its annual party congress on Wednesday (29 March), and a dedicated website is counting down to the day the EU's centre-right party meets in Malta.Incidentally, the online counter is also counting down to the day when the United Kingdom will officially announce to its fellow EU member states that it is leaving the bloc.UK prime minister Theresa May will trigger Article 50 of the EU treaty on Wednesday, kick-starting two years of negotiations which will lead to a British exit from the EU - Brexit.The remaining member states have said that they are ready to respond to May's divorce filing, with the head of the European Council, Donald Tusk, saying he will present the draft guidelines on the negotiations within 48 hours - so, by the end of Friday.During the 48-hour period, some of the EU's highest officials will be in Malta for the Wednesday-Thursday EPP congress.The EPP's party leadership said the party should be the “political force that provides answers to our citizens”.There is cause for some optimism.The centre-right party's most famous EU government leader, Angela Merkel, will be able to boast that her party won Sunday's elections in the German region of Saarland. Also on Sunday, the EPP's Bulgarian leader, Boyko Borisov, won national elections, according to the exit polls.As one of the traditionally most pro-EU groups in the EU political sphere, the EPP has felt the rising threat of populism and euroscepticism.“We intend to communicate the European project more clearly to our citizens,” EPP president Joseph Daul and EPP secretary-general Antonio Lopez-Isturiz wrote in a welcome message.They said the congress will “focus its debates on foreign and security policies as well as on economic and digital realities”.Foreign and security policies, in large part, means migration and terrorism, which is on the agenda of a justice and interior ministerial meeting on Monday and Tuesday.Ministers will come to Brussels to discuss measures “to stem the flow of migration” from Libya to Italy, as well as the EU's return policy, and several new legislative proposals related to migration.They will also discuss proposed measures to tackle terrorist financing.This week could also see foreign ministers of Nato meeting in Brussels. The North Atlantic Council is currently scheduled for the week after, on 5 and 6 April, but could be brought forward to Friday (31 March).According to press agency Reuters, US secretary of state Rex Tillerson will attend the meeting, after earlier reporting that he would skip it and go to Russia instead.

BRUSSELS, Today, 09:30-Europe's largest banks are draining public coffers by stashing billions of profits offshore.A 52-page report, by international aid agency Oxfam out on Monday (27 March), estimates €25 billion of banker money ended up in tax havens in 2015.It means fewer funds are going into national budgets to pay for things like health care and education.The report probed Europe's 20 largest banks and found that Luxembourg remains one of their most profitable tax havens.The Grand Duchy helped the banks earn some €4.9 billion in profits in 2015 alone.It notes Europe's fifth largest bank, Barclays, registered over a half billion euros in profits in Luxembourg but paid an effective tax rate of only 0.2 percent.The Oxfam findings came to light following EU rules that require banks to publicly report profits and tax. Those reports were made public for the first time in 2015.By compiling the data, Oxfam also found that European banks paid zero tax on profits made in tax havens in places like the Bermuda, the Cayman Islands and the Isle of Man.RBS, Societe Generale, UniCredit, Santander and BBVA in Ireland even managed to make profits that exceeded their annual turnovers."The tax rates paid on these large profits were often much lower than Ireland’s already low statutory corporate income tax rate of 12.5 percent," said the report.The findings follow revelations in 2014 of secret tax schemes between Luxembourg authorities and some 340 companies and dozens of banks.Those findings triggered an EU parliament probe, stronger EU rules on tax transparency, and landed the whistle blowers with suspended sentences and fines.It also follows revelations in 2016 from Mossack Fonseca, Panama-based law firm, that shows how the rich, including some European politicians and criminals, hide their money.Also known as the Panama Papers leak, it revealed some banks played a key role in a ruse that exploited secretive offshore tax regimes.Five of those Panama Paper banks, HSBC, Societe Generale, Credit Agricole, BNP Paribas, and Santander, now also figure in the latest Oxfam report.The scandals have piled on pressure for the EU to further toughen the rules.Last April, the EU commission proposed legislation that requires multi-nationals to reveal their tax data.But the plan excludes up to 90 percent of the firms because it only applies to those that have annual turnover of at least €750 million.It is also limited to those operating inside the EU and tax havens blacklisted by the EU.Other countries are excluded from the EU proposal, leaving a big loophole for abuse, according to Oxfam.

Colorado's state legislature is considering an unusual plan to defend the state's marijuana industry from a federal crackdown under the Trump administration.The bill would allow growers and sellers to reclassify their recreational marijuana as medical “based on a business need due to a change in local, state, or federal law or enforcement policy.” The strategy is meant to keep marijuana businesses afloat if the federal government comes after them, even if it means the state losing hundreds of millions of dollars in taxes.The bill represents a shift in how states might respond to what marijuana advocates say are an over-simplification of cannabis policy by the Trump administration. The Trump administration has indicated it is OK with medical marijuana, but not with the recreational use of the drug. Yet, most marijuana businesses cater to both the recreational and medical markets, meaning a crackdown would wipe out half of a store’s inventory while leaving the other half intact.If federal authorities start seizing recreational pot, Colorado's recreational marijuana entrepreneurs "need to be able to convert that product into the medical side so they can sell it," state Sen. NAIROBI, Kenya (AP) — Kenya's military says it has killed 31 al-Shabab extremists in a raid in Baadhade district in southern Somalia.The military said Monday ground troops were supported in the Sunday raid by helicopter gunships and artillery fire to strike two al-Shabab bases.Kenya's military is part of the African Union Mission in Somalia bolstering the government against an Insurgency by the Islamic extremist group al-Shabab. More than 22,000 peacekeepers are deployed in Somalia in the multinational African Union force.Al-Shabab are fighting to establish a strict Islamic emirate in Somalia. Despite being ousted from most of its key strongholds in south and central Somalia, al-Shabab continues to launch deadly guerrilla suicide bombings and guerrilla attacks against government targets and African Union forces across large parts of the Horn of Africa nation.

Issues on the summit agenda include conflicts in Syria, Libya and Yemen.Saudi Arabia is an important financial backer of Jordan. Jordan's King Abdullah II greeted the Saudi monarch on the tarmac at a military airport on the outskirts of the capital, Amman.The two monarchs are expected to sign several economic and political agreements on the sidelines of the summit. MADRID (Reuters) - A Spanish court said on Monday it would investigate a criminal complaint against members of the Syrian security and intelligence forces related to alleged state terrorism and forced disappearance of people.The complaint was brought by a Syrian-born woman of Spanish nationality who says her brother disappeared after being arrested and was tortured and executed in 2013 at a center in Damascus under the control of the Syrian security forces.It is the first criminal case against Syrian security forces to be investigated by a foreign court, said Toby Cadman, a lawyer for London-based chambers Guernica 37 which is representing the woman bringing the charge.Other cases have been filed in Germany and France, but have not yet been accepted by the courts, he said.Although there would be formidable obstacles to bringing the Syrian security force members named in the complaint before a judge in Spain, Cadman said there was still an acceptable chance of them standing trial.The woman identified the body of her brother from a cache of more than 50,000 images taken and smuggled out of the country by a Syrian forensic officer who defected from his position and fled Syria, Guernica 37 said.Spanish High Court judge Eloy Velasco has asked Syrian authorities to notify eight members of the intelligence and security services that they must appoint legal representation in Spain ahead of any case, the court said on Monday.Under Spanish law, the examining magistrate investigates accusations brought in a criminal complaint before moving into a trial phase.The woman behind the case and the forensic officer have been summoned to appear before the court on April 10 for questioning, the court said. BEIJING (Reuters) - China and the countries surrounding the South China Sea should set up a cooperation mechanism to boost exchanges in efforts ranging from disaster relief to safety of navigation, a senior diplomat said in comments reported on Monday.China claims most of the resource-rich South China Sea, through which about $5 trillion in ship-borne trade passes every year. Infowars owner and long-time conspiracy theorist Alex Jones admitted that his site falsely reported and commented on the debunked “Pizzagate” controversy, a theory that alleged that Comet Ping Pong, a Washington, D.C., pizza restaurant, had played a role in a child-sex-trafficking ring that also involved Hillary Clinton.Apologizing to the restaurant’s owner, James Alefantis, Mr. Jones issued a statement Friday.“I want our viewers and listeners to know that we regret any negative impact our commentaries may have had on Mr. Alefantis, Comet Ping Pong, or its employees,” he said. “We apologize to the extent our commentaries could be construed as negative statements about Mr. Alefantis or Comet Ping Pong, and we hope that anyone else involved in commenting on Pizzagate will do the same thing.”As fake news stories cropped up during the 2016 general election, the bizarre allegations involving the pizza restaurant and then-Democratic nominee Mrs. Clinton gained traction among some conservatives. Rumors began to spread on the internet alleging that Clinton and her campaign chairman, John Podesta, had played a role in a child-sex-trafficking ring operating in the restaurant’s basement. (In reality, the building has no basement.)-While damaging to the restaurant’s reputation, the theory also proved dangerous to the business and its employees, who received threatening calls from those who bought into the accusations. In December, a man spurred by the allegations entered the restaurant with several weapons, including an AR-15, and fired shots on the premises. The man, Edgar Maddison Welch, of Salisbury, N.C., pleaded guilty to his involvement in this shooting Friday, the same day Jones issued the public apology.While Jones notes that he is not the creator of the theory, it was discussed and reported at length on his site and radio show. Mr. Welch later said he followed Infowars on social media and listened to Jones's show. Last month, Alefantis wrote to Jones, demanding an apology and retraction of the posts. While he threatened no legal action against Infowars, he described the content as "defaming," and under Texas law, Jones, who is based in Austin, had one month from receiving the letter to retract the stories or apologize to avoid liability for punitive damages in a libel suit, The Washington Post reported.“We are not admitting that Mr. Alefantis, or his restaurant, have any legal claim.” Jones said. “We do not believe they do. But we are issuing this statement because we think it is the right thing to do. It will be no surprise to you that we will fight for children across America.”It is uncommon for Jones to apologize for content on his site, and while fake news has dominated discussions of polarization, the fleeting nature of its propagators makes bringing suits against the culprits difficult, if not impossible.Whether Pizzagate will cost Infowars any readers is hard to say. As The Christian Science Monitor previously reported, fake news draws readers in by confirming their own biases, and can turn them against mainstream, objective sources that contradict their views.“The problem is that we are too credulous of news that reinforces our predispositions and too critical of sites that contradict them,” Brendan Nyhan, a political scientist at Dartmouth College in Hanover, N.H., previously told the Monitor.But a shift toward accountability could prove a small step in the right direction.“We encourage you to hold us accountable,” Jones said. “We improve when you do.”
