Forecasters said high winds would likely persist overnight, although the storm would then weaken rapidly and was expected to be downgraded to category one by dawn on Wednesday.Police said one man was badly hurt when a wall collapsed at Proserpine, about 900 km (560 miles) northwest of the Queensland capital, Brisbane, and was taken to hospital.But the weather was still too bad to assess damage fully or mount an emergency response."We will also receive more reports of injuries, if not deaths. The Insurance Council of Australia has declared Cyclone Debbie a "catastrophe" as the eye of the storm made landfall along the north Queensland coastline near Airlie Beach on Tuesday (28 March) afternoon.The destructive cyclone battered Whitsunday Islands and the nearby mainland, bringing sustained winds of up to 175km/h and gusts of up to 250km/h, according to the Bureau of Meteorology (BOM). It also brought heavy rain in the areas, raising threats of floods.The met office added that the cyclone was now headed further northwest along the coast to Ayr and to adjacent inland areas, including Collinsville and Mount Coolon, where it is expected to hit later in the evening. Towns like Townsville, Charters Towers, Mackay or Sarina are no longer in the firing line of the storm, the Australian Broadcasting Corporation reported.Rob Whelan, CEO of the insurance body, said the cost of the damage from the cyclone was yet to be estimated, but insurers were bracing for thousands of claims in the coming weeks.Cyclone Yasi, which hit Queensland in 2011, had caused extensive damage to less populated areas in the state's far north leading to insured losses of $1.4bn, according to the Sydney Morning Herald. However, Tropical Cyclone Debbie – a category 4 storm – is being regarded as more destructive.Earlier in the day, the cyclone lashed Hayman Island with gusts of up to 263km/h, disrupting power supply in many areas, with Ergon Energy reporting that more than 30,000 people were without power in Airlie Beach, Proserpine, Bowen, Mackay and Cannonvale as of Tuesday noon.State Disaster Coordinator, Deputy Commissioner Steve Gollschewski, said after fully crossing the Queensland coast, the cyclone would become a category 3 storm over land for 18 hours.The BOM warned that the coast would receive between 150mm to 500mm of rain on Tuesday. DENVER (Reuters) - Investigators in Colorado arrested on Monday a man suspected of throwing a “biblical text” inside a mosque after smashing windows and a glass door of the Islamic center and overturning furniture inside, police said.Joseph Giaquinto, 35, was taken into custody and accused of criminal mischief, trespassing and a bias-motivated crime at the Fort Collins Islamic Center on Sunday, the Fort Collins Police Department said in a statement.Police Chief John Hutto said the incident had a "very real impact" on the city’s Muslim community."We will not tolerate acts of hatred in our community, and I hope this arrest sends that message loud and clear," Hutto said in a statement. "While the building can be repaired, this incident caused deeper hurt that won’t just go away."Security footage showed a man kicking an exterior door at the center at about 4 a.m. local time on Sunday. Attorney General Jeff Sessions ramped up threats to so-called sanctuary cities Monday, saying the government would take "all lawful steps to claw-back" federal funding awarded to cities that do not fully comply with federal immigration enforcement.President Trump signed an executive order that intends to deny funding to cities that refuse to share immigration status information with Immigration and Customs Enforcement and to detain undocumented immigrants who commit nonviolent crimes. On Monday, Mr. Sessions took that harsh stance a step further, suggesting that cities could not only lose out on future funds, but that the federal government may require them to pay back grants that have already been rewarded."I urge the nation's states and cities to carefully consider the harm they are doing to their citizens by refusing to enforce our immigration laws," he said, speaking at a press briefing.Recommended: Could you pass a US citizenship test? BRUSSELS, Today, 15:31-Austria wants to prolong an expired exemption in an EU-wide plan on relocating refugees and asylum seekers from Greece and Italy.On Tuesday (28 March), Austria's socialist-democratic chancellor, Christian Kern, said he would send the European Commission a letter with the demand and the reasons behind it."We believe an exception is necessary for Austria for having already fulfilled its obligation. We will discuss that with the European Commission," he told reporters in Vienna.The two-year relocation plan aimed to relocate an initial 160,000 people from Italy and Greece to other EU member states by September. So far, only around 15,000 have been dispatched.Austria was given an exemption, which expired on 11 March and is now supposed to start relocating around 1,900 people before the September deadline.Kern's move signals internal domestic political differences over relocation, but also casts an even bigger shadow over an already weakened relocation scheme.The country's conservative interior minister, Wolfgang Sobotka, had told reporters ahead of a ministerial meeting in Brussels on Monday that Austria was ready to accept 50 unaccompanied minors from Italy.But Sobotka was contradicted only hours later by the socialist defence minister Hanz Doskozil. Doskozil said Austria would not relocate anyone given its past efforts at the height of the refugee crisis. Around 90,000 asylum seekers came to Austria in 2015.The two appeared to reach a compromise following an Austrian council of ministers meeting in Vienna on Tuesday, with Kern now asking for a second extension of the exemption from the scheme.-'Not without consequences'-But the EU commission on Tuesday said Austria must start its relocations."Austria is now expected to fulfil its legal obligations under the Council decisions to start relocating," EU commission spokesperson Natasha Bertaud told reporters in Brussels.She said no country could unilaterally withdraw from the two-year plan."It can only choose to act outside the law, which we would find both deeply regrettable and not without consequences," she warned.The Austrian move follows tense talks on relocation among interior ministers on Monday.It also comes after a declaration on stronger integration, which was delivered by the leaders of EU member states over the weekend in Rome."The EU's migration policy rests on solidarity, and relocation is a very essential element of this," said Bertaud.But the issue of solidarity and how it applies to broader migration and asylum policies has left sharp divisions.Both Hungary and Slovakia are challenging the relocation scheme at the European Court of Justice in Luxembourg. Those cases were lodged at the end of 2015 but are yet to produce any hearings.The court's advocate general is expected to publish his opinion in May, with a final ruling that could come before the end of summer, according to a source at the EU.

GENEVA (Reuters) - The United Nations is considering using other ports in Yemen or land convoys to deliver food for 17 million hungry people in case the main port of Hodeida is attacked, the chief U.N. humanitarian official there said on Tuesday.Yemen has been divided by two years of civil war that pits the Iran-allied Houthi group against a Western-backed Sunni Arab coalition led by Saudi Arabia that is carrying out air strikes. At least 10,000 people have been killed in the fighting.Jamie McGoldrick, U.N. humanitarian coordinator in Yemen, said the aid effort was on a "knife edge" due to insufficient funding, despite the threat of famine. The U.N. has received only 7 percent of its $2.1 billion appeal for 2017.Yemen's main port at Hodeida is badly damaged and has been short of cranes. The International Committee of the Red Cross (ICRC) has already switched to using Aden port in the south."We face an enormous difficulty bringing material into the country because of the coalition's activities on the open seas and the delays in bringing vessels into Hodeida, which is the main port for us to supply humanitarian and commercial goods in to the country," McGoldrick told a Geneva news briefing, speaking by telephone from Sana'a."However, because we find there is a possibility of the attack on the Hodeida area because of the current west coast military activity, that port may become inoperable or inaccessible in the near future," he said.Army forces and a group of militias launched an offensive on the Red Sea coast in January to deprive the Houthis of ports and to isolate them. Nearly 50,000 people have already fled, joining 2 million displaced, McGoldrick said.The United Nations is looking at "contingency planning of using alternative ports such as Aden" and land convoys from Saudi Arabia and other neighbouring countries, he said.Aden port will be insufficient due to its size and congestion. Salif port is used for dry goods and Ras Isa for oil.The ICRC said last week that the world has three to four months to save millions of people in Yemen from starvation."I think ICRC is right. WASHINGTON (Reuters) - North Korea has carried out another test of a rocket engine that U.S. officials believe could be part of its program to develop an intercontinental ballistic missile, officials told Reuters on Monday.The latest test follows one earlier this month, and is another sign of Pyongyang's advancing weapons program. It comes amid mounting U.S. concerns about additional missile and nuclear tests, potentially in the near future.Several U.S. officials, speaking on the condition of anonymity, said the test took place on Friday night and the engine could possibly be used in an intercontinental ballistic missile (ICBM).Earlier this month North Korean leader Kim Jong Un said his country had conducted a test of a new high-thrust engine at its Tongchang-ri rocket launch station, saying it was "a new birth" of its rocket industry.At the time, North Korea's official media said the engine would help it achieve world-class satellite launch capability, indicating the test was of a new type of rocket engine for long-range missiles.Kim also has said North Korea is close to an ICBM test-launch.North Korea has been testing rocket engines and heat-shields for an ICBM while developing the technology to guide a missile after re-entry into the atmosphere following a liftoff, experts have said.Once fully developed, a North Korean ICBM could threaten the continental United States, which is around 9,000 km (5,500 miles) from the North. TABQA DAM, Syria (Reuters) - Syrian engineers worked on Tuesday to open spillways and ease pressure on a major dam across the Euphrates River, amid a pause in a U.S.-backed assault to capture it from Islamic State, a Reuters witness said.The Tabqa dam is a key strategic target in the military campaign to isolate and capture the Syrian city of Raqqa, Islamic State's biggest urban stronghold.The engineers arrived from the dam's northern entrance which the U.S.-backed Syrian Democratic Forces (SDF) alliance captured last week. The dam's southern reaches remain in the hands of the militants.Coalition aircraft could be heard overhead as SDF fighters manned positions on the dam. Coalition forces in armoured vehicles were also seen in the area.Work on the dam was being carried out after the Syrian government on Sunday said it had been damaged by U.S. air strikes and could collapse, with the risk of catastrophic flooding.Islamic State said the dam's operating systems were not working properly and it was vulnerable to collapse. The U.S.-led coalition later said it saw no imminent danger to the dam, unless the militants planned to blow it up.No fighting could be seen or heard at the dam on Tuesday, according to the Reuters photographer who was at the site for about 90 minutes.The UK-based Syrian Observatory for Human Rights on Tuesday cited sources saying Islamic State had sent 900 fighters from Raqqa to confront the SDF as it advances on the city on several fronts. It was not clear where they had been sent to.The head of the Kurdish YPG militia, fighting in the Raqqa campaign as part of the SDF alliance, has said the final assault on the city will begin in early April.-RAQQA OFFENSIVE-U.S.-backed forces are also battling Islamic State for control of the Iraqi city of Mosul. Abdul Jalal Hashimi grew up in Kabul and fled with his family to the United States after working more than six years against the Taliban alongside American military forces.A 32-year-old Muslim, he has known few Jews personally, but come Passover he'll be among more than a dozen refugees sharing special holiday food and swapping life stories with congregants at Temple Beth-El in his new hometown of Richmond, Virginia.The experience, he said, is aimed at breaking down stereotypes and eliminating bigotry."What I hope is to know each other," said Jalal, who prefers that name, in a blog post the synagogue posted on its website ahead of the Seder.The Conservative synagogue's senior rabbi, Michael Knopf, said in an interview that it's the first time his congregation has marked the global refugee crisis through special readings and rituals at a Seder. Congregants and guests will be using a supplement to existing Haggadahs, the collection of recitations and stories that guide the evening, including the telling of the Israelites' liberation from Egypt.The supplement was written by HIAS, a Jewish resettlement organization first established in the 1880s that has helped millions of Jews fleeing pogroms, war and other tragedies. In recent years, the non-profit has helped resettle refugees of all faiths and ethnicities and offers aid around the world to people ineligible for entry to the U.S.Last year, Muslims comprised 51 per cent of the 4,191 people from 47 countries assisted by HIAS and its network of more than 320 synagogues that have signed on to support refugees.The HIAS Haggadah supplement last year was downloaded from the group's website more than 3,000 times and distributed in hard copy at events and through other organizations, said Rabbi Rachel Grant Meyer, HIAS director of education and community engagement."Throughout our history violence and persecution have driven us to wander to seek freedom," she said. "Passover really feels like the time on the calendar that just makes the most sense to put people's attention on the global refugee crisis. There is clearly so much resonance with Jewish history."Rituals suggested by the supplement include refugee guests and Seder leaders rising from the table to place a pair of shoes on the doorstep while reciting a phrase that translates to: "My father was a wandering Aramean," or sometimes, "An Aramean sought to destroy my father." (Aram was a region of the Middle East in ancient times.)-That phrase, according to the supplement, represents "the essence of the Jewish experience: a rootless people who have fled persecution time and time again." The words, the group is instructed to read, "acknowledge that we have stood in the shoes of the refugees."The Religious Action Center of Reform Judaism suggested last year placing a banana among other traditional symbolic foods on the Seder plate. The banana honours 3-year-old Aylan Kurdi, a Syrian boy of Kurdish background whose lifeless body washed ashore on a Turkish beach in 2015 as he fled Syria with his family. His brother, mother and three other children also drowned when their dinghy capsized. Aylan's father survived and described how his two young sons loved bananas, a luxury in war-torn Syria. He'd brought them a banana as a daily treat.Rabbi Dan Moskovitz of Temple Shalom in Vancouver, Canada — where Aylan's family had hoped to eventually settle with a relative — wrote the banana story for the Action Center Haggadah supplement. This year, his Reform congregation will use the banana on Seder plates while welcoming a Kurdish family from Syria that it sponsored. The family's resident relatives attended a Seder there last year, "so all will be reunited," he said.The congregation also sponsored another Syrian family, raising more than $100,000 to help both. Moskovitz expects 200 congregants to join them for Passover. Among the questions for discussion: "Who are the pharaohs of today?" (According to the Passover story, Egypt's pharaoh enslaved the Jews.)-The HIAS supplement estimates there are 65 million displaced people and refugees globally. That number is to be read aloud at the Seder start.Knopf expects Afghanis, Iraqis and Syrians, including Jalal, to attend his synagogue's Seder, along with more than 100 congregants. Because of "the cruelty with which our government is treating the refugee issue," Knopf said, "we felt a moral obligation and a religious obligation to do our part to care for refugees and to support our friends in the Muslim community."Stories of individual refugees are woven into the HIAS supplement, including an accounting of the sparse belongings they brought, coupled with these words: "Just as the story of our own people's wandering teaches us these lessons time and time again, so, too, do the stories of today's refugees. The meagre possessions they bring with them as they flee reflect the reality of rebuilding a life from so very little."Added Meyer: "It shouldn't be about faith. It should be about helping people who are being persecuted and making sure that they don't succumb to the same fate the Jewish people did."Leanne Italie, The Associated Press.
