KUWAIT (Reuters) - A joint committee of ministers from OPEC and non-OPEC oil producers recommended extending by six months a global deal to reduce oil output, it said in a statement on Sunday.OPEC and rival oil-producing countries were meeting in Kuwait to review progress with their global pact to cut supplies.The Organization of the Petroleum Exporting Countries and 11 other leading oil producers including Russia agreed in December to cut their combined output by almost 1.8 million barrels per day in the first half of the year.The oil ministerial committee "expressed its satisfaction with the progress made toward full conformity with the voluntary production adjustments and encouraged all participating countries to press on toward 100 percent conformity," the statement said.The December accord, aimed at supporting the oil market, has lifted crude to more than $50 a barrel. But the price gain has encouraged U.S. shale oil producers, which are not part of the pact, to boost output.The committee said it took note that certain factors, such as low seasonal demand, refinery maintenance and rising non-OPEC supply had led to an increase in crude oil stocks. It also observed the liquidation of positions by financial players."However, the end of the refinery maintenance season and noticeable slowdown in U.S. stock build as well as the reduction in floating storage will support the positive efforts undertaken to achieve stability in the market," it said.It asked the OPEC Secretariat to review oil market conditions and come back with recommendations in April regarding an extension of the agreement."This reaffirms the commitment of OPEC and participating non-OPEC countries to continue to cooperate," the statement said.However, Russian Energy Minister Alexander Novak said it was too early to say whether there would be an extension, although the agreement was working well and all countries were committed to 100 percent compliance.-'ENCOURAGING ELEMENTS'-Before the meeting, Iraqi Oil Minister Jabar Ali al-Luaibi told reporters there were some encouraging elements that suggested the oil market was improving, and that if all OPEC members agreed measures to help price stability, Iraq would support such steps."Any decisions taken unanimously by members of OPEC ... Though avalanches might not immediately come to mind when thinking of Labrador, that part of the province happens to be home to the earliest recorded avalanche in Canada — and perhaps North America."It was a very major event," David Liverman, adjunct professor of geography at Memorial University, told CBC Radio's Labrador Morning.The avalanche occurred in the winter of 1781-82 about 12 miles from Nain and killed 22 people in their home, Livermand said."The sort of popular perception of avalanches these days is that they largely affect snowmobilers and skiers in the Rocky Mountains and in the west," Liverman said."But what distinguishes avalanches in our province — they certainly do affect people out and about in the countryside — but they strike people in their houses. The 1781-82 avalanche is the worst example in Canada of people being killed actually in the place that they lived."While this recorded avalanche may sound unnerving, Liverman said it shouldn't be too worrisome since a lot of factors go into such intense weather events. Plus, people don't often live in areas that facilitate avalanche conditions."Really for an avalanche to occur you're looking for steep slopes — slopes that are between 30 and 50 degrees — and areas with heavy snowfall. But that describes a very wide area of the Labrador coast around Nain," he said."They're probably fairly common, but in terms of actually impacting people it's a fairly rare event ... Because not very many people live on coastal Labrador, the chances of actually being hit by an avalanche are pretty slim."-Interest leads to action-Liverman said curiosity and coincidence led him to research avalanches."The initial interest was triggered by, really, purely coincidence that I was working on the Baie Verte Peninsula and came across a gravestone from the 1912 Tilt Cove avalanche where there were five people killed," he said."At that point I had no idea that avalanches were any sort of hazard at all in the province, and so just really curiosity drove the research. [I thought] that it would be interesting to find out how severe a problem they are."Research Liverman worked on showed The Battery in St. John's had repeated serious avalanches, including one in 1959 that killed four or five people, he said."We made the City of St. John's aware of it, who then brought in consultants," he said."If you go to The Battery now and look up the slope, you can see some avalanche fencing, which is put there to stabilize the slopes and make the area safer."Knowing about a hazard helps deal with that hazard, Liverman said."So once you understand the hazard, you can take steps to make sure that the impact is far less."

BEIRUT (Reuters) - A Kurdish and Arab Syrian militia backed by the United States has captured the town of Karama as it prepares for an assault on the Islamic State stronghold of Raqqa that it expects to take place in early April, it said on Sunday.The Syrian Democratic Forces (SDF) has trapped Raqqa in a shrinking pocket of territory on the northern bank of the Euphrates and has advanced towards it in a multi-pronged offensive over several months.Dejwar Khabat, a field commander with the SDF, said he expects the assault on Raqqa to begin in early April, affirming a timeline reported by Reuters earlier this month, after the U.S.-backed militia closes the gap on the city on more fronts.He was answering Reuters questions in a press conference with local reporters in Karama, the last significant town to the east of Raqqa, which lies about 18km (11 miles) away along the Euphrates. Another thrust of the SDF advance has already reached a few kilometres from Raqqa in the northeast.The Syrian Observatory for Human Rights, a Britain-based war monitor, said the SDF had almost completely captured Karama but that clashes between it and Islamic State were still going on.To the west of Raqqa, the SDF is aiming to capture the town of Tabqa on the south bank of the Euphrates, along with a nearby dam and airbase after US helicopters helped the militia's fighters establish a bridgehead across the river last week.Khabat said the SDF has besieged the airbase, but the Observatory said it was still several kilometres away. BAGHDAD (Reuters) - Iraqi's military said on Sunday 61 bodies were recovered from a collapsed building that Islamic State boobytrapped in west Mosul, but there was no sign it had been hit by a coalition strike although a large vehicle bomb was discovered nearby.The military statement differed from reports by witnesses and local officials that as many as 200 bodies had been pulled from a collapsed building after a coalition strike last week targeted IS militants and equipment in al Jadida district area.What happened on March 17 remains unclear and details are difficult to confirm as Iraqi forces battle with Islamic State to recapture the densely populated parts of the western half of Mosul, the militant group's last stronghold in Iraq.But the incident highlights the complexity of fighting in west Mosul, where militants hide among families, using them as shields and putting at risk as many as half a million people still caught in Islamic State-held areas.The U.S.-led coalition backing Iraqi forces on Saturday said it carried out a strike on Islamic State militants and equipment in the area of the reported deaths, but it was still investigating. It did not give figures for any casualties or details on targets.The Iraqi military command said witnesses had told troops that the building was boobytrapped and militants had forced residents inside basements to use them as human shields. He then returned to Saudi Arabia for six days in March 2015 on a trip booked through an approved travel agent and made on an "Umra" visa, usually granted to those on a religious pilgrimage to the country's Islamic holy sites.The embassy said Saudi security services didn't track Masood and he didn't have a criminal record there.Before taking the name Masood, he was called Adrian Elms. Mosques, churches and other places of worship will be able to rent commercial space in the borough of Saint-Laurent under proposed new zoning regulations.If the zoning changes are passed, Saint-Laurent will be setting itself apart from other Montreal boroughs, which have opted to restrict where places of worship can be located.As it stands in Saint-Laurent, a place of worship can only open in a building already used by a religious institution. The change to the bylaw would allow new places of worship to open on the second floor or basement of a commercial space.Mayor Alan DeSousa says the borough has seen a 30 per cent increase in its population over the past 15 years and needs more religious spaces."We've welcomed a lot of families and we have a large degree of diversity in our community, people who come from all over the world," he said."As a result, our community needs to be able to find places to worship. We realized what we had before was not enough to service our community."Under the proposed changes, religious communities won't be able to rent commercial space larger than 650 square meters and must ensure parking is available. Borough councillors will vote on the changes this spring.-Religion 'important part of society'-Saint-Laurent's willingness to let commercial space be used for religious purposes stands in stark contrast to other boroughs in the city.In November, Outremont upheld a ban that forbids new temples of worship of any denomination from opening on Bernard Street. KUWAIT (Reuters) - A joint committee of ministers from OPEC and non-OPEC oil producers recommended extending by six months a global deal to reduce oil output, it said in a statement on Sunday.OPEC and rival oil-producing countries were meeting in Kuwait to review progress with their global pact to cut supplies.The Organization of the Petroleum Exporting Countries and 11 other leading oil producers including Russia agreed in December to cut their combined output by almost 1.8 million barrels per day in the first half of the year.The oil ministerial committee "expressed its satisfaction with the progress made toward full conformity with the voluntary production adjustments and encouraged all participating countries to press on toward 100 percent conformity," the statement said.The December accord, aimed at supporting the oil market, has lifted crude to more than $50 a barrel. But the price gain has encouraged U.S. shale oil producers, which are not part of the pact, to boost output.The committee said it took note that certain factors, such as low seasonal demand, refinery maintenance and rising non-OPEC supply had led to an increase in crude oil stocks. It also observed the liquidation of positions by financial players."However, the end of the refinery maintenance season and noticeable slowdown in U.S. stock build as well as the reduction in floating storage will support the positive efforts undertaken to achieve stability in the market," it said.It asked the OPEC Secretariat to review oil market conditions and come back with recommendations in April regarding an extension of the agreement."This reaffirms the commitment of OPEC and participating non-OPEC countries to continue to cooperate," the statement said.However, Russian Energy Minister Alexander Novak said it was too early to say whether there would be an extension, although the agreement was working well and all countries were committed to 100 percent compliance.-'ENCOURAGING ELEMENTS'-Before the meeting, Iraqi Oil Minister Jabar Ali al-Luaibi told reporters there were some encouraging elements that suggested the oil market was improving, and that if all OPEC members agreed measures to help price stability, Iraq would support such steps."Any decisions taken unanimously by members of OPEC ... Though avalanches might not immediately come to mind when thinking of Labrador, that part of the province happens to be home to the earliest recorded avalanche in Canada — and perhaps North America."It was a very major event," David Liverman, adjunct professor of geography at Memorial University, told CBC Radio's Labrador Morning.The avalanche occurred in the winter of 1781-82 about 12 miles from Nain and killed 22 people in their home, Livermand said."The sort of popular perception of avalanches these days is that they largely affect snowmobilers and skiers in the Rocky Mountains and in the west," Liverman said."But what distinguishes avalanches in our province — they certainly do affect people out and about in the countryside — but they strike people in their houses. The 1781-82 avalanche is the worst example in Canada of people being killed actually in the place that they lived."While this recorded avalanche may sound unnerving, Liverman said it shouldn't be too worrisome since a lot of factors go into such intense weather events. Plus, people don't often live in areas that facilitate avalanche conditions."Really for an avalanche to occur you're looking for steep slopes — slopes that are between 30 and 50 degrees — and areas with heavy snowfall. But that describes a very wide area of the Labrador coast around Nain," he said."They're probably fairly common, but in terms of actually impacting people it's a fairly rare event ... Because not very many people live on coastal Labrador, the chances of actually being hit by an avalanche are pretty slim."-Interest leads to action-Liverman said curiosity and coincidence led him to research avalanches."The initial interest was triggered by, really, purely coincidence that I was working on the Baie Verte Peninsula and came across a gravestone from the 1912 Tilt Cove avalanche where there were five people killed," he said."At that point I had no idea that avalanches were any sort of hazard at all in the province, and so just really curiosity drove the research. [I thought] that it would be interesting to find out how severe a problem they are."Research Liverman worked on showed The Battery in St. John's had repeated serious avalanches, including one in 1959 that killed four or five people, he said."We made the City of St. John's aware of it, who then brought in consultants," he said."If you go to The Battery now and look up the slope, you can see some avalanche fencing, which is put there to stabilize the slopes and make the area safer."Knowing about a hazard helps deal with that hazard, Liverman said."So once you understand the hazard, you can take steps to make sure that the impact is far less."

BEIRUT (Reuters) - A Kurdish and Arab Syrian militia backed by the United States has captured the town of Karama as it prepares for an assault on the Islamic State stronghold of Raqqa that it expects to take place in early April, it said on Sunday.The Syrian Democratic Forces (SDF) has trapped Raqqa in a shrinking pocket of territory on the northern bank of the Euphrates and has advanced towards it in a multi-pronged offensive over several months.Dejwar Khabat, a field commander with the SDF, said he expects the assault on Raqqa to begin in early April, affirming a timeline reported by Reuters earlier this month, after the U.S.-backed militia closes the gap on the city on more fronts.He was answering Reuters questions in a press conference with local reporters in Karama, the last significant town to the east of Raqqa, which lies about 18km (11 miles) away along the Euphrates. He then returned to Saudi Arabia for six days in March 2015 on a trip booked through an approved travel agent and made on an "Umra" visa, usually granted to those on a religious pilgrimage to the country's Islamic holy sites.The embassy said Saudi security services didn't track Masood and he didn't have a criminal record there.Before taking the name Masood, he was called Adrian Elms. Kim Jong Un’s North Korea issued a threat against the United States Friday in a statement that said the U.S. should be prepared for “catastrophic consequences” if it attempts to engage Pyongyang with preemptive strikes.The statement, titled “ U.S. should not run wild, pondering over the catastrophic consequences to be entailed by its attempt at a preemptive strike,” was published by North Korea’s state news agency KCNA.The threat from Pyongyang is reportedly the result of U.S. indicating that preemptive strikes on the regime to curb the nuclear threat posed by Kim Jong Un, were not off the table for the country.Last week, during a trip to Seoul, at a press conference, Secretary of State Rex Tillerson said: “Twenty years of talking has brought us to the point we are today.”“Talk is not going to change the situation,” he said, adding that preemptive military action is “on the table” if forces from the U.S. and ally North Korea are threatened by North Korea’s nuclear weapons program.A North Korean envoy said Tuesday that Kim would launch an intercontinental ballistic missile “at any time and at any place” he pleased. The statement was followed by the failed launch of a missile off North Korea’s eastern coast Wednesday.In response, the U.S. flew one of its most powerful long-range bombers over the Korean peninsula Wednesday. Mosques, churches and other places of worship will be able to rent commercial space in the borough of Saint-Laurent under proposed new zoning regulations.If the zoning changes are passed, Saint-Laurent will be setting itself apart from other Montreal boroughs, which have opted to restrict where places of worship can be located.As it stands in Saint-Laurent, a place of worship can only open in a building already used by a religious institution. The change to the bylaw would allow new places of worship to open on the second floor or basement of a commercial space.Mayor Alan DeSousa says the borough has seen a 30 per cent increase in its population over the past 15 years and needs more religious spaces."We've welcomed a lot of families and we have a large degree of diversity in our community, people who come from all over the world," he said."As a result, our community needs to be able to find places to worship. We realized what we had before was not enough to service our community."Under the proposed changes, religious communities won't be able to rent commercial space larger than 650 square meters and must ensure parking is available. Borough councillors will vote on the changes this spring.-Religion 'important part of society'-Saint-Laurent's willingness to let commercial space be used for religious purposes stands in stark contrast to other boroughs in the city.In November, Outremont upheld a ban that forbids new temples of worship of any denomination from opening on Bernard Street. The vote came after the borough initially approved the cultural centre's request for official designation."We're taking a very different approach," said DeSousa."We have always been a welcoming community. We have always had an openness in terms of diversity of our population."DeSousa cited a Quebec Superior Court decision about a mosque in Saint-Léonard as an example of what can go wrong when boroughs try to restrict places of worship.In January, the judge ruled that the Badr Islamic Centre, located inside a community centre, should be allowed to continue practising religious ceremonies."Saint-Laurent is one community where you have over 166 different ethnicities living in peaceful coexistence," DeSousa said."We already have a history and a certain track record of being able to find ways where different communities can live together and have mutual respect. This step we're taking is one more step along that route."

LAS VEGAS — A man riding on a double decker bus on the Las Vegas Strip pulled a gun and started shooting, killing one person and wounding another before barricading himself inside in a standoff that lasted hours before he finally surrendered.The standoff began about 11 a.m. PDT Saturday on the bus when it was stopped on Las Vegas Boulevard near the Cosmopolitan hotel-casino."He was on the bus. He was shooting people on the bus. He was just contained to that location. He never exited the bus," Clark County Assistant Sheriff Tom Roberts said.Two people were taken to the hospital after the shooting, University Medical Center spokeswoman Danita Cohen said. One died, and the other was in fair condition.For hours, crisis negotiators, robots and armoured vehicles surrounded the bus with authorities uncertain if there were any more victims inside. Meanwhile, officers swept into the casinos to warn tourists to bunker down until further notice, leaving these normally bustling pedestrian areas and a road notorious for taxi-to-taxi traffic completely empty. The Strip was shut down for blocks in both directions.Some in the Cosmopolitan — hotel guests out over their balconies, party people on the pool deck — saw the tense situation unfold below.Former NBA player Scot Pollard, who is staying at the Cosmopolitan, told The Associated Press by phone that he was at a bar at the hotel-casino around 11 a.m. when he saw several people, including staff, running through the area toward the casino and repeatedly screaming "get out of the way." After he was told that the area would be closed, he went back to his room, which oversees the Strip."We can hear them negotiating. We are not leaving,' " he said.Visitors were also hiding out inside some of the other prominent casino properties affected, including the Bellagio, Paris, Planet Hollywood and Bally, which in addition to hotels and casinos also hold restaurants, shops and attractions.Las Vegas Police officer Larry Hadfield said just before 3:30 p.m. that the man, who had a handgun, surrendered without incident. Police did not open fire and said they believe the man is the only suspect. Terrorism or any connection to an earlier robbery nearby that shut down a part of the Bellagio has been ruled out. No other information about the man has been released.By 4 p.m., pedestrians were back in the area and northbound traffic on Las Vegas boulevard had reopened while investigators worked to clean up the other lane where the bus was still grounded.The bus is operated by the Regional Transportation Commission of Southern Nevada. The agency said its bus driver was not hurt.It's unknown how many people were on the bus at the time of the shooting but it appears that those who were there were able to flee. CINCINNATI (Reuters) - Gunfire erupted inside a packed nightclub in Cincinnati, Ohio, early Sunday morning, killing at least one person and injuring 14, and police said they were still looking for the shooter.The motive was unclear, but Cincinnati Assistant Police Chief Paul Neudigate said on Twitter that "there are no indications this incident is terrorism related."The shooting took place around 1 a.m. when hundreds of people were inside the Cameo Nightlife club, which the Cincinnati Police Department said has had "multiple problems" in the past."At this point it's unclear exactly what instigated the shooting," Captain Kimberly Williams said at a televised briefing. "Just a lot of chaos when the shots went off."The shooting comes less than a year after a gunman opened fire at a gay nightclub in Orlando, Florida, killing 49 people. VLADIVOSTOK/YEKATERINBURG (Reuters) - Several dozen people were detained in protests across Russia on Sunday, after the opposition urged people to take to the streets to demonstrate against corruption and demand the resignation of Prime Minister Dmitry Medvedev.Russian opposition leader Alexei Navalny said on his website that more than 80 towns and cities across Russia would hold protests on Sunday and that authorities had not sanctioned the majority of the rallies.The Kremlin said on Friday that plans to hold a protest in the centre of Moscow were an illegal provocation.In the far eastern city of Vladivostok, a Reuters reporter saw the detention of at least 30 protesters at an unsanctioned rally drawing hundreds of young people to a square near the city's railway station.The detentions started after protesters unfurled banners reading "Corruption steals our future" and "The prime minister should answer".The protesters then marched to a local police station to demand that police free those who had been detained.Hundreds also rallied in the city of Yekaterinburg in the industrial Urals region.Witnesses said at least four people holding banners were detained on the city's Labour Square, where opposition protesters, nationalists and supporters of the pro-Kremlin United Russia party gathered.Police said 500 to 700 people had gathered on Labour Square but did not confirm that there had been any detentions."Corruption affects every person. Bucharest (AFP) - Several thousands of people took to the streets of Romania and Moldova in an anti-abortion March for Life on Saturday, including 2,000 in Bucharest, police said.According to the organisers, rallies took place in more than 300 towns across the two countries."Women deserve better than abortion," read one of the banners, while others said: "Life for the woman and life for the family."In the Romanian capital Bucharest, young people joined with families and the elderly at a rally also attended by many priests from the powerful Orthodox church."This word 'abortion' should not exist -- it goes hand-in-hand with horror and death," said a demonstrator called Alexandru Darie."It should be banned."Abortion was banned in Romania during the communist regime of dictator Nicolae Ceausescu, who was killed in 1989 after a popular rebellion pushed him from power.It was then legalised in 1990. That year, as many as 992,000 abortions were registered, three times the number of births.Since then, the number of abortions has gradually decreased, although Romania has one of the highest rates within Europe."I don't believe that we should ban it by law, like under communism, but we should promote education and prevention to prevent unwanted pregnancies," said another demonstrator called Yulia Tapardel.
