JERUSALEM - A Palestinian attacker stabbed and wounded a pregnant Israeli woman in the West Bank on Monday before being shot, Israeli officials said.The attacker entered the Tekoa settlement and stabbed the 30-year-old woman, the Israeli military said, before being shot by the settlement's head of security.Shoham Ruvio, a spokeswoman for Jerusalem's Shaarei Tzedek hospital, said the woman was five-months pregnant. She said the woman was moderately wounded after being stabbed in the upper body and that there was no damage caused to the fetus. Ruvio identified the woman as Michal Froman, the daughter-in-law of a late settler rabbi known to promote coexistence between Arabs and Jews.Eli Bin, the head of Israel's rescue service MDA, had earlier told Israeli Channel 10 TV that the woman was seriously wounded.The attacker's condition was not immediately known.Monday's attack was the latest in a four month-long wave of violence that shows no sign of abating. But on Saturday afternoon (16 January), the young man who told this website his name is Derar, and that he is 19 years old, was standing outside Cologne's central train station.He was holding up a sign that said that Syrians “are against sexism”.- Some had laid flowers on the steps leading to the Cologne cathedral-Derar didn't quite master English or German, but he was able to explain that he had been studying for two years in Syria to become an engineer, until he was drafted to join the army. He decided it should be “bye, bye Syria”, and added it is “very good” to be in Germany.Now, he said, he is living with his cousin in a refugee shelter not far from Cologne, where on New Year's Eve hundreds of German women were assaulted by intoxicated men, many of them with a migrant or refugee background.“Tut mir leid fuer Silvester”, said Derar, using some German words he knew to say he was sorry about what happened during the Silvester festivities, as New Year's Eve is known here.Derar had come to the station's square on the cold Saturday afternoon to join a protest, held to show solidarity with the victims, but also to oppose blaming all migrants and refugees for the attacks.At the end of the afternoon, there was a crowd of between 100 and 200 people, of different colours and gender. OUAGADOUGOU (Reuters) - Al Qaeda in the Islamic Maghreb (AQIM) on Monday identified three fighters it says were responsible for attacks in Burkina Faso's capital Ouagadougou over the weekend that killed 29 people.Gunmen from the Islamist militant group stormed the Splendid Hotel and a neighboring cafe on Friday night, singling out white people for slaughter. Eight Burkinabes, six Canadians, three Ukrainians and two French were killed, among others.In a statement, AQIM named the three attackers as al-Battar al-Ansari, Abu Muhammad al-Buqali al-Ansari and Ahmed al-Fulani al-Ansari, according to SITE Intelligence group.Al-Ansari is a nom de guerre that usually designates somebody from northern Mali, although it might just indicate where the brigade is based or originates from.The statement included a picture of the three apparently adolescent "heroes" in beige fatigues carrying Kalashnikovs. Two were black and another, smiling faintly, was light-skinned, suggesting he might be from an Arab or Tuareg group.The streets of Ouagadougou were unusually quiet on Monday in a country unaccustomed to the frequent jihadist attacks that have plagued its Western neighbor Mali. With 28 more Syrian refugees expected to arrive in New Brunswick on Monday, Immigration Minister John McCallum says finding homes, jobs and language training will be the top priorities, not a policy that would force them to stay in Atlantic Canada.McCallum says the idea floated by former New Brunswick premier Frank McKenna last week would not work because refugees, who are permanent residents of Canada, have free mobility rights across the country."That goes against the Constitution ... so I think what New Brunswick has to do is to create a welcoming atmosphere — find them a place to live, help them find a job and then they will put down roots here, and I think many of them will choose to stay."McCallum was in Hampton on the weekend ahead of the federal cabinet retreat in St. Andrews this week."There's a huge enthusiasm in Hampton and this is typical across the country. In towns, not necessarily big cities, there's terrific enthusiasm to welcome these refugees."He says while getting refugees into Canada has been a challenge, teaching them to speak English or French and finding them jobs will be even bigger hurdles."We are hoping and anticipating that our new Syrian friends will quickly settle in and become hard-working, normal Canadians like the rest of us," McCallum said in an interview on Information Morning Saint John on Monday.With New Brunswick welcoming a disproportionately high number of Syrian refugees, McCallum says Premier Brian Gallant has told him personally that he is keen to find them work in fish processing plants."A lot of the refugees are not highly educated, and they don't speak English or French," McCallum said."They will learn English or French, but they will not have the highest level professional jobs in many cases, so I think some of the jobs like fish processing ... should be a good fit and your premier has specifically singled out this area for refugees, and I think that's very helpful."-New Brunswick 'not for everyone'-Moncton immigration lawyer Nicole Druckman says there are advantages and disadvantages to McKenna's idea of forcing newcomers to stay in Atlantic Canada for a specified period of time, but would prefer to see all levels of government focus on getting them to choose to stay here."We have to ensure that there are jobs available so we have to match people that are coming with jobs," Druckman said."It's not just about getting people here, it's about getting people to stay here and what gets them to stay here? Jobs, learning the language and community."Druckman says the provincial government also needs to do a better job of screening immigrants who apply to come here."You have to find the right people. It's not for everyone. New Brunswick's not for everyone."McCallum says with a rapidly aging population, New Brunswick needs more citizens and more workers, and McKenna is right in looking for ways to ensure newcomers stay, however he argues the Maritimes should focus on its advantages compared to big cities."Yes the larger communities have a lot of different ethnic communities there already so they are a magnet, I know that's true, but at the same time the housing situation is easier here than it is in downtown Vancouver or downtown Toronto," he said.McCallum remained confident that Syrian refugees will settle in New Brunswick, without being forced."If history is a guide they will settle in, they will get jobs, they will become hard-working productive Canadian families."

The current scale and speed of the Syrian refugee resettlement program is starting to overwhelm Ottawa settlement agencies and the people who work there."We need a little pause right now," said Carl Nicholson, executive director of the Catholic Centre for Immigrants in Ottawa. "Just to kind of get ourselves a little better organized."The Catholic Centre for Immigrants is taking responsibility for government assisted refugees arriving in the city.Nicholson said his staff is quite happy to be working with the refugees, but he said the past couple of weeks have been hectic."Last week, about 150 people came in three days," said Nicholson. Last fall, Tunis was asked by the Liberals to come back, and take on the newly-created role of special coordinator for resettlement at Immigration Refugees and Citizenship Canada. The department has committed to bring in 25,000 Syrians by the end of February."Working on the Syrian refugee issue right now, it's of a totally different scale. It's a once in a lifetime project," said Tunis.Hundreds in temporary housing-Hundreds of government-assisted refugees are now staying in temporary housing in Ottawa, including two hotels. Settlement workers are busy trying to find homes for the large families seeking reasonably-priced, permanent shelter."I think government workers have been very busy processing and selecting over there in the Middle East. It all came together towards the end of the year and here we are," said Nicholson.Tunis is working with provinces, territories, municipalities, settlement agencies, sponsorship agreement holders, the voluntary sector and the private sector to settle the Syrians in Canada.The federal government committed $678 million over six years to help cities, provinces and agencies with their resettlement efforts."That's what I hope my legacy will be, fostering and furthering some of those connections between those players. State media has made no mention of the abductions.Deir al-Zor is the main city in a province of the same name. BRUSSELS, Today, 17:44-If the eurozone crisis stoked great divisions between northern and southern Europe, the ongoing migrant crisis has already led to sharp conflict between western and central Europe. While Germany under chancellor Angela Merkel, at least initially, pushed to welcome the refugees and institute an EU plan to redistribute them, many central European governments were overwhelmingly opposed to receiving them.A new “Visegrad+” anti-immigration bloc is emerging, including at least Poland, Hungary, the Czech Republic, Slovakia, and Romania. The elections in Poland – with the populist-conservative Law and Justice party winning an outright majority in parliament – will likely accentuate this trend.The sharpest differences between western and central Europe have deep roots, typically dating back to the Cold War and sometimes much further. Central European nations were damaged by four decades of communist dictatorship and often had little-to-no indigenous liberal-democratic tradition.-Preexisting fractures-Hungarian prime minister Viktor Orban has even spoken of building “illiberal democracy” as an objective. None of these countries have a history of non-European immigration, besides a few with unhappy memories of Islamic settlement under the Turks.Thus, the migrant crisis only revealed preexisting fractures between western and central Europe. The Bertelsmann Transformation Index BTI observes that, far from being a recent trend, many countries in central Europe have been moving away from Western liberal-democratic norms:“Democracy has suffered in 12 of the region’s 17 countries [since 2006]. Two long- standing trends in particular are responsible: majority governments disregarding the rule of law and growing mistrust in democracy.”Opportunities for nationalist and populist politics are furthermore increasing in the face of mediocre economic performance and frustration with corrupt ruling politicians as the BTI points out in its regional analysis:"Membership in the EU has not led to across-the-board gains in prosperity, nor has it closed the economic gap between old and new EU member states as quickly as many had hoped. This has strengthened eurosceptic and outright anti-European political forces and generated widespread disappointment and dissatisfaction, which have found expression in protest movements, the mobilization of populist sentiments and power politics focused on dominance by parliamentary majority."While the BTI does not consider any central European country to be in “serious danger of regressing to autocracy”, already several countries (Hungary, Romania, and Serbia) are deemed by it to be “defective democracies”.-Scepticism of Western democracy-The result is that many central European leaders may be tempted to increasingly forgo Western political norms and stoke nationalist and populist sentiment for political gain. Indeed, Russian president Vladimir Putin may well be a model for some, as, despite a weak economy, he is enjoying astronomically-high approval ratings of over 85 percent.Putin’s popularity has undoubtedly been increased by a nationalist “rally-around-the-flag” effect stemming from the conflict with the West over Ukraine. Indeed, while central Europeans have generally been hostile to Russia due to a long history of Russian and Soviet imperialism, a few countries such as Hungary and the Czech Republic have been adopting a relatively pro-Russian line.Already, central European leaders are deviating from their western partners on the crucial issue of immigration and may well decide to take a harder line still, partly out of frank scepticism of the West’s model of multiculturalism, but also to opportunistically shore up their popularity by exploiting ethno-political issues.Still suffering from the eurozone’s stagnation and a botched management of the migrant crisis, the Westerners will have to do more to show the benefits and credibility of their model of liberal democracy to prevent the central Europeans from going astray. Central European political leaders will for their part have to show themselves more immune to corruption and more competent if they do not wish their young democracies to be discredited.Craig Willy is an EU affairs writer. Speaking to reporters after an event at a Washington soup kitchen, EPA Administrator Gina McCarthy defended the federal government's response."EPA did its job but clearly the outcome was not what anyone would have wanted. So we're going to work with the state, we're going to work with Flint. We're going to take care of the problem," McCarthy told reporters. "We know Flint is a situation that never should have happened."She said EPA has established a task force of experts and is conducting an audit of the Michigan Department of Environmental Quality's water program "to make sure whatever improvements need to be made get made and get done quickly."Flint, about 60 miles (100 km) northwest of Detroit, returned to using Detroit's water in October after tests found elevated levels of lead in the water and in the blood of some children. RABAT, Morocco - Moroccan police have arrested a Belgian man of Moroccan descent linked to the Islamic State group and who had a "direct relationship" to attackers who carried out the Paris attacks just over two months ago, the Interior Ministry said Monday.The man had travelled to Syria with one of the Paris suicide bombers, where he received military training and built relationships with IS field commanders, "including the mastermind" of the Paris attacks, and others who threatened attacks in France and Belgium, the ministry said in a statement.The statement identified the suspect only by the initials J.A., and didn't explain his suspected relationship to the Paris attackers. Several of the Islamic extremists who targeted a Paris rock concert, stadium and cafes had Moroccan origins and links to Belgium. The attacks on Nov. 13 killed 130 people.The ministry said in a statement that the man was arrested Friday in the town of Mohammedia, near Casablanca, after travelling through Turkey, Germany, the Netherlands and Belgium. It said the suspect is under investigation.Belgian prosecutors didn't immediately comment on the arrest.At least one of the Paris attackers remains at large.Morocco has emerged as a key ally for European investigators trying to piece together the geography of the Nov. 13 attacks. MANILA, Philippines - Philippine officials said Monday they received two intimidating radio warnings identified as from the Chinese navy when they flew a Cessna plane close to a Chinese-constructed island in the South China Sea.Eric Apolonio said the incident happened Jan. 7 when he and other personnel of the Civil Aviation Authority of the Philippines flew to a Philippine-occupied island for an engineering survey for the installation of civil aviation safety equipment on the island.The island, which the Philippines calls Pag-asa and is home to a small fishing community and Filipino troops, is close to Subi Reef, one of seven reefs in the disputed Spratly archipelago which China has transformed into islands in the last two years using dredged sand.Chinese officials say they have completed the island building and are now constructing buildings and runways to ensure safe civilian sea travel. They have acknowledged, though, that the islands could also be used militarily, adding that they have the right to build on what they say is Chinese territory.The United States and governments with rival claims with China in the disputed region, including the Philippines and Vietnam, have expressed alarm over the Chinese construction, saying it raises tensions and threatens regional stability and could violate freedom of navigation and overflight.As their Cessna approached Pag-asa to land, Apolonio said a message was received over an emergency radio channel warning: "Foreign military aircraft, this is the Chinese navy. Among them, Mexico, Brazil and Puerto Rico have reported locally acquired cases of the Zika virus, including up to an estimated 1.3 million suspected cases in Brazil last year.“We are acutely aware of the potential association between the Zika virus infection during pregnancy and the possibility of having birth defects, specifically the microcephaly that’s been seen in Brazil,” said Dr. Isaac Bogoch, an infectious disease researcher at the University of Toronto involved in studies on the virus. “Women who are pregnant or are thinking about getting pregnant need to take an abundance of caution if they are going to travel to areas affected by Zika virus or may be affected by Zika virus.”Last Thursday, Canadian researchers, including Dr. Bogoch, working in collaboration with researchers from Oxford published an analysis of the pathogen’s potential transmission patterns. Their findings suggest that a majority of people in the United States, Argentina and Italy live in areas susceptible to Zika virus outbreaks.The main concern for researchers and public health officials is the virus’s effect on unborn babies. On Jan. 13 the U.S. Centers for Disease Control and Prevention (CDC) announced that it found evidence that may link the virus to brain defects in babies, in particular microcephaly.Babies born with microcephaly have underdeveloped heads and brains and often experience developmental issues. The CDC reported finding the Zika virus in the tissues of four Brazilian babies who died shortly before or after their birth, including two with microcephaly. In 2014, Brazil reported 114 cases of babies born with microcephaly. In figures released last week by the Brazilian health ministry, more than 3,500 cases of microcephaly were seen in 2015.On the heels of this new data, the Public Health Agency of Canada (PHAC) updated its Travel Health Notice on the virus on Jan. 15. While PHAC maintains the risk to Canadians is low, it urges pregnant women to take care in affected countries.“It is recommended that pregnant women and those considering becoming pregnant discuss their travel plans with their healthcare provider to assess their risk and consider postponing travel to areas where the Zika virus is circulating in the Americas. If travel cannot be postponed then strict mosquito bite prevention measures should be followed to protect themselves against bites.”The CDC issued similar warnings, though neither agency has yet to officially raise the risk or warning level from 2 (take special precautions) to 3 (avoid non-essential travel).“Eighty per cent of people who are infected will not have symptoms, and the symptoms people do have are very mild. Fever, headache, muscle pains — it’s a non-specific viral illness. We rely on surveillance systems in many of these countries to see if the virus is present or not. It’s tricky to confirm Zika in an area and it might take time. Everyday there’s another country reporting the virus,” said Bogoch.“This is what I would consider a pretty important public health issue that has the possibility to affect millions of people living in the Americas, especially women of childbearing age,” he added. “This is going to be a very active area of research moving forward.”Despite the fact that Canada is unlikely to experience a Zika outbreak due to its cold climate, the risk remains for pregnant women travelling to affected countries. With the epicentre of the latest outbreak in Brazil, the Summer Olympics — scheduled to be held in Rio de Janeiro this year — may pose a serious public health concern.For those travelling in affected areas, PHAC urges everyone, but in particular pregnant women or women considering becoming pregnant, to protect themselves against the Zika virus by using insect repellent and mosquito nets, wearing protective clothing and ensuring all doors and windows are screened.

OSLO (Reuters) - The amount of heat soaked up by the oceans has surged in the past two decades in a sign of worsening global warming despite a slowdown in temperature rises at the Earth's surface, a U.S. study showed on Monday.The trend of warmer oceans, blamed on man-made emissions of greenhouse gases, is pushing fish stocks towards the poles, damaging coral reefs and nudging up world sea levels because water expands as it heats up.The report, examining ocean temperatures to depths of more than 2,000 metres (6,500 ft), found that "half of the total global ocean heat uptake since 1865 has accumulated since 1997". The year 1865 is taken as the start of wide use of fossil fuels.And more than a third of the surge in heat in the oceans since 1997 was at depths exceeding 700 metres - a part of the ocean rarely studied, the scientists wrote in the journal Nature Climate Change."We expect that the deep ocean will absorb an increasing amount of heat," lead author Peter Gleckler, of the U.S. Department of Energy's Lawrence Livermore National Laboratory (LLNL) in California, told Reuters in an email.The increase in the oceans' uptake of heat has coincided with a puzzling slowdown in the pace of temperature rises at the Earth's surface since the late 1990s, even as man-made emissions of heat-trapping gases have kept rising.That slowdown may now be over with record temperatures in 2015 and 2014.Understanding ocean heat "is vital to improving projections of how much and how fast the Earth will warm and seas rise in the future," LLNL wrote in a statement. But on Saturday afternoon (16 January), the young man who told this website his name is Derar, and that he is 19 years old, was standing outside Cologne's central train station.He was holding up a sign that said that Syrians “are against sexism”.- Some had laid flowers on the steps leading to the Cologne cathedral-Derar didn't quite master English or German, but he was able to explain that he had been studying for two years in Syria to become an engineer, until he was drafted to join the army. He decided it should be “bye, bye Syria”, and added it is “very good” to be in Germany.Now, he said, he is living with his cousin in a refugee shelter not far from Cologne, where on New Year's Eve hundreds of German women were assaulted by intoxicated men, many of them with a migrant or refugee background.“Tut mir leid fuer Silvester”, said Derar, using some German words he knew to say he was sorry about what happened during the Silvester festivities, as New Year's Eve is known here.Derar had come to the station's square on the cold Saturday afternoon to join a protest, held to show solidarity with the victims, but also to oppose blaming all migrants and refugees for the attacks.At the end of the afternoon, there was a crowd of between 100 and 200 people, of different colours and gender. OUAGADOUGOU (Reuters) - Al Qaeda in the Islamic Maghreb (AQIM) on Monday identified three fighters it says were responsible for attacks in Burkina Faso's capital Ouagadougou over the weekend that killed 29 people.Gunmen from the Islamist militant group stormed the Splendid Hotel and a neighboring cafe on Friday night, singling out white people for slaughter. Eight Burkinabes, six Canadians, three Ukrainians and two French were killed, among others.In a statement, AQIM named the three attackers as al-Battar al-Ansari, Abu Muhammad al-Buqali al-Ansari and Ahmed al-Fulani al-Ansari, according to SITE Intelligence group.Al-Ansari is a nom de guerre that usually designates somebody from northern Mali, although it might just indicate where the brigade is based or originates from.The statement included a picture of the three apparently adolescent "heroes" in beige fatigues carrying Kalashnikovs. Two were black and another, smiling faintly, was light-skinned, suggesting he might be from an Arab or Tuareg group.The streets of Ouagadougou were unusually quiet on Monday in a country unaccustomed to the frequent jihadist attacks that have plagued its Western neighbor Mali. QUEBEC - Quebec Premier Philippe Couillard says nothing can explain attacks on people who work to build a better world.Couillard paid tribute today to seven Quebecers who died in terrorist attacks abroad late last week in Indonesia and Burkina Faso.A Laval resident died Thursday in Jakarta while six people from the Quebec City area were killed during a siege in Ouagadougou late Friday.The premier said in a statement at the legislature in Quebec City that the fight against terrorists must continue.Couillard says the violence that seemed so far away in the past very much affects people here at home.And he says the heinous acts should strengthen the determination to fight the perpetrators of these acts."The fact of living in a society that is open, democratic, has more solidarity, does not isolate us, does not protect us from terrorism," Couillard said Monday.Tahar Amer-Ouali, a father of five, was killed in Jakarta in an attack by militants tied to the Islamic State group, while six Quebecers on a humanitarian mission were killed in Burkina Faso's capital during a terrorist attack carried out by al-Qaida.Four of the dead were from the same family: Yves Carrier, his wife Gladys Chamberland, their adult son Charlelie Carrier and Yves' adult daughter, Maude Carrier.The others who died were their friends, Louis Chabot and Suzanne Bernier.Four of the six were previous or current employees of a Quebec City school board.

With 28 more Syrian refugees expected to arrive in New Brunswick on Monday, Immigration Minister John McCallum says finding homes, jobs and language training will be the top priorities, not a policy that would force them to stay in Atlantic Canada.McCallum says the idea floated by former New Brunswick premier Frank McKenna last week would not work because refugees, who are permanent residents of Canada, have free mobility rights across the country."That goes against the Constitution ... so I think what New Brunswick has to do is to create a welcoming atmosphere — find them a place to live, help them find a job and then they will put down roots here, and I think many of them will choose to stay."McCallum was in Hampton on the weekend ahead of the federal cabinet retreat in St. Andrews this week."There's a huge enthusiasm in Hampton and this is typical across the country. In towns, not necessarily big cities, there's terrific enthusiasm to welcome these refugees."He says while getting refugees into Canada has been a challenge, teaching them to speak English or French and finding them jobs will be even bigger hurdles."We are hoping and anticipating that our new Syrian friends will quickly settle in and become hard-working, normal Canadians like the rest of us," McCallum said in an interview on Information Morning Saint John on Monday.With New Brunswick welcoming a disproportionately high number of Syrian refugees, McCallum says Premier Brian Gallant has told him personally that he is keen to find them work in fish processing plants."A lot of the refugees are not highly educated, and they don't speak English or French," McCallum said."They will learn English or French, but they will not have the highest level professional jobs in many cases, so I think some of the jobs like fish processing ... should be a good fit and your premier has specifically singled out this area for refugees, and I think that's very helpful."-New Brunswick 'not for everyone'-Moncton immigration lawyer Nicole Druckman says there are advantages and disadvantages to McKenna's idea of forcing newcomers to stay in Atlantic Canada for a specified period of time, but would prefer to see all levels of government focus on getting them to choose to stay here."We have to ensure that there are jobs available so we have to match people that are coming with jobs," Druckman said."It's not just about getting people here, it's about getting people to stay here and what gets them to stay here? Jobs, learning the language and community."Druckman says the provincial government also needs to do a better job of screening immigrants who apply to come here."You have to find the right people. It's not for everyone. New Brunswick's not for everyone."McCallum says with a rapidly aging population, New Brunswick needs more citizens and more workers, and McKenna is right in looking for ways to ensure newcomers stay, however he argues the Maritimes should focus on its advantages compared to big cities."Yes the larger communities have a lot of different ethnic communities there already so they are a magnet, I know that's true, but at the same time the housing situation is easier here than it is in downtown Vancouver or downtown Toronto," he said.McCallum remained confident that Syrian refugees will settle in New Brunswick, without being forced."If history is a guide they will settle in, they will get jobs, they will become hard-working productive Canadian families."

The current scale and speed of the Syrian refugee resettlement program is starting to overwhelm Ottawa settlement agencies and the people who work there."We need a little pause right now," said Carl Nicholson, executive director of the Catholic Centre for Immigrants in Ottawa. "Just to kind of get ourselves a little better organized."The Catholic Centre for Immigrants is taking responsibility for government assisted refugees arriving in the city.Nicholson said his staff is quite happy to be working with the refugees, but he said the past couple of weeks have been hectic."Last week, about 150 people came in three days," said Nicholson. "Once we have the right structures in place, we'll be fine."-'People are tired'-So far, about 500 refugees have arrived in Ottawa, but Deborah Tunis, the bureaucrat heading up the federal resettlement project said this city should expect to take in more than double that number."We have been moving very quickly," said Tunis, who came out of retirement to become coordinator of the Syrian refugee resettlement process for Immigration, Refugees and Citizenship Canada."People are tired and if they signal they need a bit of a break, we'll put a pause on destinations to Ottawa for as much time as needs to happen so that other parts of the country step up."About 1200 Syrians could be here by the end of February, although Tunis noted the city of Ottawa has said it could receive up to 2000 newcomers.Tunis retired from the federal public service in 2014. Last fall, Tunis was asked by the Liberals to come back, and take on the newly-created role of special coordinator for resettlement at Immigration Refugees and Citizenship Canada. The department has committed to bring in 25,000 Syrians by the end of February."Working on the Syrian refugee issue right now, it's of a totally different scale. It's a once in a lifetime project," said Tunis.Hundreds in temporary housing-Hundreds of government-assisted refugees are now staying in temporary housing in Ottawa, including two hotels. Settlement workers are busy trying to find homes for the large families seeking reasonably-priced, permanent shelter."I think government workers have been very busy processing and selecting over there in the Middle East. It all came together towards the end of the year and here we are," said Nicholson.Tunis is working with provinces, territories, municipalities, settlement agencies, sponsorship agreement holders, the voluntary sector and the private sector to settle the Syrians in Canada.The federal government committed $678 million over six years to help cities, provinces and agencies with their resettlement efforts."That's what I hope my legacy will be, fostering and furthering some of those connections between those players. It is a collective effort," said Tunis.

BEIRUT (Reuters) - Islamic State captured ground from Syrian government forces near the eastern city of Deir al-Zor on Monday, a group monitoring the war said, pressing a three-day assault which state media says has killed 300 people.The Syrian Observatory for Human Rights said there was still no word on the fate of over 400 people it reported kidnapped when IS began to attack government-held areas of the city on Saturday. State media has made no mention of the abductions.Deir al-Zor is the main city in a province of the same name. BRUSSELS, Today, 17:44-If the eurozone crisis stoked great divisions between northern and southern Europe, the ongoing migrant crisis has already led to sharp conflict between western and central Europe. While Germany under chancellor Angela Merkel, at least initially, pushed to welcome the refugees and institute an EU plan to redistribute them, many central European governments were overwhelmingly opposed to receiving them.A new “Visegrad+” anti-immigration bloc is emerging, including at least Poland, Hungary, the Czech Republic, Slovakia, and Romania. The elections in Poland – with the populist-conservative Law and Justice party winning an outright majority in parliament – will likely accentuate this trend.The sharpest differences between western and central Europe have deep roots, typically dating back to the Cold War and sometimes much further. Central European nations were damaged by four decades of communist dictatorship and often had little-to-no indigenous liberal-democratic tradition.-Preexisting fractures-Hungarian prime minister Viktor Orban has even spoken of building “illiberal democracy” as an objective. None of these countries have a history of non-European immigration, besides a few with unhappy memories of Islamic settlement under the Turks.Thus, the migrant crisis only revealed preexisting fractures between western and central Europe. The Bertelsmann Transformation Index BTI observes that, far from being a recent trend, many countries in central Europe have been moving away from Western liberal-democratic norms:“Democracy has suffered in 12 of the region’s 17 countries [since 2006]. Two long- standing trends in particular are responsible: majority governments disregarding the rule of law and growing mistrust in democracy.”Opportunities for nationalist and populist politics are furthermore increasing in the face of mediocre economic performance and frustration with corrupt ruling politicians as the BTI points out in its regional analysis:"Membership in the EU has not led to across-the-board gains in prosperity, nor has it closed the economic gap between old and new EU member states as quickly as many had hoped. This has strengthened eurosceptic and outright anti-European political forces and generated widespread disappointment and dissatisfaction, which have found expression in protest movements, the mobilization of populist sentiments and power politics focused on dominance by parliamentary majority."While the BTI does not consider any central European country to be in “serious danger of regressing to autocracy”, already several countries (Hungary, Romania, and Serbia) are deemed by it to be “defective democracies”.-Scepticism of Western democracy-The result is that many central European leaders may be tempted to increasingly forgo Western political norms and stoke nationalist and populist sentiment for political gain. Indeed, Russian president Vladimir Putin may well be a model for some, as, despite a weak economy, he is enjoying astronomically-high approval ratings of over 85 percent.Putin’s popularity has undoubtedly been increased by a nationalist “rally-around-the-flag” effect stemming from the conflict with the West over Ukraine. Indeed, while central Europeans have generally been hostile to Russia due to a long history of Russian and Soviet imperialism, a few countries such as Hungary and the Czech Republic have been adopting a relatively pro-Russian line.Already, central European leaders are deviating from their western partners on the crucial issue of immigration and may well decide to take a harder line still, partly out of frank scepticism of the West’s model of multiculturalism, but also to opportunistically shore up their popularity by exploiting ethno-political issues.Still suffering from the eurozone’s stagnation and a botched management of the migrant crisis, the Westerners will have to do more to show the benefits and credibility of their model of liberal democracy to prevent the central Europeans from going astray. Central European political leaders will for their part have to show themselves more immune to corruption and more competent if they do not wish their young democracies to be discredited.Craig Willy is an EU affairs writer. RABAT, Morocco - Moroccan police have arrested a Belgian man of Moroccan descent linked to the Islamic State group and who had a "direct relationship" to attackers who carried out the Paris attacks just over two months ago, the Interior Ministry said Monday.The man had travelled to Syria with one of the Paris suicide bombers, where he received military training and built relationships with IS field commanders, "including the mastermind" of the Paris attacks, and others who threatened attacks in France and Belgium, the ministry said in a statement.The statement identified the suspect only by the initials J.A., and didn't explain his suspected relationship to the Paris attackers. Several of the Islamic extremists who targeted a Paris rock concert, stadium and cafes had Moroccan origins and links to Belgium. The attacks on Nov. 13 killed 130 people.The ministry said in a statement that the man was arrested Friday in the town of Mohammedia, near Casablanca, after travelling through Turkey, Germany, the Netherlands and Belgium. It said the suspect is under investigation.Belgian prosecutors didn't immediately comment on the arrest.At least one of the Paris attackers remains at large.Morocco has emerged as a key ally for European investigators trying to piece together the geography of the Nov. 13 attacks. MANILA, Philippines - Philippine officials said Monday they received two intimidating radio warnings identified as from the Chinese navy when they flew a Cessna plane close to a Chinese-constructed island in the South China Sea.Eric Apolonio said the incident happened Jan. 7 when he and other personnel of the Civil Aviation Authority of the Philippines flew to a Philippine-occupied island for an engineering survey for the installation of civil aviation safety equipment on the island.The island, which the Philippines calls Pag-asa and is home to a small fishing community and Filipino troops, is close to Subi Reef, one of seven reefs in the disputed Spratly archipelago which China has transformed into islands in the last two years using dredged sand.Chinese officials say they have completed the island building and are now constructing buildings and runways to ensure safe civilian sea travel. They have acknowledged, though, that the islands could also be used militarily, adding that they have the right to build on what they say is Chinese territory.The United States and governments with rival claims with China in the disputed region, including the Philippines and Vietnam, have expressed alarm over the Chinese construction, saying it raises tensions and threatens regional stability and could violate freedom of navigation and overflight.As their Cessna approached Pag-asa to land, Apolonio said a message was received over an emergency radio channel warning: "Foreign military aircraft, this is the Chinese navy. Some Edmonton parents are asking why the Catholic school district sent them a link to a Calgary bishop's controversial tirade against the province's new guidelines regarding gender identity in schools.One parent Michelle Comeau said she believes trustees feel caught in the middle between what the government wants and what the church wants.She thinks the district sent the letter to say, "Well we're doing what the province wants, but here's what the church wants and ... we're just caught in the middle."Last week Calgary's Roman Catholic Bishop Fred Henry denounced the province's guidelines as "totalitarian" and "anti-Catholic." Comeau, the mother of two students at Catholic schools in Edmonton, said Henry's letter was angry and homophobic and should never have been sent to parents."That letter is an awful letter," she said. "For me as a Catholic, that's an embarrassing letter."Edmonton Catholic Schools sent the bishop's blog alongside the province's new guidelines to all parents in the school district on Friday.One trustee, Patricia Grell, apologized to parents in her blog for the distribution of the letter."I wish to apologize to all those who were offended by the inclusion of Bishop Henry's letter in a communique sent to all ECSD parents," Grell wrote on Saturday."I was unsuccessful in convincing them (her fellow trustees) that it would not bode well for our district and the future of Catholic education if we allowed ourselves to participate in disseminating his uninformed views and comments."Board chair Marilyn Bergstra was unavailable for comment Sunday, though she tweeted Friday, "l'm looking into it. Never should have happened."In a response to Grell's blog post, Father Stefano Penna, a vice president and professor at Newman Theological College in Edmonton, characterized Grell and the government as bullies, going as far to reference Naziism."You are completely in cahoots with those whose intent in this new attempt to bully anyone who does not 'speak the new language' of family, sexuality," he wrote."According to the new government regulations for 'Best Practices,' there is only one English that can be acceptable: the bizarre right-speak (the Nazi term was 'gleichschaltung') of graduate students and their faculty advisors in the Department of Eugenics … er … Racial Anthropology … er … Gender Diversity."Comeau said that in her experience Catholic students have come to accept members of the LGBTQ community, at least as far as society in general."From what I can see with my kids and their friends, there's no issue with them. [Virus linked to birth defects prompts U.S. Centers for Disease Control and Prevention to advise expecting mothers not to travel to certain Latin American countries/CBS NEWS]-Pregnant women with plans to travel south this winter are being urged to protect themselves from a mosquito-borne virus that — while mild for adults — may be the cause of serious brain defects in babies and has prompted travel warnings from U.S. and Canadian public health agencies.The Zika virus, spread by subtropical Aedes mosquitoes, is native to parts of Asia and Africa and is now found in a number of Latin American and Caribbean countries. Among them, Mexico, Brazil and Puerto Rico have reported locally acquired cases of the Zika virus, including up to an estimated 1.3 million suspected cases in Brazil last year.“We are acutely aware of the potential association between the Zika virus infection during pregnancy and the possibility of having birth defects, specifically the microcephaly that’s been seen in Brazil,” said Dr. Isaac Bogoch, an infectious disease researcher at the University of Toronto involved in studies on the virus. “Women who are pregnant or are thinking about getting pregnant need to take an abundance of caution if they are going to travel to areas affected by Zika virus or may be affected by Zika virus.”Last Thursday, Canadian researchers, including Dr. Bogoch, working in collaboration with researchers from Oxford published an analysis of the pathogen’s potential transmission patterns. Their findings suggest that a majority of people in the United States, Argentina and Italy live in areas susceptible to Zika virus outbreaks.The main concern for researchers and public health officials is the virus’s effect on unborn babies. On Jan. 13 the U.S. Centers for Disease Control and Prevention (CDC) announced that it found evidence that may link the virus to brain defects in babies, in particular microcephaly.Babies born with microcephaly have underdeveloped heads and brains and often experience developmental issues. The CDC reported finding the Zika virus in the tissues of four Brazilian babies who died shortly before or after their birth, including two with microcephaly. In 2014, Brazil reported 114 cases of babies born with microcephaly. In figures released last week by the Brazilian health ministry, more than 3,500 cases of microcephaly were seen in 2015.On the heels of this new data, the Public Health Agency of Canada (PHAC) updated its Travel Health Notice on the virus on Jan. 15. While PHAC maintains the risk to Canadians is low, it urges pregnant women to take care in affected countries.“It is recommended that pregnant women and those considering becoming pregnant discuss their travel plans with their healthcare provider to assess their risk and consider postponing travel to areas where the Zika virus is circulating in the Americas. If travel cannot be postponed then strict mosquito bite prevention measures should be followed to protect themselves against bites.”The CDC issued similar warnings, though neither agency has yet to officially raise the risk or warning level from 2 (take special precautions) to 3 (avoid non-essential travel).“Eighty per cent of people who are infected will not have symptoms, and the symptoms people do have are very mild. Fever, headache, muscle pains — it’s a non-specific viral illness. We rely on surveillance systems in many of these countries to see if the virus is present or not. It’s tricky to confirm Zika in an area and it might take time. Everyday there’s another country reporting the virus,” said Bogoch.“This is what I would consider a pretty important public health issue that has the possibility to affect millions of people living in the Americas, especially women of childbearing age,” he added. “This is going to be a very active area of research moving forward.”Despite the fact that Canada is unlikely to experience a Zika outbreak due to its cold climate, the risk remains for pregnant women travelling to affected countries. With the epicentre of the latest outbreak in Brazil, the Summer Olympics — scheduled to be held in Rio de Janeiro this year — may pose a serious public health concern.For those travelling in affected areas, PHAC urges everyone, but in particular pregnant women or women considering becoming pregnant, to protect themselves against the Zika virus by using insect repellent and mosquito nets, wearing protective clothing and ensuring all doors and windows are screened.

OSLO (Reuters) - The amount of heat soaked up by the oceans has surged in the past two decades in a sign of worsening global warming despite a slowdown in temperature rises at the Earth's surface, a U.S. study showed on Monday.The trend of warmer oceans, blamed on man-made emissions of greenhouse gases, is pushing fish stocks towards the poles, damaging coral reefs and nudging up world sea levels because water expands as it heats up.The report, examining ocean temperatures to depths of more than 2,000 metres (6,500 ft), found that "half of the total global ocean heat uptake since 1865 has accumulated since 1997". The year 1865 is taken as the start of wide use of fossil fuels.And more than a third of the surge in heat in the oceans since 1997 was at depths exceeding 700 metres - a part of the ocean rarely studied, the scientists wrote in the journal Nature Climate Change."We expect that the deep ocean will absorb an increasing amount of heat," lead author Peter Gleckler, of the U.S. Department of Energy's Lawrence Livermore National Laboratory (LLNL) in California, told Reuters in an email.The increase in the oceans' uptake of heat has coincided with a puzzling slowdown in the pace of temperature rises at the Earth's surface since the late 1990s, even as man-made emissions of heat-trapping gases have kept rising.That slowdown may now be over with record temperatures in 2015 and 2014.Understanding ocean heat "is vital to improving projections of how much and how fast the Earth will warm and seas rise in the future," LLNL wrote in a statement. Most of the extra heat from man-made global warming ends up in the oceans.The scientists said it was hard to judge the role of ocean heat in what the United Nations panel of climate scientists calls a "hiatus" in surface warming, which had heartened those who doubt big man-made impact on the climate."The 'hiatus' is a surface phenomenon. The Earth is still warming, and the oceans have been taking up the bulk of that heat," Matt Palmer, a climate scientist at the British Met Office Hadley Centre who was not involved in the study, wrote in a statement.John Shepherd, of the University of Southampton, said it was unclear if the extra heat absorbed by the oceans would return to the atmosphere or stay in the depths. "It's certainly not a cure for climate change, nor any reason to be less concerned with it," he said in a statement on ocean warming. LOS ANGELES, Calif. - After successfully delivering a U.S.-European ocean-monitoring satellite into orbit, a Space X rocket made a hard landing on a floating barge in the roiling Pacific, breaking a support leg and toppling over Sunday.SpaceX announcers said the first stage of the Falcon 9 was not upright after reaching the 300-by-170 foot landing pad in choppy seas about 200 miles west of San Diego.The rocket launched as planned at 10:42 a.m. from Vandenberg Air Force Base, northwest of Los Angeles, streaking through a cloud-filled sky before eventually sending its second stage and a Jason-3 satellite into orbit.The failed landing was a setback for the Hawthorne, California, company's plan to reduce launch costs by reusing rockets rather than having them fall into the ocean. Meteorologists predicted swells of 10- to 13-feet where the barge waited for the landing attempt.SpaceX founder Elon Musk said on Twitter that the rocket's speed at touchdown was OK, "but a leg lockout didn't latch, so it tipped over after landing."Two previous attempts to land a rocket on a barge in the Atlantic failed, but last month SpaceX succeeded in returning a rocket to a vertical landing at Cape Canaveral, Florida, after putting a cluster of satellites into orbit.Meanwhile NASA said Jason-3 was "ready for science operations" after it reached orbit and had its solar arrays deployed. The satellite's mission is to continue an unbroken record of more than two decades of sea level measurements from orbit. As the current El Nino in the eastern Pacific has strengthened, Jason-3 had been stuck on the ground.Jason-3's launch was originally scheduled for August 2015 aboard a SpaceX Falcon 9 rocket. However, the launch was postponed after a different Falcon 9 rocket failed during a supply mission to the International Space Station in June. After correcting the problem, a successful launch last month restored Falcon 9s to flight status.Like its predecessors, Jason-3 is equipped with radar altimeter to bounce microwave energy off the ocean and a GPS system to identify the satellite's precise location. Timing of how long it takes the signal to return indicates sea level height, which rises or falls depending on the temperature of the water.The data collected can detect the weather-altering El Nino condition and its opposite, La Nina, and are most familiar to the public in images of the Pacific Ocean that use colours to illustrate variations in heat. Other pragmatic uses include measuring global sea level rise, and forecasting the strength of hurricanes, other severe weather and ocean conditions for the shipping industry and in response to oil spills."Jason allows us to get the big picture in terms of sea-level change in the years to come," said Laury Miller, Jason-3 program scientist.Jason-3 is a project of the National Oceanic and Atmospheric Administration, NASA, the French space agency Centre National d'Etudes Spatiales, and the European Organization for the Exploitation of Meteorological Satellites. It was built by Thales Alenia of France.Jason-3 will ultimately replace Jason-2, which has been in orbit since mid-2008 and has been tracking the current El Nino that experts say has tied the 1997-98 version as the strongest recorded and is expected to last through the winter before weakening in spring.Despite being in its eighth year and only designed to last five, Jason-2 "is still in great shape," Jason- 3 project scientist Josh Willis said. After being used to help calibrate the new satellite, Jason-2 will be moved to an orbit to study the shape of the sea floor.The series of spacecraft began with Topex-Poseidon, which operated from 1992 to 2006. Topex, short for ocean surface topography experiment, revolutionized understanding of the role of ocean temperature on climate. Its successor, Jason-1, operated from 2001 until it was decommissioned in 2013.Mission scientists emphasized at a prelaunch briefing that it was important to maintain a continuous record of global sea level variation.Hans Koenigsmann, vice-president of mission assurance for SpaceX, said previously that the current rocket would have been able to return to land, but the company does not have environmental approval at Vandenberg yet.The cost of the mission, including five years of operation, was put at $180 million.
