Leaders of S. Korea, China, Japan hold rare summit-AFP By Giles Hewitt-nov 1,15-yahoonews
Seoul (AFP) - The leaders of South Korea, China and Japan held their first summit in more than three years Sunday, setting aside historical animosities and territorial disputes to focus on shared security and trade concerns. No substantive breakthroughs were expected, but the meeting in Seoul was a symbolic statement of intent by Northeast Asia's three largest economies who all stand to reap significant diplomatic and economic gains from closer cooperation. The focus was very much on economic ties, with China especially keen to boost trade links as it seeks to inject some fresh momentum into its slowing economy. Also high on the agenda was North Korea whose nuclear weapons ambitions pose a worry -- and threat -- to all three countries, including China, which is the North's main diplomatic protector and economic benefactor. The triumph of realpolitik will be capped Monday by a first ever one-on-one summit between South Korean President Park Geun-Hye and Japanese Prime Minister Shinzo Abe after an extended diplomatic freeze.- Soured ties with Japan -It was the souring of Japan's relations with its two neighbours that triggered a lengthy hiatus in the annual trilateral summit mechanism after the last meeting in 2012.Sunday's gathering actually fell slightly below the full summit level, with China represented by Premier Li Keqiang, rather than President Xi Jinping.Observers say Li's comparatively technocratic style made it easier to keep the focus on economic cooperation and away from the sensitive issues that have dogged relations for decades.Relations between Seoul and Tokyo have never been easy -- clouded by sensitive historical disputes related to Japan's 1910-45 colonial rule over the Korean peninsula, especially the issue of Korean "comfort women" forcibly recruited to work in Japanese wartime military brothels.Park, who took office in early 2013, had until now repeatedly refused to meet Abe, saying Japan had yet to properly atone for its past actions.China has similarly bitter memories of Japanese wartime aggressions and is also at odds with Tokyo over sovereignty of an island chain in the East China Sea.- 'A lot of baggage' -"There's a lot of baggage, but all three countries acknowledge it's time to set that down for a while," said Kim Soung-Chul, an international policy expert at the Sejong Institute think-tank in Seoul."There are just too many common issues that need comprehensive discussion, and they are all under pressure at home and abroad to get this dialogue going again," Kim said.Observers will be watching for any progress in efforts to seal a trilateral free-trade agreement that would provide a counterpoint to the new US-led Pacific trade pact of which China and South Korea are not members. In their one-on-one talks on Saturday, Park and Li agreed to push for the earliest possible ratification of a bilateral free trade deal, which has yet to be approved by the South Korean parliament. The big sit down comes on Monday with the South Korean president's first summit with Abe.Before flying to Seoul on Sunday morning, Abe said he expected a "frank exchange" of views at the trilateral and added that he wanted Monday's meeting with Park to be "meaningful".Their talks were only confirmed days before amid reports of behind-the-scenes bickering over how Japan's wartime sex slavery might be addressed."The summit is a big step forward for both countries," said Hideshi Takesada, a professor at Takushoku University in Tokyo."The South Korean side has pinned its hopes on a Japanese compromise over history and the so-called comfort women issue, but it is unlikely to be resolved during the summit."At best, the two sides would agree to continue their dialogue over the issue," Takesada said.
South China Sea disputes increasing demand for U.S. security presence: Pentagon chief-Reuters By Yeganeh Torbati-nov 1,15-yahoonews
OSAN AIR BASE, South Korea (Reuters) - Disputes over territory in the South China Sea are causing countries in the region to increase their demand for an American security presence, the U.S. defense chief said on Sunday.A U.S. warship sailed within 12 nautical miles of one of China's man-made islands in South China Sea on Tuesday in the most significant U.S. challenge yet to territorial limits Beijing claims around the Spratly archipelago. The move triggered an angry rebuke from Beijing and a warning that a minor incident in the area, which is one of the world's busiest sea lanes, could spark war if the United States did not stop what it called "provocative acts."“The attention to disputed claims in the South China Sea, the prominence of those disputes, is having the effect of causing many countries in the region to want to intensify their security cooperation with the United States,” U.S. Defense Secretary Ash Carter told reporters on his way to South Korea.Carter said discussions at an upcoming defense summit in Malaysia would include developments in the South China Sea, “the most notable of which in the last year has been the unprecedented rate of dredging and military activity by China.”Carter is due to arrive in Seoul later on Sunday and is scheduled to hold talks with South Korea's defense chief on Monday, focused on the allies' response to North Korea's nuclear and missile programs. He later flies to Malaysia for the meeting of Southeast Asia defense ministers, which China's Defense Minister Chang Wanquan is also due to attend.(Reporting by Yeganeh Torbati, Editing by Kim Coghill and Jack Kim)

Feds: Wreckage believed to be El Faro cargo ship located-Associated Press-nov 1,15-yahoonews
WASHINGTON (AP) — Searchers using high-tech sonars have discovered the deep-water wreckage of a vessel believed to be the cargo ship El Faro, which went missing Oct. 1 with 33 crewmembers during Hurricane Joaquin, the U.S. National Transportation Safety Board said late Saturday. The federal agency said the wreckage is some 15,000 feet (4,572 meters) below the water's surface and its identity still must be confirmed by sending down a remotely operated deep ocean vehicle. The federal agency's statement added that experts aboard a specially equipped Navy vessel reported they located the wreckage at 1:36 p.m. EDT (1736 GMT) Saturday deep underwater in the area of the ship's last known position. The wreckage was detected on the fifth of 13 surveying passes by that ship, USNS Apache. The 790-foot (240-meter) El Faro was reported missing east of the Bahamas, according to the Coast Guard. The NTSB said investigators will now seek to survey the debris and confirm the identity of the wreckage, adding that effort could begin as early as Sunday. It added that the wreckage spotted in the depths is "consistent with a 790-foot cargo ship, which from sonar images appears to be in an upright position and in one piece.""To confirm the finding, specialists on Apache will use CURV 21, a deep ocean remotely operated vehicle to survey and confirm the identity of the wreckage. This survey could begin as early as November 1," said the statement emailed by Peter Knudson of the agency's public affairs office in Washington. The El Faro's captain had called in before the vessel disappeared saying the ship had lost its engine power during its voyage from Jacksonville to San Juan, Puerto Rico. The captain, Michael Davidson, said the ship was listing, and taking on water. The Coast Guard had searched for the ship for days after El Faro disappeared in the storm, finding debris and one body in a survival suit. The El Faro was scheduled for retirement from Caribbean duty and for new retrofitting for service between the West Coast and Alaska, company officials have said. Both the El Faro and its sister ship were slated to be replaced by two new ships. Aboard when it disappeared were five engineers from Poland, who were working on the retrofitting as the ship sailed to Puerto Rico.NTSB investigators have said Davidson intended to pass 65 miles (105 kilometers) from the center of the storm. Independent maritime experts have said that such a decision would be risky. The NTSB, an independent federal agency, is conducting an investigation into the cargo ship's disappearance. It said it had contracted for a search vessel with the U.S. Navy to help locate the missing ship, document the wreckage and debris field, and if possible, recover the crucial voyage data recorder.Investigators have said they hope to recover that recorder, a ship's "black box," in an effort to understand more about what had happened. The statement said the Navy search ship departed from Virginia on Oct. 19 after being fitted with state-of-the-art underwater detection equipment, arriving at the cargo ship's last known position Oct. 23.The statement added that search experts aboard the Apache first towed a special device called a towed pinger locator in the water, slowly sweeping around the ship's last known position in hopes of picking up sounds of the pinger from El Faro's voyage data recorder. According to the statement, three days of searching yielded no pinger signal and that piece of equipment was withdrawn and a side-scanning sonar system, called Orion, was then deployed. The NTSB said the specialized sonar technology creates sonar images as it sweeps the waters, seeking patterns that provide clues to a missing vessel.Knudson's statement said that if the wreckage detected is confirmed to be the missing cargo ship, attempts will be made to locate and recover the critical voyage data recorder. It added that the coming phase of operations is expected to take up to 15 days to complete in ideal conditions, longer depending on weather or other conditions encountered.

Divided Turkey holds snap election as security, economic fears weigh-Reuters By Jonny Hogg-nov 1,15-yahoonews
ANKARA (Reuters) - Turks go to the polls on Sunday amid worsening security and economic worries, in a snap parliamentary election that could profoundly impact the divided country's trajectory and that of President Tayyip Erdogan. This is the second parliamentary poll in five months, after the ruling AK Party founded by Erdogan failed to retain its single-party majority in June. Since then, a ceasefire with Kurdish militants has collapsed into bloodshed, the Syria crisis has worsened, and NATO-member Turkey has been hit by two Islamic State-linked suicide bomb attacks, killing more than 130.There has been little sign of the flags, posters and campaign buses that thronged the streets in the build-up to June's vote, but Erdogan has framed this somber re-run as a pivotal opportunity for Turkey to return to single-party AKP rule after months of political uncertainty."This election will be for continuity of stability and trust," he said after praying at a new Istanbul mosque on Saturday. He vowed to respect the result.Erdogan's critics say the vote, prompted by the AKP's inability to find a junior coalition partner after the June result, represents a gamble by the combative leader to win back enough support for the party so it can eventually change the constitution and give him greater presidential powers. Many polls suggest that while support for the center-right, Islamist-rooted party may have inched up, the outcome is unlikely to be dramatically different to June, when it took 40.9 percent of the vote. However, one survey released on Thursday suggested there had been a late surge in support for the AKP and that it could take as much as 47.2 percent, comfortably enough to secure more than half of the 550-seat parliament.Whatever the outcome, deep polarization in Turkey - between pious conservatives who champion Erdogan as a hero of the working class, and Western-facing secularists suspicious of his authoritarianism and Islamist ideals - is likely to remain."The political uncertainty, growing social divisions and insecurity which has characterized the period between the two elections seems set to continue," Bulent Aliriza, director of the Turkey Project at the Washington-based think-tank CSIS, said in a note on Friday. If the AKP fails again to secure a single-party majority, it may be forced back to the negotiating table with either the country's main secularist CHP opposition or the nationalist MHP.Some Western allies, foreign investors and Turks see a coalition with the CHP as the best hope of easing sharp divisions in the NATO member and EU candidate nation, and say it could keep Erdogan's authoritarian instincts in check.Raids in recent days on opposition media linked to Erdogan's arch enemy, U.S.-based cleric Fethullah Gulen, including the closure of two TV stations and seizure of newspapers, have heightened fears about the erosion of freedom of speech and the rule of law."This is an important election ... I expect an AKP-CHP coalition. It could help maintain stability," said Veysel, a 21-year-old apprentice barber in the capital, Ankara.AKP officials are hoping the uncertainty and insecurity of recent months will steer voters who remember the fragile coalition governments of the 1990s back to the AKP, and are betting a recent crackdown on the outlawed Kurdistan Workers' Party (PKK) will claw back nationalist votes.Investors and Turkey's Western allies hope the vote will usher in stability and shore up confidence in the economy, allowing Ankara to play a more central role in stemming Europe's migrant crisis and helping in the fight against Islamic State. Syria Kurdish-Arab alliance launches first anti-IS attack: spokesman-AFP-nov 1,15-yahoonews
Beirut (AFP) - A coalition of US-backed Kurdish militia and rebel groups has launched its first operation against territory controlled by the Islamic State jihadist group in northeast Syria, a spokesman said Saturday. The Syrian Democratic Forces (SDF) were formed in mid-October as an alliance between the powerful Kurdish People's Protection Units (YPG) and other Syrian rebel groups."This is the first step of the Syrian Democratic Forces," said Sherfan Darwish, spokesman for the Burkan al-Furat Arab rebel group, which is part of the SDF.Speaking to AFP by phone from Syria, Darwish said the operation began on Friday night and would target IS-held areas in the northeast province of Hasakeh, including the towns of Shadadi and Al-Hol.Darwish said the operation would receive air support from the US-led coalition striking IS in Syria since September 2014.In a statement on its Facebook page the coalition later said that it had targeted IS tactical units and fighting posts outside Al-Hol on Friday. In a video statement published online, the YPG confirmed the beginning of the operation "with all of the members of the SDF, and with support from and coordination with the international coalition, to liberate the southern parts of Hasakeh province".Clashes on Saturday raged between the SDF and IS outside Al-Hol and Al-Ghazayleh, said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights. Both of those areas lie northeast of Hasakeh city in a thin slice of Syrian territory between the Turkish and Iraqi borders.Abdel Rahman said the SDF were backed on Saturday by air strikes from the US-led air coalition. Most of Hasakeh province is divided in control between Kurdish forces and IS jihadists, although regime forces are present in some provincial cities including the capital. In June, IS seized several neighbourhoods in Hasakeh city but was expelled a month later after battles involving both regime troops and Kurdish fighters. The SDF announcement came a day after the White House said it would send "fewer than 50" special forces personnel to Syria's north, reversing a long-standing refusal to put US boots on the ground.
