Brussels is on the highest terror alert since Saturday because of a "serious and imminent threat."

The Liberal government will withdraw Canada's fighter jets from the fight against ISIS, but CBC News has learned that not all military aircraft will be pulled from the mission in Iraq and Syria.The Department of National Defence said Thursday that while the CF-18s will be withdrawn from the U.S.-led coalition combat mission, other planes — two Auroras, which are surveillance aircraft, two transport planes and a Polaris in-flight refuelling plane — will still fly alongside our allies.Prime Minister Justin Trudeau has faced criticism at home for withdrawing the jets, but Canada's international allies have not asked the government to reconsider its position, according to a senior adviser to Trudeau.Trudeau sat down for a bilateral meeting with British Prime Minister David Cameron yesterday in London.The adviser, who spoke to reporters on background and on condition that he not be named, said there was "absolutely no pressure for Canada to continue its contribution to the bombing mission."Meanwhile, Cameron made a strong appeal to his own Parliament today to extend the mission of British fighter jets into Syria.In making his case, Cameron told members of Parliament that "you can't subcontract out security."-Leaders have been 'satisfied'-At various meetings over the past couple of weeks, Trudeau has discussed the mission with world leaders. He has been asked to sometimes explain Canada's position, but the adviser said other leaders have been "satisfied" with the response from the prime minister.Canada will not be part of the bombing mission, but will increase the number of military trainers on the ground.There is a strong sense from other allies that training is a "useful contribution," said the adviser.When Trudeau was asked yesterday in London by reporters if he would be giving his allies any sense of when more trainers would arrive or how many Canada would contribute, the prime minister would only say there's a continuing conversation with allies to see how and where Canada can be most useful.Trudeau also made the point that of the 60 counties that make up the coalition, none of them are doing everything.'We have to step it up'-After the deadly attacks in Paris, interim Conservative Leader Rona Ambrose called on the Liberal government to "immediately" reverse its decision to pull fighter jets from the U.S.-led bombing mission against the Islamic State of Iraq and Syria (ISIS), which claimed responsibility for the attacks."The fight against ISIS requires a strong humanitarian response, but also a military response," Ambrose said earlier this month. "It's important that we remain resolute and support our allies."James Bezan, the Conservative defence critic, made the case again on CBC News Network's Power & Politics on Wednesday, saying that pulling Canadian fighter jets out of the fight against ISIS is a "weak response.""ISIS is ramping up its activities. We need to be there, as Canada always has been historically, standing shoulder to shoulder and doing the heavy lifting as best as we possibly can," he said."If we're going to actually degrade and defeat ISIS, we have to have a more robust military intervention to stop the humanitarian crisis, to stop the genocide that's taking place by ISIS terrorists. OTTAWA - The Liberal government's long-awaited $100 million contribution to the United Nations High Commissioner for Refugees to help fleeing Syrians is destined for a half-empty international aid bucket.The UN refugee agency has only raised 45 per cent of the $4.5 billion it sought for 2015 to assist the 4.3 million refugees who have fled Syria for Lebanon, Turkey, Jordan and Iraq, according to its latest statistics.Canada's contribution, announced Thursday, fulfils a Liberal campaign promise from the federal election, a contribution that includes $10 million for the UN refugee agency to help it select eligible Syrians for settlement in Canada over the next few months."Canada is coming out very strongly, not only with this exceptional program of resettling the 25,000 Syrian refugees, but the financial support to UNHCR is absolutely crucial," Furio de Angelis, the UN agency's Ottawa representative, told The Canadian Press."Unfortunately our programs are underfunded and not only UNHCR programs but in general humanitarian programs (are) underfunded. This is another sign that Canada is on the side of refugees, it is on the side of humanitarian assistance."Government officials in the newly re-named Global Affairs Department acknowledged the vast international funding shortcoming, but said Canada was doing its part because it was still among the top 10 international donors." That's why this money is so important," said one official, who briefed journalists on the condition of anonymity. International Development Minister Marie-Claude Bibeau said the government will move quickly to disburse the funds that it has already announced, but was noncommittal about whether more might be pledged in the future."Our officials are in constant discussions with UNHCR and we will make sure that they will get the money as soon as they need it," she said."It will be a quick release."-The government also said it is honouring a commitment made by the previous Conservative government to match donations by Canadians to the international relief efforts. People have until Dec. 31 to make donations, which will be matched to a ceiling of $100 million, officials said."Those funds will be matched to where those needs are greatest. If an organization raises a dollar, it might not be that organization that needs another dollar to respond based on their position in the field and the services they deliver," said a department official.UN staff in Jordan, Lebanon and Turkey are working tirelessly to help select the 15,000 Syrians who will be brought to Canada by the end of February directly by the government.Foreign Affairs Minister Stephane Dion said Canada has received a positive reaction from most of those countries, as well as requests to take more refugees."If you add up all the requests, it will be much more than 25,000," Dion said after arriving in Malta for the Commonwealth summit.Dion noted the strain on Lebanon, which has a population of 4.5 million and has absorbed more than a million refugees."For Canada it would be about 11 million refugees — 11 million refugees! That's what Canada would have to absorb," said Dion."So we are certainly able to welcome 25,000 human beings in the coming weeks and to welcome them well."In an email Thursday, Citizenship and Immigration said Minister John McCallum put the number of permanent residence visas that have been processed for Syrian refugees at just over 900, but said that in some cases exit visas have not been obtained. It said McCallum said likely the first group will travel to Canada on a Canadian Air Force plane and the government will also look into the option of leased planes thereafter, but that logistics are still being finalized. The government is also giving the UN money to help deal more broadly with the effect of the Syrian crisis in neighbour countries which have taken in refugees."We know that Syrian refugees are cutting on meals, taking on debt to meet their basic daily needs and risking their lives to leave Syria," said Bibeau."This funding to UNHCR will help to make these decisions a little less difficult by helping to meet basic needs." LONDON - British Prime Minister David Cameron urged skeptical lawmakers to back airstrikes on the Islamic State group in Syria, saying Thursday that the Paris attacks have given the fight new urgency and Britain owes it to key allies to act.Cameron told the House of Commons that President Barack Obama and French President Francois Hollande had urged Britain to join the military campaign in Syria."These are our closest allies and they want our help," he said."We have to hit these terrorists in their heartlands. We have not and we must not shirk our responsibility for security or hand it to others."Some previously skeptical lawmakers said they were convinced, but Cameron has not yet announced a date for a House of Commons vote on airstrikes.The Royal Air Force is part of a U.S.-led coalition attacking IS militants in Iraq, but not in Syria. Cameron has been reluctant to seek backing for strikes in Syria since lawmakers voted down his 2013 plan to launch RAF strikes against the forces of Syrian President Bashar Assad.Many Britons are wary of getting drawn in to another Middle Eastern conflict after messy, bloody wars in Iraq and Libya.Earlier this month, Parliament's Foreign Affairs Select Committee said British airstrikes would be "incoherent" and ineffective without a plan to end Syria's four-year civil war.Cameron replied Thursday with a 36-page letter, arguing that Britain should act to deny the Islamic State group a "safe haven" from which to plot mass- casualty attacks like the Nov. 13 rampage that left 130 dead and hundreds wounded in Paris.He said airstrikes should be part of a "comprehensive overall strategy" to destroy IS, end the Syrian war and help rebuild the country.Attempting to allay legislators' concerns, Cameron answered questions for more than two hours in the House of Commons.He argued that military action was legal under the U.N. charter's right to self-defence. And he said while ground forces would also be needed, they would not be British.Cameron said airstrikes would not increase the already-high risk of an attack in Britain. He said British authorities have foiled seven attacks in the past year either planned or inspired by IS.Cameron said he would only seek a vote in Parliament if "there is a clear majority for action," so as not to hand IS "a publicity coup."The main opposition Labour Party remains divided. Leader Jeremy Corbyn, whose left-wing views are at odds with some of his lawmakers, said military action could have "unintended consequences" — as it did in Iraq, Libya and Afghanistan. He wrote Thursday to Labour legislators to say he wouldn't back airstrikes because Cameron had not set out "a coherent strategy" to defeat IS.Labour's leadership in Parliament met Thursday, but didn't decide whether to allow the party's lawmakers a free vote.
