A day after the federal government offered details on its Syrian refugee plan, the Quebec government revealed its own $29 million plan to take in thousands of refugees.Quebec will welcome more than 7,300 Syrians before the end of February. That includes more than 200 in the Gatineau area. One hundred will arrive in the region before New Year's Day, while another 120 will come in a second wave before February 29, 2016. Most will be government-assisted refugees (GARs); only 50 will be privately-sponsored refugees (PSRs). Gatineau Mayor Maxime Pednaud-Jobin said settlement agencies in his city had been prepared for as many as 800 and he was hoping to get around that many, saying he sees refugees as a net benefit for his community. "Some people look at the risk, we look at the advantage of welcoming those people." Local settlement agency Accueil Parrainage Outaouais had told the CBC it could take on 105 refugees before Christmas, so the number is well within its capacity."Gatineau has a reality, we have a retention rate of 98 per cent of the immigrants that come into Gatineau because the economy is good, because our community is very welcoming, so I think it gives us a little more of a responsibility to welcome them."All refugees will receive permanent residency visas and will be able to work when they arrive, however the federal government is asking GARs to take advantage of free language courses and job training during the first year when they will be receiving government assistance cheques.The Quebec government has a special arrangement with the federal government to handle its own refugee distribution, which is why it has released its numbers while other regions of the country are still waiting to hear from the federal government.In Ottawa, Mayor Jim Watson said he can only speculate on the total number of refugees coming there."Based on a per capita basis, we're expecting anywhere from 800 to 2,000 individuals we can accomodate."The first planes are expected to arrive in Montreal and Toronto beginning Dec. 1.

As well, officials are planning to put refugees through bases in Ontario and Quebec, with no immediate plans to use bases in other provinces. Only 10,000 refugees will now arrive by Dec. 31, with the rest arriving by March 2016. Prime Minister Justin Trudeau said Tuesday it's more important to "make sure it's done right."Jones was lobbying government to process as many as 1,000 Syrian refugees for entry in to Canada through 5 Wing Goose Bay.She said the support of families and organizations, as well as decreased numbers and screening changes, no longer made it necessary to use Canadian military resources to process refugees within the country." There's so many municipalities across Canada, and so many Canadian families that have reached out to take Syrian refugees, that at this stage we're not going to have to use the military bases and the facilities," she said Wednesday while speaking on CBC's Labrador Morning.The processing, screening, any required medical treatment and CSIS background checks will now be done in UN refugee camps in other countries before refugees arrive in the country. MOSCOW - In a move raising the potential threat of a Russia-NATO conflict, Russia said Wednesday it will deploy long-range air defence missiles to its base in Syria and destroy any target that may threaten its warplanes following the downing of a Russian military jet by Turkey.The incident was the first time in half a century that a NATO member shot down a Russian plane. If Russia responds by downing a Turkish plane, NATO member Turkey could proclaim itself under attack and ask the alliance for military assistance.Most observers believe that a direct military confrontation is unlikely, but that the shooting down of the plane will further fuel the Syrian conflict and complicate international peace efforts.The situation is also alarming because the Russian and Turkish presidents both pose as strong leaders and would be reluctant to back down and seek a compromise.The S-400 missiles, which Russian President Vladimir Putin ordered sent to the Hemeimeem air base in Syria's coastal province of Latakia, just 50 kilometres (30 miles) away from the border with Turkey, are capable of striking targets within a 400-kilometre (250-mile) range with deadly precision. The military also moved the navy missile cruiser Moskva closer to the shore to help protect Russian warplanes with its long-range Fort air defence system."It will be ready to destroy any aerial target posing a potential danger to our aircraft," Russian Defence Minister Sergei Shoigu said at a meeting with military officials. He also announced the severance of all military ties with Turkey and said that from now on, Russian bombers will always be escorted by fighters on combat missions over Syria.Ozgur Unluhisarcikli, director of the German Marshall Fund in Ankara, said it is possible Russia could down a Turkish plane." Turkish planes violate the Syrian border daily, either for reconnaissance flights or for anti-IS operations," he said. "In the same way that Turkey argues it has rules of engagement, Russia could also declare its own rules of engagement, saying it has the right to protect the skies of its ally."The Russian plane's downing marked a dramatic turnaround in relations between Russia and Turkey, who have proclaimed themselves to be "strategic partners" in the past and developed booming economic ties despite differences over Syria.Putin described the Turkish action as a "crime" and a "stab in the back," and called Turkey an "accomplice of terrorists." A day after the federal government offered details on its Syrian refugee plan, the Quebec government revealed its own $29 million plan to take in thousands of refugees.Quebec will welcome more than 7,300 Syrians before the end of February. That includes more than 200 in the Gatineau area. One hundred will arrive in the region before New Year's Day, while another 120 will come in a second wave before February 29, 2016. Most will be government-assisted refugees (GARs); only 50 will be privately-sponsored refugees (PSRs). Gatineau Mayor Maxime Pednaud-Jobin said settlement agencies in his city had been prepared for as many as 800 and he was hoping to get around that many, saying he sees refugees as a net benefit for his community. "Some people look at the risk, we look at the advantage of welcoming those people." Local settlement agency Accueil Parrainage Outaouais had told the CBC it could take on 105 refugees before Christmas, so the number is well within its capacity."Gatineau has a reality, we have a retention rate of 98 per cent of the immigrants that come into Gatineau because the economy is good, because our community is very welcoming, so I think it gives us a little more of a responsibility to welcome them."All refugees will receive permanent residency visas and will be able to work when they arrive, however the federal government is asking GARs to take advantage of free language courses and job training during the first year when they will be receiving government assistance cheques.The Quebec government has a special arrangement with the federal government to handle its own refugee distribution, which is why it has released its numbers while other regions of the country are still waiting to hear from the federal government.In Ottawa, Mayor Jim Watson said he can only speculate on the total number of refugees coming there."Based on a per capita basis, we're expecting anywhere from 800 to 2,000 individuals we can accomodate."The first planes are expected to arrive in Montreal and Toronto beginning Dec. 1.

As well, officials are planning to put refugees through bases in Ontario and Quebec, with no immediate plans to use bases in other provinces. Only 10,000 refugees will now arrive by Dec. 31, with the rest arriving by March 2016. Prime Minister Justin Trudeau said Tuesday it's more important to "make sure it's done right."Jones was lobbying government to process as many as 1,000 Syrian refugees for entry in to Canada through 5 Wing Goose Bay.She said the support of families and organizations, as well as decreased numbers and screening changes, no longer made it necessary to use Canadian military resources to process refugees within the country." There's so many municipalities across Canada, and so many Canadian families that have reached out to take Syrian refugees, that at this stage we're not going to have to use the military bases and the facilities," she said Wednesday while speaking on CBC's Labrador Morning.The processing, screening, any required medical treatment and CSIS background checks will now be done in UN refugee camps in other countries before refugees arrive in the country. MOSCOW - In a move raising the potential threat of a Russia-NATO conflict, Russia said Wednesday it will deploy long-range air defence missiles to its base in Syria and destroy any target that may threaten its warplanes following the downing of a Russian military jet by Turkey.The incident was the first time in half a century that a NATO member shot down a Russian plane. If Russia responds by downing a Turkish plane, NATO member Turkey could proclaim itself under attack and ask the alliance for military assistance.Most observers believe that a direct military confrontation is unlikely, but that the shooting down of the plane will further fuel the Syrian conflict and complicate international peace efforts.The situation is also alarming because the Russian and Turkish presidents both pose as strong leaders and would be reluctant to back down and seek a compromise.The S-400 missiles, which Russian President Vladimir Putin ordered sent to the Hemeimeem air base in Syria's coastal province of Latakia, just 50 kilometres (30 miles) away from the border with Turkey, are capable of striking targets within a 400-kilometre (250-mile) range with deadly precision. The Islamic State group claimed responsibility for both attacks.The downing of the warplane came as French President Francois Hollande was visiting Washington prior to a trip to Moscow set for Thursday in a bid to narrow the rift between the West and Russia and agree on a joint action against the IS."On NATO's side, I think there is a strong desire not to jeopardize the diplomatic mission of President Hollande," said Bruno Lete, a senior analyst at the German Marshall Fund in Brussels.Lavrov said that Russia remains committed to efforts to try to negotiate a Syria peace deal, but emphasized the need to take action against the Islamic State group's sponsors.
