CHARLESTON, S.C. (Reuters) - Torrential rainfall that South Carolina's governor called a once-in-a-millennium downpour triggered flooding in the southeastern U.S. state on Sunday, causing at least eight deaths in the Carolinas.The storm had dumped more than 18 inches (45 cm) of rain in parts of central South Carolina by early Sunday. The state climatologist forecast another 2 to 6 inches (5 to 15 cm) through Monday as the rain began to slacken.South Carolina Governor Nikki Haley said parts of the state were hit with rainfall that would be expected to occur once in 1,000 years, with the Congaree River running at its highest level since 1936."If you are in your house, stay in your house," Haley, holding a news conference, told state residents. "This is not something to be out taking pictures of."Six weather-related deaths were reported in South Carolina, four of them from traffic accidents. Officials reported another two deaths in North Carolina.Overnight rains flooded highways along the South Carolina coast between Charleston and Georgetown, the National Weather Service said. Georgetown, population 9,000, was mostly under water, and the four major highways leading into it were closed."We have every ambulance in the county out responding to calls. People are being moved from their homes in boats," Georgetown County spokeswoman Jackie Broach said.Inland flooding also hit the state capital, Columbia, where the Congaree rose 10 feet (3 m) in 12 hours, according to local officials. Columbia posted a record 8.7 inches (22 cm) of rain in 24 hours ending Sunday afternoon, the weather service said.State emergency officials urged residents not to travel due to unsafe roads, and curfews were imposed in eight cities or counties, including Columbia. Schools and universities canceled Monday classes.A 70-mile (112-km) stretch of Interstate 95, a major East Coast highway, was closed because of high water.The state Highway Patrol reported 315 collisions and 318 cases of roadway flooding. Rescue workers across South Carolina will go door-to-door on Monday to ensure that residents in heavily flooded areas are safe. On Sunday, hundreds of people were rescued from fast-moving floodwaters as days of driving rain hit a dangerous crescendo that buckled buildings and roads, closed a 75-mile stretch of Interstate 9 that connects Washington, D.C., to the southern United States, and threatened the drinking- water supply for the state capital, Columbia. Emergency workers waded into waist-deep water to help people trapped in cars; dozens of boats fanned out to rescue people in flooded neighborhoods; and some people were plucked from rooftops by helicopters. Columbia Fire Chief Aubry Jenkins said there were too many rescues to keep count.We’re just trying to get to everyone. But there are places we just haven’t gotten to.Among the seven people who have died in the flooding is Timothy Wayne Gibson, a 45-year-old South Carolina Department of Transportation worker who died in flood waters Sunday while overseeing work near downtown Columbia. People were told to stay off roads and remain indoors until floodwaters recede, and an overnight curfew was issued for Columbia and across two surrounding counties.  Capital city officials told all 375,000 of the city’s water customers to boil water before drinking because of water-line breaks and the threat of rising water to a treatment plant. Biot (France) (AFP) - Volunteers and firefighters began the gruelling task Monday of cleaning up French Riviera towns strewn with mud and debris, as the death toll from floods which tore through the region rose to 19.Citizens of Britain, Italy and Portugal were among those who died when a torrential weekend downpour trapped people in garages and retirement homes in Mediteranean resort towns beloved by jet-setting tourists.Water gushed through the streets of Cannes, Nice and Antibes, leaving cars including Porsches and Ferraris scattered about, often upside down and hundreds of metres from where they were parked.Another person was found dead Monday in the worst-hit town of Mandelieu-la-Napoule, with eight now confirmed killed there after being trapped in garages when they tried to remove their cars, a local official said.And in Cannes a body was found in an underground parking lot. JACKSONVILLE, Fla. - The latest on the search for a U.S. cargo ship carrying 33 people that has been missing since it encountered high winds and heavy seas from Hurricane Joaquin. All times local:
10:15 a.m.-The Coast Guard says it found the body of one crew member from a U.S.-based cargo ship that sank during a hurricane off the Bahamas.Capt. Mark Fedor said Monday that an airborne crew spotted several survival suits floating amid debris from the El Faro. Most were empty but one had a body. A helicopter crew confirmed the person was dead but had to leave the body behind to continue the search for possible survivors.Coast Guard cutters and aircraft and a U.S. Navy plane continued searching the Atlantic Ocean for the missing crew. The ship's owners say it carried more than enough lifeboats and rafts for the crew.Fedor also says crews found one of two lifeboats from El Faro, but it had no people or signs of life. He says the ship had two lifeboats, and each can hold 43 people.
9:40 a.m.-The Coast Guard says a ship that went missing during a hurricane off the Bahamas sank, but the search continues for the 33 people on board.Chief Petty Officer Jon-Paul Rios says the Coast Guard and the ship's owner concluded Monday that the 790-foot container ship El Faro sank after encountering Hurricane Joaquin's high winds and heavy seas last week.Rios says Coast Guard cutters and aircraft and a U.S. Navy plane continued searching the Atlantic Ocean for the missing crew. 8:30 a.m.-The Coast Guard is beginning its fifth day of searching near the Bahamas for a U.S. cargo ship carrying 33 people missing since it encountered Hurricane Joaquin.Coast Guard Chief Petty Officer Bobby Nash said Monday that two cutters continued searching overnight for the 790-foot El Faro, and a C-130 aircraft was launched at dawn. Nash said a third cutter was on its way.Searchers have found debris and clues but no definitive word on the fate of the vessel or those on board.The vessel's owner said a container that appears to have come from the ship was found and a debris field was found that included what appeared to be pieces of container. Searchers also spotted an oil sheen and found a life ring from the El Faro.
