And lastly, point no.3: in order to encourage steps towards full communion with the Fraternity of St. Pius X founded by traditionalist archbishop Marcel lefebvre, Francis has written that sacramntal absolutions administered by priests of the Fraternity will be fully valid even if the individual who grants them does not ordinarily have the power and authority to do so.“One of the serious problems of our time,” the Pope writes in his letter to Fisichella, “is clearly the changed relationship with respect to life. A widespread and insensitive mentality has led to the loss of the proper personal and social sensitivity to welcome new life. The tragedy of abortion is experienced by some with a superficial awareness, as if not realizing the extreme harm that such an act entails. Many others, on the other hand, although experiencing this moment as a defeat, believe they they have no other option.”“I think in particular of all the women who have resorted to abortion. I have met so many women who bear in their heart the scar of this agonizing and painful decision. What has happened is profoundly unjust; yet only understanding the truth of it can enable one not to lose hope. A woman who procures a successful abortion incurs an automatic latae sententiae excommunication (1398), as well as those who persuade her to go ahead with the abortion and and those who carry out or assist in the abortion, cannot ordinarily be absolved by just any confessor, but only by a bishop or certain priests appointed by him. On certain occasions, such as Lent or Advent, some bishops extend this faculty to all the priests in their diocese. Francis’ decision makes this faculty universal, allowing all confessors to pardon those who have had an abortion or procured an abortion.The second decision highlights the special attention Francis wishes to give to those behind bars, doing all that he can in order to ensure that inmates who would like to obtain a Jubilee Indulgence in prison, can.“My thoughts also turn to those incarcerated, whose freedom is limited,” Francis writes. “The Jubilee Year has always constituted an opportunity for great amnesty, which is intended to include the many people who, despite deserving punishment, have become conscious of the injustice they worked and sincerely wish to re-enter society and make their honest contribution to it.”“May they all be touched in a tangible way by the mercy of the Father who wants to be close to those who have the greatest need of his forgiveness. They may obtain the Indulgence in the chapels of the prisons. May the gesture of directing their thought and prayer to the Father each time they cross the threshold of their cell signify for them their passage through the Holy Door, because the mercy of God is able to transform hearts, and is also able to transform bars into an experience of freedom.”Finally, the third decision. This Jubilee Year of Mercy excludes no one. From various quarters, several Brother Bishops have told me of their good faith and sacramental practice, combined however with an uneasy situation from the pastoral standpoint. I trust that in the near future solutions may be found to recover full communion with the priests and superiors of the Fraternity.”“ In the meantime, motivated by the need to respond to the good of these faithful, through my own disposition, I establish that those who during the Holy Year of Mercy approach these priests of the Fraternity of St Pius X to celebrate the Sacrament of Reconciliation shall validly and licitly receive the absolution of their sins.”This is a gesture of mercy and of reaching out to the traditionalist priestly fraternity. Lefebvrian priests were never excommunicated and the latae sententiae excommunications incurred by their bishops for being ordained without a papal mandate, was rescinded by Benedict XVI. But Ratzinger himself made it clear that “until the doctrinal questions are clarified, the Society has no canonical status in the Church, and its ministers – even though they have been freed of the ecclesiastical penalty – do not legitimately exercise any ministry in the Church”. This means they do not have the power and authority to hear confession. Confession is the only sacrament which requires that the minister is not only legitimately ordained but also has the proper faculties to administer it.On the basis of canon 144 of the Code of Canon law, the Church always seeks to save faithful: “In common error, whether of fact or of law ... the Church supplies executive power of governance for both the external and the internal forum.” It is therefore assumed that faithful are not fully conscious of the irregular status of the Fraternity’s priests. In any case this is just a transitional phase and the current situation is not expected to continue for long. With the decision set out in his letter to Fisichella, Pope Francis – with the good of faithful at heart – grants full legitimacy to confessions administered by Lefebvrian priests during the Jubilee Year.In his letter to Fisichella, Francis stresses the conditions traditionally in place for faithful to be granted the Jubilee Indulgence: “a brief pilgrimage to the Holy Door, open in every Cathedral or in the churches designated by the Diocesan Bishop, and in the four Papal Basilicas in Rome, as a sign of the deep desire for true conversion; participation in the Sacrament of Reconciliation and the celebration of the Holy Eucharist with a reflection on mercy; the accompaniment of these celebrations with the profession of faith and with prayer for the Pope and for the intentions that “[the Pope] bear[s] in his heart for the good of the Church and of the entire world”. The mass was attended by members of the Schuelerkreis (Ratzinger’s “student circle”) and the New Schuelerkreis, who gathered at Castel Gandolfo in recent days to reflect on the theme “How to speak to God today”. It simply cannot afford it.The collapse of the price of oil has ransacked the Russian economy, sent the Rouble into a nosedive, and ensured inflation is acting like it is 1999 again.The Kremlin’s decision to defy Western sanctions by imposing countermeasures of its own such as banning and destroying western food imports did not go down well with the Russian population.Putin’s approval rating – although at a level US President Barack Obama could only dream of – dipped due to the country’s sluggish economy and the Rouble’s freefall.By way of diversion from domestic troubles, what could be better than to demonstrate your country’s might?Although plausible, there is much more to Putin’s moves than meets the eye. The oil price rout has rocked the financial foundations of Russia’s state apparatus. Moscow’s traditional earning model, built on extensive oil and gas revenues, has come under severe stress as a result.This situation is amplified by the financial and sectoral sanctions imposed by the West.Major oil and gas companies, such as Rosneft and Gazprom, are deprived of invaluable technology to explore Arctic and unconventional oil and gas resources; something Russia will desperately rely on in the long term if it wishes to stay a leading oil and gas exporter. Some commentators openly wonder whether the recession in Russia will result in social upheaval.The pressure is certainly increasing, and recent reshuffles in the elite around Putin, such as the stepping down of Vladimir Yakunin, the powerful head of Russia’s state railways and long-time Putin confidant, may indeed suggest that changes are afoot.Rosneft recently saw four out of five of its requests for funding from Russia’s sovereign wealth fund denied. Gazprom, Russia’s national gas behemoth, is hardly in a more enviable position.China gas deal-Putin heralded the May 2014 gas deal with China as the pact of the century. However, given that the contract provides no protection against low oil prices, the project is already on the edge of loss-making.With a second pipeline to China postponed, the Middle Kingdom’s economic downturn effectively hammered the final nail into the coffin of Putin’s much-coveted Asia Pivot.The problem is that if Russia wishes to continue to be a leading oil and gas producer in the future, it must explore new oil and gas finds.Russia’s traditional Siberian fields are aging and its liquefied natural gas plans are taking a hit, with more and more supplies appearing from competitors. And now that China’s energy appetite has stalled, the prospects of the oil price picking up soon are negligible.If it is to survive, Russia needs other resources. These are found in the Arctic. For example, in September 2014, Exxon Mobil and Rosneft announced a major oil find in the Kara Sea, but cooperation had to be suspended due to the souring political climate.In other words, Putin’s sabre-rattling over the Arctic is not just about diverting attention away from a troubled economy at home; it is equally about securing the country’s - and the government’s – long-term future.Why the West should be worried-On 31 August, Obama embarked on a three-day tour of the Arctic, during which he addressed the Conference on Global Leadership in the Arctic.“Glacier”, as the conference is known, is a policy event that brings together Foreign Ministers of Arctic nations and key non-Arctic states, as well as scientists and policy-makers to discuss climate change in the region.Western nations tend to view the Arctic as part of the Global Commons. Given the high stakes described above, it is not clear whether Russia thinks the same. There are ample reasons as to why the West ought to be profoundly concerned about this. Moscow appears to be determined to militarise the region; something Western nations, at least for now, appear unwilling to rival.Also, should a kind of “arms race for the North” take off, there is a genuine risk that these kinds of demonstrations of might are misinterpreted and could trigger an actual conflict.More acutely perhaps, a Russia that is cash-strapped may ultimately decide to engage in Arctic oil and gas exploration “on the cheap” with all the associated risk for the safety of this pristine environment.In touring one of the world’s last true frontiers, Barack Obama would do wise to keep this firmly in mind.Sijbren de Jong is a Strategic Analyst with the Hague Centre for Strategic Studies (HCSS) and Lucia van Geuns is an expert on international oil and gas markets with a particular interest in the Arctic.

BRUSSELS, Today, 09:26-The EU and US have condemned violence in Kiev, which left one policeman dead and hospitalised more than 140 people on Monday (31 August).The worst injuries were caused when a grenade exploded in the crowd outside parliament, which was voting on a bill to give more power to regional governments.The man charged with the grenade attack, Ihor Humenyuk, is a 24-year old supporter of the nationalist Svoboda party who recently spent eight months on the front line in east Ukraine.Svoboda and the populist Radical Party organised the protests because, they say, the decentralisation law is the first step to autonomy for Russian-occupied parts of the Donbas region.The “constitutional amendments solidify the special status of Donbas and [represent an act of] capitulation to the Kremlin”, Svoboda said.It claimed the grenade attack was “a pre-planned provocation against Ukrainian patriots”.Ukrainian president Petro Poroshenko said on TV the bill is in line with EU demands for political reform and with the Minsk ceasefire plan.He said it amounts to “a meager line about the peculiarities of local self-governance”, compared to Russia’s demand for federalisation, which would have given its agents in Donbas a veto on the country's EU and Nato integration.He added that without the law “the fate of a pro-Ukrainian international coalition would be significantly undermined. Opinion-EU needs to step up its game in Ukraine-By Fredrik Wesslau-euobserver
BRUSSELS, 31. Aug, 09:28-The situation in Ukraine looks increasingly grim. The war in Donbas has intensified. And Moscow shows no sign of ending its support for its proxy rebels or withdrawing troops and heavy weapons from eastern Ukraine.The EU's relations with Russia and its eastern neighbours are on the agenda when EU foreign ministers and the high representative gather in Luxembourg on 4-5 September for their post-summer Gymnich.This discussion comes not a day too soon. The EU needs to urgently step up its game in Ukraine - or risk losing it. Here's what it needs to do.-Increase support for Ukraine reform-The most pressing challenge for Ukraine is not on the battlefield but in carrying out its massive reform agenda. The EU has provided substantial support to political and economic reform in Ukraine since the crisis began. Yet more is needed, especially in the area of macro-financial assistance.Ukraine avoided imminent default thanks to the agreement reached last week with private creditors to write off 20 percent of $18 billion of debt. But Ukraine still needs significantly more financing to stabilise the hryvnia and replenish its foreign reserves.Since the Maidan protests, only three member states have given bilateral loans. The European Commission has provided € 2.2 billion in loans to Ukraine.This is not enough.If the EU is serious about wanting Ukraine’s reform to succeed, the commission and member states must provide further loans to shore up Ukraine’s economy. Default would be devastating for Ukraine’s reform efforts and could lead to political instability.Robust security arrangements-The ceasefire provisions in the Minsk agreement have proven inadequate to contain the fighting.The OSCE mission reports daily shelling and clashes. The recent flare-up is the most serious since the Minsk agreement was signed in February. Almost 7,000 people have been killed since fighting began; some 1.4 million people have fled their homes.The EU should press for more robust security arrangements.The EU should also take another look at the possibility of a UN peacekeeping force for Ukraine. The OSCE monitoring mission plays an important role in reporting on ceasefire violations and as a deterrent on the warring parties. But this deterrence is weak especially since the separatists regularly deny the mission access to Donetsk and Luhansk.A UN peacekeeping force mandated with traditional separation-of-forces tasks, such as supervising the buffer zone on both sides of the line of contact, would provide greater deterrence and stabilisation.Russia has blocked previous attempts to obtain a UN Security Council mandate for a peacekeeping operation. But this is no reason to not try again.If Moscow, as it says, wants peace then it should have to explain why a peacekeeping force would not contribute to this. Using peacekeepers from Belarus might be an acceptable option for Moscow.Implementation of Minsk agreement-It is not only the ceasefire that is regularly being violated. The Minsk agreement’s political provisions also risk not being implemented. The EU should increase overall support for implementation and take a clear position on the agreement's various elements.One of the main challenges over the next few weeks will be dealing with local elections in Donbas.The agreement stipulates that local elections should be held under Ukrainian law, in accordance with relevant OSCE standards, and monitored by OSCE/ODIHR. The Moscow-controlled separatists, however, have declared that they will hold parallel elections outside Ukraine’s constitutional and legal framework.This would clearly be a violation of the Minsk agreement. It is also highly unlikely that elections organised by the separatists would be held in accordance with OSCE standards.These standards require a conducive atmosphere in which political parties and candidates can freely campaign and present their views. Freedom of media is a basic condition. It also requires an up-to-date electoral register; in the case of Donbas, eligible voters who have been forced to flee their homes should be included in the register.The EU needs to send a clear message to Russia and its proxies that local elections in Donbas must abide by the Minsk agreement.Anything else would be a violation of Minsk and risks undermining the already fragile peace process.-Ready to extend sanctions-The prospects for a complete implementation of the Minsk agreement by the agreed end-of-year deadline look increasingly poor.Discussions in the EU on whether Minsk has been implemented will intensify as the end of the year approaches. The EU should be ready for a scenario in which Russia and its proxy rebels have not lived up to their part of the bargain. This means preparing to extend the sectoral sanctions that are conditioned on Minsk implementation.Extending sanctions in case of non-implementation is not only about the EU's credibility as a peacemaker but also about the credibility of the Minsk agreement.This time around, the EU should consider open-ended sanctions conditioned on Minsk implementation rather than sanctions that have to be regularly renewed.This would send a powerful signal to Russia about the EU’s willingness to stay the course on Minsk. It would also deny Moscow the opportunity to split the Union every time sanctions are up for renewal.-Keep Crimea on the agenda-The annexation of Crimea has largely fallen off the agenda. There is a sense in many capitals that this issue is “too hard to handle” given the unlikelihood of a reversal any time soon. But not talking about it is not a solution.The annexation is too serious an issue to be left aside. The violation of fundamental principles, as set out in the UN Charter, Helsinki Final Act, and a host of other international treaties, deserves continued attention.It should be on the EU’s agenda with Russia, as well as with other states, in particular Brazil, China, and India. The EU should also review the sanctions linked to Crimea to plug any loopholes.Prepare for a fraught relationship with Russia for the long term-The EU has still to figure out how to deal with its “Russia problem”.This is not a problem that has come about by the EU’s policy towards Ukraine or the rest of the eastern Neighbourhood.It is a problem that originates in Moscow and in the decision to use force to annex territory and destabilise a country because it exercised its sovereign right to determine its political orientation. This amounts to a substantial challenge to core principles underpinning the European security order.The EU should not expect Russia to change its posture for the foreseeable future. A confrontational relationship with the EU and US suits the Kremlin and fits its narrative about how the West is pushing for regime change in Moscow. It also provides a convenient excuse for the failure to modernise Russia’s economy and be a relevant part of globalisation.Considerable staying power will be needed to deal with Russia’s revisionism.The best way to do this is to stay true to basic principles, push back when these principles are violated, and, in particular, reject the notion of spheres of influence. It also means that the EU should prioritise its support - both political and material - to the eastern neighbours that are serious about EU integration.Dialogue with Russia is of course necessary. ERBIL, Iraq (Reuters) - Kurdish authorities said on Tuesday they suspected a homemade rocket fired by Islamic State at their peshmerga forces in northern Iraq contained chemical substances, accusing the Islamist insurgents of an increasing use of chemical weapons.The Kurdistan Region's Security Council (KRSC) said the attack had taken place along the front line north of Mosul on Aug. 31, and one peshmerga fighter was receiving treatment in hospital.A "considerable amount" of yellow smoke was produced, it said.Samples taken from the site of another attack earlier this year tested positive for chlorine, and at least two other incidents are being investigated."This is one of an increasing number of attacks in recent months suspected of carrying chemical substances," the KRSC said in a statement."We remain deeply concerned with the escalation and delivery method of these attacks, and urgently call on the International Coalition to provide protective equipment to peshmerga forces," it said, referring to the foreign powers, led by the United States, supporting the fight against Islamic State.The Organization for the Prohibition of Chemical Weapons in The Hague has expressed its concern about the alleged use of chemical weapons in the region but has said either Baghdad or the U.N. BEIRUT (Reuters) - Satellite images have confirmed the destruction of the Temple of Bel, which was one of the best preserved Roman-era sites in the Syrian city of Palmyra, a United Nations agency said, after activists said the hardline Islamic State group had targeted it.A comparison of before and after images shows the damage to the temple at the UNESCO World Heritage site, the Geneva-based United Nations Institute for Training and Research (UNITAR) said."We can confirm the destruction of the main building of the Temple of Bel as well as a row of columns in its immediate vicinity," the agency said in an email.The Syrian Observatory for Human Rights monitoring group and other activists said on Sunday that Islamic State had destroyed part of the more than 2,000-year-old temple, one of Palmyra's most important monuments.This came a week after the militants blew up another smaller site in the central desert city.Palmyra was one of the most important cultural centers of the ancient world, according to cultural agency UNESCO, which has described it as the crossroads of several civilizations. Pope Francis has written a letter to Archbishop Rino Fisichela - President of the Pontifical Council for the New Evangelisation and head of Jubilee initiatives - containing three significant new points that are being introduced on the occasion of the Extraordinary Holy Year of mercy.The new points mentioned in the letter dated 1 September are as follows: Point no. 1: All priests throughout the world, not just “missionaries of mercy”, will be able to absolve faithful of the sin of abortion during the Jubilee. Point no. 2: The Jubilee Indulgence will be granted not only in Rome’s basilicas and or in sanctuaries and the cathedrals of the various dioceses, but also in all prison chapels around the world. And lastly, point no.3: in order to encourage steps towards full communion with the Fraternity of St. Pius X founded by traditionalist archbishop Marcel lefebvre, Francis has written that sacramntal absolutions administered by priests of the Fraternity will be fully valid even if the individual who grants them does not ordinarily have the power and authority to do so.“One of the serious problems of our time,” the Pope writes in his letter to Fisichella, “is clearly the changed relationship with respect to life. A widespread and insensitive mentality has led to the loss of the proper personal and social sensitivity to welcome new life. The tragedy of abortion is experienced by some with a superficial awareness, as if not realizing the extreme harm that such an act entails. Many others, on the other hand, although experiencing this moment as a defeat, believe they they have no other option.”“I think in particular of all the women who have resorted to abortion. I have met so many women who bear in their heart the scar of this agonizing and painful decision. What has happened is profoundly unjust; yet only understanding the truth of it can enable one not to lose hope. The forgiveness of God cannot be denied to one who has repented, especially when that person approaches the Sacrament of Confession with a sincere heart in order to obtain reconciliation with the Father.”“For this reason too,” Francis adds, “I have decided, notwithstanding anything to the contrary, to concede to all priests for the Jubilee Year the discretion to absolve of the sin of abortion those who have procured it and who, with contrite heart, seek forgiveness for it. May priests fulfil this great task by expressing words of genuine welcome combined with a reflection that explains the gravity of the sin committed, besides indicating a path of authentic conversion by which to obtain the true and generous forgiveness of the Father who renews all with his presence.”The first decision clearly shows the Bishop of Rome’s will to allow as many people as possible to re-establish contact with the Church and the sacraments, without leaving anyone out. A woman who procures a successful abortion incurs an automatic latae sententiae excommunication (1398), as well as those who persuade her to go ahead with the abortion and and those who carry out or assist in the abortion, cannot ordinarily be absolved by just any confessor, but only by a bishop or certain priests appointed by him. On certain occasions, such as Lent or Advent, some bishops extend this faculty to all the priests in their diocese. Francis’ decision makes this faculty universal, allowing all confessors to pardon those who have had an abortion or procured an abortion.The second decision highlights the special attention Francis wishes to give to those behind bars, doing all that he can in order to ensure that inmates who would like to obtain a Jubilee Indulgence in prison, can.“My thoughts also turn to those incarcerated, whose freedom is limited,” Francis writes. “The Jubilee Year has always constituted an opportunity for great amnesty, which is intended to include the many people who, despite deserving punishment, have become conscious of the injustice they worked and sincerely wish to re-enter society and make their honest contribution to it.”“May they all be touched in a tangible way by the mercy of the Father who wants to be close to those who have the greatest need of his forgiveness. They may obtain the Indulgence in the chapels of the prisons. May the gesture of directing their thought and prayer to the Father each time they cross the threshold of their cell signify for them their passage through the Holy Door, because the mercy of God is able to transform hearts, and is also able to transform bars into an experience of freedom.”Finally, the third decision. This Jubilee Year of Mercy excludes no one. From various quarters, several Brother Bishops have told me of their good faith and sacramental practice, combined however with an uneasy situation from the pastoral standpoint. I trust that in the near future solutions may be found to recover full communion with the priests and superiors of the Fraternity.”“ In the meantime, motivated by the need to respond to the good of these faithful, through my own disposition, I establish that those who during the Holy Year of Mercy approach these priests of the Fraternity of St Pius X to celebrate the Sacrament of Reconciliation shall validly and licitly receive the absolution of their sins.”This is a gesture of mercy and of reaching out to the traditionalist priestly fraternity. Lefebvrian priests were never excommunicated and the latae sententiae excommunications incurred by their bishops for being ordained without a papal mandate, was rescinded by Benedict XVI. But Ratzinger himself made it clear that “until the doctrinal questions are clarified, the Society has no canonical status in the Church, and its ministers – even though they have been freed of the ecclesiastical penalty – do not legitimately exercise any ministry in the Church”. This means they do not have the power and authority to hear confession. Confession is the only sacrament which requires that the minister is not only legitimately ordained but also has the proper faculties to administer it.On the basis of canon 144 of the Code of Canon law, the Church always seeks to save faithful: “In common error, whether of fact or of law ... the Church supplies executive power of governance for both the external and the internal forum.” It is therefore assumed that faithful are not fully conscious of the irregular status of the Fraternity’s priests. In any case this is just a transitional phase and the current situation is not expected to continue for long. With the decision set out in his letter to Fisichella, Pope Francis – with the good of faithful at heart – grants full legitimacy to confessions administered by Lefebvrian priests during the Jubilee Year.In his letter to Fisichella, Francis stresses the conditions traditionally in place for faithful to be granted the Jubilee Indulgence: “a brief pilgrimage to the Holy Door, open in every Cathedral or in the churches designated by the Diocesan Bishop, and in the four Papal Basilicas in Rome, as a sign of the deep desire for true conversion; participation in the Sacrament of Reconciliation and the celebration of the Holy Eucharist with a reflection on mercy; the accompaniment of these celebrations with the profession of faith and with prayer for the Pope and for the intentions that “[the Pope] bear[s] in his heart for the good of the Church and of the entire world”. The sick and those who are confined to the home and cannot therefore reach the Holy Door, will be granted the indulgence through prayer and by following the celebration via various means of communication.Francis highlights that the Jubilee Indulgence can also be obtained for the deceased and recalls the importance of spiritual and corporal works of mercy, adding that “each time that one of the faithful personally performs one or more of these actions, he or she shall surely obtain the Jubilee Indulgence”.

The mass was attended by members of the Schuelerkreis (Ratzinger’s “student circle”) and the New Schuelerkreis, who gathered at Castel Gandolfo in recent days to reflect on the theme “How to speak to God today”. The priest and philosopher Tomas Halik also participated. The news was posted on the Ratzinger Foundation website.Does not the evil that afflicts us come from the outside? This was the essence of the question posed by the Emeritus Pope in his German homily. BRUSSELS, Today, 09:52-The Arctic is coming increasingly under the spotlight for reasons other than global warming.The region, home to some of the world’s largest undiscovered hydrocarbon reserves, is becoming a new frontier for a geopolitical struggle between Russia and the West.On 24 August, Russia kicked off a series of large-scale military exercises in the Arctic. A week earlier, Moscow informed the United Nations that it had laid claim to a staggering 1.2 million square kilometres of the Arctic shelf.Russia also plans to reopen military bases it abandoned after the Soviet Union collapsed. Although the Kremlin insists its military moves are purely defensive, they come at a time of heightened tensions with the West over Ukraine that saw Russia increase its air patrols probing Nato’s borders, including in the Arctic.So, why is Russian President Vladimir Putin asserting his ground in the Arctic? Is this mere bluster to conceal a position of fear? Or are the Kremlin’s latest moves prompted by sheer economic necessity? The answer is both, and the West ought to be profoundly worried about it.Russia in a bind-Russia finds itself in a bind over Ukraine. Contrary to the rapid takeover of Crimea, the conflict in Donbass has been fought to a standstill. Moreover, it looks unlikely that Moscow is in a position to increase the size of the land currently controlled by the separatists. It simply cannot afford it.The collapse of the price of oil has ransacked the Russian economy, sent the Rouble into a nosedive, and ensured inflation is acting like it is 1999 again.The Kremlin’s decision to defy Western sanctions by imposing countermeasures of its own such as banning and destroying western food imports did not go down well with the Russian population.Putin’s approval rating – although at a level US President Barack Obama could only dream of – dipped due to the country’s sluggish economy and the Rouble’s freefall.By way of diversion from domestic troubles, what could be better than to demonstrate your country’s might?Although plausible, there is much more to Putin’s moves than meets the eye. The oil price rout has rocked the financial foundations of Russia’s state apparatus. Moscow’s traditional earning model, built on extensive oil and gas revenues, has come under severe stress as a result.This situation is amplified by the financial and sectoral sanctions imposed by the West.Major oil and gas companies, such as Rosneft and Gazprom, are deprived of invaluable technology to explore Arctic and unconventional oil and gas resources; something Russia will desperately rely on in the long term if it wishes to stay a leading oil and gas exporter. Some commentators openly wonder whether the recession in Russia will result in social upheaval.The pressure is certainly increasing, and recent reshuffles in the elite around Putin, such as the stepping down of Vladimir Yakunin, the powerful head of Russia’s state railways and long-time Putin confidant, may indeed suggest that changes are afoot.Rosneft recently saw four out of five of its requests for funding from Russia’s sovereign wealth fund denied. Gazprom, Russia’s national gas behemoth, is hardly in a more enviable position.China gas deal-Putin heralded the May 2014 gas deal with China as the pact of the century. However, given that the contract provides no protection against low oil prices, the project is already on the edge of loss-making.With a second pipeline to China postponed, the Middle Kingdom’s economic downturn effectively hammered the final nail into the coffin of Putin’s much-coveted Asia Pivot.The problem is that if Russia wishes to continue to be a leading oil and gas producer in the future, it must explore new oil and gas finds.Russia’s traditional Siberian fields are aging and its liquefied natural gas plans are taking a hit, with more and more supplies appearing from competitors. And now that China’s energy appetite has stalled, the prospects of the oil price picking up soon are negligible.If it is to survive, Russia needs other resources. These are found in the Arctic. For example, in September 2014, Exxon Mobil and Rosneft announced a major oil find in the Kara Sea, but cooperation had to be suspended due to the souring political climate.In other words, Putin’s sabre-rattling over the Arctic is not just about diverting attention away from a troubled economy at home; it is equally about securing the country’s - and the government’s – long-term future.Why the West should be worried-On 31 August, Obama embarked on a three-day tour of the Arctic, during which he addressed the Conference on Global Leadership in the Arctic.“Glacier”, as the conference is known, is a policy event that brings together Foreign Ministers of Arctic nations and key non-Arctic states, as well as scientists and policy-makers to discuss climate change in the region.Western nations tend to view the Arctic as part of the Global Commons. Given the high stakes described above, it is not clear whether Russia thinks the same. There are ample reasons as to why the West ought to be profoundly concerned about this. BRUSSELS, Today, 09:26-The EU and US have condemned violence in Kiev, which left one policeman dead and hospitalised more than 140 people on Monday (31 August).The worst injuries were caused when a grenade exploded in the crowd outside parliament, which was voting on a bill to give more power to regional governments.The man charged with the grenade attack, Ihor Humenyuk, is a 24-year old supporter of the nationalist Svoboda party who recently spent eight months on the front line in east Ukraine.Svoboda and the populist Radical Party organised the protests because, they say, the decentralisation law is the first step to autonomy for Russian-occupied parts of the Donbas region.The “constitutional amendments solidify the special status of Donbas and [represent an act of] capitulation to the Kremlin”, Svoboda said.It claimed the grenade attack was “a pre-planned provocation against Ukrainian patriots”.Ukrainian president Petro Poroshenko said on TV the bill is in line with EU demands for political reform and with the Minsk ceasefire plan.He said it amounts to “a meager line about the peculiarities of local self-governance”, compared to Russia’s demand for federalisation, which would have given its agents in Donbas a veto on the country's EU and Nato integration.He added that without the law “the fate of a pro-Ukrainian international coalition would be significantly undermined. Opinion-EU needs to step up its game in Ukraine-By Fredrik Wesslau-euobserver
BRUSSELS, 31. Aug, 09:28-The situation in Ukraine looks increasingly grim. The war in Donbas has intensified. And Moscow shows no sign of ending its support for its proxy rebels or withdrawing troops and heavy weapons from eastern Ukraine.The EU's relations with Russia and its eastern neighbours are on the agenda when EU foreign ministers and the high representative gather in Luxembourg on 4-5 September for their post-summer Gymnich.This discussion comes not a day too soon. The EU needs to urgently step up its game in Ukraine - or risk losing it. Here's what it needs to do.-Increase support for Ukraine reform-The most pressing challenge for Ukraine is not on the battlefield but in carrying out its massive reform agenda. The EU has provided substantial support to political and economic reform in Ukraine since the crisis began. Yet more is needed, especially in the area of macro-financial assistance.Ukraine avoided imminent default thanks to the agreement reached last week with private creditors to write off 20 percent of $18 billion of debt. But Ukraine still needs significantly more financing to stabilise the hryvnia and replenish its foreign reserves.Since the Maidan protests, only three member states have given bilateral loans. The European Commission has provided € 2.2 billion in loans to Ukraine.This is not enough.If the EU is serious about wanting Ukraine’s reform to succeed, the commission and member states must provide further loans to shore up Ukraine’s economy. Default would be devastating for Ukraine’s reform efforts and could lead to political instability.Robust security arrangements-The ceasefire provisions in the Minsk agreement have proven inadequate to contain the fighting.The OSCE mission reports daily shelling and clashes. The recent flare-up is the most serious since the Minsk agreement was signed in February. Almost 7,000 people have been killed since fighting began; some 1.4 million people have fled their homes.The EU should press for more robust security arrangements.The EU should also take another look at the possibility of a UN peacekeeping force for Ukraine. The OSCE monitoring mission plays an important role in reporting on ceasefire violations and as a deterrent on the warring parties. But this deterrence is weak especially since the separatists regularly deny the mission access to Donetsk and Luhansk.A UN peacekeeping force mandated with traditional separation-of-forces tasks, such as supervising the buffer zone on both sides of the line of contact, would provide greater deterrence and stabilisation.Russia has blocked previous attempts to obtain a UN Security Council mandate for a peacekeeping operation. But this is no reason to not try again.If Moscow, as it says, wants peace then it should have to explain why a peacekeeping force would not contribute to this. Using peacekeepers from Belarus might be an acceptable option for Moscow.Implementation of Minsk agreement-It is not only the ceasefire that is regularly being violated. The Minsk agreement’s political provisions also risk not being implemented. The EU should increase overall support for implementation and take a clear position on the agreement's various elements.One of the main challenges over the next few weeks will be dealing with local elections in Donbas.The agreement stipulates that local elections should be held under Ukrainian law, in accordance with relevant OSCE standards, and monitored by OSCE/ODIHR. The Moscow-controlled separatists, however, have declared that they will hold parallel elections outside Ukraine’s constitutional and legal framework.This would clearly be a violation of the Minsk agreement. It is also highly unlikely that elections organised by the separatists would be held in accordance with OSCE standards.These standards require a conducive atmosphere in which political parties and candidates can freely campaign and present their views. Freedom of media is a basic condition. It also requires an up-to-date electoral register; in the case of Donbas, eligible voters who have been forced to flee their homes should be included in the register.The EU needs to send a clear message to Russia and its proxies that local elections in Donbas must abide by the Minsk agreement.Anything else would be a violation of Minsk and risks undermining the already fragile peace process.-Ready to extend sanctions-The prospects for a complete implementation of the Minsk agreement by the agreed end-of-year deadline look increasingly poor.Discussions in the EU on whether Minsk has been implemented will intensify as the end of the year approaches. The EU should be ready for a scenario in which Russia and its proxy rebels have not lived up to their part of the bargain. This means preparing to extend the sectoral sanctions that are conditioned on Minsk implementation.Extending sanctions in case of non-implementation is not only about the EU's credibility as a peacemaker but also about the credibility of the Minsk agreement.This time around, the EU should consider open-ended sanctions conditioned on Minsk implementation rather than sanctions that have to be regularly renewed.This would send a powerful signal to Russia about the EU’s willingness to stay the course on Minsk. It would also deny Moscow the opportunity to split the Union every time sanctions are up for renewal.-Keep Crimea on the agenda-The annexation of Crimea has largely fallen off the agenda. There is a sense in many capitals that this issue is “too hard to handle” given the unlikelihood of a reversal any time soon. But not talking about it is not a solution.The annexation is too serious an issue to be left aside. The violation of fundamental principles, as set out in the UN Charter, Helsinki Final Act, and a host of other international treaties, deserves continued attention.It should be on the EU’s agenda with Russia, as well as with other states, in particular Brazil, China, and India. This amounts to a substantial challenge to core principles underpinning the European security order.The EU should not expect Russia to change its posture for the foreseeable future. A confrontational relationship with the EU and US suits the Kremlin and fits its narrative about how the West is pushing for regime change in Moscow. It also provides a convenient excuse for the failure to modernise Russia’s economy and be a relevant part of globalisation.Considerable staying power will be needed to deal with Russia’s revisionism.The best way to do this is to stay true to basic principles, push back when these principles are violated, and, in particular, reject the notion of spheres of influence. It also means that the EU should prioritise its support - both political and material - to the eastern neighbours that are serious about EU integration.Dialogue with Russia is of course necessary. This also led some respondents to warn that the legitimacy of the outcome would come under doubt"."These views raise concerns about the potential legitimacy, in the eyes of those campaigning to leave and some members of the public, of the referendum result - particularly if there was a vote to remain a member of the European Union".It added: "The referendum result should be one that all voters and referendum campaigners can accept and have confidence in.
