Rather, it was to be interpreted as a formal recognition of a series of rights granted to Christian communities within Palestinian society. This was preceded by a preamble in which the Holy See stressed that the Agreement was accompanied by a call for a peaceful solution of the Palestinian-Israeli conflict. The Vatican’s decision to prevent an event such as the Pope’s visit to the UN from being exploited is a move that is consistent with the position it holds. In the note sent by the Vatican Observer mission to the UN, it explained that although it did not object to the Palestinians proposing a resolution to fly their own flag, the Holy See had no plans to join the initiative. After all, the question of Palestine’s status remains a thorny issue: in November 2012, the General Assembly voted to upgrade Palestine’s status to non-member Observer State status. However, the Security Council has always blocked Palestine’s application for admission as a member state (the last time this occurred was last December with a majority vote).It is interesting to note that the Vatican’s “no” comes just weeks after the controversial Basic Agreement the Holy Signed with the State of Palestine. The Agreement was openly criticised by Israel as a rash move that acts as an obstacle to peace in the Middle East. Israeli media have placed a great deal of emphasis on the distance taken by the Holy See, which has been interpreted as a slam on the breaks in its relations with Ramallah. In reality, both gestures have the same goal. As the Holy See has amply explained, the signing of the Basic Agreement was not to be seen as an intention on its part to give Israel the cold shoulder. Rather, it was to be interpreted as a formal recognition of a series of rights granted to Christian communities within Palestinian society. This was preceded by a preamble in which the Holy See stressed that the Agreement was accompanied by a call for a peaceful solution of the Palestinian-Israeli conflict. The Vatican’s decision to prevent an event such as the Pope’s visit to the UN from being exploited is a move that is consistent with the position it holds. This does not mean that it will cease to highlight the urgent need for a just solution to the Israeli-Palestinian conflict. The way the Vatican sees it, in the Holy Land, it is actions and acts of peace that count, not words and flag flying. And that goes for both sides.

Vatican City (AFP) - The Vatican has differed with a Palestinian request for the two observer states to the United Nations to be allowed to raise their flags at its headquarters, saying the move goes against a longheld tradition at the world body.In a statement released late Friday, the Vatican appeared to be seeking a way to cut short the Palestinian effort to associate the Roman Catholic Church with an initiative which risks further angering Israel.The Jewish state is already disturbed that the Vatican in June recognised a "Palestinian state" in signing its first bilateral accord with the Palestinian Authority.The latest initiative would have the United Nations adopt a resolution so the Palestinian and Vatican flags would be raised alongside those of UN member states-"The Holy See does not object to the tabling of a draft resolution concerning the raising of flags of Observer States at the UN headquarters and offices," the Vatican statement said.But at the same time it noted that since its founding in 1945, it has been a tradition that "only flags of member States are displayed at the UN headquarters and offices," it added.The Vatican also said it would abide by any decision the UN members might take on this matter in the future.A diplomatic note had been circulating for several days in New York in which the Vatican distanced itself from the Palestinian demand, according to informed sources.The Vatican's statement was seen by observers as a means of clarifying its position while trying not to strain relations with either the Palestinians or the Israelis.Pope Francis is scheduled next month to address the UN General Assembly during his trip to Cuba and the United States.

UNITED NATIONS (Reuters) - The Vatican on Tuesday asked the Palestinian U.N. mission to remove all references to it from a draft resolution the Palestinians have prepared for the General Assembly calling for the flags of Palestine and the Holy See to fly at the U.N.The Palestinian draft resolution, which was seen by Reuters, says that the flags of non-member observer states "shall be raised at the United Nations Headquarters and Offices following the flags of the member states of the United Nations."The draft resolution specifically refers to both the Vatican and the State of Palestine, both of which are non-member observer states at the United Nations.The initiative comes one month before the scheduled appearance of Pope Francis for a major speech before a high-level gathering of the 193-nation U.N. General Assembly on Sept. 25.Currently, only member states' flags fly at U.N. headquarters. U.N. diplomats say the United States and Israel, which do not recognize Palestinian statehood, would likely be irked by any move to fly the Palestinian flag at U.N. headquarters in New York City.The flag-flying resolution, which diplomats said the Palestinians were expected to circulate to the full assembly as early as on Wednesday, had apparently been prepared without the explicit consent of the Vatican's mission to the United Nations.In a note circulated to some U.N. members and seen by Reuters, the Vatican made clear that while it did not object to the Palestinians proposing a resolution to fly their own flag, the Holy See had no plans to join the initiative - even though the Vatican formally recognized the State of Palestinian earlier this year."The Holy See does not intend to co-sponsor a draft resolution that the State of Palestine may eventually present on the matter," the note said."The Holy See asks the Permanent Observer Mission of the State of Palestine to the United Nations kindly to remove in its draft resolution any reference to the 'Holy See' and any generic reference 'on behalf of the Observer States'," it added.A diplomat at the Palestinian mission did not respond immediately to a request for comment.In 2012 the General Assembly overwhelmingly approved the de facto recognition of the sovereign state of Palestine.
